Abstract:
It has been a few decades since neurological rehabilitation is recognized as a formal technique for therapeutic treatment of stroke patients or individuals suffering disabilities following spinal cord injuries. Despite the nervous system having a plasticity mechanism that facilitates spontaneous recovery to some extent, it is essential for most patients to receive specialized treatment protocol, to restore their motor function, including physical therapy and occupational therapy. More recently, experts of neurological rehabilitation have inculcated specialized therapies making use of computer and electronic devices to positively influence cortical excitability of damaged parts of cerebral hemispheres in order to improve neuroplasticity.1 The advancements aim to take advantage of the functionally preserved neuromuscular structures in compensating for the functions of the damaged areas as well as restoring function of the affected brain tissue; something for which the use of technology was not seen being implemented around two decades back.1, 2 While traditional approach to neuro-rehabilitation would focus on preventing worsening of a functional limitation through exercises such as passive range of motion and stretching,2 a better understanding of neuroplasticity has swung the rehabilitation pendulum in favor of use of several electrotherapeutic devices including transcranial magnetic stimulation modality, robot for limb training, robotic lower extremity orthoses and brain-computer interfaces which offer benefits for patients with neuronal injury.1 Non-invasive brain stimulation facilitates perceptual learning as well motor and cognitive performance in case of brain lesions.2 In order to ensure adherence to various therapies in the process of rehabilitation, interactive treatment strategies are being developed. These include the application of virtual and augmented reality systems which not only motivate the patient but make the repetitive exercise interesting in a controlled environment.3, 4 This approach has challenged the traditional paradigm by the use of biosensors as biofeedback tools to enlighten the patients about internal activities by them visualizing their muscle activity eventually helping them control their bodies better by knowing which muscles to contract to produce the correct movement.5 A proven successful mode of rehabilitation includes virtual reality (VR) technology, which is practical to use at homes, however, requires professional input when it comes to software development and application. Along with ensuring safety and effectiveness, new strategies are being developed which would allow clinicians who do not hold programming expertise to create game-based VR tasks and make further advancements in the field of neurological rehabilitation.6 Amongst the many causes of disability including trauma and musculoskeletal degenerative changes, nervous system disorders are most prevalent resulting in physical, cognitive, linguistic and behavioral issues all at the same time. According to a report by World Health Organization in year 2006, up to 1 billion people are suffering from neurological disorders worldwide constituting around 6% of the global burden of disease and is only escalating since then. Lower-income countries are significantly more affected than high-income countries as 80% disability- stricken individuals live in low-income countries.7 Considering rehabilitation, particularly the neurological aspect, as being relatively young medical specialty, improvement have been made in the years especially in the developed world with better quality rehabilitation services being offered by multidisciplinary teams consisting of highly trained physicians and physical therapists along with supporting staff.8 We are gradually, however, surely moving in the direction of figuring out new and effective approaches to neurorehabilitation by not only compensating for disabilities following neurological injuries but trying to reduce T Rehabili. J. Volume 03, Issue 02 2019 106 impairments by restoring neuronal structure and function.2 The technological advancements made in the developing countries are slow paced; however, keeping in mind the available resources, the responsibility lies with the clinicians to select and provide a comprehensive rehabilitation program which cost-efficient and easy to implement in the long run 9. In a nutshell, a truly effective neuro-rehabilitative program would focus on strategies to fully enable an individual to carry out activities of daily life, increase mobility, improve the ability to function independently and be an integral part of society.

Abstract:
Approved for public release; distribution is unlimited
The modern battlefield has become exceedingly complex and technology driven. It is signified by highly sophisticated surveillance systems thereby resulting in reduced time for decision making, execution of orders and conduct of operations. This reduced response time is essentially due to non-availability of requisite enemy data and presentation of information extracted from that data in a less understandable format. Modern electronic warfare (EW) systems are designed to process such information automatically to facilitate decision makers in better understanding of the battlefield situation and making quick decisions, thereby allowing more response time to the warfighter on the scene. Saudi Arabia, the thirteenth-largest nation in the world, is located in an oil rich region and shares its borders with Iraq, Kuwait, Bahrain, Oman, Yemen, Jordan and the United Arab Emirates. This region has been in a state of conflict for many decades. The IraqIran war, the Iraqi occupation of Kuwait, Operation Enduring Freedom and Desert Shield, Irans ambitions of becoming a nuclear power, and Syrias civil war are examples of recent and on-going conflicts. As a regional power, Saudi Arabia has her economic interests coupled with regional security. With more than 2000 kilometers of coastline to defend, Saudi Arabia faces a challenge keeping economically vital sea lines of communication open for the export of crude oil and other petroleum products. All these factors demand a high degree of operational readiness by Royal Saudi Armed forces, especially the Royal Saudi Naval Force.

Abstract:
Organic Rankine Cycle systems represent a promising solution for the recovery of waste heat in Internal Combustion Engines. In such systems a great amount of thermal energy is wasted at different temperature levels in the environment which can be further recovered to increase the overall efficiency. The main focus of this thesis was the characterization of a sliding vane expander thought for an ORC-based power unit recovering heat from the exhaust gases of a Diesel Engine. The potentialities of a novel intake system consisting in an additional adduction port properly located on the stator have been assessed, analyzing the performances through experimental and numerical activities. The conducted investigation allowed the definition of the advantages and drawbacks of the proposed solution, giving at the same time a thorough description of the fluid-dynamic phenomena characterizing this kind of devices. The contents of the manuscripts have been divided in the following way: In chapter 1 an introduction on global warming issues has been presented. A special attention has been given to the on the road transport sector focusing on regulations and potential improvement of Internal Combustion Engines through innovative technologies. Chapter 2 is a thorough review of most relevant studies on Organic Rankine cycles. Main aspects related to working fluid selection criteria, plant layout and components have been investigated. Special attention has been given to evaporators and expanders technologies. Chapter 3 describes the layout used for the experimental activities. Characteristics of the ORC unit, the engine and measurement instruments have been detailed. Chapter 4 reports the results of the experimental activity conducted with the original expander and after the modification introduced for the investigation on the novel intake system. For both options, efficiencies, indicated and mechanical power have been compared. Chapter 5 describes the numerical model calibrated with the dataset obtained through the experimental campaigns. This instrument has been used to investigate source of losses and analyze the leakage paths contributing to the volumetric efficiency reduction. In Chapter 6 the numerical model has been used as a design software platform. A new design methodology is proposed for sliding vane rotary expanders with an auxiliary port, showing potential advantages related to the possible downsizing of the machine. The results of this work show that sliding vane expander performances can be increased through the modifications of the intake of the device. This solution can improve also the reliability and range of operation of the machine, lowering the unit maximum pressure and allowing to elaborate a greater working fluid mass flowrate. An additional advantage can be obtained initially designing a sliding vane expander with a dual port. In this way a sensible downsizing of the device can be achieved reducing weight, size and volume of the machine.

Abstract:

More so than any other time in history, humans are being exposed to an enormity of digital images every day. The internet, combined with accompanying technological advancements in cellular communication has created an exceptionally chaotic visual experience within the daily lives of millions of people. Through the use of digital photomontage, my artwork attempts to quantify and evaluate the impact that thousands of digital images may have on the emotional and psychological state of human beings. Concurrently, I am in interested exploring the mental repercussions of visual overload, specifically, how chaotic digital experiences may impact the quality of the human condition as a whole. I use the internet to recontextualize found images through a variety of digital manipulation methods to create a system of aesthetic and conceptual relationships. Each collage is comprised equally from images I have produced myself, and appropriated images found on the internet to indicate the increasingly ambiguous boundary between our physical and virtual realities. I often use images that imply a war-like opposition between our natural and technological environments. I believe such images are indicative of the conflicts that take place on a psychological plane of consciousness within our minds every day as we strive to cope with our new digital reality brought forth by rapid technological advancement.

Chandra, Shailesh, Robert Valencia, and Vamsi Krishna Oruganti. Examining Transit Service Improvements with Internet-of-Things (IoT): A Disparity Analysis. Mineta Transportation Institute, June 2024. http://dx.doi.org/10.31979/mti.2024.2354.

Full text
Abstract:
Literature shows that poor service reliability of transit often leads to uncertain waiting times at transit stations, diminishing their popularity and usage, and this particularly affects low-income populations more likely to rely heavily on transit. This research delves into an in-depth analysis of the inequality assessment of the Los Angeles (LA) Metro Rail lines, with a particular focus on evaluating the potential impacts of integrating Internet of Things (IoT) technology. This study investigates how IoT could influence service connectivity, accessibility, and the existing disparities in transit services. The primary goal of this study is to assess how the implementation of IoT technology could enhance the connectivity and accessibility of LA Metro Rail services, and whether such technological advancements could contribute to mitigating service inequality. The research methodology encompasses a comprehensive analysis of connectivity and accessibility values across all LA Metro Rail lines for the years 2015, 2017, and 2019. This approach allows for evaluating the potential impact of IoT technology on service connectivity and accessibility for inequality. The study considers several factors, including potential ridership based on low-income populations’ proximity to transit stations and the integration process of IoT technologies within the rail service infrastructure. The study reveals that IoT implementation could significantly improve service accessibility across all rail lines, indicating a positive trend in technological advancements enhancing public transit. However, the impact on reducing service inequality is inconsistent. Notably, Rail Line B would experience fluctuating accessibility with IoT, while Rail Line C showed persistent inequality under IoT deployment scenarios. These findings suggest that while IoT could hold promise for enhancing service quality, its effectiveness is subject to a range of influencing factors, scheduled frequency and stops at stations for the transit rail lines as well as the presence of low-income populations near these stations.

Willis, Craig. ECMI Minorities Blog. Could a new level of digitalisation offer minority language media outlets a strategy to attract a wider audience? European Centre for Minority Issues, October 2022. http://dx.doi.org/10.53779/smpx1996.

Full text
Abstract:
Minority language media (MLM) faced significant disruption resulting from the digitalisation processes which brought in increased competition and challenged traditional business models. With a new wave of technological advancements in auto-translation, however, there may be opportunities to grow audience within different speaker groups. This blogpost considers the model of Scottish Gaelic broadcaster BBC Alba, which is sustained by a two-pronged strategy of content for speakers and non-speakers, concluding that other outlets, including newspapers, could utilise auto-translation tools to grow their audience as readership habits evolve. Caution is also expressed towards the possibility of majority-language first practices creeping in out of convenience, serving as a reminder that regulation and public funding must ensure that minority language content is continuously produced, and that the current wave of digitalisation is advantageous for MLM.

Chamanara, Sanaz, and Kaveh Madani. The Hidden Environmental Cost of Cryptocurrency: How Bitcoin Mining Impacts Climate, Water and Land. United Nations University Institute for Water, Environment and Health (UNU INWEH), October 2023. http://dx.doi.org/10.53328/inr23asc02.

Full text
Abstract:
Based on a multi-attribute assessment of the environmental impacts and challenges associated with global Bitcoin (BTC) mining activities around the globe, we call for urgent action by the scientific, policy, and advocacy communities. The worldwide BTC mining network consumed 173.42 TWh of electricity during the 2020–2021 period, bigger than the electricity consumption of most nations. The mining process emitted over 85.89 Mt of CO2eq in the same timeframe, equivalent to the emission caused by burning 84 billion pounds of coal or running 190 natural gas-fired power plants. The environmental footprint of BTC mining is not limited to greenhouse gas emissions. In 2020–2021, the global water footprint of BTC mining was about 1.65 km 3, more than the domestic water use of 300 million people in rural Sub-Saharan Africa. The land footprint of the global BTC mining network during this period was more than 1,870 square kilometers, 1.4 times the area of Los Angeles. These striking numbers highlight the heavy reliance of the BTC network on fossil fuels and natural resource-intensive energy sources, resulting in major but unmonitored and unregulated environmental footprints. To mitigate the environmental costs of BTC mining, immediate policy interventions, technological advancements, and scientific research are crucial. Proposed measures include enhanced transparency, economic and regulatory tools, developing energy-efficient alternative coins, and the adoption of greener blockchain validation protocols.

Pieterson, Willem, Dulce Baptista, David Rosas-Shady, and Andrés Franco. The digital transformation of public employment services across Latin America and the Caribbean. Inter-American Development Bank, August 2023. http://dx.doi.org/10.18235/0005084.

Full text
Abstract:
Public employment services have a crucial role in the search for quality jobs, worker placement, labor market adaptation, and mitigating impacts during economic transitions. Globally, these services have been leveraging on digital technologies to transform, and those in Latin America and the Caribbean are no exception. These technologies are enabling the creation of new channels to expand outreach and service delivery, centralizing, and sharing data, facilitating collaboration, and improving processes. However, rapid technological advancements also pose risks in terms of access and equity. For instance, improper use of artificial intelligence (AI) may exacerbate existing labor market inequalities. Therefore, it is essential for public employment services to harness the potential of digital technologies while mitigating associated risks. To address these challenges, these institutions must consider five key dimensions. Firstly, they need to be aware of the strategic implications of digital technologies. Secondly, they need to manage the impact of technology on their administrative operations. Thirdly, they must effectively utilize technology in their interactions with the public. Fourthly, they should undergo organizational changes to enhance agility and adopt different structures, skills, and cultures. Lastly, they must grow into their role of data processing organizations to take advantage of new opportunities and tackle new challenges. This document provides relevant information on the opportunities and challenges of digitalization in public employment services in Latin America and the Caribbean across these dimensions, as well as their level of digital maturity. The data and results presented in this study are based on a survey conducted by the IDB's SEALC Network in 2019, which was expanded in 2022 to include fifteen countries in the region. Additionally, the effect of the COVID-19 pandemic on the digitalization efforts of public employment services in the region is evaluated. This information is relevant for public employment services as it enables them to identify strengths and weaknesses in their digital transformation processes.

Hajj, Ramez, Marshall Thompson, Renan Santos Maia, Yuija Lu, Abhilash Vyas, Babak Asadi, and Bibek Regmi. Updates to Mechanistic-Empirical Design Inputs for Illinois Flexible Pavements. Illinois Center for Transportation, May 2024. http://dx.doi.org/10.36501/0197-9191/24-010.

Full text
Abstract:
This study reviews the Illinois Department of Transportation’s full-depth asphalt, limiting strain criterion, and asphalt over rubblized concrete design procedures, considering technological advancements in hot-mix asphalt—namely, the increased use of recycled materials and modified asphalt binders. The researchers evaluated the current |E*| algorithm by conducting laboratory tests with four mix designs and seven asphalt binders of different Superpave performance grades. They compared predictive models, including the current Illinois modulus algorithm as well as the Witczak, Hirsch, and newly developed Illinois Center for Transportation (ICT) Bayesian neural network (BNN) models. The ultrasonic pulse velocity (UPV) nondestructive test for modulus and field modulus measurements was evaluated as well. Subsequent tasks involved reviewing current fatigue endurance limit (FEL) criteria from an adapted protocol for the four-point bending beam fatigue test. This study found that typical hot-mix asphalt modulus values in Illinois are underestimated compared to modern mixes, suggesting potential savings by allowing an increased modulus value to be used, reducing layer thickness design. Low-temperature performance grades significantly influenced modulus, and the developed ICT BNN predictive model outperformed traditional ones. While UPV was promising for modulus screening, challenges related to material properties assumptions were identified. The current stage of research on assessing modern mixes’ FEL reveals the complexity of observing FEL using simplified methods. To advance this objective, a concept of acceptable stiffness ratio (SR) is introduced. In these cases, exceptionally long fatigue life would be obtained for mixes that demonstrate an acceptable drop in SR within 10,000 cycles, with no apparent evolution of the damage state. The most conservative estimation of strain level that would result in acceptable SR aligned with IDOT’s current 70 microstrain FEL criteria. On the less conservative side, allowing a 10% drop in SR within 10,000 loading cycles could increase the acceptable SR < 1 strain level as high as approximately 180 microstrain, with caution needed regarding evolving mobility trends and environmental stressors including the changing climate.
