Abstract:
We determined the factors affecting trout production in the Black Sea Region, Turkey, on 55 trout farms. The factors affecting trout production were studied using the Cobb-Douglas production function. The explanatory variables in the model explained 99.4% of the variation in trout production. The partial percentage of the feed-use variable was 99%, whereas that of all other variables was 1%. The education level of operators, feed use and capital use positively affected trout production, whereas the stocking density and pond size negatively affected trout production. Technical assistance and extension programs concerning stocking, feeding and disease control that resulted in decreased stocking density and increased feeding efficiency may increase trout production by approximately 20%.

Abstract:
This is an examination of political, military, economic and cultural relations between Turkey and Afghanistan since 1919. While cultural connections, Turkish security and technical assistance, and bilateral trade have been emphasized throughout this relationship, the closest ties were during the leadership of Turkey’s Kemal Atatürk and the reign of Afghanistan’s King Amanullah when modernization reforms were in vogue in both countries, and more recently since 2002 during the rule of Turkey’s Islam-oriented Justice and Development (AK) Party, which developed an affinity with the leaders of Afghanistan’s Islamic Republic, but kept open connections with the rival Taliban. Both countries included neighboring Iran in their plans for counteracting aggressive moves by the European powers involved in the Middle East, central and south Asia. Since the Second World War, Turkey has been a member of North Atlantic Treaty Organization (NATO), while except for the Marxist period (1978–1992), Afghanistan has preferred nonalignment. However, it has been Turkey’s connection with NATO that has facilitated close ties with Afghanistan.

Abstract:
Sustainable marketing is a holistic approach that puts equal emphasis on environmental, social equity, and economic concerns in the development of marketing strategies. The purpose of the study is to examine and discuss the sustainable agricultural marketing initiatives practiced throughout the World and Turkey, and to put forth suggestions to further improve the performance of agricultural marketing initiatives in Turkey. Some of the sustainable agricultural marketing initiatives practiced around the world are carried out through civil organizations. Furthermore; some of these initiatives have also launched by farmers, consumers, food processors and retailers. The long-term strategies to increase these initiatives should be determined due to the fact that examples of successful sustainable agricultural marketing initiatives are inadequate and cannot be spread in Turkey. In this context, first of all, the supports provided by the government to improve agricultural marketing systems, such as EU funds for rural development should be compatible with the goals of sustainable marketing. For this purpose, it should be examined whether all proposed projects related to agricultural marketing meet the social, economic, and environmental principles of sustainable marketing. It is important that supporting organizations, especially civil society organisations, should take an active role for faster dissemination and adoption of sustainable agricultural marketing practices in Turkey. These organizations may provide technical assistance in preparing successful project proposals and training to farm groups. In addition, the other organizations, such as local administrations, producers' associations, cooperatives, can contribute to the success of sustainable agricultural marketing initiatives. The use of direct marketing strategies and vertical integration attempts in sustainable agricultural marketing initiatives that will likely be implemented in Turkey is important in terms of the success of the initiatives. It's also essential to bring to the fore the various themes, such as regional delicacies, safe production methods, human and environmental health, regionalism, regional artisanship, and biodiversity to cultivate a successful marketing strategy in promotional activities of sustainable agricultural marketing initiatives.

Abstract:
The article deals with mechanisms for cooperation of the European Union with nations considered from the scientific point of' view. The author analyzes the details of the European Union technical assistance program for CIS couintries, its aims and positions in the frame of TACIS. Each candidate country that intends to get European Union membership has to follow the common principle and standards. But sometimes in addition to the membership obligations EU member states attitude to the candidate countries may playe great role to get the final result. The article analyzes different European countries attitude to Turkey’s membership as one of the barriers that Turkey faces in the frame of Turkey integration policy to EU. This is explained by the complexity of project co-ordination between the countries in the region, and the economic and political systems in transition countries. Thus, the desire of the commission to use the TACIS program as a tool for regional co-operation and the settlement of existing conflicts corresponds to the existing reality. İn this context, the Nagorno-Karabakh region of Azerbaijan is a clear example of TACIS programs. The expansion of the Armenian TACIS program to Nagorno-Karabakh has been denied by the European Union as it has no consensus by the Azerbaijani government. Abstract:
This thesis analyzes U.S. security assistance to Turkey between 1950 and 1992. It describes historical trends in U.S.-Turkey arms transactions by examining statistical expenditure data on seven components of the U.S. security assistance program. The thesis identifies the impact of four key factors on U.S. arms sales to Turkey during this period. These factors are the Korean War, NATO, GreekTurkish relations, and the Gulf War. Three different aspects of arms sales - military, political, and economic - are taken into consideration. The roles played by Congress and the executive branch in influencing U.S. aid to Turkey are examined. The thesis concludes that the Korean War, NATO, and the Gulf War supported closer military ties between Turkey and the United States, while disputes between Greece and Turkey tended to weaken it. Tegniese samewerking is vir baie dekades gebruik as ’n werktuig vir die opbou van toenemende kapasiteit en, van groter belang, as ’n manier om projekte te implementeer. Werkskrag is nodig sodat ontwikkeling kan plaasvind. Dit is ’n uitdaging om te bepaal hoe tegniese bystand voorsien moet word, en of sodanige bystand wél aan die ontvanger se behoeftes voldoen. Sommige is van mening dat Westerse lande geneig was om aan ontwikkelende lande voor te skryf watter soort tegniese bystand hulle sou benodig. Dit het daartoe gelei dat die meeste ontvangers nie verantwoordelikheid vir produksie aanvaar het nie. Navorsing verwys na die behoefte vir tegniese bystand asook die sukses wat tot nou toe behaal is op dié terrein, alhoewel dit gering was. Die meeste ontwikkelende finansiële instansies, insluitende die Wêreldbank, lewer bewys van tegniese bystandsprogramme. Hierdie programme dien as ondersteuning vir instansies in die uitbetaling van verdere fondse vir ontwikkeling. Die verslag dui aan dat, alhoewel tegniese bystand en ontwikkelingsfinansiering wél werk, vooruitgang steeds nodig is.
ENGLISH ABSTRACT: Technical assistance continues to be a topical issue in most developing countries. For many decades, technical cooperation has been used as a vehicle to build capacity building and, more importantly, as a way to implement projects. Capacity is required for development to take place. The challenge is how the technical assistance is provided, and whether such assistance is what the recipient needs. Western countries have tended to prescribe to the developing countries in terms of the kind of technical assistance they need, which has resulted in many recipients not taking responsibility for the output. The research alludes to the need for technical assistance and the successes that have been achieved until now in the field, even though they have been marginal. Most development finance institutions, including the World Bank, are shown to have technical assistance programmes. Such programmes assist the institutions in disbursing more development funds. The Report indicates that, although technical assistance and development finance do work, improvement is still required.

AbstractIn this chapter, we turn our attention to cash transfer (CT) as an instrument of humanitarian assistance for forced migrants in Turkey. We first consider the emergence of CT as a priority instrument for humanitarian assistance in the twenty-first century. We then sketch the political background of humanitarian assistance in Turkey for persons displaced by internal conflicts in Syria focusing in particular on the EU–Turkey agreements that led to the establishment of the Facility for Refugees in Turkey (FRiT) in 2016. In a final section we focus on the establishment as part of FRiT of the Emergency Social Safety Net (ESSN), the largest humanitarian CT program ever established by the European Union. We discuss in particular the program’s institutional complexity and the resulting risk of ambiguous consensus and conflicts of interest among the agencies involved in its design and implementation.

Abstract:
The welfare regime of Turkey is classified in South European Welfare Modal. One of the main characteristics of this regime is lack of the inclusion of entire population. The aim of this presentation is analysing the exclusion of citizens from four main welfare services: health care, education, social security and social assistance. Datas of Turkey Staistics Institution’s (TURKSTAT) 2010 Household Budget Survey are used to examine the population excluded from basic welfare services. This study has found that %13,5 of the population is excluded from health insurance. %8,6 of the population are not completed any school. Furtheremore, %49,8 of theemployees are not under the covereage of social security system. % 3,3 of the population can access to social assistance.

Abstract:
Turkey has benefitted from financial assistance of the EU in order to enhance the institutional capacity and the quality of legislation in different areas since 2001. It is aimed that Turkey could integrate easily to common policies when she became a full member of the EU via projects funded by the EU. In this context, financial assistance is distributed to both public and private sectors and also non-governmental organizations via Central Finance and Contracts Unit (CFCU), National Agency, Agriculture and Rural Development Support Institution (ARDSI), and Ministries. At least 50% or all of the funds in some projects have been taken from the EU. After recognition of Turkey as a candidate country by the EU in December 1999, accession negotiations started between Turkey and the EU in October 2005. Therefore, the study covers the period of 2000-2015. The method of STEEPLED Analysis was used in the study. EU grant projects implemented in the last 15 years were investigated various point of view (Social, Technological, Economics, Environmental, Politics, Legal, European and Demographic) and in the light of the findings, contribution of the EU grant schemes to the local/regional development, employment, environmental conservation and reduction of poverty were determined.
