I conduct discourse analysis of seven selected official climate change policies and documents of Nepal. In the first part of my analysis, I draw from international climate justice discourses to analyze how policy makers construct Nepal’s position in the global arena, in relation to the issue of climate change. In the second part, I draw from political ecology and anthropological understandings of ‘vulnerability’ and ‘adaptation’ to analyze how policy makers construct those terms in the context of Nepal. The result shows that Nepal has adhered to the ‘vulnerability’ and ‘transition’ discourses,

The aim of this thesis is to evaluate the effectiveness of technical analytic indicators in the fixed income markets. Technical analysis is a widely used methodology by investors in the equity and foreign exchange markets, but the empirical evidence on the profltability of technical trading systems in the bond markets is sparse. Therefore, this thesis serves as a coherent and systematic examination of technical trading systems in the government bond futures and bond yield markets. McDougall, Robert, and Alla Golub. GTAP-E: A Revised Energy-Environmental Version of the GTAP Model. GTAP Research Memoranda, 2009. http://dx.doi.org/10.21642/gtap.rm15.

Full text
Abstract:
The purpose of this memorandum is to document recent revisions to the energy environmental extension of the GTAP Model (GTAP-E) described in GTAP Technical Paper No.16 by Burniaux and Truong (2002). We revise the solution program, data, stored input and command files, and welfare decomposition program. The revisions are undertaken to improve the model's user friendliness, adapt it to a wider range of energy-environmental policy scenarios, and correct errors. A technical paper documenting the theoretical structure of GTAP-E is forthcoming.

Abstract:
The National Institute of Standards and Technology (NIST) is working to reduce the risk of fire spread in Wildland-Urban Interface (WUI) communities. An objective of this work is to develop first generation tools for improved risk assessment and risk mitigation in WUI communities at risk from wildfires. These tools will be developed and tested through a coordinated effort that includes laboratory and field measurements, physics-based fire behavior models, and economic cost analysis models. NIST and Texas Forest Service (TFS) worked together in October 2010 to train TFS personnel in the NIST-de

Abstract:
The enclosed files provide OpenQuake compatible input files to reproduce the 6th Generation Seismic Hazard Model of Canada (CanadaSHM6) as used to produce the seismic hazard values for the 2020 edition of the National Building Code of Canada (NBCC 2020). Example hazard values at selected localities are included, in order for other users to verify that the model has been implemented as we intended. This report contains minimal technical information on CanadaSHM6; complete documentation will be released as a separate Open File. This report supersedes Open File 8630, and the values derived from t

Abstract:
This paper discusses the implementation of embodied international technology spillovers in the GTAP model. We specify a transmission mechanism for technical knowledge that assumes that knowledge is embodied in traded commodities. The usability of knowledge in the receiving country is dependent on the local absorption capacity (e.g., human capital, knowledge infrastructure) and on structural differences (e.g., factor endowments, climate) between countries. This concept is illustrated first by modeling spillovers embodied in final products and Hicks-neutral technical change. The bulk of the pape
