Full textNiger is a landlocked country in West Africa. Its position on the outskirts of essential poles in the under-region partly explains its delayed development. To this is added, a further delay, called digital divide. Its fleet of obsolete infrastructure does not allow it to take full advantage of global flows of information to take advantage of the competitiveness of the new information society. Spurred on by recent international discussions on new technologies, it appears that the economic development of Niger would require an appropriation of ICTs by the population. Therefore, these new information technologies are at the epicenter of development issues facing the Niger. This research was given the objective to analyze the current system of ICT in Niger and its ability to set off economic development in a context of globalization of economies based on information, knowledge and expertise, by using ICTs. Following this analysis and the questions it poses, some economic theories have emerged, the information economy and its derivatives. In the second time, this study explores, describes, explains, interprets and illustrates these theories in the context of ICTs access. Illustrative examples show that ICT correct some of these predictions. ICT improves human capital, refine agents' anticipations and reduce the risk of economic decisions. That’s why, ICTs can be considered as an economic development factor in Niger. In this revolution of new technologies, the economies have not necessarily need to go through the stage of industrialization as the old theories. The example of China and the Asian dragons shows that

Full textThe use of ICT has become increasingly important in hospitals. However, the legal framework structuring its use is very complex to grasp. Indeed, it is made up of general laws as well as specific ones and makes this framework sometimes unconsistent. To provide an optimal legal framework for the ICT to expand safely, the legislator needs to strike the right balance between protecting fundamental rights and securing practices. As the current legal framework does not provide this delicate balance, public authorities have a strategic role to play to ensure a secure use of ICT within hospitals. To guarantee the development of consistent projects, a strong governance has to set up a national leadership. The legal framework needs to be rehabilitated to support digital innovation in Healthcare and to ensure a legal protection required for an appropriate use of ICT. Hospitals have then a key role to play in securing their practices

Full textWe explore Information and Communication Technology (ICT) support to organizational improvisation during crisis response by completing three studies. The first study confirms diversity in research on improvisation and suggests that author’s perspectives on improvisation diverge with respect to four tasks within the research process. The second study identifies five constituents of organizational improvisation. In addition, it reports six ICT properties that promote the settling of appropriate conditions for interaction during organizational improvisation in crisis response. In the empirical work, we provide a more integrative picture of ICT support to organizational improvisation in crisis response by retrospectively observing crisis responders’ interactions during the 2003 French heat wave. Our empirical findings suggest that improvisation enables crisis responders to cope with organizational emptiness that burdens crisis response. However, crisis responders’ participation in organizational improvisation depends on their communicative genres. During the 2003 French heat wave crisis, administrative actors who had developed what we call a dispassionate communicative genre in relation to their email use, barely participated in organizational improvisation. Conversely, improvisers mainly communicated in what we call a fervent communicative genre. Therefore, our findings reveal that the ICT support to organizational improvisation in crisis response is mediated by the communication practices and strategies that groups of crisis responders develop around ICT tools

Full textThis study tries to answer the question: the information technology and communication (ICT) to help they create jobs in Morocco and which jobs they generate income sufficient enough to allow the ICT actors some, take responsibility for their basic needs (food, clothing, housing, health care) and for others to live a better life (getting married, having its own housing, social security, means of transport, access to leisure, to save). Taking into account the one hand, the standard of living of the majority and secondly the social and religious culture of Morocco, the concept of human development is reduced mainly to improve material conditions of life. To test the hypothesis, a survey was carried out in the Départment of Meknes-Tafilalet in Morocco. This study, based on data from 239 respondents throught questionnaire practicing in 113 companies (phone shops, cafes, call centers, operators, public administration) and on interviews and testimonies from 24 users) showed that the economic, ICT activities struggle against unemployment by providing employment even those who have no training in the field and provide access to various indices of the hierarchy of human development and in proportion to the level of qualification. On the social services provided by ICT (Internet, telephony, and nearby transmission of sports events and political, social networks, ATM services, e-government and e-governance ...) have made a great user satisfaction. However, the study revealed that ICT also have negative impacts on society (cybercrime, job loss, reduction in income..) and on the environment

Full textICT is a key performance factor in developed countries. This PhD thesis focuses on the adoption of ICTs and their impact on the performance of manufacturing SMEs in a developing country. Following a first part covering the theoretical and conceptual framework, the rest of the thesis is organized in three empirical studies. The first study uses a Probit model in order to identify the determinants of ICT adoption. Human capital seems to be the most significant explanatory variable. Based on linear regression of dummy variables, Granger causality, Kruskal-Wallis test, ANOVA test of Welch, followed by corresponding post-hoc tests, the second study highlights the existence of a strong statistically significant relationship between the level of ICT adoption and profitability. In a third study, many Probit models (simple, ordered and multivariate) were tested on different measures of performance. Firstly, we show that ICT have a positive impact on productivity, profitability and competitiveness of SMEs. Secondly, ICT, human capital and training are determinants of firm overall performance. Thirdly, when combined together, ICT and highly skilled human resources have an important contribution to the global performance. In conclusion, our empirical results demonstrate a positive impact of ICT, human capital and organizational change on firm performance

Full textIn France, Physical Education sets up in school organized sports and physical, artistic activities, using a didactic process to provide teaching situations and educational activities which give a status to the body of the students and of the teacher too. This educational purpose aims to test/experiment a total body experience and PE teachers have to wonder about/be asked about the uses of ICT especially in a space/time school context. The manipulation/handling of these technological artefacts is viewed/considered as fine motor skills without physical exertion and energy expenditure comparable to sport and physical activity however uses of ICT with technological changes come in and redefine the relationship between living body and virtual body that we are proposing to name “PE 2.0”. This research work aims to demonstrate that PE teachers have been defining uses of ICT for their school subject for many years and respond to technological developments especially in the broadcasting and computing technologies. Based on the results of two surveys led with the PE teachers of the regional education authority (Nancy-Metz Academy) and a review of existing writing and used devices, we describe these users and the evolution of their uses/practices. The evolution of devices and available interfaces allows to include them more than in the past during lessons. But the PE teachers who use them take a proactive approach and their practices are still considered as innovative and experimental. Thus, the initial formation and continuous training of the teachers and the compilation/collection of their experience thus should must be, today, a priority for the school institutional stakeholders

Full textThe diffusion and use of Information and Communication Technology (ICT) is now widespread, be it in the workplace, within the family, or school where it is a key objective of the necessary knowledge and skills to be acquired by the end of basic education in France. What about the end of primary school? Our research has been directed at the study of the use, skills and performance of ten year old pupils in regard to their usage of software such word processing, web based search engines and messaging software based on the repository of computer science and Internet (B2i). We have for this purpose, conducted a field survey among more than 200 pupils and their teachers, using different approaches: interviews, questionnaires, follow-up of skills in problem solving of practical exercises and design analysis. The results of this research reveal that the integration of ICT in schools is not yet effective and the implementation of B2i is far from being achieved. However, they are gradually getting familiar with the use of external memory drives, messaging software and the skills required for computer use. We observed that most pupils have some proficiency in using word processing software and research engines. Most of their computer skills are often acquired in out of the classroom context or from family members

Full textThis thesis will allow us to take a new look at the debate on furthering the social integration of immigrants thanks to a socio-technical use of the web. Present-day society is being profoundly altered by the Technologies of Information (TIC) that are omnipresent and increasingly invasive in almost every aspect of the social field.These accelerating mutations are nonetheless liberating a powerful potential of creativity and development for a portion of the population hitherto excluded from mainline society, by the handicap of language in the case of an immigrant population, and by the lack of access to the new technology (TIC). The double exclusion facing these immigrant populations accounts for a large part of their problems with integration. Against this general background, our thesis develops the following hypothesis: mastering the new technologies of information and communication (the TIC) can become a formidable instrument for overcoming handicaps of background, language, education when appropriated within educational facilities outside the official school systems. Overcoming the digital divide can provide a shortcut to full participation in the culture and usages of the society at large. How can this be achieved? Under what conditions? We shall treat these questions via a five-pronged approach: appropriation of TIC, social integration, socio-technical devices, social mediation and digital pedagogy. Our conclusions will be based on the study of a concrete case in a specific environment.We have demonstrated how the people of Belleville, who are largely illiterate, have nonetheless been able to acquire minimal skills in the use of TIC. Tests specifically elaborated by us for this type of public allowed us to evaluate their competency in areas such as word-processing, handling the computer, and surfing on the web. Our study is conditioned by the need, both to examine the social and cognitive aspects of adult apprenticeship where the population concerned is far-removed from normal access to TIC, and to propose new approaches adapted to EPN technical devices as well as to the types of TIC usage this population might need

Full textGabon, a country of central Africa, has a population of about 1 500 000 inhabitants. TheGabonese economy relies mainly on its natural resources. Since the begining of 1990, this countryhas chosen a development plan, aiming at the diversification of its economic sectors. It is in thisperspective that the country pays a particular attention to ICT (Information and CommunicationTechnology) and to its intergration in the process of development. However, ICT poses a triplechallenge: that of know-how; social skills; and that of the preservation of the general interest. Asin the other french-speaking countries, Gabonese leaders have understood the strategic importanceof ICT in the future of Gabon. The fact remains that the use and appropriation of ICT can bebeneficial, if they are mastered and guided by a farsighted public policy,which is a greatopportunity for social cohesion and intergration. On the other hand, when this fails, it can bringabout additional inequalities. As a matter of fact, if the environment defined by ICT is that ofaccelerating change and structural performance, the difficulties are significant when it comes tothe adaptation and the appropriation of these tools by many people. This research is interested inthe conditions of a real social cohesion which would be fostered by ICT. This requires a politicalcontext which favours access to Information Technology in the largest sense. We are thereforefocusing our attention on the political structures

Many of the National School of Administration (ENA), including those of industrialized countries now devote human and financial resources very important to teach digital. They use this system to enrich their classroom teaching and sometimes also to provide programs remotely.It is therefore to study the environment of this system in its complexity, taking into account its specifications (educational and functional), but also its dynamics, its implementation and operation. We will consider in particular the educational and technological dimensions of alternative teaching methods and training of adults in order to propose and to adapt to the context of Djibouti.Thus, it is to find clues and criteria for strategic decision making to enhance the skills of human resources of the government of Djibouti
