Full textImmigration represents one of the most remarkable and significant change situations that a person could ever experience and, as such, it requires substantial adjustment efforts. The newcomer, generally, having already taken the founding steps of socialization prior to his/her immigration, bears the socio-cultural heritage of his/her original environment. His/her re-socialization in the host country, involves the appropriation of a new socio-cultural baggage that is carried out in contact with various re-socialization agents. In the present research, I attempted to work on the specific role of the Quebec television in the resocialization process. Considering that television is a place for identity expression and for local culture, I have particularly been interested in meeting the immigrants with the host society through television representations. My objective here is to understand how this encounter can lead to raising awareness of the need to adjust its frameworks and how watching television can provide resources for the development of socio-cultural and communication skills. The group of immigrants chosen for the purpose of this research is of Tunisian origin, which, in my opinion, is particularly interesting as the differences between the Quebec and Tunisian societies are important in all respects and no study has yet been interested in this group. By implementing a methodological qualitative approach based on the principles of induction, iteration and contextualization, my research has shown that television is rarely, spontaneously and consciously, mobilized as a re-socialization agent. The lack of knowledge of Quebec language, lack of understanding of the socio-cultural context and the use of local Tunisian community are barriers for immigrants, listening to Quebec television since their arrival. It's much more after establishing social linkages, especially in the workplace, that immigrants are motivated to listen to television, which becomes therefore a source of practical and symbolic knowledge likely to facilitate and nurture such social interactions. Individual testimonies and exchanges that took place with the focus groups, show that television plays a significant role in the discovery and adaptation to socio-cultural differences, to include of course the language differences. Listening to Quebec channels, thus exposes immigrants to television shows as well as a completely new socio-cultural universe. This embarks them on a process of comparing Quebec television content to those they are familiar with and also of linking such content with actual social experiences that they have had in the host country. Thus, immigrants identify what they see as the features characterizing the Quebec television, would connect in various ways these television representations with the Quebec socio-cultural reality, would measure what they consider to be the differences between the societies of origin and host and would react by taking position with regard to what they perceive as the specificities of the host society. In many cases, such position is reflected in the adherence of the immigrant to certain standards and values shared by Québec society while in other cases, it is expressed in terms of opposition and rejection.

Full textSpecialized and problem-solving courts emerged at the turn of the 1990s, promoting "community-based" supervision rather than prison sentences for offenders identified with a range "underlying issues" such as homelessness, substance abuse or mental illnesses. In 2013, following in the footsteps of numerous North American cities, Québec announced the creation of its own community court under municipal jurisdiction. This case study unpacks the conceptualization and implementation process of such a dispositif in Québec City. Its methodological approach combines documentary research (legal, political and media documents) and in-depth interviews (15) with key decision makers and partners involved in the development of the court. Analysis draws on political sociology of justice to uncover how the push for a community court is embedded in an agenda of urban "securitization" and "revitalization." The concept of the Therapeutic City is developed to examine the novel style of municipal governance that emerges to reshape the regulation of deviance at the intersection of a number of valued principles and behaviours, from professional sensitivity and personalized treatment to good governance and change in police culture. Rather than merely "softening" punishment, analysis demonstrates how this new normative framework reiterates the authority of legal supervision and the discretionary power of law enforcement. In this regard, research findings constitute a new milestone for understanding the political, moral, and economic processes that underlie judicial innovations, as well as the metamorphoses of social control at the local scale.
