Abstract:
This article demonstrates the connection between the ideology and activities of the Jewish Territorialist Movement and broader geopolitical trends and discourses during the late interwar and immediate post-war period. The Territorialists, active from 1934 within the Freeland League for Jewish Territorial Colonisation, were representative of such contemporary trends and discourses, especially those connected to prevailing approaches to peoplehood, territory and space. The Freelanders relied on accepted notions and practices such as colonialism and colonisation, ‘whiteness’, race, biopolitics and agro-industrial science, as well as (empty) spaces and un(der)developed territories. The Territorialists’ alignment with geopolitics makes the movement's little studied history a relevant chapter in the larger story of Jewish political behaviour. Moreover, the continuities in Territorialism's aspired social engineering project help to problematise the notion of 1945 as a turning point in twentieth century geopolitical thinking.

O presente trabalho procura discutir a produção do território no Brasil, tendo como base o conceito de territorismo. O processo histórico-geográfico de formação da sociedade brasileira foi regido por recorrentes promessas acerca da inserção na modernidade. A noção de desenvolvimento, desdobrada da noção de progresso, foi o combustível social de sustentação desse movimento de inserção das relações capitalistas no Brasil durante o século XX. Assim, a ação prevalecente nos governos, de um modo geral, tem sido a inserção das regiões brasileiras no circuito competitivo capitalista. Contudo, esse processo apresentou diversas distorções, que foram causadoras de movimentos de resistência política em favor da produção de territórios pensados na lógica capitalista-desenvolvimentista. Propõe-se com nesse manuscrito identificar os elementos de um movimento dialético entre a forma de produção territorial baseada nos princípios lógicos do desenvolvimento, alertando para a necessidade de movimentos de contestação dessa racionalidade. Trata-se de um investimento necessário uma vez que a ideário desenvolvimentista tem sido construído, no espaço social brasileiro, sob a influência de suas elites, como uma estratégia de reprodução, que ressalta o discurso em favor da produção de territórios competitivos.Palavras-Chave: Território; Territorialismo; Desenvolvimento.AbstractThis paper discusses the production of territory in Brazil, based on territoriality concept. The historical and geographical process of the Brazilian society formation was governed by recurring promises on the entry in modernity. The notion of development, deployed the notion of progress, was the fuel social support of this insertion movement of relations capitalists in Brazil during the twentieth century. Thus, the prevailing action Governments, in general, has been the insertion of the Brazilian regions in the capitalist competitive circuit. However, this process presented several distortions, which were causing political resistance movements on behalf of the production thought territories in capitalist developmentalist logic. It is proposed with this manuscript identifying the elements of a dialectic movement between the form of territorial production based on logical principles of development, stressing the need for protest movements. This is a necessary investment since developmentalist ideology has been built in the Brazilian social space, under the influence of their elites, as a strategy reproduction, which underscores the speech in favor of the production territoriality competitive.Keywords: Territory; Territory; Development.

Abstract:
Taking inspiration from maritime spatial planning, more in particular the Law of the Sea dividing ocean space into zones of graduated control, including areas beyond national jurisdiction (where by definition territorialism does not apply) the paper revisits territories as the building blocks of a political order. From there it proceeds to discussing the power, not to say the delusion of territorial sovereignty, only to revisit neo-medievalism as an alternative ordering principle for the governance of space. Accordingly, though sovereign in theory, stand-along territories are in reality conceptualised as being enmeshed in a web of functional relations, many of which with their own governance arrangements and with many overlaps between them. Which makes imposing an overall order a doubtful enterprise.

No Brasil os estudos um dos principais focos dos estudos etológicos com peixes recifais é a espécie Stegastes fuscus (Cuvier, 1830); a mais representativa em abundância e frequência nos recifes rasos de Pernambuco. Neste contexto, este estudo teve por objetivos; (1) descrever o repertório comportamental de S. fuscus, criando etogramas descritivos e ilustrados com todos os comportamentos observados, e (2) analisar o comportamento de defesa territorial da espécie. Dez horas de observações preliminares e 68h de observações ad libitum e animal focal, e 20h de experimento in situ foram realizadas nos recifes naturais da praia de Porto de Galinhas, Ipojuca. Três áreas foram escolhias por suas características diferentes: (1) ponto do Fundo Recifal, (2) ponto da Praia, (3) ponto do Topo Recifal. As observações geraram um etograma com nove categorias comportamentais motoras: natação, alimentação, defecação, limpeza de território, limpeza do corpo, saída do território, interação social, abrigo, agonístico; e duas sonoras: pop e burr. O ponto do fundo recifal foi o de menor densidade de S. fuscus, com 0,3 peixes/m², e onde se encontraram os maiores territórios (1,45 m² em média). Os maiores valores de densidade, cobertura e locas foram encontrados no ponto da Palythoa. As regressões obtidas para o comprimento dos indivíduos e as variáveis avaliadas mostraram tendência para a relação entre o comprimento dos indivíduos e o número de locas, no ponto do fundo. Provavelmente neste pontoo mais importante para os peixes é a presença de abrigo. Foram registrados peixes afastando-se quase 10 m de seus territórios. Pode-se afirmar que área de vida da espécie está associada ao ambiente ao redor. A taxa de alimentação diminuiu conforme aumentou o número de interações agonística. O número de atos alimentares por minuto só diminuiu de forma significativa quando houve mais de dois atos agonísticos. Este ponto representa um limiar que define até onde é vantajoso para o peixe manter a defesa de territórios. Durante as observações experimentaisforam identificados sete padrões de reação aos objetos. São elas: evitar, não interagir, observar e sair, observar e aproximar-se aos poucos, observar e examinar, observar e ameaçar com display, e observar e expulsar. As diferentes respostas demonstram como o comportamento territorialista da espécie está tão associado às variações individuais e às ambientais. O presente estudo identificou três padrões comportamentais que não foram descritos anteriormente em estudos comportamentais com a família Pomacentridae.
In Brazil the major focus of ethological studies on reef fishes is Stegastes fuscus (Cuvier, 1830); the most representative fish species in abundance and frequency in the shallow reefs of Pernambuco. In this context, this study aimed; (1) describe the behavioral repertoire of S. fuscus, creating descriptive and illustrated ethograms with all the observed behaviors, and (2) to analyze the territorial defense behavior of the species. Ten hours of preliminary observations, 68h of ad libitum and focal animal observations and 20h of in situ experiment were performed on the natural reefs of Porto de Galinhas, Ipojuca. Three areas were chosen by their different characteristics: (1) Reef bottom site, (2) Beach site, (3) Reef flat site. The observations resulted in an ethogram with nine motor behavioral categories: swimming, feeding, defecation, territory maintenance, chafe, leaving the territory, social interaction, shelter antagonistic; and 2 sound: pop and burr. The point of the reef bottom has the lowest density of S. fuscus, with 0.3 fish / m², and where the larger territories were found (1.45 m² on average). The highest density, coverage and hollows values were found at the reef flat. The regressions obtained for the length of the individuals and the variables evaluated tended to find a relationship between the length of individuals and the number of hollows the reef bottom. Probably it’s more important for the fish the presence of shelter. Fish were recorded almost 10 m away of their territories. The home range of the species is associated with the environment around. The feed rate decreased as the number of agonistic interactions increased. The number of feeding acts per minute only decreased significantly when there were more than two agonistic actions per minute. This point is a threshold that defines how far it is advantageous for the fish to keep the protection areas. During the experiment it were identified seven reaction patterns to objects. They are: prevent, not interact, observe and leave, observe and approach slowly, observe and examine, observe and frontal display, and observe and leave. The different responses demonstrate how territorial behavior of the species is associated with individual and environmental variations. This study identified three behavioral patterns that have not been described previously in behavioral studies with the Pomacentridae family.

Abstract:
This study aims to discuss the production of territory in Brazil, for which category of analysis is the concept of development and its influence upon hegemonic practices in Brazilian society. The historical and geographical processes of Brazilian societys development were driven by promises of inclusion in modernity. The concept of development, unfolded from the idea of progress, was a social fuel which supplied this move of capitalist relations in Brazil in the 20th century. Therefore, the dominant idea of rulers has generally been the inclusion of Brazilian regions in the circuit of capitalist competition. Nevertheless, the process showed several distortions from which arose political resistance movements in favor of better planned territorial production perspectives as opposed to those formerly theoretically provided, i.e. developmental capitalism. Thus this study means to identify the elements of a dialectical movement between territorial production based on logical principles of development and other forms, contrary to this principle. It was then verified that the developmental conception has been enhanced in Brazilian social domain, under the influence of its elites, with strategies based on reproduction, which stress the discourse in favor of production of competing territories.
O presente trabalho procura discutir a produção do território no Brasil, tendo como categoria de análise a noção de desenvolvimento e sua influência sobre as práticas hegemônicas na sociedade brasileira. O processo histórico-geográfico de formação da sociedade brasileira foi regido por promessas acerca da inserção na modernidade. A noção de desenvolvimento, desdobrada da noção de progresso, foi o combustível social de sustentação desse movimento de inserção das relações capitalistas no Brasil durante o século XX. Assim, a ideia prevalecente nos governos, de um modo geral, tem sido a inserção das regiões brasileiras no circuito competitivo capitalista. Contudo, esse processo apresentou diversas distorções, que foram causadoras de movimentos de resistência política em favor da produção de territórios pensados em perspectivas diferentes da defendida formalmente, ou seja, capitalista-desenvolvimentista. Desse modo, procura-se com este trabalho identificar os elementos de um movimento dialético entre a forma de produção territorial baseada nos princípios lógicos do desenvolvimento e formas outras, contestadoras dessa racionalidade. Nesse sentido, verificou-se que o pensamento desenvolvimentista tem sido construído, no espaço social brasileiro, sob a influência de suas elites, como uma estratégia de reprodução, que ressalta o discurso em favor da produção de territórios competitivos.

A influência do hábitat na distribuição e abundância de juvenis e adultos de Stegastes fuscus, S. variabilis, Microspathodon chrysurus e indivíduos de Ophioblennius trinitatis, Labrisomus nuchippinis, Malacoctenus sp1 e M. delalandei, foi investigada em quatro tipos de topos recifais definidos de acordo com rugosidade e cobertura de algas: topo liso e topo com rugosidade média, ambos com cobertura dominada por Halimeda, Dictyota e Gellidiela; topo rugoso dominado por algas filamentosas e topo rugoso dominado por tapete de Amphiroa. Os censos dos peixes e a estimativa da densidade do ouriço Echinometra lucunter foram realizados através da metodologia do transecto de faixa, enquanto a cobertura do substrato foi determinada pela metodologia de interseção de pontos e a rugosidade através do transecto de corrente. A distribuição de adultos das espécies de Stegastes mostrou que ambas possuem preferência por topos com rugosidade maior, que apresentam maior disponibilidade de abrigo. S. fuscus foi a espécie dominante nos topos rugosos independente da cobertura de algas, apresentando a densidade positivamente correlacionada a rugosidade. Juvenis de S. fuscus ocorreram em todos os tipos de topo, não ocorrendo diferenças significativas na densidade. Juvenis de S. variabilis assentaram em todos os topos recifais, mas foram significativamente menos abundantes em topos dominados por adultos de S. fuscus. Adultos de S. variabilis ocorreram somente em topos lisos e com rugosidade média, com maior abundância nesse último, e foi ausente nos topos dominados por S. fuscus, indicando migração ontogenética de juvenis ou processos pós-recrutamento, como competição. Houve correlação negativa entre as densidades de adultos das espécies de Stegastes, indicando um possível efeito de exclusão. A densidade do ouriço E. lucunter foi maior nos topos com cobertura de algas filamentosas. Nessas áreas a abundância de S. fuscus esteve inversamente correlacionada à densidade de E. lucunter, indicando competição por herbivoria. Apesar de adultos de M. chrysurus ocorrerem em topos dominados pelo tapete de Amphiroa, eles foram encontrados principalmente naqueles dominados por algas filamentosas, onde juvenis estiveram restritos a colônias do hidrocoral Millepora alcicornis. A espécie O. trinitatis ocorreu preferencialmente no topo rugoso com algas filamentosas. A preferência pelo topo rugoso médio com maior diversidade de espécies de algas pela espécie críptica L. nuchippinis pode ser devido a maior proteção, abrigo e alimento disponibilizados por este topo. As espécies Malacoctenus sp1 e M. delalandei aparentemente não apresentaram preferência por tipo de topo, entretanto, isso pode ter relação com a metodologia utilizada. A rugosidade e composição do substrato foram determinantes na distribuição dos peixes territorialistas, porém, processos pósassentamento também exercem papel importante na estruturação dessas comunidades

L’ « urbanisme paysager » fait référence à une « vieille » pratique de projet spatial qui accompagne, depuis leurs débuts, l'exercice de la planification urbaine et l’art des plans de ville en France. Elle retrouve aujourd'hui une raison d'être dans un contexte de passage d'une planification urbaine à une planification dite « territoriale », entre ville et campagne, où l’urbanisme ne peut plus seulement se concevoir comme une série d’actes techniques, mais doit s’accompagner d’une pédagogie pour transmettre et partager la prise en charge de ses objectifs environnementaux avec les acteurs socio-économiques locaux. En Italie, les chercheurs de l’école territorialiste proposent une approche de projet territorial susceptible de renouveler les savoir-faire de l’urbanisme paysager face aux nouveaux défis posés dans le contexte français. Sur la base d'une analyse réflexive d'expériences pratiques construites entre recherche, action et enseignement, cette thèse a pour objectif d’éclairer l’apport territorialiste à l’urbanisme paysager
“L’urbanisme paysager” is a French design practice which accompanies urban planning since its inception. In context of transition from urban planning to territorial planning, this practice finds its significance while urbanism today can't be thought as a series of technical acts but could be included as a pedagogy intended to share its goals and their management with socioeconomics actors. However, this practice proven thought the exercise of urban project should be reassessed on the new basis of a territorial project. In Italy, the researchers of the “Territorialist School” develop a territorial project method which mays renew the pedagogical know-how of “urbanisme paysager”. Dans les bibliothèques et les médiathèques, une caractéristique importante des fonds documentaires mis à disposition est qu'ils contiennent d'abondantes références a l'histoire, à la géographie, au patrimoine, en somme au territoire, et il est primordial pour ces centres de valoriser ces spécificités territoriales pour répondre à des objectifs d'information et d'éducation. Dans ce contexte, nous faisons l'hypothèse qu'en utilisant un point de vue géographique pour mod eliser un ensemble de ressources terminologiques utilisées pour indexer un fond documentaire, il est possible de faire émerger une représentation du territoire qui y est implicitement décrite. Concernant la modélisation de la connaissance en géomatique, de nombreux travaux s'appliquent à construire une représentation sémantique structurée géographique de domaines cibles. Cependant, il ne semble pas exister d'approche permettant de construire une représentation d'un territoire à partir de fonds documentaires annotés. Nous proposons donc une méthodologie complète et automatisée permettant de construire une couche conceptuelle de type ontologie d'un territoire, sur la base d'un fonds documentaire indexé par des experts. Nous positionnons nos travaux dans l'extraction et la structuration de la connaissance que nous appliquons dans le domaine de la géomatique en nous appuyant notamment sur des techniques provenant du Traitement Automatique du Langage Naturel. Nous entendons ici par territoire un ensemble de lieux que l'on peut mettre en relation selon un ensemble de thèmes en fonction d'une période donnée. Ainsi, nous présentons un complément original s'appuyant sur le travail d'indexation réalisé par les experts documentalistes sur un fonds documentaire pour faire émerger une ontologie d'un territoire implicitement décrit dans les documents. Une contribution importante de notre travail concerne l'enrichissement de fa con incrémentale de la représentation d'un territoire. Nous proposons pour cela une chaine de TALN qui permet de marquer dans des documents textes annotés un ensemble d'informations spatiales, temporelles et thématiques qui nous sert de base pour l'enrichissement de la représentation d'un territoire. Une perspective à ces travaux est de pouvoir valider notre approche sur plusieurs fonds documentaires d'origines diverses. L'intérêt sera de proposer une méthode qui, sur la base des représentations de territoires obtenues, permettrait d'identifier et de représenter les spécificités de chaque fonds documentaire.

L'Afrique regorge en son territoire de ressources matérielles et humaines, d'un capital social intense, d'une activité dynamique. Pourtant la croissance économique de 5 % laisse 45 % de la population avec moins de un dollar par jour. Cette situation nous amène à proposer un outil, la croissance endogène territorialisée (CET), pour étudier le cas de l'Afrique Subsaharienne dans le cadre du Nouveau Partenariat pour le développement de l'Afrique. En nous appuyant sur la théorie de la croissance endogène, qui pose les conditions et le déterminant d'une dynamique soutenable, nous associons d'une part l'économie géographique qui décrit les phénomènes d'agglomération et d'autre part l'économie de la connaissance et le développement régional qui respectivement explique comment un territoire peut se transformer grâce à la connaissance et comment cette transformation vient essentiellement de l'intérieur du territoire. Elle incarne l'idée d'acteurs autonomes, obligés d'innover, de constituer des communautés de savoir, de savoir-faire où les connaissances s'échangent, se renforcent, à la fois enracinées dans le territoire et ouverts à la nouveauté. Or en Afrique subsaharienne, ce foisonnement cognitif qui existe n'a pas encore atteint un effet de seuil pour générer un processus de croissance suffisant à vaincre le sous-développement. Dès lors, le concept de CET fait ressortir que le renforcement de la synergie entre tous les acteurs économiques, sociaux et politiques est constitutif d'interactions capables de dégager des externalités positives que l'Etat et la coopération régionale peuvent soutenir en développant les infrastructures matérielles et immatérielles nécessaires
Africa abounds in its territory with material and human means, an intense social capital, a dynamic activity. However, the 5 per cent economic growth leaves 45 per cent of the population with less than a dollar a day. This situation leads us to offer a resource, the endogenous intra-territory growth which will be used to study the case of Sub-Saharan Africa as part of the New Partnership for Africa's Development (NEPAD). By being based on the theory of the endogenous growth which sets the conditions and the determiner of a sustainable dynamics, we combine, on the one hand, the geographical economy which describes the phenomenon of agglomeration and, on the other hand, the economy of knowledge and the endogenous development that respectively explains how a territory can change thanks to knowledge, and how this change principally comes from the inside of the considered economic system. It means independent agents, forced to innovate, to build up communities both for knowledge and know-how, in which knowledge is shared, reinforced, and rooted in the territory as well as opened to novelty. But in Sub-Saharan Africa, this cognitive abundance that lives has not reached the threshold effect which could produce a sufficient growth process to overcome underdevelopment. Therefore, the endogenous intra-territory growth concept brings out the fact that the reinforcement of the synergy between all the economical and social agents particularly the civil and the political institutions is made of interactions capable of defining positive externalities that the state and the supranational cooperation can support by developing the necessary material and intangible infrastructures

Les régions qui gagnent, sont celles dans lesquelles existent, grâce à une décentralisation, notamment régionale, large et réelle, des centres de décision proches, des synergies fortes entre tous les acteurs de la vie sociale et économique, appuyés sur une identité reconnue. Au sein de la région PACA, l'agrégation financière territorialisée doit constituer un outil de transparence démocratique qui permet une dynamique à l'intérieur du territoire régional.L'agrégation se définit comme l'addition de certaines données financières de plusieurs niveaux de collectivités sur un territoire donné. Le champ et la nature des informations agrégées sont déterminés par les acteurs locaux en fonction de leurs besoins. Ils peuvent être globaux ou partiels, porter sur l'ensemble de l'action des collectivités ou sur une compétence déterminée.L'objectif de la démarche est de permettre à la région PACA d'avoir à sa disposition une restitution qui lui permette de connaître avec exactitude la situation financière des zones de son territoire. Actuellement, la représentation d'une région s'opère uniquement à travers les comptes du conseil régional. Certes, les régions opèrent des audits pour leur permettre de connaître la situation d'une zone sur son territoire, mais ces études sont isolées, incomplètes et peu représentatives de la réalité financière globale de leur territoire.Aussi, est-il nécessaire de mettre en œuvre un véritable outil qui permettrait d'avoir une vision complète et exacte des différentes zones territoriales dans la région.Les thèmes étudiés relèveront de l'économie spatiale, mais aussi des finances publiques territoriales et des systèmes de diffusion de l'information.Les travaux de recherche se sont étalés sur cinq années et présentent l'exercice 2008 comme une année de référence. Outre une présentation agrégée de la région, c'est une méthode scientifique qui est conçue pour y parvenir
The winning regions are those where a real decentralization, particularly regional, exists with local centres of decision and strong synergies between the different social and economic partners in a common identity.Within the PACA region, the territorial financial aggregate should constitute a dynamic tool for democratic transparency.The aggregate can be defined as the sum of certain financial data on several local community levels in a given territory. The content of the aggregate information is chosen by the local decision centres depending on their needs. This can be global or partial : concerning all or only certain community competences.Our aim is to make the exact financial situation of the different sectors of its territory avaible to the PACA region.At the present time, the information on the situation of any region can only be obtained from the accounts of the regional council. Indeep, the regions carry out audits to be informed of the situation of particular sectors, but these audits are isolated, incomplete and do not reflect the global financial reality of the territory. It is thus necessary to provide a tool capable of giving an exact and complete report on the different sectors. The themes to be studied will concern spatial economics, as well as territorial public finance and the diffusion of information. The research has taken place over five years and presents 2008 as the year of reference. In addition to an aggregate presentation of the region, this is a scientific method conceived to succeed

Le socle de ce travail doctoral est constitué par le résultat d’une recherche antérieure, puisque nous avons réalisé une expérience fort enrichissante, sur l’émergence des projets collaboratifs de recherche et développement, au sein des réseaux d’innovation. Pôles de compétitivité (PDC), clusters et Centre Francilien de l’Innovation, furent, en effet, observés, dans le cadre d’un travail de master. Le principal apport de cette thèse, par rapport à cette précédente réflexion, c’est que nous ne nous sommes pas arrêtée à l’observation des pôles, puisque nous avons été jusqu’aux entreprises porteuses (EP) de projets collaboratifs. Nous ne nous sommes pas, non plus, arrêtée à une analyse descriptive des comportements coopétitifs et d’apprentissage organisationnels, au sein de ces réseaux, puisque nous sommes allée vers une classification de ces comportements, par type et par degré de récurrence. Plus, nous avons eu l’ambition d’en tenter une explication, pour, au final, aboutir à l’élaboration, à partir de ceux qui sont les plus avantageux, d’un modèle de bon fonctionnement des pôles de compétitivité, sans exclure, compte tenu du dégagement d’un certain nombre de recommandations théoriquement justifiées, celle d’un guide de bonnes pratiques, à l’intention des entreprises porteuses de projets de R et D. Nous visons donc, l’optimisation de la qualité du fonctionnement de ces réseaux ainsi que de ces projets collaboratifs de R et D. L’originalité des résultats de cette thèse de doctorat, réside donc dans l’ajout, au document de la thèse, d’un fascicule à part, relié et illustré, en vue, après sa validation par mon jury, de le tirer en 30 exemplaires et de le remettre, en guise de reconnaissance, aux interlocuteurs de notre échantillon de PDC et d’EP, qui, directeurs de pôles, qui directeurs scientifiques, qui chargés de projet, qui chefs de projets, qui Ingénieurs, qui directeurs de recherches, ont bien voulu répondre, lors d’entretiens en face à face, aux 34 questions de 02 guides d’entretiens. Les copieuses données primaires ont été patiemment retranscrites, permettant, de la sorte, la vérification de 05 hypothèses
The theoretical and practical background of this doctoral work consists of the results of a previous research project, as we carried out a very rewarding experience, about the emergence of collaborative projects research and development, in innovation networks. Pole of competitiveness, clusters and Francilien Innovation Centre, were, in fact, observed.The main contribution of this thesis, with respect to this previous work is that we have observed not only the poles of competitiveness, but also the carrier companies of collaborative projects exploration.In addition to a descriptive analysis of coopetitive behavior and organizational learning within these networks, we have also categorized these behaviors, through their type and degree of recurrence.Moreover, from those most preferred behaviors, we have had the ambition to attempt their explanation for, ultimately, develop a model of functioning of clusters without excluding, the proposal of the release of a number of theoretically justified recommendations, that of good practices guide, for carrier companies to R and D projects.Thus, we are aiming at the optimization the quality of operation of these networks.The originality of the results of this doctoral thesis lies in the addition to the document of the thesis, of a separate booklet, bound and illustrated, in order, after its validation by my jury, to print 30 copies and deliver it, in recognition, to the interlocutors of our sample of PDC and EP (CEO poles, Scientific Directors, Project Manager, Engineer, Creator of the Company, Research Director, Driver innovation), who have responded during face-to-face interview, to 34 questions of 02 guides. Copious primary data were patiently transcribed, allowing, in this way, the verification of 05 hypothesis

Negli ultimi anni numerose riflessioni hanno insistito sull’importanza dei parchi agricoli come strumenti in grado di contribuire alla ricreazione di rapporti di reciprocità tra urbano e rurale, giocati sulla valorizzazione della loro prossimità. I parchi possono inoltre costituire l’occasione per sperimentare nuove forme di progettualità alla scala territoriale, orientate verso la costruzione di scenari unitari e coerenti sul piano morfologico, funzionale, ambientale. Il volume offre una riflessione su questi temi restituendo gli esiti di un’esperienza di progettazione che ha coinvolto la scuola territorialista di Empoli (CdL in Pianificazione della Città e del Territorio) e quella dell’ingegneria territoriale di Clermont Ferrand (AgroParisTech ENGREF). Gli scenari che ne sono derivati operano una sintesi tra questi due approcci, integrando l’interpretazione patrimoniale con i processi di diagnostic territorial e con la costruzione di territorialità condivise.

The essay illustrates Quaini’s inputs to the construction and the theoretical/operational development of the territorialist school and, later on, of the Territorialist Society, of which he was one of the major founders and guarantors. In his explication of concepts like place, territory, landscape, place awareness, Quaini anticipates the need for a multidisciplinary territorialist lexicon. Taking from Herodote Italia the focus on the fundamental integration of historical and spatial knowledge, he recommends a confluence of geography into the territorialist multidisciplinary system, exemplifying it in relation to topics like territorial museums, local observatories of landscape, statute of places, foundational description, new relationships between city and countryside.

Abstract While predominantly a country of immigration, France also counts with a sizeable population of citizens abroad of around three million individuals (4% of the domestic population). This chapter provides a general overview of France’s diaspora institutions, consular policies and social protection policies for citizens abroad. It describes in detail expatriates’ conditions of eligibility and access to welfare in the areas of unemployment, health care, pensions, family benefits and economic hardship. It shows that France, by European standards, has a comparatively strong level of engagement with its expatriates, particularly in the areas of electoral rights, culture and social protection. This must be understood in the light of France’s colonial history, its continued ambition to be a global actor, and its well-developed domestic welfare state that has increasingly become de-territorialised.
