Abstract:
Non-contact measurement technology based on triangulation with cameras is extensively applied to the development of computer vision. However, the accuracy of the technology is generally not satisfactory enough. The application of telecentric lenses can significantly improve the accuracy, but the view of telecentric lenses is limited due to their structure. To address these challenges, a telecentric surface reconstruction system is designed for surface detection, which consists of a single camera with a telecentric lens, line laser generator and one-dimensional displacement platform. The designed system can reconstruct the surface with high accuracy. The measured region is expanded with the used of the displacement platform. To achieve high-accuracy surface reconstruction, we propose a method based on a checkerboard to calibrate the designed system, including line laser plane and motor direction of the displacement platform. Based on the calibrated system, the object under the line laser is measured, and the results of lines are assembled to make the final surface reconstruction. The results show that the designed system can reconstruct a region of 20×40 mm2, up to the accuracy of micron order.

Abstract:
Endoscopic telecentric apparatus is a precision measuring instrument which consists of optical, mechanical and electrical technologies. It can be applied in real-time accurate test to detect the position, shape and wall surface defects of brake master cylinder. This paper designed an optical system with Zemax, it can be used in endoscopic telecentric apparatus. The system has 4mm linear field of view, the line of vision is 90°,the magnification is 0.75×,the depth of field is 6mm.The value of modulation transfer function (MTF) is close to the diffraction limit, the resolution of the system is up to 3 and the spot diagrams of all configurations are smaller than Airy disk, the total track is less than 300mm. It adopts 1/6CCD to receive image, the measurement accuracy reaches to 0.03mm.The system uses pentagonal prism to realize 90°line of vision, it is convenient to assemble and avoids the mirror image. The image quality is good and the design meets the requirement.

Los telecentros no solo representan una gran oportunidad para ampliar el acceso de las TIC a las comunidades de una manera flexible, sino que son lugares de encuentro, de generación de ideas, oportunidades de cambio y, en algunos casos, son una parte vital e integral de la infraestructura social de la comunidad. Esta investigación tiene por objetivo general plantear el capital social como fundamento para generar acciones sostenibles en la red de telecentros de Cataluña (XPT) Los objetivos específicos de este estudio son: (1) Proponer una batería de indicadores de sostenibilidad de telecentros. (2) Diseñar y validar un instrumento para medir el capital social de los telecentros (3) Describir y evaluar las acciones desarrolladas para lograr la sostenibilidad en los Telecentros de Cataluña. (4) Elaborar un modelo de buenas prácticas de sostenibilidad de la XPT. El fundamento teórico desarrolla una visión actual y global de los telecentros, sus objetivos, modelos, servicios, necesidades y desafíos. Se propone un análisis detallado de las dimensiones de sostenibilidad y se proponen seis dimensiones y los factores que influyen en ella. Se estudia el desarrollo, potencial y medición del capital social desde una perspectiva socioeducativa y su aporte dentro de los telecentros. Al final de esta fase, convergen las posibilidades que brinda el capital social a la sostenibilidad de los telecentros. A continuación, se creó un instrumento para obtener un perfil del capital social de los telecentros y conocer qué acciones fortalecen o incrementan su sostenibilidad. Ambos resultados nos han permitido construir un modelo de buenas prácticas de sostenibilidad basados en las experiencias de los cinco telecentros de la XPT. Consideramos que la sostenibilidad de los telecentros es posible gracias a la apropiación del telecentro por parte de la comunidad beneficiaria, así como a la relación existente entre los agentes políticos, los líderes y las entidades de dicha comunidad. La sostenibilidad se debe, en definitiva, a las redes de confianza, cooperación y reciprocidad que allí se generan. El concepto de capital social permite el análisis en profundidad de aquellas redes. El capital social se genera a través de la conectividad en estructuras participativas e integradas, como por ejemplo las redes de proximidad y horizontalidad. Nace de la capacidad de las personas para conectarse con otras personas. Por ello, esos telecentros se han convertido en una parte vital e integral de la infraestructura de su comunidad.<br>Telecentre offer communities great opportunities for increasing flexible access to ICT. But not only. They offer places where people meet, generate new ideas, opportunities for change are offered and, in some cases, are a vital and integral part of the social infrastructure of the community. The main objective of this investigation is to propose social capital the key to generate sustainable actions within Cataluña’s XPT [Xarxa Punt TIC] network of telecentres. Specific objectives of this study are the following: (1) to propose a battery of sustainability indicators for telecentres; (2) to design and validate an instrument measuring social capital in telecentres; (3) to describe and evaluate actions developed to implement sustainability in Cataluña’s telecentres ; (4) to elaborate a model of good practice for sustainability in XPT’s. On a theoretical level, this study develops a view on telecentres which is both, actual and global, covering their objectives, models, services, needs and challenges. It intends to offer a detailed analysis of the dimensions of sustainability, to propose six dimensions of sustainability and to elaborate on the factors which have an impact on it. Social capital contribution will thus be looked at in terms of its development, potential and measure, as applied to the socio-educational dimension of the telecentres. At the end of this phase, the various possibilities offered by the social capital to the sustainability of telecentres should emerge. An instrument was created thereafter, with the intent of creating a social capital profile of the telecentres and identify those actions which reinforce or increase its sustainability. Both types of results have allowed us to build a model of good sustainability practices based on experiences made by the five telecentres of the XPT network. We consider that sustainability in telecentres is possible thanks to their appropriation by the community benefitting from it, as well as the relationships existing between policymaking agents, community leaders and the various entities constituting the community. Thus, sustainability is finally the intertwining of networks based on trust, proximity and horizontality generated within. It’s the concept of social capital which allows an in-depth analysis of all those networks. Thus, social capital is generated via connectivity of structures which are both participatory and integrated, as for example networks of proximity and horizontality. It is created by the capacity of people to connect with others in the community. For them, these telecentres have become a vital and integral part of the local community’s social infrastructure.

Optical design consists of creating a nominal design according to specifications given by Meopta – optika s.r.o company and a tolerance analysis, which describes manufacturability of given design. Specifications given are most importantly diffraction limited image quality, correction of distortion throughout the field and telecentricity of systém in image space. F-theta lens in this thesis was created using an optical design software called Zemax.

Abstract:
This thesis is an in-depth micro study that adapts the participatory monitoring and evaluation (PM&E) method to study the planning, establishment and post-establishment phases of a telecentre in a deep rural-agricultural setting in South Africa. The PM&E Method forms part of the humanistic, person-centered approach of the Ethnographic Paradigm which promotes the research participants as the central characters in their own development process since their opinions, suggestions and recommendations are collaboratively discussed and included in all Actions undertaken. Thabina was chosen for this study, for two reasons: Firstly, being the first small-scale Irrigation Scheme in South Africa to be transferred into a water user association (WUA) by the then Department of Water Affairs and Forestry (DWAF), it provides the researcher with a local community that is already organized into an homogenous unit and second, the fact that the community is geographically located in a deep rural agricultural area of South Africa. The community is therefore a developing community at a low level of development, which may according to the literature, benefit from development communication and information. For example, the farmers have to comply with the rules and regulations of the Department of Water Affairs, which could be easily adhered to if the financial and management systems were computerized. The farmers also have to communicate with other stakeholders, roleplayers and agriculture-related organizations. The participatory approach, which forms part of the ethnographic discipline, as used in this study, was based on a four phase participatory process. In this thesis a generic four-phase participatory process is developed by extracting from existing models in the literature the ingredients that would best fit the circumstances of this case study. The complete model framework would have to take into account the institutional structure of a telecentre as well as that of a WUA, a Trust, a Cooperative, a Community Development Programme and many similar organizations, being established by means of the participatory paradigm. This generic four-phase participatory process (structure and actions) was then adapted to the specific circumstances, conditions and situation of the (mostly) illiterate farmers of the Thabina smallscale irrigation scheme. During these four consecutive, participatory phases of the fourphase participatory process, the community (farmers) participated in the decision making processes and all comments and suggestions of the farmers were taken into consideration before any decisions were finalized by the Management Committee. At the completion of each phase the actions taken during that phase were evaluated by means of formative PM&E in collaboration with the Management Committee. This interpretative research method was chosen as the researcher could operate as a participant observer to the interactions between the farmers. This means that the research process will be presented as a narrative description it will be presented as a "chronological rendering", as suggested by theorists for the Ethnographic Paradigm in which this participatory approach is classified. A telecentre per se is a room or office with appropriate information and communication technologies (ICT) by means of which applicable information could be obtained, assessed, accessed, created and managed and communication established in order to address the socio-economic development needs of the community. The potential role of the telecentre in bridging the Digital Divide has been proven without doubt, as the telecentre, based on technologies, supports development. This means that technologies have put information and communication at the forefront of development. This thesis may be viewed by some observers as a comprehensive experiment. During the pre-establishment phase, pre-establishment actions were taken to ensure that the design of the phases made provision for participation of the community during each and every step of the process. Before the evaluation of the actual implementation of the telecentre, several pre-establishment actions were undertaken, such as the determination of agriculture-related needs. The concept of a telecentre was also explained to the farmers during which the farmers decided that they needed a telecentre at their irrigation scheme. Draft documents compiled by the researcher, such as the Project Plan and how to manage a telecentre, needed to be approved by the community through the Management Committee, on which they were represented. In order to identify the socio-economic information and communication needs of the farmers, a survey of the socio-economic and ICT needs of the community was undertaken during semi-structured interviews. The valuable empirical data obtained from these questionnaires were evaluated and lead to the identification as well as buying of appropriate technologies to address the agriculture-related needs as well as the socio-economic and ICT needs. At the end of 2006, a year after the establishment of the telecentre in 2005, the use of the information and communication technologies was evaluated according to a theoretical model designed by the researcher in order to measure the use of the information and communication technologies. Magister Artium - MA<br>Telecentres in Malawi are being established to bridge the digital divide. Though the basic assumption is that once telecentres have been established many will adopt them, they are being used by a relatively small percentage of the population. However, limited systematic research has been done to understand why. The purpose of this study was to examine factors influencing the acceptance and use of telecentres and their services in Malawi. Specifically, the study aimed at establishing: the access and usage patterns of telecentres and their services; relevance of telecentre service to the community members; factors affecting the usage of telecentres; and challenges facing telecentres and their users. The study employed Rogers’s Diffusion of Innovation Theory which explains how innovations are taken up. This was a quantitative and qualitative case study of one Multipurpose Community Telecentre: Lupaso Telecentre. Questionnaires were given to 130 users who visited the Telecentre during a two-week data collection period in May 2014. Face to face interviews were conducted with three telecentre staff and management committee; and one Malawi Communications Regulatory Authority staff, the implementers of the project. Document and records analysis and observation were used to verify data from the Telecentre users, staff and the management committee; and to formulate some questions for interviews with some key informants. The study reveals that a majority (94.6%) view the Telecentre as an important project; it is improving human skills, increasing the finances and strengthening social capital of the community members and many (85%) users are satisfied with Telecentre service. The negative finding is that only a few people use and benefit from the Telecentre; there is uneven access: users are generally male, young, with low educational and income levels, farmers and Nkhondes; and the ICTs are not the chief attraction. The study finds that convenience and cheaper services; compatibility of services with community’s needs; communication channels, social system, visibility of the benefits of using the Telecentre; and complexity of ICTs influence the use and non-use of the Telecentre. Furthermore, the Telecentre and users are facing several challenges that have a negative impact on telecentre usage. Some of the challenges are: lack of Internet searching skills, frequent blackouts, lack of local content and high costs of services. The study concludes that working on these factors and challenges may help in increasing user base. Hopefully, the results will help those implementing and operating the telecentres on how best to attract more users to the telecentres. The results also add to the body of literature in general

Doctoral thesis is focused on a design of a new original image transition edge physical modeling method for exact object shape position determination. Automatic Optical Inspection systems for the high accuracy optical measurements is main application area for designed method. The new method design is based on precise physical analysis of a defined imaging system. Object side telecentric lens, telecentric backlight source and CCD video camera are main parts of the analyzed imaging system. New image transition edge physical model and method for accurate shape position detection within the model are derived by geometrical and Fourier optics imaging system analysis. Possible influences of the model parameters changes to the accuracy of shape position detection are studied precisely. A new modeling function suitable for implementation in a new optimal approximation method is derived from the physical transition edge model. The modeling function optimal approximation method is implemented in to a Tester2D measuring system and verified by length etalon measurements. The Tester2D measuring system was successfully accredited for dimensions measurement in range with accuracy up to . Documentation of results of the accreditation process with the record of obtained results from measurement system in scope of preformed interlaboratory comparison tests are appended to the doctoral thesis.

O surgimento de novas Tecnologias da Informação e Comunicação (TIC) tem levantando diversas análises e estudos sobre as relações sociais na atualidade. O acesso aos recursos tecnológicos se constitui em um forte instrumento de dominação, uma vez que não está ao alcance de todos. Um dos mecanismos criados na tentativa de minimizar a exclusão digital são os chamados telecentros comunitários, que disponibilizam acesso às tecnologias por parte da população menos privilegiada. É uma ação bastante empregada nos programas de Inclusão Digital da cidade de São Paulo - SP que possui somente 25,47% de sua população incluída digitalmente. Esta pesquisa se configura como um estudo de caso, realizado em um telecentro localizado na Zona Leste de São Paulo e teve como objetivo investigar se este equipamento pode ser compreendido como um espaço de Educação Social. A pesquisa de campo foi realizada por meio de questionário semi-estruturado, com amostra de 115 usuários. A análise dos dados coletados indicou que existe aprendizagem de dois tipos de conteúdos no local: informática e relações sociais mediadas ou não pelo computador. Os conteúdos aprendidos apontaram a especificidade da Educação no telecentro a cultura digital. Embora tenha sido possível verificar melhora na utilização dos recursos tecnológicos com o telecentro, o estudo aponta a necessidade de um projeto político e pedagógico como mecanismo para otimizar as ações desenvolvidas no local, pontuando que este trabalho, longe de ser caracterizado por uma prática não-formal, tem objeto próprio e é intencional.<br>The appearance of new Information and Communication Technologies has been discussed in several analyses and studies about the social relations in the present. The access to these technologies can be considered as a strong instrument of domination because a lot of people dont have means to benefit from these resources. The telecentres are a manner to reduce the digital exclusion because they allow the destitute population to have access technologies. This project has been widely introduced in São Paulo city, where only 25,47 % of the population is digital included. This research is a case study done in a telecentre located in the East side of São Paulo and aimed to investigate whether telecentres could be considered a place of Social Education. The field work was carried out through a semi-structured questionnaire applied to a sample of 115 users of the telecentre. The analysis of the collected data indicated the existence of two different types of learning contents: computer science and social relations mediated by the computer or not. The obtained contents showed the specificity of the Education in the telecentre: the digital culture. Though it has been possible to verify advances in the use of technological resources, this study points to the necessity of a political and pedagogical project which has the intention to optimize the actions developed there. It demonstrates that the Education developed in the telecentre is not a nonformal practice because it is intentional and has a proper object.

Buscamos adentrar nessa temática, a partir da investigação e análise de um curso de Pedagogia desenvolvido pela Faculdade de Educação da UFBA, através do Programa de Formação Continuada de Professores para o município de Irecê, que apresenta como proposta agregar projetos e ações para favorecer a integração desta cultura entre professores. Nesta pesquisa, a problemática que motivou os estudos partiu da necessidade de identificar, compreender e refletir sobre a existência (ou não) de interdependência entre o Projeto Irecê e o Projeto Tabuleiro Digital, de forma a perceber se esta inter-relação potencializa a formação da cultura digital no contexto de formação de professores. A pesquisa caracteriza-se pela abordagem qualitativa, tomando como natureza do estudo a etnopesquisa formação, que requer do pesquisador reflexões sobre seu processo formativo juntamente com os membros do grupo pesquisado. A pesquisa foi realizada tomando como instrumentos para coleta de informações e reflexão a análise documental, através dos documentos formulados para a elaboração dos projetos Irecê e Tabuleiro Digital; a observação participante, realizada em duas escolas municipais de Irecê, nas dinâmicas desenvolvidas no Projeto Irecê e Tabuleiro Digital, e de entrevistas semiestruturadas com os sujeitos selecionados pela participação direta ou indireta nesses dois projetos. Os resultados da pesquisa mostram que para a vivência da cultura digital entre professores, primeiramente, é preciso discutir a concepção curricular dos cursos que formam esses profissionais da educação. Constatamos que a integração desta cultura nos percursos formativos de educadores acontece com a oportunidade de participação em processos contínuos nos quais os professores vivenciem contextos diferenciados que, poderão acarretar mudanças nas suas práticas em sala de aula. Averiguamos que a aproximação entre os projetos Irecê e Tabuleiro Digital contribuiu para a adoção de posturas diferenciadas pelos professores-cursistas, principalmente, ao trabalhar com as tecnologias, superando os medos, as incertezas, colocando em prática o que estavam vivenciando no curso. Mas, apesar de todos os avanços e o desenvolvimento de ações interligadas, percebemos que o movimento de implementar, desenvolver e avaliar os projetos de forma interdependente aconteceu, efetivamente, apenas com a primeira turma de professores formada pelo Projeto Irecê. Hoje, a inter-relação entre os projetos está fragilizada, mas, por outro lado, fortaleceu outros programas/espaços do município de Irecê que passaram a ser responsáveis pela inserção na cultura digital.<br>Salvador

O trabalho discute a importância das Tecnologias da Informação e Comunicação (TICs) na sociedade atual destacando a questão da exclusão digital e as alternativas de inclusão como os telecentros comunitários. Busca compreender como os usuários de telecentros empregam suas competências informacionais ao utilizar a Internet como meio de comunicação para o exercício da cidadania. Utiliza as normas de Competência em Informação da Association of College and Research Libraries (ACRL) como tipos ideais para avaliar as competências informacionais dos usuários ao navegar pela Internet. Desenvolve uma investigação qualitativa da inclusão digital a partir de um estudo de casos múltiplos incorporados. Como resultado, demonstra que os usuários dos telecentros, participantes da pesquisa, empregam principalmente quatro das cinco normas da ACRL. Conclui que os telecentros são espaços propícios para a realização de atividades relacionadas à educação continuada com grande potencial para o desenvolvimento de competências informacionais. Sugere a realização de oficinas que abordem as cinco normas de competência em informação com seus respectivos indicadores de desempenho, a ser implementada de forma conjunta por bibliotecários e profissionais da comunicação, tendo em vista a grande inter-relação existente entre competência em informação e educação para mídia. Sugere, ainda, a realização de outros estudos de caso também qualitativos para complementar esse.<br>The study focuses on the importance of the Information and Communication Technologies (ICT) to society. It highlights the digital exclusion problem and presents Community Telecentres as an alternative for inclusion. It seeks to understand how users employ their information skills when using the Internet as means for the exercise of the citizenship. It uses the Information Literacy Standards of the Association of College and Research Libraries (ACRL) as ideal types to evaluate users´ information skills. It carries out a qualitative inquiry from a multiple incorporated case studie. As result, it demonstrates that the respondents apply mainly four of the five standards of the ACRL (2000). It concludes that telecentres are favourable spaces for the accomplishment of activities related to continued education and have great potential for the development of information literacy. It suggests the implementation of workshops that approach the five standards of information literacy, with its respective performance indicators, to be implemented jointly by librarians and communication professionals, in view of the existing connection between information literacy and media literacy. It also suggests the accomplishment of other qualitative case studies to complement the one described here.

Entretanto, seja pelo alto custo ou pelo difícil acesso, as tecnologias atendem apenas a uma pequena parcela da população sendo as pessoas com necessidades especiais as mais prejudicadas. Na tentativa de minorar estas dificuldades este trabalho apresenta um modelo de acessibilidade para atendimento em TELECENTROS. Este modelo foi desenvolvido á partir da identificação de fatores relacionados ao acesso e ao uso que dificultam ou impedem a interação humano - computador de pessoas com Necessidades Especiais. Assim, foi construído em Taguatinga - DF, com recursos do ministério do trabalho, um TELECENTRO modelo resultante da coleta e análise de documentos e registros feitos durante o processo de atendimento. O modelo básico apresentado neste documento focaliza dois aspectos: O atendimento e cadastramento e o acesso físico e digital. Para facilitar os processos necessários para realização destes objetivos superiores foi desenvolvido um "Sistema informatizado de Apoio ao Telecentro Acessível" (SATA). À partir dos dados registrados e analisados no SATA pode-se fazer com mais eficiência e eficácia o cruzamento de informações para tomada de decisão quanto ao uso da tecnologia e outros encaminhamentos necessários ao processo de atendimento. Esses dados coletados e avaliados serviram de insumo para o desenvolvimento de metodologias específicas para o atendimento de pessoas com deficiência em telecentros. Um Telecentro acessível permitirá que, em médio prazo grande parte das pessoas com deficiência desfrutem plenamente das vantagens propiciadas pela informática, como o acesso ao trabalho, à educação, à cultura, ao lazer, à pesquisa e à informação além de reforçar a geração de trabalho e renda. The use of information technology grows day by day, as well as its byproducts in all activities of society. However, whether by the high cost or the difficult access, technologies serve only a small part of the population while people with special needs do not have the same chances. In an attempt to reduce these difficulties, this work presents a model of accessibility to be applied in TELECENTERS. This model was developed from the identification of factors related to access and use that make difficult or prevent the interaction human and computer for People with Special Needs. It was built in Taguatinga - DF, supported by the ministry of labor, a standard TELECENTER that results from the collection and analyses of documents and records produced during the appointment process. The basic model presented in this document focuses on two aspects: the appointment plus a registration and a physical and digital access. In order to make easy the necessary processes that achieve these goals, it was developed a "Support computing System for an Accessible Telecenter" (SSAT). From the data recorded and analyzed in SSAT, it could be done a more efficient and effective intersection of information for a decision-making regarding the use of technology and other necessary guiding to the appointment process. The collected and evaluated data served as an input to develop specific methodologies for the appointment of people with disabilities in telecenters. An accessible Telecenter will allow, at an intermediate term, that a great part of people with disabilities can plenty enjoy the benefits offered by information technology, such as access to work, education, culture, leisure, to research and information, besides enhancing the generation of work and income.
