Full textThis study investigates how and why Malmö stad applying temporary use in the urbanplanning. Temporary use has during the recent years become significantly moreoccurring in the urban planning process, partly because the economic conditions for themunicipality has become increasingly limited. Temporary use is based on breaking freefrom the traditional large-scale and slow planning process, and instead applying smallscaletemporary interventions that can be gradually adjusted to create long-term change.The study is covered by a multiple case study where we conducted twoqualitative interviews with officials from Malmö stad. In addition to the interviews, wehave also conducted a document analysis. The three three cases we have studied areMalmö stads participation in the European Mobility Week 2016, the summer street onFriisgatan and two different foodtrucks events located in Malmö.The study concludes Malmö stad applying temporary use with differentpurposes and variated embodiments. The analysis shows that the underlying cause ofMalmö stad applying temporary use in the urban development is partly to activatedeemed unused sites for a limited time, but also to enhance the quality of the sites. Butalso to test different designs in public places. With temporary use, Malmö stad target toincrease citizenship involvement in the urban development process by creating atemporary platform. Malmö stad exhibits a ambition to work more with temporary usethe in urban development, and demonstrating awareness of the strengths andweaknesses of the approach. Malmö stads long-term goals and visions for Malmö havepermeated the temporary use. The approach has allowed Malmö stad to implement thesegoals and visions directly for a limited time.

Full textThis thesis investigates whether temporary use of space can be an alternativemethod in meeting the city's challenges, such as is requested in the governmentinquiry Ett snabbare bostadsbyggande (translated to: A more rapid housingdevelopment) (Byggrättsutredningen, 2018). A case study of the temporaryproject Nobelberget in Sickla, Stockholm, was implemented. Temporary use ofNobelberget was initiated by Atrium Ljungberg, a private real estate company,when their property with planned housing development was delayed as a resultof an extended planning process. During the temporary project that ran forfour years (2015-2019), the site became an arena for cultural activities andevents. Through the case study, which is based primarily on interviews, wehave been able to study the effect the temporary use had on the private actorAtrium Ljungberg, the municipality (public sector), the actors on the site whomainly engaged in culture, and how its temporary use affected the city andwhat is currently being built on Nobelberget. The case study is analyzed basedon the theoretical framework presented in the thesis, which is based ontheories of temporality, place, strategic planning and tactics.The study shows that the temporary project led to development in the internalorganization of involved actors and their activities. To carry out the project,Atrium Ljungberg and the municipality have been forced to challengethemselves and go beyond the framework they usually operate within. Thelimited timeframe, resulting from the temporary use of space, has resulted inan environment which promotes increased creativity and accelerated action.However, the case study also highlights problematic consequences of thetemporary use of space, not least the structural dispatching of cultural actorsto the less permanent and peripheral areas of the city. Therefore, oneconclusion of this thesis is that the temporary use of space is not necessarilythe solution to the city's challenges, but rather a catalyzing power and an abilityto make the strengths and shortcomings of urban city spaces visible.

Full textThis thesis examines the qualities that “temporary use” creates in municipal Swedish urban development, but also how temporary use is used. Today, there are regulations under the regulations of the Planning and Building Act (PBL) that govern how public environments on streets and squares can be used and goes under the concept of "temporary use" according to instructions for building permits and detailed plans. An alternative use in the city is temporary use, which is a newer tool in urban development, but which is not widely used in Sweden, at least in terms of the use of the concept. In recent years, municipal urban development in Sweden has dared to test and transform public spaces into various alternative ones. It is about working with urban development on a more democratic level, where residents are more involved in urban development and on a level to achieve different municipal goals. The use of temporary use is a democratic tool for the inhabitants themselves to have the opportunity to participate in and influence the development of what is needed and not the public environment. This is to reflect the city's needs, which creates the basis for the municipality to work with the city's urban development. Through temporary use in the public environment, urban development takes place in a freer way, as opposed to only relating to permanent regulations and traditional urban development. Temporary use, unlike a traditional large-scale and slow planning process, is a way for the municipality to gradually build up important substrates together with people in the city for future urban development. Changing public environments through activation in different ways creates the conditions for generating new ways of thinking in urban development where residents of a city are more involved in how the city is used and developed.This thesis describes that temporary use can be seen as a tool and test in municipal urban development where financial investments for temporary use can favor any "permanent use" or recurring use in later development. At present, municipalities work with budgets that are limited and differ between cities. Using temporary use in municipal planning can also create better conditions for increased trust between residents and the municipality.The work is covered by case studies between Halmstad municipality and Malmö municipality with content of a survey, theories and interviews of officials from each municipality. The survey consists of posed questions to ten randomly different municipalities around the country about whether temporary use and temporary use contrast with each other and how they are used in municipal urban development. The case studies consist of one in Halmstad and four in Malmö. The various case studies are examples of temporary use applied in different forms. Both cities have long-term goals that need to be achieved according to the cities 'overall plans, where there are goals and visions about the cities' future.

Full textTemporary uses and social sustainability, are they two concepts that can go hand in hand? Through this essay, which is a case study of the temporary project Pixlapiren, we investigate if it is possible. Pixlapiren is a project in an urban development area in southern Helsingborg that will start to be built within a few years. The study aims to investigate and gain an understanding of how the developers perspective of Pixlapiren differs or is similar with the experiences of the users. We question whether temporary uses work in the Swedish society. The methods used in this paper are document analysis, observation and interviews. In the theoretical background we present concepts and theories from the temporality and social sustainability discourse. The working process has been influenced by the prevailing pandemic, Covid-19. Pixla is considered to be a socially sustainable place and a rewarding part of society according to the users. The ideas and initiatives of the users have the possibility to affect the future planning of the place. Pixlapiren is an example of a well-functioning temporary use. In the meantime criticism is addressed to the municipality's service personnel who lack commitment to location and development. We argue that the path to social sustainability needs to be as sustainable as the goal.

Full textThis study examines the role of temporary activities in the City of Malmö’s urban planning process.Temporary activities are a term that encompasses a variety of activities in public spaces, but our study isbased on temporary activities that physically change and transform the urban space. Temporary activitiesand temporary use have, in step with globalization, gained increasing space in Western cities, whichcan therefore be seen as a counter-reaction to an uncertain future characterized by growing economic,social and technological changes. The application of temporary activities is an example of creating moreflexible and dynamic places to give cities more lively urban spaces, it contributes to a diversified and moreheterogeneous urban landscape with an increased democratic value. Our research is based on a multiple-case study of three different examples of temporary activities that differbased on the initiator’s intention and purpose of use. The three examples presented in the study are SteppeSide, Pig Barrier and Naturmolnet. In the case study, we conducted two qualitative interviews regardingthese examples, and conducted a document analysis to interpret the City of Malmö’s view of temporaryactivities. Based on the empirical material, this is analyzed and discussed in relation to the theoreticalframework. The study shows that the City of Malmö applies an overall instrumental view of temporary activities,which means that it is given a subordinate role and only fills a void while waiting for a more favorabledevelopment to take over. With an instrumental view of the temporary, it is used for marketing purposesand to maintain the appearance of urban growth. What is lost is the added value a temporary activity entailsas the purpose is no longer for the users, but instead is used as a tool that risks contributing to increasedgentrification. The study also draws attention to the attempts from the City of Malmö to move towards amore flexible and dynamic planning process, but that they are not yet at the stage where the temporary cancoexist with the long-term planning. Finally, the study highlights examples of measures that we believe cancontribute to reaching the stage where the temporary lives in symbiosis with the permanent.

Full textIncreasingly more people are choosing to settle in cities. At the same time, we live in a time where achieving sustainability goals are more important than ever. The increase in residents in urban environments has created a build up of people passing through the streets, squares, parks, and other green areas in the city, putting a huge strain on public spaces. In response to this, renewable, viable, safe and healthy public spaces are needed, with the aim of creating an equal urban environment open to all. These public spaces require inventive solutions to develop the urban environment to a sustainable future.Urban development is not only inevitable, but a must for progression, however, to the average citizen this creates ever shifting, ever changing surroundings for them to work and live in. During these, sometimes years long, periods of change, public spaces can fall into a form of middle ground, where the previous purpose of the space has been lost, and the new purpose has yet to be gained. This can temporarily create unsafe and uninviting qualities in the public space, for example due to lack of lighting and people. To challenge this, city planners and architects can look to implement temporary installations to give the site a new identity and use, bridging the gap between old and new.To investigate whether temporary use can contribute to sustainable urban development, an intervention study was conducted at a public space that is under-going change. This intervention study includes a descriptive planning process as well as a field stimulation where a temporary pavilion with cultivation opportunities is built up in the public space. The empirical part of the study also includes a site analysis to investigate how the pavilion affects, and is affected by, its context. In addition, the study applies a survey to examine the attitudes of the citizens regarding the public space. This, together with qualitative interviews with experts in the field, gives us an insight into how an interested person without a formal role can participate in the planning process and the design of a public place. The result describes the planning process and construction of the temporary pavilion. The approach, in turn, describes how temporary use can contribute to inclusion and sustainability in the urban.

Full textThere is a need and interest to let the citizens be part of city planning. Civic participation and civil dialogue are methods which are used to show that citizens can participate in the decision making of their neighbourhood. In theory these methods seem to help the making of a democratic society. In practice people ask themselves what kind of urban renewal happens in their neighbourhood.In this thesis, we have examined alternative methods for civic participation. We have looked at literature concerning different methods of participation, such as temporary use and transformative participation. The purpose, for us, has been to look into how art projects can be used as a way of creating participation and dialogue. To do this, we have done a case study of the art project Mitt framför näsan in Jordbro cultural and social housing, which was part of the project Konst händer, produced by Statens konstråd. By looking into Mitt framför näsan, we wanted to discover if the project have affected the urban planning concerning the new cultural and social housing, and what the purpose was, for the actors involved in the project. By mapping Jordbro cultural and social housing, we examine if art projects can be used as a way to create participation in urban planning. The result shows that it is more difficult to involve citizens in civic participation, than what we first thought. Where bureaucratic questions and the lack of communication makes it complicated. Even if we do not have a concrete answer to our questions, we are positive about using art project as a method for civic participation.

Full textA socially sustainable society is based on creating an environment in which all individuals are respected and given equal opportunities to participate in society. Public spaces play an important role in the social sustainability of being involved, safe and accessible. People with different conditions should be able to participate in society and public environments need to be planned after physical accessibility so as not to exclude certain groups. Which groups that participate in the public space affects how society develops over time. The study draws attention to how temporary use can be used as a method to bring forward work on social sustainability. A summer pedestrian street is a temporary use of a place during the summer months when use is temporarily changed to pedestrian advantage by turning off the street for automobile traffic. The concept of summer pedestrian street is studied in this study from the perspective of social sustainability, by examining the possibilities and disadvantages that may arise when introducing temporary pedestrian streets and how these can be used in community planning to increase physical accessibility and socio-economic inclusion. A case study has been carried out across Östra Ågatan in Uppsala to investigate the possibilities and disadvantages of organizing a summer pedestrian street based on social sustainability. The results show that broadening the concept of accessibility enables public places to become more inclusive and several groups may be involved in the public environment. If this happens, temporary use can be a way to create meeting places and increase accessibility. Furthermore, it is essential to create an inclusive location for a long-term goal for the site to be expressed
