Abstract:
CSOSA is the agency that supervises residents on probation and parole in the District of Columbia. In 2017, it supervised 16,407 District residents. In that year, 90% of CSOSA's clients' technical violations came from drug use and drug testing violations, and these technical violations caused 10% of the agency's revocation to incarceration in 2017. CSOSA sanctions its clients by sending them to day reporting center and CSOSA performs home visits (an astounding 45,124 in 2017). Yet, to date, there is scant evidence showing any relationship between sanctions, or day reporting centers, or home visits and recidivism and public safety. It's true, there is no agreement among social scientists as to the number of studies needed to confirm that an intervention “works.” However, to date, none of the methods used by CSOSA have been shown to “work.”

This chapter presents a technological solution to promote and help independent access to work for disabled people using Smart Phones. A deep state of the art about smart phones technologies and about examples of other projects is presented. The aim is to develop a form of technical assistance that supports them in the control of schedules, prevention of dangerous areas in the work place, warnings, and automatic alarm generation. The device chosen to exchange all this information is a Smartphone based on Android Operating System and GPS technology. A set of Android applications have been developed using Java language, and controlling the device via Google-developed Java libraries. All of these are connected to the Server Application through the Communications Module. The server Application Module provides the assistants or psychologists the possibility of supervise all the handicapped people’s activities. The assistants, psychologists, and users have all evaluated the application very positively as it covers disabled people’s needs perfectly.

This chapter explores the lived experiences of women at the penal-welfare nexus, a space where social policy and penal policy overlap. Drawing on new empirical data from qualitative interviews with 24 women who have been subject to criminal justice supervision and interventions in the community and who are in receipt of social assistance benefits, it explores their attempts to move away from the social margins and move closer to the labour market. It therefore examines how UK social institutions, and in particular a welfare system characterised by increasing conditionality, impact on women engaged in community-based services which aim to divert them from prison and reduce recidivism. In doing so, it foregrounds the context of gendered precariousness which criminalized women inhabit at the penal-welfare nexus. This author argues that the problem for this group is not so much the behaviour change agenda and sanctions that underpin the UK’s increasingly conditional social security system; many make attempts to live a 'good life', and the experience of sanctioning is low – rather, for women experiencing advanced marginality, it is the dearth of support available to help them reach their goals.

Bringing Out the Best (BOB) is an early intervention program that provides short term, free, family-centered, and community-based services that target children in early childhood (ages 0–5). A priority goal of the program is to increase the number of children that are healthy and ready to succeed as they enter school. Through trainings and technical assistance for educators and administrators, trainings and consultation for families, and screenings and individual interventions for children, specialists, families and teachers collaboratively develop individualized plans for increasing a child’s success in the classroom and at home. BOB is in its 15th year of operation under the Center for Youth, Family, and Community Partnerships at UNC Greensboro and has served over 2400 participants to date. With BOB’s aim to increase the number of healthy children ready to succeed as they enter school, this chapter will emphasize that although elementary students may not be entering physical classrooms this year, the attendance for childcare centers has maintained if not increased; therefore, social and emotional learning are even more essential to the early care curriculum. This chapter will describe the previous processes in place at BOB as well as measures taken to reinvent those services during the COVID-19 pandemic.

Abstract:
All of the contributors to this book are clearly in favor of community schools. We would like to see this movement grow rapidly or, as we often say, “go to scale.” This would mean that communities with high needs and low performance would be assisted in transforming their schools. The Children’s Aid Society (CAS) work is one of the streams that have come together to create a new field of full-service community schools. The CAS model has been strengthened by many adaptations throughout the country and overseas. A National Technical Assistance Center for Community Schools has been set up at Intermediate School (IS) 218 with facilities for orientation and training. More than 6,000 policy makers and practitioners from all over the world have taken the tour and observed the rich climate at this pilot school. The concepts of community schools do not necessarily sink in at first encounter; it sometimes takes a while for people to “get it.” The question often arises: Do you really expect the schools to do all of that? It is not well understood that the idea behind the community school movement is for schools to do less, not more! Partners such as CAS come into the building and take responsibility for health, social services, extended hours, and parent and community involvement. However, some school superintendents do get it; Thomas Payzant is a good example (see ch. 15 in this volume). Arne Duncan, head of the Chicago Public Schools, is another strong advocate: “We started with 20 community [school] centers this year [and] we want to add 20 each of the next five years so we will get up to 100 over five years. . . . [T]he Chicago School System cannot do this alone. . . . We have universities, local Boys &amp; Girls Clubs, the YMCA’s, Jane Addams’ Hull House . . . helping to run our program with us.” The quest for appropriate space within schools for the core components is being addressed in large new school building initiatives around the country.

Information technology (IT) work is often distributed geographically through practices such as teleworking. Telework lends itself well to IT workers because they work easily with information technology, which is required for telework, and because many IT jobs consist of knowledge work—the creation and analysis of symbols and ideas—which may be done anywhere and anytime. Advances in information technology make distributed work possible. Globalization and the need for organization flexibility make distributed work necessary (Davis, 1995). Organizations distribute work to take advantage of scarce and inexpensive talent, enhance innovation and product design, and to reduce real estate costs, development time, and labor costs. Workers choose distributed work to balance work and life demands, reduce commuting time, accommodate disabilities, and take advantage of distant opportunities. Telework, a form of distributed work first described by Nilles (1975), has established itself throughout the United States. We discuss telework trends and provide some data describing teleworkers in IT professions in the United States. Four forms of telework are commonly used (see Key Terms; Bailey &amp; Kurland, 2002; Kurland &amp; Bailey, 1999). Most teleworkers use a combination of these forms, although home-based telework is most prevalent (Davis &amp; Polonko, 2001). Each form of telework is practiced for different reasons and produces different work experiences and outcomes (Bailey &amp; Kurland, 2002; Davis &amp; Polonko, 2003; Helling, 2000). A national survey of telework practices in the United States was conducted in 2001 under sponsorship of the International Telework Association and Council (ITAC) and AT&amp;T (Davis &amp; Polonko, 2001). The sample was stratified to represent all U.S. households and was diverse with respect to gender, ethnicity, occupation, organization size, and industry. Results showed that there are approximately twenty-eight million teleworkers in the U.S. Compared to nonteleworkers, teleworkers are significantly more likely to be from the Northeast and West, male (54% of teleworkers), have higher education and income, work in professional/managerial occupations, work in industries such as construction, professional/ scientific/technical services, health care/social assistance, and work in very small and very large organizations. There were no significant differences in telework practice for marital status, race/ethnicity, and age.
