Many nations are developing temporary residence to be used in case of residence damage owing to natural disasters. This study is to compensate planning and operational defects of national temporary residences and to suggest a Prototype plan that meets the characteristics of temporary residence. Thus, a research on the actual condition of national temporary residences was conducted and problems were derived based on results. The spatial performance of temporary residences based on the minimum residence standard was reflected and construction methods that satisfy characteristics of temporary residences were considered so as to plan Korean-type temporary residences that maximize extendibility and variability.

Purpose: The aim of this work is to study the environmental issues of northern urban planning and create a conceptual model of the functional zoning of the temporary residence module for the Far North. The purpose includes summary of the problems and threats of protected natural areas, namely the Arctic National Park of Russia; a study of the main historical town-planning of the ideal cities, clarification of aspects of the modern city planning in extreme conditions ; the analysis of the conceptual project “Cities of the Future”, in which the environmental problem is the main requirement for the artificial environment for human life; a description of urban planning principles and space-planning decisions of existing camps in the north of Russia and reveal the significant shortcomings of construction in these conditions ; formulation and systematization of specific requirements for the modern architecture of temporary Arctic settlements; propose a conceptual model of functional zoning of a temporary residence module in the Far North regions.Research findings: A new composition of the Arctic module for temporary residence of the 21st century is considered. A list and zoning scheme of the main and auxiliary premises, united by functional zones is discussed. The requirements for residential, public and technical spaces of the complex are defined and formulated.Practical implications: The proposed temporary residence modules can be used for Arctic regions of Russia. The functional zoning will allow to create a spatial environment of autonomous bioclimatic temporary residence module for the Russian Arctic National Park.

Juvenile Pacific salmon utilizing the recently restored Lincoln Avenue wetland system in the Puyallup River estuary, Tacoma, Washington, were studied during their spring seaward migration in 1987 and 1988. Mark/recapture experiments indicated that 0.06% of the outmigrating juvenile chum salmon (Oncorhynchus keta) and 0.59% of the outmigrating juvenile chinook salmon (O. tshawytscha) entered the wetland. Estimated residence times of individual juvenile chum salmon averaged approximately 2 d (range 1–9 d) and juvenile chinook salmon approximately 5 d (volitional) and 38 d (spray-marked) (total range 1–43 d). The restored wetland system currently provides habitat for the temporary residence of migrating juvenile chum and fall chinook salmon, but rigorous evaluation of the benefit of residency is constrained by the lack of data from comparable natural wetlands.

We documented sizes of terrestrial protection zones around wetlands that are necessary to protect all of the core area of Blanding’s Turtles ( Emydoidea blandingii (Holbrook, 1838)) on the Edwin S. George Reserve (ESGR) in southeastern Michigan. Data collected over three decades indicated that 39% of the 83 females and 50% of the 60 males maintained the same residence wetland for more than 20 years, and 33% of the 182 nonresident females used nesting areas on the ESGR for more than 20 years. Approximately 20% of resident males and females were captured in 21 temporary wetlands on the ESGR. Nesting areas were located from 100 to 2000 m from residence wetlands, and some of 45 females (18%) used up to six different nesting areas, some separated by >1000 m. Terrestrial protection zones 300 and 450 m around all wetlands (residence and temporary) protect 90% and 100% of nests, respectively. Terrestrial protection zones of 300, 1000, and 2000 m around residence wetlands only are required to protect 14%, 87%, and 100% of adults, respectively. A protection zone that encompasses the activities of most or all Blanding’s Turtles has a high probability of including the core areas of most other semiaquatic organisms.

Bogor Agricultural University (IPB) Dramaga is one of the universities with the best agricultural background in Indonesia. Many people are willing to leave for education at IPB. However, many of the overseas students have problems regarding where to live. The purpose of this study (1) To identify the factors that influence the rental of temporary housing in the Bogor Agricultural University area. (2) Analyze the factors that influence the decision to lease a temporary residence while studying at the Dramaga Bogor Agricultural University. The type of data in this study is quantitative data, primary data is obtained through questionnaires and secondary data is obtained from the Bogor Agricultural University website, as well as various relevant literature and reports. The method used is descriptive analysis and factor analysis with the variables used in this study is the 7P Marketing Mix. Based on the results of the factor analysis, 20 new factors were formed that greatly influenced consumers in choosing a temporary residence. In addition, the alternative that can be given from this research is that the owner of the residence should be able to optimize the promotion in terms of advertising so that it is right on target.Keywords:IPB Students, Marketing Mix, Temporary Residence

Abstract There exists sharp competition amongst nations regarding the increasing foreign investments; therefore, nations are willing to offer foreign investors and their families some type of political bonus, such as temporary residence permit, permanent residence permit, or even citizenship. The simplest way to entice investors is to offer them and their family members temporary residence permits in exchange for investments - simply by purchasing real property (via the so-called “Golden Visa” program). Such a program was launched in Latvia in 2010; however, significant limitations were placed on it in 2014. This research (1) compares the “Golden Visa” programs in different countries in the world, (2) determines the impact of the program on the real property market of Latvia, and (3) searches for the main reason why limitations were applied to the temporary residence permit program in 2014, which resulted in a significant decrease in the international investments in Latvia (this part of the paper is based on the results of the following research: Viesturs, J., Auziņš, A., & Štaube, T. AbstractThere is considerable demand for official statistics on temporary populations to supplement statistics on resident and working populations. Progress has been slow, with temporary population statistics not part of the standard suite of measures produced by national statistical offices. This article adopts the framework for official statistics proposed by Raymer and colleagues as a guide to aspects relating to society, concepts, data, processing, outputs and validation. The article proposes a conceptual framework linking temporary population mobility, defined as a move more than one night in duration that does not entail a change in usual residence, and temporary populations. Using Australia as an example, we discuss various dimensions of temporary mobility that complicate its measurement. We then report the outcomes of a survey of user needs for temporary population statistics along with a desktop review of OECD countries to identify the best formulation of temporary population statistics, and current international practice respectively. The article concludes by proposing two related concepts for temporary populations: population present and person-time, which overcome a number of issues currently impeding progress in this area and discuss their potential implementation.

In mid May 1983 the Wuhan Public Security Bureau posted a notice along the walls of Hankow on “temporary residence certificates” for non-native personnel coming into the city to work. Since a check of the State Council Bulletin and the People's Daily for the months surrounding this time (from 1 January through 31 July 1983) turned up no similar central-level document, one must conclude that the source for this circular was local. Also, in the period since (through the time of final preparation of the present manuscript, late March 1984), those sources have still not published any authoritative rulings on this matter, insofar as I have been able to verify. Moreover, recent press accounts pertaining to city household registration describe decisions about this work as if they were taken by the municipalities themselves. Thus, the regulations translated and analysed below may only represent the situation and its handling in one particular region. Nonetheless, their intrinsic interest, their broader implications and their import reach far beyond this one case.

What impact does access to the rights associated with formal permanent residency status have on immigrants’ sense of integration in their country of residence? I explore this question with a focus on ‘affective integration’, an original measure developed to refer to immigrants’ sense of belonging, recognition, equality, optimism and loyalty in, or to, their country of residence. Original data are drawn from an online survey and a series of in-depth interviews with New Zealanders resident in Australia. As some survey respondents were affected by 2001 changes that withdrew New Zealanders’ entitlements to welfare and citizenship in Australia and others were not, levels of ‘affective integration’ among the two groups were able to be compared. The data reveal that many New Zealanders without access to the welfare and citizenship entitlements associated with permanent resident status had a highly ambivalent sense of affective integration in Australia. Many reported being economically, socially and culturally well integrated in Australia but also reported strong feelings of exclusion, rejection, exploitation and discrimination. They identified these feelings as being the result of their ineligibility for welfare assistance and citizenship acquisition. For some such migrants, these feelings have led to a decision to migrate back to New Zealand in the near future. For others, however, a high degree of structural integration into Australian society has deterred return migration, creating a significant population of long-term residents whose generally favourable structural integration into Australia is undermined by their growing sense of disadvantage, marginalisation and exclusion. These findings contribute to our understanding of the relationship between access to the rights of permanent residency and affective integration. They also contribute empirical data to policy debates about the consequences of treating those who move under human mobility regimes as temporary migrants.

This article asks whether there should be a limit on the number of years that a temporary migrant can reside in Australia before either being granted permanent residence or required to depart.<br />Temporary migration on the scale now experienced in Australia is a relatively recent phenomenon that contrasts strongly with the established pattern of permanent settler migration that characterised Australia in the 20th Century. As a result, the question of whether or not there should be a limit to temporariness has not yet been addressed in public policy debates.<br />Drawing on the approach of Jospeh H. Carens (2013), I take Australia’s self-definition as a liberal democracy as a standard to which the nation sees itself as ethically and politically accountable. I argue that a commitment to liberal democracy renders a purely contractual approach to migration invalid—more specifically, a migrant’s consent to the terms of a temporary visa does not provide sufficient ethical grounds to extend that temporary status indefinitely. Moving beyond a contractual approach to consider whether current temporary migration arrangements are consistent with the principles of representative democracy raises debates within liberalism, particularly between cosmopolitan and communitarian perspectives. I argue that practical policy must reconcile these cosmopolitan and communitarian positions. I consider, but reject, the option of strictly time-limited temporary visas that would require migrants to depart after a set number of years and instead recommend a pathway to permanent residence based on duration of stay.

This article focuses on the application of this requirement as a condition for obtaining a permanent residence permit or the EU long-term resident status. It is based on an international comparative study that included seven Member States with integration conditions (Austria, Denmark, France, Germany, Latvia, the Netherlands and the United Kingdom). The article analyses the reasons behind the introduction of language and knowledge tests for applicants for a permanent residence permit or the EU long-term resident status in these Member States. Secondly, it examines the effects of the tests on the integration process of third-country nationals admitted for non-temporary stay. Finally, it discusses the legal constraints posed by EU and international law.

ObjectivesTraditionally, subjects' migration status has usually been defined on the basis of their registered residency status. We attempted to redefine migration based on the duration of residency in their cities of migration and to explore more precisely the impact of migration on HIV infection risk in men who have sex with men (MSM).MethodsA multisite cross-sectional study was conducted during 2012–2013 in seven Chinese cities. Questionnaire surveys were conducted and blood was drawn to test for antibodies to HIV, syphilis and herpes simplex virus-2 (HSV-2). MSM who were unregistered local residents and had resided in their cities of migration for ≤1 or >1 year were defined as migrant MSM, or transitional MSM, respectively.ResultsCompared with transitional MSM and local MSM, migrant MSM had poorer HIV knowledge and higher rates of high-risk behaviour, including earlier sexual debut, multiple sexual partners, participation in commercial sex and recreational drug use. Multivariate logistic regression analysis showed that HIV prevalence among migrant MSM was higher than local MSM (p<0.05). This relationship, however, did not hold for transitional MSM and local MSM (p>0.05). Male sex work, recreational drug use, syphilis infection and HSV-2 infection were independently associated with HIV infection among migrant MSM.ConclusionsNon-local MSM with shorter residence were at greater risk of HIV acquisition. More focus should be placed on HIV behavioural interventions targeting non-local MSM with temporary residence.

Temporary shelter (huntara) is one of the government's solutions in undertaking victims after a disaster. Shelter of Petobo is one of the temporary shelters built by the government in the aftermath of the disaster in Palu City in September 28th, 2018. Petobo shelter was built in October and occupied in December. This shelter has a capacity of 70 units. 1 unit of the shelter is measured 26.4m x 12m, it consists of 12 rooms, 4 bathrooms, 4 toilets, a laundry room, and a shared kitchen. The shelter consists of 840 room cubicles with room sizes of 3.6m x 4.8m. After being occupied, some residents said that the shelter they lived in was very small, with family members of more than 3 people, the space for occupants was very limited so that some residents made changes to their residential units. This study evaluates Petobo shelter with BNPB and UNHCR Standards, and examines occupant perceptions about the effectiveness of Petobo shelter in terms of physical building requirements which consist of safety, health, comfort, and convenience. This research was conducted in Palu City, Central Sulawesi. The type of this research is evaluation, using survey methods to measure the value of several variables. The data obtained were analyzed using descriptive statistical techniques. The results of this study indicate that the Petobo shelter is in accordance with BNPB and UNHCR standards, but according to the occupants' perception it is less effective in terms of the physical requirements of the building, which consists of safety, health, comfort, and convenience as a post-disaster refugee residence.

Temporary housing plays a critical role in disaster response and recovery by providing a temporary home for displaced people before they return to their permanent residence. In recent years, temporary housing has faced three primary dilemmas related to design type, site selection, and cost. Significant contributions have been made in research and in practice to improve temporary housing management. However, gaps still exist in resolving the dilemmas, and a critical review and evaluation of current methods is needed to determine the path forward and identify priorities of future research. This paper presents a comprehensive overview of prior methods developed and applied towards temporary housing management and identifies future pathways for success in temporary housing research and implementation. The literature review reveals that temporary housing requires further research in proactive management, storage, sustainability, and community resilience to effectively enhance post-disaster temporary housing. This study finds that programs such as the Leadership in Energy and Environmental Design (LEED) and the Sheltering and Temporary Essential Power (STEP) program provide methodologies which can benefit temporary housing implementation, designs, and modeling. In addition, circular economy thinking can enable the recyclability of temporary housing to reduce economic and environmental impacts.

This paper contributes to the emergent literature on the temporal and dynamic constitution of temporary skilled migrant networks, foregrounding under-researched interrelations between migrant and non-migrant networks. It does so through examination of the lived experience of transnational, temporary skilled labour migrants resident in Ravensthorpe in rural Western Australia (WA) who were confronted with the sudden closure of the mining operation where they were employed. As a result they faced imminent forced departure from Australia. Drawing on qualitative data collected in Ravensthorpe three weeks after the closure, this paper foregrounds the role of this shared, profoundly socially-disruptive event in the formation of a temporary, multi-ethnic migrant network and related interactions with a local network. Analysis of these social relations foregrounds the role of catalysing events and external prompts (beyond ethnicity and the migration act) in the formation of temporary migrant networks, along with the importance of local contexts, policy conditions and employer action. The social networks formed in Hopetoun, and associated mobilisation of social capital, confirm the potential and richness of non-migrant networks for shaping the migrant experience, and foreground the ways in which these interrelations in turn can shape the local experience of migration, just as it highlights the capacity of community groups to act as social and political allies for temporary migrants.that would require migrants to depart after a set number of years and instead recommend a pathway to permanent residence based on duration of stay.

Background Temporary population mobility, moves of more than one night’s duration that do not entail a change in usual residence, are an important feature of the Australian population surface. The ABS Census of Population and Housing (Census) provides a snapshot of temporary movements one night every five years. Aims This paper examines the intensity, age and spatial patterns of temporary movements captured at the 2016 Census, and creates a classification of regions based on the age profile of movers on Census nights. Data and methods 2016 Census data were extracted using ABS TableBuilder Pro. Summary metrics were calculated to measure the intensity and age profile of movements. Origin–destination flows were derived from a cross-classification of data on Place of Usual Residence and Place of Enumeration. A classification of regions (SA4s) was constructed from the age profile of movers at origins and at destinations. Results 1,142,005 individuals (about 5 per cent of the Australian population) were enumerated away from home on Census night 2016. Mobility peaked in younger (20–30) and older (65–70) age groups. Most movements were between capital city regions; however, resource regions and coastal areas were also implicated. The mobility surface was segmented by age: younger people dominated visits to cities and older movers comprise the majority of visitors to coastal areas, while remote areas had a significant proportion of visitors in the peak working ages. Conclusions Temporary population mobility is selective by age and sex and geographically segmented by these characteristics. Improved understanding of the attribute of visitors to regions can assist to formulate and validate estimates of temporary populations from emerging data sets.

Since the 1990s, the Japanese state has tried to balance easing immigration for some categories of immigrants while tightening restrictions for others through immigration and alien residence control. Using qualitative and data-driven analysis, this paper examines the political implications of Japan’s recent policy of accepting less-skilled migrant workers by providing a systemic explanation of the institutional changes in immigration management. The state uses alien residence control in order to curb the social costs of immigrant integration while pursuing a selective worker acceptance policy. Despite the policy shift, it seems likely that Japan will maintain this essentially illiberal means of temporary labor inclusion with long-term social exclusion.

Physical activity was assessed by the number of walking steps determined by using a triaxial accelerometer, mobility function by the Timed Up and Go test, muscle strength by the grasping power test, and HRQOL by the Medical Outcome Study 36-Item Short Form Survey v2.ResultsIn the temporary housing group, reduced physical activity and correlation between physical activity and mobility function in men, and muscle strength in both men and women, were observed. There was no significant difference in HRQOL between groups except for bodily pain in women.ConclusionSupport for older evacuees should focus on maintaining their physical activity level as well as on HRQOL to avoid deterioration of health in these survivors. Hawks Creek, a small tributary of the upper Fraser River where there is no record of spawning salmonids, was examined from May to November 1990 for the presence of juvenile salmonids. Age 0+ wild chinook salmon (Oncorhynchus tshawytscha) appeared in May, increased to peak densities of 0.76 fish∙m−2 in late August, and were absent in November. Average residence time of marked chinook juveniles was 9 d. Duration of residency was size dependent, as small fish remained longer than large fish. Rainbow trout (Oncorhynchus mykiss) and mountain whitefish (Prosopium williamsoni) also had a short residency (mean = 21 d). We suggest that unsuitable rearing conditions (e.g., sediment load) in the mainstem Fraser River during the spring and summer favour the use of small, clear, and nonnatal tributaries by juvenile salmonids. Physical and biological explanations are proposed for their temporary use. These salmonid refuge habitats need to be protected.

ABSTRACTObjective: To assess care-seeking behaviors, perceptions of quality, and access to health services among populations affected by the 2007 Peruvian earthquake.Methods: A stratified cluster survey design was used to allow for comparison between urban, periurban, and rural populations of the 4 provinces most affected by the earthquake. Forty-two clusters of 16 households (n = 672) were interviewed approximately 6 months after the earthquake.Results: Of all of the respondents, 38% reported that a household member sought medical care within 2 weeks after the earthquake. Earthquake-related injury, presence of a chronic medical condition, and residence in temporary housing were significantly associated with care seeking in adjusted models. Individuals experiencing earthquake-related injuries and those with chronic medical conditions, respectively, were 7.1 times (95% confidence interval [CI] 3.7–13.7) and 1.9 times (95% CI 1.3–2.9) more likely to seek medical care; temporary housing residents were 1.7 times (95% CI 1.0–2.8) more likely to seek care than those residing in permanent housing.Conclusions: Earthquake-related injury and chronic medical conditions were associated with care seeking in the first 2 weeks after the 2007 Ica earthquake. Households living in temporary housing were more likely to seek medical care than those residing in permanent structures, suggesting that displaced people are more likely to need medical attention. This article addresses the role of immigration regulations as a frame of reference for migrant employment before obtaining permanent residency status. Drawing on interviews with non-EU migrants and service sector employers in the Helsinki area, the article examines how immigration regulations inform migrant employment and contribute to the hierarchisation of labour markets. The analysis focuses on the legal significance of employment for migrants during the immigration process, which is related to the financial requirements for residence permits and manifested in the work permit process in particular. Immigration regulations increase migrants’ dependency on paid employment, consequently decreasing their bargaining power in the labour market. The findings demonstrate the changing dynamics of the supply and demand of labour in the low-paid service sector, where employers prefer to recruit migrants in temporary legal positions over local workers and ‘labour migrants’, resulting in what the author calls the juridical division of labour.

AbstractThis paper extends demographers’ traditional approaches to estimating local populations using symptomatic data. We augmented those approaches in order to track one community’s de facto population—both its permanent residents (“Census population”) and other sojourners—and assorted others in residence for shorter spells of time (“impermanent residents”). We illustrate how a new type of mobility data—the anonymous “pings” emitted by people’s personal mobile devices—can unveil the presence and mobility patterns of de facto populations within a community by month, week, and day. We use these data to gauge the seasonal ebb and flow of population on Nantucket Island, MA, a seasonal resort community whose effective population far outnumbers its “Census population.” We distinguish the following factors: (1) Permanent Residents, for whom Nantucket is their “usual place of residence” and where one votes and files one’s tax return; (2) Commuting Workers, who reside off-island and regularly commute to jobs on-island via high-speed ferry or air taxi; and (3) Sojourners of three types: (a) Seasonal residents, most occupying a second home they either own or rent; (b) Seasonal workers, present for several months to fill many hospitality, landscaping, and other temporary jobs from April through September; and (c) Visitors, present for shorter stays, as vacationers or on business. For each segment, we highlight the estimation methodologies we devised and evaluate their strengths and limitations. Our research exemplifies the evolution of traditional demographic methodologies to address practical concerns at local community scales using “Big Data.” Resort communities and winter “snowbird” destinations in Sunbelt locales experience regular annual influxes of visitors and/or seasonal residents in particular months. Just as daytime urban populations strain downtown infrastructure and transportation, such impermanent residents—however, brief or lengthy their stay—impose seasonal strains on local infrastructure and public services.

The study summarized the problems and threats of specially protected natural areas - the “Russian Arctic” national park. The aspects for modern town planning in extreme conditions of high latitudes are concretized during the process of analyzing historical examples of the formation of “Ideal cities”, conceptual projects of “Cities of the future”. The essential town planning and spatial-planning miscalculations of existing shift villages of the North of Russia are revealed. The requirements to modern Arctic architecture for comfortable living in the conditions of the Far North are grouped and defined. As a result of the study, the actual composition of the main, auxiliary and technical premises necessary for the life activity of the Arctic module of temporary residence of the XXI century is presented. The value of the results lies in the formation of the necessary requirements for designing of a comfortable living space in Arctic conditions and the real possibility of using principles of functional structuring for the creation of space-planning, ecologically balanced environment of stand-alone module of temporary residence on the specially protected territory of “Russian Arctic” national park.

ObjectiveProlonged periods of living in prefabricated houses (PHs) may increase the risk of musculoskeletal (MSK) symptoms; however, the association is not clear. This study aimed to investigate the association between continued residence in PHs and MSK pain in a population affected by a natural disaster, the Great East Japan Earthquake (GEJE) survivors.Design, setting and participantsA panel study was conducted including 1059 and 792 survivors at 2 and 4 years, respectively, after the GEJE, using a self-reported questionnaire. Those with no response on living status and those who did not live in a PH were excluded. Participants were classified into two groups by living status: continued residence in a PH (lived in a PH during both periods) or moving out of a PH (lived in a PH in the first period and did not live in a PH in the second).Primary outcome measureMSK pain included lower back, shoulder, knee, hand or foot, and neck pain. Changes in the occurrence of MSK pain during the two periods were assessed and defined as ‘new-onset’ and ‘continuing’ MSK pain. Multiple logistic regression analysis was used to examine the influence of continued residence in a PH on new-onset and continuing MSK pain.ResultsContinued residence in a PH was significantly associated with new-onset MSK pain, even after adjustment for covariates (adjusted OR 2.18, 95% CI 1.25 to 3.79, p=0.006). Participants who continued living in a PH had higher rates of continuing MSK pain than those who moved out; however, the difference was not significant (adjusted OR 1.69, 95% CI 0.94 to 3.05, p=0.079).ConclusionContinued residence in a PH was associated with new-onset MSK pain among survivors. Public support should be provided to such people to ensure a more comfortable life.

Conditions of Spatial Diversity of Registered and Actual Populations at a Local Level in Poland The observed lack of conformity between the population measured by category of registration for permanent residence and the actual population is on the one hand a consequence of the limitations connected with public statistics and on the other it is the result of increasing temporary spatial mobility. Beside the scale of this phenomenon, its spatial dimension is particularly significant as, together with official statistics concerning population inflow and outflow, it defines the real intensity and directions of migration.The basic objective of this study was to examine the scale and conditions connected with the shaping of spatial diversities between the size of registered and actual populations. The analysis was conducted, above all, in relation to economic factors creating these differences. The analysis was carried out in relation to the units of LAU2 level in Poland.The conducted analysis indicated that economic and education-related conditions played an important role in the shaping of temporary registered migration. This also confirmed the existence of a link between temporary registered migration and human capital as well as the level of economic development of particular regions. Spatial structure of temporary registered migration was similar to non-registered migration structure. Thus, it may help define general directions of informal population migration.

AbstractOn May 14, 2006 The Israeli Supereme Court issued its decision in a case known as the 'family unification case' that dealt with the constitutionality of an amendement to the Citizenship and Entry to Israel Law. The temporary amendment prevents Palestinian residents of the occupied territories (of certain age) from entering the territory of Israel and gaining citizenship or residence status through family unification. A divided court upheld the amendment, against a very strong dissent written by former chief Justice Aharon Barak. This article takes to explore the origins of this crisis, by positing the Israeli model of citizenship (Jewish and democratic) against an alternative ideal of 'citizenship as mask', one that was articulated by Hannah Arendt. This ideal positions the citizen between two figures the 'imposter' and the 'refugee'. The article begins with three seemingly marginal criminal prosecutions of imposters, and connects them back to a rich body of literary writings by Arab citizens of Israel who took to challenge the limits of Israeli citizenship through the figure of the Arab who 'passes' as a Jew. With this juxtaposition of literary works with current court decisions the article takes to expose blind spots in Israeli public discourse of citizenship, and to argue that the current citizenship crisis should not be understood as temporary but rather as bringing to the fore contradictions that accompanied Israeli citizenship law from its inception.

The article considers some indicators of the widespread social phenomenon in Russia - labor migration, which, according to the data for 2019, involves about 2.9 million Russians, or 4% of the employed population. These are internal labor migrants who temporarily work outside their regions. This type of labor migration of Russians has common features with temporary employment in the United States, Canada, and Australia (long distance commuting - LDC), fly-in/fly-out - FIFO). The empirical basis of the article consists of the statistical data (results of the labor force survey by the Federal State Statistics Service for 2011-2019) and the results of sociological research conducted in the region with a high level of shift employment - the Republic of Bashkortostan - in 2015-2019. The statistical data prove regional differences in the Russian shift employment: the majority (72%) of internal labor migrants live in a third of the regions with high and medium levels of temporary labor migration; in some regions, the level of temporary labor migration decreases. The sociological data show different involvement in shift employment depending on place of residence, gender and age, marital status and level of education. The same social-territorial and social-demographic features are evident at the national level. At the federal level, internal labor migration, as a tool for social-economic development, helps to solve the problem of labor shortage in certain areas and sectors of economy; therefore, such labor migration is supported by legal acts. At the regional level, it decreases the labor and demographic potential of the regions that provide labor migrants. To preserve the economic and demographic potential and to strengthen the competitiveness of such regions, we need to develop regional labor markets and labor mobility within regions.

The subject of this research is the legislative provisions on undesirability stay (residence) of foreign citizens and stateless persons in Russia, as well as the established law enforcement practice. The object this research is the social relations developed in the process of rendering decisions by the federal executive authorities on undesirability of stay (residence) and their enforcement. The goal of this work consists in formulation of recommendations on reforming the institution of undesirability of stay (residence) of foreign citizens and stateless persons in Russia in the conditions of digitalization of the government actions. The article examines the grounds for making decisions on undesirability of stay (residence) of foreign citizens in Russia, the powers of the departments, and the consequences of decisions made on foreign citizens and stateless persons. Substantiation is made on the need for changes in the grounds for decision-making on undesirability of stay (residence) of foreign citizens in Russia. The author proposes the development and implementation of the “Automated System of Migration Control” using the advanced computer technologies based on the “rating” of a foreign citizen or stateless person. Such system will determine the period for restricting entry with consideration of all circumstances pertaining to the individual and crimes they committed. It is recommended to legislate the possibility of annulment of a decision on undesirability of stay (if the grounds thereof no longer exist) or suspension (if, for example, a stateless person has been issued a “temporary identification document of a stateless person”).

Despite the very important role of primary arteries and transportation network in providing relief for regions affected by an earthquake and black spots, they have received less attention. Therefore, in the current study, at first, the status quo of the traffic black spots and safe regions was identified to predict the movement direction, evacuation of residents from their habitat and temporary residence using the region zoning. The trips were assigned to the network based on the trip distribution matrix and their relevant travel times both related to the crisis state. The results indicated that out of 94 traffic regions, located in the area under investigation, 7 regions were put in the very low risk or safe regions group and 10 traffic regions were put in a very high-risk group. Additionally, the results indicated that out of 794 links, located in the area under investigation, about 32 links will have a very undesirable status following an earthquake.

The article deals with various options for mobile homes: from motorhomes and caravans for cars to mobile home facilities. Mobile homes, buildings or temporary structures may be in the form of mobile or portable containers, prefabricated structures of modules or panels, as well as structural elements and flexible transformable structures. These mobile homes are used as a means of placing the sleeper on holiday, accommodation and living in nature, including at the camp. It was found that for seasonal and temporary sleeper accommodation the most rational choice is a home, having mobility. Mobile homes are distinguished by features such as destination, shipping method, or the autonomy of delivery, the method of assembly, materials, equipment, type of plan and others. The main advantage of mobile homes is the ability to inexpensively change the place of their dislocation. Mobile homes for temporary accommodation of sleepers are also preferred because they relate to non-capital building structures and do not require special permits for their construction. This makes the development of caravanning, event tourism and cultural events more effective and less costly. Transformable modular structures have the ability to obtain the necessary level of comfort in residence with minimal time spent and negative impact on the environment.

Hong Kong is residence to around 200,000 Filipina domestic workers who have migrated to the city in order to earn money for their families and futures. The employment of these migrants is organized through temporary two-year contracts. However, since many women stay for ‘multiple contracts’ in Hong Kong, their situation may be better characterized as permanently temporary. In this respect, scholars have coined the term ‘permanent temporariness’, signifying both a specific experience of temporal or circular migration, as well as a sort of disciplinary mechanism that informs people’s everyday lives. Lacking in these understandings, however, is a solid theoretical exploration of the temporal dimension. Based on ethnographic work, individual and group interviews, this article attempts to further the theoretical discussion on permanence and temporariness by focusing on the ‘lived time’ of Filipina domestic workers in Hong Kong. The article discusses how temporariness and permanence are enacted and experienced in the everyday lives of Filipina workers, how these women reflect on and cope with this, and, how this informs everyday life decisions and negotiations with employers. The study indicates that engaging permanently in temporary labour involves many uncertainties that are reflected in the domestic workers’ experiences and decisions with respect to their migration trajectories.

This study utilizes a mixed-methods approach to investigate personality changes of British undergraduate students who spent their third year abroad in a French or Spanish-speaking country. Personality changes were measured quantitatively using the Multicultural Personality Questionnaire (MPQ, Van der Zee & Van Oudenhoven, 2000; 2001), administered twice: pre-departure and after returning to their home university. A reflective interview was also conducted at the end of their stay abroad and analysed qualitatively to investigate whether students noted any personality changes. The MPQ results demonstrate statistically significant changes over time on the Emotional Stability factor only. These results are supported by the reflective interviews as 77% of participants mentioned feeling more confident and independent after residence abroad. Based on these findings, residence abroad appears to be an example of a type of social investment with the potential to positively affect the emotional stability of university students undertaking the experience as temporary sojourners.

The article analyzes the role of immigration and labor immigration in the demographic and socio-economic development of Russia in the post-Soviet period. Two main migration flows (immigration for permanent residence and labor immigration) to the country are analyzed on the basis of both absolute numbers and socio-demographic structure. The four most common myths regarding the negative impact of labor migration on the socio-economic situation in Russia are considered in detail: immigration hampers technological re-equipment and the renewal of the Russian economy; immigrants squeeze national labor from the Russian labor market; immigrants contribute to the dumping of wages on the Russian labor market; immigrants are to blame for raising the retirement age in Russia. The author’s counterarguments on each of these myths are cited. A distinctive feature of labor migration to Russia is the clearly expressed labor motivation of migrants. For the most part, migrant workers are people from the countries of the former USSR (primarily citizens of Uzbekistan, Tajikistan, Ukraine and Kyrgyzstan) who are willing to work actively, many speak Russian, are oriented towards Russia, want and are ready to register honestly, get permits documents and pay taxes. Many migrants have quite successfully adapted to the Russian labor market, some receive a temporary residence permit and a permanent residence permit, and many become citizens of Russia. This is partly evidence of their successful integration into Russian society. Given the demographic situation in which modern Russia is located, labor migration could not only replenish the cohort of labor resources on a temporary basis, but also increase the population of the country on a permanent basis. At the same time, the sociocultural consequences of labor migration for local societies and Russian society as a whole require additional study. The article presents results of the inquiry that involved 803 postgraduate students of research organizations involved in the preparation of postgraduate students in the field of education sciences. The inquiry helps to investigate the specificity of plans of postgraduate students to work abroad and to move abroad for permanent residence. It also helps to reveal and describe the impacts of various socio-demographic and socio-stratification factors. In addition, there was made a comparison of the attitudes of postgraduate students and scientific researchers to temporary or permanent migration. The data is processed using mathematical statistics methods. The results of the study indicate that the migration attitudes of graduate students are determined by the influence of a number of socio-demographic (gender, age, presence and structure of the family) and socio-stratification (financial status, educational status of parents) factors. A comparison of the opinions of graduate students and scientific researchers shows that migration attitudes towards both temporary migration and emigration abroad are more widespread among postgraduate students than among scientific researchers.

In the 1980s, the Southern Frontier of Spain became one of the southern borders of the European Union after Spain entered into the European Economic Community (EEC). On the African continent, the Spanish cities of Ceuta and Melilla that border with Morocco are physically separated from Spain by the Mediterranean Sea. Those two cities became a privileged enclave for immigration control, but also for the detection of vulnerable conditions of the migrant population. This paper has a double objective: to describe the action research developed in the Center for the Temporary Residence of Immigrants in Ceuta and to analyze 49 biographical interviews with women residents of the Center within the framework of saidaction research. The results show the diversity of situations of vulnerability in which migrant women can find themselves in this border context. Hence, it is important to rethink the intervention to avoid secondary victimization within critical and humanistic models of intervention. This work, precisely, addresses the design of a tool for biographical narratives from the perspectives of integral health and care.

SummaryBongaarts' aggregate model of the proximate determinants of fertility is applied to data from the 1976 National Fertility Survey in Nepal. Breast-feeding is shown to be the most important limiting factor, resulting in a reduction of about six children per woman. Decline in the duration of breast-feeding by one-fourth would increase fertility by one additional child per woman. The temporary separation of spouses due to migration is conjectured to be the second most important fertility inhibiting factor, not explicitly accounted for in the standard model. Results are presented for the three major ecological regions, urban-rural residence and educational attainment of the women.

Much contemporary skilled international migration involves the transient movement of skills between a migrant's country of origin and the destination. This paper shows that international circulation amongst Hong Kong doctors is neither new nor random. A survey of Hong Kong doctors with overseas work experience was undertaken by the authors to examine the factors influencing the length of employment overseas and the propensity to return. Statistical analysis of the results indicates that holding a foreign passport, previous overseas training, and the country of destination were key factors in detennining the length of residence abroad and propensity to return to Hong Kong. In the light of the changing importance for Hong Kong professionals of obtaining residency rights abroad, and given the widely varying immigration policies of the main destination countries in relation to issues such as recognition of Hong Kong qualifications, it is suggested that professional groups such as doctors choose their migration destinations in line with a predetermined migration strategy for either temporary emigration or for longer-term resettlement overseas. The survey results are of wider significance in the understanding of changing patterns of skill exchange involving the upper echelons of the populations of newly industrialising countries.

BackgroundPrevalence rates of mental disorders are frequently increased in long-settled war refugees. However, substantial variation in prevalence rates across studies and countries remain unexplained.AimsTo test whether the same sociodemographic characteristics, war experiences and post-migration stressors are associated with mental disorders in similar refugee groups resettled in different countries.MethodMental disorders were assessed in war-affected refugees from the former Yugoslavia in Germany, Italy and the UK. Sociodemographic, war-related and post-migration characteristics were tested for their association with different disorders.ResultsA total of 854 war refugees were assessed (≥255 per country). Prevalence rates of mental disorders varied substantially across countries. A lower level of education, more traumatic experiences during and after the war, more migration-related stress, a temporary residence permit and not feeling accepted were independently associated with higher rates of mood and anxiety disorders. Mood disorders were also associated with older age, female gender and being unemployed, and anxiety disorders with the absence of combat experience. Higher rates of post-traumatic stress disorder (PTSD) were associated with older age, a lower level of education, more traumatic experiences during and after the war, absence of combat experience, more migration-related stress, and a temporary residence permit. Only younger age, male gender and not living with a partner were associated with substance use disorders. The associations did not differ significantly across the countries. War-related factors explained more variance in rates of PTSD, and post-migration factors in the rates of mood, anxiety and substance use disorder.ConclusionsSociodemographic characteristics, war experiences and post-migration stressors are independently associated with mental disorders in long-settled war refugees. The risk factors vary for different disorders, but are consistent across host countries for the same disorders.
