Abstract:
This article traces the development of Southern Places, an online digital collection developed by Middle Tennessee State University's Center for Historic Preservation (CHP) and the James E. Walker Library for the purpose of creating a digital presence for the Center's work over the past thirty years. After outlining previous digitization projects undertaken by the CHP in partnership with the Walker Library and other institutions, attention is paid to the technical decisions made in terms of the selection of a content management system and Web hosting, metadata protocols, and the place of shared authority in the contemporary, post-physical archival landscape. The article also describes recent digitization and access efforts at Middle Tennessee State University and partnerships with other universities, libraries, and archives across the state.

Abstract:
ABSTRACT Since 2010, the author has been part of the Central State Hospital (CSH) Digital Library and Archives Project to digitize records from the first state psychiatric hospital for African Americans, founded in 1870 in Virginia at the pleadings of the Freedman's Bureau and run by the state since then.1 Many of the records of this hospital not yet accessioned by the Library of Virginia have now been digitized, and this project is working on a set of tools for lawful access, including one that can be used for automated redaction to protect sensitive data while responding to the needs of different stakeholder groups. Project participants were especially concerned about understanding the communities that have grown up around state-run psychiatric hospitals, as the project was done at the request of the hospital. The proposed plan is to work with the Central State Hospital and the Library of Virginia to provide the project materials to both. The records that were chosen to be digitized included the minutes of the people who first ran the hospital as well as the registers kept on the patients, which differ over time.2 In the past ten to fifteen years, professional discussion about community archives has responded to communities' desires to build their own archives so that they can be treated fairly, especially with reference to records created about them and kept by others, including records found in state archives.

ON THE POST-SECULARISATION ORIGINS AND DEVELOPMENT OF THE IDEA OF COLLECTING THE SPECIALIST LITERATURE IN THE FORMER STATE ARCHIVES IN WROCŁAW STAATSARCHIV BRESLAU UNTIL 1945Specialist literature collected from the first few decades of the existence of the State Archives in Wrocław was a form of specialist aid, with time becoming a collection complementing archive materials. The idea to compile the first independent collection emerged from a conflict between the first archivist, Johann Gustav Gottlieb Büsching and the director, from 1812, of the Central Silesian Library, located in the same building on the Sand Island, Johann Gottlob Schneider, an advocate of abolishing the existing privilege of free access of archivists to the library. The process of amassing archive literature was developed on a broader scale after Schneider’s death in 1822. Among the first publications acquired by the director of the then Royal Silesian Provincial Archives later State Archives, Gustav Adolf Harald Stenzel, were Johann Sinapius’ Schlesische Curiositäten and Friedrich Vater’s Repertorium der preussischen schlesischen Verfassung. Another source for obtaining specialist literature was regular donations from the Ministry of Internal Affairs. Considerablesupport for the creation of a typical archive library came from the director, from 1852, of thePrussian State Archives, Karl Wilhelm von Lancizolle, author of the first guidelines on collecting archive specialist literature. Soon another director of the Wrocław institution, Wilhelm Wattenbach, compiled a separate catalogue of acquisitions for the library collection. Eventually, the book collection of the former Staatsarchiv Breslau grew to about 30,000 volumes and contained all the most significant Silesian-themed works from the past. This made the Wrocław archive library ranked sixth among the forty libraries functioning in German state archives. However, the collection was lost when the Archives building in Tiergartenstrasse 13 was destroyed in 1945. Efforts to organise again specialist, Polish State Archives in Wrocław from scratch were undertaken already in the first few years after the second world war and have continued to this day.

Abstract:
Frans Vredenrijk Engelenburg (1863-1938) played a major role in the development and expansion of Afrikaans and the Afrikaans academic culture - especially in the northern part of South Africa. As a Dutch intellectual, lawyer and journalist in the nineteenth century South African Republic (Transvaal), he in particular played an important role as advisor and opinion maker from the 1890s onward. One of his biggest achievements was the key role that he played in the establishment of De Zuid Afrikaanse Akademie voor Taal, Letteren en Kunst in 1909. This study is the first part of a more comprehensive biographical project on the life of Engelenburg and the role he fulfilled in the history of the Akademie and South Africa until the thirties of the twentieth century. Since the 1600s the Engelenburg family has played a prominent role in the community where they lived. Aside from the high positions they had held for centuries before, they had in the fourth and again in the sixth generation married into noble families. This contributed to their important position in the community. Due to circumstances Engelenburg was not raised in the Engelenburg milieu. A family break in 1836 was the cause that Engelenburg's father, as a baby, was spirited away from this family milieu. Engelenburg received an extraordinarily good schooling. The solid intellectual foundation already laid then, to a large extent determined the course of his life. He was at the Stedelijk Gymnasium Arnhem when he met Marie Koopmans-De Wet (1834-1906), an aunt by marriage who lived in Cape Town, when on a visit to Europe. She was his soul mate and acted as a mentor and advisor to Engelenburg. The friendship strengthened with the years. He already at school had the desire to visit South Africa one day. His parents' divorce when he was still a student at the University of Leyden, steered his life in a very different direction than what he had foreseen for himself. The divorce was to a large extent the reason that, although he had studied law, he discarded the notion of a career in law after only a year. His decision to follow a career in journalism affected the rest of his life. The Transvaal War (1880-1881) meant that the Dutch developed an admiration for the Transvaalers for the determination and courage they displayed in their attempts to defeat the British army. President Paul Kruger's call shortly after the war that the Transvaal needed young Dutchmen further encouraged Engelenburg to come to South Africa. Previously Engelenburg had for a year worked for Fred Hogendorp at the Dagblad van Suidholland en s’Gravenhage in The Hague. Circumstances abruptly changed when Hogendorp suddenly became insane. During the same time, the owner of De Volksstem newspaper in Pretoria had committed suicide and Engelenburg seized the work opportunity. Within a matter of three months, he arrived in the Transvaal. Within a month after his arrival he was appointed chief editor of De Volksstem. He had studied the Transvaal situation thoroughly and by means of the newspaper and through tireless efforts, he contributed to improving the farming community’s cultural literacy. The education situation in the Transvaal enjoyed his constant attention. After the Anglo-Boer War (ABW) (1899-1902), he continued to work towards improving the education system in the Transvaal. He early on became involved in the Transvaal University College (later University of Pretoria). Before the ABW he did everything possible to promote the Dutch language to the Boer people. However, after the war he realised that Afrikaans had a rightful place, and he, in addition to Dutch, became a champion for the Afrikaans language. The battle between the proponents of Dutch and Afrikaans respectively, increased after the ABW. To achieve unity of action between the two groups, De Zuid Afrikaanse Akademie voor Taal, Letteren and Kunst was founded in 1909. Behind the scenes Engelenburg was one of the major driving forces to assist with the founding of the organisation. As a board member and later as chairman, he gave impetus to the Akademie. In 2009 the organisation celebrated its centenary. This is an important milestone, especially seen in the light of the current political climate in South Africa. The Akademie can now be regarded as a monument to Engelenburg as the fruit of his labour and perseverance during the first three decades of the Akademie’s existence.<br>Thesis (M.A. (History))--North-West University, Vaal Triangle Campus, 2010.

Abstract:
Makerere University archives are kept in Makerere University Library (Maklib) but their utilisation is limited. This chapter reports the findings of a study that analysed the types of archives in Maklib and the extent of their utilisation. A mixed method approach of a questionnaire, observation, and documents analysis was used. The data obtained was analysed as descriptive statistics. The population of the study included 302 Maklib users who visited the Africana Special Collection Section between May and June 2017. The findings revealed that the scope of the archives collection is limited in time and content, few users, limited publicity of existing records, deplorable state of the paper records, and long waiting time for the information to be provided. Recommendations include widening the collection, digitisation of the archives, further development of human resources capacity, and initiation of outreach programmes to boost the archives visibility and attract users.

A cross-disciplinary academic team at Emporia State University is currently in the process of developing and utilizing a mobile-based augmented reality application in the context of library information search. Specifically, the team is researching the use of mobile applications that can generate multi-sensory information retrieval relative to archives and special collections. Using this application, student and faculty researchers can physically point their mobile devices at an archival object that has been specifically marked with a photo-generated “tag” and, using specially designed software, access videos, photos, music, text, and other data that is germane to the object. This allows the archivist to preserve the object behind protective glass or other physical barriers, while allowing the information seeker to learn more about the object using embedded multimedia. This minimizes the potential for damage while providing extra dimensions of information. Of the many virtualizations currently under development are videos related to a rare novel and music compositions relative to rare sheet music – both currently housed within Special Collections at Emporia State University.

Abstract:
The essay focuses upon the issues and the evolution of protecting library materials by the Italian Regions since 1972, when the state law delegated to them this activity. The activities carried out by the regional authority had a positive outcome until 6 August 2015 when through a State law n.125 the authority regarding the protection of library material returned to the central competence.As well as the printed bibliography, also sources from the regional archives and the direct experience of the author have been used, as she was from 2006 Head of Regional Office of the Superintendent Book Heritage of the Veneto Region. Successful examples since 2003 carried out by the Office activities to protect the library cultural heritage will also presented. The author hopes for close cooperation between the National office who has now taken the responsibility to take care of the library heritage material in Veneto and the and regional Office in order to keep the knowledge and expertise developed by the latter throughout years of close collaboration with the institutions based on its territory.

Abstract:
The third chapter examines the MFU, a film organisation affiliated with the post-war British colonial government, and its multilingual colonial films. The MFU produced a large number of historical and geographical documentaries in support of the British colonial regime and the Singaporean and Malayan autonomous governments. The film unit also directed the production and filming of many propaganda films and feature films accompanied by recordings and commentaries in different languages and Chinese topolects. These films vigorously promoted Cold War ideology to the Malayan people, and all theatres in Malaya were compelled to screen these films. The ultimate goal of the MFU was to interpellate a Malayan identity in order to eradicate the threat posed by communist ideology. This chapter considers films made by the MFU alongside Cold War archival materials gathered from The British Film Institute, The UK National Archives, Imperial War Museums, The British Library, National Archives of Singapore, the National Film Department of Malaysia, and 1950s–1960s reportage on the MFU in US, UK, and local newspapers in Chinese and English. It will explore how Chinese New Village settlers and Malayan communists were represented in semi-realistic/semi-fictional moving images during the Cold War period. This chapter aims to reconsider the question of whether the aim of the MFU really was to hasten the end of empire, or if it was an extension of the imperialist machinery of state in S.E. Asia.

Abstract:
One common problem facing academic libraries is the art of materials selection that ensures users have what they need when they need it, or at least the majority of the time. Methods frequently used are librarian selectors, faculty selectors, approval plans, and demand-driven acquisitions. Having close relationships with teaching faculty is pertinent when acquiring monographs to support the courses currently offered as well as those upcoming. However, when that relationship is not strong, libraries must find other methods to gather that valuable insight. This paper will cover how East Tennessee State University’s library uses the curriculum process system to inform collection development to support future curriculum needs.

Abstract:
We describe a project to evaluate an image database within an educational context. The partners in the EURIDICE project were educational institutions in a number of countries, together with other agencies and one commercial partner. Input to the database was provided by the commercial partner, a public library, and state archives. Evaluation was guided through a workshop in which all institutions participated to ensure comparability of data across the Project. Specific attention was paid to the needs of sight impaired students. The results indicated that the image database was considered to be of value for teaching and learning, but required further work to make it a fully viable system. In particular, the scope of the database needed to be expanded and the retrieval mechanisms improved.
