Abstract Technical University of Liberec implemented programs to attract pupils, high school students and first-year university students for study of technical and scientific disciplines. The first program is called “Children’s university” with the aim to convince elementary school pupils and secondary schools student. Children attend practical lectures and solve basic scientific tasks including work with real scientific equipment. They got exams for their activities and when passing all prescribed “lectures” they got a “diploma”. In addition to university examinations the Children’s University offers many different leisure activities, eg Open University, Walk for science and technology, Scientific cafes, Saturdays with technology. The main objective of the Children’s University is to catch talented individuals early and awaken their interest in university studies of technical and scientific disciplines in order to better direct their future professional orientation towards sectors with high added value, which the labour market has a long-term interest in. The second program, entitled “Scientific incubator”, is a follow-up programme to catch talented first-years university students for technical and scientific disciplines.

Differential scanning calorimetry (DSC) is the most frequently used method from thermal analysis to characterize plastics and which can be applied not only in the R&D but also in the industrial praxis as input and output control. This paper deals with the most important DSC application which arises from results of applied and contractual research at Technical university of Liberec. In the paper are introduced examples of its utilization for plastics identification and characterization, for analysis influence of plastics processing process parameters on their quality, to describe crystallization kinetics and so on.

The paper is devoted to the development of a university library strategy in the period of digitalization of all spheres of social activity. There are analyzed theoretical approaches and practical methods for developing strategic planning in library activities. The paper defines the need for strategic management as a factor in the effectiveness of a university library. There are considered the directions of the library strategic development, which depend on the vector of development of the university, its educational and research activities.The strategic planning is presented as a process of modeling the future activities of the library. It includes the library’s mission formulation, its objectives, tasks and events to achieve the goals, as well as its key performance indicators. The article sees the development strategy as an element of the management process aimed at creating and maintaining a strategic balance between the goals of the library and the university, its potential and likely development prospects.The article shows the advantages of SWOT analysis as a unique tool for designing a library development strategy. There are presented five stages of developing the Strategy for the Scientific Library of the Siberian Federal University. The authors note that the library has a good potential to develop the digitalization process: there is a digitization center, good technical equipment, its own software products, an extensive repertoire of world resources, a wide range of online services, etc. However, there are also weak points that hinder the library development: the obsolescence of the computer equipment, the lack of modern ergonomic space for individual and group work of students, the irregular acquisition of printed publications, the instability of funding, etc. All this can complicate the library development in the context of the digital economy development and lead to a decline in the prestige of the library. The library’s development strategy is aimed at eliminating these problems. It presents the goals, objectives, efficiency criteria for each area of activity of the modern library of the university. The article reveals the main strategic directions of the library’s development. The proposed strategy can become a real tool for optimizing the activities of all libraries in the transition period of the digital society development.

Introducing the concept of Battery Electric Vehicle developed at the Technical University of Liberec, intended for test and educational purposes. It is a lightweight four wheeled vehicle with an open frame primarily designed for ease of access to all major vehicle components. For the main structural elements of the vehicle frame was chosen modular system of extruded aluminum profiles. The vehicle power unit consists of BLDC motor paired with multi-speed manual transmission. Traction battery with regard for the electrical safety consists of 17s LFP cells only, resulting in a nominal voltage of 55 VDC (63 VDC fully charged). Total amount of energy stored in the traction battery is 10.8 kWh.

Abstract:
Polymer-based nanotextiles are produced by electrostatic spinning. Nanospider technology developed by Prof. Jirsák at Technical University in Liberec also uses electrospinning. This technology has been modified over time. The aim of this paper is to compare two modifications of this technology and determine which one is more suitable for the production of nanotextiles for civil engineering applications. The comparison was performed using images from scanning electron microscope and measurements of weight per square meter of the fabrics. For the civil engineering applications it is important for the fabric to be as homogeneous at macroscale as possible, so that properties of different parts of the fabric are approximately equal. We have found that modification of Nanospider technology using rotating roller provides better results than a modification which involves a movable slider.

PurposeThe purpose of this paper is to expand the information technology concept of toil by applying it to system analysis for academic libraries. System mapping and toil definitions are used to measure costs and benefits of maintaining library information systems. The concept of toil provides a vehicle to shape the decisions made by managers when refining or building new library system infrastructure.Design/methodology/approachUsing a system map of all library systems, the definition of toil was used to identify highly manual or high toil systems. This mapping was used to illuminate the need to migrate or eliminate certain library systems to managers in order to reduce the amount of toil undertaken by library employees.FindingsTwo library systems were identified for migration to more automated systems and two library systems were recommended for elimination in order to reduce the overall amount of toil present in the library systems ecosystem.Practical implicationsUsing system mapping and toil definitions are helpful in identifying and relaying the cost of outdated systems to library managers.Originality/valueThis paper provides library managers an easy way to assess the ecosystem and efficiency of library systems without the need for technical expertise. It also expands the use of information technology concepts into the field of academic libraries.

This study investigated the current state of technical staff positions in the central libraries of leading universities in Pakistan. Multiple quantitative methods were adopted to carry out this study. Quantitative data about technical staff positions were retrieved from organizational documents such as service structure documents, organizational charts and budgetary documents. Principal author carried out quantitative observations and informal discussions with library executives in order to measure the levels of working of technical staff positions and alternatives adopted by libraries to carry out technical tasks. This study found that fifty percent of the libraries have not created any technical staff positions and automation related tasks are being performed by library professionals with the cooperation of vendors who have provided the library software. Of the nine positions for technical staff sanctioned by the libraries, only two were found to have been filled. Centralized mode of operation has been adopted for technical staff personnel. Only one library has given the additional charge of section head to the technology expert who is also managing technical tasks at organizational level.

Von der Brandenburgischen Technischen Universität (BTU) sind in Zusammenarbeit mit der TU Liberec Untersuchungen zur Verbesserung der Energieeffizienz an spanenden Werkzeugmaschinen durchgeführt worden. Im Gegensatz zu bereits durchgeführten Untersuchungen wurde der Fokus hier auf das Belastungsverhalten im Teillastbereich gerichtet. Die durchgeführten Untersuchungen beschränkten sich auf das Längsdrehen mit geringen Schnitttiefen. Als Werkstoffe kamen ein Baustahl und ein Vergütungsstahl zum Einsatz. Durch die Bestimmung der Leerlaufleistung der verwendeten Drehmaschine waren tatsächliche Aussagen über die Schnittleistung möglich. Für das Ermitteln des Wirkungsgrades wurden auch die Schnittleistungen bei verschiedenen Drehzahlen aufgenommen. Alle weiteren Spanungsbedingungen blieben für die Untersuchungen konstant. Im Ergebnis der Untersuchung bestätigte sich das Potenzial der Minimalmengenschmierung. Der Wirkungsgrad verbesserte sich durchschnittlich um 5 %. Beachtenswert ist der Einfluss des Einstellwinkels. Hier liegt das Optimierungspotenzial der Energieeffizienz in Summe bei 14 %. Die Untersuchungen ergaben weiterhin eine hohe Korrelation von Spanungsbedingungen, Werkstückwerkstoff und verwendetem Schmiermittel.   The Brandenburg University of Technology has carried out investigations in cooperation with the technical University of Liberec to improve the energy efficiency of cutting machine tools. In contrast to investigations already carried out, the focus here was on the loading behavior in the partial load range. The investigations carried out were limited to longitudinal turning with low cutting depths. A structural steel and a tempering steel were used as materials. By determining the no-load power of the used lathe, actual statements about the cutting performance were possible. For the determination of the efficiency, the cutting performance was recorded at different speeds. All further stress conditions remained constant for the investigations. As a result of the investigation, the potential of minimum quantity lubrication was confirmed. The efficiency improved by an average of 5 %. The influence of the angle of setting was remarkable. The optimization potential of energy efficiency was at 14 %. The investigations also revealed a high correlation between stress conditions, workpiece material and lubricant used.

The aim of this study is to compare two models of service quality, technical/functional quality and SERVQUAL in university library services to find out the best library service model which pleases students most. Two proposed models were tested with 347 students at the Faculty of Economics, University of Technology, and University of Natural Sciences, Vietnam National University – Ho Chi Minh City. The results show that SERVQUAL is better than the technical/functional quality model. Therefore, SERVQUAL is chosen to evaluate the quality of library services. The results also show that SERVQUAL consists of only two components: caring service and tangibles, in which caring service has a stronger effect on students’ satisfaction.

The use of information and communications technologies (ICTs) for knowledge management (KM) has become a critical success factor in present-day university libraries. University libraries have continued to use ICTs to foster and enhance the operations of information services on a daily basis in the library environment. The use of ICTs requires librarians to have proven knowledge and skills in order to achieve effective and efficient work performance in the libraries. This article focuses on the two research questions, namely: ‘What are the skills needed for ICTs by librarians at the university libraries?’ and ‘What are the challenges faced by librarians in the use of ICTs for KM at the university libraries?’ The research specifically targeted the libraries at the University of KwaZulu-Natal (UKZN), South Africa, and the University of Ibadan (UI), Nigeria. Quantitative and qualitative research approaches were adopted in order to conduct data collection and data analysis. The research findings were that, when compared, the two university libraries showed a correlation in the skills required by librarians. This is accompanied by knowledge of ICT hardware and software; various subject areas in librarianship; structure and process of cataloguing, and classification, to function better in the library environment. Several challenges, including the high cost of hardware and software; lack of implementation of ICT policies; and inadequate in-depth knowledge of the library holdings were observed. In conclusion, the dynamic information environment requires librarians to be proactive and have enhanced education that would enable them to address change management, leadership roles, and technical information skills. Librarians need to constantly update their knowledge and skill-sets to keep up with current trends of technology in library and information services.

The purpose of this study was to determine the service strategy taken by the technical implementing unit (UPT) of the Riau University library in the new normal era. The method used in this research is qualitative with a descriptive approach. The processing method uses data reduction, data presentation, and conclusions. The informants in this study were the head of the library, the head of the service sector, and the head of the IT department. The results of this study are that there are several strategies taken by the Riau University library, that is the development of digital libraries that must be accelerated and add supporting applications to ensure the smooth distribution of information to users.

Abstract:
The Belarusian-Russia University was established on the basis of Mogilev State Technical University, in accordance with the Agreement signed between the government of the Republic of Belarus and the Russian Federation (Mogilev, January 19, 2001). New objectives of the library are set up due to new programs to be taught at the University. Today, the library supports 16 education programs as provided by the Belarus education standards, and 7 programs as provided by the Russian standard. The author discusses in particular: collection development funding; delivery of books published by Belarus and Russia publishers’; establishing the repository “Belarusian-Russian University E-library and digital catalog databases, and among them The Proceedings of the Belarusian-Russian University Researchers, «Authors’ abstracts. Theses», «Digital Documents»; library’s publishing activities, personal bibliographies of the prominent university scholars and researchers). The Library also acts as the coordination regional methodological center. The author concludes that the Library of Belarusian-Russian University plays a significant role in education and science promotion, opens access to the cultural heritage and intellectual resources for the students, professors and scientists, and offers relevant information products and services.

Purpose The purpose of this paper is to present a case study of implementing strategic management as a process based on balanced scorecard (BSC) in the university library – G. Denysenko Scientific and Technical Library of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” (KPI Library). Design/methodology/approach The author is regarding the features of all the strategic management implementation stages: strategic analysis, formulation of strategic ideas (vision, values and mission), the strategy definition and development, strategy implementation and realization, assessment and control of the strategy implementation. Special attention is focused on the comparison of the BSC model, which was used in KPI Library with classical BSC models for non-profit organizations developed by Robert Kaplan and David Norton, and Paul Niven. The author is also focusing on preparation of the strategic map and identifying specific indicators. Findings BSC is adaptive, flexible and adjusts to the environment of each particular library and can be used as an effective tool for the development of a strategic management system in libraries. Originality/value The case study of the library of Igor Sikorsky Kyiv Polytechnic Institute shows that a BSC is an effective tool for building a system of strategic management development aimed at radical organizational changes in the library. It is also a testing and practical implementation of some of the results of the study “Strategic Management of Library as a Process-Oriented Organization Based on a BSC,” which is conducted by the author.

The modernization stages of arts academic library as suggested by the authors are highlighted: preliminary analysis of regulatory documents and the resource base of the scientific library of the Kemerovo State Institute of Culture, planning for collections development with for books and information resources, upgrade of library services, planning for modernization and technological deve-lopment, and designing library zones. The authors offer their recommendations on improvement of library information services within the context of distance educa-tion and modernizing the material and technical support of the library based on foresight technology and a sociological survey of students and the faculty. The students’ and faculty’s demands for advanced services and digital services through social media were revealed. The findings of the study support the idea of optimi-zation and modernization of the range of library services. For the students, the library not only provides information support, but also offers its facilities for communication, individual and team work, and relaxation. Within this context, the procurement cost estimates were prepared. The contest of students’ design pro-jects of library space zoning was organized.

Abstract The Technical University of Liberec and Brandenburg University of Technology Cottbus-Senftenberg investigated the influence of cooling lubricants on the surface roughness and energy efficiency of cutting machine tools. After summarizing the achieved experimental results, the authors conclude that cooling lubricants extensively influence the cutting temperature, cutting forces and energy consumption. Also, it is recognizable that cooling lubricants affect the cutting tools lifetime and the workpiece surface quality as well. Furthermore, costs of these cooling lubricants and the related environmental burden need to be considered. A current trend is to reduce the amount of lubricants that are used, e.g., when the Minimum Quantity Lubrication (MQL) technique is applied. The lubricant or process liquid is thereby transported by the compressed air in the form of an aerosol to the contact area between the tool and workpiece. The cutting process was monitored during testing by the three following techniques: lubricant-free cutting, cutting with the use of a lubricant with the MQL technique, and only utilizing finish-turning and finish-face milling. The research allowed the authors to monitor the cutting power and mark the achieved surface quality in relation to the electrical power consumption of the cutting machine. In conclusions, the coherence between energy efficiency of the cutting machine and the workpiece surface quality regarding the used cooling lubricant is described.

Libraries around the world are using the technology in best possible ways to satisfy their users through efficient and effective library services. The paper aims to discuss the process of KOHA implementation in Government College University (GCU) Libraries Lahore, while replacing the Library Management Software (LMS) implemented in 1999. The article discusses the implementation of Koha in a narrative style. In first phase KOHA was installed on testing basis on one computer and its different modules were evaluated as per their functions in context of the requirements of GCU Libraries. After satisfactory results a journal was placed formally for notes taking purpose during the step by step process of KOHA implementation for the required results. On the basis of testing phase, the technical issues were addressed and Koha implementation strategy was chalked out, employed and resulted as the live server of KOHA. The study discussed the major technical problems that were encountered in the implementation of KOHA. The authors assume that other libraries who are implementing Koha also face such problems. However, these technicalities are not disclosed and remain unaddressed. The study addresses these technical issues and offers solutions. The study offers insight that is valuable for Pakistani librarians at large and other libraries in general which are in the process of implementing Koha for automation.

This paper introduces the basic elements of the MOOCs E-learning course, its technical strategies and the significance of its construction. Targeted at the demands of the users for E-learning based on MOOCs, the library should establish the cooperation mechanism between colleges on campus, office of teaching affairs and other departments, complete the integration of curriculum-based virtual and entity services, and thus enables the teachers and students to get one-stop MOOCs E-learning support services. University of Lampung (Unila) is the first and oldest public university in Lampung Province, having a Library Technical Implementation Unit (UPT) with a centralized library system. As one type of public space, UPT Unila library is the most widely visited place as a place to find references or others. The number of library visitors who carry out activities will affect the comfort of each user's circulation. The purpose of this study was to determine the user's circulation in the library reading room. The method used is descriptive qualitative. Data obtained through the depiction of a floor plan, measurement of the distance between furniture and the area of the room using a meter. The analysis is done by comparing the measurement results with the standard of circulation. The results showed that the circulation in the library reading room of the University of Lampung has not approached the distance in accordance with the standards. The distance between the reading tables in the reading room is less than the standard, while the distance of traffic between the bookshelf and the reading table exceeds the recommended standard.

But educational activity of academic library is perceived in a limited context, that is why the article objective is to analyze an academic library activity as an educational and cultural center. The activity is expressed by a set of educational-information, leisure and cultural events as instruments to promote and develop scientific knowledge, to stimulate users’ reading activity, to form general human culture and specific competences. The article describes different approaches of understanding the educational activities, the emphasis is made on cultural and educational activities of university libraries, federal state educational standards of higher education and higher vocational training in various fields are analyzed to reveal the essence of the libraries activity. In the process of comparative analysis of cultural-educational activities authors studied sites and public reports of Russian university libraries (a case of South Ural State University Scientific Library) and world libraries (library complexes of Oxford University, Munich Technical University, Harvard University, University of Oslo). As a result, main forms of cultural-educational activities were identified and systematized taking into consideration advantages and problems of implementation.
