Abstract:
The development of information and communication technologies has contributed to the fact that the telecommunication industry has become one of the strategic sectors of the economy on which the functioning of other branches of the economy depends. Therefore, the objective of the study was to determine the factors that influence the competitiveness of telecommunications companies and shape the image of the future telecommunication sector as a whole. The article analyzes two theoretical approaches to the definition of competitiveness: static and dynamic. Due to the importance of the dynamic approach for determining the competitiveness for the telecommunication market, the main internal and external factors affecting telecommunication companies nowadays and having a significant effect in future were identified. External factors were determined using STEEPV-analysis. For internal factors, the following classification was proposed: technological, organizational and marketing innovations. Among the external factors, the digitalization of the economy and society becomes the most important for telecommunication companies, technological innovations are among the internal factors. The factors revealed during the research can be used for foresight of the telecommunications sector of Russia, the definition of scenario conditions for forecasting the development of information and communication technologies, the formation of a strategic policy of telecommunication companies.

The aim of the article is to develop a methodology for the formal design of the complex information security system in information and telecommunication systems. At the moment, there are no methods for the formal design of complex information security system in information and telecommunication systems, so the development of such a methodology is an urgent task. The article discusses the methods of formalized modeling of information security policy and methods of formalized description of the information and telecommunications system and information processing processes. The necessity of formal design of complex information security system is substantiated and the requirements for the development of formal descriptions of an integrated information security system in accordance with regulatory documents in the field of technical protection of information are described. The comparative characteristics of the methods of formalized modeling of information security policy and methods of formalized description of the information and telecommunication system and information processing processes are given. As a result of the comparison, it is proposed to use the UML method for the formal description of the information-telecommunication system, and the UMLsec method for the security policy modeling. An algorithm for the formation of a complex of protection facilities in an information and telecommunications system is proposed from a formal model of security policy and from a formalized description of an information and telecommunications system and information processing processes.

Abstract:
Purpose – The purpose of this paper is to investigate the long-run impact of telecommunications revenue and telecommunications investment on economic growth of Ghana for the time horizon 1976-2007. Design/methodology/approach – The paper uses the Augmented Dickey Fuller and Phillips Perron unit root test to explore the stationarity property of the variables and the Engle-Granger residual-based test of cointegration to model an appropriate restricted error correction model. Findings – The outcome of the analysis produced mixed results. Telecommunications revenue does not contribute significantly whilst telecommunications investment does. Practical implications – Policy makers will have to deal with a conundrum; while designing targeted policies that will attract more telecommunication investment in order to maximize the corresponding revenues and the economic growth it brings in its wake, they must at the same time find ways and resources to grow the economy to a point or threshold where revenue from telecommunications can have the much needed impact on their economies. Originality/value – The study is one of the first that has investigated the line of causality between telecommunication revenue and economic growth unlike previous research that mainly focused on the impact of telecommunication infrastructure on economic development.

Introduction. The importance of telecommunications in the socio-economic sphere is growing, providing support for the development of the national economy, since the priority development of telecommunications, compared with the overall pace of economic development, significantly increases the competitiveness of the Ukrainian economy. Therefore, the management of telecommunications companies is defined as one of the priority areas of government in the face of growing competition, which makes the problem of increasing the competitiveness of telecommunications services and the telecommunications operator as a whole urgent. Aim and tasks. The aim of the article is to study the methodological issues of substantiating the elements of enterprise competitiveness in the telecommunications services market, as well as studying the gradation of the level of competitiveness and recommendations for their use in managing the competitiveness of an enterprise. Results. The scientific and theoretical approaches to the essence of the concept of «competitiveness» are considered. The study made it possible to form its own scientific vision of the economic category “competitiveness of telecommunication companies”. It is noted that modern global trends in the development of the telecommunications market affect its new type in the conditions of the formation of the information society. The main forms of competition in the telecommunications services market are considered. The features of modern telecommunications are highlighted. Disclosed policy in the space of competition regulation in the market of telecommunication services. Conclusions. Identified and analyzed the basics of managing the competitiveness of telecommunications companies operating in a competitive environment, which is characterized by constant technological innovation.. The main elements of the process of managing the competitiveness of telecommunications companies are substantiated as components of the internal and external environment that determine or can determine the future performance of the company in the international and domestic markets, which will help create the conditions for the implementation of a highly developed information and telecommunications infrastructure to provide telecommunications services to all segments of the population.

Two telecommunications companies in Indonesia have their names listed in Indonesian Stock Exchange (IDX) namely, PT. Indosat, Tbk. (ISAT) and PT Telekomunikasi Indonesia (TLKM) have enlivened the telecommunication industry. This study aims to evaluate the performance of two telecommunications companies in Indonesia by assessing, comparing and analyzing fundamentally, technically and news or company policies occurred in the field during 2017 - May 2018. In Fundamental Analysis, the two companies are categorized as companies that have a good financial condition. However, in the second semester of 2017, telecommunication companies experienced a significant decline in market value, which was contrary to the fundamental analysis. If viewed from a technical perspective, this telecommunication service company has good prospects for the future. Company policy or news is also one of the determining factors for the increase or decrease in stock prices. The overall results of the study concluded that TLKM shares have a fundamental, and technical, that is better than ISAT, while news and company policies can be investors' supporting data in determining stock purchases.

Telecommunications has provided an excellent mean to connect people, businesses, communities and countries across the globe. Quality of life has improved tremendously with the development of communications and related technologies. In spite of excellent growth of telecommunications services and reduction in tariff the benefits of telecommunication technologies have not reached to the poor segment of the population in the emerging and developing countries. India is no exception to it. There is wide gap between teledensity in urban and rural areas in India. The research paper discusses the efforts of government and service providers to fill this gap. The paper also presents the analysis of growth strategies of telecom stake holders. Based on the analysis, it is suggested that the gaps can be filled in by understanding and addressing technical and financial issues of the service providers in the context of rural areas. There is a need to create better policy instruments to provide incentives for service providers in rural areas and create markets for service providers that are financially viable. In this context paper analyzed existing status of rural telecommunication, role of information & communication technologies (ICTs) in the life of rural population, future needs of rural population, and strategies of making telecommunication services affordable in rural areas.

In Australia, the Universal Service Obligation (USO) operates as a legislative mechanism that guarantees the right of all Australians to access a standard telephone service wherever they reside. In 1997, special provisions for people with severe hearing impairment were added to telecommunication legislation. The Telecommunications Act 1997 included a specific reference to teletypewriters (TTYs), including them as an addition to the definition of the Universal Service Obligation (USO) as the result of the outcome from a public inquiry held in 1995. The inquiry, subsequently referred to as Scott v. Telstra, is a case study illustrating the collision of two separate pieces of federal legislation and the paradigms that formed them. Furthermore, both the inquiry and subsequent revision of definitions of a standard telephone service illustrate the complexity of planning telecommunication policy for equitable social outcomes. Specifically, further questions are raised surrounding the role of universal service in changing technological and competitive environments.

Empirical research demonstrating the influence of technological innovation on competitive advantage has produced inconclusive results. This paper, therefore, aims to investigate the association amidst technological innovations and competitive advantage. Significant transformations have been evident in Kenya’s telecommunication industry for the last two decades, which has resulted in intense competition, and technological innovation has become the new face of competition among firms. The study applied the positivism philosophy and adopted the descriptive cross-sectional survey design. The target population comprised all 83 large licensed telecommunications service providers where census method was used. Both descriptive and inferential statistics were utilized in the analysis of data. Descriptive statistics comprised of frequencies, percentages, means, and standard deviations while inferential statistics used linear regression analysis which was employed in testing the hypothesis. Findings reveal a significant and positive influence of technological innovation on competitive advantage. Technological innovation explained the variations in competitive advantage. It is deduced from the findings that more technologically innovative telecommunication firms are likely to produce better products and services and consequently able to acquire more customers earning competitive advantage compared to less innovative telecommunication firms. The study presented notable implications on the policy framework, the strategic management practice, and theory implications in the telecommunication industry and beyond. At policy level, the Government of Kenya would benefit from the study by ensuring that policy makers and regulatory authorities in the telecommunication sector formulate policies that would promote technological innovation for enhancing competitive advantage. Managerial practitioners may consider institutionalizing innovation by creating the requisite direction and controls that enable the emergence of innovation and value creation for sustainable competitive advantage. The study findings’ implications further extended, supported, and added value on the theory adopted by the study.

The present article evaluates the public policy towards the telecommunication sector in Brazil, taking into consideration the dead scheme of state monopoly and the introduction of processes of privatization, economic liberalization and technological innovation. It is described the increase in direct foreign investments, new forms of technology innovation, introduction of regulatory institutions, goals for investments and scopes of service attendance. Through a wide bibliographical review, data analysis and interviews with specialists, entrepreneurs and public policy makers, it was possible to better understand the role of the public policy on the national technological innovation capabilities in the sector. The results demonstrate that the commercial balance in telecommunication's equipments has increased its deficit as well as the expenses with the foreign technology transfer contracts. The new market structure was achieved mainly due to an elevation of internal prices to international levels and the legislation favorable to the competition among incumbents. It is identified an absence of policies and incentives of the public sector in the telecommunications technology innovation system, allowing an increased Brazilian dependence on foreign supply.

Abstract:
Different policies impact on the growth of the telecommunication sector in Nigeria. One of these policies which influence the expansion or contraction of the telecommunication output is monetary policy. To this end, this research examined the effect of monetary policy on telecommunication output in Nigeria. For the purpose of analysis, time series secondary data were sourced from Central Bank of Nigeria (CBN) statistical bulletin covering the periods1986 to 2018. Autoregressive Distributed Lag (ARDL) technique was employed after examining the stationarity of the data series using Augmented Dickey-Fuller technique. The bound co-integration test revealed that there is long run equilibrium between the monetary policy variables employed and telecommunication output. The ARDL result revealed that money supply had significant and positive effect on telecommunication output in the short and long run; liquidity ratio produced an insignificant and negative relationship with telecommunication output in the short run and insignificant positive effect in the long run; exchange rate had insignificant negative effect in the short run and a significant positive effect on telecommunication output in the long run; consumer price index had significant negative influence on telecommunication outputboth in the short run and long run. The study concluded that monetary policy stimulates telecommunication output in Nigeria. Thus, it was recommended that the monetary authority should pursue an expansionary monetary policy to sustain the positive influence of money supply on telecommunication output in Nigeria while rolling out policy to reduce the liquidity ratio of banks in the short run but increase it in the long run so that the long term favourable effect of liquidity ratio can be felt on telecommunication output.

After a brief history of telecommunication policies and the development of local competition in the United States, this paper analyzes the Telecommunications Act of 1996 and subsequent FCC and state regulatory decisions. Unfortunately, these recent policy changes have generated pervasive, intrusive regulations, undermining the objectives the Telecom Act was intended to promote: competition, innovation, and investment in telecommunications infrastructure. States should allow incumbent local carriers to rebalance their retail rates and set interconnection prices based on actual costs. Federal policymakers should reduce and liberalize regulations, allowing market forces more freedom to allocate resources and shape industry structure.

The study examines the role of intellectual capital (IC) management in explaining the mismatch between performances of the Nigerian telecommunications industry’s annual growth rate (16.3%) and that of the nation’s economic average growth rate (4.3%) over the last two decades (1986–2010). Through a previously published research instrument, data were collected from 320 managers from 29 telecommunication companies using stratified random sampling technique. The major findings of the study as highlighted by the regression analysis (Partial Least Square techniques) of the data, revealed that the sampled telecommunication companies lack the organisational know-how and communication aptitude to leverage their embedded organisational knowledge (Structural capital) into business performance ([Formula: see text], [Formula: see text]) notwithstanding their knowledge creation and retention strategies. Hence, Knowledge utilisation rather than knowledge creation appears the main challenge of the industry which has made it perform below expectation despite the industry’s tremendous infrastructural investment. The study thereby recommends that policy makers and telecommunication managers should begin to analyse the economic impact and contribution of IC in the sector as a means of boosting the sector’s corporate business performance in the overall aim of accelerating the nation’s economic development. Moreover, as a way of addressing this obvious managerial inadequacy, the study recommends the position of Chief Knowledge Officer to be saddled with responsibility of effectively leveraging knowledge generated in the industry for optimum organisational performance and national development.

Purpose: The purpose of the study was to establish the effect of reward on employer branding in the mobile telecommunication sector in Kenya.Methodology: The study used descriptive design. The data collection instrument used was questionnaire. Census study method was used. The target population was only the top, middle and lower level managers in the mobile telecommunication sector totaling to three hundred and ninety (390). A pre-test and pilot survey was conducted. Data analysis involved statistical computations for averages, percentages, and correlation and regression analysis. Statistical computer software (SPSS) was used in data analysis. Analyzed data was presented using tables, charts and graphs.Results: Results revealed that in most of the mobile telecommunication companies in Kenya employees were stimulated by Salary, benefit and allowances to apply for the job. The results of the study also showed that Bonus, pension pay and promotions have great impact on the success of the organization and may influence retention in the mobile telecommunication companies in Kenya. The results further showed that exists a benefit scheme policy in the mobile telecommunication sector in Kenya, this implies that majority of the telecommunication companies have enrolled their employees to the benefit scheme.Unique Contribution to Theory, Practice and Policy: The study recommended Mobile telecommunication sector in Kenya to introduce annual salary reviews, housing and commuter allowances to motivate their employees and boost the employee branding.

Telecommunication facility has been provided in most countries as a user pay public service managed, typically, through the Post, Telegraph and Telephone departments or by some government-owned monopoly. The tradition has been to regard it as a natural monopoly to be supplied by the public sector.1 This perception has changed. Telecommunication is now increasingly recognised as a prime mover of the modern day economy. It is opening to participation by the private sector. The economic benefits of telecommunications are enormous, both as a growth industry in its own right and in terms of its impact on economic development. It has a significant social role in transforming how people communicate, become informed or do business. Additionally, it is also environment-friendly because it disseminates information without shifting goods or people. The practice now in vogue is to establish a regulatory agency with a high degree of independence from both operator and government. The regulator’s task is to implement government policy, ensure performance accountability by the operators and other players in respect of economic and social policy objectives, resolve disputes between competitors, monitor changing industry conditions and advise government on developments bearing on policy. The regulatory agency acts as a buffer between telecom operators and government, helping to ensure the separation of functions.

This article analyzes the impact of customer churn factors on improving the customer loyalty towards telecommunication service providers in Egypt. To accomplish this, a descriptive method is used. 1500 unique e-mails of customers of telecommunication service providers who have used telecommunication services of these providers were randomly selected. With a 25.6% response rate, the questionnaires were distributed through email and self-administered for data collection. Linear regression analysis was used on the responses. The results showed that there is a statistically significant relationship between customer churn factors and customer loyalty to improve factors and increase loyalty achievement to the telecommunication service providers in Egypt, The implications of the study are that the providers should better manage their relationships with the customers as a competitive policy in the telecommunication service marketplace. It can do that by customer churn management to decrease churn rate and increase customer loyalty.

Different sources of risk factors can occur in sustainable supply chain management due to its complex nature. The telecommunication service firm cannot implement multiple improvement practices altogether to overcome the risk factors with limited resources. The industries should evaluate the relationship between risk factors and explore the determinants of improvement measures. The purpose of the present study is to identify and analyze critical risk factors (CRFs) for enhancing sustainable supply chain management practices in the Indian telecommunication industry using interpretive structural modelling (ISM). Risk factors are identified through a literature survey, and then with the help of experts, nine CRFs are identified using a fuzzy Delphi method (FDM). The relationship among these CRFs has been analyzed using ISM, and the driving and the dependence power of those CRFs are analyzed. Results indicate that both “government policies (laws and regulations)” and “the impact of rapid change in technology” are independent or key factors that affect the sustainability of the telecommunications supply chain. In addition, results provide significant managerial implications, including enhanced sustainability, and the government should build justice, fairness, open laws, certainties, and regulations to prevent risk in the telecommunications industry supply chain; service providers should monitor the rapidly evolving technologies and focus on technical learning and organizational capacity development to overcome the impact of technological changes. The contribution of this study is using a novel approach to establish a hierarchical structural model for an effective understanding of CRFs relationships and to explore decisive risk factors that can help telecom service providers to better plan and design effective improvement strategies to enhance sustainability supply chain management.

Design/methodology/approach – A two-stage methodology is followed. In the first stage, factors are identified from literature, and are validated with telecommunication domain experts using the t-test. In the second stage, interpretive structural modeling (ISM) is used to understand the complex interrelationships among various factors. Further, MICMAC analysis is performed to analyze the indirect relationships and their effect on different factors by stabilizing the rank based on driving and dependence power. Based on MICMAC analysis, four clusters are identified to aid the policy- and decision-makers. Findings – The major contribution of this research is imposing directions and dominance of various factors to make informed decision-making for investment in mobile services to meet the upcoming demand for mobile services in Indian telecommunication sector. Research limitations/implications – The applicability of these research findings is limited to emerging telecommunication market. Practical implications – This paper forms the basis for identifying various factors that act as the driving force for the Indian telecommunication operators to pay special attention toward mobile services, with telecommunication data analytics and developing context-aware services. This paper will aid policy-makers in the government, managers in telecommunication companies and other stakeholders such as content providers, channel partners and application developers to take a lead role in developing appropriate mobile services to meet local needs of Indian users. The results also revealed that in most Mobile telecommunication companies in Kenya people are viewed as an important source of competitive advantage. The results also revealed that most telecommunication companies in Kenya have consistent core values. The results also showed that majority agreed with the statement that Work is organized so that each person can see the relationship between his or her job and the goals of the organizationUnique Contribution to Theory, Practice and Policy: The Mobile telecommunication sector in Kenya should have clear well communicated long term vision as well as formal and structured induction, orientation and familiarization process. Technological innovation has been posited to influence performance competitive advantage however; this position has been largely tautological and hence required more empirical testing. Although implied, the role of strategic leadership in the relationship between technological innovation and competitive advantage has been largely lacking. The study, therefore, specifically sought to determine the moderating role of strategic leadership on the relationship between technological innovation and competitive advantage of large telecommunication enterprises (LTEs) in Kenya. Significant transformations have been evident in Kenya’s telecommunication industry for the last two decades, which has resulted in intense competition, and technological innovation has become the new face of competition among these firms. The target population comprised all 83 large telecommunication enterprises in Kenya and census was used. Both descriptive and inferential statistics were employed in data analysis. Strategic leadership was found to have a positive and significant influence on the relationship between technological innovation and competitive advantage. It is deduced from the findings that strategic leadership would affect the strength of the relationship between technological innovation and competitive advantage. This can be attributed to the importance of organizational leadership’s role as decision makers and key enablers of technological innovation among large telecommunication enterprises. The study presented notable implications on the policy framework, the strategic management practice, and theory implications in the telecommunication industry and beyond. At policy level, the Government of Kenya would benefit from the study by ensuring that policy makers and regulatory authorities in the telecommunication sector formulate policies that would promote technological innovation and strategic leadership for enhancing competitive advantage. Managerial practitioners may consider institutionalizing innovation and leadership by creating the requisite direction and controls that enable the emergence of innovation and value creation for sustainable competitive advantage. The study findings’ implications further extended, supported, and added value on the theories adopted by the study.

Purpose The introduction of mobile telecommunication services in Nigeria led to the development of base transceiver stations (BTS) across the country. Inadequate power supply from the national grid has led to massive use of diesel-fueled back-up generators (BUGs). The purpose of this paper is to attempt to quantify and inform relevant stakeholders about air quality implications of BTS BUGs. Design/methodology/approach Seven major telecommunication network operators were identified. Emission factor approach was used to estimate the quantity of important air pollutants such as NOx, CO, SO2, PM10, PM2.5, PAH and TVOC that are emitted from the use of the BUGs based on fuel consumption rate and generators’ capacity. Fuel-based emission inventory and emission factor from the United States Environmental Protection Agency AP-42 and National Pollution Inventory were used to estimate pollutants emission from diesel-powered generators used in the BTS sites and amount of diesel consumed. Land distribution and per capita dose of the estimated pollutants load were calculated. Findings The study showed that the deployment of BUGs will lead to increase emissions of these air pollutants. The states that are most affected are Lagos, Kano and Oyo, Katsina and Akwa Ibom states with respective total air pollutants contribution of 9,539.61, 9,445.34, 8,276.46, 7,805.14 and 7,220.70 tonnes/yr. Originality/value This study has estimated pollutant emissions from the use of diesel-fueled BUGs in mobile telecommunications BTS sites in Nigeria. The data obtained could assist in policy making.

Practical people as well as academics look for functional alternatives. One of the alternatives is the decentralisation of technical control via standards. The paper investigates this alternative by analysing the role that standards have achieved in telecommunications after the hierarchical order was eroded by globalisation and deregulation. It discusses how the demise of hierarchy has boosted the ‘demand’ for standards and how the institutional infrastructure for standardisation was adapted to meet this demand.

The article explains the essence and features of the development of corporate culture of telecommunication enterprises; certain elements of corporate culture are studied, including ethical; the problems of its formation, evaluation and development are generalized. The article is aimed at researching the influence of ethical components on the development of the corporate culture of telecommunication enterprises on the basis of determining the main ethical components of the culture of business entities. It is proved that the main ethical components of the corporate culture of the telecommunication enterprise are: corporate values, ethics code, principles of management, personnel policy, principles of work with personnel. Determination of the impact of these components on the development of corporate culture was carried out on the basis of rating. It is determined that the group of ethical components and, accordingly, the criterion of «ethical norms and principles of management» is one of the four criteria by which the level of the corporate culture of enterprise be evaluated. The carried out computation showed that the level of development of ethical norms in telecommunication enterprises is quite high: the ratio of the value of the level of development of corporate culture to the reference indicator ranges from 0.71-1. The carried out analysis of ethical components of large telecommunication enterprises with a developed corporate culture allowed to identify the tendency of close relationship between these two characteristics. The criteria that indicate the development of corporate culture are substantiated and the idea of the significance and necessity of further development of ethical components for the successful long-term functioning of enterprises in both the domestic and the world markets are formed.

Perceived health risks from electromagnetic fields in mobile telecommunication and from UV radiation in tanning have become regulation issues in Germany during the last decade. Health risk messages from government expert bodies and the main stakeholders in these areas as well as subsequent consumer protection policy making are investigated. Publications and websites of government expert bodies and the main stakeholders as well as debates in Federal Parliament were analysed to compare argumentation patterns and parliamentary decision-making processes. In both areas, the public received competing health risk messages from the industries and their critics. As a government expert body, the Federal Office for Radiation Protection (BfS) held the view that alleged health risks from electromagnetic telecommunication were not proven, and propagated the precautionary principle. This opinion did not endanger the agreement of 2001 between the government and mobile telecommunication operators. After the failure to obtain voluntary commitment from the tanning industry, by contrast, the BfS recommended stricter consumer protection legislation, which was subsequently implemented. The BfS was in a key position to demand the prerogative of interpretation concerning mutually excluding health risk messages and to provide the argumentation which led the way to non-ionic radiation health protection measures.

The Australian government has recognised the importance of broadband for their social and economic development. This paper provides an in-depth analysis of the impact of policy issues on broadband Internet access in Australia. This research has clearly indicated that the state of broadband Internet access is closely related to the Government’s policy and regulatory framework. The Government based its actions on market forces as a principal driver for broadband Internet connectivity. The research has indicated that the previous regulatory competition regime, by and large, has failed to address concerns of market dominance and market power in the Telecommunications sector as is evidenced by a relatively lower speed and value of broadband services in Australia. To rectify the situation, the Australian government has recently adopted a unique National Broadband Network (NBN) plan, which is linked to the national digital economy strategy. Australia is the first country in the world where a national broadband network infrastructure company, NBN Co, is regarded as a regulated national infrastructure provider rather than as a telecommunication company. The NBN Co builds and operates an open access, wholesale only and non-discrimination high-speed broadband network, the National Broadband Network (NBN). The Australian Government's goal for the NBN is to reform the telecommunications sector and ensure every home and business across the country has access to the NBN by 2020. This paper examines the policies underlying the NBN and discusses current practices and potential benefits of the NBN.

An e-readiness survey based on Harvard e-readiness assessment framework is administered in order to check the role of university in getting Morocco e-ready. First, a diagnosis is done at the level of preparedness of Moroccan institutions in networked areas of access, society, economy and policy. The data was collected from the annual reports of Moroccan Telecommunications regulations agency (ANRT), reports from the International Telecommunication Union (ITU), Global Information Technology Report (NRI), quantitative and qualitative surveys from previous research studies, and statistical websites. The findings reveal that Morocco has, apart from networked economy and local digital content, a fairly advanced e-readiness status in other indicators in the model of Harvard Centre of International Development. Ironically, such findings show that it is the Moroccan university that needs to catch up with society.

The content analysis of advertising sites, social networks in combination with other research methods has revealed that in the virtual space there is both active promotion of services facilitating illegal migration and a wide demand for them. Based on the results of the study, the authors develop the following proposals for improving measures to combat illegal migration in the global network. 1. A strategic direction for countering illegal migration should be the adjustment of the state’s migration policy through the establishment of a correlation between this phenomenon and the use of modern information and telecommunication technologies aiming at organizing and developing a criminal business providing illegal entry, stay (residence) services, fictitious registration, and registration on migration registration, etc. 2. The counteraction to illegal migration in cyberspace should be implemented through an integrated approach. From the perspective of criminal law, it is necessary to add the element “using the media or information and telecommunication networks (including the Internet)” into Part 2 of Art. 322.1 of the Criminal Code of the Russian Federation, which provides for liability for the crime elements of the organization of illegal migration. From the perspective of criminology it is important to identify and record the real conditionality of the development of illegal migration, migration crimes and the use of the Internet to commit them; to improve statistical reporting on crime by including information on the organization of illegal migration committed via the media or information and telecommunication networks (including the Internet) in the report of the State Automated Police Center of the Ministry of Internal Affairs of the Russian Federation on crimes committed in the field of telecommunication and computer information.

Currently the majority of domestic subscribers have a low level of effective demand. These factors are the main barriers for the effective financing of telecom providers’ investment activity. The purpose of the paper is to determine the conditions and trends of investment activity financing of the three Ukrainian telecommunication companies: Kyivstar, MTS Ukraine and Ukrtelecom. Method (methodology). The method of observation, method of comparison, method of generalization, method of grouping and index scientific method have been applied in the article. Results. The financing of the investment activity of the two largest telecommunication companies in Ukraine, Kyivstar and MTS Ukraine, whose results are stable and effective, is carried out by a self-financing policy. On one hand, the depreciation, amortization, and net profit are accumulated and these companies run the lowest risk of investment activity financing. On the other hand, the companies do not avail themselves of the opportunities to get financing from financial markets and implement it for more intensive development. This policy limits the basis for future economic benefits. In contrast, Ukrtelecom runs more significant risks in financing of investment activity. It actively pursued loans, credits and bonds. However, this policy is not effective because such investments are not enough to overcome the technological gap caused by constant innovation. In addition, internal problems exist.

The urban mobility indicators in this research are generated from a database of mobile phone users call data records and are integrated into the urban mobility index of the population based on the model defined through the adaptive neuro-fuzzy inference system (ANFIS). The following has been considered in the process: an initial fuzzy inference system, model learning, model quality control, limitations, errors, and deficiencies. The model is practically applied in the programming environment, on a set of real word data. The research results prove the following hypothesis set in this paper: the urban mobility of inhabitants in a specific timeframe, can be described with an urban mobility index based on the data on the recorded telecommunication activities of the public mobile communication network users.

Abstract:
In response to the novel coronavirus disease (COVID-19), governments have introduced severe policy measures with substantial effects on human behavior. Here, we perform a large-scale, spatiotemporal analysis of human mobility during the COVID-19 epidemic. We derive human mobility from anonymized, aggregated telecommunication data in a nationwide setting (Switzerland; 10 February to 26 April 2020), consisting of ∼1.5 billion trips. In comparison to the same time period from 2019, human movement in Switzerland dropped by 49.1%. The strongest reduction is linked to bans on gatherings of more than five people, which are estimated to have decreased mobility by 24.9%, followed by venue closures (stores, restaurants, and bars) and school closures. As such, human mobility at a given day predicts reported cases 7 to 13 d ahead. A 1% reduction in human mobility predicts a 0.88 to 1.11% reduction in daily reported COVID-19 cases. When managing epidemics, monitoring human mobility via telecommunication data can support public decision makers in two ways. First, it helps in assessing policy impact; second, it provides a scalable tool for near real-time epidemic surveillance, thereby enabling evidence-based policies.

India announced its first National Telecom Policy in 1994 and since then its telecommunications Industry has witnessed tremendous growth. At a teledensity of 89.92% (TRAI 2019), it is the second largest telecom market in the world. The policy maker, Department of Telecommunication (DoT) and the regulator, Telecom Regulatory Authority of India (TRAI) have taken several initiatives to ensure affordable services to telecom users. TRAI also drives initiatives to increase the level of awareness about telecom industry among users. To analyse impact of these initiatives by TRAI and DoT, this study presents an objective assessment of user's awareness and their assessment of affordability of telecom services. A structured questionnaire is used to collect data by surveying a sample of 408 telecom users. It was found that half of the respondents were aware of DoT; more than half were aware of the regulator TRAI and Indian governments vision for telecommunications and 85% of survey respondents found telecom services affordable. The level of affordability varied across gender, age group and education levels. Through regression analysis, the study found that awareness about telecom industry influences users' assessment of service affordability. Hence, TRAI and DoT should take actions to increase the level of awareness, which will improve users' perception of affordability and may lead to increased adoption of telecom services. In addition, it is suggested that affordability of female users can be addressed through customized tariff plan and schemes.

In this research, the top six determinants of evaluation, as shown in Table 2, were selected as objectives of developing the digital convergence policy of Taiwan, they are: (1)C11 Promoting telecommunication mobile value-added services; (2) C12expediting the digitization of cable and terrestrial TV; (3) C21promoting investment and development of the convergence industry; (4) C13adjusting the scope of regulating telecommunications and broadcasting ; (5) C31completing the digital convergence legislative framework and passing relevant legislation; and (6) C22 reducing the digital divide and popularizing services.”For this research, opinions and comments from experts and scholars were compiled with the objective of establishing the most effective research structure and means of evaluation. Subsequently, results show that the top criteria expedite Taiwan’s digital convergence is the development of high-speed broadband network infrastructure. Besides, Taiwan presently does not perform well in Harmonic Convergence Regulatory Environment. It also means that there is not a sound regulatory environment, particularly in “balance digital divide and universal service”. Thus, Taiwan should first improve “Harmonic Convergence Regulatory Environment”.
