Full textDynamics of rural territories come from global economy's constraints and opportunities and, at the same time, from the logics of local partners. Their intelligibilities are mainly to be found in the relations they have with other territorial systems. We start from the hypothesis that the development basically depends on the type, the intensity and the organizations of internal relations and interextrarelations of the territorial system in question. The "Segala aveyronnais"; rural territory, is our field of study. Firstly, the subject of the analysis is organized space. The technical networks of communication are the factor which organize the space. Little by little, they move towards the information networks. The steps taken in favour of local development are more than essential in order to face the crisis and market globalization, as they are necessary strategies for adapting to change. Thus, the second part of thesis presents the network as a process which fallow a particular logical way of organizing the rural territory, which is linked with steps for local development. The development consists of creating territory through its organization; it is the production and mobilization of particular local resources which can be environmental, symbolic or organizational

Full textThe so-called "transitional economies" that emerged after the fall of the Berlin Wall disappeared for over twenty years ago. In these "new" market economies, the accumulation of skills and knowledge creating a "reservoir" of organizational and cognitive resources is spreading following a territorial polarization closely related to the local history. By proposing, in this research, the concept of "territorial innovation cluster", the main is to create a conceptual tool for the policy makers to strengthen the productive architecture of territories. The policy of the "territorial clusters of innovation" was initiated in 2012 in 25 territories of Russia aiming at modernizing a plurality of local production systems. Studying empirically the territories of Novosibirsk and Tomsk in Western Siberia (Russia), it is possible to affirm that the "territorial clusters of innovation" of Novosibirsk and Tomsk initially created local governance including the majority of localized actors or groups of actors (which may contribute to the emergence of innovation dynamics). However, later on the Russian State imposed, unilaterally, important changes in the territorial organization (strengthening the phenomena of "lock-in"). In this context, the potential of Novosibirsk and Tomsk territories to initiate the emergence of "territorial clusters of innovation" has not been enhanced through the integration of "territorial clusters of innovation" to the territories

Full textTerritorial titles and statuses occupy a central place in international law because of the territoriality of this legal order. The emergence of the Middle East States presents historical and legal specificities which are largely the sources of current territorial problems. Indeed, in the region under study, the application of Protectorate and Mandate regimes had a significant impact on the States territorial titles. Under these territorial regimes, unlike outright colonization, a separate international personality remained, in principle, for the entity under domination. Such an intermediate situation has often led to questions about the applicable rules of international law. The study considers precisely this issue: what effects have had the regimes of Protectorate and Mandate on the establishment or modification of territorial titles? Full textCette thèse cherche à identifier et comprendre la géographie de ce secteur pour ensuite en analyser les impacts territoriaux, au regard de la politique publique en Europe. Notre analyse est organisée en trois étapes.
En premier lieu, nous étudions les facteurs de localisation des activités logistiques, en particulier des éléments statiques, entrepôts, établissements industriels ou centres de distribution, à l’échelle de l’Europe du Nord-Ouest. Pour cela, nous construisons une base de données de la localisation des établissements logistiques.
Deuxièmement, nous analysons les politiques menées par les différents niveaux de pouvoirs européens en matière de logistique, afin de comprendre leur articulation et de mettre en évidence les courants généraux qui s’en dégagent. Dans ce cadre, nous mobilisons les situations wallonnes et bruxelloises pour concrétiser et approfondir notre étude.
Ceci permet, dans un troisième temps, d’étudier les impacts territoriaux des activités logistiques en Europe, en mettant en évidence le rôle des pouvoirs publics ainsi que celui des attentes et choix d’implantations du secteur et les rapports de force se nouant entre ces acteurs. Le matériel mobilisé est issu des textes politiques, de la littérature scientifique et d’études de cas issues d’Europe et de Bruxelles et Wallonie en particulier.
Nos résultats mettent en évidence la proximité existant entre le développement de l’activité logistique et l’évolution de l’économie européenne. C’est la flexibilisation et l’intégration européenne de l’économie qui sont à l’origine de l’essor d’un secteur logistique ayant une existence propre. En retour, cette activité participe à la poursuite et l’intensification de l’organisation économique actuelle, en facilitant les échanges de biens entre acteurs économiques.
Dès lors, la localisation des activités logistiques correspond à cette recherche de flexibilité, au niveau de la situation ou des modalités d’implantation. Ce sont les espaces intermédiaires, proches des centres et des axes et nœuds d’échanges qui sont privilégiés.
La prise en charge des enjeux territoriaux et les répercussions des décisions publiques en la matière témoignent de l’idéologie actuelle en matière d’économie et de développement territorial. L’essor de l’activité logistique a été permis et encouragé par la politique macroéconomique européenne. Dans ce cadre, la prise en charge de ses implications territoriales témoigne du privilège donné à la croissance, du secteur et de l’économie en général, selon les modalités politiques et économiques actuelles.

Full textThis thesis is concerned with transformations and the different means for implementing territorial engineering. Its aim is to analyse territorial engineering through the emergence of a new instrument, the territorial observatory. It advances the hypothesis that the skills of territorial development professionals play a key role in the effectiveness of this engineering, whereas the way it is structured highly influences the evolution of these skills. We focus on the design and uses of observatories in the Pyrenees Mountains through interviews with the actors who participate in these projects, as well as from the viewpoint of a participating observer within a territorial expertise structure. Observatory projects illustrate the challenge involved in the construction of collective skills for territorial engineering, essential for integrating expertise into the territorial framework. This challenge exists at different levels : between representatives of the same structure and between representatives of different structures. These levels give rise to mediators who encourage the emergence and the consolidation of collective skills. These processes lead to transformations in the individual skills of professionals as well as a crossover between them, thus resulting in the emergence of hybrid professional profiles. In relationship to the overall skills mobilised in territorial development projects, those necessary for territorial observatory projects can be distinguished by a greater need for strategy, while requiring specialised technical skills. The geographic approach to skills as a resource for territorial construction is a major contribution of this thesis

It uses an empirical research which, through the process of triangulation, to explore the role of stakeholders in the management of their territory.A theoretical analysis of main concepts related to the territorial governance will highlight a conceptual framework adapted to the study of tools available to actors to promote a territorial governance. Indeed, this study suggests an approach that integrates the various theories to determine all the factors that allow players to register in a context of territorial governance. The thesis introduced the project in terms of issues and methodology, through a survey of the 20 municipalities of the Meurthe and Moselle and a content analysis of various reports and internal memoranda relating to a company located in a department of the North eastern France. Research suggests that the territorial model of territorial governance can not be considered as universal. However, it can be invested through certain characteristics related to rationality, cooperation and decision-making process

Full textThis research focuses on the geography of health, thematic poorly studied in Geography. The geography of health captures the health disparities, behavior of populations and the social, economic and political issues that underlie it. In Lebanon, the scarcity and spatial concentration of health facilities, the large appeal for Beirut, the magnitude of needs, the juxtaposition of several health care systems, the religious dimension, are all factors that contribute to establish logical and complex strategies. Our assumptions are based on the close link between health geography and geography of power. The various players compete for the health and it is question of territoriality: the spaces are appropriated by a group of actors, and hierarchical, stratified and fragmented. The complexity of actors, their various strategies of appropriation, their logical space are that Lebanon is fragmented into several territories, often political or religious, each with specific logical internal functioning. The challenges of defending territories create or exacerbate the socio-spatial inequalities of health, health covers a geopolitical dimension.Quantitative methods and qualitative approaches were combined to achieve a Geographic Information System (GIS) spatial distribution of health facilities
Esta investigación se apoya en la geografía de la salud en el Líbano, temática poco estudiada en geografía. La geografía de la salud permite aprehender las disparidades sanitarias, los comportamientos de poblaciones y las puestas sociales, económicas y políticas que los subtienden. En Líbano, la rareza y la concentración espaciales los establecimientos sanitarios, el atractivo cada vez mayor para con Beirut, la amplitud de las necesidades, la yuxtaposición de varios sistemas de cuidados, la dimensión confesional, son tantos factores que concurren a establecer lógicas y estrategias complejas. Nuestras hipótesis se basan en el lazo estrecho entre la geografía de la salud y la geografía del poder. Los diversos actores rivalizan por el espacio de la salud y es pues cuestión de territorializacion: los espacios son adaptados por un grupo de actores, que luego son jerarquizados, estratificados y fragmentados. La complejidad de los actores, sus estrategias diversas de apropiación, sus lógicas espaciales hacen que el Líbano esté fragmentado en varios territorios, a menudo políticos o confesionales, teniendo cada uno sus lógicas específicas de funcionamiento interno. Las apuestas por la defensa de los territorios crean o agravan las desigualdades socioespaciales de la salud; la salud recubre una dimensión geopolítica. Full textThe wide South-West, a region marked by the widening of logistic horizons, is not only confronted by a logic of the all trucks linked to international flows with Spain and Portugal but also to a specific economic cloth marked by small size business. Risks around reconstruction of the logistic offer in the wide South-West imply the installation of a complex actor game that translated into a multiplication of projects to the logical plurals. Thee implication which is traditionally strong with public actors is completed by a large number of bosses. The cohabitation of several strategies on a same territory imposes the development of new modes of ruling policy marked by the public and private partnership boom. These different strategies important targets are to maintain a strong quality of proximity service for loaders and for public actors to endow their territory with capable effective tools in order to generate an economic development. These divergences of priorities should lead to a policy of adjustment taking into account a logic which is reticular and favourable to most dynamic poles and which is complementary to the other territories where the proximity between beneficiaries and loaders, especially small size business, has continued. Nevertheless, this vision of complementarity has not been integrated by all yet, what allows to think that territorial competitions and the sprinkling of public money remain appropriate. Notwithstanding these fears, the wide South-West with this the logistic risk taken into account by all, should see its logistic advantages strengthened

Full textThe thesis proposes to study the articulation between the socialization of children and the spaces of the school. In the field of the sociology of childhood, the notion of actor and in particular that of territorial actor makes it possible to understand the status given to children and more precisely to understand how they exercise their agency in the way they live in school. A literature review delineates the concepts of territory and space, as well as that of third-places to which we give a definition for the school. The survey is conducted with a participatory visual methodology in which children, aged 6 to 11, photograph the school spaces, taken in groups during interviews. Children live in different school spaces. The spaces that officially belong to adults, the class for example, are inhabited by children according to the rules imposed by the institution that welcomes them. The spaces designed and dedicated to children, such as the playground, are occupied in a conventional way. Adult occupancy is done according to the rules and practices imposed by them but are generally well integrated by children. Finally, a third category of spaces stands out. These are spaces created or hijacked by children. They are demarcated, defended and inhabited by them and for them. Thus, the less space the adult invests, the more children take possession of it to house their games, their child culture, socialize according to their own rules. Then, in the school, the space designed, that is, the physical space dedicated to or imposed on children, confronts the space lived, that created by the children, the one they imagine, that they appropriate, in other words, their territory

Full textThis thesis proposes a methodology to analyze the mechanisms of innovation in the service sector and their implications for regional development. This methodology is presented in three stages. As a first step, an analysis of the innovation process in the service sector is performed to better understand the functioning of innovation patterns and location choices within the sector. In a second step, a comparative econometric study of the determinants of innovation in services and industry conducted on the basis of Community Innovation Survey (CIS2008) data. This study provides insight on the one hand, the factors driving innovation in the service sector and, secondly, the main differences in innovation between services and industry. In a third step, a descriptive and econometric analysis of the determinants of innovation in services is performed for 31 French cities. This study allows to compare the impact of the determinants of different types of innovation (technological and non-technological) on the basis of local data.Finally, this work was originally undertaken on the basis of a comprehensive analysis of service activities, gradually focusing on Knowledge Intensive Service (IT, R & D, advertising, etc.) In view of their economic impact (in terms of employment and value added) and their relevance for innovation

Full textCompetition across territories has shaken the French industrial landscape. The economic survival of some industrial companies was achieved at the expense of a spatial reorganisation commonly referred to as “relocation”. These relocations first affected jobs where workforce constituted an important part of the cost of returns. Such activities went through difficult paths and led to numerous factory closures as well as thousands of job losses. Today, this scheme tends to evolve due to emerging countries’ willingness to position on technical and technological activities. In front of this worrying trend, local authorities are often powerless. How to avoid the exodus of French industrial companies? How to attract new investors? What are the most threatened activities? What are the real impacts on employment pools? Are some sectors still protected or is this movement going to extend until affecting all French industrial activities? Will we witness a “territorial redeployment” characterised by the marginalisation of former industrial regions and the emergence of new territories better equipped to resist in France? Can we really quantify and measure this phenomenon? This dissertation aims to observe and analyse the terms of spatial and organisational activities in the most sensitive sectors and the most affected regions. It intends to highlight the perspectives for such a trend in the French case while insisting on the parameters likely to make it evolve in the short and medium term, and analysing the types of local regulations that can promote the French territory

Full textInterface marine space distinguished on a small scale by edge effects perceptible under the cross-angles of nature and society, the coastal sea is a geographical object under construction which recently penetrates the coastal and marine problematic because of the growing pressures exerting on it. Based on a theoretical approach, applied and tested within a large Franco-Spanish space unit, the bay of Biscay, rich in comparative elements, this thesis points up that the coastal sea is a territorial march revealing a structure and dynamics characterized by continuities and ruptures, appearing on various scales of time and space, and mixing endogenous and exogenous. Beyond the interest of releasing their contour and their functioning, the construction of territorial sets constitutes a privileged laboratory to analyse territorial dynamics, and thus to inform about relationships between nature and society

Full textFocusing on competitive exams is a means to analyse how French local public employment gets unified despite its trend towards diversity as long as it also diverges from the state civil service and the private sector. Dealing with both sociology of work and political sociology, the dissertation combines fieldwork, archives and statistics. What are exams made of? To what extend do they change employers' practices and employees' lives? Theses questions are answered through four surveys : 1-law regarding competitive exams, 2-employers' ways to recruit and govern local civil servants, 3-examiners' work of selection, 4-applicants' careers, interactions and practices. In the end, I describe exams as institutions that deal with formal rationalization (Max Weber) along with skills and ethics. They partly achieve to unify the local public employment, but they also split employers and employees into unequal categories

Full textThis thesis is based upon the French republican principles of Freedom, Equality which proceeds the territorial Equity of and Fraternity, fromwhich ensues Solidarity. Their application is studied on a matter of public interest: the professional care of the elderly dependence of inmainland France. The geographical approach implemented is innovative on this object. It analyzes the professional offer in a transverse way, thanks to quantitative and qualitative methods, and on several territorial scales.This paper seeks to study the territorialisation of elderly care, that is to say its apprehension from spatial realities and relative processes. Mythesis is composed of three themed chapters. The first section of this paper will examine, the major terms of the study, such as ageing ordependence, in addition national key figures, are highlighted by historical realities and actors' testimonies, in national and local perspectives.An analysis of the current organization of the offer aimed at dependent elderly persons is realized, including at home caregiver and at homesocial workers, at home nursing services and private nurses, nursing homes, as well as the coordinating structures.The second part of this study focuses on the territorial anchoring of the professional offer. Although, the offers studied are mainly locals, asevidenced by their comparison with other types of organizations, their presence in departments (The term department in this case refers toFrench administrative divisions) is not however homogeneous. Indeed private nurses are more present for instance in the departments of theFrench Mediterranean coast, whereas at home caregivers and at home social workers intervene more in northern departments of France.Between complementarities and substitutions, this research investigates the economic, social and political stakes ensuing from adifferentiated territorial distribution.In the last part of this paper, two revealing themes are explored in-depth. Firstly the non take-of an important allowance to pay forprofessional care, attributed by the departmental Councils, at the request of the dependent elderly person is studied. Then, the determinants ofthe migrations of people during their entering to nursing homes are analyzed. The difficulty is due to the fact that the same behaviours, nontake-up of allowances or migrations, can reflect at the same time the choices of the people, and a failure of public authorities to propose asuitable offer available throughout the territory. An analysis of the individual determinants, based on detailed databases and on testimonies oflocal actors allows to distinguish the limit between personal freedom and responsibility of public authorities.This study produces diagnoses by territories, it is a potential decision-making tool, for D.R.E.E.S (which stands for French NationalDepartment for Research, Studies, Evaluation and Statistics, Ministry of Health) and four departmental Councils partners

The notable fact is that the old buildings that make up the city have undergone various changes, both in the development aspect in use: "These buildings are themselves signs," representatives "who have an absolute value compared to the history of land use "(Carabelli R. 1999, p.15). Historical events and the high places of urban life have participated in these mutations. How these monuments are integrated in the scheme of urban planning? It integrates as it harmonizes with the physiology of the city? It fits because it reminds urban history? The monuments existed as a mark of the city before the word heritage. How they come to us? And in what state? And why ? And how ? Is it negligence or through ignorance?

O intuito à debater a geografia dos traÃados projetados para cada plano, a formaÃÃo dos personagens propositores de cada projeÃÃo com os lugares e os partidos polÃticos a quem estavam atrelados, o conteÃdo que os planos ganhariam por terem sido riscados sob a centralidade dividida das redes comerciais do CearÃ, as relaÃÃes entre os projetos ferroviÃrios e o contexto agro-exportador e a implantaÃÃo da estrada de ferro de Baturità como o Ãnico projeto ferroviÃrio a ser materializado entre os quatro planos anunciados. By distinguish strategic and operational governance, First, I show the influence of governance in cluster trajectory. Full textThe aim of this research work is to wonder about the dialectic between the professionalization and the globalization of the rugby union, and the evolution of the resulting territorial anchorages, depending on the specific sporting model of the investigation lands that have been selected: Brittany, Munster and Georgia. The issue is to demonstrate to what extent the professionalization of the organizations and the sporting actors is at the same time the driving force of the rugby globalization and of new rugby territorial differentiations’ oligopolistic logics, on various levels in geographic terms. Being diffused into the domestic amateur championships, this professionalization stimulates dynamics in favor of the much competitive sporting territories and the best integrated to the rest of the globalized world, while being the vector of specific territorial identities. The selection of the three investigation lands stems from the relevantness of the interrogation on the link between the sporting models and the territorial anchorages to comprehend each model of rugby territorial production and the specific forms of the territorial anchorage of the rugby practice, considering this sport as a territorial mediator. For each investigation land, while proceeding by iteration, the triangulation method implemented allows to go deeper and to test the concepts that have been mobilized. Full textSince the 90s, scientific works on the impact of sports events has been mainly focusing on economics. However, for some years now, intangible effects related to social dimension of these events are increasingly studied. In this context, this work aims to understand the impacts of recurring sports events based in Paris. Started from an extensive census, this work analyzes 9 case studies representative of the observed diversity of sporting events in Paris. Data collection is based on in situ observations (11), semi-directives interviews (41), and documentary analyses. Based on grounded theory which uses a fieldwork approach to yield a theoretical framework, the analysis demonstrates that the understanding of local stakes can only be achieved through a precise contextualization of local situations and political willingness.This inductive pathway launches two analytical determinations: (1) to build a way to analyze interplays of actors that reveal the centrality of the public entity in the networking process (2) to highlight the intangible relationship between the event and its host territory, through the concept of “territorial anchorage.” These developments lead to the proposal of a “model of the local dynamics”. This model aim to apprehend all that revolves around the sporting event: from what allows it to emerge to what it generates. In conclusion, regarding the decisive role of the public entity within Parisian’s sporting events, a more global approach is envisaged where the aggregation of local dynamics could evolve into a territorial dynamic, beginning with a portfolio of complementary sports events

Full textThis research aims at studying the influence of the context and the territory And more specifically that of the rurality on the school trajectory of the girls stemming from rural areas. It was conceptualized thanks to the theories of the Reproduction, the researches on the genre and on the longitudinal study of a troop of 2400 pupils since 1999 made by the « Observatoire de l’École Rurale ». It is through an experimental method that the study was built. A survey by questionnaire, was perform by including the results of the diploma of the « brevet national » of middle schools. Data were collected with a sample of 315 pupils to make a comparison of two different groups. The first group arises from the urban area and other one of the rural areas. This study shows that the girls turn more than the boys in second general and technological. But she shows that the gap between the pupils boys and the pupils girls is upper to the statistical data at the national level. Furthermore, the study allows to conclude that the girls stemming from rural areas at the end of third turn mainly more in second dress rehearsal and technological than the girls stemming from the urban area. The territorial context would thus influence the orientation of the girls in their favor. These results are a study at the given moment, he compares two different regions. Is he possible to generalize them? The context being an important factor of this study, we cannot end without reproducing this study in other territories. However, he questions about the reasons of this success of the girls in this environment

Full textContrairement à nombres de recherches portant sur la valorisation touristique de PAL, cette thèse ne questionne pas l’efficacité touristique et la performance économique générées par ces actions, mais interroge avant tout les opportunités, effets et enjeux socio-territoriaux et touristiques que suscitent ces processus. Il ne s’agit donc pas de nous consacrer à la recherche d’un éventuel modèle théorique qui rendrait compte des conditions idéales de la valorisation de ressources tour-istiques territoriales mais bien de se placer dans la perspective de l’analyse du rôle et de l’influence des acteurs locaux-régionaux, engagés individuellement ou collectivement dans des actions de valorisation touristique et d’interpréter leurs logiques d’actions.
Si cette recherche porte en grande partie sur des actions de valorisation touristique mise en œuvre par des acteurs locaux, nous nous intéressons également aux touristes fréquentant les territoires d’études, et cherchons notamment à saisir la manière dont leurs regards portés sur les patrimoines alimentaires participent aux imaginaires, aux représen¬tations et à l’attractivité de ces territoires ainsi que des PAL dont ils sont issus.
La première étude de cas porte sur les trois bières trappistes de Wallonie :l’Orval, la Chimay et la Rochefort, brassées au sein de trois abbayes cisterciennes situées dans les territoires éponymes. La deuxième étude de cas porte sur un seul territoire, le Pays de Herve, dans lequel nous analysons les processus de valorisation de trois PAL différents :le fromage de Herve, à savoir le seul fromage belge bénéficiant d’une Appellation d’Origine Protégée (AOP) ;les sirops issus de la cuisson de jus de pommes et de poires, communé¬ment appelés « sirops de Liège » ;et la bière de l’abbaye de Val-Dieu.
L’originalité de cette thèse réside également dans l’approche pluridisciplinaire qu’elle propose, dans la mesure où elle se situe au croisement de la géographie humaine, de la sociolo¬gie compréhensive et de l’économie territoriale. -- Summary :This doctoral thesis addresses the relationships between adding value to agricultural products associated with a particular territory on the one hand, and tourism and local development on the other. It examines the question of the role played by local food products as resources and as levers for developing tourism, and proposes to respond by analysing the processes, effects and challenges of using the food heritage emblematic of Wallonia for tourist purposes. Broadly speaking, this research is intended to contribute to an understanding of the social and territorial processes and dynamics at work in constructing the promotion of local products for tourist purposes.
Unlike the many studies of the tourist promotion of local food products, this thesis does not focus on investigating their efficacy as a focus for tourism or on the economic performance generated by these activities, but enquires above all into the socio-territorial and tourist opportunities, effects and challenges to which these processes give rise. The aim of the thesis is thus not to seek a theoretical model that would determine the ideal conditions for adding value to local tourist resources. The aim is to analyse the role and influence of local and regional actors who are involved either individually or collectively in promotional campaigns directed at tourists, and to interpret the logic underlying these campaigns.
While the research focuses mainly on the ways in which local actors seek to add tourist value to these products, it also turns its attention to the tourists who visit the regions under study and seeks in particular to identify the ways in which their attitudes to traditional foods affect the image, representations and attractiveness of the products’ places of origin and the local food heritage. The first case study involves three Trappist beers from Wallonia: those of Orval, Chimay and Rochefort, brewed at the three Cistercian abbeys located on the territories of the same name. The second case study examines a single territory, the Herve countryside, where I analyse the process of adding value to three different local food products: Herve cheese, which is the only Belgian cheese to have received a protected designation of origin (PDO); the syrups produced by cooking apple and pear juice, commonly known as “Liège syrups”; and the beer of the Abbey of Val-Dieu.
The originality of this thesis lies also in the multidisciplinary approach it offers, insofar as it is situated at the intersection of human geography, interpretive sociology and regional economy.

Full textThis thesis is about natural gas in Russia. Energy studies are common amongst studies about Russia.However, they often focus on the relationships between Russia and European countries. This study tries to shift from this approach to chiefly analyze the domestic market and Russian territory and to emphasize the contrasts at the scale of Russian Federation. The Siberian and Far Eastern territories are considered as peripheries. From an energy point of view, they are not linked with Gazprom transportation and distribution network. However, the “gasification program of the regions of Russian Federation”, presented as a social program, has been implemented in the eastern territories. In this thesis, its elaboration and its implementation are studied. Preference is given to regional scale, the program being jointly realized by regional administrations and Gazprom at the instigation of the federal government. The analysis of four Siberian and Far Eastern regions show that the results of the program and its social character need to be qualified. The gas networks development in Eastern Russia is modest and conditioned by perspectives of export. Furthermore, Gazprom controls the process and its aims may differ from the other protagonists’ aims, which generates some tensions. Center/peripheries logics dynamics are at work and can be seen in the relations between actors and in spatial differentiation. Full text8 major inter bassin tranfers (IBT) have transformed the Orange River into a "Plumbing system". This thesis shows that theses IBTs have been built mainly for political and geopolitical reasons during the Apartheid era. But there was no general planning and each project was discussed at the highest political level. These IBT have been highly criticised for the damages they cause on the river ecology. But the river was far to be in a pristine state when they were built in the 1970s : significant modifications in the river channel have been taking place at a local level, especially in the irrigated areas of the middle reaches. The central hypothesis of this thesis is that of IBT cannot be properly understood without considering their interaction with the environmental impacts of small weirs, levees and canals. It is also absolutely necessary to understand the regional settings in order to judge the spatial effects of IBTs. With the dismissal of apartheid in 1994, IBTs seem to be doomed. But il could be very difficult for the ANC government to buillt a new Orange river, combining environmental protection and economic development, without framing a inventive mangement strategy for IBTs

The main goal of this research is toprovide a general framework for the interpretation of geographic information, as well as a methodologicalframework to understand the interrelations between territory and energy in the context of a territorialobservatory. A literature review of energy planning on the one hand and spatial planning on the other revealssimilar developments in the two fields, in particular in terms of decentralisation and environmental concerns.The change of geographical scale chosen for the analysis brings new possibilities for public intervention. Inthis context, therefore, local authorities have a key role to play in implementing energy policy goals in theirplanning practices. They need analysis and prospective studies, as well as basic knowledge to carry outterritorial energy planning. Indeed, the socio-spatial functions (living, travelling, working, etc.) arethemselves at the root of spatial layout, urban forms and settlement structures. Those functions cannot bedisassociated from questions of land use and energy. So, to understand energy which is vital, ubiquitous, andresponsible for the organisation of territory, a systemic approach is proposed: the Territorial Energy System.It illustrates the importance of the interactions between a territory and its energy system, and more precisely,the interdependence between energy processes and territorial ones. We propose a design approach in thecontext of an observatory, and more precisely conceptual models, to analyse the territory-energyinterrelations, especially with a focus on semantic dimensions. This approach combines three elements: ameta-model, a light and pre-consensus domain ontology, and individual conceptual data models for eachindicator. An original indicator is then used for a first ontology population: the territorial energy label.Characterising the interrelations between territory and energy is non-trivial, dealing with the variety ofprocesses, scales or data constraints and the numerous meanings of those two concepts. The maincontributions of this research is firstly to demonstrate the relevance of a territorial perspective on energy, aswell as presenting a geographical design approach to conceptualising the observation of territorial energysystems in a territorial observatory

Full textThis thesis draws on fieldwork conducted in Greater Lima, Peru, to examine how the city’s farmers have responded to recent changes in the role ascribed to urban agriculture. Amidst a context of severe urban pressure, the metropolis has shown an ambivalent attitude towards agricultural activities, with a norm of indifference stirred to a certain degree of interest as new expectations arise. This investigation is based on an approach that stands at the crossroads of social geography, research into relationships between urban and rural frames of reference, and examination of the natural world’s place within the city environment, in order to characterize the strategies available to farmers – in line with their material resources and traditional or innovative practices – to meet the increasingly complex demands of the city, imposed by other stakeholders: both residents and international bodies now see urban agriculture as a means of responding to the growing significance of urban sustainability. Expectations for local agriculture transcend the function of food production, expanding to include urban planning issues and the creation of spaces for social interaction by and for the city’s inhabitants. These multifaceted objectives demand the transformation of farmland areas located around the outskirts, and the creation of new agricultural spaces within the fabric of the city. This study first addresses the current practices of Lima’s farmers and their weak linkages with the city, before going on to analyze how they have adapted to the expectations placed on them, and resultant effects on both the manner in which urban land is conceptualized and the ways in which unequal power balances can emerge. Municipal policies aspire to integrate the city’s agriculture with urban planning and residents’ quality of life, and must therefore be designed and assessed taking into account local stakeholders’ personal experiences and specific characteristics
A partir del caso de la ciudad de Lima, esta tesis se interesa en las repuestas de los productores agropecuarios de la ciudad frente a la reestructuración de funciones de la agricultura urbana: en un contexto de fuertes presiones de la ciudad, la capital peruana muestra una actitud ambivalente en lo que se refiere a la actividad agropecuaria, entre la indiferencia y la formulación de nuevas necesidades. Siguiendo una línea reflexiva que combina la geografía social, el estudio de las relaciones ciudad-campo y el rol de la naturaleza en la ciudad; la investigación se centra en identificar las capacidades de los productores – en términos de recursos disponibles y de prácticas – para cumplir demandas urbanas cada vez más complejas, que provienen de actores externos a la actividad (tanto de los habitantes como de organizaciones internacionales que ven en la agricultura urbana una repuesta a la exigencia de la sostenibilidad urbana). Las expectativas alrededor de una agricultura de proximidad van más allá de su función de producir alimentos al integrar las problemáticas relacionadas al ordenamiento del territorio urbano y a la creación de espacios de sociabilidad por y para los habitantes de la ciudad. Estas expectativas implican una transformación de los espacios agropecuarios ubicados en las periferias, y la creación de nuevos territorios agrícolas dentro de la mancha urbana. Full textThis research considers the understanding and representation of the phenomenon of territorial competitiveness. The thesis is an hybrid exploration of new phenomenon studied by the Public Management and may be included analysis of the contexts, contents and processes used. Territorial competitiveness is understood as a framework, not a fact. The complexity approach is to re-build practices effectively implemented by managers through a territorial confrontation of theory and empiricism. The first part formalizes a conceptual and methodological framework for the management of territorial competitiveness. As a transdisciplinary approach, the outlines of public policy-making are defined for the competitiveness of territories. The overall heuristic axiom allows the consideration of the influences of contexts according to a market logic and society logic. Idiosyncratic and diachronic dimensions of territorial competitiveness are defined to analyze contents and processes of the subject of research. Thus, the mechanical and biological analogies allow a better understanding of the emergent management modalities.The second part goes over the empirical test. A longitudinal case study based on two embedded units of analysis is conducted at Aix-en-Provence. Four modalities of territorial competitiveness management have been found. The boundaries lines of public policy-making are defined by the growth of continuous additions. The packages of services emerge from the construction of collaborative arenas by managers through proactive public policies projects. The transition from market logic to society logic is provided by a form of societal proximity that emerges from the territorial public policies. The erection of an arena to lead intentions finalized of heterogeneous actors goes through a local chain of innovation between managers. The local ecosystem of innovation is constituted by the embedding of personal networks of each manager and for linking heterogeneous structures with different purposes. This ecosystem must be managed to ensure the sustainability of the system of territorial competitiveness. Tree types of territorial competitiveness governance would appear concurrently: flexible, differentiated and shared. The first one type will mix the paths of prosperity with those of competitiveness (differentiated). The second type may allow the dialogical processes of public policy-making to arbitrate between polarization and dispersion of productive activities (flexible). The last one may permit the kinetic energy to deploy in an area to be competitive through the construction of an arena of convergence of intentions by social proximity (shared)
