Full textSeveral factors affect the development of telecommunications policy in a country. These include government intervention, geography, alliances, and economic stability. By studying different countries, and comparing these factors and the rates of growth of each state, one can further understand the different levels of telecommunications development. This thesis will explore telecommunications policy, its success and failures, in the Dominican Republic and Haiti, where telecommunications has become a major source of jobs and economy due to foreign investments. Analysis of telecommunications policies, regulatory bodies, and agreements will be studied and compared to each country's rate of growth in the past 10 years. This thesis will provide recommendations for the successful implementation of regulatory policies in the named developing Caribbean nations. By examining the policies in these nations, this thesis will determine the effectiveness of the country's telecommunications policy. Additionally, the thesis will explore the influence of specific actors, such as corruption, nonenforcement of regulatory laws, lack of developed accounting and auditing systems, and the limitation of the government in developing policy.

The thesis assesses the present access status and the regulatory regime, analyzes general challenges of deregulation including concerns of national security, fair competition, equal opportunity for service providers and manufacturers and above all consumer protection. It examines the how the Canadian CRTC and American FCC are addressing the current challenge posed by rapid technological developments and consequent convergence of telecommunications and broadcasting as well as lessons India could learn from the Canadian and American experiences. Finally suggestions are made for a possible logical direction for India's future telecom policy, in particular and the commercialization of space activities, in general.

This thesis hypothesized that extensive telecommunications liberalization would not increase the penetration rate of the fixed telephone service better than other, less competition-oriented, policy alternatives. The hypothesis was validated in the case of Thailand and the Philippines. However, for the cellular mobile telephone and Internet services, extensive telecommunications liberalization could increase the penetration rates better than other, less competition-oriented, policy alternatives. Thus, the thesis demonstrates that past research has not paid sufficient attention to this issue and has assumed that the more extensive reform could lead to the faster and the better telecommunications development of all telecommunication services. The thesis suggested that less-developed countries (LDCs) should realize that they do not have to fully implement liberalization reforms, but should instead specifically tailor their telecommunications reform policies to their own pace and needs. This study found that extensive liberalization reforms or extensive opening of the market does not necessarily increase penetration rates of services better than other less competition-oriented policy alternatives under the following conditions: Assuming that the services have not yet reached their saturation levels based on the S-curve,
(cont.) 1. Users perceive the service as a necessity; and 2. the government perceives the service as a basic necessity; and 3. the government strictly commits and implements purposeful policies with the intention of increasing penetration rates of the services through the distribution of service provision authority. Or, 4. If the liberalization is implemented after the saturation level of the service is reached. The thesis results have the policy implication that liberalization can be a useful and effective alternative to lead to higher penetration rates, when and only if, the country and its people understand its goals, effects and implications and, more importantly, when the government provides the policy framework for universal service for the benefits of its people so that the liberalization can lead to self-sustainable development.

Le mémoire argumente que durant l'audience sur La Radiodiffusion Canadienne par les Nouveaux Médias ces organismes ont ajouté de nouvelles problématiques aux intérêts, historiquement centrés sur le contenu, qu'ils défendent et ont commencé à plaidoyer les politiques qui gèrent le transport des données. Lors de la seconde audience, l'Examen des Pratiques de Gestion du Trafic Internet des Fournisseurs de Services Internet, ces organismes ont adressé directement le design, l'implémentation et le fonctionnement technique des technologies de la télécommunication dans leurs commentaires et présentations au Conseil. Le mémoire propose une typologie des organismes culturels Canadiens et résume leurs antécédents en défense des politiques culturelles et des communications. En utilisant une définition de la technologie orientée par les Études des Sciences et Technologies ainsi que de la théorie de l'acteur-réseau le projet démontre que la participation de ces groupes aux forums officiels d'élaboration des politiques de gouvernance internet est complétée par d'autres modes productifs d'interaction avec les technologies d'information et de communication (TIC). À l'aide d'exemples d'intégration des TIC par ces organismes dans leur travail le mémoire fait valoir que de telles pratiques produisent et contribuent à la redéfinition de l'internet. Les organismes culturels du Canada gagneraient à adopter une définition des TIC qui reflète leur relation mutuellement constitutive et co-productive. Le mémoire conclut que les infrastructures de télécommunication doivent être comprises comme étant des acteurs matériels et des participants afin de renforcer et responsabiliser les pratiques et la défense de politiques de ces organismes.

Full textFrom the 1990s onwards, significant developments have occurred in the international telecommunications sector that have affected the South African telecommunications industry and peoples' access to the telephony. Rapid developments in Information and Communication Technologies together with the reorganisation of telecommunications operators through commercialisation, privatisation and market liberalisation have resulted in monopoly operators moving away from their public service mandates. Globalisation and adherence to World Trade Organisation rules are causing operators to rebalance their tariffs, long-distance rates are decreasing while the cost of local calls is increasing. High-end users of telecommunication services are benefiting while low-end, largely residential users are being priced off the network. The end result is a negative effect on universal access to telecommunications. This study examines the extent of telecommunications reform within the South African telecommunications industry as it affects the provision of telecommunication services and the government's goal of achieving universal access in South Africa. Quantitative research methods utilising secondary data were utilised to establish that the state owned operator, Telkom, has transformed itself from a public service operator to one that is fully commercialised and prepared for competition. This study finds that despite the large roll-out programme in fixed-line telecommunications, there has been only very limited uptake for rural and low-income users. Although Telkom's exclusivity period initially caused an acceleration of the growth in net new lines from Telkom's greater investment levels, this acceleration only lasted until 2000/1 when Telkom started to enforce timely accounts payment more strictly. This resulted in an actual decrease in the total number of active lines in 2001 and 2002, despite new lines being rolled out. Household figures suggest that low-income households disconnected in large numbers. Fixed line telephony access was given to people who could not afford telephones and hence they were later disconnected. The end result was that fixed lines ended up growing at a similar rate to what they were prior to the exclusivity period, suggesting that the grand subsidisation of universal access was most likely a waste of resources and only resulted in temporary ownership improvements. A further problem now faced by government is the number of people who were disconnected from Telkom and remain indebted to the company. These households are prevented from getting a fixed-line phone until they repay their deb!. This has potentially far-reaching effects on their lives through destroying their credit rating. In contrast to fixed line telephones, the growth in cellular subscribers has grown beyond all expectations. Almost all the gains in ownership have come from the adoption of cellular by rural and low-income users. This study demonstrates that cellular is the rational choice for most low-income consumers given the different tariff structures and the average monthly spend on communication. The study further suggests that future use of universal service funds should be more technology neutral, this will enhance the role of cellular telecommunications in such plans. Removing the burden off fixed line for universal service provision may enable the acceleration of telecommunication liberalisation in South Africa. Obvious benefits are better prices and products for business users. Fixed-line technology remains the core technology for business users who require bandwidth for data services and make considerably more calls than residential users, making fixed-line the cheaper technology. Amongst the current biggest users are cellular network operators. Improving prices on leasing and interconnection should lower cellular call rates, making it even more attractive to low-income users. Finally, the new Intemational Telecommunication Union definitions for universal access and service now include cellular technology and move away from a fixed-line focus. These definitions are very much in line with the results identified in this study.

Full textWith the rapid development of new applications, comes the drive to modify the current Internet to accommodate real-time multimedia applications. The current Internet uses a single queue per output port to buffer packets destined for that port. This often causes congestion leading to packet loss and delay. Real-time applications are delay and Joss sensitive. Therefore, there is a need to develop a buffer management system that will effectively accommodate both real-time and non-real-time applications. In an attempt to efficiently allocate and manage output buffers of a router in the fixture Internet, in this research we have developed a buffer management scheme known as Dynamic Threshold Buffer Allocation Scheme (DTBAS). This scheme uses complete sharing with virtual partitioning. Pre-emption (i.e. removal of queued packets) is used to minimise congestion of high priority packets. Dynamic thresholds are used to determine the start and end of pre-emption. To further alleviate the congestion of high priority (real-time) packets, high priority OUT-packets are randomly dropped during the pre-emption period. To add some fairness to the scheme, low priority (non-real-time) packets are assigned a minimum buffer volume. Simulation was conducted to evaluate the performance of the proposed scheme. The scheme was also compared with the Complete Sharing and Complete Partitioning schemes. It was found that DTBAS had the lowest average packet loss rate for real-time applications compared to other schemes. It was also found that DTBAS efficiently utilises its buffer space.

Full textCurrent satellite licensing regimes fail to take into account the international character of satellite telecommunications. The reliance on a national public interest standard does not properly address the interests of the community of states, industry and consumers and is not suitable to meet the aspirations of international space law. The international harmonization of frequencies and international standardization are indispensable for the introduction of these new services. The establishment of an international communications regulator with the power to adopt binding decisions if required is the most suitable way to address these problems. However, the development of an international public interest standard with clear policy objectives will be hard to achieve.
With regard to the different aspects of ground segment licensing, a gradual approach is the best way to balance the different interests and concerns in this field. The International Telecommunications Union GMPCS MoU and the development of European regulations show a feasible way to achieve a regulatory regime that facilitates the introduction of these new services. Lighter regulations, possibly the introduction of one stop shopping procedures, mutual recognition of licenses and the introduction of general authorizations are measures that can and should be taken at the international level. The interdependence of earth and space segment licensing may lead to the understanding that some aspects of earth segment licensing should also be regulated at international level.
The question will be whether States, industry and users are able to reconcile their interests and the sometimes opposing trends of international cooperation and international competition for the benefit of "all mankind".

While most of the world's population resides in countries that are wealthy or developing, the rest reside in low-income and least developed countries (LDCs), left behind and growing more disconnected. At the same time, mobile phones are widely adopted in these underdeveloped areas and demonstrate potential for economic development. However, technological innovation and policies have often addressed narrow dimensions of poverty and development. Sustainable development, on the other hand, assesses the welfare of a country in its entirety. This then begs the question of how mobile telephony technology, given its pervasiveness, can be beneficial on a systemic and sustainable level. This document presents evidence that mobile phones can contribute to sustainable development in several ways. The focus is on selected countries in the sub-Saharan Africa region: Kenya, Tanzania, Uganda, and Nigeria, each of which is categorized as a LDC. The Sustainable Development framework is used to analyze data from case studies and existing technology, institutional and policy trends in the mobile telecommunication industry. The evidence from literature demonstrates that mobile initiatives focused on niche areas, such as banking and health, have benefited on the community level and improved operations within firms. Mobile industry policies have created a healthy system of innovation in these countries. However, environmental development has been secondary or even ignored. Thus, the recommendations focus on prioritizing sustainability, specific policies continuing diffusion and adoption, technology transfer mechanisms, increased robustness in data-tracking and countering external economic shocks. The data presented is not meant to be comprehensive nor complete. Consequently, suggested future work addresses short-term, mid-term, and long-term strategies. Specific areas include examining causal linkages for mobile phone adoption, designing technology initiatives around sustainability goals, and drivers that facilitate technology transfer. Mobile telecommunication technology offers real opportunities for development and growth in Africa. If the focus of development shifts from mere economic growth to sustainable development, countries can not only transform their economic fortunes but also enhance the quality of their environment.

Full textENGLISH ABSTRACT: This study aims to assess the state of developments of Information Communication Technologies (ICT's) in the Gauteng Province as a driving factor for evolution into informational economy. Throughout the world the convergence of telecommunications, computing and publishing industries has changed the way in which the world economies and society at large are organized. It is important for every part of society to adapt to these changes. Since 1996 a number of institutional developments at a global, national, provincial, industrial, municipality and community levels have taken place to prepare society for the digital revolution. These institutional initiatives took form of policies and programs that would have an impact on the Gauteng Province. Therefore, it is necessary for Gauteng Province to develop a planning framework that is informed by these changes and initiatives. The theoretical basis of the study was Critical Multiplism. This approach employs multiple perspectives, methods, measures and data sources to arrive at plausible conclusions. The study concludes that the Gauteng Province has reached a critical point for rapid growth of ICT's to take place.
AFRIKAANSE OPSOMMING: Die studie fokus op die evaluering van die ontwikkeling van die Informasie Kommunikasie Tegnologie in Gauteng as 'n dryffaktor vir die evolusie na 'n informasie ekonomie. Internasionaal het die integrasie van telekommunikasie, rekenarisering en publisieteit industrieë die manier van organisasie van wêreld ekonomie en die samelewing verander. Dit is belangrik vir die sameling se voortbestaan om aan te pas by hierdie veranderinge. Sedert 1996 het verskeie institute en organisasies op globale, nasionale, provinsiale, industrieële, munisipale en gemeenskaps vlak reeds met voorbereidings begin vir die digitale revolusie. Hierdie inisiatiewe het die vorm van voorskrifte en programme aangeneem wat 'n definitiewe impak maak op Gauteng. Dit is belangrik vir Gauteng om 'n voorskriftelike raamwerk op te stel in lyn met hierdie inisiatiewe. Die teoretiese basis van hierdie studie was Kritiese Vermenigvuldiging. Hierdie metode maak gebruik van verskeie sienings, maniere en inligtingsbronne om by 'n werkbare oplossing te kom. Hierdie studie beklemtoon die feit dat Gauteng 'n krietiesie punt bereik het vir vinnige groei in Informasie Kommunikasie Tegnologie.
