Abstract:
The paper is an attempt to cover some of the issues of using information and communication technologies (ICT) in foreign languages teaching and learning (FLT/FLL) on the basis of intercultural approach. The facilities of Internet along with computer programs, audio and video devices, interactive whiteboards and telecommunications are considered. Special attention is given to the peculiarities of telecommunication projects; the example of telecommunication project realization is represented. The advantages and disadvantages of distance language learning are considered. Besides, some diffi culties that students and teachers come across during ICT-supported language education are also discussed. The terms “kiberushishroeba” (cyber security) and “kiberusaprtkhoeba” (computer security) are often used in inappropriate contexts. The term “kiberushishroeba” is used when the avoidance of an imminent threat requires the formulation and implementation of socio-political measures (development and adoption of doctrines, laws, legal acts, improvement of the “kiberushishroeba” and “kiberusaprtkhoeba” assurance management process), because the state of protection of national interests in cyberspace is achieved through the establishment of an effective Computer Security system, cyberspace sustainability, protection from unwanted internal and external influences – as a result of qualified cyber policy. The starting-point in “kiberushishroeba” providing is political aim and the result – to achieve them. “Kiberusaprtkhoeba” is an integral component of “kiberushishroeba”, a carrier of different content and weight. “Kiberusaprtkhoeba” is a combination of technologies, methods and processes of technical protection against cyberattacks of components (networks, computers, programs, data, devices) within the field of computer and information-telecommunication. It is more associated with protection from "technical" threats (to be taken organizational-technical measures: to identify those responsible for the operation safety of the computerinformation-telecommunication field and to introduce appropriate technical infrastructure and security system) or rather to “protection of labor safety” than formulation and implementation of socio-political goals. The goal of “kiberusaprtkhoeba” is to protect them, and to achieve this protection as a whole is ensuring of the result that meets the requirements of the political goal of “kiberushishroeba”.

The problem of ensuring information security today comes to the fore. Information is becoming an increasingly valuable object that requires special protection. Society, transforming into a digital one, is becoming increasingly dependent on information resources and information and telecommunication networks. Recently, cases of the use of encryption programs for information have become widespread, with subsequent demands for the payment of large sums of money for the preservation of data and their decryption. To date, "cyber extortion" falls under the signs of crimes in the field of computer information, such as unauthorized access to computer information (Article 272 of the Criminal Code of the Russian Federation) and the creation, use and distribution of malicious computer programs (Article 273 of the Criminal Code of the Russian Federation). In our opinion, this is not enough. It is proposed to supplement Article 163 of the Criminal Code with additional objective signs aimed at protecting computer information.

In the context of digitalisation, the transformation of the educational process is inevitable and is a priority issue for any country that wants to maintain or improve its position on the world stage. The article presents a comparative analysis of digital competencies and the possibility of their implementation in the higher education system in Russia. The comparison of the formulated competencies in the methodology approved by the Order of the Ministry of Economic Development of the Russian Federation No. 41 dated January 24, 2020, as well as the International Telecommunication Union and other European organisations is considered. The descriptors (knowledge, skills and abilities) of graduates in various fields who, in the era of digitalisation, must have the necessary digital competencies are identified. Today, professional standards, even in the humanities, define the requirements for technical and computer skills. The article proposes formulations of universal competencies in the higher education system based on the analysis.

ICT plays a vital role in human development through information extraction and includes computer networks and telecommunication networks. One of the important modules of ICT is computer networks, which are the backbone of the World Wide Web (WWW). Search engines are computer programs that browse and extract information from the WWW in a systematic and automatic manner. This paper examines the three main components of search engines: Extractor, a web crawler which starts with a URL; Analyzer, an indexer that processes words on the web page and stores the resulting index in a database; and Interface Generator, a query handler that understands the need and preferences of the user. This paper concentrates on the information available on the surface web through general web pages and the hidden information behind the query interface, called deep web. This paper emphasizes the Extraction of relevant information to generate the preferred content for the user as the first result of his or her search query. This paper discusses the aspect of deep web with analysis of a few existing deep web search engines.

Abstract:
The article contextualizes contemporary cyber-surveillance practices in the light of Edward Snowden’s revelations of massive espionage by intelligences services and shows the results of an online survey on the public perceptions of privacy in public telecommunication networks in Slovenia. The results relate to types and frequency of victimization; self-reported study on violating of the privacy of others; concern for the protection of one’s own privacy; perception of those carrying out surveillance; the value of privacy; views on abrogated data retention regulation; and awarness of personal data protection remedies.Despite growing distrust of large internet corporations and – after Edward Snowden’s revelations – Intelligence agencies, the findings indicate a low degree of awareness and care for the protection of personal data. In regard to the perception of primary subjects of surveillance, 56 percent of respondents chose internet corporations as the greatest threat to their privacy, followed by telecommunications companies (25 percent), and shops with loyalty programs (23 percent). According to chi-square and Cramer's coefficient calculations, gender correlation is weak, but men feel more threatened by foreign intelligence services and the Slovene Intelligence and Security Agency. By comparing responses before and after the Datagate affair, we noted that prior to this date, only a handful of people felt threatened by foreign or domestic intelligence agencies. An increased feeling of threat after this date is evident in men as well as women.

In recent years, many telecommunication companies have regarded IP network as a new delivery platform for providing TV services because IP network is equipped with two-way and high-speed communication abilities which are appropriate to provide on-demand services and linear TV programs. However, in this IPTV system, the requests of VOD (video on demand) are usually aggregated in a short period intensively and user preferences are fluctuated dynamically. Moreover, the VOD content is updated frequently under the management of IPTV providers. Thus, an accurate popularity prediction method and an effective cache system are vital because they affect the IPTV performance directly. This paper proposed a new window-based popularity mechanism which automatically responds to the fluctuation of user interests and instantly adjusts the popularity of VOD. Further, we applied our method to a commercial IPTV system and the results illustrated that our mechanism indeed offers a significant improvement.

In the article distance education, advantages of it are informed, the dynamics of development of distance education is shown and the question of formation CRM ­ based distance education is considered. Note for information that distance education is a organized form of educational process on the basis of electronic, telecommunication, software and hardware. Distance education provides long-distance communication between teacher and learner through telecommunications and computer networks based on operative, regular dialogue and feedback. Electronic materials, electronic textbooks, tv programs are presented to learners as forms of information in distance education. Educational institutions must develop a special set of educational and methodological materials for each student to study specific training courses for organizing distance education. As noted, due to the students are on long distance, the main part of the scientific and educational-methodological base of distance education is a virtual information-educational environment. Computer systems, creation of virtual information-educational environment, e-learning methodical fund, electronic catalogs, electronic libraries on the basis of the Internet is the basis of distance education. Distance education is impossible to implement without e-lectures, laboratory works, seminar assignments, methodical instructions for their implementation, which can be obtained through the Internet. That is why the creation and application of a distributed information system is of particular importance for the effective provision of software and hardware opportunities which is equipped the teaching process with e-learning materials, enablied students to use these teaching materials, communicated with teachers, recommended, performed inspection and laboratory assignments and more. For this reason, during the organization of distance education in educational institutions CRM systems can be widely used and its benefits can be used as an intellectual information service. Thus, every university, research institute can use this system to ensure efficiency in their activities. This system can be used to provide the relevant needs of students, teachers, researchers and administration, who are the subjects of scientific and pedagogical activities. First of all, CRM systems define curricula for each specialty of their "clients" (learners) and are investigated suitable information needs. Necessary information is obtained in accordance with the received needs. It should be noted that the ways and sources of obtaining information are different. Thus, information can be obtained from electronic textbooks, data banks, electronic libraries of foreign scientific societies, electronic publications and other resources, as well as various scientific research and educational institutions through scientific cooperation. Through such an approach, the advantages (to choice of place, time, duration and pace of training and to save significantly in financial resources, practicality, time and etc) of distance education can be realized most effectively. The article is noted that investigators are not able to track all technological changes in the field of information technology and to study the traces of this type of crime, special attention is paid to the use of examination of computer systems and computer media (order of the Ministry of Justice of Ukraine dated 08.10.98, No. 53/5). During the examination, it is advisable to solve the following problems: – identification, that is the diagnosis of system processes and system behavior; system identification; multivariate analysis and reconstruction of the circumstances of the event place (by methods of mathematical analysis and computer simulation); diagnostics of the functional purpose of individual elements of a computer system, an intelligent hacking system; identification of the author of the computer text (they seem more important for the investigation and the court); – non-identification, that is determination of the structure and functions of telecommunication networks and e-mail facilities; reconstruction and prediction of system behavior; determination of the reliability and resilience of computer systems; classifying information as software; classifying specific programs as harmful; definition of semantics and grammar of controversial texts; diagnostics and classification of printers, faxes, copy machines according to the text that was made from them. It is advisable in the expert’s conclusion to display the facts of fixing information traces about the actions of malicious programs and search for seized files, parts of files that were specially removed at the beginning of the review or accidentally during the review; results of verification of system, protection, and application logs using documents that govern the rules for archiving logs; audit results (operators, privileges, objects). To the conclusion, it is necessary to attach reports that were generated by the corresponding software, copies on machine media that were obtained during physical fixation. In the case of using a computer document as evidence, there is a need to specify: the means of collecting and processing information; type of system used; control tools that are built into the system for guaranteed detection and correction of errors, determining the level of professional training of individuals in the field of programming and working with computer equipment.

Purpose. Consideration of the method of committing crimes as a key element of the characteristics of crimes committed using information and telecommunication technologies during the period of current restrictions in Russia COVID-19; empirical analysis of the views of criminologists on the way of committing fraud; classification of methods of computer fraud during a pandemic. Methodology: when writing the article, the author used the methods of empirical (observation of the sanitary and epidemiological situation in the country and the state of crime) and theoretical research, through observation, monitoring and comparison — data from the media; information provided by the official websites of the Ministry of Internal Affairs of Russia, the General Prosecutor’s Office. Conclusions. An analysis of the established views of domestic and foreign criminologists on the method of committing cyber fraud allows us to draw conclusions about the lack of special knowledge about the method of committing a crime, criminological classification of fraudulent actions and the presence of differences in understanding the method of committing fraud in the sciences of criminology, criminal law and forensics. The use of the classification proposed by the author of the ways of committing fraud in the future, in our opinion, will allow to reflect in detail the online reality in the mind of the subject, reduce the process of victimization of the individual and minimize virtual risks. Scientific and practical significance. The conclusions and proposals contained in the article can be used in the process of improving legislation in order to prevent fraud on the global Internet and through telephone communications, serve as material for further scientific research in the field of information and telecommunications crime. The conclusions and suggestions made can be taken into account when creating special programs aimed at preventing fraud. The conclusions and results of the article may be of practical importance for the development of separate programs for control over the crime of victimization of the population and in lawmaking activities while improving the Russian legislation.

The achievement of high level proficiency of foreign language is not possible without fundamental language training in higher education institution. Most of them in our country provide students with at least two or even three foreign languages. In the context of higher school reforming, important changes in the educational technologies of foreign language teaching are envisaged. Modern language education is also gradually being modernized, introducing a modular rating system for teaching foreign languages. Interdisciplinary integration, democratization and economization of education determine the manifestation of innovative components in the teaching of the foreign languages. All this requires the formulation of the new claims for teaching and a foreign language teacher in the Free Economic Zone. At the current stage of society development, the purpose of foreign language teaching in higher education institutions is students' mastering of communicative competencies that will allow them to implement their knowledge, skills and abilities to solve specific communicative tasks in real life situations. The introduction of the new effective methods of foreign language teaching in the process of preparing students of humanities and technical specialties has become not only desirable but also necessary. Innovative orientation requires teachers to master and apply the pedagogical innovations, as well as stimulate the search for new forms and methods of educational process organization. High-quality language training of students is impossible without the use of modern educational technologies. The most effective are the professionally-oriented foreign language learning, the project work in teaching, the application of information and telecommunication technologies, the work with educational computer programs in foreign languages (multimedia system), the distance technologies in foreign language learning, the use of Internet resources, the foreign language teaching in the computer environment (forums, blogs, e-mail, etc.). Nowadays, the methodology of the use of computer programs is being developed actively getting more used. Computer programs offer ample opportunities to improve the process of foreign language learning, increasing its efficiency. The computer program provides the perception of information through auditory and visual channels, so it also allows you to organize teaching and control the foreign language acquisition in different modes of independent search and at different levels of complexity. Foreign language teaching means are important to ensure the full and effective organization of students' learning in the classroom to master foreign language activities.

The aim of the article is to show the influence of the graduated secondary education for the choice of the bachelor's program "Telecommunications and Computer Technology" from the Telecommunication’s Department, NBU. The article presents some of the results of a survey conducted among students of the bachelor's program. The presented data are for students who started their education during the academic years from 2016 to 2019. As a result of the study, it was found that the students enrolled in the bachelor's program most often have graduated from vocational technical high schools in this field. Together with graduates of other vocational high schools, they are approximately half of the students who choose this bachelor's program.The study will contribute to anticipating the preliminary preparation of students who have chosen a bachelor's program in "Telecommunications and Computer Technology" and to improve their future education.

In recent years, the system of postgraduate education in medicine faces new challenges and the need for improvement. At the same time, it is necessary to search for a reasonable combination of various types of education in order to preserve and improve the professional knowledge of doctors.Aim. To demonstrate and assess the importance of combining distance learning technologies with traditional teaching methods.Material and methods. The paper analyzes the educational process at the Department of Therapy of the I.M. Sechenov First Moscow State Medical University in the period from 2020 to July 2022. The data are based on the results of the annual report of the department, a survey of students, and communication with students using electronic telecommunication technologies (forum, chat, e-mail). Data were analyzed using SPSS Statistics 23.0 software.Results. Department of Therapy of the I. M. Sechenov First Moscow State Medical University has been training doctors for a long time in advanced training programs using traditional and distance learning. In 2020, in connection with the pandemic of a coronavirus disease 2019 (COVID-19), distance learning technologies have been actively developed. Online lectures and video seminars have become an important component of advanced training programs, in which 252 students were trained in 2020, and 376 people from different cities of Russia during 2021 and the first half of 2022.In the first year of the pandemic, two short-term programs were created dedicated to epidemiology, clinic, diagnosis and treatment of patients with COVID-19. They were conducted using online seminars, which made it possible to train 4156 doctors from more than 29 regions of Russia. Most of the listeners noted the high professional level of the programs, the importance of using computer technology in addition to traditional methods.Conclusion. In the modern world, in order to maintain the required level of professional competence of a doctor, combination of traditional educational activities with distance learning should be used.

To achieve this goal, the article uses the methods of theoretical analysis, critical analysis of scientific resources and scientific observation of the educational process. A comprehensive description of the application of these methods through the prism of foreign languages is the scientific novelty of the work. In the era of continuous informatization of society and education, in particular the use of modern computer technology, the Internet, multimedia and mobile communications in the educational process of higher education, has become a necessary condition for training and education of competent professionals and their future adaptation to working conditions. Therefore, educational institutions try to organize the educational process so as to provide students with full access to educational materials, using paper, electronic and multimedia media and access to Internet resources. In addition, the use of computer technology and the Internet, distance learning technologies significantly expands the range of potential students and allows to involve in education (including language) a wider range of students from abroad. Conclusions. Distance learning through computer telecommunication networks has broad prospects in the study of foreign languages. First of all, this advantage, in comparison, for example, with video and audio seminars, lies in the availability of operational feedback from teachers and students, with numerous training programs. Distance learning of foreign languages is a fairly effective form of learning a foreign language, aimed at the development of cognitive abilities, oral speech, foreign language thinking and full mastery of written foreign language communication.

The object of the study are the processes of incorporation of digital technologies in the activities of subjects of the housing and communal services market. The information and telecommunication technologies have been analysed in the paper, the use of which allows us to expand the range of services provided to residents of apartment buildings by management organizations in the field of housing and communal services. Factors and conditions of diversification of services of management companies due to introduction of “Uber-technologies” have been considered. One of the tools of digitalization of housing and communal services is the so-called “uberization”. “Uberization” of housing services in large cities has significant economic potential. As of the end of 2019, commercial projects of “uberization” of housing services in Russia are at the stage of pilot testing. At the same time, Russia has a rather unique situation – there is a “goal – setting” on the part of the state, institutionalized by regulations, state national and Federal programs, and most importantly-there is a request from the society, since such services are technologically little different from buying food on the Internet or ordering a taxi. The development of “Uber-technologies” is impossible without a comprehensive solution to the problems of modern digital society, which can really have an impact on the work of a mass digital platform. These issues include: ensuring human rights in the digital world, including the identification and preservation of the user’s digital data, as well as the problem of ensuring the trust of citizens in the digital environment; threats to the individual, business and the state associated with the trends of building complex hierarchical information and telecommunications systems that widely use virtualization, remote (cloud) data storage, as well as heterogeneous communication technologies and terminal devices.; expansion of opportunities for external information and technical impact on the information infrastructure, including critical information infrastructure; growth of computer crime scales.

It is established that the most effective pedagogical technologies in teaching English include the use of information and telecommunication technologies, work with computer training programs, distance courses of learning foreign languages, creating presentations in the software environment Open Office Impress, Microsoft Power Point, use of World Wide Web resources. The algorithm of using a communicatively oriented complex of mul-timedia technologies in teaching speaking skills is highlighted. Which includes three stages: pre-viewing and aimed at forming the communicative competence of future teachers of philology. The main types of work that contribute to the teaching of the English language and the development of speech include: discussion, role play, reproduction of insufficient information, completion of the story, report, story according to the picture (pictures). AbstractQualitative reasoning involves expressing and deriving knowledge based on qualitative terms such as natural language expressions, rather than strict mathematical quantities. Well over 40 qualitative calculi have been proposed so far, mostly in the spatial and temporal domains, with several practical applications such as naval traffic monitoring, warehouse process optimisation and robot manipulation. Even if a number of specialised qualitative reasoning tools have been developed so far, an important barrier to the wider adoption of these tools is that only qualitative reasoning is supported natively, when real-world problems most often require a combination of qualitative and other forms of reasoning. In this work, we propose to overcome this barrier by using ASP as a unifying formalism to tackle problems that require qualitative reasoning in addition to non-qualitative reasoning. A family of ASP encodings is proposed which can handle any qualitative calculus with binary relations. These encodings are experimentally evaluated using a real-world dataset based on a case study of determining optimal coverage of telecommunication antennas, and compared with the performance of two well-known dedicated reasoners. Experimental results show that the proposed encodings outperform one of the two reasoners, but fall behind the other, an acceptable trade-off given the added benefits of handling any type of reasoning as well as the interpretability of logic programs.

<abstract> <p>Emergency telecommunicators are essential first responders tasked with coordinated communication within the emergency response system (ERS). Despite their exposure to significant job demands, little is known about the effect of call load or call type on emotional state within these workers. Therefore, we employed a prospective, intensive longitudinal design to examine whether emergency-eligible call volume would lead to higher intensity negative emotions post-shift when controlling for pre-shift negative emotions and a number of other work and individual factors, including work duration and night shift. A total of 47 ERS telecommunicators (dispatchers, operators, other) completed ratings over working shifts within a two-week period. Call frequency was gathered through the agency Computer-Assisted Dispatch database. Negative emotions of irritation, stress, worry, and fatigue were measured through the Visual Analogue Scale administered before and after shift. Mixed linear modeling demonstrated that telecommunicators who received more calls per hour (Estimate = 3.56, SE = 1.44, p < 0.05) and more-than-usual calls per hour (Estimate = 1.97, SE = .94, p < 0.05) had higher levels of post-shift irritability. Longer-than-usual working hours also predicted higher levels of post-shift irritability (Estimate = 1.32, SE = 0.59, p < 0.05). Call volume did not predict other negative emotions, although secondary analyses demonstrated that a larger number of chronic calls lead to greater levels of post-shift worry. ERS telecommunication agencies aiming to reduce negative emotions in workers may benefit from implementing policies and programs that target working hours, call load, and work-life balance.</p> </abstract>

The main initial data for writing a scientific article were official statistical information in the field of development of communications and information and telecommunication technologies, scientific periodicals, including the near and far abroad, practical data of entrepreneurial structures directly leading production and economic activities in the digital and computer technology. The hypothesis of scientific research is the need to form the institutional foundations for building a digital economy, focused on the implementation of infrastructural development of digitalization processes at the macro and micro levels. The institutional framework affects both the public sector and the business entrepreneurship sector. In the strategic period for the development of the digital economy, indicative programs for business structures, as well as organizational scenarios for the state, should be developed. The main methods of scientific research were analytical and synthetic, statistical, computational, and analytical research methods, the method of hypotheses. As the results of the study, attention was focused on the dynamics of the contribution of digitalization processes to the economic growth of the Republic of Kazakhstan, and the main economic problems that hinder the intensification of the development of the digital economy were identified. The main scientific contribution of the study is focused on the priorities for solving the problems of digitalization of the economy within the strategic and long-term periods, including micro- and macroeconomic levels.

The main trend of modern economic turnover and development is the global digitalization of all spheres and industries of the economy. For this reason new types of economic relations arise within their boundaries. The article examines the current situation and prospects for the development of legal regulation of Internet relations in the context of economic development. A number of problematic issues of the legal nature of individual objects of the economic rights that exist in a virtual (digital) format are analyzed. The issues of legal regulation of relations in the structure of which there is the so-called virtual element in a particular digital / virtual object are specifically analyzed. Special attention is paid to virtual assets, computer programs and software, artificial intelligence and the concept of the “Internet of Things”, etc. Emphasis is placed on the need for legislative consolidation of the concepts of virtual property and virtual objects, as well as objects with hybrid cyber-physical nature and their subsequent inclusion in the list of property in the economy of the business sector. Basic approaches to legal regulation of robotics based on artificial intelligence have been established. It is determined that the possibility of achieving a synergistic effect in the legal regulation of relations with virtual objects makes it necessary to make appropriate additions to the provisions of the Economic and Civil codes of Ukraine, as well as modernization of legislation in the field of intellectual property and innovation activities, investment legislation, legislation on property and property rights assessment, e-commerce, foreign economic activity on the Internet, protection of consumer rights of digital goods, etc. When adding and formulating these provisions into national legislation it should be taken into consideration the basis for international legal regulation of these issues submitted by acts of soft law, which are of a recommendatory nature. Electronic data collection devices are commercially available; however, they are relatively expensive (more than $2000). In addition, they may require programming by the user, or purchase of program instructions in the form of read-only memory (ROM) chips. Many individuals cannot afford to invest in one of these devices. Several lightweight portable computers are now available for under $1000. Among these is one sold by Radio Shack under the trade name TRS 80 Model 100 (Radio Shack, a division of Tandy Corporation, Fort Worth, TX 76102) which can be purchased with different amounts of memory and comes with a phone modem for telecommunications, an RS-232C interface, a text editor, and resident MBASIC (Microsoft Corporation, 10700 Northrup Way, Bellevue, WA 98004) programming language. MBASIC is a relatively common version of BASIC which is available for a large selection of computers. The Model 100 could thus be used for data collection, text preparation, and programming applications in BASIC. Currently, no menu-driven data collection programs are available for the Model 100 or any other portable computer.

Telerehabilitation is a complex of rehabilitation exercises and training programs provided to the patient remotely using telecommunication computer technologies, mainly at the outpatient stage of treatment. Telerehabilitation must be accompanied by appropriate software. The purpose of the work. To give an idea of the high-tech platform for telerehabilitation, which is being created at the Institute of Cybernetics named after V. M. Glushkov National Academy of Sciences of Ukraine. Methods. Work is being carried out under a project of the National Research Foundation of Ukraine, which is called «Transdisciplinary Intelligent Information and Analytical System for Supporting Rehabilitation Processes in a Pandemic (TISP)». The peculiarity of the system is that it is based on knowledge-oriented technology, ontological engineering and trans-disciplinary paradigm. The cognitive services of the system implement structuring. and classification. information, synthesize the necessary documents based on semantic analysis, identify the characteristic properties of information processes and provide support for decision-making at all stages of their life cycle. Results. The absence of specialized scales for functional assessment of the cardiorespiratory system, suitable for use during telereha-bilitation, was revealed. The proposed technology of objective functional assessment of the patient at home, based on the use of several portable devices and an innovative system for scaling small ECG changes. The technology was tested in the process of rehabilitation of patients with PTSD in the Center for Psychological Counseling and Trauma Therapy «Open Doors» as a means of control in the process of psychodiagnostics and psychotherapy. Conclusion. 1. Telerehabilitation is the most modern type of rehabilitation, which is rapidly developing. 2. The V. M. Glushkov Insti-tute of Cybernetics of the National Academy of Sciences of Ukraine is creating a transdisciplinary intelligent information and analytical system for supporting rehabilitation processes in a pandemic (TISP), based on cognitive information technology, which fully provides the process of analyzing large volumes of information resources. 3. The technology of objective functional assessment of a patient at home, based on the use of portable devices and an original ECG scaling system, is an important component of telerehabilitation. Abstract:
Formulation of the problem. The problems of pedagogical system, innovative methods of education and training of specialists, use of new teaching methods based on computer information technologies and distance learning platforms, use of innovative methods and distance learning platforms in the implementation of online education are considered. According to statistical research, the effectiveness of the traditional pedagogical system is no more than sixty percent. Innovative methods of training specialists in education are the use of new methods that qualitatively increase the effectiveness of ways and means of presenting information compared to the traditional system, learning to find the necessary information independently, checking its adequacy and learnability. Such innovations and novelties can be the use of computer technology and the Internet, and, especially now, of distance learning and communication technology.
 Materials and methods. The methods include content analysis, synthesis, comparison, description of the obtained research results, generalization.
 Results. The existing solutions for remote learning (distance learning platforms), using computer telecommunications, were analyzed: Meet, iSpring, WebTutor, GetCourse, Google Classroom, Microsoft Teams, Moodle, Blackboard Learning System, LMS «Prometheus», The Virtual Laboratory, VirtuLab and ZILLION, video communication and conference programs: Zoom, YouTube, Viber, Skype and others. All these platforms have their own characteristics and features, and their use lies in the possibilities of application in educational institutions and personal preferences of teachers and students. All distance learning platforms are web-based and therefore the requirements for client computers are minimal. The analysis of the remote learning technologies used allows us to determine the basic necessary and sufficient set of software tools that need to be applied for the full operation of the platform in the application of distance learning technologies. Microsoft Teams is suggested as a possible platform for distance learning.
 Conclusion. Application of remote technologies and software in creation of hardware-distance scientific-educational systems will lead to low cost of software product both for developers and customers (reduction of expenses on additional software) and will provide attraction of a wide range of users due to low system requirements and possibility of use in mobile devices. And usage of Microsoft Teams distance learning platform allows implementing a wide range of capabilities, which this platform has: video communication, different types of communication, provision of all kinds of materials, demonstration of any participant's screen during broadcast for the whole group, list of participants and attendance control, polling, possibility to record events and their further viewing, administration of all processes from the learning side, etc.

To achieve this goal, the authors used the following research methods: analysis and generalization of scientific and methodological sources, government documents on the research topic for theoretical justification of the problem, modeling, synthesis of data. The results. The introduction to this article presents a theoretical analysis of educational technologies, in particular, highlights the «information technology» and defines the essence of this concept. The authors define the pedagogical goals of the use of information technology, as well as provide a classification of pedagogical software. The article highlights and substantiates computer training programs used in higher education institutions in the study of some disciplines, which by their purpose are divided into control (tests, questionnaires, etc.), reference and information (databases, dictionaries), modeling and electronic textbooks. In the process of analysis, the means of information and communication support for teaching mathematics in a pedagogical institution of higher education are identified: computer training and control programs (electronic textbooks, workshops, test systems, simulators), expert systems, electronic libraries, telecommunications, e-mail, teleconferences) and multimedia systems. Conclusions. The authors proved that spreadsheets and integrated mathematical packages can also be widely used in teaching students of mathematical disciplines. Integrated mathematical packages such as Matlab, MathCad, Maple, Mathematica are singled out and briefly described. It is noted that one of the leading types of ICT is computer telecommunications, in the system of mathematics education the use of the following types of computer telecommunications as teleconferencing, e-mail, electronic bulletin board and other Internet capabilities is quite possible. So, modern MultiMedia tools allow you to create a variety of information environments that increase the level of emotional perception of information, and to develop the ability to implement various forms of independent activities for information processing.

The development of information society and the corresponding technologies raises to a new level the tasks of counteracting crimes committed using such technologies, and of minimizing damage from them. The growth in the scale of new types of crime is a cause of worry for the society and the authorities, and especially for criminologists, as the penetration of criminals into the virtual environment and their mastery of new technologies acquire dangerous forms, change criminal motivation and, at the same time, to some extent stimulate the development of information and telecommunication technologies. The growing sophistication of the tasks of preventing and counteracting hi tech crimes makes it necessary to critically assess the current criminological methods and to make an attempt to go beyond the known «common» methods of neo-classical criminology. The development of the digital criminology concept cannot be reduced to an aggregate of pioneer technological methods developed on the basis of mathematical modeling, i.e. computer processing of quantitative and qualitative parameters of crimes, mathematical detection of different dependencies (on time, place and other variables), it could and should be understood in a wider sense: on the one hand, it should influence the new criminological paradigm, and on the other - it should develop within its boundaries. The modern information-analytical sphere in the work of law enforcement bodes includes the use of digital criminological instruments within the programs of crime prevention, mathematical methods of analyzing crimes, profiling, etc. Their aggregate is generally applicable to criminological analysis and prediction, however, it does not have the most cutting edge theoretical basis that corresponds to the tasks of counteracting crimes of the digital world; it is now being formed on the basis of criminological neo-classics, the advances of the social sciences and the humanities, digital criminology. The predictions of new industrial revolutions include a rapid acceleration of the pace of technological development, a systemic transformation of production and management, which will not only stimulate a global rise in the living standards, but will also increase inequality and, consequently, will provide an impetus to crime. These aspects should be taken into consideration when predicting future development of digital criminology, whose theories should be based on the conceptual models of social development of the near future. Social consequences of the predicted new industrial revolutions will inevitably become new common determiners of the crimes of the future, as it always happened in the past.

Abstract:
The article discusses the rules for compiling bibliographic references to cited or mentioned electronic documents placed in information and telecommunications networks of the following categories: all types of electronic documents placed in information and telecommunications networks, regardless of the primary source of their publication (including republications, integrated and multimedia electronic documents, software and databases), groups of homogeneous and heterogeneous electronic documents, components of an electronic document (the fragment of a text, part of a work or a publication, a block of information in an integrated or multimedia document). The authors specify the bibliographic record for making a reference to electronic documents that have analogies in the system of traditional scholarly communications (books, articles, conference materials, etc.). Alternative requirements for making a bibliographic record when referring to documents that are not included in other bibliographic standards are proposed: research data; an integrated electronic document and its component part (messages and responses to them in social networks, chats and forums, on news feeds and on information resources; a fragment of a document, including a multimedia one; an information resource (website, portal); computer programs.

The implementation of railway digitalization programs is associated with development of information management systems and telecommunications, with enhancement of integrated automation of management and control systems.A new type of information system which is geographic information systems (GIS) is of interest as it is intended for decision-making in transport management and control systems. Besides, varioustraining simulators, that simulate movement of various objects and control procedures, have been widely implemented in civil aviation, on railways and in other modes of transport. The development of simulators is associated with development of visualization systems based on computer software.Respective operations are based on spatially distributed geometric information. The article depicts basic approaches to core methods of its storage and transmission via information networks.

Abstract:
The article defines the place and components of IT solutions in the knowledge management system. The author substantiates that the use of modern IT solutions in the knowledge management system is an essential component of creation, search, transfer, exchange, development and effective use of knowledge. A large number of different technologies are used to integrate into a single complex of knowledge management system, including traditional automation systems and information retrieval systems, e-mail, corporate networks and Internet services, databases and data warehouses, electronic document management systems, specialized data processing programs, expert systems and databases knowledge In this case, a computer remains as a main tool of information management knowledge management in Ukraine. The scholar analysed the dynamics of the major indicators of computer devices’ use of by enterprises. The paper determined that not all enterprises in Ukraine use computers in their business activities. The proportion of enterprises, which used computers in 2017, amounted for 95.4%, which is by 0.2% more in comparison with 2015. The best situation in this aspect is in such types of economic activities as professional, scientific and technical activities; information and telecommunications; water supply; sewage, waste management. However, on average only every third employee in Ukraine used a computer to perform his/her professional duties. The author examined the main Internet-based jobs, where traditional activities are the most popular ones, namely: sending or receiving various e-mails, receiving information about goods and services. At the same time, videoconferencing is less popular, which is a negative factor in creating effective communication in the transmission, dissemination and exchange of knowledge. The paper explored the degree of using the possibilities of a corporate website for personnel training. The author determined that only every tenth enterprise in Ukraine uses its own website for the professional development of the employees. The scholar substantiated the features of social media, which promote the efficiency of their use as a tool for knowledge management. Exchanging views, opinions or knowledge within the enterprise and engaging customers in the development or innovation of goods and services remain the least popular objectives of social media work.

Sin embargo, no todas las IES poseen una infraestructura física de redes (instalaciones, equipos de telecomunicaciones activos, bastidores, UPS, etc.) y requieren que los estudiantes accedan a estos recursos tecnológicos para realizar prácticas con equipos de cómputo, de conmutación, ruteo y uso de dispositivos de seguridad perimetral. La infraestructura virtualizada que se propone en este artículo tiene como principales características la escalabilidad y reconfigurabilidad para diversos escenarios de infraestructuras de red.
 This paper proposes a virtual network infrastructure as a resource for universities and/or colleges aiming to obtain accreditation for their programs in information and communications technology. One of the most important aspects considered in the accreditation process includes the evaluation of available infrastructure. However, not all universities and/or colleges have a physical infrastructure of networks available (e.g., facilities, active telecommunications equipment, racks, and uninterruptible power supplies [UPS]). A second emphasis in evaluations is on students' access and use of technological resources to perform networking practices with computer equipment, switching, routing and perimeter security devices. The main characteristics of the virtual infrastructure proposed in this paper include the scalability and reconfigurability of multiple scenarios in network infrastructures.

This paper outlines and analyzes milestones in the history of the Internet. As technology advances, it presents new societal and ethical challenges. The early Internet was devised and implemented in American research units, universities, and telecommunication companies that had vision and interest in cutting-edge research. The Internet then entered into the commercial phase (1984-1989). It was facilitated by the upgrading of backbone links, the writing of new software programs, and the growing number of interconnected international networks. The author examines the massive expansion of the Internet into a global network during the 1990s when business and personal computers with different operating systems joined the universal network. The instant and growing success of social networking-sites that enable Netusers to share information, photos, private journals, hobbies, and personal as well as commercial interests with networks of mutual friends and colleagues is discussed.

Abstract:
The article discusses the legal basis for the use of digital technologies in labor relations. Digital technologies can be used both in the performance of work, for example, the work of remote workers, and in the control of employees. When monitoring employees, including remote workers, the use of digital technologies and public information and telecommunications networks by the employer comes first. Moreover, the use of digital technologies by the employer when monitoring remote workers is the only means of control. The author examines the legal regulation of the implementation of such means of control over employees as video surveillance, an automated system for monitoring and recording working hours, monitoring sites that an employee visited from his office computer during working hours, checking correspondence in corporate e-mail, listening to telephone conversations, using billing programs, and provides examples from court practice. The author identifies the defects of legal regulation in these areas and suggests ways to improve the legislation.

Abstract:
Technological changes have been associated with the evolution of computer and telecommunications systems. These changes have resulted in a rethinking of teaching and learning methods in the new digitalized environment at all educational levels. This rethinking motivates some teachers to design new digital tools that support students in their learning process, offering them an easier and more entertaining way to obtain knowledge. The digital learning tools are software and informatics programs that make everyday activities easier for students. We have designed four digital learning tools for the learning of inferential statistics that allow college students to perform hypothesis tests for: <em>i</em>) the arithmetic mean of the population, <em>ii</em>) the proportion of a population, <em>iii</em>) the difference between two arithmetic means, and <em>iv</em>) the difference between two proportions. These digital learning tools are products from the project “Statistics-to-Go” that is being developed at the University of Sonora. This project is now in its fourth stage.
