Abstract:
The article examines the specifics of the development of Telegram-channels in Russian regions as a whole, which is possible since in small towns they evolve in approximately the same way. However, the main focus of the study is the Republic of Mordovia. The outcomes include the presentation of specificity and characteristics of Telegram-channels, the definition of a news Telegram-channel. Based on the results of analysis, the author not only describes the advantages of these media in the regions but also the typical mistakes of the content creators. Despite the increasing number of channels, there is no reason to predict a massive growth of users due to Telegram’s orientation towards elitism and respectability of the target audience. The author also finds out that public attention is attracted more by texts belonging to the style of gonzo journalism and thrash writing than neutral ones.

Abstract:
The principles, conditions and features of Telegram messenger operation are revealed. The state interests in the information sphere in the conditions of spreading of social Internet services and Telegram channels are defined. The tendencies of using anonymous messengers, especially pro-Russian Telegram channels, are outlined. Ukraine’s rating of resilience to Russian misinformation has been determined. The possibilities of Telegram channels for manipulating public opinion and spreading misinformation are detailed. Threats of the functioning of anonymous Telegram channels in Ukraine have been identified. The state’s achievements in blocking banned content are highlighted. The directions of the improvement of the level of media literacy and digital awareness of the population are summarized. The necessity of legislative regulation of the Telegram channel activity in Ukraine is substantiated.

Abstract:
A phenomenon that is no longer strange to see today is the use of gadgets by all levels of society, from children to the elderly, all of whom have made gadgets a must-have item and carried everywhere. As an effort to continue to do da’wah productively, da'wah through visual content can be used as a solution to deal with the gadget phenomenon in society and to deal with difficult circumstances and situations during this pandemic. In addition, doing da'wah through visual content is a very significant way to spread Islamic teachings, because the trend of visual content is more favorable and can attract more attention than content that only contains writing. This study aims to determine the content of visual da'wah contained in the posters on the Rumaysho Telegram channel and the techniques used in making these posters. The research method used is descriptive qualitative method, which provides descriptive data from the results of the analysis on the posters of the Rumaysho Telegram channel as many as 10 posters. The data collection technique that the author uses is content analysis. The results of the research that has been done show that the posters on the Rumaysho Telegram channel are made by paying attention to design elements and with various design techniques, then the theme of the message content in each poster is made according to the problems and events that are currently hot in the community. In the future, the Rumaysho Telegram channel is expected to continue to develop its creative ideas and continue to improve the ability of design techniques so that the content presented always feels new, it is also hoped that the Rumaysho Telegram channel can maximize the features available on Telegram so that it can follow the trend of using gadgets by the community. The issue of spreading pro-Russian propaganda in the most popular telegram channels of Odesa region is considered in the paper. It is established that in scientific discourse there are practically no studies on this topic. The most studied problems are: the spread of propaganda in the Telegram by international terrorist groups (ISIS, Alkaida), as well as the blocking of this network in Russia and other authoritarian states. Meanwhile, monitoring of professional media organizations in Ukraine, both at the national and regional levels, has shown that the Telegram is very often used in order to spread pro-Russian messages. An algorithm for detecting pro-Russian messages in the Telegram was developed and the results of its work were demonstrated. The three most popular channels of Odesa region were monitored: “X… Odessa” (265 thousand subscribers), “Odessa Info” (191 thousand) and “Odessa as it is” (126 thousand) in the fall of 2021. Automatic content analysis and frame analysis are used as research methods. It is determined that the Telegram channel “X… Odessa” most often uses the frame “inconvenience”, telling locals about the obstacles experienced by citizens through reforms of decommunization and “language” law (1.07), while Russian aggression was exploited only in every second post – (0.52). Telegram channels “Odessa Info” and “Odessa as it is” wrote about Russian aggression more often – (1.46 and 0.79), and about “inconveniences” less often – (0.73; 0.64). It is suggested that in further research on the detection of propaganda, the greatest attention should be paid to posts where only the “inconvenience” frame occurs. Such texts were found in all three telegram channels. Two pro-Russian narratives were identified: the “separateness” of Odessa from Ukraine, and the “persecution” of Russian-speakers in Ukraine. It is determined that in further research the proposed algorithm for detecting pro-Russian propaganda can be used for Telegram channels of other regions, as well as for all-Ukrainian channels

<strong><strong></strong></strong><p><strong><em>The aim of the research</em></strong><em> is to identify the functioning peculiarities of public Telegram-channels addressed to the mass audience as well as to outline the prospects for their application as a modern cross-media platform in journalistic activities.</em></p><p><strong><em>Research </em></strong><strong><em>methodology</em></strong><strong><em>. </em></strong><em>The application of such methods as observation, interpretation of data, descriptive technique, typological approach and classification allows to determine the types of public Telegram-channels and characterize their format, functions and features of content, it also helps to clarify the use of these resources in journalistic work and formulate prospects for further development.</em></p><p><strong><em>Results. </em></strong><em>It is determined that the Telegram messenger is currently in the process of transformation from a conventional channel of interpersonal communication into a cross-media platform that journalists can use in their professional activities. The issues of functioning of public Telegram-channels are revealed: anonymity of authorship, distribution of fake channels, as well as violation of legal and ethical norms. The functions of journalistic Telegram-channels are defined: informational, communicative, epistemological, cultural and educational, entertaining, expressive as well as a function of social organization. It is established that the most popular among the audience were those Telegram-channels that function as a cross-media platform («TSN Novyny», «Obozrevatel.ua», «Hromadske Telebachennia»).</em></p><p><strong><em>Novelty </em></strong><em>of the obtained results of the study are an attempt to identify problems and prospects for the application of public Telegram-channels in journalistic activities, to provide recommendations for appropriate content formation of these channels as a cross-media platform, taking into consideration professional standards of journalism.</em></p><p><strong><em>Practical value.</em></strong><em> The obtained results can be applied in practical activities of journalists to broaden the range of media platforms and enhance their content quality. With the active development of the Russian stock market, new types of unfair practices and forms of illegal behavior of its participants appear. One of the latest problems that attracted the attention of the Central Bank of Russia was the influence of Telegram channels on the dynamics of shares in the Russian stock market. In order to comprehensively study the problem, based on the analysis of the publications of Telegram channels devoted to investment topics, the author identified 3 channels that most often publish investment ideas in order to influence the dynamics of the shares of a particular company. Next, 73 publications of trading ideas were selected and, using the Thomson Reuters Eikon database, the daily and weekly data on the dynamics of the stocks of the companies in the sample were downloaded. Based on the analysis of the data obtained, the mechanism and the degree of influence of the publications of Telegram channels on the dynamics of shares of individual companies of the Russian stock market, as well as the potential excessive profitability that could be obtained by administrators of Telegram channels, were determined.

Abstract:
Film as a cinematographic work is an object protected by copyright. Film and ICT are rapidly growing in Indonesia. Along with this, digital piracy occurs very often. This happens in instant messaging application, Telegram. Public channel is an available feature on Telegram that misused by its users to spread films illegally. This research was conducted to determine regulations about accessing cinematography on Telegram and Telegram Messenger Inc. liability concerns accessing cinematography by its users. The method is juridical normative by examining secondary data from primary, secondary, and tertiary legal materials obtained through literature study related to copyright and over-the-top services. The results show that accessing cinematography on Telegram violates economic rights according to Article 9 (1) b Copyright Law which is categorized as piracy in accordance with Article 113 (4) Copyright Law and Telegram Messenger Inc. as application organizer should be responsible secondarily for piracy in a civil lawsuit according to Article 99 Copyright Law and Article 38 ITE Law, administrative and criminal that occurs due to negligence in monitoring the activities of its users. Then, primary liability can be requested to application users who do not obey the terms of services of the telegram application which has an exoneration clause as a way to prevent copyright infringement in telegram application.

Volunteer tourism is a globally, popular and well-known field in which anyone may participate. During recent years the industry has increasingly received some criticism, in contrast to the otherwise quite commonly positive view of it. Hence, this thesis is taking a closer look at the industry and the discourse surrounding it and how the public opinion has changed during the last years. It will bring into light the impact volunteer tourism has both on the local communities and the volunteer tourists themselves. This will be done with respect to the following cases; positive, critical and seeing both sides of the discourse. The data derives from secondary and tertiary sources, the majority from articles from four of the world’s biggest newspapers. Post-Development theory will be used to identify the ideas regarding the discourse, which will be done with an approach of structured, focused comparison and critical discourse analysis. Additionally it will aim to identify the pros and cons with volunteer tourism and discuss why one of the perspectives might require more attention than it has had up until now. Significantly though, it will aim to provide the reader with an overall and objective view of the field.

This research analyzes the informational flow of the Customer Service Channels - CSC (Canais de Atendimento ao Cliente - CAC) of the Brazilian Post and Telegraph Company (Empresa de Correios e Telégrafos), Regional Board of Directors of Paraíba ECT/DR-PB by means of the perspective of information management (IM), questioning how the information of this flow influence the formulation of tactic actions for decision-making. The study aims at analyzing the informational flow of the CSCs of the Brazilian Post and Telegraph Company in its Regional Board of Directors of Paraíba. It is understood that the informational flow of the CSCs, if treated in a systematized way, is presented as valuable tool for the qualitative diagnosis of the offered services, besides attaining the legal requirements and fulfilling an evaluation in the processes of the provided products. Planning future actions and implementing corrective ones are the reasons that justify the study. With reference to the objectives, the methodology is classified as descriptive with quanti-qualitative approach of the case study type. In regard to data collection instruments, the study uses the guided interview and the documental analysis, categorizing data according to content analysis for interpreting them afterwards. As result of the study, it was observed that its aim is accomplished and by the indicators showed, the process seems to be effective. It is disseminated and understood by managers and operators as relationship instrument with the market and clients as well as the management. In spite of this, the potential of the data generated by the system, as its positive residual effect, does not produce direct effects or managerial actions for the continuous improvement of the organization and its final processes, especially the ones in medium and long term, either resulting from limiting factors of the process architecture and their control indicator, or due to limiting factors inherent to managers. From this viewpoint results the loss of competitiveness and the use of other costly and less efficient information sources, remaining the essential function of each manager, the one related to decision-making, submitted to results not always favorable to the company. In this context, We conclude that the management of CSC data flow provides information relative to diagnosis of the offered services, besides indicating the Regional Board of Directors positioning with regard to the company as a whole. It can be used for formulating tactic actions for decision-making and for continuous evaluation of management and organizational performance.
Analisa o fluxo informacional dos Canais de Atendimento ao Cliente (CAC) da Empresa de Correios e Telégrafos, Diretoria Regional da Paraíba ECT/DR-PB, pela perspectiva da gestão da informação (GI), questionando como as informações desse fluxo influenciam na formulação de ações táticas para a tomada de decisão. O estudo tem como objetivo geral analisar o fluxo informacional dos CAC da Empresa Brasileira de Correios e Telégrafos em sua Diretoria Regional da Paraíba. Compreende-se que o fluxo informacional dos CAC, se tratado de forma sistematizada, apresenta-se como ferramenta valiosa para o diagnóstico qualitativo dos serviços prestados, além de atingir as exigências legais e fazer uma autoavaliação nos processos dos produtos ofertados. Planejar ações futuras e implementar ações corretivas nos processos são as razões que justificam o estudo. Quanto aos objetivos, a metodologia classifica-se em descritiva com abordagem quanti-qualitativa do tipo estudo de caso. Quanto aos instrumentos de coleta de dados, utiliza a entrevista orientada e a análise documental, categorizando as informações segundo a análise de conteúdo para posteriormente interpretá-las. Como resultado do estudo, observou-se que a sua finalidade está atendida e pelos indicadores demonstrados o processo se mostra eficaz por si só, sendo disseminado e compreendido pelos gestores e operadores como ferramenta de relacionamento com o mercado e clientes bem como de gestão. Apesar disso, restou que o potencial das informações geradas pelo sistema, como efeito residual positivo deste, não produz efeitos diretos ou ações gerenciais para a melhoria contínua da organização e dos seus processos finalísticos, sobretudo os de médio e longo prazo, seja em decorrência de fatores limitantes da arquitetura do processo e do seu indicador de controle, seja em razão de fatores limitantes inerentes aos gestores. Dessa compreensão resultam a perda de competitividade e a utilização de outras fontes de informação mais onerosas e menos eficientes, permanecendo a função primordial de cada gestor, a de tomada de decisão, submetida a resultados nem sempre favoráveis à organização. Neste contexto, concluímos que o gerenciamento do fluxo de informações do CAC proporciona informações relativas ao diagnóstico dos serviços prestados, além de indicar o posicionamento da DR frente à Empresa como um todo, podendo ser utilizado para formulação de ações táticas para tomada de decisão e para a avaliação constante da gestão e desempenho organizacional.

This chapter discusses the Islamic State’s field-guide on propaganda. Entitled, ‘Media Operative, You Are Also a Mujahid,’ it was published in April 206 by the Islamic State’s official propaganda channel on the social media platform Telegram. The identity of the author was not provided, but the text was attributed to the group’s central publishing house, al-Himmah Publications. A ‘revised and updated’ edition of a similar booklet that appeared in a video produced by the group the year before, it straddled the middle ground between ‘jihadi strategic studies’ and more stereotypically exhortative propaganda. The document was conceived with a view to setting out the importance of propaganda and eschewing the concerns of media operatives that they, as cameramen not gunmen, were participating in a watered-down version of jihad.

The question framing the discussion is how the same event can lend itself to different views according to the various media theoretical approaches employed.

The chapter opens with a discussion of the establishment of the Signal Service in 1870. The Signal Service was the weather observation branch of the Signal Corps, and the decision to establish weather observation posts across much of western North America also brought the military telegraph to those posts, thus expanding the scale and scope of military involvement with the telegraph on the frontier. This in turn led to greater surveillance and containment of Native Americans, as well as a host of issues between the government and the telegraph corporations: secrecy, net neutrality, circuit routing, national security, and wartime powers are some examples. Concepts of synoptic meteorology shaped surveillance of Native Americans and of the 1877 Railroad Strikes.

Abstract:
This chapter examines the centrality of Vietnam in U.S.-Soviet back channels. By 1971, the White House had used a combination of private and public channels to convey to the Kremlin the deadlocked status of the secret negotiations in Paris between the United States and North Vietnam. The Channel became the primary means to telegraph American intentions, simultaneously applying pressure on the Soviets to restrain the North Vietnamese while warning that there would be serious consequences and drastic action on the part of the United States in the event of a North Vietnamese offensive. In early 1972, Nixon further consolidated the control of the entire U.S.-Soviet relationship, to the point of preparing sanitized versions of communications with the Soviets for Secretary of State Rogers. The Channel and the Nixon-Brezhnev exchanges allowed both sides to preview, state, and reinforce policy goals. Back channels also ensured that Kissinger and Dobrynin became personally vested in the détente policy of their respective governments, to the point of consulting each other to mitigate the adverse impact of decisions and public pronouncements. Despite attempts to link a Vietnam settlement to U.S.-Soviet détente, Nixon’s and Brezhnev’s eventual willingness to consider Vietnam outside of U.S.-Soviet relations allowed détente to proceed.

When attached to a network—the Internet for example—it becomes the nexus of opportunity, transforming our lives in ways that are both problematic and astonishing. Computer networks are the source for vast amounts of knowledge, which can predict the weather, identify organ donors and recipients, or analyze the complexity of the human genome (Shindler, 2002). The linking of ideas across an information highway satisfies a primordial hunger humans have to belong and to communicate. Early civilizations, to satisfy this desire, created information highways of carrier pigeons (Palmer, 2006). The history of computer networking begins in the 19th century with the invention of the telegraph, the telephone, and the radiotelegraph. The first communications information highway based on electricity was created with the deployment of the telegraph. The telegraph itself is no more than an electromagnet connected to a battery, connected to a switch, connected to wire (Derfler & Freed, 2002). The telegraph operates very straightforwardly. To send a message (electric current), the telegrapher rapidly opens and closes the telegraph switch. The receiving telegraph uses the electric current to create a magnetic field, which causes an observable mechanical event (Calvert, 2004). The first commercial telegraph was patented in Great Britain by Charles Wheatstone and William Cooke in 1837 (The Institution of Engineering and Technology, 2007). The Cooke-Wheatstone Telegraph required six wires and five magnetic needles. Messages were created when combinations of the needles were deflected left or right to indicate letters (Derfler & Freed, 2002). Almost simultaneous to the Cooke-Wheatstone Telegraph was the Samuel F. B. Morse Telegraph in the United States in 1837 (Calvert, 2004). In comparison, the Morse Telegraph was decidedly different from its European counterpart. First, it was much simpler than the Cooke-Wheatstone Telegraph: to transmit messages, it used one wire instead of six. Second, it used a code and a sounder to send and receive messages instead of deflected needles (Derfler & Freed, 2002). The simplicity of the Morse Telegraph made it the worldwide standard. The next major change in telegraphy occurred because of the efforts of French inventor Emile Baudot. Baudot’s first innovation replaced the telegrapher’s key with a typewriter like keyboard. His second innovation replaced the dots and dashes of Morse code with a five-unit or five-bit code—similar to American standard code for information interchange (ASCII) or extended binary coded decimal interchange code (EBCDIC)—he developed. Unlike Morse code, which relied upon a series of dots and dashes, each letter in the Baudot code contained a combination of five electrical pulses. Eventually all major telegraph companies converted to Baudot code, which eliminated the need for a skilled Morse code telegrapher (Derfler & Freed, 2002). Finally, Baudot, in 1894, invented a distributor which allowed his printing telegraph to multiplex its signals; as many as eight machines could send simultaneous messages over one telegraph circuit (Britannica Concise Encyclopedia , 2006). The Baudot printing telegraph paved the way for the Teletype and Telex (Derfler & Freed, 2002). The second forerunner of modern computer networking was the telephone. It was a significant advancement over the telegraph for it personalized telecommunications, bringing the voices and emotions of the sender to the receiver. Unlike its predecessor the telegraph, telephone networks created virtual circuit to connect telephones to one another (Shindler, 2002). Legend credits Alexander Graham Bell as the inventor of the telephone in 1876. He was not. Bell was the first to patent the telephone. Historians credit Italian- American scientist Antonio Meucci as the inventor of the telephone. Meucci began working on his design for a talking telegraph in 1849 and filed a caveat for his design in 1871 but was unable to finance commercial development. In 2002, the United States House of Representatives passed a resolution recognizing his accomplishment to telecommunications (Library of Congress, 2007).

This chapter discusses the medium—the mode of communication a group uses to communicate and organize. It reviews the advent of the printing press, the post office, the telegraph, the transcontinental railroad, the telephone, the radio, and the television, revealing that with the emergence of each of these innovations, a mass movement or movements rose up in their wake. Communications technology, in the form of the steam printing press, combined with the reach of the postal system, helped spur abolitionist efforts. Indeed, just as the abolitionist movement was gaining strength, this new technology helped fuel the advocacy of the movement and strengthen its power and reach. The chapter explores this connection between communications technology and social movements in U.S. history, from the events leading up to the American Revolution through the successes of the civil rights movement.

The century before last saw revolutionary changes in the transmission of information. For the functioning of the optical telegraph, which appeared at the end of the 18th century, cumbersome towers were necessary for the line of sight of the semaphore signals. One hundred years later, telegraph lines were hundreds of thousands of kilometers long; at the turn of the century, the first experiments with the use of a wireless telegraph began. This is reflected in numerous brochures, books, periodicals of that time. A hundred years later, many of these materials became publicly available thanks to the development of the Internet and electronic libraries, which made the appearance of this work possible. Its goal is to trace the evolution of technologies and processes of information transfer in the 19th century using a wide variety of electronic libraries - from the grandiose projects of the Library of Congress and Google Books with their millions of digitized books to modest private collections dedicated to local topics. In the face of content takedown and account suspensions on the biggest social media platforms, terrorist groups and their supporters have resorted to the use of file-sharing sites to ensure stable access to their propaganda. Amongst those to have employed this strategy are supporters of the so-called Islamic State (IS). Yet, while studies have repeatedly highlighted the key role that file-sharing platforms play in the dissemination of IS propaganda, there has been little investigation of the strategic considerations that may influence the choice of file-sharing sites from the many available. To address this, this report uses data gathered from 13 public IS Telegram channels over a 45-day period in July - September 2021 to assess three possible strategic considerations: the features offered by different file-sharing sites (such as data storage capacity, maximum upload size, and password file protection); a platform’s enforcement activity; and the ability to generate large banks of URLs quickly and conveniently. Based on these findings, the report proposes a four-pronged strategy to combat the exploitation of file-sharing sites by supporters of IS and other terrorist groups: remove terrorist content at the point of upload; impede the automated generation and dissemination of banks of URLs; disrupt the posting of these URLs on other platforms; and redirect users to other content and support services.
