Abstract:
This article traces the development of Southern Places, an online digital collection developed by Middle Tennessee State University's Center for Historic Preservation (CHP) and the James E. Walker Library for the purpose of creating a digital presence for the Center's work over the past thirty years. After outlining previous digitization projects undertaken by the CHP in partnership with the Walker Library and other institutions, attention is paid to the technical decisions made in terms of the selection of a content management system and Web hosting, metadata protocols, and the place of shared authority in the contemporary, post-physical archival landscape. The article also describes recent digitization and access efforts at Middle Tennessee State University and partnerships with other universities, libraries, and archives across the state.

Abstract:
ABSTRACT Since 2010, the author has been part of the Central State Hospital (CSH) Digital Library and Archives Project to digitize records from the first state psychiatric hospital for African Americans, founded in 1870 in Virginia at the pleadings of the Freedman's Bureau and run by the state since then.1 Many of the records of this hospital not yet accessioned by the Library of Virginia have now been digitized, and this project is working on a set of tools for lawful access, including one that can be used for automated redaction to protect sensitive data while responding to the needs of different stakeholder groups. Project participants were especially concerned about understanding the communities that have grown up around state-run psychiatric hospitals, as the project was done at the request of the hospital. The proposed plan is to work with the Central State Hospital and the Library of Virginia to provide the project materials to both. The records that were chosen to be digitized included the minutes of the people who first ran the hospital as well as the registers kept on the patients, which differ over time.2 In the past ten to fifteen years, professional discussion about community archives has responded to communities' desires to build their own archives so that they can be treated fairly, especially with reference to records created about them and kept by others, including records found in state archives.

OD SPORU DO KSIĘGOZBIORU, CZYLI O POSEKULARYZACYJNEJ GENEZIE I ROZWOJU IDEI GROMADZENIA LITERATURY FACHOWEJ W DAWNYM ARCHIWUM PAŃSTWOWYM WE WROCŁAWIU STAATSARCHIV BRESLAU DO 1945 ROKUTrudności w utworzeniu biblioteki archiwalnej w pierwszych latach istnienia Archiwum na skutek sporów między archiwistą J.G.G. Büschingiem a dyrektorem Centralnej Biblioteki Śląskiej J.G. Schneiderem. Pierwsze nabytki biblioteczne. Działalność Wilhelma Wattenbacha. Nabytki, organizacja i pomieszczenia biblioteki archiwalnej do 1945 roku.FROM A DISPUTE TO A BOOK COLLECTION, I.E. ON THE POST-SECULARISATION ORIGINS AND DEVELOPMENT OF THE IDEA OF COLLECTING THE SPECIALIST LITERATURE IN THE FORMER STATE ARCHIVES IN WROCŁAW STAATSARCHIV BRESLAU UNTIL 1945Specialist literature collected from the first few decades of the existence of the State Archives in Wrocław was a form of specialist aid, with time becoming a collection complementing archive materials. The idea to compile the first independent collection emerged from a conflict between the first archivist, Johann Gustav Gottlieb Büsching and the director, from 1812, of the Central Silesian Library, located in the same building on the Sand Island, Johann Gottlob Schneider, an advocate of abolishing the existing privilege of free access of archivists to the library. The process of amassing archive literature was developed on a broader scale after Schneider’s death in 1822. Among the first publications acquired by the director of the then Royal Silesian Provincial Archives later State Archives, Gustav Adolf Harald Stenzel, were Johann Sinapius’ Schlesische Curiositäten and Friedrich Vater’s Repertorium der preussischen schlesischen Verfassung. Another source for obtaining specialist literature was regular donations from the Ministry of Internal Affairs. Considerablesupport for the creation of a typical archive library came from the director, from 1852, of thePrussian State Archives, Karl Wilhelm von Lancizolle, author of the first guidelines on collecting archive specialist literature. Soon another director of the Wrocław institution, Wilhelm Wattenbach, compiled a separate catalogue of acquisitions for the library collection. Eventually, the book collection of the former Staatsarchiv Breslau grew to about 30,000 volumes and contained all the most significant Silesian-themed works from the past. This made the Wrocław archive library ranked sixth among the forty libraries functioning in German state archives. However, the collection was lost when the Archives building in Tiergartenstrasse 13 was destroyed in 1945. Efforts to organise again specialist, Polish State Archives in Wrocław from scratch were undertaken already in the first few years after the second world war and have continued to this day.

Abstract:
Archives are a very important part of any given community, yet they may be silent on some critical histories. Perpetrators of genocides have usually resorted to denying or even trivialising such atrocities. They go on to silence genocide voices and these silences translate to the absence of records and archives on such topics. Like Rwanda, post-independence Zimbabwe fell victim to a genocide which was executed by the ZANU PF government in Matabeleland and Midlands Provinces. The post-genocide experience has seen the ZANU PF government silencing genocide voices by criminalising or even denying the killing of people. The silencing of voices and the muteness of the national archival institution on the Gukurahundi genocide in Zimbabwe stands as a cause for concern. This study sought to assess the state of silencing of voices on the Gukurahundi genocide and also draw lessons from the documentation of the Rwandan genocide. This conceptual study also reviewed relevant literature. A manual document search and an online search were conducted.

Abstract:
This paper highlights a rich source of history of the cultures of foreign peoples hitherto referred to little by academics—the archive and library of the Berlin Mission Society, now the Berliner Missionswerk. It will discuss the immense opportunities that the library and the archives offer for academic research. It is not intended to be a history of the Berlin Mission Society or its institutions but will rather suggest initial points of interest for further investigation. I shall also refer to the present state of research in both history and anthropology of foreign peoples based on an assessment of the materials available in the mission societies in the former German Democratic Republic. This paper then is less a contribution to theoretical problems than an attempt to draw the attention of historians, anthropologists and others to the resources of the Berlin Mission Society. In the street called Georgenkirchstrasse, No. 70, in East Berlin, opposite the fairy tale Fountain of Friedrichshain and the famous park, is the Berlin Mission House, built in 1873—the location of the Berlin Mission Society, founded in 1824. Until 1991 the latter was called the Ecumenical Missionary Centre/Berlin Mission Society (Ökumenisch-Missionarisches Zentrum/Berliner Missionsgesellschaft). As one of the largest missionary societies, its missionaries have worked since the mid-nineteenth century in South Africa and later in China and East Africa. In the long history of the Berlin Mission many printed and unpublished texts, as well as drawings, maps, and photographs were collected. The archives retain 270 meters of file. There are also the records of other missions, as well as the largest specialist library for missions and ecumenical movements (50,000 volumes and scholarly papers) in the former GDR.

Abstract:
In the spring of 2017, the article authors conducted a survey of archival institutions in the United States and Canada regarding current reappraisal and deaccessioning practices. The first of its kind in the United States, the survey gathered quantitative data regarding how, why, and which archival repositories reappraise and deaccession. This article describes the survey method, questions asked, and data collected, and provides an analysis of the results. The authors sought to learn if resources influence these practices; what, if any, policies and guidelines exist locally; how the processes are carried out; how archivists perceive ethical concerns commonly associated with these practices; and what benefits and consequences result from reappraising and deaccessioning. They found that reappraising and deaccessioning are common practices throughout a variety of institutions and result in positive outcomes. However, misunderstanding remains about these practices, and institutions may not always be conducting these practices in an ethical and responsible manner.

Abstract:
Abstract In November 1951, books, manuscripts and other archivalia were confiscated during house searches in the flats of Karel Teige and Eva Ebertová. The confiscated set of books was considered to be lost until 1994, when it was handed over from the State Archives to the Library of the Museum of Czech Literature. The article presents a fragment of Teige’s library in terms of thematic areas and identified provenances (dedications, glosses and additions, stamps, signatures). Another part of the article analyses Teige’s paper ‘Ten Years of Surrealism’, which was presented at a discussion evening of the Left Front and published in the collection Surrealismus v diskusi [Surrealism in Discussion] (1934), and Teige’s corrections and additions found in a copy from the confiscated collection. In the text, Teige systematically removed morphological and syntactic archaisms as well as filler words. In addition, Teige made numerous formulation changes and additions in many places of the text, especially those dealing with the relation of psychoanalysis and surrealism. In these passages and also in a part of his article on the Kharkiv Resolution, Teige refers to A. Breton, he quotes from the First and Second Manifestos of Surrealism, and he maps the Breton / Aragon conflict within the French group. Because of the frequency of the changes in the text, the article covers only selected changes always representing a certain type. Therefore, it is not a textological article, but it turns the attention of Teigean researchers to a previously unknown version of one of Karel Teige’s key texts of from the 1930s.

Comparisons are made for content considered in scope of the university archives and those considered out of scope, for materials originating from different campus sources, and for different types of content. Results show that both mediated and unmediated content is used and therefore justifies the preservation costs for unmediated content. Results also show articles and undergraduate theses are most frequently used type of materials leading to the conclusion that it is important to collect content from all levels of the educational process.

Abstract:
The Library and Archives of Canada (LAC) is Federal department of Canada established by the Parliament of Canada in 2004 to integrate services and functions of the National library and the National Archives of Canada; and currently it is the fourth-largest library in the world. The article discusses the experience of the Library and Archives Canada in creating modern centres for preserving documentary heritage, organizing the work of collections management, their conservation and restoration, ensuring openness and accessibility of collections. The main sources were materials published on the LAC website, primarily planning, reporting and financial documentation of the institution, as well as publications in the Canadian periodical press. Special attention is paid to the buildings and premises of the LAC storage facilities. The author describes the concept of the project of the Gatineau Preservation Centre, GPC. The complex, opened in 1997, is one of the top architectural objects constructed in Canada in the 20th century and one of the most secure library storage facilities in the world. The article considers organization of collections storage in the GPC and the work of restoration laboratories located in it. The author shows that GPC provides the most favourable storage conditions for the most valuable and vulnerable LAC collections. The paper gives information about the storage facility in the main LAC building in Ottawa on Wellington Street (built in 1967; modernized in the early 2000s), as well as storage facilities in Gatineau, Renfrew and Winnipeg. The author characterizes the new version of the LAC Collections Preservation Program (2018) which defines the strategic objectives of the institution in this area, both for the nearest future and for the long term. The paper presents results of a large-scale study of the state of the collections storage in LAC (2016—2018) and outlines the most acute problems identified in this study. There is emphasized the importance of the construction of the new Gatineau-2 complex, launched in 2019 (Project cost is 330 million Canadian dollars). According to experts, Gatineau-2 will become one of the largest, technologically equipped and environmental centres for the conservation and restoration of library collections in the world, as well as the first zero-energy storage facility in North America. In Canada, special attention is paid to the construction of modern centres for the preservation of documentary heritage, which create all the necessary conditions for long-term security of collections, conservation and restoration work. Implementation of such projects is impossible without government support, without understanding by authorities of the leading role of libraries and archives in the preservation and promotion of the national cultural heritage. The experience of LAC may be of interest to Russia, taking into account the tasks set in the document “The main directions of development of activities to preserve library collections in the Russian Federation for 2011—2020” and elaboration of long-term programs in this area.

While a great deal of the material evidence of Australian art of the past has been lost as a result of bushfires, other natural causes, accidents, or carelessness, even more has been deliberately destroyed. Artists or their families have often wished to erase the memory of convict or immigrant origins, youthful indiscretions, or previous marriages. The failure of national and state governments to formulate policies to ensure the preservation of business archives (including the archives of architectural firms and art galleries) continues to allow valuable material to be lost. Surviving archival material is often dispersed, occasionally inaccessible, and not infrequently inadequately catalogued. Fortunately nationwide initiatives have been launched – not a moment too soon – by the National Library of Australia and the Library of the Australian National

Abstract:
Abstract. Although they are discussed less frequently than his maps of the Balkans, Heinrich Kiepert's maps of Anatolia, and those of the Aegean coast in particular, nevertheless occupy a prominent place in his work. First published between the 1840s and the 1890s, Kiepert's maps reflect the way in which the German “classical Orient” depicted by Said (Said, 1978) became increasingly "real" over the years and emerged as a target for strategic and imperialist penetration. While their archaeological orientation tended to eclipse their ties to the German and Ottoman military, this analysis reveals how civil and military investigations were intertwined from the outset, and linked to a desire for national prestige. Based on the archives of the State Library in Berlin, the Secret State Archives of the Prussian Cultural Heritage Foundation and the Ottoman State Archives, this article aims to highlight the ambivalence and different facets of Heinrich Kiepert's cartographic project in Anatolia. The context of his work will be analyzed in order to understand the conditions under which his cartography was produced and the transimperial exchanges that shaped it.

Abstract:
The article is devoted to the history of acquisition of the municipal and state repositories with early printed Cyrillic monuments in the 19th — 21st centuries. The aim of the research is to show the process of acquisition of the collections of state museums, archives and libraries of Russia. The author uses descriptions of the books from the catalogues published with the participation or under the guidance of experts in archaeography of the Moscow State University (MSU) named after M.V. Lomonosov. They cover the collections of the MSU Scientific Library, as well as the collections of museums, archives and libraries of Tver, Yaroslavl and Perm Regions, as well as the State Historical, Architectural and Ethnographic Museum-Reserve “Kizhi”.As a total there are involved 3953 descriptions containing information about the date and source of acquisition of the books to the repositories. The author concluded that archaeographic expeditions made a great contribution to the replenishment of the collections of the early printed Cyrillic monuments (860 books), but this contribution was not decisive. The most part of the unique monuments got into repositories as private donations or were purchased in old book shops, or during the expropriation of Church valuables. Only in the 1920s there were obtained 1068 books from the Church libraries.Significant event in the life of repositories in the twentieth century was more or less permanent redistribution of stocks between the major collections. The most part of the early printed Cyrillic books (almost half of them already introduced into scientific discourse), preserved now in the Scientific Library of the Moscow State University, was obtained not in the course of expeditionary work, but as a result of transfer of the books from the V.I. Lenin State Library of the USSR, the State Public Historical Library of Russia, the State Historical Museum and the Moscow Kremlin Museums.

Abstract:
Arizona State University (ASU) has been awarded a $450,000 grant from the Andrew W. Mellon Foundation for a three-year project designed to build and expand community-driven collections, in an effort to preserve and improve ASU’s archives and give voice to historically marginalized communities. Under the leadership of ASU Library Archivist Nancy Godoy and coinvestigators Sujey Vega and Lorrie McAllister, the project—titled “Engaging, Educating, and Empowering: Developing Community-Driven Archival Collections”—will implement Archives and Preservation Workshops and Digitization and Oral History Days, as well as digitize and make publicly accessible existing archival collections from the ASU Library Chicano/a Research Collection and Greater Arizona Collection. In 2012, the Arizona Archives Matrix Project, a statewide initiative to gather data about local archives, identified several historically marginalized communities in Arizona, including LGBT, Asian American, African American, and the Latino community, which make up 30 percent of Arizona’s population but is represented in less than 2 percent of known archival collections. With the aim to address this inequity, the ASU project will build on Godoy’s previous work coestablishing the Arizona LGBT History Project and collaborating with ASU faculty members Vega and Vanessa Fonseca on an ASU School of Transborder Studies seed grant, which implemented archives and preservation workshops statewide and helped to assess community needs and interests.

It is becoming a cliché to state that as research library collections become more homogenous—through the consolidation of purchasing (such as widespread availability of the same electronic serials) and through the increase in digital content accessible to library users regardless of institutional affiliation—special collections will be what sets apart one library from another. This prediction has become so common that it even figures in published library satires.1 Administrators seem to be hearing this message as well. This paper describes and evaluates research undertaken by the author at the State Library of Queensland, in the collection, cataloguing, and presentation of audiovisual materials—specifically, sound materials beyond oral history and performance. It suggests that strategies drawn from transcription can make the sounds of the past more evident in digitised catalogues, and thus can make those sounds themselves more accessible to the public. In doing so it offers a different affordance of the archive to public experience: not just information about the past, but the affective impact of the past.

Abstract:
Early printed books from the Krakow Town Archives of Former Records in the resources of the National Archives in Krakow. Initial investigation, provenance analysis The collection of early printed books stored in the National Archives in Krakow has not been processed so far. This article aims to approximate the current state of knowledge regarding the contents of the collection. The historic book collection of the Archives, represented by both Polish and foreign printed books covering various subjects, numbers slightly over 650 works issued before 1801. Included in this number are 28 early printed books from the 16th century, 210 from the 17th century and 413 from the 18th century. The oldest one – Liber horarum canonicarum secundum veram rubricam sive notulam ecclesiae Cracoviensis – was issued in 1508 by the publishing house of Jan Haller in Krakow. The origins of the early printed books vary – they come from donations, acquisitions of archival materials as well as purchases. The greatest number come from donations, with the following donors worthy of special mention: Ambroży Grabowski, Józef Seruga and Franciszek Biesiadecki, as well as Józef Muczkowski, Karol Estreicher and others. An invaluable part of the collection (61 works) are the printed books from the library of Hieronim Pinocci (1612–1676), a merchant, royal secretary and diplomat, acquired from the town archives at the end of the 19th century. Many works, especially those concerning the history of Krakow, were also purchased using the funds of the Archives. The early printed books gathered in the library of the National Archives in Krakow create a particularly valuable collection, which may also be a source of information concerning provenance.

Abstract:
In Tanzania, the Records and Archives Management Act of 2002 established the Records and Archives Management Department (RAMD) to provide for the proper administration and better management of public records and archives throughout their life cycle. This article is based on findings from an ongoing study of the government ministries of Tanzania which examines the current state of records management practices in fostering accountability in the implementation of the Public Service Reform Programme (PSRP) in Tanzania. A total of 120 registry personnel, 24 senior ministerial officials and National Archives personnel were involved in the study. The study established that although the introduction of the PSRP had resulted in some efforts in reforming the records management practices in the government ministries, records in the government ministries were not managed a strategic resource. The findings of the study revealed that current records management practices in the government ministries were accorded low priority. The absence of specific budgets allocated to registry sections, lack of support from senior officers, lack of records management policies and low levels of training for registry personnel were among the records management problems in the government ministries. Further, records surveys were conducted irregularly and the majority of government registries lacked records retention and disposition schedules which led to the congestion of records which were also disorganized and poorly managed. In order to manage records as a strategic resource, the article recommends the restructuring of existing records management systems.

The article is dedicated to the history of the Italians of Crimea. The history of the group is still little studied and rich in myths and legends. Our complex historical-anthropological and genetic study of the community allowed us to dispel some myths, which are widespread among the members of the community and far beyond it, and to recreate the history, geography and causes of migrations that took place in the XIX century. The historical part of the research was mainly based on sources and documents found in the Russian and Italian archives. We used documents from the State Archive of the Saratov Region, the State Archive of the Republic of Crimea, the Russian State Military Archive of Moscow, the state archives of Genova, Napoli, Bari, Turin, and the Vatican Secret Archive. Extensive and equally useful information was found in newspapers and other periodicals of the XIX–XX centuries from Russian and Italian library collections. Family archives of descendants of Italian migrants also provided valuable information. The article presents some of the materials found in the course of the study. The article also deals with the problem of the size of the community, which is difficult to define both today and in the past.
