Las injusticias sociales, la precariedad en la que vive la población mundial, la falta de oportunidades, así como las violencias de los conflictos armados, de las migraciones y desplazamientos forzados y de la guerra interimperialista por los recursos (pro-ducto del capitalismo global) nos llevan a preguntarnos ¿cuál es el papel del educador y de las instituciones educativas frente al mundo actual? Responder a este interrogante es prioritario en contextos de transformaciones políticas, sociales y culturales, y en escenarios de conflicto, como Colombia y otros países de la región que requieren de particular interés. En esta obra se abarca la relación entre la educación, el territorio y la reconciliación; lo cual impone la necesidad de intercambiar experiencias educativas relevantes que impacten de forma positiva en la reconstrucción de la memoria y de los territorios, desde la perspectiva de la reconciliación política, cultural y simbólica. Abstract:
This chapter examines the role of natural resources such as water, hydrocarbons, and diamonds in international armed conflicts within the framework of international law, as well as the legal regulation of the jus ad bellum aspects of the issue. After outlining some of the international rules relevant to the relationship between natural resources and conflicts, the chapter considers the rules pertaining to the jus ad bellum and assesses the interstate aspects of resource conflicts, paying particular attention to the legal framework for the use of force in international relations. It then looks at the role of sovereignty in the allocation of natural resources among states, the interaction between jus ad bellum and jus in bello with respect to the exploitation of natural resources in occupied territories, , and the effect on transactions in natural resources of the duty of non-recognition of unlawful territorial situations. Finally, it describes the initiatives of the United Nations in addressing the issue of natural resources and their relation to interstate conflicts.

Abstract:
This book analyzes the relationship between the three concepts that give shape to its name, with the particular purpose of examining the impacts that globalization has brought on the built heritage. It seeks to explore the possible paths that, for academic reflection, applied research or public policy, could be derived from the reflections that bring together the gaze of numerous researchers fromdifferent countries. In this regard, the work offers a conceptual framework from where it has been addressed the phenomenon, and from which issues such as the community thinking; the socio-spatial conflicts generated by tourism; the relationship between identity and historical memory, as well as between heritage and human rights; tensions and dilemmas about identity and heritage that globalization brings and, finally, the theme that is called at work,"situated thinking”, as a condition when studying and understanding what in front of the subject it happens in every context. Approach from which cases in Spain, Portugal, Italy, Colombia, Peru, Ecuador, Brazil, Uruguay, Argentina, Mexico, Croatia and, among others, Turkey are analyzed. The latter country, where researchers carried out field work that, together with the explorations in other contexts, allowed to contrast theory with practice and extrapolate from this point their conclusions.

The final chapter concludes the book in two ways. First, it summarizes the central claim that structural significance, institutional capacity, and coalitional dynamics together explain whether subnational officials can advance successful subnational policy challenges. This part of the chapter also assesses the more general theoretical implications of the research findings for each causal variable (structure, capacity, and coalitions). Whereas most of the book examines how decentralization has empowered territorial actors to shape ideological conflicts, the second half of the conclusion reverses this focus by exploring how ideological conflict over the market also shapes territorial outcomes, most significantly through the redistribution of authority and resources between levels of government. The chapter ends with representative examples of recentralization in Ecuador, Bolivia, and Peru; these show how ideological conflict over the market has led national governments in each country to recentralize authority and resources in the attempt to undercut subnational policy challenges.

Abstract:
Territorial disputes are one of the main sources of tension in Northeast Asia. Escalation in such conflicts often stems from a widely shared public perception that the territory in question is of the utmost importance to the nation. Yet that’s frequently not true in economic, military, or political terms. The tiny and remote islets, known as Dokdo in South Korea and Takeshima in Japan, for instance, have no such value. Yet citizens and groups in both countries have mounted sustained campaigns to protect them as the heart of the nation. Similar movements are taking place throughout the region and have wide-ranging domestic and international consequences. Focusing on non-state actors rather than political elites, Alexander Bukh explains how and why apparently inconsequential territories become central to national and nationalist discourse in Japan, South Korea, and Taiwan. These Islands Are Ours gives us a new way to understand the nature of territorial disputes and how they inform national identities by exploring their social construction, amplification, and ideological consequences.
