Abstract Technical University of Liberec implemented programs to attract pupils, high school students and first-year university students for study of technical and scientific disciplines. The first program is called “Children’s university” with the aim to convince elementary school pupils and secondary schools student. Children attend practical lectures and solve basic scientific tasks including work with real scientific equipment. They got exams for their activities and when passing all prescribed “lectures” they got a “diploma”. In addition to university examinations the Children’s University offers many different leisure activities, eg Open University, Walk for science and technology, Scientific cafes, Saturdays with technology. The main objective of the Children’s University is to catch talented individuals early and awaken their interest in university studies of technical and scientific disciplines in order to better direct their future professional orientation towards sectors with high added value, which the labour market has a long-term interest in. The second program, entitled “Scientific incubator”, is a follow-up programme to catch talented first-years university students for technical and scientific disciplines.

Differential scanning calorimetry (DSC) is the most frequently used method from thermal analysis to characterize plastics and which can be applied not only in the R&D but also in the industrial praxis as input and output control. This paper deals with the most important DSC application which arises from results of applied and contractual research at Technical university of Liberec. In the paper are introduced examples of its utilization for plastics identification and characterization, for analysis influence of plastics processing process parameters on their quality, to describe crystallization kinetics and so on.

Abstract:
The paper is devoted to the development of a university library strategy in the period of digitalization of all spheres of social activity. There are analyzed theoretical approaches and practical methods for developing strategic planning in library activities. The paper defines the need for strategic management as a factor in the effectiveness of a university library. There are considered the directions of the library strategic development, which depend on the vector of development of the university, its educational and research activities.The strategic planning is presented as a process of modeling the future activities of the library. It includes the library’s mission formulation, its objectives, tasks and events to achieve the goals, as well as its key performance indicators. The article sees the development strategy as an element of the management process aimed at creating and maintaining a strategic balance between the goals of the library and the university, its potential and likely development prospects.The article shows the advantages of SWOT analysis as a unique tool for designing a library development strategy. There are presented five stages of developing the Strategy for the Scientific Library of the Siberian Federal University. The authors note that the library has a good potential to develop the digitalization process: there is a digitization center, good technical equipment, its own software products, an extensive repertoire of world resources, a wide range of online services, etc. However, there are also weak points that hinder the library development: the obsolescence of the computer equipment, the lack of modern ergonomic space for individual and group work of students, the irregular acquisition of printed publications, the instability of funding, etc. All this can complicate the library development in the context of the digital economy development and lead to a decline in the prestige of the library. The library’s development strategy is aimed at eliminating these problems. It presents the goals, objectives, efficiency criteria for each area of activity of the modern library of the university. The article reveals the main strategic directions of the library’s development. The proposed strategy can become a real tool for optimizing the activities of all libraries in the transition period of the digital society development.

Introducing the concept of Battery Electric Vehicle developed at the Technical University of Liberec, intended for test and educational purposes. It is a lightweight four wheeled vehicle with an open frame primarily designed for ease of access to all major vehicle components. For the main structural elements of the vehicle frame was chosen modular system of extruded aluminum profiles. The vehicle power unit consists of BLDC motor paired with multi-speed manual transmission. Traction battery with regard for the electrical safety consists of 17s LFP cells only, resulting in a nominal voltage of 55 VDC (63 VDC fully charged). Total amount of energy stored in the traction battery is 10.8 kWh.

Reorganization efforts within colleges and universities are increasingly considered as institutions look for ways to streamline operations for financial cost savings or competitive advantage. The purpose of this study was to assess a particular change effort in a university library which took place between August, 1996 and July, 1997. A team was formed to manage the change effort, and an outside consultant was hired to facilitate the process and guide the team. Stufflebeam's evaluation model was used as a conceptual framework to evaluate the entire process which included a particular change management model brought in by the consultant. The entire change effort was described by the author as a participating member of the team and assessed by gathering feedback from team members, library staff members affected by the effort, and members of the library administration.

Abstract:
For academic research to release its value, it has to be communicated. It is essential, if research is to flourish, that the various forms of research communication, including journal articles and similar research outputs, are as easily and widely available as possible. The publications in this submission, produced between 1998 and 2010, all discuss major aspects (managerial, technical, economic and cultural) of improving access to research outputs in order to support research activity in higher education institutions. The later works focus in particular on the issue of ‘open access’ (OA) publishing and dissemination. The publications investigate the why and how of OA. Firstly, they examine the potential benefits (and dis-benefits) of OA for the research community and other stakeholders. Secondly, they discuss how OA systems and services might operate in practice. The earlier works on OA focus on repositories, particularly institutional repositories. Some of the later publications bring into consideration OA journals and their (potential) ongoing relationship with repositories. The publications are written from the perspective of a library and information services provider in a research university. They report on ground-breaking action-based research-and-development work: setting up innovative demonstrator systems, developing new business processes, and designing novel organisational policies. Possible future scenarios are modelled and analysed. It is shown that these activities have made a significant impact on wider professional practice, as well as contributing to the research literature, as OA has became more mainstream. Major themes discussed include managerial challenges associated with implementing OA services; technical issues relating to the development of systems and standards; economic factors covering costs, funding streams and business models; and cultural issues, including disciplinary differences. These are examined in relation to different stakeholder groups at institutional, national and system-wide levels. Other key themes include intellectual property rights and quality assurance. A clearer picture of possible research-communication futures incorporating OA is developed.

Oktober 2017 wurde die Integrierung der Privatbibliothek des österreichischen Petrochemikers Dr. Leopold Singer (1869-1942), die zwei Jahre vorher von der Wirtschaftsuniversität Wien an dessen Erben und Erbinnen restituiert worden war, in die Dauerausstellung des Technischen Museums Wien gefeiert. Erstmalig werden damit Ergebnisse bibliothekarischer Provenienzforschung in einem international renommierten Museum der Öffentlichkeit zugänglich gemacht. Zugleich wurde ein Buch restituiert, das bis zum "Anschluss" Österreichs Dr. Martin Singer (1874-1950) gehört hatte.

Les bibliothèques universitaires des pays d’Afrique francophone sont confrontées à un défi en matière d’offre documentaire dans un contexte marqué par un manque de moyens financiers, une augmentation des coûts de la documentation, et certaines formes organisationnelles peu efficientes. Cette thèse vise dans un premier temps, à partir d’enquêtes et de recueils de données diversifiées, à dresser l’état de l’offre documentaire papier et numérique à l’Université Cheikh Anta Diop de Dakar, en Sciences humaines et sociales (SHS), tout en soulignant des points de comparaison avec d’autres universités francophones subsahariennes. Les résultats visent à quantifier et à qualifier cette offre, à pointer les nouvelles dynamiques dans le cadre de la documentation numérique avec différents types d’acteurs. Par ailleurs, les bibliothécaires cherchent à s’appuyer pleinement sur l’Open Access tant au niveau de l’accès à des ressources qu’au niveau de la valorisation des fonds locaux. L’information numérique est de plus en plus perçue comme le meilleur moyen de satisfaire les besoins en information de la communauté universitaire de l’Université Cheikh Anta Diop (UCAD) de Dakar. Néanmoins, elle est souvent confrontée à des problèmes d’accès à l’information mais également d’usage des ressources documentaires. Cette recherche s’intéresse, dans une seconde partie, à l’appréciation de l’usage des ressources numériques, une appréciation qui se fera comparativement entre plusieurs disciplines de l’UCAD et entre enseignants et étudiants de ladite université. Des recommandations sont formulées dans la troisième partie pour tenter d’y améliorer les services documentaires
University libraries in French-speaking African countries face a documentary supply challenge in a context of a lack of financial resources, an increase in the cost of documentation, and some inefficient organizational forms. This thesis aims at first, from surveys and collections of diverse data, to establish the state of the paper and digital documentary offer at the University Cheikh Anta Diop of Dakar, in SHS, highlighting points comparison with other Sub-Saharan Francophone Universities. The results are intended to quantify and qualify this offer, to point out new dynamics in the context of digital documentation with different types of actors. In addition, librarians seek to rely fully on Open Access, both in terms of access to resources and the value of local funds. Digital information is increasingly seen as the best way to meet the information needs of the university community at Dakar's Cheikh Anta Diop University (UCAD). Nevertheless, it is often confronted with problems of access to information but also of use of documentary resources. This research focuses, in a second part, to appreciate the uses of digital resources, in a comparative way between several disciplines at UCAD and between teachers and students. Recommendations are made to try to improve the documentary services in this University

(in English): The theme of this thesis is a strategic plan for the University Library at The Technical University of Liberec for years 2012-2015. The first two parts give a detailed analysis of the present condition of the Library containing all the accessible statistical data and the research outcome of the users needs. Based on the collected data in the following text targets are set which when reached should increase the prestige of the Library and thereby the University. The next chapters outline the specific steps to reach the set targets. A part deals with changing the processes of Acquisitions and Cataloguing. Futhermore additional features as reference services, web sites, accessing Electronic theses, dissertations and organization. Potentially some new things should be considered such as an institutional Repository, a discovery system, expansion of RFID technology (Radio Frequency Identification), a selfcheck, providing e-books and other new electronic developments. The conclusion is devoted to the meaning of the strategical plan for the University Library at TUL.

Kaunas University of Technology is one of the largest technical universities in the Baltic region. The university staff has been involved in different Open Access- and Open Science-related activities for more than a decade. Different initiatives have been implemented: stand-alone and series of training and awareness-raising events, promotion of Open Access and Open Science ideas so that institutions develop their Open Access policies and make their repositories compliant with larger research infrastructures. Within the institution, the initiatives of Open Science are implemented as a result of joint effort of the library, the departments of research, studies, and doctoral school. The current tasks involve revising the institutional Open Access guidelines and facilitating the implementation of data management plans in doctoral studies. In this chapter, the aim is to provide an overview of the efforts highlighting the successes and failures on the way to best practice in research data management support both institutionally and on the national level.

The current economic downturn has resulted in constantly shrinking budgets and drastic staff reduction at the University of California, Santa Cruz (UCSC) Library. Meanwhile, rapid shifting to digital formats as well as dramatic growth in social networking, mobile applications and cloud computing continues. To face these challenges, the Technical Services (TS) at the university library at UCSC need a transformation. This chapter discusses how the authors have adopted the strategy of maximizing technology in utilizing “robot-like” batch processing tools in house to minimize the risk of becoming ineffective or irrelevant. In aligning human resources to apply those tools to achieve our goals in tandem with the mission of the library, the authors learn to work with the various issues and the barriers that we have encountered during the past decade. The authors are examining the changes brought to the department through the process, highlighting a plan of action, and providing guidance for those interested in bringing about a technological transformation that will continue into the future.

Today many IS departments and individuals are attempting to transform from technical groups and specialists to user oriented functions and customer support personnel. The major responsibility of the traditional IS department has evolved from the development, operation, and support of technology to the management of information. In the university environment, managers of information have traditionally been librarians. Librarians have increasingly become users of electronic information resources. A merger of the library with computing and telecommunications brings together technical expertise with information management skills. This case study describes the process of integrating the library, computing and telecommunications services in a University. Within the last two years, a new manager in the newly created position of Chief Information Officer merged these diverse organizations. We will describe the techniques used during the first year to foster communication, develop new strategic direction, and create and implement a new organizational structure. We will focus on establishing leadership, the organizational change and operational planning process, and the initial implementation of the new organizational structure. We will describe some of the problems and obstacles that needed to be addressed, including new management’s establishment of trust and control, creating an environment for change, managing change amid strong time pressures, human resource issues, and resource constraints.

Abstract:
The objective of this chapter is to emphasize issues connected with adoption of information and communication technology (ICT) as a strategic tool contributing to further organizational growth. This understanding is based on the results of a qualitative analysis of a group of small and medium-sized enterprises (SMEs). Gradual development of a group of 30 organizations has been monitored over the last fifteen years during their co-operation with the Technical University of Liberec. These organizations have hosted one-year student placements where students, as part of their Bachelor’s degree course, undertake a long term work experience enabling them to integrate the practical and theoretical aspects of their course. The research focused on SME management’s approach to ICT, its utilization for competitive advantage and its relation to and defining of business strategy. Other aspects of the study looked at the effect of ICT on organizational performance, knowledge and skills of the employees, training and organizational culture. The results indicate that successful and growing companies have gradually established business, information and knowledge strategies and make strategic use of ICT.

Abstract:
The purpose of this write-up is to share the extent of the practice of discovery tools to explore e-resources at the Independent University, Bangladesh (IUB) Library, by its faculty members, research scholars and students. This study is also aimed at investigating and sharing the technical procedure of implementing the discovery tool using open source software, i.e. VuFind. A number of popular open source discovery tools have been examined. A comparison has been made to adopt the most suitable one. This study pointed out that a discovery tool has been instituted first time in Bangladesh from the library professionals and university library perspective. The write-up also provided a total scenario and working process of the VuFind discovery tool which has almost all the advanced technologies of the next generation catalog. The study also found that VuFind may be a good tool for moderately technologically competent library professionals for managing their resources with minimum cost and efforts, having customizable code and unlimited instances.

In this study, general purpose multibody dynamics codes AutoDyn7 (AUTOmobile DYNamics in G7) and CADyna (the NT version of the AutoDyn7) are introduced for the application to education in multibody dynamics. In the Auto-Dyn7 program, an efficient and systematic formulation for rigid and flexible bodies is derived using the velocity transformation technique. The Rapid-App for GUI (Graphic User Interface) builder and the Open Inventor for 3D graphic library have been employed to develop these programs in Silicon Graphics workstation. Several special purpose modules of the AutoDyn7 program are introduced to analyze vehicle dynamic characteristics. The NT version of the AutoDyn7, named CADyna, is also developed. The pre-processor for user input is developed with Visual C++ and the post-processor is developed with OpenGL and TeeChart for animation and graph.

The Institute of Mechanism Theory and Machine Dynamics of RWTH Aachen University houses a large collection of more than 200 mechanisms and models. Partly they are used to illustrate and visualize kinematic basics and methods taught to students. Furthermore these models are also used as a basis for mechanical designers looking for a solution to their motion tasks in different machinery such as packaging or processing machines. These models span a wide arch from historic models showing e.g. sewing machines from the late 19th century, typewriters from the early 20th century and acrylic glass models still used today in university lectures where they are placed on the overhead projector. With the swift development of the internet as the major base for information retrieval, new ideas about knowledge presentation have come up. Today it is obvious that fast and easy access to information is a major success factor in most areas both economics and science and is therefore of eminent importance. New developments in information technology and related software have created new possibilities for the presentation of scientific knowledge also in mechanism theory [1]. In this paper the IGM-Mechanism Encyclopaedia and the Digital Mechanism Library will be presented. Both use the possibilities of the internet to make basic and specific knowledge for the analysis and synthesis of mechanisms available to a broad public.

Deciding whether to support discovery of unsubscribed and Open Access (OA) content raises questions for technical and public services librarians, from the philosophical to the pragmatic. Doing so requires careful curation and monitoring of resources, and benefits from library-wide input. This paper describes the process at Georgia Southern University for vetting unsubscribed and OA resources with ILL and liaison librarians for inclusion in the discovery layer and on the A-Z database list. For the discovery layer, this involves a three-step evaluation of collections for overall metadata quality, likelihood of ILL fulfillment, and value to the library collection. For the database list, this involves an evaluation of how liaison librarians integrate sources into reference and instruction. In each case, technical services, ILL, and liaison librarians weigh in on whether unsubscribed and OA content merits inclusion in the library collection. Furthermore, ILL and liaison librarians play a critical role monitoring these resources for continued inclusion and support.

In the spring of 2019, the Montana State University (MSU) Library embarked on a large-scale inventory project that involved weeding and moving portions of their collection to an offsite storage facility within six months in order to create more student study space in the Library. The department primarily responsible for leading the project, Collections Access & Technical Services, the result of two departments merging, was also simultaneously navigating their new structure and a remodel of their workspace thus adding further challenges to the project. This poster session demonstrated how MSU Library approached and completed this project by advocating to their Library Administration for additional resources, including hiring a project manager and third-party companies to assist with the inventory and moving of the collection. It also discussed the types of work groups formed to identify new workflows (i.e., retrieval of offsite items) and modify existing ones, involving student employees in the project, and internal and external collaborations that took place. Additionally, presenters shared strategies used to communicate to their campus community, and the impact this project has had on our patrons. They also included statistics that were gathered during the project including deselection figures, the number of materials that did not have barcodes and were not accounted for in the Library’s catalog and discovery layer (Ex Libris’ Alma and Primo), and what subject areas currently remain in the main library building.

Abstract Robot kinematics generally includes forward and inverse kinematics at the position, velocity, and acceleration level. These constructs are essential for the cartesian control of serial manipulators. This paper presents the development of a C++ class library that supports the forward and inverse kinematics of all possible geometries of serial manipulators. Object-oriented analysis and design is the primary software development methodology used. Application of this methodology led to the sub-division of the kinematics domain into forward, and inverse kinematics. Analysis of these sub-domains resulted in their further sub-division, identification of abstract components, development of classes, interface specifications, and finally implementation and testing. Examples demonstrating programming and extensibility of the components in the kinematics domain are given. This work was part of the development of the Operational Software Components for Advanced Robotics (OSCAR) at the Robotics Research Group of The University of Texas at Austin. OSCAR supports reusable software components for the control of advanced robotic manipulators. This includes mathematical constructs, kinematics, dynamics, fault-tolerance, performance criteria, manual controllers, and a variety of physical manipulators and simulations.
