It was in 1984 that Telecom Éireann first introduced institutional mechanisms which facilitated employee participation in the formulation and execution of corporate strategy. However, almost ten years elapsed before the full benefits of user participation were realized in the development and implementation of organizational information systems. Two systems development projects that are perhaps exemplars of the manner in which user participation was and still is effected in Telecom Éireann, and which offer unique insights into this multi-faceted phenomenon, are described herein. This case study not only illustrates why user participation is important for systems development in organizations, it also provides evidence that user participation is insufficient for success in systems development if appropriate attention is not given to change management issues associated with the implementation of developed systems. The lessons learned by Telecom Éireann in addressing such issues helped it to evolve its participative policies into a partnership approach to organizational change that helped ensure the success of its strategy of IT-enabled organizational transformation.

VoIP is a technology that has received much attention over the past few years. Speculations are rampant that it will be “the technology” for telecommunications of the future, as broadband gains mass market penetration in every nation. It holds the promise of ubiquity and eliminates the need for a separate infrastructure for telecommunications. In this chapter, we have undertaken a cross country analysis of two economies, Germany and India, at varied levels of broadband voice over internet protocol (VoIP) diffusion, to examine the future potential of this technology in the respective nations and their telecommunications industries. Our brief analysis revealed some valuable insights regarding the impact of VoIP in both economies which may prove to be useful for other economies and telecommunication industries.

Several initiatives have tried to measure the efforts nations have made towards developing e-government. The UN E-Government Development Index (EGDI) is the only global report that ranks and classifies the UN Member States into four categories based on a weighted average of normalized scores on online service, telecom infrastructure, and human capital. The authors argue that the EGDI fails in showing the efforts of nations over time and in informing nations and policymakers as to what and from whom to draw policy lessons. Using the UN EGDI data from 2008 to 2020, they profile the UN Member States and show the relevance of machine learning techniques in addressing these issues. They examine the resulting cluster profiles in terms of theoretical perspectives in the literature and derive policy insights from the different groupings of nations and their evolution over time. Finally, they discuss the policy implications of the proposed methodology and the insights obtained.

European Institutions constitute venues of access for digital rights advocacy networks wishing to influence policy-making on issues of intellectual property rights, internet regulation, and the respect of civil rights in digital environments. Inspired by the hacker imaginary and free and open source principles, digital rights advocacy networks make intensive use of internet tools in order to organize and consolidate a collective identity and build a transnational public sphere. This study focuses on the “No Software Patents” campaign that aimed at influencing the directive on the patentability of computer-implemented inventions (2002-2005) and on the “Telecoms package” campaign, with the objective to remove “graduated response” amendments within a wider set of European telecommunication directives (2007-2009). By discussing the advocacy techniques – both online and offline – that were developed by this activist network, we provide an insight into power struggles that are currently taking place in Europe, but also in other regions of the world.
