Abstract:
Industrial chemicals are needed for chemical synthesis or technical purposes. These beneficial effects are counterbalanced by the potential health risks for all who come into contact with them. The new chemical legislation of the EU, Registration, Evaluation and Authorization of Chemicals (REACH) will force the responsibility of manufacturers and importers of chemical substances to gather the right information needed to decide on the right circumstances of use and control of chemical substances and products. In order to understand the roots of REACH, experiences gained with regard to existing chemicals legislation, particularly in Germany, will be reviewed. Since Council Directive 67/548/EEC all chemicals placed on the market need a set of standard information and provisions for safe transportation. This directive and its amendments (Council Directive(s) 79/831/EEC and 92/32/EEC) have established for new substances a sound information data basis for classification of dangerous properties. Under Council Regulation 793/93/EEC, regulations and administrative provisions have established the requirement to assess the risk to man and the environment of existing substances. So far, only 119 substances have been evaluated under the forces of this regulation. This separation has led to a substantial imbalance between existing substances and new substances with respect to available data needed to recognize hazards for health. The register of produced and imported chemical substances under REACH should eliminate some of this separation and will also be the key for selection of substances of very high concern by the authorization process to restrict the use and distribution accordingly.

Abstract:
The central problem of crop production remains the lag in the growth of the yield of cultivated crops from the growth of the costs of their production. (Research purpose) The research purpose is in developing a method for optimizing the technical and economic parameters of machine and tractor units for innovative technologies (in particular, sowing units). (Materials and methods) During the study authors used information methods, statistical methods of collecting information in the study of test reports of agricultural machinery and reporting the use of new equipment in various agrotechnologies. The article presents a review and analysis of foreign and domestic literature on the subject under consideration. (Results and discussion) The creation of agricultural machinery should be based on the developments of fundamental and applied agricultural sciences, the use of sowing machines is closely related to the development of technologies in which they are used. One of the most important indicators of technology development of crop production is the efficiency of operation of a sowing tractor unit and the level of potential productivity of cultivated plants. The correct choice of parameters and modes of sowing machines for the construction of the most productive plant placement schemes contributes to the efficiency of the operation of the sowing unit. One of the ways to optimize the processes of selecting parameters and modes can be implemented using the Harrington function. (Conclusions) The article shows that the task of optimizing the technical and economic parameters of the sowing units is designed to promote the creation of new machines that meet the technical, technological, agrotechnical, operational and technological, ergonomic requirements, reliability and safety requirements, and others. The solution to the problem of optimizing the technical and economic parameters of sowing aggregates is reduced to a compromise solution of two target functions for yield and cost.

Plevako, A. "Methods for reducing nitrogen oxide emissions in steam generators of thermal power plants." Bulletin of the Innovative University of Eurasia 81, no. 1 (March 27, 2021): 111–16. http://dx.doi.org/10.37788/2021-1/111-116.

Full text
Abstract:
Main problem: Ensuring environmental safety of thermal power plants by reducing emissions of harmful substances, in particular nitrogen oxides. When all types of fossil fuel, including solid fuel, are burned, nitrogen oxides are formed in the boilers of TPPs. The sources of their formation are air nitrogen and nitrogen- containing components of the organic matter of the fuel. As you know, they adversely affect the health of humans, plants and animals. Therefore, it became necessary to consider and analyze methods to reduce these emissions. Purpose: To review and analyze various ways to reduce nitrogen oxide emissions and propose a new scheme for reducing these emissions by recirculating flue gases. Methods: This is achieved due to the fact that in the known method for purifying the flue gases of steam generators from nitrogen oxides by lowering the temperature in the furnace of the steam generator by supplying flue gases with a temperature below the temperature in the furnace of the steam generator, it is proposed that the flue gases be fed into the furnace of the steam generator after ash cleaning. At the same time, as a result of the supply of recirculated gas cooled after filtering and passing through the main smoke exhauster into the combustion chamber, having a temperature of 110-170 °C, in comparison with the initial version, a greater decrease in temperature in the furnace of the steam generator occurs, which in turn leads to a decrease in the flue gases of oxides nitrogen, since the chemical reaction of their formation goes with the absorption of heat. Results and their importance: The technical result at the proposed method of cleaning from nitrogen oxides is to reduce the consumption of electricity by eliminating the collateral wear of the recirculation gas duct, due to the cleaning of time gases from ash (a requirement of the rules of technical operation of PTE).

In the era of the transition processes associated with the change of technological structures, the growth of the intensity of information support for new products, and the growing threats of unauthorized copying of the results of intellectual activity, the problem of assessing the technical and consumer novelty of experimental products remains relevant. Solving the problems of assessing the significant changes (drift) of requirements to the consumer parameters of new products or the introduction of new functional capabilities into the technological processes of innovative enterprises creates a core competitive advantage - technical and consumer novelty. In order to complement existing methods and approaches to the problem posed, in this article we present models of functionally necessary and functionally sufficient structures that differ on the basis of the basic structures represented by the point of a multidimensional space of functionally significant parameters that take into account existing limitations imposed by the level of development of scientific and technological progress and the evolution of the social environment, allow to exert control effects on the drift functionally significant parameters at any stage of the life cycle of innovation, subject to the use of specialized Total Quality Management tools.

Abstract:
IntroductionHuman-centered approaches to eliciting requirements for medical equipment selection are recognized as improving healthcare outcomes, safety, and end-user satisfaction. Nevertheless, there are many challenges to conducting rigorous investigations to identify requirements that satisfy different hospital services and types of end users (e.g., patients, healthcare professionals, and clinical engineers). By establishing a systematic method for selecting medical recliners, this study provides detailed technical characteristics and user requirements associated with several hospital areas, as well as a comparison between two end users (health professionals and patients) and their different perceptions of usability.MethodsFirst, clinical engineers and senior nurses from seven hospital services identified and rated the technical characteristics of medical recliners. Ratings were then used to stratify all services in well-defined similar groups using hierarchical and non-hierarchical clustering algorithms. Next, users of hospital recliners (60 patients and 56 healthcare providers) from each group were interviewed to identify their requirements for an ideal medical recliner. Finally, analyses of variance were performed to identify consensus decisions from users across the different hospital contexts as to which technical characteristics were the most relevant.ResultsThe contribution of senior nurses and clinical engineers led to the identification of 41 technical characteristics. The analysis of 116 participant interviews identified 95 different requirements, extracted from 1,052 user suggestions. Correspondence analysis of the most important requirements, combined for each of the three stratified service groups, indicated that two-thirds of all user requirements (14 out of 20) were fulfilled by five out of 32 quantitative technical characteristics, regardless of context.ConclusionsHuman-centered methods can identify similarities between health technology characteristics and decrease the complexity associated with selecting technologies, while simultaneously fulfilling the requirements of multiple users and hospital departments.

Abstract:
Purpose: To evaluate the safety and efficacy of the StarClose device for closure of antegrade punctures following infrainguinal endovascular interventions. Methods: A retrospective review was conducted of 221 consecutive patients treated with the StarClose device in a 12-month period at 5 centers (4 French and 1 British). Of these, 107 patients (69 men; median age 75 years, range 44–93) were from the UK cohort (111 closures), and 94 patients (75 men; median age 67 years, range 32–95) were from the French cohort (111 closures). Technical success, complication rates, demographic data, medical history, and procedural details were gathered for all patients. Residual bleeding and the requirement for additional manual compression were recorded when the device failed. Clinical evaluation was performed at discharge; color-coded duplex ultrasonography was done in a subset of French patients. Results: The overall technical success rate was 94.6% (210/222; 95% CI 3.1%–9.2%). The results were similar in the 2 cohorts: 95.5% (106/111; 95% CI 1.9%–10.1%) in the UK and 93.7% (104/111; 95% CI 3.1%–12.4%) in France. The 12 failures (5 UK and 7 France) were due to several mechanisms: device failure (n=5), obesity (n=1), groin scarring (n=2), and unexplained (n=4). In 2 failed cases, open surgical closure of the arteriotomy was performed because pressure hemostasis failed. Two pseudoaneurysms were observed: one after immediate failure was successfully treated by prolonged pressure; the other, after apparent success of the device, required surgical therapy. The incidence of serious vascular complication was 1.8% (4/222; 95% CI 0.7%–4.5%); 2 patients from each cohort. Conclusion: The StarClose device safely and effectively closes antegrade punctures after infrainguinal endovascular intervention, even in patients who would be considered to be at high risk for puncture-site bleeding. However, a randomized trial would be required to support any definitive recommendations.

Abstract:
When applications intend to support accessibility, several aspects of interface design and usability must be reviewed to adapt or extend common functional requirements that are implemented to ensure easy use of applications. However, initiatives to develop guidelines for accessible mobile applications are recent and several approaches present only suggestions rather than a concrete list of requirements. It is becoming increasingly apparent not only the need for social and digital inclusion of people with disabilities but also the urgency to make devices and applications truly accessible to anyone. This work focuses on accessibility requirements for visually impaired users and it is part of a broader effort that involves different types of impairments. Our research method was based on three main steps. First, from an initial set of 1014 scientific and technical articles, 46 were analyzed to identify requirements that are related to visual impairments. Second, we carried out an observation-based analysis to confirm the importance of these requirements, considering a set of accessibility tests with impaired volunteers. Third, the Design Thinking process was used to implement an application prototype, considering the most important requirements that were identified along with the two first steps. This application was submitted to a user-centered evaluation with volunteers, which also supported the evolution of our requirements. We sought to include prior knowledge aligned with all pre-identified requirements, culminating in something that would add to the procedure greater validation. As the main result, this paper presents the complete roadmap of this process, which resulted in a guideline and evaluation method to support the integration of accessibility aspects into mobile applications.

Abstract:
Fine image quality assessment of aerial imagery, obtained for mapping purposes, is a relevant problem today. The purpose of this article is development the criteria system of fine image quality assessment of aerial topographic imagery and set requirements to them. The article discusses a set of factors that determine the fine image quality - natural surveying conditions, its technical and technological conditions and parameters. The article carries out the analysis of how these factors influence on aerial imagery and shows the main defects of images caused by them – such as blurring, haze, loss of information in highlights and shadows, high random noise, color disbalance. The article defines the ways for identifying these defects and assessing their influence on the fine quality of aerial imagery both visual and automatic methods. It is shown that image fine quality assessment must be carried out in terms of structural and gradation (photographic) characteristics. It is also shown that, in addition to the above characteristics, fine quality of aerial images can be influenced by random factors, the appearance of which cannot be predicted. Defects caused by these factors are revealed by operator’s visual inspection. The requirements for several fine image quality criteria, which allow to establish this research phase, are given.

Abstract:
Abstract Background: The goal of therapy of immune thrombocytopenic purpura (ITP) is to produce and maintain a platelet (PLT) count greater than 30,000/μL. While anti-Rh(D) produces a rapid PLT rise (43,000/μL median overnight increase), the median duration of response is short (46 days). More than 50% of patients treated intermittently with anti-Rh(D) continue to require therapy after one year. In contrast to anti-Rh(D), the time to response and duration of response with danazol are long (median 3.1 months, 119 months, respectively). Both agents are alternatives to splenectomy. We hypothesize that danazol is an anti-Rh(D)-sparing agent and that the addition of danazol to anti-Rh(D) may decrease the requirement for anti-Rh(D) and obviate the need for continued anti-Rh(D) after one year. Methods: This is a single arm, non-randomized, phase II trial, utilizing a single stage design to compare rates of discontinuance of anti-Rh(D) at the end of one and two years. A total of 26 patients will be recruited. Treatment consists of daily danazol 600 mg in combination with anti-Rh(D) 75 μg/kg IV on day 1, to be repeated whenever PLT falls below 30,000/μL. After 1 year, danazol will be reduced to 400 mg daily for 3 months then to 200 mg daily for 9 months. Results: Seven patients have been enrolled to date (5 men/2 women). The median patient age is 43 years (range 22–51 years). The clinical course on study is summarized in Table 1. Five patients are evaluable for efficacy. Four patients have required a median of 1.5 anti-Rh(D) infusions during a median study enrollment of 43.5 weeks. Three patients have had sustained responses following the initial infusion of anti-Rh(D) noted at 14 - 35 weeks of follow-up; a second course of anti-Rh(D) was required in one of these patients at 40 weeks of follow-up. One patient has developed progressive disease. Two patients were removed from protocol therapy due to danazol toxicities; they have maintained PLT greater than 30,000/μL 6 - 35 weeks after discontinuation. No patients were noncompliant with therapy. No treatment-related deaths occurred. Conclusion: The combination of anti-Rh(D) and danazol is a novel regimen for patients with ITP. While anti-Rh(D) provides an immediate effect, danazol provides maintenance therapy. The duration of response after the initial anti-Rh(D) infusion in three patients in this study appears longer than that in patients treated with anti-Rh(D) alone, but further accrual and follow-up will be required to define toxicity and efficacy. The article describes numerous forms of actions of public administration authorities, characteristic of the execution of requirements stemming from Directive (EU) 2016/1148 of the European Parliament and the Council of 6 July 2016 concerning measures for a high common level of security of network and information systems across the Union. In particular, it addresses the issues, such as: identifying operators of essential services, dealing with computer security incidents, control activities, restitutive measures and punitive measures. It has been demonstrated that, as regards cybersecurity, from the perspective of the requirements of effective implementation of the NIS Directive and good governance assumptions, it is appropriate to adopt hybrid forms of actions of administration authorities, based both on classic sovereign forms of actions of administration authorities (administrative decisions issued in cases regarding the recognition of an operator of an essential service, in cases concerning administrative pecuniary sanctions), as well as on other forms of actions (related to the exchange of information, issuance of recommendations, use of notices or providing technical support).

Abstract:
High competition and strict requirements of the wholesale electricity and capacity market make optimization of heat supply schemes an urgent issue for generating companies. Replacement of life-expired generation equipment with new capacities based on advanced technologies is a priority goal for the energy industry development. This work focuses on condensing power plant (CPP), which is the only source in the city that supplies heat to all consumer categories. The plant carries out quantitative and qualitative heat supply regulation according to the temperature profile of 135/70°C with a cutoff of 110/70°C. The study examines the possibility of CPP modernization based on three options: building a pressure-reducing cooling unit 140/12, commissioning an auxiliary boiler house, and building a 110 MW combined-cycle gas plant. This paper presents technical solutions for the considered options and preliminary technical and economic calculations of their efficiency.

Rapid socio-cultural changes taking place in our country entail an inalienable modernization of all spheres of the material and spiritual life of society. This process has not bypassed the traditional education system. Every day the new concept of higher education makes more and more new requirements for the system of training specialists. A kind of «swing» from technical to humanitarian education is a rather old phenomenon, and today, apparently, the creators of artificial intelligence receive a clear priority in the development of educational programs for training specialists of any direction. «New challenges» of modern society entail new problems, one of them, in our opinion, is changes in the world of values. Therefore, the upbringing of deep respect for the culture of other peoples, the formation of the value-semantic component of the life of the young generation is the most relevant direction in education, which is adequately handled by one of the subsystems of Pedagogics - Ethnopedagogics. The aim of the study is to analyze Ethnopedagogics as a humanitarian resource of the education system. The multidimensional nature of the problem has made it possible to use the methods of interdisciplinary synthesis to form an interconnected complex of ideas about Ethnopedagogics as an integral and diverse scientific knowledge.

Abstract:
The relevance of the work is due to the need to reduce the metal consumption of mining vehicles while maintaining the strength characteristics of their metal structures. An effective tool for finding the best option for combining the design parameters is optimization theory from the point of view of obtaining the design with the required properties. The implementation of the principles and approaches of this theory in relation to the metal structures of mining transport vehicles allows achieving a combination of their geometric characteristics, which makes it possible to obtain the smallest mass and dimensions. Purpose of the work: development of the principle of obtaining mathematical dependencies, allowing to determine the most suitable shape and size of the cross section for the elements that make up the metal structures of mining vehicles, taking into account the direction of the loads perceived by each element. Research methodology. An optimization approach is used, including the definition of the design parameters, the formulation of the objective function and the restrictions imposed on the design parameters. Results and their application. The factors affecting the value of the optimal parameters in the elements of the metal structures of mining vehicles are established. The optimal parameters of the cross section are substantiated for various combinations of the perceived load direction and the priority requirements for metal construction. The obtained recommendations can be applied in the design of frames with a minimum weight or dimensions. Conclusions. The recommendations presented allow us to reasonably choose the best cross-sectional shape of the metal elements of mining transport vehicles, depending on the direction of the current loads. The requirements for metal construction, such as minimum metal consumption and (or) surface area, are taken into account. For rods working in tension or compression, the most rational is the square shape of the cross section. For bending elements, a rectangular section with a height/width ratio of two is best suited. These conclusions are drawn from considerations of the least metal consumption and the smallest surface area of the metal structure. Taking the proposed recommendations into account when designing the metal structures of mining transportation machines will allow us to obtain the lowest values of metal consumption, and, consequently, the cost of the machine with the required technical characteristics.

Abstract. The paper outlines the main problems related to the technical service of machines and equipment used in dairy farming. The authors analyze the companies that provide their services to dairy farms of various sizes and forms of ownership, ranging from personal subsidiary farms to agricultural holdings. The main disadvantages of technical service of small and medium farms are shown, namely: large number and disunity of individual equipment suppliers; lack of incoming control of products and materials being in contact with milk; inconsistency in a number of cases of the proposed technical and technological solutions and equipment operation modes with the international requirements and other regulatory documents; impossibility of providing qualifi ed consulting, technical, fi nancial, legal and economic support to agricultural producers. The authors propose a structural and logistic model of a regional multifunctional service center for the livestock breeding industry, providing comprehensive technological, technical and operational services related to consulting, training, choosing the best available technologies and appropriate sets of machines. The multifunctional service center is expected to unite the disparate eff orts of regional service companies and dealers, improve the quality of services provided to commodity producers, and raise the level of production on small and medium-size farms.

Abstract:
To ensure the eff ective use of protein-mineral-vitamin supplements in the diets of dairy cows, a mixer design has been developed for their preliminary mixing before adding to the main mixing process. Based on the structural-morphological analysis, alternative structural elements of the mixer design have been considered and conventional symbols were assigned to them. A morphological matrix of solutions has been compiled to off er a set of alternative options. The mixer drive was chosen by the ability to ensure high speed, rotational speed control, user-friendly operation and cost. The design uses an electromechanical drive combined with a V-belt drive. This solution meets all the specifi ed requirements and allows protecting the drive from possible overloads. The working tool was chosen based on the requirement to contact the material actively throughout the chamber volume and to avoid the formation of stagnant zones. A blade mixer with variable blade positioning was found the most eff ective tool for the high-speed mixing of bulk materials. The designed mixer will be operating at a continuously varying speed in the range from 500 to 1500 min-1. This will off er the advantages of high-speed mixing while reducing the infl uence of negative factors on the fi nal mixture quality. The resulting decision matrix will allow determining the most promising areas for further designing, which makes it possible to improve the quality of the developed technical means.

Abstract:
The article reveals the methodical principles of teaching the short-term drawing, the relationship between educational and creative aspects, the differences between, and the advantages of a long-term drawing and a sketch, and also substantiates reasons of its compulsory introduction to the program at the Department of Drawing of the National Academy of Visual Arts and Architecture. It elucidates the problem of requirements and implementation of short-term drawing in the context of development students' ability to use graphic expressiveness and plastic characteristics of a drawing. Finally, it formulates the requirements to tasks for short-term drawings. The sketch is the most individual way of artistic thinking and includes an analysis of creative and psychological selection. Such qualities of a short-term drawing as freshness of the form, instant expression of a complex set of thoughts with the help of a concise graphical language, requires for its perception a certain professional approach, conscious, solid, error-free decision making process and has a right to exist along with independent exhibition works. Sketches help develop creative abilities, with the help of minimal concise tools: lines, tonal spots, strokes. In the short-term drawing there is a constant search for their own technical methods, style, system, content, themes, it is both creative and educational at the same time. A coherent and distinct vision, the distribution of masses and spots, compositions of light and shadow, the solution of spatial composition remain important tasks of a sketch. That is, due to a sketch, a student forms their views on the choice of composition, foreshortening, identifies material and actual conception of an image. Similarly, the perception of a bulk form is experimentally proved that it can only be perceived by changing different sides. Getting a complete picture of an image from one point of view is impossible, that is, without sketches. In the process of working on drawings, one not only adjusts a figurative plan, but often changes all the conception of the artistic image. Therefore, all indications in a long-term drawing without sketches will be ineffective, if there is no figurative idea, and a short-term drawing should be entered into the educational process.

Abstract:
Background: Hindfoot fractures pose a considerable challenge to military orthopaedic surgeons, as combat injuries are typically the result of energy transfers not seen in civilian practice. This study aimed to characterize the pattern of hindfoot injuries sustained by UK military casualties in recent conflicts, define the early amputation and infection rate, and identify factors associated with poor early outcomes. Methods: The UK Joint Theatre Trauma Registry was searched for British military casualties sustaining a hindfoot fracture from Iraq and Afghanistan between 2003 and 2014. Data on the injury pattern and management were obtained along with 18-month follow-up data. Statistical analysis was performed with the chi-square test and binomial logistic regression analysis. The threshold for significance was set at P < .05. One hundred fourteen patients sustained 134 hindfoot injuries. Eighteen-month follow-up was available for 92 patients (81%) and 114 hindfeet (85%). Results: The calcaneus was fractured in 116 cases (87%): 54 (47%) were managed conservatively, 32 (28%) underwent K-wire fixation, and 30 (26%) underwent internal fixation. Nineteen patients (17%) required transtibial amputation during this time. A deep infection requiring operative treatment occurred in 13 cases (11%) with Staphylococcus aureus, the most common infectious organism (46%). A deep infection was strongly associated with operative fracture management ( P = .0016). When controlling for multiple variables, the presence of a deep infection was significantly associated with a requirement for amputation at 18 months ( P = .023). There was no association between open fractures and a requirement for amputation at 18 months ( P = .640), nor was conservative management associated with a requirement for amputation ( P = .999). Thirty-six fractures (32%) required unplanned revision surgery within the first 18 months following salvage, of which 19 (53%) involved amputation. Conclusion: A deep infection was the sole variable significantly associated with a requirement for amputation by 18 months. These results suggest that attempts at salvaging these injuries are at the limits of orthopaedic technical feasibility. Level of Evidence: Level III, comparative series.

Abstract:
Modern intensive highly productive agricultural production should be based on a combination of various types of plant protection measures – quarantine, agrotechnical, chemical, breeding, biological, mechanical and physical methods, taking into account the balance between their effi ciency, minimal negative impact on the environment and economic feasibility. The paper discusses the advantages and disadvantages of the listed methods. The chemical method of plant protection, despite its shortcomings, is one of the most widely used productive and eff ective methods. The negative eff ect of the chemical method can be signifi cantly reduced by tightening the requirements for the safety of using pesticides for the environment and human health, ensuring targeted application of the product directly to the treated object, increasing the quality of application and reducing the loss of working fl uid, using productsw with a narrower range of action and short decomposition time. The authors stress that in order to achieve maximum effi ciency of chemical treatment, sprayer nozzles must provide a monodisperse spray and, at the same time, be able to adjust the size of monodisperse aerosol droplets in the range from 10 to 150 microns. Technical means for plant protection should be equipped with means that allow eliminating or minimizing the working fl uid drift as a result of wind exposure and evaporation, and ensuring the forced deposition of aerosol droplets on the treated objects to reduce the loss of working fl uid.

Abstract:
The assessment of anthropogenic impacts on the marine environment is challenged by the accessibility, accuracy and validity of biogeographical information. Offshore wind farm projects require large-scale ecological surveys before, during and after construction, in order to assess potential effects on the distribution and abundance of protected species. The robustness of site-specific population estimates depends largely on the extent and design of spatial coverage and the accuracy of the applied census technique. Standard environmental assessment studies in Germany have so far included aerial visual surveys to evaluate potential impacts of offshore wind farms on seabirds and marine mammals. However, low flight altitudes, necessary for the visual classification of species, disturb sensitive bird species and also hold significant safety risks for the observers. Thus, aerial surveys based on high-resolution digital imagery, which can be carried out at higher (safer) flight altitudes (beyond the rotor-swept zone of the wind turbines) have become a mandatory requirement, technically solving the problem of distant-related observation bias. A purpose-assembled imagery system including medium-format cameras in conjunction with a dedicated geo-positioning platform delivers series of orthogonal digital images that meet the current technical requirements of authorities for surveying marine wildlife at a comparatively low cost. At a flight altitude of 425 m, a focal length of 110 mm, implemented forward motion compensation (FMC) and exposure times ranging between 1/1600 and 1/1000 s, the twin-camera system generates high quality 16 bit RGB images with a ground sampling distance (GSD) of 2 cm and an image footprint of 155 x 410 m. The image files are readily transferrable to a GIS environment for further editing, taking overlapping image areas and areas affected by glare into account. The imagery can be routinely screened by the human eye guided by purpose-programmed software to distinguish biological from non-biological signals. Each detected seabird or marine mammal signal is identified to species level or assigned to a species group and automatically saved into a geo-database for subsequent quality assurance, geo-statistical analyses and data export to third-party users. The relative size of a detected object can be accurately measured which provides key information for species-identification. During the development and testing of this system until 2015, more than 40 surveys have produced around 500.000 digital aerial images, of which some were taken in specially protected areas (SPA) of the Baltic Sea and thus include a wide range of relevant species. Here, we present the technical principles of this comparatively new survey approach and discuss the key methodological challenges related to optimizing survey design and workflow in view of the pending regulatory requirements for effective environmental impact assessments.

Abstract:
The main task when designing 802.11 wireless networks is to create access with the highest possible channel bandwidth for an individual subscriber. This problem is solved in two ways: calculation and test diagnostics of networks at the design stage; optimization of networks during operation based on technical diagnostics and monitoring. This paper investigates and clarifies the existing terminology for technical diagnostics and control for 802.11 wireless channels. As a result, it is established that radio monitoring is the first stage of technical diagnostics on the basis of which it is possible to obtain statistical characteristics about the change of channel parameters over time. The second stage includes models and methods of analysis and evaluation of channel parameters, considering the influence of various destabilizing factors with control operations. Based on the obtained terminology, a structural-consequential diagnostic model was proposed for the 802.11 wireless channel, which provides a formalized description of the object needed to solve the problems of diagnosis and control. The model uses the general structure of the channel and physical layer of the 802.11 standard and energy and information diagnostic parameters, which is valid for any wireless channel. The level of reliability of technical diagnostics of wireless channels is provided due to the built-in means of monitoring of subscriber devices, the number of input parameters and the observation period. In addition, an assessment of the suitability of the channel for traffic transmission is provided, which involves comparing the bit rate with the obtained technical diagnostic data. This is relevant in the current trends of improving the quality of modern infocommunication services, which significantly increases the bandwidth requirements of channels. The proposed model of technical diagnostics is a concept of methodology. It includes the use of: improved and new developed by the author's own methodological approaches to conducting research on wireless channels; acquired new knowledge about the operation of these channels under the influence of phenomena existing in the transmission medium; new models and methods for estimating energy and information parameters and the relationships between them; methods of evaluation and statistical processing of theoretical and empirical research.

Abstract:
The authors showed that the multichannel system state graph of modern tractors, combines and agricultural machinery in Uzbekistan, by the nature of its functioning, was a kind of mass service system. They confirmed that this circumstance was not taken into account when studying the existing system of corporate technical service. They pointed out the relevance of determining the influence of the branded technical service system parameters on its condition using the methods of the mass service theory. (Research purpose) To evaluate the state parameters of a proprietary technical service multichannel system according to the results of the timing of combine harvesters maintenance. (Materials and methods) The authors studied the multi-channel system state graph of a proprietary technical service without a queue. The system included 109 Case-2166 combine harvesters and 7 car-mobile workshops. They used the methods of mass service theory. (Results and discussion) The authors established a linear relationship between the number of occupied car-mobile workshops and the average value of the service time at a constant intensity of requirements. It was revealed that it took 3.33 hours to fix one malfunction of one combine, that is, one workshop would be occupied. If 3.24 demands were received in the service center in one hour, then all 7 auto-moving workshops would be occupied. (Conclusions) The authors revealed that for a single-channel proprietary technical service system the average value of the time for eliminating one malfunction of one combine should not exceed 3.33 hours. They calculated the parameters at which all channels (7 workshops) will be occupied in the 7-channel system of corporate technical service: 3.24 requirements arose in one hour, on average, each workshop took 2.16 hours to fix one malfunction.

Abstract:
The structure of the article is determined by the logic of designing the goals of foreign language teaching in a technical university. The highest level of generality of goals reflects the social demand of society as a whole and is presented in the Federal State Educational Standard of Higher Education. At the second level of goal formulation (Model Discipline Programs), they are specified according to the needs of the spheres of economics. In the development of Work Programs of Discipline within the framework of teaching in a specific university, final clarification of goals is required depending on the requirements of regional employers (the third level of specification of goals). In order to clarify the objectives of teaching foreign language to students of technical universities taking into account the requirements of the regional labour market, a questionnaire was conducted in 2019 for graduates of the National Research University „Moscow Institute of Electronic Technology,” working in a specialty in enterprises in the field of exact technologies in Zelenohrad (Moscow). The questionnaire showed that in addition to the four types of speech activities specified in the Model Programs on Foreign Language for Non-Language Universities, engineers use interpretation and translation in their professional activities. The rating of types of foreign language speech activity in descending order of their importance for professional activity of the engineer is as follows: reading – auditing – translation – writing – speaking. The most demanded professional foreign-language tasks in all types of speech activities (except translation) are solved by modern engineers in communicative situations using information technologies.

Abstract:
The need of circulatory support systems in the treatment of chronic heart failure is increasing constantly, as 20% of the patients on the waiting list die every year. Despite the great need for mechanical heart support systems, the use of available systems is limited by its expensiveness. In addition, there is no one system that is 100% responsible to all medical and technical requirements and that would be completely safe for patient. Therefore, further research in the field of circulatory support systems considering health and technical requirements is relevant. One of the new directions in the study are disc pumps of viscous friction for liquid transporting, based on the Tesla pump principle. The operation principle of such pumps is based on the phenomenon of the boundary layer which is formed on the disk rotating in a fluid. There are experimental studies of models with different variants of the rotor suspension, various forms and numbers of the disks, forms of the pump housing. However, none of the above samples was brought to clinical trials. Furthermore, despite the potential of that model there have been no pumps of similar type used so far in circulatory support systems. Published data provide a basis for further development and testing of the pump model and allow hoping for leveling a number of significant shortcomings of modern left ventricular bypass systems.

Abstract:
The authors propose a methodology for determining technological parameters for the machine implementation of the preparation and distribution of feed mixture at cattle breeding facilities. The proposed methodology can be used to determine the optimal ratio parameters of the number of technical means for preparing a feed mixture and the number of operations performed for feeding cattle with multi-component feed mixtures. It was developed taking into account livestock breeding requirements and standards. The authors present an analysis that takes into account the European, Russian and American experience of the technology of organizing cattle feeding. This methodology applies to facilities (a farm) practicing year-round keeping of animals, where a concrete feed table is mounted in the same plane with the passage for technical equipment: a tractor, an aggregated or self-propelled mixer dispenser, as well as an auxiliary technical means – a feed pusher or its substitute attachments on the tractor. The feed mixture is dispensed on both sides. Taking into account the strategy of organizing the technological process of cattle feeding, the proposed method allows determining the optimal construction parameters of livestock facilities at the design stage, as well as the number and productivity of the machines used.
