Abstract:
New technologies, more specifically, Information and Communication Technologies (ICTs), are today indispensable in all professions. It is undeniable, however, that some professions have been affected to a greater extent than others.
This study describes ICTs used in conference interpreting, in both professional and educational settings. It also records the interpreters' and interpreter trainers' perceptions of ICTs, especially in terms of improving the quality of their performance and their professionalism. The data has been collected through two global surveys, both conducted mainly through questionnaires and personal interviews, and triangulated with in situ observations.
As to the results of the research, it was found that variation in use was not always due to generational or regional differences as had been expected. Conference interpreter trainers, on their part, are identifying different ways to overcome budgetary restrictions to allow students to learn about ICTs in order to better prepare them for the labor market.
Las nuevas tecnologías, especialmente las Tecnologías de la Información y la Comunicación (TICs), son actualmente un componente indispensable de todas las profesiones. Sin embargo, es innegable que hay profesiones que han resultado más beneficiadas por las TICs que otras. La presente investigación describe las TICs utilizadas en la interpretación de conferencias, tanto en el ámbito profesional como en el formativo. Registra asimismo la percepción y actitud de los intérpretes y de los formadores de intérpretes de conferencia hacia las TICs, en cuanto a mejorar la calidad de su desempeño y su profesionalismo. Para recoger la información, se llevaron a cabo dos encuestas a nivel global por medio de cuestionarios, complementadas con una serie de entrevistas y observaciones.
En cuanto a los resultados de la investigación, se encontró que la variación en el uso no era siempre resultado de diferencias generacionales o regionales. Los formadores de intérpretes de conferencia, por su parte, están encontrando nuevas formas de superar las restricciones presupuestales para que sus estudiantes aprendan sobre el uso de las TICs, con el objeto de prepararlos mejor para su inserción en el mercado laboral.

Abstract:
There are constraints hindering South Africa‘s ICT entrepreneurs form being internationally competitive. The purpose of this research was to explore them through experiential surveying of South African ICT experts who have successfully internationalised. The outcome of the research was an understanding of both internal organisational constraints and external environmental constraints. Six constraints were explored in detail: human resource, strategy and finance from within the enterprise and political/regulatory, economic and socio-cultural within the environment. It was established that internal constraints exert more influence than external constraints. Human resource was the critical constraint followed by financing which could be influenced both externally and internally. Other constraints are also explored including technology constraints and lack of national planning and collaboration. Recommendations are made to stakeholders. Copyright

Remote design comes with significant challenges. A major barrier to designing in remote regions is the lack of communication between designers and users. As a result, the lack of information flow leads to assumptions about the community's needs- an inherent weakness in the design process. This study examines the role that mobile phones play as a mode of communication between designers of products for communities in developing countries and the users within the communities themselves, in order to provide a better sense of context and environment. This study focused on the use of a communication software called mSurvey and its ability to create accessible feedback flows, that would otherwise be difficult to achieve within remote areas. The investigation uses three case studies as examples. These case studies differ in location, design team, and distance. The first case study took place in Trinidad and Tobago and had software engineers as the design team. The second case study, in Nairobi, Kenya, consisted of architects, engineers, and Masters of Business Administration (MBAs) as the design team. The third case study, in Tanzania, consisted of a company of over 160 employees, whose job titles ranged from designers and engineers, to supply chain strategists. The findings illustrate that, although each design task was different, there are similar challenges when designing for remote regions, specifically, developing countries. The solution to some of these challenges is the increased use of mobile technologies between designers and communities.

Abstract:
This master’s thesis is a contribution to the cross-disciplinary research project SitCit that addresses the issue of urban sustainable development. It aims to investigate how Information and Communication Technology (ICT) can be used to reduce the energy use and increase the energy demand flexibility in Stockholm’s Södermalm district. This study uses a bottom-up approach to model how ICT can change the energy use. The basis of the approach is the human activities that cause demand for services, delivered by different appliances, which in turn use energy to provide these services. The human activities are represented by Human Activity Systems (HAS) and the different appliances by Energy Usage Systems (EUS). A method for defining an energy system with a bottom-up approach was developed and used to build a conceptual model. Relevant ICT solutions were thereafter identified and described both technically and how they interact with the HAS, the EUS and the surroundings to change the energy use by means of automation, information and persuasion. It was also assessed how and when planning and implementation of ICT can be achieved, and who are the involved actors. The findings were compiled into an integrated qualitative model which was split into two parts, one that illustrates the interrelatedness of the different components expressed in terms of information flows, and one that shows who are the actors involved in the strategies to implement the various ICT solutions. Weaknesses in the bottom-up approach were identified and changes were suggested. The HAS should be split into human activities and what can be denoted “human” since most information flows due to ICT are not with the actual activities. The human can communicate through and with ICT. He or she can decide the activities and how much of them should be carried out, and is also the most important actor when it comes to the implementation of ICT. Furthermore, it was found that the coupling of HAS and EUS is weak, and time-use data and actual measurements on the energy use is therefore needed as input to a quantitative model. This study explains and illustrates how different ICT solutions work and how they can be implemented to change the energy use in an urban area. Together with the improvements in the bottom-up approach, and the methodological discussion, it can be used as groundwork for a quantitative model, or as a tool for decision makers to create and implement a strategy for urban sustainable development.

Abstract:
This study aimed to provide a general picture of ICT education in primary schools. Through this aim, students&rsquo
perceived ICT competencies, their attitudes towards the ICT course, the characteristics of the teaching-learning process in the ICT course, the deficiencies of the IT classrooms and the effectiveness of the ICT Student Workbook were analyzed. This study was designed as a cross-sectional survey study. In order to collect the data, a self-reported questionnaire consisted of 63 items was developed by the researcher. The sample consisted of 442 Grade 8 students in 11 primary schools located in the metropolitan area of Izmit. Both descriptive and inferential statistics were utilized to analyze the data. Multivariate Analysis of Variances with Pillai&rsquo
s Trace test was employed to investigate whether the significant differences among dependent variables across independent variables existed. Results of the study indicated that primary school students generally perceived themselves competent in ICT tasks and they had favorable attitudes towards the ICT course. Significant differences were found in students&rsquo
perceived ICT competencies and attitudes with respect to gender, educational background of parents, computer ownership and availability of home assistance related to the ICT course. This study also revealed several obstacles which prevent taking full benefits of IT classrooms, and problems with the implementation of the new ICT program.

The thesis focused on instruments of ICT, their using in educational environment of primary schools and their influence on educational process. In theoretical part, the readers get to know the concept of information literacy, opinions and ICT attitudes in education field over the years. The implementation and using of ICT in Education may have been causes by many reasons and this thesis tries to describe their advantages and disadvantages. The other chapters in this part describe some other methods of education and modern didactic instruments and their own historical development. The end of the theoretical part belongs to possible development in future of modern technologies in whole educational process. The second part presents some selected research studies from different EU countries schools. The research examines the implementation of ICT in educational process and impact of modern technologies on education in general and - basically studying. This chapter deals with the outcomes of the studies and emphasize significant findings and recommandations. The empirical part begins with description of author's own research, its realization, goals, methodics and hypothesis. In main part, author analyzes using of modern technologies and their influence on educational process based on interviews and questionnairies. In the final part, author evaluates the hypothesis and summarize all findings and achievements. Goal of the thesis is to spread information and new point of view on issue which is dealing with whole process of implementation and using of modern technologies in educational process and analysis present influence of ICT on education in selected primary schools.

Abstract:
This thesis aimed to study the everyday use of ICT-enabled memory aids in order to understand and to describe the technological mediations that are brought by them (i.e. how they shape/mediate experiences and actions of their users). To do this, a post-phenomenological approach was appropriated. Postphenomenology is a modified, hybrid phenomenology that tries to overcome the limitations of phenomenology. As for theoretical framework, ‘Technological Mediation’ was adopted to conduct the study. Technological Mediation as a theory provides concepts suitable for explorations of the phenomenon of human-technology relation. It was believed that this specific choice of approach and theoretical framework would provide a new way of exploring the use of concrete technologies in everyday life of human beings and the implications that this use might have on humans’ lives. The study was conducted in the city of Växjö, Sweden. Data was collected by conducting twelve face-to-face semi-structured interviews. Collected data was, then, analyzed by applying the concepts within the theoretical framework – Technological Mediation - to them. The results of this study provided a list of ICT-enabled devices and services that participants were using in their everyday life in order to support their memory such as: calendars, alarms, notes, bookmarks, etc. Furthermore, this study resulted in a detailed description of how these devices and services shaped/mediated the experiences and the actions of their users.

In the ICT industry, since de-regulation business objectives have been closely linked to the lowering of prices and improvement in quality of service. Unfortunately, the industry has arguably failed to deliver the majority of its projects. This research examines this described failure and considers the reasons why it occurs. As a starting point, the research suggests that the ICT industry might be better off by comparing its progress against that already made by the construction industry, an industry involved in projects with similar characteristics such as complex relationships, detailed information and long delivery periods over many phases. A framework demonstrating similarities and differences in project characteristics between construction and ICT was developed from available literature. The framework was examined and refined by carrying out in-depth interviews. It was then tested using data from a survey of professionals involved in Construction and ICT projects. The results of the analysis indicate that there are no fundamental differences either in the definition of projects or the application of project management systems, principles and methodologies between the two industries. Therefore this is not the reason for the failure of project delivery within ICT. The real problem appears to be in the method of project performance measurement, which is based on an approach to project success that is separate from progress measurement criteria.

This research offers a new framework for dealing with the issues governing lCT adoption and the factors driving wider diffusion in SMVOs. The Internet has provided a great leap in the way the commercial sector does business. Regrettably, the voluntary and community sector, particularly the Small and Medium Voluntary Organisations (SMVOs), risk being left behind. The UK Government is encouraging the Voluntary Sector to improve its infrastructureand deliver public services. This research considers key characteristics of SMVOs and identifiesTechnology, Organisational and People (TOP) imperatives that provide new conceptual framework for understanding and implementing websites (WAM), maximising benefits and managing the attendant change. The research methodology is based on multi-disciplinary theories involving action research which allows change and understanding to be achieved at the same time. The research explores organisation theories and the concept of website adoption within the context of organisational change in a pilot and four selected SMVO case studies. I conclude my thesis by drawing out the findings based on the Website Adoption Model (WAM) and extending it into a Technology Adoption Model (TAM). The framework presents classification of SMVOs which shows the main characteristics of organisations with high technology, organisational and people imperatives. I suggest that in order to facilitate the understanding of SMVOs in particular and organisations in general, it is helpful to classify organisations using a two-dimensional classification based on TOP schematic diagrams. For the first time, SMVOs can identify a vision, develop an lCT strategy and recognise changes arising out of lCT implementation. Finally, I reflect and draw out lessons on research methodology and then consider final conclusions about key findings, policy implications and further research.

Abstract:
Democracy depends on the civic and political engagement of individuals. Despite a growing body of research analyzing political engagement in the United States, little attention has been paid to the relationship between information and communication technologies (ICTs) and perceptions of citizens concerning civic participation. The purpose of this quantitative study was to examine the relationship between ICTs, perceptions of citizenship, and participatory preferences for 18- to 35-year-olds in the United States. Applying Olson's theory of collective action, the goal of the study was to understand how ICT use influenced changes in perceptions of citizenship between 2004 and 2014. A repeated cross-sectional design, pooling secondary data retrieved from the U.S. General Social Survey database, was used to answer the research questions on the effect of ICT use on perceptions and actions concerning citizenship and participation. The hypotheses were tested using multiple linear regression analysis. Study findings suggested that ICT use had no notable effect on changes in perceptions of citizenship. More specifically, results indicated that changes in perceptions and actions between 2004 and 2014 were not the result of ICTs, despite increasing ICT usage over the period. These findings indicate that ICTs are just tools, rather than agents of change. Acknowledging ICT use as a form of expression permits practitioners to deploy ICTs as tools to support civic engagement. Benefits from leveraging them as tools are likely to accrue individuals, society, and practitioners alike. The resulting implications for positive social change include increased participation as well as the adoption of democratic practices reflective of modern participatory demands and behaviors.

Abstract:
In this current economical environment business are looking to become more efficient to lower the costs and provide a better service. New technological advances are quickly being integrated to automate or more rapidly perform the task. Most of these technological advances are in the field of information and communication technology (ICT). Nevertheless, the introduction of technologies is not enough, as better management strategies and organization structures are needed to develop the business further. Duroc Machine Tools identified a problem within the sales and service approach, which does not employ ICT tools while communicating with the customer. Therefore, the cost per order is high and a direct one to one communication is the only approach. The project focuses on lowering the cost of each order, without decreasing the customer care and the overall quality of the service. This was firstly done by studying the possibilities of what ICT tools would be applied to enhance the communication processes. Data was collected from statistical sources to give an overall idea. Next case studies of companies within similar industries and region were performed to indicate in more detail the tools used and available. An educated guess was formulated of what ICT tools should be considered, the more infrequent or conflicting ICTs recommended were verified by interviewing employees with a demonstration of the tools application. The second stage was to analyze the organizational structure and applying lean tools to add value to the customer. A customer perspective is at the centre of this theory and several tools were used to improve the system. Finally the ICT tools were integrated with the new organizational structure to demonstrate the developments possibilities in the future vision. The study found that common ICT functions such as information upload have become essential for doing business today. Another trend that was established is that live information or user-generated approach which is a must have factor in the future ICT platform, this was mostly suggested by introducing micro-blogs. The infrequent and conflicting ICTs within the industry that were recommended were: e-commerce, order management and model driven process solving (MDP). The verification showed a strong consent within the company to apply such tools. To finish the project a strategy of implementation was formulated to guide the company towards its vision of a better system.

In many countries, non-profit organisations provide enormous help to the public in the form of services, aid, education, advocacy, and many other humanitarian supports. However, despite the important work of many non-profit organisations in their fields, there has been little research about the role on Information and Communication Technologies (ICTs) in facilitating aid distribution. In an effort to improve understanding of non-profit organisations working in charitable programmes, this research assesses the impact of ICTs in charitable organisations in the State of Kuwait. One of the purposes of this study is to provide guidelines to improve the use of ICTs in order to meet the needs of charities, their donors and beneficiaries, and their ability to comply with state legislation. This research uses a multi-methodology approach, which employs two system methodologies in tackling the research problem. The research methodologies that have been applied are Soft Systems Methodology (SSM) and Effective Technical and Human Implementation of Computer based System (ETHICS). The participants of the research included charities, authorities, staff, beneficiaries, and donors. The results showed that the current services and activities do not meet the needs and satisfaction of the charities, donors, and beneficiaries. The results also showed that the charities fall short in coping with the national and international compliance requirements. Consequently, there is a need for an appropriate change in systems and procedures, which include database system, communication, technical, confidentiality and security of donors and beneficiaries, co-operation and coordination, and awareness and attitudes of authorities. The study provides the changes needed to improve the current situation in Kuwaiti charities. As one of these changes, a novel design of a web-based Information Exchange System amongst Kuwaiti Charity Organisations (IESKCO) has been developed. This web-based system will combine all Kuwaiti charitable programmes in to one appropriate system, which offers the highest level of benefits at the lowest cost for their clients. In order to ensure that this new system meets the users' needs, an empirical evaluation method has been chosen to evaluate the IESKCO prototype. The results revealed that the users' needs are met using the application. This research has also led to conclusions and directions for further research on the impact of ICTs in charitable sectors.

The purpose of this study was to investigate the current status of schools of teacher education (STE) in Turkey in terms of how they prepare future teachers to use information and communication technologies (ICT) in their professions, and the current situation of K-12 schools in terms of how teachers employ ICT in their professions. The primary focus was to develop a deeper understanding of ICT perceptions, competencies, classroom use, related courses effectiveness, main barriers, and possible enablers to integrating ICT. This study may contribute to the existing literature by revealing and establishing baseline data on the current status of ICT integration into schools of teacher education and K-12 in Turkey. The results of this study can be used by policy makers, Ministry of National Education, Higher Education Council, universities, and K-12 schools to reexamine the current status of ICT and revise related policies, strategies, and courses. A mixed method approach was used by utilizing questionnaires from 51 deans, 111 faculty members, 1330 prospective teachers, and 1429 K-12 teachers
and interviews with 6 faculty members, 6 prospective teachers, and 6 K-12 teachers. It could be interpreted from the results that most of the participants expressed positive perceptions about the integration of ICT into teacher education and K-12 schools. Generally, faculty members perceived themselves as competent overall, while prospective and K-12 teachers did not. Faculty members and prospective teachers perceived ICT related courses beneficial and effective in ICT integration into education. On the other hand, K-12 teachers showed a degree of overall unsure (neutral) perception towards their ICT related courses and considered themselves well prepared for professional life. There were strong agreements between the participants as to the main barriers and possible enablers.

The problem of global warming has triggered a number of environmental initiatives aimed at mitigating climate change, many of which are driven at governmental level - although private organisations have also taken the initiative. The organisation under study - hereafter referred to as “Company-A” - is one such organisation which has taken strides in incorporating environmental initiatives in its business processes. Company-A is a South African based asset management organisation which has seen rapid growth in its business operations and consequently the number of its employees. This growth has necessitated the need for a new office building. At the commencement of this study the organisation was in the process of planning for a new office building to accommodate its growth. The senior management of Company-A recognised the importance of implementing environmentally friendly practices at the new office building, and sought the services of a sustainability consultancy firm to assist in the planning for the new office building. This study was necessitated by the fact that despite the company’s recognition of the importance and need to implement environmentally friendly processes within its business processes, there was a lack of understanding or appreciation of how ICT could be used in an environmentally friendly and sustainable manner in its new office building. With this problem in mind - the researcher - in consultation with the organisations’ new office building project manager and research supervisor, formulated a research question which was continuously refined until such a point that it was clear. It was envisaged that a research study to answer the research question: How can Information and Communication Technologies (ICTs) be used to support environmental sustainability in an organisation? - would provide insight on how the organisation’s top management could deal with the aforementioned problem. The primary purpose of the study was to assist Company-A management in making informed decisions regarding sustainability ICT use, the research can also be used as a foundation in the formulation of the organisation’s “green” ICT strategies and policies. The main research question was divided into smaller sub questions to give structure, clarity and direction in addressing the main research question. These sub questions were in turn used to formulate the research objectives which set the goals and boundaries of this study.

Abstract:
Concerns persist regarding the use of information and communication technologies (ICT) in education. How are teacher education programs providing for mentoring teacher candidates to use ICT? A review of literature shows that both instructors and teacher candidates need multiple forms of support to build ICT literacy. ICT literacy makes it possible for participants to build ICT fluency, which in turn makes ICT integration possible. It is possible mentoring could be part of a support strategy to make the transition from ICT under-use to ICT literacy. Mentoring is not easy to define. My purpose of engaging in this research was to investigate the phenomena of mentoring. I wanted to learn what needed to be considered when constructing a definition of mentoring. Through the process of this research I have developed a proposal for a mentoring program to support the acquisition of ICT literacy, toward building fluency and integration in teacher education. I used a dialogic process to systematically synthesize mentoring research literature data and experiential mentoring data to construct this proposal. The experiential data reported in this qualitative study was collected over two academic years 2005 - 2007 from a two-year elementary teacher education program. In the process of doing the research I developed theoretical perspectives to help me understand my experience. I learned that: 1) a universal definition of mentoring is not useful; 2) mentoring is a highly adaptable social learning phenomenon; 3) mentoring can support ICT use in educational contexts; and 4) there are specific institutional policies, programs, and curricula that can positively affect the success of a mentoring program. In the conclusion, I propose that an operational definition of mentoring should be based on foundational principles and values, well supported by the organization or institution. I further propose that an operational definition should be designed in response to situated, emergent, and authentic conditions.

Abstract:
Despite the growing importance of information and communication technologies (ICTs), their use in the field of program evaluation has been, to date, understudied. Using a mixed-method approach and a conceptual framework informed by social interdependence theory, this thesis sought to contribute to this area of research by exploring how evaluation practitioners engage with ICTs, and if and how this influences evaluation use. The comprised two parts are in a cascade design: a qualitative study relied on interviews with practitioners, followed by a quantitative study utilizing a survey instrument to obtain findings from a larger cohort of practitioner respondents. The findings from both studies revealed that ICTs’ value is greater for the use of evaluative results (findings use) than for benefits arising from evaluation processes (process use), and that these tools support evaluation activities by aiding background and foreground processes. When used in the background, ICTs can help evaluators by offering flexibility, improving speed, and efficiency. In contrast, ICTs used for foreground processes help foster communication with and engagement of stakeholders. Together, this makes the use of ICTs a valuable extension to existing evaluator skillsets, especially when the tools are mindfully incorporated to fit a project’s contextual complexity. The findings also point to a number of barriers – at both the individual and organizational levels - that inhibit further integration of technology into evaluation practice. A conceptual framework developed as a result of the findings visually depicts this process, and it represents a significant contribution of the thesis. Given the growing proliferation of ICTs in all aspects of life, further insight through systematic inquiry is much needed to keep abreast of these rapidly changing trends. The provision of such has implications not only for evaluation practitioners, client organizations and professional evaluation associations, but for the ongoing development of empirical inquiry in the area.

Abstract:
The purpose of this research is to study the role of information and communication technology (ICT) and information and communication technology for development (ICT4D) in Cambodian non-government organizations (NGOs). By focusing on a workshop on the ICT applications Unicode and Open Office, initiated by the Cooperation Committee for Cambodia (the CCC), I intend to see how these applications were adopted, how they are used and what the future is for ICT and ICT4D in Cambodia. The research is based on qualitative, semi structured interviews with employees at CCC as well as NGO workers who were participants at the workshops. The theories that I have used are Amartya Sen’s capability approach, Everett Rogers’ diffusion of innovation theory and intercultural communication. This study shows that ICT is considered to be a very important tool for the development of Cambodia. Unicode has contributed with an easier way to type and read documents in Khmer and it is considered to promote the Khmer language. Open Office have not found its renaissance yet since people find it difficult to use although the NGOs sees its’ potential and wants to learn it. According to the NGO workers, ICT and ICT4D will play an important role for the Cambodian development in the future but because of a lack of infrastructure and proper knowledge about the new technology, it has not been used to its full capacity. In order for us to understand how ICT can reach its full potential within NGOs, there have to exist an understanding of Cambodian culture and history since the Khmer people’s values affect how the NGO workers look at development and the tools they are using.

This thesis investigates the effects of ICT on economic growth in Turkey and other OECD member countries. After discussing the theoretical relationships between ICT usage and economic growth, we test the positive impact of ICT revolution on economic growth econometrically. In the empirical part of the study, we perform panel data analyses by employing data sets that belong to 30 OECD member countries for 1999-2008 period as well as carrying out time series analyses for only Turkey by using data between 1980 and 2009. We find out that ICT usage and production have a positive significant effect on economic growth in OECD case. However, due to some methodological difficulties and insufficiency of critical mass regarding ICT area and complementary physical and social infrastructures in Turkey, we cannot find any significant relationship between ICT and economic growth for Turkish case.

Despite considerable expenditure by school systems on ICT in terms of hardware, software, and related professional development programs, the impact on classroom practice remains disappointing to many. Current models of teacher professional learning in ICT appear to have had minimal impact. Based in the interpretative paradigm, this thesis describes the experience of the participants in a unique professional development program in which students in Grades 3 and 4 mentored teachers in their school in the use of ICT. The study was undertaken in two schools in Melbourne, Australia, and involved the professional development of teachers in the use of digital cameras and related software. Following their initial training with the researcher in one school and a focus teacher in another, the children worked in pairs to conduct three semi-structured sessions with a teacher, mentoring them in the use of the technology. The children were also available to the teachers for further consultation or assistance. It was intended that the mentoring program would enhance teachers’ knowledge of the technology and also their classroom practice. This thesis reports the benefits of student mentors in ICT as seen by teacher mentees involved in the project. In particular, the focus of this study is on the teachers’ perceived effect of the student mentoring approach to professional development in relation to their skills and confidence with ICT, their classroom practice with ICT and their recognition of other values inherent in the program. Data were collected throughout the project in the form of surveys, interviews, observations and student and teacher journals. Using NVivo, these data were analysed into themes to ascertain teachers’ reported benefits of the program in relation to their skills, confidence and classroom practice with ICT. Findings of the project included the improvement in teachers’ skills and confidence and an impact on their thinking and practices with technology in the classroom. As well as these intended outcomes, teachers also reported a greater knowledge of their personal learning preferences, which influenced the way they saw the children’s learning and therefore their classroom practice. Child mentors flourished in the mentoring relationships, showing their prowess in mentoring teachers with ICT, with several surprising their teachers with their capabilities. Overall, the teachers were very positive about the mentoring experience and the influence it had on their confidence, skills and classroom practice. This study showed the potential impact of children as mentors of teachers in ICT, and offers a model for consideration by schools and school systems in the way in which they approach professional learning in ICT of their teachers.

Knowledge management literature identifies numerous barriers that inhibit employees' knowledge seeking and knowledge contributing practices via information and communication technologies (ICTs). Presently, there is a significant gap in the literature that explains what factors promote common knowledge sharing barriers. To bridge this gap, this study examined two research questions: 1) What are the potential factors that contribute to the commonly accepted barriers to knowledge sharing?, and 2) How do these factors impact employees' use of ICTs for knowledge seeking and knowledge contributing? Literature review of 103 knowledge management articles identified three major barriers to knowledge sharing practices (lack of time, poor communication skills, and lack of trust) and three underlying factors that promoted these barriers (role conflict, role ambiguity, and locus of control). A six-stage content analysis study of the 103 knowledge articles identified 199 references to the observed contributors. To address the second research question, a causal knowledge sharing model was developed and seven hypotheses proposed. A survey consisting of 41 questions was distributed to 1,368 full-time analysts from a variety of industries, and 314 useful responses were analyzed using confirmatory factor analysis and structural equation modeling. The results confirmed that role conflict, role ambiguity, and locus of control predicted knowledge seeking and knowledge contributing behaviors via ICTs. Moreover, type of ICTs used was found to moderate the strength of these predictors.

The educational policy environment in Australia explicitly supports the integration of information and communications technologies (ICT) through targeted initiatives covering infrastructure, equipment, electronic learning materials and professional development. However, for all the energy expended to encourage teachers to use ICT, it is reported that few teachers take full advantage of the significant opportunities that ICT present. A number of reasons have been cited to explain this, the most compelling of which are bound up with teachers’ knowledge and skills in harnessing ICT and their beliefs about ICT and teaching itself. This research presents a three year longitudinal study of a cohort of 35 beginning teachers located in Western Australia. The focus on beginning teachers is purposeful. It is suggested that this segment of the teaching profession can provide useful insights into the affordances and risks that teachers face in harnessing ICT. Beginning teachers may also provide a window into how ICT will be taken up in the future. The aim of the research, therefore, is to describe and explain beginning teachers’ beliefs, knowledge, dispositions and skills in using ICT within the context of their school environment(s). The research literature characterises beginning teachers as having positive self-perceptions of their ability to use ICT, and embracing contemporary, student-centred theories of learning. Given these preconditions, it might seem likely that beginning teachers would seek to integrate ICT into their teaching in innovative ways. The seven research questions that underpin and guide the research are aimed, at least in part, at confirming or challenging this assertion. The study adopts a mixed method approach in seeking to understand and interpret the dynamic nature of participants’ beliefs about teaching and their knowledge, dispositions and skills in using ICT within their socio-cultural context. A rich data set, gathered over three years and using qualitative and quantitative techniques, is presented to provide evidence in relation to the study’s research questions. The longitudinal nature of the study provides opportunities to interpret this data set over time, adding to the strength and credibility of the research. Participants articulated pedagogical beliefs that aimed to engage students in active meaning making. However, the way in which participants used ICT was generally limited to presentation-style teaching, completion of worksheets using a narrow range of productivity software and the use of the World Wide Web for simple inquiries or reinforcement. There was a clear mismatch between the ideals that participants claimed to hold to be important and their capacity to use ICT to help realise these ideals. Four interrelated factors are posited to explain this: lack of clarity over beliefs and how ICT can support these beliefs; variability of perceptions within schools of the affordances and risks of using ICT; embedded structural constraints that stall the creative use of ICT; and, deficiencies in technological-pedagogical-content knowledge. The study may interest educational policy-makers, school leaders, managers, teachers and other learning professionals that are considering how to conceptualise, plan, implement and/or enhance the use of ICT within their local context. A model is presented to help educators grapple with the implications of using ICT in the classroom and explore its transformative potential.

ICT and related e-technologies have had an enormous impact, not only on people and people’s spaces in all parts of the world, but also on urban space dynamics, the form and function of urban spaces and urban space networks and economies, and urban planning in general. Due to the rapid development of ICT in recent years, it is expected that these impacts will become more severe, unpredictable and complex in the future. The main aim of this study is to explore the nature and properties of ICT, as well as the ways in which ICT and related e-technologies are influencing people, space and planning. The study, which is exploratory in nature, draws on a meta-research approach, supported by a conceptual research approach, in an attempt to arrive at some meta-synthesis and perspectives of the various related discourses, studies and theories on the subject matter. The study presents fresh perspectives on the challenges and dynamics of ICT, as well as the nature, extent and speed of the influence and impact (positive and negative) of ICT and related e-technologies on people’s spaces, human conduct, emotions, urban space dynamics and morphology, and urban space networks. In relation to this, evidence is provided of the power of ICT, the ways in which the dominant e-powers are controlling society, and how ICT has (em)powered people, spaces and planning. The study further highlights the complexity and challenges of the emerging hybrid e-spaces and networks, which have resulted from the merging of physical and virtual spaces and networks. The study in the end also presents some realities and future possibilities (and threats), for both urban and rural regions in South Africa, with specific reference to the impoverished communities in remote rural areas that have been isolated and excluded from ICT opportunities. This study has identified many gaps in the knowledge field and could create a new awareness, understanding and interest, not only amongst researchers, but also amongst the various role players involved with the planning, development and management of urban and rural regions.

In Sweden the need to recruit care assistants is increasing because of a growing older population together with their demands to stay in their own homes as long as possible. Swedish municipalities are responsible for organizing the social care and services for elderly with a coordination of some private provider companies. Moreover, to improve the care work a range of information and communication technologies (ICTs) e.g. safety alarm and electronic health record system are used to support care assistants’ daily activities and communication with elderly. Thus qualitative research aims to explore the care assistants’ use and experiences of existing ICTs. Furthermore, it examines the impact of the ICTs on their daily activities. The thesis pay attention also to care assistants demands, ideas and visions about future ICTs. The research found that care assistants were satisfied with the ICTs, they use today. However, the research also identified some problems related to ICT, which the care assistants are confronted with during their everyday work e.g. alarm buttons loosen and falsely triggered sensors. Care assistants expressed their ideas and visions about the ICT’s degree of involvement in their care activities and elderly’s lives. They had contradictions in their point of views related to the use of monitoring technologies for elder’s care. They also had negative feelings about these technologies. In short, the thesis explored two things; firstly, it reflected ICTs and care assistants’ demands and ideas related to the ICTs. Secondly, the daily activities of care assistants were examined. Therefore this research brings forward care assistants’ activities and makes their work more noticeable in order to be used in the development of new IT systems in the social care work.

Although investments in Information and Communication Technologies (ICT) are continuously increasing, the relationship between ICT and productivity has been very elusive. Indeed, despite the plethora of studies, research findings have always led to contradictory and/or questionable results. This has resulted in the development of a debate around the concept of the so called ICT productivity paradox. Recently, the issue regarding the productivity impact of ICT has been intensified due to the increasing role and penetration of ICT in the economy and their potential to create an equal competing field for all operators. However, it is widely recognised that there is a need to enhance our understanding of how ICT enhances productivity as well as to develop new techniques and methods for measuring, assessing and managing ICT for delivering organisational value. It is the aim of this study to investigate the impact of ICT on productivity by proposing and applying a robust methodology that is argued to overcome the limitations and problems of previous studies. By providing empirical evidence of the critical ICT issues that add organisational value, the research findings have also contributed in the development of a framework for managing ICT, which in turn raises more questions for further research and investigation. The hotel industry is not an exception in such developments. ICT investments are increasing, however research on their impact on hotel productivity is lacking. To that end, the empirical framework of the study is placed within the context of the hotel sector. In particular, a mail survey targeting hotel managers of three star hotels was conducted for gathering data regarding productivity and ICT metrics. The latter were developed after conducting a thorough and systematic review of the literature regarding three core fields: a) productivity; 2) ICT; and 3) Data Envelopment Analysis (DEA). The latter is a multivariate statistical technique that was employed for carrying out enhanced statistical analysis of the productivity metrics, which were in turn investigated in their relationship with three ICT metrics. These were; a) type and amount of ICT applications; b) integration of ICT systems; and c) sophistication of use of ICT applications. Overall, 93 usable questionnaires were obtained, which provided the following main findings. Although, a great variety of ICT has been adapted in three star hotel properties, operators are very limited in the way they exploit ICT tools and capabilities for enhancing their productivity. Specifically, very few hotel properties are deploying the networking/integration capabilities of ICT and so limit themselves to automating isolated work tasks and processes. Moreover, a great majority of respondents were found to be at the first stages of ICT implementation meaning that they mainly use ICT for automating their processing and not for exploiting the informational and transformational capabilities of ICT. On the contrary, findings provided evidence that productivity benefits are mainly attributed to ICT integration and sophistication of use rather than simple ICT availability. In this vein, in order to materialise ICT productivity benefits, an integrated approach for managing ICT should be adopted and implemented. Specifically, hotels need to manage and co-ordinate four components namely business processes, information, information systems and information infrastructure.

Ma recherche porte sur l'industrie du jeux vidéo consacré aux pré-adolescentes qui, il y a 20 ans, était le site de l'entreprenariat féministe espérant remédier au déséquilibre entre les sexes dans les TIC. Si la parité a été atteinte dans la consommation des médias, la production technologique reste délibérément une quête masculine. Cette étude constructiviste en trois phases commence par les préférences personnelles (MBTI) et l'orientation de rôles sexués (BSRI) des femmes dans le développement des jeux, en soulignant leur résistance aux stéréotypes de genre, et se termine par une étude ethnographique des enfants jouant à des jeux vidéo indépendants et non sexistes dans un programme extrascolaire à Paris. Utilisant la sémiotique pragmatique, cette thèse soutient que les croyances et habitudes des stéréotypes négatifs de genre et de technologie sont le principal obstacle à la diversité des genres dans les TIC - limitant le nombre de femmes désirant transgresser les normes de genre dans les professions masculines — et créant une prophétie auto-réalisatrice à travers la socialisation du genre par les parents qui réifient la croyance dans les compétences technologiques masculines tout en développant un accès et un encouragement technologiques inégal entre les sexes. This dissertation focuses on gender, design and technology through the artifact of video games — technology products of masculine engineering culture, and the gendered link between those that make video games (Production) and those that play them (Reception). My research examines a sector of the video game industry devoted to pre-adolescent girls, which 20 years ago was the site of feminist entrepreneurship hoping to remedy the gender imbalance in ICT (Information and Communication Technology). While parity has been achieved in media consumption, technological production firmly remains a masculine pursuit. This three-phase constructivist study begins with the personality preferences (MBTI) and sex-role orientation (BSRI) of women in game development, highlighting their exceptional resilience to gender stereotypes, and concludes with an ethnographic study of children playing independent, gender-neutral video games at an afterschool program in Paris. Using pragmatic semiotic epistemology, this dissertation argues that the belief-habits of negative gender and technology stereotypes are the principal roadblock to gender diversity in ICT – limiting the number of women willing to transgress gender norms into masculine professions and creating a self-fulfilling prophecy through parents’ gender-socialization that reifies the belief in masculine technological passion and skill while developing unequal gendered technological access and encouragement. The dissertation concludes with strategies for gender-neutralizing technology, including design heuristics for gender neutrality in children’s digital experiences

The purpose of this study was to compare Turkey and the European Union (EU) regarding aspects (use, self-confidence and attitude) of students&rsquo
information and communication technologies (ICT), the relationships between ICT aspects and mathematical and problem solving literacy performances, and to understand education policy makers&rsquo
perceptions on ICT in Turkey. A multimethod (quantitative and qualitative) research design was used in this study. Country groups &ndash
an EU member group, a new EU member group and Turkey- were formed on the basis of the status of a country in the EU, and that of having ICT data in the Programme for International Student Assessment (PISA) 2003. This study has three focuses. The first focus of the present study was to examine similarities and differences in ICT use, self-confidence in ICT and attitudes toward computers in students from Turkey and the EU. The sample of this focus was those students from the EU member group (N=56,610), the new EU member group (N=24,834) and Turkey (N=3,231) who participated in the PISA 2003. Multivariate analysis of covariance - controlling students&rsquo
economic, social and cultural status (ESCS) and attitudes toward computers- and univariate analysis of covariance -controlling ESCS- were conducted to see whether students&rsquo
ICT aspects differ across country groups. The first focus of the present study indicated that Turkish students have lower self-confidence in using computer and the Internet and they use the Internet less frequently than students in the EU. Contrary to this, the findings of this focus revealed that Turkish students have relatively more positive attitudes toward computers and they use program/software more frequently than do students in the EU. The second focus of the present study was to model the relationships among ICT factors and mathematical and problem solving literacy performances of Turkish and the EU students. The sample of this focus was those students from the EU member group (N=57,787), the new EU member group (N=25,359) and Turkey (N=3,590) who participated in the PISA 2003. The proposed path analytic models were separately tested for each country group. The second focus revealed that students&rsquo
socioeconomic and cultural status and selfconfidence in routine computer tasks have positive and medium level relationships with their mathematical and problem solving literacy performances, for all country groups. Furthermore, students&rsquo
self-confidence in Internet tasks had a positive and low level relationship with these performances for all country groups. On the other hand, it was found that students&rsquo

perceptions of the ICT policy making and implementation process in Turkey, and their evaluations of the findings of the quantitative phase of this study. The participants of this focus consisted of seven education policy makers from the Ministry of National Education and universities in Turkey. The data, collected with interviews, were content-analyzed by coding data, identifying, and relating the categories and sub-categories, that is, open, axial and selective coding were conducted respectively. In the third focus of the present study, participants specified the primary issues of ICT policy making and the implementing process in Turkey and made suggestions on these issues. Participants frequently related the findings of the quantitative phase of this study to the economic, social and cultural status of students.

Information and communication  technologies  (ICTs)  are  having a great  capability to face some challenges in both developed as well as developing countries which includes providing access,  cost  effective  and  high  quality  health  care  services.  Telemedicine  uses  ICT  to overcome  geographical   barriers,  and  increase  access  to  health  care  services.  This  is particularly beneficial for rural and underserved communities in India. This paper focuses on the rising profile of e-health on the international policy agenda and related developments  in the  National  Health Service. Few developments  in public health today create energy and opportunity present in the word "e-health". As a developing country, India is implementing the technology to deliver health information and services regarding health widely across the country. These solution  though promising also present new challenges particularly in acceptable standards, choice of technologies, overcoming traditional jurisdictional boundaries, investment, privacy and confidentiality.   In this study, examine current state of telemedicine in a developing country, India. Telemedicine has brought several benefits to the people of India, especially those living in rural and remote areas. Discussed the Indian telemedicine implementation case of Apollo Hospital and Chakrajmal village, consolidate lessons learned from cases, and culminate with potential researchable critical success factors that account for the growth and modest successes  of telemedicine  in India. This  research will  discuss  how e-health  provides the opportunity for patients to maintain longer independence and for the providers to monitor    a condition more closely. It also describes barriers and challenges for current status of e­- health. Also, an attempt is made for presenting future e-health status in Indian scenario. Further,some  recommendations  are provided for  improvement.

Information and Communication Technologies (ICT) have been used in several sectors and industries and have generated positive results especially in respect of increasing productivity and collaboration. While the discipline of social informatics has studied the use of ICT in agriculture and in tourism as separate fields, little work has been done to look at ICT use in agritourism – the intersection of agriculture and tourism. Even less (or no) work has been done on ICT use in agritourism in small island developing states, the Caribbean, or Jamaica. This thesis presents the first look at the variables to be considered in applying ICT to agritourism in the Jamaican context. A holistic view of the Jamaican agritourism sub-sector, in the form of the newly crafted Jamaican Agritourism Innovation System (JATIS) model, is presented showing the interactions among the various actors (sectors) required for successful ICT implementation. The JATIS model is an extension of previous Agriculture Innovation Systems (AIS) models and is specifically applied to the Jamaican context. However, as opposed to previous models, the JATIS highlights the critical role of purveyors, or middlemen, operating in Jamaican agritourism. The model formulates a mechanism, different from the current Jamaican agritourism structure, to include all industry players in the supply/demand interaction. The inclusion of all players is done through a series of farm and purveyor groups, enabled and facilitated by ICT. In addition, the model highlights the improved quality of information exchange among the players as a result of the modified interaction proposed. It might be possible to apply the model to other Small Island Developing States, particularly those in the Anglophone Caribbean, where the socio-cultural variables and economies are similar to Jamaica’s. However, further research will have to be conducted to verify, fine-tune, or customize the model for external application.

Information, communication and entertainment (ICE) appliances are consumer electronics and information and communication technologies (ICT). Forecasts suggest that ICE appliance use will soon become the most significant domestic electricity end-use in the UK. Knowledge concerning “real world” ICE electricity consumption is currently limited and it has been suggested that this deficiency could lead to ineffective policy programmes. This socio-technical study measured ICE appliance electricity consumption in fourteen UK households’ and undertook household interviews to explore the behavioural factors that influenced the measurements recorded. The interviews were informed by two social psychology theories: (i) Triandis’ (1977) Theory of Interpersonal Behaviour (TIB); (ii) Rogers’ (2003) Diffusion of Innovations Theory (DIT). The study supports the position that ICE appliance use and standby power consumption are significant electricity end-uses in UK homes. Key appliances that contributed to the sample’s average electricity consumption are identified. Inconspicuous electricity consumption from network appliances is an issue of particular concern due to policy gaps. The interviews found that a range of internal and external factors influenced ICE appliance use. Behavioural intentions and habits were found to be facilitated or impeded by personal ability, knowledge and physical constraints. Social structures and expectations also supported the more expansive ownership and use of ICE appliances and energy consumption was an issue largely excluded from adoption decisions. The findings imply that a multifaceted approach is required to reduce household ICE appliance electricity consumption. This study supports the recent implementation of minimum energy performance standards and provides further recommendations that include: (i) improved product design; (ii) the expansion of mandatory energy labelling; (iii) improved electricity consumption feedback in UK homes; (iv) the use of behaviour change campaigns; (v) the integration of ICE appliance energy saving objectives into UK policies.

The aim of this thesis is to examine the association between information and communication technologies (ICTs) and poverty reduction in South Africa. ICTs have been argued to be a means to improve household livelihoods and thereby to provide people with the capability of changing their existing poverty trajectories. The study conceptually investigates ICTs as a contributor to human development through the theoretical lens the sustainable livelihoods framework (SLF). Since ICTs broaden the asset base of the poor, the study first theorises household access to ICT as a new form of capital, termed as the ‘digital basket’. This new wealth indicator augments the current well-developed list of capitals adopted within the SLF approach. This digital basket concept and the ICT systems that provide its components are described, establishing the theoretical contributions of this thesis.

The purpose of the study was to identify the factors affecting the information and communication technologies. integration in the basic education schools. Mixed Model Research Design was utilized to find out the factors directly affecting integration of ICT integration in schools of K-8. Three different research methods were use sequentially. In the first step, new curricula used for Math, Social Studies and Science and Technology courses were examined to draw the pattern of ICT use defined by these curricula. In the light of the information gained through examination of curricula, 20 teachers were interviewed to understand whether they can put ICT based activities defined by curricula into practice or not. Simultaneously, they also identified common problems preventing them to integrate educational technology in their lessons and possible solutions to have a better ICT and education relationship. The literature and the information gained through first two step of the study suggested computer self-efficacy of teachers is very important factor within the integration of ICT. To assess teachers'
computer self-efficacy, a questionnaire was designed by the researcher and necessary pilot studies were completed to conduct exploratory and confirmatory factor analyses. Final form of the questionnaire was distributed to K-8 schools'
teachers from 12 predefined cities of Turkey according to statistical information provided by EUROSTAT (Statistical Office of European Union). 1025 correctly filled questionnaire forms were returned and the data were analyzed by descriptive and inferential statistics techniques. Result of the study suggested that, Internet is the most vital technology to successfully apply the curricula. Use of Office programs and different educational software also constitute considerable part of the curricula. But teachers indicated that they cannot apply curricular ICT based activities in school setting because of lack of access to technology, literacy, training, time and confidence/self-efficacy. It is also found that, teachers'
age/ and teaching experience negatively contributed to their level of computer self-efficacy when their personal or home computer use was contributing very positively. On the other hand, existing computer training programs were found less effective than expected in terms of ICT integration. Based on these results, some basic improvements and modifications in curricula, training programs, and technology infrastructure of schools were suggested.

Library users are constantly expecting new services, which puts tremendous pressure on academic libraries to re-organise their work patterns and devise better ways of service delivery in order to remain relevant. Although there are a lot of developments taking place in terms of information and communication technology (ICT), academic libraries in Sub- Saharan Africa are at different levels of ICT deployment both between different countries and within the same countries. The aim of this study is to determine the status of ICTs in Academic libraries in Central Uganda. The descriptive study employs a survey methodology gathering both quantitative and qualitative data. Data was collected from library staff responsible for the day-to-day management and administration of ICT at 17 of the 22 academic libraries in Central Uganda using survey questionnaires and interviews over a period of twelve months. Findings indicate that there is an improvement in the status of ICTs in academic libraries in Central Uganda although they are deployed at a minimum level. Funding, power fluctuations and low bandwidth still pose a major threat to ICT adoption in academic libraries in Central Uganda. This report informs government, libraries, LIS schools, LIS professional bodies and policy makers on the future course of action regarding ICT deployment and curricula. Notably, there is need for government to support infrastructural development; engage in public-private partnerships for infrastructural developments; exempt taxation of ICT equipment and supplement funding at universities. Libraries should dedicate more funds to purchase ICT equipment; automate all library functions; develop local capacity to manage ICT projects; promote awareness about ICT services and support initiatives from local and international library associations. LIS schools should conduct a curriculum review to reposition the LIS study program to the present and future needs of the job market; monitor and advice government on policy issues affecting higher education include the need to align ICTs to national development. LIS professional bodies need to champion the cause for the standardization of LIS study programs, promote networking and knowledge sharing; articulate national e-strategies and play advisory role to government, LIS schools and libraries.

Resumo: A presente pesquisa foi realizada com o propósito de analisar e compreender um processo de formação continuada de professores visando promover a inserção da informática nas aulas de Química. Tal ação teve seu desenvolvimento pautado na racionalidade prática e na reflexão crítica sobre o trabalho docente, sendo mediada pela educação a distância. O estudo desenvolveu-se com um grupo de professores de Química de escolas públicas estaduais na região de Jaú (SP). Através de encontros presenciais e de interações em um ambiente virtual de aprendizagem, buscou-se estabelecer um vínculo constante entre a realidade do professor e a formação continuada. Foram utilizados diferentes recursos metodológicos que possibilitaram aos docentes o contato com materiais diversificados, a análise de softwares, a elaboração material didático, bem como a atuação com seus alunos na sala de informática das escolas. Na organização dos dados foram trabalhados três eixos principais: formação e trabalho docente, ensino de Química e uso da informática. A investigação evidenciou elementos-chave para subsidiar propostas de formação continuada e envolveu reflexão e planejamento como meios para desencadear reformulações tanto na percepção dos professores em relação ao papel da informática nas aulas de Química como na utilização desse recurso em sala de aula.
Abstract: This research was conducted with a view to analyze and understand a process of teachers training in-service aiming to promote the insertion of Information and Communication Technologies in the classes of Chemistry. This action had its development based on practical rationality and critical reflection about teaching practice, being mediated by Distance Education. The study was developed with a group of Chemistry teachers in state public schools in the region of Jaú (SP). Through presence meetings and interactions in a virtual learning environment, it was aimed to establish a constant link between the teacher reality and the training in-service. Different methodological resources had been used so that the teachers could have contact with diverse materials, analyse educational software, elaborate learning material, as well as the work with their students in the computer lab of the schools. In the organization of the data three main axes were considered: training and teaching work, teaching of Chemistry and use of Information and Communication Technologies. The investigation revealed key elements to subsidize proposals of teachers training in-service and involved reflection and planning as a mens to trigger recasts in both the perception of teachers concerning to the role of Information and Communication Technologies in the classes of Chemistry as the use of this resource in the classroom.

Building a thriving information economy is a goal for many developing countries. This research helps identify the factors (inhibitors and motivators) that can be used to leverage the Information and Communication Technology (ICT) sector in a developing country to build a sustainable information economy that benefits other sectors of the economy. This is done by studying the current literature on this topic and then synthesizing the theoretical models to create a unified decision framework to help developing countries set their path to building a sustainable information economy. Drawing on past literature and extant theory, a novel ICT4D decision framework is built that provides a three-dimensional view based on 1) the ICT value chain, 2) key factors (e.g. infrastructure, policies, markets), and 3) stakeholders (e.g. industry, government, academia). This decision framework is then used to study the case of Palestine, where secondary and primary data are used to compare the critical success factors for Palestine with the general framework. This synthesized framework and critical success factors superset is expected to advance the field’s understanding of how both controllable and non-controllable country characteristics contribute to or inhibit the growth and development of an ICT sector in developing countries. In addition, the framework and identified success factors help in setting a future path for development. Results from both secondary data sources demonstrate the usability of the framework to analyze the current setting of the ICT sector, in addition, to help investigate a range of possible opportunities for action to reach a higher level of ICT success. Then, via a targeted set of interviews with academic, industrial, and governmental sources who are experts in the Palestinian ICT arena, an exploratory study was performed that focused on key critical success factors for future development of the ICT economy. Controllable factors that have the potential for sustainable action were identified. In the case of Palestine, it appears that despite having many challenges that are out of control, there seem to be many opportunities for change specifically in government and educational policies that can help the ICT sector in specific, and the Palestinian economy in general reach its real potential. Given the current political situation in Palestine, it was found that there is a great potential in creating new software products for export. The challenges in this particular area in the case of Palestine lies in the lack of adequate business skills to research the global market and to market products and services that can be offered by the Palestinian ICT sector. The findings should also help stakeholders see if the challenges to developing an ICT sector in Palestine are the same as those for any developing country, and where they are truly unique. The outcomes of this research have the potential to frame and inform economic development decisions that could define the future of the Palestinian state.

Doing a bachelor’s or master’s degree is a journey that leads to success or attrition (dropout). Previous research show to the significance of considering learners’ perspectives and their need for information and different types of interaction. This can be done through online ICTSS (information and communication technology support systems). The overall aim of this dissertation was to create knowledge about how the use of ICTSS can facilitate different types of interaction and support learners in order to reduce thesis problems and attrition and to enhance the quality of the thesis outcomes. The aim was operationalized by two research questions scrutinizing the interaction problems in the thesis process and investigating how the use of ICTSS can facilitate different types of interaction to reduce such problems and attrition, and to enhance the learning opportunities and quality of the thesis outcomes. To answer the research questions, five main studies were performed by applying different research methods on a case study. The empirical studies were performed at the Department of Computer and Systems Sciences (DSV) at Stockholm University, Sweden. The respondents were different learners (students) with active thesis projects at the bachelor or master level in different programs at DSV between 2012 and 2015. For the first two studies, conceptual and content analysis of the data collected from the case study was performed. For the three other studies, open-ended online questionnaires (survey) and interviews were conducted. On the basis of the findings, three main types of interaction issues were developed which related to the need for more learner-content, peer-to-peer, and learner-supervisor interaction in the thesis process. The hypothesis was that the interaction issues could be reduced by implementing a set of strategic suggestions through the use of an ICTSS including a set of functionalities and resources. The usefulness of these functionalities and resources was evaluated with regard to the learners’ perception and experiences. The findings were categorized to facilitate learner-content, peer-to-peer, and learner-supervisor interaction, as well as management of the contents, supervision, and communication of the supervisory team. From these categories, a conceptual framework was developed in this dissertation to illustrate how the use of the ICTSS supports the thesis process. In conclusion, providing access to a set of structured e-resources and supporting educational communication through different types of interaction with peers and the supervisory team, enables learners’ self-managed learning and facilitates similar learning opportunities for learners in thesis courses.

The purpose of this study is to investigate if growth in ICT investments affects output growth differently across four income groups. Our panel data analysis is based on a sample of 101 countries in the period 1995-2015, where we conduct an augmented Cobb-Douglas production function with GDP growth as dependent variable. We divide the regression sample into high-, upper middle-, lower middle- and low-income countries to account for income disparities across countries. The outcomes are measured by estimating both ordinary least square and a fixed effects model. The impact of capital investments is measured by using two variables; growth of ICT capital services and non-ICT capital services. In addition, we control for exports and the growth in labor quality. Our major findings show that there are only significant contributions to growth in the top-three richest countries, with exception for the middle-income countries when controlling for fixed effects.

Abstract:
South Africa’s rural communities have received Information and Communication Technologies services through initiatives such as tele-centres, living labs, Thusong service centres and donations of computer applications. There is need, with little plans in place to ensure that the rural communities will benefit from those initiatives. As a result of this, it is necessary to establish a framework for implementing Information and Communication Technologies for development initiatives in order to ensure successful implementation of these initiatives in rural communities. Literature shows that in order to successfully implement an ICT initiative for rural communities, there should be active engagement with ICT stakeholders, consultation of Information and Communication Technologies policies, presence of ICT infrastructure, ICT services, monitoring, evaluating, training and maintenance. Current literature on ICT developments shows that in order to successfully implement an ICT initiative for rural communities, there should be active engagement with ICT stakeholders, consultation of ICT policies, and presence of ICT infrastructure, ICT services, monitoring, evaluating, training and maintenance. Unstructured interviews were used as a research method to collect primary data that was used as a basis to develop the proposed framework. Findings from the studies carried out indicated that several ICT4D initiatives which were abandoned due to challenges such lack of proper resources, trainings, lack of local content, access, lack of ownership and lack of stakeholders’ involvement. This study presents a framework for implementing ICT for development initiatives in rural communities which has been developed in order to reduce the number of initiatives that are abandoned or which end up not serving their intended purpose in rural communities of South Africa.

Abstract:
This study endeavoured to investigate the effects of Information Communication Technologies (ICTs) on the performance of International Joint Ventures (IJVs) by focusing on specific variables known to affect performance i. e. culture (national and corporate) and communication. Given the increasing use of ICTs in business processes this thesis focused on whether the utilisation of ICTs affected the communication and cultural dynamics within IJVs and whether any correlating effect on IJV performance occurred. Three research questions were developed, firstly, how ICTs impacted on communication between IN partners, secondly, how ICTs affected the cultural diversity that exists between partners and thirdly, if the use of ICTs in communication channels had any subsequent effect on IN performance. Research was undertaken using the multiple embedded case study approach allowing data to be linked to theory in an inductive and deductive process. The contextual setting was the European Telecommunications sector since it is a geographical area with an inherent cultural diversity and an industry with a significant number of IJVs. The sample selected focused on five IJVs created between UK and other EU partners during the time period 1995 to 1997. Data was collected primarily through the use of semi-structuredin terviews with directors of eachp arent company. Within and cross case analysis of the results enabled common themes and new ideas to emerge, indicating that the use of ICTs does affect communication channels and is dependent upon the importance of the interaction. Cultural diversity that exists between IJV partners is also affected but at a superficial level, however, results revealed that the use of ICTs does not enhance the performance of IJVs. Results also highlight unexpected findings, that of, two new variables affecting IJV performance which are a unique corporate culture and a common vision for the IJV.
