Background and Problem Discussion: The efficient management of working capital is very vital for a business survival. This is premised on the fact having too much working capital signifies inefficiency, whereas too little cash at hand signifies that the survival of business is shaky. Purpose: The purpose of this research is to study the working capital management in the small and medium scale businesses, using VGC Telecoms Company as a case study, so as to establish factors influencing working capital performance; examine how cash management, inventory management and trade credit management affects working capital management; company effectiveness in converting working capital to ready money; how working capital management impacts on the problem of slow development and to offer recommendations on possible ways of improving working capital management Method: Literatures bordering on different areas of working capital management were reviewed. Thus, this research employed qualitative and quantitative analysis; and semi- structured questions were drafted based on the issues raised from the review of various literatures. In addition, materials from journal articles, textbooks, working papers and industry practitioners are put into consideration. The use of internet and e-mails to send out questions were explored where appropriate. Analysis on the company’s financial statement was carried out in order to verify my findings. Theory: In this research, the theory section looks at various concepts that come up when analyzing the consequences of working capital management for company value and the factors that influence a company’s working capital management performance. I have therefore chosen the most common concept for the theory section. I have also tried to create a theoretical understanding for the company’s sensitivity to a workable WCM policy Analysis: In the analysis of the research findings, I employed qualitative approach to the data analysis whereby the impacts of the poor WCM on the company were discussed in depth. Conclusion: The findings corroborate the postulation of Weston et al that a company’s investment in working capital is a substantial percentage of its total investment. In case of VGC Telecoms, it is as high as 65 percent. An inefficient and ineffective management of this investment will result in slow pace of development and ultimately to the business failure. The performances of the company in the different spheres of working capital management were scored as follows:- • Cash management – 65.4 percent • Inventory management - 78.6 percent • Trade credit management and financing decisions - 60.0 percent This is an average performance of 68 percent. That is, the company’s performance is above average. This is a good performance. The financial statements as interpreted reinforce the validity of this result. The liquidity ratios are high; the collection period is short; and the cash cycle is not quite expansive. This makes it possible to sustain sufficient cash flow for the smooth running of the business. The management of working capital impacts on liquidity, investment portfolio and profitability. All these three factors are decisive in the growth or failure of a business. Hence, good performances in working capital management affects these decisive factors favourably and thus, contribute to growth and success of the business.

Can airline Yield Management strategies be used to generate additional revenue from spare capacity in telecom networks? Pundits believe "yes", based on several analogies between the industries such as, for instance, perishable inventory and negligible marginal cost of usage. However, no one has yet described how, one of the chief difficulties being the vastly different nature of airlines products and telecom services. Motivated to show how Operations Research can play a role in structuring this area, we: (i) argue that telecom Yield Management should be based on 'innovative' services explicitly designed to use only spare capacity, (ii) propose, borrowing from airlines, a framework to simplify related decision modeling, and (iii) demonstrate both our argument and the framework by articulating several 'innovative' telecom services and modeling them to varying degrees of depth. This thesis focuses only on the decision-making that will be required within a large infrastructure for operating new 'Yield Management' services. For each service, several decision variables can be considered to maximize revenue from available capacity, e.g. pricing, capacity limits and admission control, among others. Incorporating all such decisions in a single model usually leads to complicated formulations. A framework that decouples the decisions from each other to obtain simpler, more insightful models is therefore immensely helpful. We propose using the airlines modeling framework to separate the decisions involved in the operation of each new service. This framework classifies models into forecasting, over-booking, seat-inventory control, pricing and market segmentation to reduce the complexity of the system-wide problem. To make this framework useful for telecom, we provide a detailed interpretation of each category in the telecom context. . Finally, the majority of this thesis is the six service ideas that illustrate our argument and the models that demonstrate how the framework might be used. For each service we propose, we discuss possible markets and practical issues. We then formulate a model for one of the decisions resulting from the framework. These models are analyzed to varying depths to demonstrate the operating rules one can discover for revenue maximization. The contributions of this work are at multiple levels. In addition to our argument and examples of services proposed for telecom Yield Management, it structures the modeling questions in a coherent manner, exploiting more than only the high-level connections between airlines and telecom. Finally, the models themselves are useful and their contributions are at the analytical level. This thesis makes clear several connections between airline and telecom Yield Management that people have found difficult to establish in the past.

Telecommunication (telecom) companies face increasingly tough times as digitization reshapes the industrial landscape. In 2012, telecom companies acknowledged that over-the-top (OTT) communication services have become the greatest threat to their revenues. OTT communication services use the internet to deliver an array of services such as voice, video calls, and messaging. Some of the most popular OTT companies are Skype, WhatsApp, WeChat, Google Hangouts, Viber, Line, etc. The continued business disruption is driving telecom companies to investigate platform-based business models as key ingredients to survival. Platform business models are the core of some of the most powerful and fastest-growing companies such as Alibaba, Uber, Airbnb, Facebook, etc. Platform businesses bring together producers and users in efficient exchanges of value. These models are known for leveraging network effects, which means the more participants on the platform, the greater the value produced. With the appearance of the 5th generation (5G) of mobile network connectivity, telecom companies need to know how they can protect themselves from being delegated by disruptors as commodity connectivity providers. In this thesis, we explored the areas where 5G can have an impact in the next five years. We used a technique developed by Professor Marshall Van Alstyne. The technique consists of plotting an interaction's perceived value versus interaction volume then selecting the area with the highest interaction of perceived value and volume. Results showed that immersive media has these characteristics. After we identified the area, we selected a platform using the concept evaluation methodology. The most feasible multi-sided platform (MSP) for the telecom industry in the next five years is a 3600 HD video platform with live and recorded long-tail content (large number of unique items with relatively small quantities). The MSP consists of four sides: users, content developers, advertisers, and software developers. Platform launch, monetization, openness and network effects strategies are proposed. Moreover, a financial analysis was performed. Results show the proposed MSP is a feasible option. Finally, a stakeholder analysis compares an existing digital platform versus our proposed platform. Results show similar behavior.

The recent progress of the 3G technology and the up-coming 3G mobile telecommunication market environment of Korea were reviewed. On the basis of this knowledge, a simple system dynamics model was constructed. From the analysis of previous Korean mobile plethora, the model found that the network effect was the most important factor for the diffusion of mobile service in Korea. To investigate the competition on of 2G and 3G businesses, a more complicated model was designed. After its results, the initial large number of service contents of 3G will be helpful for expanding its market share for a short term, and the degree of technology performance and social demand is more helpful for a long term business. The model says the success of 30 businesses is quite dependent on how to quickly and effectively switch 2G subscribers into 3G subscribers. To do that just early entree to the market is not going to make a difference from 2G services. The 3G service providers have to decide whether it is right time to start the business by considering the technology performance differentiation from existing technology and the social need for bandwidth simultaneously.

A study of SONET network management applications and the load they impart to the network is conducted to provide a better understanding of the capability of various management approaches. In this study, a SONET network is set up in the Advanced Networking Laboratory of the Naval Postgraduate School using four Cisco ONS 15454s. Next, two Element Management Systems, the Cisco Transport Controller and the Cisco Transport Manager, are deployed onto the SONET network. Subsequently, the network traffic of the Element Management Systems is captured and analyzed using a packet analyzer. Link utilization of the two tools is computed using the first-order statistics of the captured traffic distributions. In addition, the Hurst parameter is estimated using the variance-index plot technique (which uses higher-orders statistics of the modeled distributions) to determine the captured traffic's degree of self-similarity. Finally, the calculated utilization is extrapolated to obtain the link utilization for 2500 network elements (the maximum number supported by the Cisco Transport Manager). The result obtained is useful in determining the maximum number of network elements (Cisco ONS 15454s) that the Cisco Transport Manager can support from a network loading point of view.

The successful deployment of Universal Mobile Telecommunication System (UMTS) is heavily dependent on Quality of Service (QoS) to be achieved. This thesis addresses a few facets of the QoS issues in UMTS, including traffic shaping and policing, conformance consistency, Call Admission Control (CAC) and resource allocation.

The main focus of this thesis is traffic conditioning related issues for QoS provisioning in UMTS. Assuming an end-to-end QoS scenario supported by IntServ or/and Diffserv architectures, the thesis initially presents an all nodes traffic conditioning-enabled framework in UMTS. Under this framework, the traffic generated at each User Equipment (UE) is regulated by a traffic shaper in the form of a token bucket, and the conformance of the traffic flow is policed at the policing node. The performance of imposing traffic shaping at the UE is studied and compared with the case without shaping. Next, having observed that the performance of the traffic conditioned system is sensitive to the values of the token bucket parameters, the thesis proposes a heuristic approach for searching local and global QoS-aware token bucket parameters. By tuning the system operating at the obtained ’optimal’ shaping parameters, the requirements for all concerned QoS attributes are guaranteed. Furthermore, the thesis studies conformance consistency in a traffic conditioned multi-hop network, by monitoring the conformance status of a traffic flow using an identical token bucket for both traffic shaping and policing. In the presence of variable packet size, the thesis gives a quantitative result, for a simple case, on how much percent of the originally conformant packets may misbehave at further policing node(s). The performance of the aggregated traffic flows and the measures to minimize the effect of conformance deterioration are also studied in the thesis.

Another facet of the QoS issues in UMTS, CAC together with resource allocation, is also studied in the thesis. A priority-oriented framework for QoS management of multimedia services in UMTS is proposed. Based on a traffic class priority definition, the framework is implemented through a priority-oriented CAC, channel congestion control and adaptive bandwidth allocation.

The focus of this dissertation is the development of resource management schemes for integrated networks, with the major contributions being: (i) the development of an optimal adaptive buffer management scheme for the packet-switched subsystem, (ii) the integration of a moveable-boundary hybrid switching scheme with the time assigned speech interpolation technique for implementing a congestion control mechanism for the packet-switched subsystem, and (iii) the development of an adaptive hierarchical scheme for implementing the access control and routing functions within the circuit-switched subsystem. The problem of buffer management at an integrated network node is formulated as a nonlinear programming problem with a convex objective function and an interative solution technique with fast convergence is proposed for a real-time implementation of the buffer management scheme in practical environments. In order to exercise an additional degree of control over the packet-blocking probability at each hybrid-switched link within the network, a new multiplexing scheme based on the integration of the moveable-boundary hybrid switching scheme and the time assigned speech interpolation technique is presented in this dissertation. The tradeoff between the corresponding decrease in the packet blocking probability and the increase in the circuit freezeout fraction is demonstrated by a detailed queueing analysis of the multiplexer. Specific algorithms are also presented in this dissertation for the solution of the access control and routing problems within the circuit-switched subsystem. In particular, an access control scheme is developed by solving an integer programming problem formulated using the policy of complete partitioning of the available bandwidth among the competing user classes. As an alternative to the completely partitioned approach, the problem of traffic routing is considered in a network that supports homogeneous traffic classes based on the policy of complete sharing. Finally, for the general case of networks with heterogeneous traffic classes, a hierarchical scheme is developed for the implementation of the access control and the routing functions at two functional levels, where the access control is implemented by the network supervisor who solves an appropriate linear integer programming problem periodically, and the routing function is handled by the individual nodes of the network on a distributed basis. Recent years have witnessed a continuing growth of developments in knowledge management systems to capture the information flows within organisations and tum them into exploitable management databases. Examples to this are such as the Total Quality Management and the Business Process Reengineedng models. There is no doubt, that during the last few years there has been a broad interest of exploiting knowledge. However, traditional Knowledge Management (KM) systems and frameworks do not necessarily take into account the specific nature of the telecommunication industry, particularly those related to capturing, sharing and exploiting unconventional data flows that occur between the personnel on the move such as technicians and engineers. Thus, a large amount of these data is lost and will never be able to benefit the organisation or its employees in any way. Therefore, this research addresses the development of a new KM framework to fill in this gap and provide the telecommunication organisations in general and the General Post and Telecommunication Company(GPITC) in Ubya in particular with a solid base where bulk and rough data will become exploitable and manageable in a concise and intelligent way. The main questions being posed by this research are as follow: Could the Existing Knowledge Management Systems help the GPTC in Libya in particular and the telecommunication industry in general to better manage their data flows and turn them into an exploitable knowledge base? and How a strategic Knowledge Management Framework (KMF) could contribute to establishing adequate guidelines and policies in such telecommunicatioenn vironment? In this regard, the investigations in this research will stress on the Identification of the broad range of issues that are preventing the adoption of KM systems within the GPTC or any given telecommunication organisation rather than trying to focus on a specific and unique question about the exploitation of KM. This approach is justified by the fact that no specific KMS appear to be developed for such Industry. Furthermore, the various parameters are described under this common framework which is expected to benefit the telecommunication sector as a whole.

With the advent of bandwidth-hungry video and audio applications, demand for bandwidth is expected to exceed supply. Users will require more bandwidth and, as always, there are likely to be more users. As the Internet user base becomes more diverse, there is an increasing perception that Internet Service Providers (ISPs) should be able to differentiate between users, so that the specific needs of different types of users can be met. Differentiated services is seen as a possible solution to the bandwidth problem. Currently, however, the technology used on the Internet differentiates neither between users, nor between applications. The thesis focuses on current and anticipated bandwidth shortages on the Internet, and on the lack of a differentiated service. The aim is to identify methods of managing bandwidth and to investigate how these bandwidth management methods can be used to provide a differentiated service. The scope of the study is limited to networks using both Ethernet technology and the Internet Protocol (IP). Tile study is significant because it addresses current problems confronted by network managers. The key terms, Quality of Service (QoS) and bandwidth management, are defined. “QoS” is equated to a differentiating system. Bandwidth management is defined as any method of controlling and allocating bandwidth. "Installing more capacity" is taken to be a method of bandwidth management. The review of literature concentrates on Ethernet/IP networks. It begins with a detailed examination of definitions and interpretations of the term "Quality of Service" and shows how the meaning changed over the last decade. The review then examines congestion control, including a survey of queuing methods. Priority queuing implemented in hardware is examined in detail, followed by a review of the ReSource reserVation Protocol (RSVP) and a new version of IP (lPv6). Finally, the new standards IEEE 802.1p and IEEE 802.1Q are outlined, and parts of ISO/IEC 15802-3 are analysed. The Integrated Services Architecture (ISA), Differentiated Services (DiffServ) and MultiProtocol Label Switching (MPLS) are seen as providing a theoretical framework for QoS development. The Open Systems Interconnection Reference Model (OSI model) is chosen as the preferred framework for investigating bandwidth management because it is more comprehensive than the alternative US Department of Defence Model (DoD model). A case study of the Edith Cowan University (ECU) data network illustrates current practice in network management. It provides concrete examples of some of the problems, methods and solutions identified in the literary review. Bandwidth management methods are identified and categorised based on the OSI layers in which they operate. Suggestions are given as to how some of these bandwidth management methods are, or can be used within current QoS architectures. The experimental work consists of two series of tests on small, experimental LANs. The tests are aimed at evaluating the effectiveness of IEEE 802.1 p prioritisation. The results suggest that in small Local Area Networks (LANs) prioritisation provides no benefit when Ethernet switches are lightly loaded.

With the rapid development of new applications, comes the drive to modify the current Internet to accommodate real-time multimedia applications. The current Internet uses a single queue per output port to buffer packets destined for that port. This often causes congestion leading to packet loss and delay. Real-time applications are delay and Joss sensitive. Therefore, there is a need to develop a buffer management system that will effectively accommodate both real-time and non-real-time applications. In an attempt to efficiently allocate and manage output buffers of a router in the fixture Internet, in this research we have developed a buffer management scheme known as Dynamic Threshold Buffer Allocation Scheme (DTBAS). This scheme uses complete sharing with virtual partitioning. Pre-emption (i.e. removal of queued packets) is used to minimise congestion of high priority packets. Dynamic thresholds are used to determine the start and end of pre-emption. To further alleviate the congestion of high priority (real-time) packets, high priority OUT-packets are randomly dropped during the pre-emption period. To add some fairness to the scheme, low priority (non-real-time) packets are assigned a minimum buffer volume. Simulation was conducted to evaluate the performance of the proposed scheme. The scheme was also compared with the Complete Sharing and Complete Partitioning schemes. It was found that DTBAS had the lowest average packet loss rate for real-time applications compared to other schemes. It was also found that DTBAS efficiently utilises its buffer space.

Since its establishment in 1992, NTT DoCoMo had accomplished rapid growth by developing innovative strategies and meeting consumer demands. However, the population-based penetration rate of Japanese wireless phones now exceeds 70%, and the market is approaching saturation. Tariff reduction battles have occurred among competitors since the introduction of flat rate packages in 2004. Furthermore, this competitive environment will become even more fierce with the introduction of Mobile Number Portability and the addition of new entrants It is difficult for Japanese wireless telecom operators to achieve sustainable growth if they continue to follow existing business models. DoCoMo therefore has begun to implement a new business platform, 'Mobile Wallet' on which DoCoMo aims to build an unprecedented business model-the fusion of its credit card and wireless phone businesses. DoCoMo still generates a high level of cash flow from its existing businesses, even though its growth rate has decelerated. In addition to the new strategy that has been implemented for the domestic market, I believe DoCoMo should reinvest its abundant investment resources effectively into markets with high growth potential in order to increase the company's corporate growth.

In the past, DoCoMo acquired a minority stake in several wireless telecom operators in developed countries for the purpose of expanding its W-CDMA and i-mode platforms (developed by DoCoMo) but not for pursuing returns on its investment. In contrast, Vodafone, DoCoMo's chief rival telecom operator, acquired a majority stake in several wireless telecom operators in order to expand the scope and scale of its business and to pursue synergy effects. DoCoMo's present basic strategy can be defined as a technology-driven policy, while Vodafone's basic strategy focuses on financial matters as a finance-driven policy. In this thesis, I analyze the global strategies of these two wireless telecom operators, comparing their respective technology-driven policy and finance-driven policy. I present a philosophy and methodology for a global investment strategy that will creates future sustainable growth for DoCoMo. Finally, I examine specific investment candidates who could bolster the implementation of the new strategy.

Quality of Service is a set of mechanisms created for differentiating users and data flows. Provisioning the QoS in service provider networks is always interesting for their business departments for they can offer and sell diverse services and to make more money. This thesis QoS for DSL subscribers of Pardis Online - the private ISP in Iran. The size of the network, the certain network connectivity limitations the ISP has in addition to the complexity of the services it provides, necessitate a comprehensive study to elucidate the different service types and requirements and then choosing a specific implementation of QoS in order to meet the ISP’s need. The internet bandwidth in the region that ISP operates is very expensive and the users suffer from the lack of bandwidth so the limited internet links are usually congested in the network. This document concludes with proposing a layered QoS that guarantees that the total bandwidth of an area in congested times is distributed to the users in that area proportionate to the subscribed band width. The resulting proposals are tested in the Lab and their performance under the simulated traffic is monitored and analyzed.

Wireless sensor networks have been proposed as a cost effective and easy to deploy alternative to traditional wired systems in a multitude of application scenarios ranging from industrial automation to healthcare monitoring. They are expected to enable an unparalleled number of new services that will bring countless benefits to society. However, low power communications of sensor nodes operating in unlicensed bands face several challenges and are easily corrupted by transmissions of other collocated wireless networks. This problem has recently raised reliability concerns which have been tremendously enhanced by the proliferation of wireless devices we have been witnessing during the last years in the few available regions of the spectrum. This dissertation studies how to achieve reliable communications by proposing different ways for the energy aware management of the radio interference problem. The use of wireless sensing technologies has been envisaged in a broad variety of settings: for this reason it is not possible to identify a unifying solution for the problem of interference, but rather it is necessary to tailor the design of communication schemes accounting for the specific communication paradigm adopted by sensors, the traffic pattern generated by the expected application, as well as for the channel conditions experienced by nodes. When packet transmissions are addressed to a single receiver, cognitive access schemes can be utilized and sensors can opportunistically select for their transmissions when to access a certain channel or which channel to access so as to avoid interference. We provide an energy aware design for communication schemes implementing these ideas and evaluate their energy performance by means of experiments using real hardware. Our results indicate that the first approach should be considered only for sporadic packet transmissions over channels presenting limited interfering activities; channel adaptation should instead be preferred for large bulks of data or when the risk of operating in heavily interfered frequency bands is high. We further propose and evaluate a novel adaptive frequency hopping algorithm: this algorithm has been shown to be very efficient in mitigating the negative effects of interference allowing at the same time to avoid the use of the energy costly spectrum sensing algorithms required by cognitive access schemes. However, none of these three approaches may be suitable for scenarios where packet transmissions are addressed to multiple receivers. To deal with the packet losses that nodes may experience over noisy or interfered channels we envisage the use of fountain codes and show how it is possible to engineer such a coding solution so as to reduce the complexity and overhead introduced by the encoding and decoding procedures. The resulting codes provide an efficient way for disseminating data over multi-hop wireless sensor networks. Results obtained in this dissertation can be of great utility for designers of sensor applications who can use them in order to select the most energy efficient way to achieve reliable interference-aware communications.

In the last few years we have been witnessing the beginning of a revolution in the world of wireless communication. The recent launch of advanced smartphones in the mobile market has been welcomed by mobile operators as an opportunity to finally fulfill the promises of 3G and increase the uptake of mobile services. Driven by unprecedented user experience and flat rate pricing, the success of novel mobile platforms for accessing multimedia content and applications has gone far beyond the most optimistic of expectations. Data-hungry services are currently creating significant capacity limitations in many networks, and projections on future content consumption anticipate that with the next generation of mobile devices the stress on cellular infrastructures will increase. Rolling-out additional capacity is not the most profitable of solutions given the current cost structure of mobile infrastructures. Instead, a significant cost reduction can be achieved by revolutionizing the current content provision paradigm. Accordingly, this thesis proposes solutions for making future services and infrastructures more affordable. From an operator perspective, terminal-to-terminal information forwarding has the potential to increase both coverage and capacity, however it introduces opportunity costs and energy losses at the user side. Resource delegation, together with an energy reimbursement scheme, is presented in this thesis to induce user cooperation. The results show that this approach is successful in fostering significant cooperation among users and can create a simultaneous improvement in user utility, data rates and operator revenues. Opening up for public access privately deployed WLANs might radically lower the cost of wireless services. However, since these networks are deployed in an uncoordinated manner, only discontinuous coverage can be provided. To hide the sparsity of the infrastructure to the end-user perception we propose the adoption of opportunistic schemes for content pre-fetching. Results show that already with moderate AP densities a set of archetypical services, including web-browsing, can be provided with sufficient user perceived quality. Epidemic exchange of popular content, and inter-AP cooperation are also shown to further decrease the required AP density. Moreover, to support informed access selection decisions when performing vertical handovers to WLANs, we propose “Word-of-Mouth”, a reputation-based scheme for revealing the QoS of different networks. By epidemically exchanging grades on their experienced service quality, we show that terminal agents can collectively improve their decision making, avoiding selecting networks not meeting the required QoS. Context-based content delivery is presented in this thesis as means to improve the utilization of wireless resources in cellular systems. Since networks are typically dimensioned for peak hour traffic, the BSs are underutilized for significant portions of the day. By adopting context-based architectures, capable of opportunistically utilizing the instantaneous excess of resources for content pre-fetching, we show that a significant amount of additional traffic can be served in already existing networks. The gains introduced by this content provision paradigm over the current “on-demand” solutions are further expressed in terms of lower requirements on BS density, more users in the system and larger files served while reaching the same level of user experience.

Total Quality Management (TQM) and the issues relating to its implementation have been widely discussed and debated in the business and management literature during the last few years, particularly in the West. The implementation of TQM principles, concepts and methods in an organisation has been regarded as a real movement towards transforming its culture and improving its management processes and the quality of its services and products. Nevertheless, available data on TQM implementation within the context of the developing countries are limited or mainly focused on the manufacturing sector. Little research has been carried out on the subject within the service sector, particularly within the telecommunication sector. The issues relating to TQM implementation in this study are investigated within the context of a developing country; namely Oman; more particularly, within the context of the Omani telecommunication sector. Against this background, this study examines the feasibility of introducing TQM into Oman Telecommunications Company (OMANTEL). The study provides an analysis and assesses the extent to which there is a need for TQM implementation in OMANTEL, and the extent to which the company's internal environment is compatible with the tenets of TQM. The study is based on both secondary and primary data analysis. The secondary data are used to delineate the underpinning principles, methods, tools and techniques of TQM and to offer a background to the organisation under investigation. The secondary data were obtained through a survey of TQM literature and the archival data relating to OMANTEL. The primary data were obtained through an empirical study by questionnaire and conducting several interviews within OMANTEL. The primary data obtained are presented to manifest the extent to which it is feasible to introduce TQM in OMANTEL and to offer recommendations that would enhance this feasibility. The secondary data analysis reveals that there are several emerging trends in the Omani telecom sector that entail some changes in OMANTEL. The secondary data analysis reveals that TQM has much to offer to OMANTEL in order to meet those emerging trends. The primary data analysis reveals that there is a limited knowledge and understanding amongst OMANTEL's personnel of TQM and that there is a significant need for TQM implementation in OMANTEL. The primary data analysis reveals that there are some barriers that could be encountered in implementing TQM in OMANTEL; nevertheless, there are some driving forces that could facilitate this implementation. The primary data also reveals that the internal environment of OMANTEL is conductive to implementing the elements, concepts and principles of the proposed TQM framework.

O foco é sempre o processamento de grandes conjuntos de dados, tendo em mente que este conjunto de dados vai crescer e vai ser sempre necess ario uma resposta r apida do sistema. Como a maioria das vezes as RDBMS já fazem parte de um sistema implementado antes desta tendência de crescimento de dados, é necessáio ter em mente que as novas abordagens têm que oferecer algumas soluções que facilitem a conversão do sistema. E uma das soluções que é necessário ter em mente é como um sistema pode entender a semântica SQL.
Over time, the information kept by the applications has been growing and it is expected to grow exponantially in the Mobile Broadband area with the emerging of the LTE. This increasing growth of generated data and the need to keep it for a bigger period of time has been revealing that RDBMS are no longer responding fast enough. This has been moving companies away from the RDBMS and into other alternatives. The new approaches for the increasing of data processing are based in the performance, scalability and robustness. The focus is always processing very large data sets, keeping in mind that this data sets will grow and it will always be needed a fast response from the system. Since most of the times the RDBMS are already part of a system implemented before this trend of growing data, it is necessary to keep in mind that the new approaches have to o er some solutions that facilitate the conversion of the system. And one of the solutions that is necessary to keep in mind is how a system can understand SQL semantic.

There is a dearth of decision-support models or frameworks to aid managers in the Information and Communications Technology (ICT) industry in uniformly assessing the key factors in the decision to standardize innovative technologies. Making the proper decision is consequential and potentially fraught with risks for the firm such as competitive exposure, high expenditures with inadequate returns, restrictive inbound or outbound patent licensing obligations, and related complications. This study presents a framework to guide managers in the ICT industry in assessing the factors that inform the decision to participate in the development of technology standards. Using multi-criteria decision analysis and judgment data from panels of experts, a robust model is developed that comprehends the essential criteria and outcomes within the context of computer interconnect technologies. The resultant, generalizable model is validated against the case of the extant Universal Serial Bus (USB) interconnect standard and found to be congruent with the assessment of the experts. Scholarship on technology standards development is rich and multifaceted--spanning numerous streams of inquiry. This research contextualizes technology standardization within the economic, strategic, organizational, and legal perspectives. The resultant model demonstrates that strategic planning is regarded by the experts as the principal driver in the decision to participate in a technology standardization effort. Furthermore, the primacy of commitment and leadership within the standards-setting organization is unambiguously established through rigorous quantitative analysis. The proposed model verifies that the firm's desire to align its product roadmap to the emerging standard is the chief criterion in the decision to contribute to the standards development effort. Other criteria of high interest include the leveraging of network externalities to glean disruptive trends within the ecosystem, the exploration of opportunities to expand the total available market for the firm, and the availability and terms of IP licenses. Sensitivity analysis affirms the overall predictive strength and robustness of the model and its widespread applicability. Future research on model expansion and application to other technologies, as well as the development of uniform patent valuation methods will further enrich the knowledge base.

Telecommunication technology has had a profound impact on our daily lives. It has enabled organizations to be more competitive by reducing the need for physical proximity and fostering collaboration. In recent years especially, data networks have been especially prominent, with the obvious example being the Internet. Work that was once conducted by phone and fax is now increasingly being done by VolP, e-mail and IM. For years telecommunication companies had focused in making available communication between person-to-person as well as multi-person and mobile communication, but none had focused on the content of the voice communication. This thesis presents a functioning product to address the needs of such users by applying a systems thinking approach to visualize and manage complexity through the whole process from the product idea generation to the business model. A detailed assessment of the users' needs and description of the product's user-centric design is provided. User experience design principles and legal constraints were considered throughout the development process. We propose to add value and differentiate the product by providing users with options to manage the content of their calls. At the most basic level, we give free audio-to-text transcripts with built-in features that could users save time and be more productive. nexiwave was built using principles promulgated in the System Design and Management Program classes.

This thesis hypothesized that extensive telecommunications liberalization would not increase the penetration rate of the fixed telephone service better than other, less competition-oriented, policy alternatives. The hypothesis was validated in the case of Thailand and the Philippines. However, for the cellular mobile telephone and Internet services, extensive telecommunications liberalization could increase the penetration rates better than other, less competition-oriented, policy alternatives. Thus, the thesis demonstrates that past research has not paid sufficient attention to this issue and has assumed that the more extensive reform could lead to the faster and the better telecommunications development of all telecommunication services. The thesis suggested that less-developed countries (LDCs) should realize that they do not have to fully implement liberalization reforms, but should instead specifically tailor their telecommunications reform policies to their own pace and needs. This study found that extensive liberalization reforms or extensive opening of the market does not necessarily increase penetration rates of services better than other less competition-oriented policy alternatives under the following conditions: Assuming that the services have not yet reached their saturation levels based on the S-curve,

Users perceive the service as a necessity; and 2. the government perceives the service as a basic necessity; and 3. the government strictly commits and implements purposeful policies with the intention of increasing penetration rates of the services through the distribution of service provision authority. Or, 4. If the liberalization is implemented after the saturation level of the service is reached. The thesis results have the policy implication that liberalization can be a useful and effective alternative to lead to higher penetration rates, when and only if, the country and its people understand its goals, effects and implications and, more importantly, when the government provides the policy framework for universal service for the benefits of its people so that the liberalization can lead to self-sustainable development.

Within 27 years from 1979 when the first analogue cellular telephone system was launched, the Wireless Telecommunication industry has evolved drastically. Its technology and service are now in third generation: 3G, and already moving forward to 4G. Within a few years, it will enable the exchange of multimedia contents with huge digital data over the air. In the global market, most countries have deregulation and encourage now free competition. Especially emerging market e.g. BRICS is rapidly growing and intensifying the global competition. Furthermore, it seems that the internet revolution forces the industry to change their traditional business model entirely. In this situation, wireless telecom carriers may not be able to survive if they fail to adapt to the new evolved environment. They need developing an appropriate global business strategy, taking into account all complex essential factors: integration with the internet, sustainable disruptive innovation, international technology standardization and market globalization. What framework and method can solve the problem?
(cont.) This is the essential question for the industry. In order to answer the question, I believe that any player in the industry has to investigate these dynamics and interrelation each factor has, and design business strategy to achieve sustainable growth in the complex market. In the thesis, as one part of the solution, I propose (i) a hybrid analysis method how to investigate the industry and capture the complex dynamics, and (ii) strategy development procedure to support appropriate business strategy for future wireless communication business. In terms of (i), I introduce three analysis tools: my Triangle Pyramid Configuration Study (TPCS), Porter's Competitive Advantage Analysis and Lessard's RATs Test. The MultiProtocol Label Switching (MPLS) framework is used in many networks to provide efficient load balancing which distributes the traffic for efficient Quality of Service (QoS) provisioning in the network. If the MPLS framework is combined with Differentiated Services (DiffServ) architecture, together they can provide aggregate-based service differentiation and QoS. The combined use of DiffServ and MPLS in a network is called DiffServ-aware Traffic Engineering (DS-TE). Such DiffServ-based MPLS networks demand development of efficient methods for QoS provisioning. In this thesis, an automated manager for management of these DiffServ-based MPLS networks is proposed. This manager, called Traffic Engineering Automated Manager (TEAM), is a centralized authority for adaptively managing a DiffServ/MPLS domain and it is responsible for dynamic bandwidth and route management. TEAM is designed to provide a novel and unique architecture capable of managing large scale MPLS/DiffServ domains without any human interference. TEAM constantly monitors the network state and reconfigures the network for efficient handling of network events. Under the umbrella of TEAM, new schemes for Label Switched Path (LSP) setup/teardown, traffic routing, and network measurement are proposed and evaluated through simulations. Also, extensions to include Generalized MPLS (GMPLS) networks and inter-domain management are proposed.

The telecommunications industry ('Telco'), a service provider business, is undergoing significant changes such as deregulations, technology changes and increasing competition. Managers face increased pressure to bring new products with the latest technology into the market faster. Few previous studies have analysed New Product Development (NPD) projects in this hypercompetitive industry. This research addresses this gap by investigating Telco NPD projects and the associated skill sets needed by successful project managers.--The study evaluated how project managers' various skills contribute to project management success. Incorporating clear definitions grounded in the recent literature on NPD, management and leadership, the research proposed a new organising framework of four groups of skill sets: technical, leadership, managerial and administrative. Technical skills are the knowledge of technologies on which the project work is based. Leadership skills involve influencing project stakeholders to deliver a quality product within time and budget. Managerial skills are needed to develop and execute project plans and to get project work done. Administrative skills include understanding an organisation's structure, culture, policies, processes, methods and tools.--Previous classifications for Telco NPD projects have over-emphasised product innovation and undervalued the process aspects. While small projects provide fewer management challenges, this study found that project managers of large and complex projects require all four skill sets. Managerial skills are mandatory. Technical and administrative skills enhance understanding of the technology and business processes. Leadership skills are limited at an operational level. Managerial and administrative skills are essential for developing and implementing project plans; technical skills are important in the initial project stages; leadership skills are needed from the beginning until delivering a new product.--The research outcomes can be used when hiring and developing NPD project manager professionals in the Telco industry to complement current project manager competency standards, which do not cover all the skill sets. Findings may be applicable to Telco companies in other countries new to such market conditions. Furthermore, other industries may adapt the skill set framework to suit their own particular requirements.

From the 1990s onwards, significant developments have occurred in the international telecommunications sector that have affected the South African telecommunications industry and peoples' access to the telephony. Rapid developments in Information and Communication Technologies together with the reorganisation of telecommunications operators through commercialisation, privatisation and market liberalisation have resulted in monopoly operators moving away from their public service mandates. Globalisation and adherence to World Trade Organisation rules are causing operators to rebalance their tariffs, long-distance rates are decreasing while the cost of local calls is increasing. High-end users of telecommunication services are benefiting while low-end, largely residential users are being priced off the network. The end result is a negative effect on universal access to telecommunications. This study examines the extent of telecommunications reform within the South African telecommunications industry as it affects the provision of telecommunication services and the government's goal of achieving universal access in South Africa. Quantitative research methods utilising secondary data were utilised to establish that the state owned operator, Telkom, has transformed itself from a public service operator to one that is fully commercialised and prepared for competition. This study finds that despite the large roll-out programme in fixed-line telecommunications, there has been only very limited uptake for rural and low-income users. Although Telkom's exclusivity period initially caused an acceleration of the growth in net new lines from Telkom's greater investment levels, this acceleration only lasted until 2000/1 when Telkom started to enforce timely accounts payment more strictly. This resulted in an actual decrease in the total number of active lines in 2001 and 2002, despite new lines being rolled out. Household figures suggest that low-income households disconnected in large numbers. Fixed line telephony access was given to people who could not afford telephones and hence they were later disconnected. The end result was that fixed lines ended up growing at a similar rate to what they were prior to the exclusivity period, suggesting that the grand subsidisation of universal access was most likely a waste of resources and only resulted in temporary ownership improvements. A further problem now faced by government is the number of people who were disconnected from Telkom and remain indebted to the company. These households are prevented from getting a fixed-line phone until they repay their deb!. This has potentially far-reaching effects on their lives through destroying their credit rating. In contrast to fixed line telephones, the growth in cellular subscribers has grown beyond all expectations. Almost all the gains in ownership have come from the adoption of cellular by rural and low-income users. This study demonstrates that cellular is the rational choice for most low-income consumers given the different tariff structures and the average monthly spend on communication. The study further suggests that future use of universal service funds should be more technology neutral, this will enhance the role of cellular telecommunications in such plans. Removing the burden off fixed line for universal service provision may enable the acceleration of telecommunication liberalisation in South Africa. Obvious benefits are better prices and products for business users. Fixed-line technology remains the core technology for business users who require bandwidth for data services and make considerably more calls than residential users, making fixed-line the cheaper technology. Amongst the current biggest users are cellular network operators. Improving prices on leasing and interconnection should lower cellular call rates, making it even more attractive to low-income users. Finally, the new Intemational Telecommunication Union definitions for universal access and service now include cellular technology and move away from a fixed-line focus. These definitions are very much in line with the results identified in this study.

The Internet is dynamically shared by numerous flows of data traffic. Network congestion occurs when the aggregate flow rate persistently exceeds the network capacity, leading to excessive delivery delay and loss of user data. To control network congestion, a flow needs to adapt the sending rate to its inferred level of congestion, and a packet switch needs to report its local level of congestion. In this framework of Internet congestion control, it is important for flows to react promptly against congestion, and robustly against interfering network events resembling congestion. This is challenging due to the highly dynamic interactions of various network components over a global scale. Prior approaches rely predominantly on empirical observations in experiments for constructing and validating designs. However, without a careful, systematic examination of all viable options, more efficient designs may be overlooked. Moreover, experimental results have limited applicability to scenarios beyond the specific experimental settings. In this thesis, I employ a novel, systematic design approach. I formalize the design process of Internet congestion control from a minimal set of empirical observations. I prove the robustness and optimality of the attained design in general settings, and validate these properties in practical experimental settings. First, I develop a systematic method for enhancing the robustness of flows against interfering events resembling congestion. The class of additive-increase-multiplicative-decrease (AIMD) algorithms in Transmission Control Protocol (TCP) is the set of dominant algorithms governing the flow rate adaptation process. Over the present Internet, packet reordering and non-congestive loss occur frequently and are misinterpreted by TCP AIMD as packet loss due to congestion. This leads to underutilization of network resources. With a complete, formal characterization of the design space of TCP AIMD, I formulate designing wireless TCP AIMD as an optimal control problem over this space. The derived optimal algorithm attains a significant performance improvement over existing enhancements in packet-level simulation. Second, I propose a novel design principle, known as pricing-link-by-time (PLT), that specifies how to set the measure of congestion, or “link price”, at a router to provide prompt feedback to flows. Existing feedback mechanisms require sophisticated parameter tuning, and experience drastic performance degradation with improperly tuned parameters. PLT makes parameter tuning a simple, optional process. It increases the link price as the backlog stays above a threshold value, and resets the price once the backlog goes below the threshold. I prove that such a system exhibits cyclic behavior that is robust against changes in network environment and protocol parameters. Moreover, changing the threshold value can control delay without undermining system performance. I validate these analytical results using packet-level simulation. The incremental deployment of various enhancements have made Internet congestion control highly heterogeneous. The final part of the thesis studies this issue by analyzing the competition among flows with heterogeneous robustness against interfering network events. While rigorous theories have been a major vehicle for understanding system designs, the thesis involves them directly in the design process. This systematic design approach can fully exploit the structural characteristics, and lead to generally applicable, effective solutions.

Abstract:
This study explores how governments use knowledge to inform telecommunications policy-making and policy-implementation in regional development. It focuses on epistemological aspects and assumptions made within the parameters of Enlightenment thinking or the Newtonian paradigm, also known as the classical scientit1c paradigm. It argues that lmowledge formed within this paradigm, usually generated at a distance, has been individ,uated, detached, segmented and abstracted. 'Individuation' focuses on individuals and things rather than communities and processes. 'Detachment' separates the subjective mind from the objective environment to produce reliable information. 'Segmentation' produces validity of information by parsing the objective environment from its social and historical context. 'Abstraction' allows objectivity and systematisation of information. When used to inform policy, such knowledge creates a narrow 'standardising gaze' that 'disciplines' communities to conform to dominant social behaviour and beliefs. Case studies are used to demonstrate that the two major models of development, as products ofthis paradigm, employ this gaze rendering replicability difficult ifnot impossible. These models are the top-down and bottom-up approach that are epitomised by the Silicon Valley model and telecentre moveluent respectively. How this gaze inhibits/facilitates development in policy implementation is then examined in the Goldfields Esperance region in Western Australia. An holistic approach using cotnplex adaptive systems is used to understand the multidisciplinary aspects involved in development. This is combined with action research, a reflexive methodology. Action research has the ability to access local knowledge to provide data and evaluation in situ rather than on a post hoc basis. The findings demonstrate that complex systems analysis and action research provide a modus operandi that: a) recognises the interplay of various factors (such as power relations, economic cycle, social and political institutions) at different levels of the system; b) recognises time, context and path-dependence of regional development; c) provides a filter that minimises the 'standardising gaze' and d) gives an access to knowledge and insight to local issues, which can facilitate policy implementation of development that is sympathetic to regional communities.
