Postwar Canadian approaches to Asia were often in the non-governmental realm, drawing on the country’s missionary heritage. While diplomats in Ottawa worked for pro-Western states in the political realm, Canadian policies on economic development also aimed at building new states in the Canadian image. Canadians in government, transnational and non-governmental positions offered their own country as a model The international experts called together by the UN Technical Assistance Administration were central to Canadian postwar hopes and aspirations. The Administration, headed by Canadian civil servant Hugh Keenleyside, also included staff member George Cadbury, previously director of the Saskatchewan CCF government’s Economic Planning Board. It was individual Canadian technical advisers like these who offered the hands-on advice and played the crucial role in shaping policy taken by Southeast Asian states. These “modern missionaries” imagined themselves as part of a transnational community, one in which Canada could play a leadership role by being an active member of multilateral organizations. This paper examines the experience and role of postwar Canadian technical advisers in Southeast Asia, drawing on selected cases from the 1950s and 1960s. After considering the influence of the Canadian Cooperative Commonwealth Federation (CCF) on the idea of planning, it looks at F.R. Scott, the Montreal law professor and poet who served as the first UN Technical Assistance Resident Representative in Burma; Benjamin Higgins, the McGill economist who served as first financial advisor for the Indonesian National Planning Bureau; and J.T. Cawley, the Saskatchewan deputy minister of natural resources who was chief petroleum advisor to the Indonesian government.

The great strength, durability, and versatility of steel has undoubtedly caused this engineering material to become, almost literally, an essential foundation of present-day civilisation.1 Indeed, it is sometimes used as one of the indices of measuring the economic advancement of nations because of its widespread direct and indirect application. The commercial importance and strategic significance of steel has been recognised in Nigeria for many years, and this has prompted successive Governments to initiate various plans designed to create a metallurgical industry. As the country continues to expand its manufacturing output, as well as to produce more oil and to refine more petroleum, so the demand for the precious metal will go on increasing tremendously.2 The creation of an iron-and-steel complex by means of a combined investment of over 5,000 million is clearly Nigeria's biggest industrial undertaking and emphasises its resolve to attain greater self-reliance.3

Abstract:
The paper investigated the effect of changing some management factors on technical efficiency in plantain production with a view to understanding the functional relationship between technical efficiency and agricultural productivity. Data were r collected from a cross-sectional survey of two local government areas and six villages in Ibadan area of Oyo State in the humid forest zone of Nigeria. Stochastic frontier and multiple regression models were fitted and a simulation analysis was carried out on the management levels of plantain farmers. The results revealed that educational level alone did not significantly influence technical efficiency but its combination with extension assistance significantly influenced technical efficiency in the study area. Periodic extension assistance received significantly influenced technical efficiency.

Abstract:
Between 2007 and 2014 the United Nations (UN) assisted more than one-third of all national elections worldwide. Its experts routinely provide substantial technical advice on election management, logistical support such as the procurement of ballot papers and financial assistance. However, it remains doubtful if, and under which conditions, such assistance contributes to free and fair elections or has a positive long-term impact on democratization. This study assesses the impact of UN electoral assistance (UNEA) in Sudan, Nigeria and Libya. It finds that such assistance contributed to election quality in the presence of regime elites prioritizing electoral credibility in Nigeria (2011) and Libya (2012). In Nigeria, it seems plausible that UNEA had a medium-term impact on democratization. However, if regime elites undermine electoral freedom and fairness – as in Sudan (2010) – such positive effects are unlikely. Furthermore, in such contexts, the involvement of the UN may legitimize authoritarian practices.

Abstract:
The study examined the patterns and effectiveness of counterpart training by Canadian cooperants involved in development projects. The traditional one-on-one apprenticeship model of counterpart training was used. Success of the training was analysed by comparing results against the principles of effective training in industry.
A group of 40 Canadian cooperants returned from postings in Africa participated in the study. All of the cooperants were participants in a major study on cross cultural effectiveness sponsored by the Canadian International Development Agency.
Results of the study indicate that the counterpart training system is not very effective as a means of transferring knowledge and expertise. The problem appeared to lie in the process itself. Training was generally secondary to completion of the project on time and on budget, and tended to evolve as the need arose and as time permitted. Few of the cooperants had any experience in designing training interventions, and so devised their own tools and methods with few identifiable measures of success. There were no formal evaluations of either the cooperant or the counterpart, nor of program success upon completion of the training.

Abstract:
The international community has long sent democracy aid, and technical election assistance (TEA) has become increasingly popular in the last three decades. Despite these investments, little is known about the effects of TEA. This master thesis focuses on how TEA affects violence during elections and asks if and how does technical election assistance prevent electoral violence in some contexts and not in others? I argue the TEA that is provided to both state and non-state actors in combination can reduce electoral violence. I argue that this can make elections credible and that credible elections are less probable to turn violent. By conducting case studies on Kenya, Nigeria, and Zimbabwe using Structured Focused Comparison, this thesis finds that the hypothesis when a state receives comprehensive technical election assistance, it will experience a reduction in electoral violence gets limited support. The findings show that TEA can help reduce violence since violence was reduced in all three cases, but only two of them received comprehensive TEA.

Abstract:
This research explored the experiences of foreign students enrolled in the Canada eSchool distance learning program. The study included one secondary school in Nigeria and three in Malaysia that had students enrolled in a program based on a blended learning model. A mixed mode data analysis model including qualitative and quantitative data analysis was undertaken. The purpose of the study was to examine factors that influence student success in blended learning programs accessed by foreign students. Results indicated that students in the study were most successful if they were self-disciplined and had access to a variety of local supports including: an effective learning environment with access to quality technology; assistance in the development of English as a second language; and support in navigating pedagogical transitions between educational systems. In theory, the results of this study point to a connection between the local and Canadian support communities for foreign students enrolled in Canadian blended distance education programs, and their academic success.

Abstract:
<em>Abstract.</em>—Pacific salmon are important to the First Nations of the Skeena River watershed in British Columbia. The Skeena Fisheries Commission (SFC) was formed in 1985 through a memorandum of understanding between the watershed’s five First Nations: Tsimshian, Gitxsan, Gitanyow, Wet’suwet’en, and Lake Babine. SFC focuses on salmon management, research, and conservation through governance and technical committees. This paper describes the development of fishery management capacity of SFC within the context of the cultural importance of salmon, the history of salmon management measures, and land claims. Capacity is analyzed in terms of the ability to perform eight management functions: policy making, negotiation and resource planning; stock assessment; fishery monitoring; enforcement and compliance; research, habitat and enhancement activities; data gathering and analysis for resource planning; creating benefits for fishermen and communities; and training and education. Policy making, negotiating, and planning occur between SFC and the Canadian Department of Fisheries and Oceans (DFO) through formal and informal consultations and monthly technical meetings. SFC also participates in committees at the federal and international levels. Stock assessment activities include spawner enumerations, counting weirs, mark-recapture studies, hydroacoustic surveys, and sampling fish for genetic stock identification. Catch monitoring of the food fishery has been regularly conducted since 1991. First Nation Rangers and federal Fisheries Officers enforce traditional and federal law, respectively. Member First Nations conduct research projects with assistance from SFC staff and infrastructure. Habitat and conservation enhancement projects include road culvert assessments and hatchery rearing of Kitwanga Lake sockeye salmon <em>Oncorhynchus nerka</em>. The creation of benefits for communities occurs through two in-river fisheries. Finally, training and education include SFC-run workshops and specialized training by external sources. SFC will conduct most management functions in the future; however, funding remains a constraint to program expansion. Key elements of the success of the SFC include: the cultural imperative to protect fish, the community origin and leadership of the SFC, a favorable political environment, the early recognition of the need for a watershed-wide organization, and the availability of government funding.
