Abstract:
In this paper, we study the influence of the National Telecom Business Volume by the data in 2008 that have been published in China Statistical Yearbook of Statistics. We illustrate the procedure of modeling “National Telecom Business Volume” on the following eight variables, GDP, Consumption Levels, Retail Sales of Social Consumer Goods Total Renovation Investment, the Local Telephone Exchange Capacity, Mobile Telephone Exchange Capacity, Mobile Phone End Users, and the Local Telephone End Users. The testing of heteroscedasticity and multicollinearity for model evaluation is included. We also consider AIC and BIC criterion to select independent variables, and conclude the result of the factors which are the optimal regression model for the amount of telecommunications business and the relation between independent variables and dependent variable. Based on the final results, we propose several recommendations about how to improve telecommunication services and promote the economic development.

China, a nation inhabited by one fifth of the world's population and often referred to as "the sleeping giant", is undergoing significant transition. China, subject to domestic changes in its quest for a new balance between traditions, socialist notions and market economy, defines its new role in a changing world that drives towards the globalization of trade in goods and services faces.
This study examines the Chinese position regarding two aspects significant for both China's domestic process of transition and China's international role: telecommunications and banking services. The first chapter examines the general international framework of the GATS with respect to telecommunications and financial services. This includes, inter alia, a study of the legal framework, comprising in particular the WTO Financial Services Agreement and the Basic Telecommunications Agreement. Chapter Two provides an overview of the Chinese telecommunications and banking sectors. This Chapter focuses on the historical and cultural background influencing the process of domestic deregulation and internationalization of these sectors. Chapter Three features an assessment of the Sino-US WTO Agreement on the telecommunications and banking sectors. In the course of this study, a number of concerns and probable consequences can be identified for both sectors examined.
Will "the sleeping giant" move on towards complete market liberalization, or is that prospect merely a castle in the air? This study explores how the China's legal framework governing these two key sectors might unfold.

Abstract:
Recent years have witnessed many significant changes in the global technology landscape. An interesting change we have observed is that some traditional technology late-coming countries such as China and Korea have started to emerge as influential players in the international arena of technology innovation. Historically, developed countries, holding incomparable advantages in financial markets and technologically intensive industries, have naturally taken the lead in technology innovation; while severe deficiencies and challenges are normally faced for developing, or late-coming countries, in innovation. In the literature, strong support from the government has been proven to be crucial for late-coming countries to overcome the deficiencies and to catch up in technology innovation. Based on innovation system perspective, this dissertation aims to understand how the government intervention in technological innovation system (TIS) promotes technology innovation, especially that in the catching-up context. This dissertation examines two technology innovation cases in China, namely the TD-SCDMA and TD-LTE mobile system innovations. A theoretical framework is developed based on institutional theory to structure the case studies. Qualitative methods including documentary research and semi-structured interviews are applied for data collection. This research concludes that, in the stages of technology development and technology diffusion, different TIS functions need to be achieved and different challenges are faced, which require government intervention. The government could analyse how TIS functions are achieved and how challenges are formed in relation to the TIS structural components, in order to determine the intervention strategy. Government can take both direct intervention on TIS actors, and indirect intervention through impacting TIS institutional environment, with regulative, normative and cognitive instruments. In the catching-up context, government interventions contribute more to path-breaking type technology innovations than path-dependent ones in terms of ensuring the success of innovation. Practical implications for the government to effectively intervene in innovation initiatives are given.

Since 1978, China has gradually reformed its economic system from the traditional planning economy to a more competitive market-oriented economy. After an effort of three decades, China has now become the world's fourth-largest economy behind the US, Japan and Germany. Nevertheless, the continuous national economic reform and entrance of foreign companies have significantly changed China's business status quo, and resulted in increasingly drastic market competition in the domestic market.
