A tecnologia da informação (TI) é um componente que influencia o desempenho da organização e sua aplicação efetiva se constitui em um desafio em função da agilidade com que as mudanças tecnológicas ocorrem e do volume de recursos financeiros e da especialização dos recursos humanos requeridos para sua implementação. Uma das estratégias adotadas pelas organizações para suprir as necessidades de TI é a terceirização parcial ou total da prestação dos serviços de TI. O objetivo do presente estudo foi descrever a essência do significado da experiência consultiva à luz percepção de profissionais que prestam serviços de consultoria na área de TI. Para atingir o objetivo proposto foi realizada uma pesquisa fenomenográfica, com o intuito de permitir que um grupo de quinze consultores atuantes em uma instituição pública de natureza reguladora colocasse de forma livre sua vivência relativa à prestação de serviços de consultoria de TI. A análise dos dados coletados resultou na identificação dos temas Significação da Área de Atuação, Conformação da Competência Consultiva, Valoração do Serviço e Predisposição Consultiva relacionados com a experiência consultiva de TI. Os significados atribuídos para esses temas permitiram propor uma descrição da essência desse tipo de experiência. A relevância da pesquisa jaz no fato de que, normalmente, a análise da terceirização enfatiza a relação contratual firmada entre a contratante e a contratada e reconhece o consultor apenas como um dos recursos necessários à prestação do serviço sem considerar as particularidades inerentes à atividade consultiva.
Information technology (IT) is a component that influences organizations´s performance and its effective application constitutes a challenge due to the speed associated to technological changes and the amount of financial resources and expertise of human resources required for its implementation. One of the strategies adopted by organizations to meet the needs of IT is to outsource all or part of the provision of IT services. The objective of this study was to describe the essence of the meaning of advisory experience according to the perception of professionals who provide IT consulting services. To achieve this purpose, a phenomenographic research was conducted in order to allow a group of fifteen consultants working in a regulatory public institution freely put its experience on the provision of IT consulting services. The data analysis resulted in the identification of the themes Acting Area Significance, Competency Advisory Conformation, Services Valuation and Advisory Predisposition related to IT consulting. The meanings attributed for these subjects allowed to propose a description of the essence of this kind of experience. The relevance of the research lies in the fact that, typically, the outsourcing analysis emphasizes the outsourcing contractual relationship established between the contractor and the contracted company and recognizes the consultant as only one of the resources needed to provide the service without considering the peculiarities inherent to the advisory activity.

Abstract:

The objective of this thesis was to explore the topic of scalable web development, and it answered the question, “How do you scale a website to handle more traffic at peak times without wasting resources?” This is important research to any web company that has issues with rising costs as demand for their website increases. It would be wise for every online business to be prepared for more web traffic, before it occurs, without spending the budget of a multi-million user web company in low traffic periods. The last thing you want is an error as your customer base starts to arrive, giving them a bad experience for their first impressions, which would result in lost revenue.

Scalable software development architectures, including microservices, big data, and Kubernetes were studied, in addition to similar web service companies including Facebook, Twitter, and Match.com. A scalable architecture was designed for a social media web service, MeAndYou, using the big data configuration with a shared Aurora database, which was configured using an auto-scaling group attached to a load balancer in Amazon Web Services (AWS). It was tested using a custom threaded Selenium-based Python script that applied simulated user load to the servers. As the load was applied, AWS added more Elastic Compute Cloud (EC2) instances running a virtual disk image of the web server. After the load was removed, the instances were terminated automatically by AWS to save costs.

Countless steps were taken to make the web service bigger and more scalable than it originally was, before testing, including adding more fields to user profiles, adding more search types, and separating the layers of code into different Hypertext Preprocessor (PHP) files in the front-end. A version control system was configured on the servers using GitHub and rsync. The systems architecture designed suggests the Match Engine should use a stream processing message queue, which would allow the system to factor searches one at a time as they are created, with horizontal scaling capabilities, rather than grabbing the entire database and storing it in memory. The backend Match Engine was also tested for accuracy using Structured Query Language (SQL) injection, which determined how the match algorithm should be improved in the future.

Abstract:
Web mashup is a lightweight technology used to integrate data from remote sources without direct access to their databases. As a data consumer, a Web mashup application creates new contents by retrieving data through the Web application programming interface (API) provided by the external sources. As a data provider, the service program publishes its Web API and implements the specified functions. In the project reported by this thesis, we have implemented two Web mashup applications to enhance the Web site oystersentinel.org: the Perkinsus marinus model and the Oil Spill model. Each model overlay geospatial data from a local database on top of a coastal map from Google Maps. In addition, we have designed a Web-based data publishing service. In this experimental system, we illustrated a successful Web mashup interface that allows outside developers to access the data about the local oyster stock assessment.

O objetivo desta dissertação é contribuir para o avanço do conhecimento sobre a capacidade de inovação e os obstáculos à inovação enfrentados pelas empresas de serviços de tecnologia da informação, destacando-se o papel da Tecnologia Industrial Básica (TIB) no fortalecimento dessa capacidade. Particularmente, a dissertação busca responder como as empresas deste setor percebem a importância das funções da TIB - metrologia, normalização, regulamentação técnica e avaliação da conformidade - em seus ciclos de inovação, na perspectiva de destacar os benefícios oriundos da consolidação da infraestrutura nacional de serviços tecnológicos de suporte à capacidade inovadora dessas empresas. A metodologia compreende: (i) revisão bibliográfica e documental sobre os temas centrais da dissertação; (ii) definição do objeto do estudo e seleção da fonte primária de dados - Pesquisa de Inovação 2014 (Pintec 2014), do IBGE; (iii) elaboração do plano tabular para solicitação ao IBGE de tabulação especial da Pintec 2014; (iv) análise e discussão dos resultados; e (v) formulação das conclusões da pesquisa e de sugestões para a próxima edição da Pintec e estudos futuros. Destacam-se como resultados: (i) a identificação de itens da Pintec diretamente associados às funções da TIB; e (ii) a análise da percepção das empresas de serviços de tecnologia da informação sobre a relevância das funções da TIB em seus ciclos de inovação.
The aim of this dissertation is to contribute to the advancement of knowledge about innovation capacity and obstacles to innovation faced by information technology service companies, with emphasis on the role of infrastructural technologies (Portuguese acronym, TIB) in strengthening this capacity. In particular, the dissertation seeks to answer how the companies in this sector perceive the importance of the TIB functions - metrology, standardization, technical regulation and conformity assessment - in their cycles of innovation, with a view to highlighting the benefits derived from the consolidation of the national infrastructure of technological services to support the innovative capacity of these companies. The methodology includes: (i) bibliographic and documentary review on the central themes of the dissertation; (ii) definition of the study object and selection of the primary source of data - IBGE s Innovation Research (Pintec 2014); (iii) preparation of the tabular plan for requesting a special tabulation of the Pintec 2014 to IBGE; (iv) analysis and discussion of the results; and (v) formulation of research findings and suggestions for the next edition of Pintec and future studies. The results are as follows: (i) the identification of Pintec 2014 items directly associated with the TIB functions; and (ii) the analysis of companies perception of information technology services on the relevance of TIB functions in their innovation cycles.

Furthermore it is an accessible storage space for any kind of medium for human knowledge. In making new technologies for the procurement of knowledge and the expression of thought accesible, in enabling people to access any kind of information all over the globe through data links the Informatorium acts as a communicative Interface between cultures. Guided by the understanding that knowledge, and the knowledge to acquire new knowledge mean power, the Informatorium is an implement for empowerment.Communication and the procurement of knowledge and information are more and more dependent on technology. In fact, the most pervading of today's technologies are related to the production and distribution, reception and processing of information. The importance of information technology today and its contribution to Our conception of what we think the world is, can hardly be overemphasized, for it represents the universal filter through which we communicate any kind of idea.The questions investigated by this project are therefore focussed on the aspects of technology, the machine, knowledge and power; their interdepencies and their relation with man; and, ultimately, how architecture can be a mediator between these phenomena.Since prototype 001 for an Informatorium is conceived of as an architectural meta-machine, the investigation of the aforementioned issues within the thesis book takes place in the framework of an instruction manual.

Optimized quality of IT services are those which need pre-analysis of users’ requirements, service provider’s capabilities as well as service specification and standardization. For any organization, maintaining of quality of IT service has become one of the key challenges which holds a significance importance to users’ satisfaction. Thus, this research tries to explore and identify the key factors of service quality dimensions and its affect on Information Technology Service so that organization can understand and follow the possible way to maintain quality of IT service to satisfy its end users. To achieve ultimate target of this research, the relevant three literatures have been reviewed and then the concept structure has been proposed for the analysis. From the respective three literatures, service quality dimensions have been selected to be tested for quality practices in Information Technology Service Department in the United Nations Office on Drugs and Crimes (UNODC).A qualitative research approach has been used to get a better understanding of the issue. The empirical data has been gathered through the study of internal documents, five days of participant observations and in-depth structured interviews with three quality assurance staffs and one IT service user from UNODC. Data presentation and analysis have been done in accordance with the literatures framework and research questions. Finally, conclusion has been drawn by answering research questions based on the issues identified. The findings of the exploratory case study suggest that considering of dependability, prior requirement analysis, and functionality of IT product and services could be taken up to bring realistic, clear, and goal-oriented quality approach in the Information Technology Service which address users’ expectations. The quality dimensions and the gap identified in the research study provide an avenue to address the quality related difficulties that IT service organizations encounter while developing of IT services. This study is expected to create a significant contribution to the areas within a domain of service quality in Information Technology as well as in Information System and Information Management.

Drivers using information from an Advanced Traveler Information System (ATIS) could potentially make better travel decisions to reduce travel time and increase trip reliability, thereby benefiting both guided drivers as well as those without such access. However, market penetration of ATIS can have dramatic effects on the performance of the transportation system in terms of overall benefits conferred as well as the distributional effects between guided and unguided drivers. Because market penetration will be determined both by private market structure and public policies, the effective deployment of ATIS depends critically on the private and public organizations that will provide these services. An understanding of the relationship between transportation system performance and ATIS market penetration provides important insights into a sustaining market structure for the ATIS industry. This thesis provides an empirical study of the impact of ATIS on transportation network quality of service using an application of DynaMIT (Dynamic network assignment for the Management of Information to Travelers). An analysis of the simulation results serves to inform the public and private stakeholder positions in the creation of a better market for ATIS. The main results are that the provision of dynamic route guidance can simultaneously benefit the individual performance of drivers, both guided and unguided, as well as the system performance of existing transportation infrastructure. In order to perform this analysis, it was necessary to develop a new software framework for the real- time integration of DynaMIT and a Traffic Management Center (TMC).

This thesis investigates the most appropriate and effective ways in which a university library can interact with tenant companies and the staff in a technology park. Tenant company staff members in five Australian Technology Parks were surveyed about their information needs, information use, and information seeking behaviour as well as their attitudes towards university libraries which offered services to them. Three of the five Australian Technology Parks had formal relationships with universities and their libraries. The librarians of these universities were interviewed on their attitudes towards the provision of information services to the technology park community, as well as the information services they offered to this group of clients.The research results indicated that most of the respondents who were engaged in R&D areas accessed university libraries' collections for technical information and valued their services and the professional help of the librarians, whereas those in other areas, particularly marketing and sales, did not place as high a value on these services. One striking finding from the research was that the respondents in the latter group use the Internet as their preferred first source of information, not informal personal contact as been expected and indicated in previous studies. A contributing factor to low use of the university libraries was poor promotion of library services.A major objective of the research was to obtain information on the relevance of the Australian data to developing and offering services to tenants in a new technology park in Thailand. Results drawn from the Australian data was used to form a model for the interaction between university libraries and tenant company staff in Thai technology parks. The model was tested through interviews with Thai sample group and was then fine-tuned to meet Thai economic and social conditions prior to proposing it for use in Thailand.This research indicated that many aspects of Thai university libraries need to be adjusted in order to successfully provide effective information services to the technology park community. These include clearly defining library policies towards the tenants, increasing and improving avenues of access to library services, improving library performance and services, increasing promotion and marketing, supporting personnel development policies, and creating partnerships with other organisations.

Information Technology plays a significant role in the administration and operation of most organisations today. This is certainly the case with each of the Australian Ambulance Services. With the rapid increase in the use of Information Technology and the expectation about its use by both staff and the general public, the Ambulance Service managements' are faced with the dilemma of trying to ensure that their organisations are able to get the full advantage of advances in Information Technology and at the same time ensure that investments in IT are maintained at appropriate levels that will ensure the maximum return on the investment in terms of the Ambulance Service achieving its mission and objectives. The research considers three questions: How are IT investment decisions determined? How are levels of IT investments determined? Do IT investments contribute to the organisation's overall effectiveness? The general feeling by the ambulance service CEOs is that the investment in IT has been worthwhile in terms of contributing to the organisation being more effective. These findings are contrary to a study by United Research/Business Week and described by LaPlante (1988) where less than half of CEOs surveyed felt that their organisation did an excellent job of linking computer strategy to corporate goals.

The aim of this masters thesis is to create a customized visualization web application of consulting services statistics. This to allow users to get an overview of time management through clear visual links between developers, customers and tasks. The design of the application is based on literature in usability and information visualization as well as a usability test. This thesis work resulted in a JavaScript based web application using the web framework CakePHP which follows a model-view-controller architectural pattern with visualization components implemented in Javascript.

Information technology (m has become crucial to the functioning of modern hospitals. It includes a range of human elements, infornlation, equipment, knowledge and systems. It is important to hospitals, as these are complex environments including many systems with diversity of functions, sub-systems, and professionals. The adoption of technology can be explained by four general theories: economic, political, social and globalization theory. Based on these theories five sets of reasons can account for the adoption of IT in a hospital environnlent. They are, practical; to solve existing problems, economic/business; to achieve d profit or reduce costs or both, rational; to achieve efficienL1' and effectiveness, social; to respond to pressure from society for political reasons and to increase positive image, and supply driven forces by which IT producers seek to sell their products and services. However, no one theory or set of reasons can by itself explain the precise drive for use of IT because nluch depends on each hospital's needs and surrounding drcunlStances. The purposes of this research are to investigate the extent to which IT is being used in Gulf Corporation Council (GCC) public hospitals, why IT has been adopted, and the impact of IT on hospital managementThe methods used in conducting this research were based lllainly on three established methods for searching and collecting infomlation; a literature review, the surveyor questionnaire, intervie,,'s and case studies. Five case studies in Qatar, the United Arab Emirates (UAE) and Bahrain were undertaken to cover Gee hospitals and medical centres populations. Most health and medical services in Gee Countries are provided by public hospitals which account for approximately 64% of total hospital provision, employ most medical professionals, mainly expatriates, and contain most patient beds. In Gee hospitals, IT is still in the early stages of implementation. IT has been found to be adopted at a low level due to reasons such as lack of awareness, other priorities in health policy strategies, and the low level of funding allocated. IT can provide hospitals with many benefits, solve many problems and has many inlpacts on human and functional systems, internal power balances and on the social status of hospitals. The benefits are found to be mostly in the areas of processing work. Therefore, the areas which were given priority for IT implementation were medical records, finance, and personnel areas. No significant impacts v"ere found on hospital structure, chain of conlllland, span of control and nUlllber of employees, however, itwas found that IT increased management power, hospitals' social in1age and hospital political power, while there were disagreements about IT impacts on employees' social relations. The evaluation of IT impacts on Gee hospital management shows that the impacts were not at the same level of intensity or direction, for example, sonle impacts ,",'ere positive and some negative; some significant, moderate or nurunlal, some ambiguous or obvious, were some were slow and some fast. Some efforts at Gee States level were made to develop a model of adopting IT but no real results were detected. However, the future role of IT in Gee public hospitals will be increasing perhaps at a slower pace, but two strategic issues should be given proper consideration; first; the role of the education system, research centers, and industrictl foundation, and the second strategy concerns hospital systems and services structure. This later is related to increased privatization of medical services, economic pressure, and changes in governments' employment strategy. The importance of this thesis is to draw the attention of decisionmakers to the role of IT as an efficient managerial tool in some respects and to provide a foundation for future studies

Abstract:
This thesis addresses the question of the design, production and use of information graphics in health technology assessment (HTA). Drawing on previous research in both information design and health policy, it describes a comprehensive design process for creating new visual presentations that can inform health policy-makers. The thesis begins by introducing, and functionally defining the terms ‘information graphics’ and ‘health technology assessment’ in Chapter 1. It then offers a methodological discussion of how research can be performed at the intersection between these two diverse fields. This discussion forms Chapter 2 of the thesis. The context of use is surveyed in two studies, which are presented in Chapter 3. These assess the current use of information graphics in HTA, and the information needs of health policy decision-making bodies. This enables a needs-based approach to the design of 10 information graphics, that could be used in hta. These are shown in Chapter 4. Finally, two of these information graphics are empirically tested with two further research studies, forming Chapter 5 and Chapter 6. The thesis is aimed at giving practical advice to those wanting to produce graphical presentations of information in HTA, and to provide the foundation for further original research in information design and HTA. Chapter 7 draws together the research from the rest of the thesis, to make recommendations in light of the combined findings.

Context information is information that describes the user's context. The goal of the Adaptive Context Aware Services (ACAS) project is to enable applications to use context information in order to adapt their behaviour to the user and his environment without requiring the user to manually change/manage parameters. While the concept of linking context aware entities together to form a logical "context network" was introduced earlier in the project, some questions regarding context information discovery and the discovery of context aware entities were previously unanswered. The goal of this thesis was to design and evaluate such a context network allowing entities todiscover each other and exchange information regarding their services and context information. For this purpose, a "Context Entity Registrar" has been developed allowing entities to register, thus they can easily be found by other entities who can query this registrar. During the design of this proposed solution, a special focus has been given to the performance of the registrar, especially how it scales when answering a large number of requests, in order to validate the design's potential as a solution to context aware entity discovery. Measurements have shown that this proposed solution scales well, making it a key element of a context network. Discovery of other entities and of context information play an important role to determine the performances of a context aware implementation. This masters thesis addresses first the issue of the architecture of the context network and then some tests to measure the performances of the proposed solution.

Adaptive Context Aware Services (ACAS) projektet har som mål att möjliggöra applikationer att använda kontext information för att anpassa sitt beteende till användaren och dess miljö, utan att kräva att användaren ska sätta eller hantera alla parametrar manuellt. ACAS projektet har tidigare infört konceptet "context network" som förbinder context aware enheter. Det finns dock kvar några obesvarade frågor angående upptäckt av context information och av context aware enheter.Trots att sättet att länka ihop kontextmedvetna enheter för att forma ett logiskt 'kontext nätverk' introducerades tidigare i projektet, finns det kvar några obesvarade frågor angående upptäckt av kontext information och upptäckt av kontextmedvetna enheter. Examensarbetets mål är att utforma och utvärdera ett sådant kontextnätverk som ger enheterna möjlighet att upptäcka varandra och utbyta information om tjänster och context information. Därför utvecklades "Context Entity Registrar" så att enheterna kan registrera sig för att kunna bli upptäckta av andra enheter som kan göra förfrågningar till detta register. The challenges of Big Data (BD) and Big Data Analytics (BDA) have attracted disproportionately less attention than the overwhelmingly espoused benefits and game-changing promises. While many studies have examined BD challenges across multiple industry verticals, very few have focused on the challenges of implementing BDA solutions. Fewer of these studies have focused directly on the financial services industry, and none have quantifiably measured the severities of the challenges. That created gaps as BDA solution implementers in the financial services industry could neither access a roadmap to guide their steps against obstacles that lay ahead, nor compute the severities of the challenges. This study addressed those gaps through two research questions: (1) What are the challenges of implementing BDA solutions in the financial services industry; and (2) What are the rankings of these challenges, in terms of importance and relative severities, such that BDA implementations can devote more research attention to or hedge better against those challenges? To answer these questions, the study used a mixed methods approach to content-analyze 75 BDA documents and collate a comprehensive list of 22 BDA challenges. As well, 36 financial services industry BDA-subject-matter-experts (SMEs) were surveyed to validate the list, rank the challenges, and measure their impacts. The research findings showed that the challenges of implementing BDA solutions in the financial services industry are mostly strategic and people-driven, rather than process-induced or technology-driven. Specifically, miscommunications and misconception of the meanings, intents, and the value-added benefits of BDA implementation in the financial services industry were found to be the top challenge. Details of the results, its implications for the BDA communities of practice and discourse, and opportunities for future research were discussed. The results can be generalized if scaled with a bigger sample size and better measures-of-intangibles.

Abstract:
The original intention of the study was to replicate Moore & Benbasat's model of information technology adoption (I990a, b,; 1991ab,) which fused two established theories, the Diffusion of Innovations (Rogers, 1962) and the Theory of Reasoned Action (Fishbcin & Ajzcn, 1975), an attitude-behaviour theory. Flaws were found in the construction and application of the model, most notably in relation to the origin of belief statements used on their instrument. Nevertheless, the overall aims of their study were thought to be worthwhile. A literature survey provided an understanding of the study context, the historical background of the Theory of Reasoned Action and the manner in which the Theory has been applied and adapted. Evidently, volitional control is a pertinent factor in organisational studies yet existing extensions of the Theory of Reasoned Action which attend to volitional control were found to be imperfect for applications in organisations. A new model was developed by the author for the purpose of predicting and explaining I.T. innovation behaviours in organisations. The model was tested on employees of the University of Central Lancashire, first by qualitatively eliciting and grouping salient beliefs and secondly through a quantitative survey of randomly selected individuals. Findings from the survey data were variable. The act-specific part of the model had predictive power, and this improved with the addition and substitution of determinants. On the other hand, problems were found with the general organisational constructs; factors contributing to the predictive weakness here have been identified. An examination of underlying belief structures provides information for implementers. Recommendations arc made for intervention communications relating to I. T. implementations. The development of organisational and control belief structures is proposed to provide a diagnostic tool for supplementary use where organisations wish to qualitatively judge the 'temperature', or alternatively to administer a quantitative study of employee satisfaction - these, without prejudice to the claims for the extended model. The author stands by the theory and recommends a course whereby the model is expected to hold.

The advent of self-service technology (SST) and the adoption thereof has occurred in many industries and sectors globally. The financial services and banking sector embraced the SST transformation and invested heavily into this channel including the South African industry. This study aims to understand the causal relationship between the investment into the SST channel and the impact it has on organisational performance within the South African context. This research exercise applied a single unit of analysis case study research strategy to examine the impact on the organisation's various performance criteria, namely profitability, productivity, cost efficiency and intangible benefits as a result of a SST investment strategy. Qualitative data was collected from interviews with key informants from the selected organisation and analysed thematically. The study adopted a theory based deductive approach using the DeLone and McLean model of IS success (2003) as its underlying research framework. The findings of this study deduced that with an appropriate investment strategy in SSTs, there would be a positive impact on the net benefits of the organisation with an explicit relationship dynamic. This study lends support to earlier studies of this nature, particularly with regard to the SST channel offering, as there is a lack of literature due to the evolution of perception and recency of this technology channel. The relationship dynamic aspects between the constructs of this study also contributes to the closing of gaps within the body of knowledge that exists. However it must be noted that these findings are based on a single unit of analysis case study research strategy which connotes limitations in terms of generalisations.

On-line social networking and communication services are increasingly popular methods to communicate with friends, family and communities. Statistics shows that users of services like Facebook and Twitter stretches across geographical locations, professions, age groups and habits. Smart mobile devices with Internet connectivity simplifies access to these services at anytime and from almost anywhere. However, the huge amount of user-generated content makes it difficult to identify useful information. A challenge is to create micro-communities where users may join in from heterogeneous social networks using proper user and identity management. The increasing number of social networks and communication services are also creating new challenges in social media content filtering, micro-community discovery, automatic group communication initialization.This licentiate thesis proposes to utilize social graphs for improving group communication. It therefore presents a framework that manages information harnessed from social-networking services and personal devices such as mobile phones and laptops. The framework can identify individual communication patterns and use these to calculate a social strength between users expressed as a weighted social graph.The central component of the framework is a social recommendation engine for social content filtering, group management and communication pattern discovery. The engine harness personalized social data (both content and contact) from the social-networking services and personal devices. The framework also contains methods for social strength calculation based on a unified interaction model that supports communication pattern discovery. A comparison study is presented together with the framework, which evaluates different social strength computation methods based on a simulated interaction dataset. The feasibility of social data collection from social networks and communication services are also discussed to illuminate potential benefits of the framework for the next generation of communication tools (such as mobile video conferencing).Evaluation of the framework is initially done by proof-of-concept prototypes that illustrate functional feasibility. Two prototypes are presented in this thesis, a presence information viewer that filters and prioritizes contacts and a real-time photo sharing application utilizing calendar data for initiation of group communication. In conclusion, improving group communication by offering services for micro-communities, based on our communication habits, personal interests and context (such as activity and location) is technically realistic and feasible.

This thesis presents the results of the program of research performed in the completion of a Doctor of Philosophy (Business) entitled: Developing Effective Hospital Management Information Systems: A Technology Ecosystem Perspective. The central contention of this thesis is that the current ecosystem models in the information technology (IT) and information systems (IS) literature can be extended and improved. In turn they can be better applied to the field of IS and the development and implementation of information systems. This research seeks to highlight an example of how these models can be extended, through an analysis of the specific context of the hospital management information system environment, using the technology ecosystems model (TEM) of Adomavicius et al (Adomavicius et al., 2005). The environment in which hospital managers operate is characterised by high demand pressures, strong public service expectations, and an ever diminishing income stream (in relative terms) with which to provide services. Even in private hospital care, many of these pressures still apply, as well as a pressure to maintain profit margins. The agenda context here is a complex one, particularly when one considers the role of hospitals in this context. Hospitals have multiple competing priorities when viewed from a management perspective. This is despite the fact that the core mission of the hospital is to provide timely, safe care within available human and financial resources, to patients who present for care. This care can be across multiple care settings inside the hospital including the inpatient space, the operating theatres, the intensive care unit, and the emergency department; and in outreach settings. Hospitals however, have been described as a series of cottage industries each loosely coupled with a common objective of supplying care to patients. All of these factors combine to mean that managing a hospital with the above-mentioned aim in mind, is a very difficult task. Nakagawa et al (Nakagawa et al., 2011) talk specifically to this difficulty. In this research I undertake this examination through 2 core exercises. Firstly I examine the literature – both the information related and health care literature, for insights into the questions at hand. Secondly I examine the lessons learned from five Case Studies (CSs). The first four of these are based in physical hospital facilities across three Australian states. The final one is a “virtual CS” in which the views of multiple parties, not centred on any given physical institution, are sought and examined in relation to these questions. Based on the data collected in both the literature review and the CS’, and through a process of triangulation and research model validation, I conclude that a hospital management technology ecosystem (a HOME) can be described. Its existence thus validates the core TEM, and in fact the findings support some meaningful extensions to the TEM. The HOME is predominantly characterised by the presence of strong drivers of change that arise from outside the immediate hospital environment. Examples include changes in the labour market, and the skill sets of workers; changes in the broader development and availability of technology (for example – think of the effects of the rise of smart phones), and changes in government policies and funding arrangements. In the majority of cases these broader influencing forces (Environment Shaping Forces – ESF’s) can be seen to act on the local management environment and the role of technology in that environment, through describable intermediaries. A very obvious example of this is the effect of a global financial downturn - eventually this wide reaching force could be expected to affect hospitals (be they private or public) through struggling performance of a parent company, or state government funding cutbacks. In turn this could easily lead to reduced spending on IT in a given hospital. These findings, along with those around services provided by the ecosystem, and the measurement of ecosystem success or failure, add substantially to the IS knowledge base in this area. This research thus acts as a sound basis for further research in this new direction, but also provides a usable conceptual and practical framework within which stakeholders – managers, clinicians, beauracrats and the software development community - can view the management of hospitals and the technologies in support of that management.

As a developing nation, South Africa is badly affected by the so-called Digital Divide. Information and Communication Technology for Development (ICTD) interventions are rapidly increasing in marginalized and rural communities in striving to bridge this digital divide. This research project is undertaken within the context of the Siyakhula Living Lab (SLL) which is an ICTD intervention at Dwesa rural community. This research investigates how audio-based services can be applied locally for communication and information sharing. This research aims to develop a user-driven telephony framework which will enable users to construct customized audio-based services. This aims to empower the Dwesa community for skill development and supports the user-driven innovation. The Internet and Telephones are the most popular technologies that are widely used in our daily life for purposes of communication and information access. Voice over Internet Protocol (VoIP) integrates these two separate technologies (Internet and Telephones) to produce real-time multimedia communication services such as Interactive Voice Response (IVR) systems. In addition, the ability of VoIP presenting information through voice plays a crucial role, more especially to those who do not have web visual access or those who are computer illiterate.

This study was evoked by a discussion with one of Dimension Data’s Service Management Executives. The discussion was centred around customer service management focus and on how to bring all stakeholders within the organisation to share this common goal. The critical aspect does not merely mean improving quality, but to exceed customers’ expectations according to Manning (1989:63). Quality and customer service have become a way of life rather than, short-term projects that can begin and end at will emphasises Manning (1989:91). There is a myriad of evidence to suggest that services are becoming critical to economic growth in most developing economies, one of such is South Africa. Thus South African industry requires substantial reflection both from the government and private sector regarding issues of service. Organisations therefore need to understand products and services as complex clusters of value adding satisfactions. Zimbabwe has a fairly developed health-care delivery system that is served by public and private hospitals at district, provincial and national level. The public health-care system is the largest provider of health-care services and caters for the majority of the population but this is done in a resource-restricted context, typical of a developing context. In this context, this research sought to establish the potential of mHealth Technologies in Zimbabwe’s maternal health sector using Parirenyatwa and Harare hospitals as case studies. The reviewed body of knowledge, which was largely a comparative assessment of mHealth technology adoption in developing countries, indicated that the full adoption of the prevailing eHealth strategy in Zimbabwe remains hamstrung by the slow pace of policy implementation. This is a qualitative study and data was collected with unstructured interviews. Purposive and snowball sampling were used to recruit the participants. The gathered data was analyzed through content and thematic analysis. Four broad themes emerged from the primary data collected during the interviews and these include: trends in information dissemination in Zimbabwe’s Public Health System; information needs for expectant women and midwives; the prevalence of ICT use in Zimbabwe’s Public Health System, and mobile technology use in the maternal health sector in Zimbabwe. The research was able to establish that while there is a high proliferation of smartphone use among most expectant women, this has not translated into their use for health information-related purposes.

Abstract:

This research informs an ongoing debate regarding a firm’s incentives to invest in information security. Previous research reported that data breaches have had a decreasing impact on a company’s stock price over time, leading researchers to conclude that market-based incentives are decreasingly effective. Some information security economists also suggested that further regulation is necessary because they found that capital market participants poorly accounted for the spillover effects of a breach—the effects of a breach that are external to the breached company. However, some studies indicate that sector-wide systematic risk could measure spillover effects and that the effects of a data breach on systematic risk may have changed over time. The purpose of this study was to quantitatively describe the relationship between the data breach of a firm and changes to the systematic risk of that firm’s sector. This dissertation used event studies of sector-wide systematic risk within American stock markets to measure the external effects of breaches that occurred in companies within the financial, technology, healthcare and services sectors. The use of a repeated measures analysis of variance between those event studies allowed examination of longitudinal changes to sector-wide systematic risk between 2006 through 2016. This analysis found that the breach of an individual company had a significant impact on the systematic risk for that company’s entire sector (1.08% in 2016) and that these impacts have increased over time (p = 0.015). The results were consistent across all measured sectors, without any significant correlation attributable to the scope of the breach. Together, these findings suggest that market forces are increasingly incentivizing sector-wide investment in information security. Further research should consider the potential for government enforced meta-regulation of sector defined information security standards.

Understanding the use of information and communication technology (ICT) in the Namibian's health sector is important in the global information society It is not clear how ICT is being deployed to support the delivery of health services to the Namibian patients. Health service providers (HSP) in both private and pUblic health sector must be aware of ICT use patterns because this may influence how they deliver services to their patients in the future. This study thus seeks to investigate how ICT have been used in the delivery of health services to patients in the Khomas and Oshana regions of Namibia. Based on the literature review and data collected from the HSP and patients, a 'generic' health service delivery landscape for Namibia was developed and regional landscapes for the Khomas and Oshana regions were further derived from it. The landscapes depicted health service provision to patients in the different health sectors in Namibia. After mapping the health landscapes primary data was collected from the health service providers (HSP) in private, mission and public health institutions using a questionnaire A second structured questionnaire was administered on the patients A total of 21 and 134 HSP patients respectively, responded to the survey questionnaire. Results from the descriptive analysis indicate a relatively high ICT use by both HSP and patients.

Information and Communication Technology for Development (ICT4D) is an emerging research area that is concerned with the beneficial applications of Information and Communications Technology (ICT) to achieve developmental goals. ICT4D is thus concerned with designing and developing innovative technologies for resource-constrained environments for applications in key areas of social development such as health, agriculture and education. The ICT4D initiatives, therefore, are driving three main tasks, namely developing the required infrastructure (connectivity, electricity and computing devices) sustainably, building the required ICT human capacity, and providing access to digital content and services. Each of these three main thrusts necessitates innovation. This study addresses the evident lack of delivery mechanisms to facilitate access to digital content and services to end-users through the technologies that these end-users already possess. This lack of innovative delivery mechanisms is both an impediment to achieving equitable access to digital content and service and an opportunity to innovate. Therefore, drawing from the theoretical background of ICT4D, this study develops a set of technical and socio-technical requirements that the missing delivery mechanisms should satisfy. The study also explores the Service Delivery Platform (SDP) concept as a technically viable basis for the required delivery mechanisms. The study then develops a conceptual model of an Access-Technology-Agnostic Delivery Mechanism as a possible delivery mechanism that facilitates equitable access to digital content and services within an ICT4D context. The relevance of the conceptual model is established and, through a prototype implementation, the technical feasibility and utility of the conceptual model is demonstrated. The conceptual model is demonstrated through a proof of concept implementation using standards-based open source technologies. The proof of concept clearly demonstrates that the access-technology-agnostic delivery of digital content and services is achievable, thus making the same service accessible through different access technologies. In developing the Access-Technology-Agnostic Delivery Mechanism, this study contributes through innovation to providing access to digital content and services in an access-technology-agnostic manner.

Abstract:
Outsourcing has become an attractive option for today's organisation. Since outsourcing Information Technology (IT) is a relatively new phenomenon in Australia, little research has been conducted as to IT management strategies needed when considering outsourcing. To guide management in the decision whether or not to outsource IT, the study developed and tested a decision-making model comprising the phases of intelligence, analysis and planning, strategy selection, action, and evaluation and monitoring. The significance of decision phases and tasks contained in the model was established through a survey of major Australian organisations. The sample included Australia's top 390 companies. Such organisations would be likely to have large IT installation and therefore would have greater knowledge of IT outsourcing. The model was also applied in four major case studies to contribute to the survey and to help in interpreting the survey results. Respondent experiences in making IT outsourcing decisions were discussed. The study found that the 'action' phase of IT outsourcing is the most important decision-making phase. It is largely determined by the track record and the ability of the potential vendor to provide high service levels for the client. The need for an acceptable level of service is also strongly apparent when management evaluates and monitors the outcome of IT outsourcing. In recognition of the importance of the action phase the study presented an expanded model. It shows an expanded representation of the activities, presented in life eyrie form, related to selecting a suitable vendor and entering into an outsourcing contract. The study concluded that the proposed model was sufficiently comprehensive and structured to be a useful guide for IS outsourcing decision making. It enabled decision makers to consider complex, wide ranging and interrelated decision criteria concerning IS outsourcing for their particular circumstances and needs. Knowledge of the above findings should provide the following benefits: *The identification and description of phases, tasks and subtasks provides a checklist of what needs to be taken into account during IT outsourcing decision-making; *The identification of key phases, tasks and sub tasks will help management and others to focus on critical areas that need to be managed well in order for IT outsourcing to be successful; *The identification of the action phase as the most important phase enables management attention to be particularly focussed; *The framework can be used on a 'as needed' basis thereby making it useful for different outsourcing decision scenarios and situations. The study concludes with the research limitations and suggestions for future research.

This study aims to investigate the impact of Information Communication Technologies (ICTs) on academic library services provision and operations, as well as how this has influenced the use of library information resources by undergraduate and postgraduate students at the university. The objectives of the research were to: assess the impact of ICTs on academic library operations and the academic librarians’ functions, assess how ICTs have influenced undergraduate and postgraduate students’ use of library information resources, identify the challenges of ICT-based library operations and services; and identify how conventional library and information services can be delivered more efficiently through ICTs.

The innovative firm must continually evaluate its boundaries - decisions often shaped through make-buy-partner evaluations and choices about where to define the firm's competences. Building off of earlier work that suggests heterogeneity in types of organizational competences, I submit that a firm's portfolio of organizational capabilities map across three states: core, supplementary, and complementary. Core capabilities are the defining competences that are imprinted during the founding and formative years of the firm. Persistence in the core often leads to inaction and failure. Supplementary capabilities may form after the firm establishes its core and whose origins are traced to diversification expansion events. Complementary capabilities may form at founding and/or as managers detect competence gaps during changing conditions. Complementary is activated primarily to increase the value of the core. Given the firm as a portfolio of heterogeneous competences, the dissertation's focus is on when, why, and how the established innovator activates new complementary capabilities in dynamic environments. The context is hardware product vendors within the Information Technology (IT) industry and the complementary organizational capability is the business of professional services - e.g., consulting, systems integration, and custom implementation. Considering the expansion into professional services as a type of related diversification, the first paper uses panel data of U.S.-based IT product firms from 1987-2008 to explore the industry-level patterns behind the expansion into complementary services-centric domains given the core expertise in R&D-centric activities. I find that product firms who were diversified into more complementary R&D-centric activities (e.g., software) were more likely to diversify into complementary professional services - suggesting that professional services are part of a larger architectural/portfolio enablement strategy. The next part of the dissertation explores this phenomenon further by examining the process by which two innovative firms activate new complementary capabilities using polar-opposite dominant models: EMC preferred to "make" while Cisco preferred to "partner." Both case studies emphasize the process and unique dilemmas with the activation and evolution of complementary capabilities from 1995-2010, an era marked by continuous technological change and market uncertainties. I conclude with a discussion of the common patterns across these two firms and managerial implications.
