Abstract:

We determined the factors affecting trout production in the Black Sea Region, Turkey, on 55 trout farms. The factors affecting trout production were studied using the Cobb-Douglas production function. The explanatory variables in the model explained 99.4% of the variation in trout production. The partial percentage of the feed-use variable was 99%, whereas that of all other variables was 1%. The education level of operators, feed use and capital use positively affected trout production, whereas the stocking density and pond size negatively affected trout production. Technical assistance and extension programs concerning stocking, feeding and disease control that resulted in decreased stocking density and increased feeding efficiency may increase trout production by approximately 20%.

Abstract:

This is an examination of political, military, economic and cultural relations between Turkey and Afghanistan since 1919. While cultural connections, Turkish security and technical assistance, and bilateral trade have been emphasized throughout this relationship, the closest ties were during the leadership of Turkey’s Kemal Atatürk and the reign of Afghanistan’s King Amanullah when modernization reforms were in vogue in both countries, and more recently since 2002 during the rule of Turkey’s Islam-oriented Justice and Development (AK) Party, which developed an affinity with the leaders of Afghanistan’s Islamic Republic, but kept open connections with the rival Taliban. Both countries included neighboring Iran in their plans for counteracting aggressive moves by the European powers involved in the Middle East, central and south Asia. Since the Second World War, Turkey has been a member of North Atlantic Treaty Organization (NATO), while except for the Marxist period (1978–1992), Afghanistan has preferred nonalignment. However, it has been Turkey’s connection with NATO that has facilitated close ties with Afghanistan.

Abstract:

Sustainable marketing is a holistic approach that puts equal emphasis on environmental, social equity, and economic concerns in the development of marketing strategies. The purpose of the study is to examine and discuss the sustainable agricultural marketing initiatives practiced throughout the World and Turkey, and to put forth suggestions to further improve the performance of agricultural marketing initiatives in Turkey. Some of the sustainable agricultural marketing initiatives practiced around the world are carried out through civil organizations. Furthermore; some of these initiatives have also launched by farmers, consumers, food processors and retailers. The long-term strategies to increase these initiatives should be determined due to the fact that examples of successful sustainable agricultural marketing initiatives are inadequate and cannot be spread in Turkey. In this context, first of all, the supports provided by the government to improve agricultural marketing systems, such as EU funds for rural development should be compatible with the goals of sustainable marketing. For this purpose, it should be examined whether all proposed projects related to agricultural marketing meet the social, economic, and environmental principles of sustainable marketing. It is important that supporting organizations, especially civil society organisations, should take an active role for faster dissemination and adoption of sustainable agricultural marketing practices in Turkey. These organizations may provide technical assistance in preparing successful project proposals and training to farm groups. In addition, the other organizations, such as local administrations, producers' associations, cooperatives, can contribute to the success of sustainable agricultural marketing initiatives. The use of direct marketing strategies and vertical integration attempts in sustainable agricultural marketing initiatives that will likely be implemented in Turkey is important in terms of the success of the initiatives. It's also essential to bring to the fore the various themes, such as regional delicacies, safe production methods, human and environmental health, regionalism, regional artisanship, and biodiversity to cultivate a successful marketing strategy in promotional activities of sustainable agricultural marketing initiatives.

Abstract:

The article deals with mechanisms for cooperation of the European Union with nations considered from the scientific point of' view. The author analyzes the details of the European Union technical assistance program for CIS couintries, its aims and positions in the frame of TACIS. Each candidate country that intends to get European Union membership has to follow the common principle and standards. But sometimes in addition to the membership obligations EU member states attitude to the candidate countries may playe great role to get the final result. The article analyzes different European countries attitude to Turkey’s membership as one of the barriers that Turkey faces in the frame of Turkey integration policy to EU. This is explained by the complexity of project co-ordination between the countries in the region, and the economic and political systems in transition countries. Thus, the desire of the commission to use the TACIS program as a tool for regional co-operation and the settlement of existing conflicts corresponds to the existing reality. İn this context, the Nagorno-Karabakh region of Azerbaijan is a clear example of TACIS programs. The expansion of the Armenian TACIS program to Nagorno-Karabakh has been denied by the European Union as it has no consensus by the Azerbaijani government. Abstract:

Abstract Older adults include highly sophisticated digital media users among their numbers for whom diverse methods of using online technology are a daily occurrence. Given that some older adults are quite tech-savvy, it follows that they may also provide digital media support to others. This study examines technological support-giving abilities and experiences of older adults. We completed in-depth qualitative interviews with older adults (ages 59+) in Hungary, the Netherlands, Switzerland, and Turkey (N=63) exploring: (1) whether older adults give digital media support and reasons for (not) doing so; (2) how older adults provide support and to whom; and (3) experiences of providing support with IT security specifically. The research team conducted consensus meetings to identify themes and coding schemes, and memo writing to share findings and ensure reliability across and within coders. Overall, a large number of our participants reported giving digital media support, primarily within their social circles. The kinds of help provided highly varied from navigating the Internet to choosing devices and managing security settings. We also find mutual support – support given to each other – an important domain for how people in this age group share assistance for technical problems. While some participants did not provide help with digital technology because they lacked confidence to do so, others believed they could, but were never asked. That such a prominent amount of support providers exist in this age group implies that peer-led technical support approaches may be especially salient and effective in helping older adults use digital media.

Abstract:

Abstract Universal health coverage (UHC) aims to ensure that all people have access to health services including essential medicines without risking financial hardship. Yet, in many low- and middle-income countries (LMICs) inadequate UHC fails to ensure universal access to medicines and protect the poor and vulnerable against catastrophic spending in the event of illness. A human rights approach to essential medicines in national UHC legislation could remedy these inequities. This study identifies and compares legal texts from national UHC legislation that promote universal access to medicines in the legislation of 16 mostly LMICs: Algeria, Chile, Colombia, Ghana, Indonesia, Jordan, Mexico, Morocco, Nigeria, Philippines, Rwanda, South Africa, Tanzania, Turkey, Tunisia and Uruguay. The assessment tool was developed based on WHO’s policy guidelines for essential medicines and international human rights law; it consists of 12 principles in three domains: legal rights and obligations, good governance, and technical implementation. Relevant legislation was identified, mapped, collected and independently assessed by multi-disciplinary, multi-lingual teams. Legal rights and State obligations toward medicines are frequently codified in UHC law, while most good governance principles are less common. Some technical implementation principles are frequently embedded in national UHC law (i.e. pooled user contributions and financial coverage for the vulnerable), while others are infrequent (i.e. sufficient government financing) to almost absent (i.e. seeking international assistance and cooperation). Generally, upper-middle and high-income countries tended to embed explicit rights and obligations with clear boundaries, and universal mechanisms for accountability and redress in domestic law while less affluent countries took different approaches. This research presents national law makers with both a checklist and a wish list for legal reform for access to medicines, as well as examples of legal texts. It may support goal 7 of the WHO Medicines & Health Products Strategic Programme 2016–30 to develop model legislation for medicines reimbursement.

Abstract:

This study aims to analyze the economic feasibility of hiring new technicians in order to meet the existing demand for technical assistance. For this, a sensitivity analysis was performed and the data was collected in a qualitative and quantitative way. After that interviews were carried out and quality tools were applied, such as: brainstorms, cause and effect diagram and also financial and cost data was collected during the process. Thus, it was possible to identify that the main causes of the problem is the unavailability of technicians. Thus, an initial solution was developed to create financial configurations to assess which decision would be most plausible. Finally, the best performance scenario was to hire only one new technician, as it maximizes the company's net profit and the representative percentage of that profit from the generated revenue; it was also considered to what extent the solution could be applied. This research is important not only for the studied company, but also for others that have similar problems and need instructions to create a direction for a solution.

Abstract:

In June 1993, the US Department of Energy announced the decision to shut down production of nuclear weapon components at its Rocky Flats plant located near Denver, Colorado, and begin a long-term clean-up of the facility. Faced with very severe economic impacts from downsizing the facility (approximately 8,000 employees at its peak), federal, state, and local governments formed a Community Reuse Organization to develop and implement strategies to mitigate the effects of displaced workers and lost income. This paper describes an innovative partnership concept, specifically aimed at providing technology-based start-up companies with world-class university expertise that they otherwise could not afford.

Abstract:

<span>Findings from a synthesis of technical assistance models and frameworks were used to code the use of 25 core elements of technical assistance in studies and evaluations of implementation interventions to affect program, organization, and systems change. The 25 core elements were group into five components: preparation for the provision of technical assistance, development of a technical assistance plan, implementation of technical assistance, evaluation of the effects of technical assistance, and sustainability of technical assistance-facilitated changes. Results indicated that a subset of 11 core elements was related to between groups and between condition differences in the sizes of effect for program, organization, and systems changes. Results also showed that more intensive technical assistance was associated with larger sizes of effects compared to less intensive technical assistance and that particular combinations of practices were associated with the largest sizes of effect.</span>
