Full textThis study aims to analyze the modifications that various digital supports can produce throughout several languages (we take into account Romanian and French). In doing that, it is influenced by the support’s technological features and therefor separates our corpus source accordingly: blog, chat, SMS, Facebook. The purpose is therefor finding if this (or those) new way (s) of communication change the traditional rules of exchange (spoken or written).In order to evaluate the differences between the digital discourse and the previous types, one has to compare the collected data to the prior types: dialogue and conversation. Statistical frequency analysis will complete our perspective as for this new discourse genre’s stability. This will allow shaping its general lines as well as its inner variation.The next step is a comparative study of various intercultural situations (the cultural context that can modify the speaking frame). We turn therefor towards a description of the interactive behavior within the two cultures. We shall take into account the interaction’s prototypical course in a given situation as well as its specificity according to the situation/ frame/ specific speaker
Scopul acestei lucrari este de a exploata modificarile pe care diversele platforme numerice le pot antrena in constructiile discursive de-alungul mai multor limbi (facem aici referire la Romana si Franceza). Acest demers se sprijina deci pe caracteristicile tehnologice ale suportului si incadreaza corpusul nostru in functie de sursa : blog, forum, SMS, Facebook. Problematica generala trateaza deci daca acest(e ) nou/-i mod (uri) de comunicare schimba regulile traditionale ale comunicarii (orale, scrise, din punct de vedere al constructiei discursului).Pentru a evalua daca aceste tipuri de discurs folosind noile tehnologii sunt diferite de discursurile anterioare, trebuie sa le comparam cu descrierile de care dispunem déjà, mai preciscele care se refera la dialoguri si conversatii (data fiind paleta de colecte aleasa atat pentru corpusul romanesc cat si pentru cel francez). In the modern time when a new practice appears the old one becomes old or traditional and technology has mainly accelerated this procedure. Hence, the meaning of newness plastically, digitally and technicaly could be old every second. The symbols concerning the technology are therefore temporary because they do not last long either. The foretold situation is an important gap between present and past artistic forms of art. Nonetheless, the traditional categories exist and they have to be served in order to get access to every kind of art works. The difference is to be found in the traditional and new meaning of art work as well as the places and the ways of diffusion all under the influence of technology. From the other side, the machine is known to be a common form between all different types of art. It is true any way that the technology rejects the tradition but they are closely related too. Our historie range has been bounded to modern and contemporary art in the west but visual arts of Iran have been viewed quickly as a case study of traditional modernism as well

Full textThis thesis tried showing how french taxation authorities turned of new information technologies in their fiscal exercise admission of processing ago. In the first part, we showed the financial ministery is leading part in the development of new technologies and the manifestations of autonomy of taxation authorities for processing political elaboration (processing diagram ; processing architecture). The impact of new information technologies is changeable about organization model of taxation authorities and about preparation of fiscal decision. It should increase the possibilities of administrative reorganizations and should conduce to a change of conditions and intercourses labour. Even if it must be difficult to maintain a strict neutrality of new technologies about internal administrative organization, the valorization of human resource should be indirectly back up thanks to new technologies. In a second part, we drawn up an inventory of using applications to show how new technologies can increase efficiency of taxation authorities for tax administration and control. Future prospects can be considering for powers of taxation authorities, for cooperation and for taxpaying rights

If men can set up facilities to broadcast programs and messages, they need to be authorized by three authorities: cncl, p&t, mayor. Some messages are submitted to specific principles. Furthermore, the receiver can receive a lot of messages. In any cases, this right has to be precise and never become a right to receive. When we examine the counterpart of the right, the obligations of services as respect of the pluralism or respect of the other rights, it prove that new technologies are specifical, notably editorial responsabilities are not very effective because it is difficult to distinguish between audiovisual communication and private "correspondence" the duty of the french state has not been modified by the development of new technolo gies. The legislator and the government has only to compensate somebody for torts in strict conditions of special prejudice. The independant authority (cncl) which is a state organ share this limited responsability but is, in the same time, under the effects of its appartenance. Liberty of expression is larger now but it is necessary to dicern among services, radio and tv and new services. So, it is difficult to recognize a real statute for the new services and an absolute freedom, because laws main tain inexplicit definition

Full textTechnological devices have reached such a growth thanks to easy access to information. Therefore citizen operating capacity of information needs to be developed. Problematic questions that arise can be summarized along five lines: Do Digital technologies support a different (another) perception of the teaching / learning in Senegal? The project for settling multimedia rooms may bring students to a more frequent use for research on internet (websites)? Do new types of learning push students to use more frequently ict to increase their performance while acquiring knowledge on behavior changes in the sciences and in the context of the efficiency of the learning? Is learning becoming more efficient? Do technological innovations bring new skills in learners?Our research is based on the results of surveys of 146 students in high school and fifty teachers from the Dakar region who are using computer, tablet or mobile phone as support for teaching / learning. To understand their perceptions with the contribution of different technologies, we will use their answers to cinq axes : : Use of a computer or PC , tablet or other online devices; interest of the use of digital technologies for teaching / learning; the places of use of digital technologies and at last, use of online courses both for learners and teachers and correspondence with teachers. These results will be subject to a qualitative analysis of the responses that will inform us about the contributions of digital technologies in the types of learning. Quantitative survey data will be treated with the Sphinx and EXCEL software

Full textThe thesis rests on practical cases in company and on research tasks in industrial economy. We will refer to a vision of the company based on its competences and its knowledge. It registers the company in the action, in continuous processes of transformations and evolutions. The organization of the collective learning, knowledge and competences is a strategic objective for companies. This organization rests, today, mainly on data-processing tools. They transform the production process and the internal and external relations of the companies. They reveal of true chain of "administrative" production. The companies seek within the framework of their management of production, to pass from logic of loads to logic of flow. They transform apparently independent activities into continuous processes. The chain of "administrative" production becomes, therefore, optimized and subjected to the constraints of the industrial engineering of work. We try to propose a relevant framework of analysis to the industrialization of the services which integrates the various components of the organization. It is a question of improving the legibility of the roles and tasks of each one, working out a whole of indicators and measurements of performances and proposing an optimized organization. The company lay out, then, of an evolutionary cartography of its know-how and processes and technologies which support them. It perennializes a continuous improvement of the processes in term of productivity, quality and evolutionarity

The diversification of legal regimes concerning the protection of different information products reveals that so far the approach of the legal system towards information has been rather empirical. The protection of information is crucial for the new digital era and it should be combined with the necessity of free flow of information. The digital revolution and the convergence of technologies introduced new possibilities of dissemination of information. Under these circumstances, the protection of information should be reconsidered in new terms. Providing that the law specialist should rather anticipate the evolution of the society than follow it, the legal research in this area should promote the adoption of a synthetic approach referring to information as a value and avoid the instalment of sui generis regimes concerning different information products. .

Full textOur research expands the theoretical framework for regulatory policy analysis of recent reforms in network industries with high technological dynamics, the telecommunications sector in particular. The specific nature of this sector's infrastructure and demand implies prevalence of market failures such as price collusion and underinvestment. Technology adoption, asymmetric information, market access control and regional coordination on regulation are some of the main topics discussed in this dissertation. Economic regulation by market mechanisms appears as the appropriate way of handling natural oligopolies, scale and scope economies, high entry costs and network externalities. In the first part of this work we have examined the theoretical arguments on which regulatory authorities base their functioning. In the second part we propose some mathematical models representing firm's behaviour and organization in a network economy context. Choices on price and investment are thus explained as strategic reactions to market and regulatory incentives. Some empirical tests have been done to get a better understanding of links between telecoms investment and economic development in different parts of the world. Finally, we have also performed studies on regional cooperation on regulation and on the potential effects of new technologies on society as a whole

The context of artificial intelligence will be that of multilayer neural networks, and of the so-called Fuzzy ART, with the aim of proposing a system which we have called CRMM (Competencies Research Matching Model). The system will be implemented in large-sized organizations in need of large numbers of personnel subject to frequent post changes. The assumption on which this study is based tends to demonstrate the possibility to improve the decision-making of human resources or operational managers through a better exploitation of competency-related data. The knowledge-oriented artificial intelligence approach to the study of language understanding and to machine learning sheds a new light on human cognitive abilities. It is our hypothesis that education may benefit from ai attempts to model human learning, and have to take advantage of some ai techniques now made available to software designers (for the personal computer). Such a breakthrough is going to add new products to the great variety of software already existing for micro-computers, which may accommodate different cognitive styles and preferences of students. However computer programming is still widely taught because of its assumed impact on higher-order thinking. . . We show how available evidence from research-including ours- fails to address the issue of whether learning programming fosters higher cognitive skills. Some suggestions are offered concerning the training of teachers, in order to help them make the most of the development of new information technology

Full textIn the next thirty years the baby boomers are going to reach the third age and participate in the ageing of the whole French society. But no one can guarantee that their massive need of assistance and care will be provided. Information and communication technologies have the potential to help the elderly but only if they accept it. The aim of this thesis is to build a tool to assess the acceptance of these technologies and to predict their use. The scientific literature analysis revealed that the technology acceptance model proposed by Davis in 1989 had all the required qualities to build this tool. This model shows itself parsimonius and well documented but only existed in English. According to the literature the most widespread technology among the dependent elderly was the warning alarm. Thus, it was decided to translate into French, to adapt and to validate a questionnaire stemming from the technology acceptance model to predict the use of the warning alarm by dependent elderly. Four studies were thus led, the first consisted in a series of qualitative interviews, the second used a paper a pencil questionnaire, and both last ones in a phone questionnaire. This work ended in a ten items instrument with acceptable psychometric properties. The technology acceptance model works as expected and thus it is possible to predict the use of the remote alarm by dependent elderly. However, two shortcomings have to qualify these results, first the studies presented are cross-sectional which prevents from testing predictive validity, second the amount of explained variance by the questionnaire in French is limited compared with the published results. Finally, the model need to incorporate elderly specific constructs in order to make more accurate predictions

Full textThis thesis explores the disappearance of the technical object and its relations to contemporary artistic expressions such as installations, videos and performances. The change of paradigm caused by this disappearance phenomenon invites us to perceive the technical object in its everyday nature and capacity to migrate from one medium to another. Thus, the move from the workshop to new technologies implies an enlarged vision of the object, as it appears as a social operator, a complete social fact, an investigation instrument, a mediator and a hybrid conciliator. The author reveals his artistic practice and positions himself as a teacher and a researcher, through a reading of Marcel Duchamp’s work completed by field investigations. Based on objects placed in different settings, the author presents three analyses on homeless persons, teenagers with learning difficulties and adults in training, thus emphasizing the connections between objects and the situations they are placed in. The relations between the ob-ject, the sub-ject, the re-ject(ion) and the pro-ject introduces another understanding of the technical object with a layer of humanity within. From its disappearance to its representation in a defined situation, the object replaces its absence and focuses on the question of otherness and collective creation in the midst of its apparitions and migrations. Based on three investigations of the object, we present an epistemological approach to installations and artistic machines that reactivates the thought process: mythical, technical, magical and primitive. The author examines Lévi-Strauss’ notion of bricolage and the comparison between the bricoleur’s, the scholar’s, the artist’s and the engineer’s approaches, from the bricolé object to the installed object. The investigation of the object brings us into the individuation concept of the object as well as the subject. In this perspective, the author activates complex connected phenomena, where the object, as the author and intermediary, helps us to better perceive the issues at stake related to the artist’s individuation process through a technical effort

The theatre gather them all in its space to create the setting and the atmosphere which correspond to show. We come to the conclusion that the new technologies must work with care, experience, skill and extreme sensibility in the theatrical space. We also have to take into account that they are not a goal in themselves, but that they do take part in a dramatic creation by the living actor who always dominates the show as well as the theatrical substance. The relationship between the living actor and the theatrical space with its different times, spaces, philosophies and tendencies, represents the relationship between the human being and the world in a aesthetical and dramatical style

Full textIn the development of microelectronic technologies, the failure analysis makes it possible to define corrective actions thanks to the understanding of the failure mechanism. In order to define the most adequate localization and observation techniques to use, a failure analysis flow is required. The sample preparation is a key step of this flow. This flow must continuously evolve to take into account the technological innovations that introduce new materials, and increase the complexity of assembled components. This work concerned the sample preparation flow for the failure analysis of two product families : the discrete products and IPAD, and the micro-batteries. Concerning the discrete products and the IPAD, an optimization of the current flow was performed with the integration of new approaches developed to solve failed cases. For the micro-batteries, the used materials and their architecture required an entire reappraisal of the sample preparation flow

The main goal is to find optimal solutions in a vast research domain containing between eight and eleven optimization variables, while respecting a the imposed constraints. In order to achieve this goal, a multi-physics model was developed allowing the determination of the electromagnetic and temperature fields distributions in the selected topologies. Lumped models coupled to the interpolation functions were chosen as a solution offering a good computation time / precision ratio, thus taking into consideration the characteristics of the materials (thermal and magnetic). The developed model was coupled to a genetic optimization algorithm, NSGAII, allowing at first; the investigation of the necessary permanent magnets weight and the active parts one of two permanent magnet synchronous generator topologies where in the first the magnets are mounted in surfaces and in the second inserted in order to have flux concentration, three different powers have been investigated 5, 8 and 15 [MW]. Second, the integration of a magnetic gear in the wind energy conversion chain was studied using the same optimal approach previously used, while comparing the weight required of permanent magnets for this type of training with that of direct drive topologies (without gearbox)

Otherwise, a large use of foreign technology would compromise its independance and the specificity of its integration. The european union seems to be the appropriate legal frame in which european should be able to deal with the various difficulties of a research procee. Therefore it is in carrying on with the integration that lies a european answer to this technological challenge. The european community has long been implementing a research & develoment policy, and by establishing it on a legal base it shows its determination to consolidate this policy. But the european action cannot be limited to a sole and only research policy. Such a policy has to fit into a larger sphere including other policies more or less related to the field of technology. This requires unavoidably that a long term strategy be carried on with and that the different policies be adjusted one to other in order to create a propitious legal environment. In spite of real incentives for innovation such as the opening of public markets, standardisation or firm policy, the european union has to take into account the inevitable susceptibilities of each country. Full textThis paper will study the school-based computer movement and the development of its accompanying new computer technology within the context of contemporary economic and social changes. Through an analysis of the pratical and theoritical applications including the use of semiotic and historical studies of computer-assisted learning, we have sought to demonstrate the changing values and consequences resultant from 15 years of experimentation and the integration of computer technology in secondary education. We have identified those elements which appear to reply favorably to learning objectives conceived in the 1960's. Nevertheless, we have discovered that this result in a new form of social control active in both psychological and computer fields. Secondly, our research aims to put those elements previously discussed in their proper perspective. We further demonstrate that the man-machine interaction impose itself in the social communication, whose origin is found in the last century's industrialiszation, as well as in contemporary economic and socio-cultural crises

Full textThis thesis will address and identify the effects of the Digital Technologies (DT) on the modified management modes. After having identified the organizational contexts that have passed throughout the history, especially pre-modern, modern and postmodern, the change is studied through the new spaces and issues of work. It comes out that the organizations with a high digital content and digital communications develop managerial practices that ensure their sustainability. The managerial innovation, the organizational agility, the collaborative work, collective intelligence, as well as other practices have been implanted on to more traditional aspects in form but actualized on the merits. The commitment and management styles that have been so strongly influenced by digital technology have led to practices that promote the benevolence while stressing further on the collaboration and the interactivity. The data collected from our empirical research show that the managerial practices of the Lebanese organizations are driven by the Digital Technologies (DT) similarly to the Northern countries, though with less amplitude they have led to innovative communication modes and efficient for the work relationships

Full textAs a result of a will to modernize and rationalize the legal institution, the use of new technologies in criminal courts administration is increasing. Nowadays, those tools of communication, information, and management represent essential ways of evolution of justice, at the heart of its performance. They imply an unprecedented change for an institution marked by a certain traditionalism. Related to judicial, symbolic, human and managerial aspects of the legal intervention, the emergence of digital is paving the way of (characterizing) the criminal justice in the XXI century. Inexorably, the formalism characterizing the justice moment, procedural or ritualized, is going through deep changes. Sometimes those changes are distorting the cultural founding of criminal justice. Between bad influence and beneficial renewal, the inputs of these judicial work tools are characterized by ambivalence. The obstinate opposition is inadequate. As the thoughtless modernism to optimize the institution tools, is to proscribe. The regulation of the tools’ practice, which is even involved in the content of the justice decision, is a necessity to ensure a smooth evolution. In order to avoid a denaturation of the legal intervention, a real integration processs of new technologies should be established, mixing ethical, legal and institutional considerations. In that way, this technological transition will be helping to legitimate the criminal justice, still affected by a functional and trust crisis

Full textEn premier lieu, nous nous interrogeons sur la capacité de l'internet à réduire les frictions sur le marché du travail. D'un point de vue théorique, la baisse des coûts de recherche devrait se traduire par une amélioration du mécanisme global d'appariement ; cependant, les tests empiriques ne confirment pas ces prédictions. Ce résultat nous conduit à focaliser notre attention sur les intermédiaires du marché du travail positionnés sur l'internet. Nous nous intéressons à l'interaction stratégique des intermédiaires, dans une perspective d'économie industrielle. Nous montrons que les externalités de réseau et l'incertitude qualitative, qui jouent un rôle déterminant dans la structuration des marchés numériques du travail, engendrent des frictions.
Il convient, dans un deuxième temps, de considérer la façon dont les technologies de coordination construites par les intermédiaires contribuent à réduire l'incertitude à laquelle font face les agents. Nous nous appuyons sur l'analyse statistique d'un échantillon de requêtes effectuées sur un moteur de recherche d'offres d'emploi pour montrer que l'internet permet d'améliorer le niveau d'information des agents, à condition que cette information soit structurée. Or, les technologies de coordination, qui permettent de structurer l'information pour la rendre exploitable, ne sont pas ‘neutres' car elles incorporent des modes de qualification du travail. Ce questionnement est approfondi, en lien avec les institutions du marché du travail. Nous développons un cadre d'analyse de la pluralité des formes d'intermédiation numérique en explorant les investissements nécessaires pour établir et stabiliser une technologie de coordination.

This is a period of transition, difficult and dynamic, provoked by science and manifest in the arts. A change in mathematics and science leads to a change in the definition of the universe through a new understanding of the nature of matter. Quantum physics initiated a changre from a mecanical world-view inherited from an earlier era, to a new view of matter as a process, fo communication, of observer participation in its definition. Much of the arts of the 20th century reflects that fundamental change from object to process, and science has become the matter of art. The artist is a researcher of the human condition using tools different from those of science, but with the same objective. Just as the communication of scientific ideas defines reality, the exchange of artistic "realities" adds to the definition of the world
