Abstract: This chapter reviews the bylaws written by six community governance boards taking part in Good Neighborhoods, a comprehensive community initiative concerned with improving the health and well-being of children and youth living in Detroit. A policy review of bylaws suggested that the bylaws are predominantly characteristic of a community-building model of community organizing, with some elements of a power-based model of community organizing. Technical assistance providers can provide technical assistance based on their experience working with boards and their perceptions of board assets and needs. However, a more effective approach might be one in which technical assistance providers develop technical assistance activities and content in collaboration with board feedback. The use of program documentation, such as bylaws, can aid in developing conceptually based technical assistance.

Abstract:
Attribution — tracing those responsible for a cyber attack — is of primary importance when classifying it as a criminal act, an act of war, or an act of terrorism. Three assumptions dominate current thinking: attribution is a technical problem; it is unsolvable; and it is unique. Approaching attribution as a problem forces us to consider it either as solved or unsolved. Yet attribution is far more nuanced, and is best approached as a process in constant flux, driven by judicial and political pressures. In the criminal context, courts must assess the guilt of criminals, mainly based on technical evidence. In the national security context, decision-makers must analyze unreliable and mainly non-technical information in order to identify an enemy of the state. Attribution in both contexts is political: in criminal cases, laws reflect society’s prevailing norms and powers; in national security cases, attribution reflects a state’s will to maintain, increase or assert its power. However, both processes differ on many levels. The constraints, which reflect common aspects of many other political issues, constitute the structure of the book: the need for judgment calls, the role of private companies, the standards of evidence, the role of time, and the plausible deniability of attacks.

This book presents a theoretical, historical, and empirical account of the relationship between intellectual property (IP) rights, organizational type, and market structure. Patents expand transactional choice by enabling smaller research-and-development (R&D)-intensive firms to compete against larger firms that wield difficult-to-replicate financing, production, and distribution capacities. In particular, patents enable upstream firms that specialize in innovation to exchange informational assets with downstream firms that specialize in commercialization, lowering capital and technical requirements that might otherwise impede entry. These theoretical expectations track a novel organizational history of the U.S. patent system during 1890–2006. Periods of strong patent protection tend to support innovation ecosystems in which smaller innovators can monetize R&D through financing, licensing, and other relationships with funding and commercialization partners. Periods of weak patent protection tend to support innovation ecosystems in which innovation and commercialization mostly take place within the end-to-end structures of large integrated firms. The proposed link between IP rights and organizational type tracks evidence on historical and contemporary patterns in IP lobbying and advocacy activities. In general, larger and more integrated firms (outside pharmaceuticals) tend to advocate for weaker patents, while smaller and less integrated firms (and venture capitalists who back those firms) tend to advocate for stronger patents. Contrary to conventional assumptions, the economics, history, and politics of the U.S. patent system suggest that weak IP rights often shelter large incumbents from the entry threat posed by smaller R&D-specialist entities.

This chapter reviews the technical background of Fourier phase analysis with these imaging modalities and demonstrates how it measures ventricular dyssynchrony. The major clinical application of ventricular dyssynchrony assessment is to improve response to cardiac resynchronization (CRT) in patients with heart failure. This chapter introduces the current practice of CRT and the potential factors related to CRT response, and then reviews the clinical studies of the above phase analysis techniques for increasing CRT response.

These are some of the questions that a group of scholars have come together to confront in The Oxford Handbook of the Economics of Poverty. The book is written in a style that encourages the reader to think critically about poverty. Theories are presented in a rigorous but not overly technical way; concise and straightforward empirical analyses enlighten key policy issues. This chapter considers whether long-run resource scarcity limits economic growth. It distinguishes between renewable and non-renewable resources, as types of natural capital. Using the example of oil, it shows that the depletion of non-renewables is not a binding constraint. It critiques the peak oil concept, and, in particular, notes that it fails to take account of either technical progress or the impact of prices in allocating resources. On renewables there are serious depletion concerns; the chapter advances the aggregate natural capital rule, and sets out how this provides a rigorous asset-base constraint on sustainable economic growth. The operationalization of this rule requires a natural capital balance sheet, a risk register for renewable resources, and the provision of capital maintenance.

Numerous zoonotic diseases cause morbidity, mortality and productivity losses in both humans and animal populations. Recent studies suggest that these diseases can produce large societal impacts in endemic areas. Estimates of monetary impact and disease burden provide essential, evidence-based data for conducting cost-benefit and cost-utility analyses that can contribute to securing political will and financial and technical resources. To evaluate burden, monetary and non-monetary impacts of zoonoses on human health, agriculture and society should be comprehensively considered. This chapter reviews the framework used to assess the health impact and burden of zoonoses and the data needed to estimate the extent of the problem for societies. Case studies are presented to illustrate the use of burden of disease assessment for the zoonotic diseases cystic echinococcosis, Taenia solium cysticercosis, brucellosis and rabies.

The balloon occlusion of subintimal tract (BOST) technique may be used to assist in regaining luminal re-entry in difficult cases during subintimal recanalization of chronic total occlusions in the femoropopliteal artery. Subintimal recanalization or percutaneous intentional extraluminal recanalization (PIER) is an established technique used in endovascular recanalization of chronically occluded arteries of the peripheral circulation. The primary limitation of PIER is the high technical failure rate. Failure is mainly due to the inability to re-enter the patent true lumen distal to the site of the occlusion. The BOST technique can help overcome this limitation. This chapter provides a description of the technique.

Abstract:
This Chapter focuses on some of the Court’s major future challenges, and initiatives to improve the efficient management of criminal proceedings. It discusses challenges and strategies in relation to five main issues: (i) global membership; (ii) cooperation; (iii) complementarity; (iv) judicial integrity; and (v) efficiency of proceedings, before addressing specific features of the Lessons Learnt initiative, which was established in 2011 to assess the functioning of the ICC’s procedural framework and look into possible improvements. The Chapter analyses the practice of the ASP, including amendments of the Rules of Procedure and Evidence regarding the accused’s presence at trial. It argues that the ICC has come a long way in the past decade. It concludes with some practical suggestions to improve the relationship to non-States Parties, enhance cooperation and technical assistance, and strengthen the efficiency of the ICC.

This chapter addresses the arguments and available evidence about the complex intersections among basic research, claimed STEM (Science, Technology, Engineering, Mathematics) talent shortages, migration policy, and US economic growth. ‘Technical progress’ is a critical factor in economic growth, especially in the modern world of the ‘knowledge economy’. On the basis of this, should the US and other governments seek to increase their nations’ economic growth by expanding investments in basic research, or does basic research produce ‘global public goods’ that can readily be exploited economically by other countries? Should governments expand the number of domestic students pursuing higher education in science and engineering while also facilitating global recruitment by expanding temporary visas in these fields, or do these two approaches involve mutual contradictions? To what extent does the US government make available the migration data needed to assess such questions or support objective research and analysis on these issues?

Assessment of right ventricular (RV) size, function, and haemodynamics has been challenging because of its unique cavity geometry. Conventional two-dimensional assessment of RV function is often qualitative. Doppler methods involving tricuspid inflow and pulmonary artery flow velocities, which are influenced by changes in pre- and afterload conditions, may not provide robust prognostic information for clinical decision making. Recent advances in echocardiographic assessment of the RV include tissue Doppler imaging, speckle-tracking imaging, and volumetric three-dimensional imaging, but they need specific training, expensive dedicated equipment, and extensive clinical validation. However, assessment of RV function is crucial, especially in patients with signs of right-sided failure and those with congenital or mitral valve diseases. This chapter aims to address the role of the various echocardiographic modalities used to assess RV and pulmonary vascular bed function. Special emphasis has been placed on technical considerations, limitations, and pitfalls of image acquisition and analysis.

A chapter describes how the 19th century English chronometer was manufactured, and another provides comprehensive and logically arranged information on how to assess and date a given marine chronometer, something collectors and dealers find particularly difficult. For further help in identification of chronometers, appendices include a pictorial record of the number punches used by specific makers to number their movements, and the maker’s punches used by the rough movement makers.
