In our days, the rural areas are characterized by the loss of their economic, administrative etc. functions. The agricultural sector is able to utilize the rural areas, though other economic activities play important role as well. To evaluate the agricultural sector in terms of the agribusiness, it is clear that the situation of the agricultural sector is not only decisive for the rural areas, but also for the whole national economy, and therefore, it is part of its balanced development.

Abstract:
The article is devoted to the prospective directions for development of rural tourism in Novosibirsk region. Rural tourism represents one of the possibilities of development of internal tourism in Russia in General and Siberia in particular. A brief analysis of the concept “rural tourism”, describes the various approaches to its organization. The rural tourism stands for travels which primary consumer motivation is the recreation and accommodation in rural areas, use of the capabilities of peasant farms or resorts that allow to learn about the traditional cultures that ultimately, in addition to recreational purposes, allow to solve social-economic problems of the territory. Positive examples of rural tourism development can be observed in Siberia, in Baikal region, Omsk region, Altai Krai. In Novosibirsk region, there is still no offers of tourist product in the framework of rural tourism, however, the question of its development is the main one of the regional government. It appears that the most promising form of rural tourism in Novosibirsk region may be the accommodation in small private farms, which will not require a fundamental change in the culture and way of life of rural residents and will provide an opportunity to offer a relatively inexpensive recreation. As a result it will be possible to solve social-economic problems of rural areas, increasing the level of the population income, forming alternative employment, organizing an additional market for farm products, and city residents will have new opportunities for recreation organization in their region.

Abstract. This paper discusses the increasing interest in the territorial dimension of rural development in the Global South. Adapting the local development approach of the 1970s to the changing context of globalization and to the competitiveness discourse, mainstream development agencies and scholars currently see territorial development (TD) as an attractive model for the integration of rural regions into globalization dynamics. However, territory serves not only conventional mainstream ideologies, but also post-development thinking. It is shown that territory has turned out to be a crucial element for social movements in the defense of alternative visions of modernity and in the constitution of life worlds outside the conventional development path. The analysis of the meaning development actors give the term territory and the focus on the purposes for which it is mobilized allows a variety of possible development paths for the rural South to be identified, thus going beyond the prevailing modernist vision.

The subject of this research is the potential for transformation of diminishing rural settlements into ecovillages. The object of this research is the existing rural settlements with a population of 100-500 people on the territory of Rostov Region. Special attention is given to current challenges faced by the existing system of resettlement, which include the local consequences of climatic changes, anthropogenic influence, pandemic, etc. On the one hand, concentration of resources in the cities ensures their more rational distribution; but on the other hand, the urban lifestyle increases the consumption of various resources. Under current conditions, the ratio of urban and rural residents can be more balanced, since there are all necessary technologies and resources. The research is conducted on the basis of analysis of statistical indexes, assessment of information from geoinformation databases, and documentation of territorial planning. The author analyzes the possibility for transformation of the diminishing rural settlements into ecovillages on the territory of Rostov Region. Recommendations are made on the improvement of the system of resettlement in Rostov Region through development of various types of resettlement. The integration of unprecedented technological capabilities and rural lifestyle can become a new identity characteristic for the XXI century.

Abstract:
Rural areas in Bosnia and Herzegovina include more than 80% of the country's territory and are inhabited by more than half of the population. In order to preserve the natural environment, traditions and customs, rural tourism is developing and rural areas are getting active for tourism purposes. The authors analyze the current state of rural tourism in the territory of Bosnia and Herzegovina and provide recommendations for its sustainable development. The analysis shows that the basic problems that could slow down the development of rural tourism are: lack of incentives for the development and improvement of the state and government institutions, lack of subsidies for young people who want to live and work in the countryside, inability to use quality land for non-agricultural purposes, lack of defined standards for rural development and underdevelopment of infrastructure.

The certification of Malaga and Ronda wine route, within the model of certified wine routes in Spain, has given a new boost to wine tourism in Malaga. The study focuses on La Axarquía, located on the Eastern Costa del Sol in Southern Spain, which has been a reference point in the wine business since ancient times and has its own identity. This research aims at elaborating a diagnosis of the territory related to the possibilities offered by the area, from the perspective of the heritage resources and services provided by the winemakers outlining two efficient enotourism itineraries that enhance the value of the territory’s resources. The methodology used starts with the study of the territory in order to profile the existing resources, a task that was complemented by the analysis of the documentary sources required in order to understand the peculiarities of the territory. From there, a process of interviews was carried out between April and November 2019 with 100% of the winemakers and around 70% of the territory’s agents. The results of the research are specified in a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, which has allowed evaluating the possibilities of the enotourist development in La Axarquía, which is complemented with a proposal of two possible itineraries that will promote such development of the rural territory. The conclusions convey the possibilities of the territory of a tourist segment which puts its resources to good use and moves forward the deseasonalization and destructuring of tourism in Malaga, especially on the Eastern Costa del Sol, according to criteria of efficiency and profitability with wine as a reference, although it could be applied to other gastronomic and cultural resources linked to the tourist sector in other geographical areas.

The analysis of the general and the further-on more specific innovation framework targeting the rural area and the rural economy begins by screening the general statistic data and continues by an in-depth investigation of the options and opinions of relevant rural actors at the scale of a well-defined rural micro region, in our case a Local Action Group territory. The choice of the local scale should build on the previously acquired experience in project-based developments and the general high favourability for rural development for the specific region. The moment of the investigation is also an observation choice linked to the specific inputs of information and advice during the sessions of information and animation requested during the formulation stage of the future Local Development Strategies. The moment is highly relevant since it places the overall accessible support framework in the development perspectives and even more, in the formulated development intentions on medium term for an entire territory. The collection of facts and observations about the current state and the developments in the field of Research, Development and Innovation are compared to the real expectations and the development intentions of the local rural actors. The measure of the gap between the nationally programmed instruments and the real developments in agriculture and rural economy indicates the fitness level of the top-down programming approach.

The paper presents an analysis of the resource potential of sustainable rural development in two regions of the Russian Federation, namely, the Altay territory (which is an agricultural region) and the Kemerovo region (an industrial region with an auxiliary role of agriculture). Agriculture is predominantly developing in agricultural areas represented by a comprehensive complex of resources. The lack of systemic approach in agricultural development has led to the irrational distribution of productive forces, inferior development of social and household infrastructure, and other imbalances having adverse effects on agricultural economic performance and living conditions in rural areas. To address this problem, the authors have developed an original method of resource potential analysis for rural areas, including a combination of economic, social, and infrastructure indicators.

Today, in the 21st century, our society rapidly exhausts natural resources without care for the preservation of the environment. The dependence on the environmental factor in such sectors of the economy as the agricultural one that thoroughly depends on natural resources, became decisive, and this cannot be ignored when assessing the development of the territory, including the territory of the Russian Federation. In this work, the author considers the problem of ensuring environmental safety in a market economy and proves that it is primarily associated with the emergence of threats and risks of environmental and economic security. The author has proposed mechanisms for the sustainable development of agricultural production and concluded that environmental and economic security should be considered as a single system of interaction between the ecosphere, sociosphere and technosphere.

The research relied on twelve in-depth interviews. The wine culture, along with its landscape and heritage, favors the consolidation of tourism strategies. The synergies between the world of wine, identity and tourism generate values that are essential for rural development.

Resumen. Las mujeres rurales, presentes, pero invisibles en los procesos emergentes del medio rural, se revelan como colectivo impulsor para la reconstrucción de los territorios rurales. Este segmento de la población promueve procesos creativos que dinamizan el mundo rural e instrumenta estrategias de diversificación necesarias para sostener la vida y el territorio. Estas estrategias dan lugar a la diversificación de las funciones productivas del territorio y posibilitan la creación de destinos turísticos rurales sostenibles y de enfoque territorial. No obstante, no se muestran modificaciones significativas en la división del trabajo por género. A través de un análisis cualitativo, realizado bajo los principios metodológicos de la Teoría Fundamentada, se elabora un marco explicativo acerca del rol de la mujer en la esfera pública de los destinos turísticos rurales. Así, tras analizar la realidad murciana en particular -y la española, mexicana y tailandesa en general-, los patrones de respuesta muestran una prevalencia de los roles de género para sostener el territorio y favorecer su transición a destino. En la configuración del destino turístico, la mujer es percibida como facilitadora para el diseño de actuaciones transversales. Palabras clave: mujer rural, ecofeminismo, desarrollo rural territorial, destinos turísticos rurales. Abstract. Rural women, present but invisible in the emerging processes of the rural environment, are revealed as a driving group for the reconstruction of rural territories. This sector of the population promotes creative processes that energize the rural world and implement diversification strategies necessary to sustain life and the territory. These strategies lead to the diversification of the territory's productive functions and the creation of sustainable rural tourism destinations with a territorial approach. However, they do not show significant changes in the gender division of labour. Through a qualitative analysis carried out under the methodological principles of the Grounded Theory, an explanatory framework is constructed about the role of women in the public sphere of rural tourist destinations. Thus, after analysing the reality of Murcia in particular and the Spanish, Mexican and Thai reality in general, the response patterns show a prevalence of gender roles to sustain the territory and enable its transition to the destination. In the configuration of the tourist destination, women are perceived as facilitators for the design of transversal actions. In this work, research has been carried out to identify the design features of playgrounds on the territory of rural settlements on the basis of normative documents and principles of territory improvement. Playgrounds in rural settlements are quite unpopular. As a rule, the level of improvement of public use in the city is higher than in the country. There are practically no such spaces in villages and towns. A Playground is a place where children begin their knowledge of the world, develop their activity and imagination. This place should be interesting not only for kids, but also for teenagers, who would also be interested in spending their time here and doing useful leisure activities. In designing, you need to move away from standard forms and make objects unique. In Russia, this area of improvement is under development, since not all rural localities have such public facilities. This question remains open today.

The role of the municipal level in the country’s governance system is underestimated. Most of the rural areas are located far from the centers of socio-economic development with no ability for independent budget formation and the management of rural areas is carried out by untrained personnel. The Altai region has the largest number of rural municipalities and has agricultural specialization, so the subject of the article is the problems of rural areas’ development of agricultural specialization at the managerial level. The purpose of the study is to identify and substantiate the most important elements of rural areas to highlight it as an object of strategic planning. The directions and mechanisms of interaction should be taken into account in the complex programs of socio-economic development of rural areas, such approaches will attract investments to the territory, ensure the creation of new jobs and reduce the outflow of population to cities. The Altai territory is one of the pilot regions, where the use of digital technologies in agriculture is actively introduced, which emphasizes the importance of effective development of the region.

Resumen. Esta investigación se enmarca en el estudio del proceso de configuración de destinos turísticos rurales, en el cual se investiga la transición de territorio a destino. El objetivo de este trabajo es analizar el proceso de distanciamiento en el medio rural, identificado gracias a las potencialidades derivadas del uso de la triple codificación que caracteriza la Grounded Theory. El distanciamiento es definido como una desterritorialización multidimensional y caracterizado por cuatro rupturas: socioproductiva, sociocultural, socioambiental y política. Este proceso se identifica como el momento en el cual un territorio oscila entre el declive y la reconstrucción para el impulso del desarrollo territorial basado en las especificidades del territorio. Es una investigación cualitativa inductiva, realizada a partir de la perspectiva glaseriana de la Grounded Theory como metodología de investigación y análisis. Aborda la desterritorialización desde una perspectiva filosófica y económica para explicar el proceso de distanciamiento. This research is part of the study of the process of configuration of rural tourist destinations, in which the transition from territory to destination is researched. The aim of this paper is to analyze the process of distancing in the rural environment, identified thanks to the potentialities derived from the use of the triple coding that characterizes the Grounded Theory. Distancing is defined as a multidimensional deterritorialization, characterized by four ruptures: socio-productive, socio-cultural, socio-environmental and political. This process is identified as the moment in which a territory oscillates between decline and reconstruction in order to promote territorial development based on the specificities of the territory. It is a qualitative inductive research, carried out from the glaserian perspective of the Grounded Theory as a research and analysis methodology. It approaches deterritorialization from a philosophical and economic perspective to explain the process of distancing. The task of comprehensive development of the economy of rural and urban areas in the regions of Russia to create socio-economic conditions for development in order to reduce population migration, ensure sustainable development of the territory, a high level and quality of life of the local population - is currently one of the priorities for the Russian economy. The study of international experience has shown that the comprehensive development of territories must begin with the construction of infrastructure that allows creating conditions for a high-quality standard of living of citizens. Then it is necessary to form the sectoral structure of the economy of the territory, which should be as diversified as possible in order to stimulate high growth in the level of income of citizens. The article discusses the principles of developing programs for the comprehensive development of the economy of the territory, the size and sources of funding for such events at the federal and regional levels, as well as the stages of implementation of measures, the reasons for the emergence of risks and restrictions that are advisable to take into account when creating comprehensive development programs, the effects at various levels from their implementation. The results obtained can be used in the implementation of the spatial strategy of Russia, taking into account the territorial and sectoral specifics of regional development.

This paper verifies the existence of relationships between specific features of the agrarian landscape of ancient olive trees in the park territory of six municipalities in the Region of Puglia, Italy, and the economic activity of the areas concerned. This has the scope of exploring developmental opportunities, whether already put into place, or potentially active. It develops and verifies theoretical approaches and empirical experiences which propose processes of territorial exploitation and local development as pathways for the identification and utilization of both the differences and distinctive characteristics of the territory itself, toward the creation of a “value added territory” as the basis for development. Agriculture tends to be presented in terms of the “care and culture” of the territory: not only the appropriate production of primary goods, ecological and locally characterized but also the contextualized production of land and environment. In this paper, the authors use the concept of the park from the perspective of innovation: no longer referring to the concept of environmental protection and preservation as a defensive action, but creating a synthesis between the productive enhancement of open spaces alongside the upgrading of environmental systems, the built environment and environmental, and cultural development.

The article presents proposals for the development of rural areas by increasing their investment attractiveness. It is proved that in addition to financial resources, limiting factors for the development of the territory can serve as its social, environmental, and institutional features. Lack of resources, technologies, and infrastructure will limit rural development. It is proved that the implementation of the development opportunities of territories involves the search for optimal solutions in the selection of investment objects, their integration into the economy of the region and the municipality. The article examines the investment attractiveness of the Ramon district of the Voronezh region, which has a shortage of energy capacity, which does not allow for further expansion of industrial activities in the municipality. It is proposed to consider the creation of a company providing services in the field of eco-tourism as an alternative investment object. Such projects do not have increased requirements for existing electrical capacity, preserve recreational potential, create jobs, and ultimately improve the quality of life of the district's population. A brief description of the development of the tourism industry in Russia and the Voronezh region is given, and the main measures of its state support are highlighted. The growth of the domestic tourist market is predicted, as well as an increase in demand for these services. The project for installing and launching a glamping complex on the territory of the Ramon district is calculated. Conclusions are drawn about the economic, social and budgetary effectiveness of the proposed project. The glamping complex will increase the export of tourist services in the region, increase the gross regional product, and create additional jobs without using significant energy capacity, which will ultimately have a positive impact on the development of the municipality as a whole.

In modern conditions, business development accompanied by its social responsibility, which is important for rural areas of the mining region. Businesses operating in rural areas use their labor resources and social infrastructure. Intensive development of the mining industry accompanied by both negative environmental consequences and impact on the socio – economic development of territories that, due to insufficient funds in local budgets, are not able to solve many existing problems. The search for mechanisms for the development of rural areas in combination with social responsibility of business is the key to its successful functioning, one of the conditions for which is a harmonious combination of its interests and the interests of rural areas. This combination can manifest itself in business investment in rural development. However, businesses must be motivated to invest. This motivation is the level of investment attractiveness of rural areas. The ratio between the levels of investment attractiveness of the territory and the investment potential of the business forms such a category as the level of motivation for the implementation of social responsibility of the business. At the same time, the growth of business investment potential contributes to increasing the level of investment attractiveness of rural areas. Thus, increasing motivation to implement social responsibility of business is a condition for its stimulation. To solve this problem, the authors propose a method for integral assessment of motivation for implementing social responsibility based on an algorithm for calculating it based on a set of indicators. It was conclude that increasing the investment attractiveness of the territory affects the growth of the level of motivation for the implementation of social responsibility of business, thus ensuring the harmonious development of the business and the territory of its location.

The concept proposes a mechanism for implementing state requirements and public expectations. It is stated that infrastructure changes of the last twenty years do not contribute to the schooling development. The presence of a school in the village is not a guarantor of such education, which will allow the graduate to be able to ensure the recovery of the economy and social development of the village. The lifestyle mastered by a schoolchild during the years of study in a class and training organization has long been inconsistent with the socio-economic expectations of society, including the needs of rural development. Fundamental changes are required in the basic (that is, educational) process – the transition to learning systems that are different from classroom and lesson. The worldview and methodological foundations for the transformation of schooling in the countryside are revealed: the civilizational need for a transition to universal cooperation of the subjects of coexistence; value principle is that a person is the main goal and the main means of fruitful educational environment; programmatic and organized approach is a continuous comparison, refinement and adjustment of programmatic representations and actual unfolding activities; focusing on the development of training is a qualitative change of its goals, content, technologies, management, etc.; technological invariant in the construction of training is non-frontal classes, individual educational (educational) routes and programs of students, general cooperation of training participants. Models of the school level of educational organization («out-of-hours» field of education; non-frontal classes while maintaining classes; the learning process in a diverse learning team; intersecting and integrating educational, club and production processes in a different age group) and inter-agency level (based on the interaction of schools – a network form of implementing the educational program, inter-school groups in educational subjects, metadisciplinarity and/or interdisciplinarity; on the basis of a combination of general and supplementary, general and vocational education programmes; based on the interaction of schools and other organizations of the social sphere and production). In terms of personnel policy, emphasis is placed on the general practical training of teachers, the cultivation of specialists of new educational practice during its formation, the construction of centers of the future and their living at seminars for the professional development of leaders and teachers. To manage the implementation of the concept, a regional innovation mechanism is created, it is system of communications and cooperations (both initiative and specially organized) between participants. The fundamental difference from the management models implemented in the past is that the avant-garde subject is represented not by a specific school, but by a municipal subject.

The conceptual foundations, principles and mechanisms of territorial branding concerning the prospects of rural development in different countries are the subject of the study. The systematization and study of territorial branding problems and experience of the rural areas in Ukraine is the purpose of the paper. The main method of research was the study of the unique experience of individual rural communities. The methodology of the study foresaw the study of the prospects of rural development through the determining the role of territorial branding. Monitoring the potential of territorial branding for rural areas in Ukraine with using SWOT-analysis has shown the uniqueness of risks, limitations and prospects. It had been established that the conditions of neutralization of weaknesses and risks mean the combination of economic (primarily investment), cultural and political initiatives, where a significant role belongs to the effects of community self-organization. At the same time, the prospects are formed from the presence of unique institutional assets, natural, climatic and economic conditions, possible perception of this idea by ​​the rural population which does not contradict the basic cultural values. The emphasis is placed on the fact that the realization of rural development in Ukraine as a national policy should take into account that Ukrainian rural communities remain "difficult", mostly depressed economies, where the level of economic activity is traditionally low and unemployment is high. At the same time, studying the experience of the effectiveness of territorial branding had allowed to generalize and to classify the factors of brand-forming idea in Ukraine. These factors are: 1) a unique institutional history; 2) landscape and recreational potential; 3) special economic behavior of local inhabitants; 4) investment attractiveness of the territory; 5) unique economic specialization of the territory; 6) tourism activity; 7) the role of local government. Significant socio-economic effect of these examples is fixed. The area of ​​application of these results is the activity of local authorities at rural communities, non-governmental organizations and universities, regulatory policy in terms of decentralization.

Agroecotourism is a relatively young branch of tourist industry in our country, at the same time it has become very popular abroad. The article considers some problems related to the development of rural ecotourism on the Yurshinsky island of Rybinsk reservoir. Various landscapes can be seen on the Yurshinsky island, escaping flowage of the Rybinsk reservoir area, where unique samples of Russian nature have remained untouched. The territory of island makes 792 hectares, half of its land is occupied by woods, and now all island has a status of specially protected area. Moose breeding farm is recommended to be established as the object of rural ecotourism on the Yurshinsky island, as its operation allows the tourist season last all-year-round. Ecological conditions of the territory need to be assessed before the organization of a moose farm and other objects of agroecotourism. Therefore we selected several soil samples to perform chemical analysis as the soil represents the knot of interrelations in biosphere and a lack or surplus of both vital, and toxic chemical elements in the soil will lead to their lack or surplus in plants grown up on such soils and in animal organisms which eat the given plants.

Currently, a significant part of the rural territories of the regions of Russia is characterized by low production potential, a low level of agricultural development. For such territories, tourism could be the driver of socio-economic growth and innovative development in time. It was therefore increasingly important to develop a conceptual approach to rural development based on tourism innovations, which was the aim of the study. To achieve the goal, the following methods were used: conceptual approach to rural development, economic and statistical methods, sociological survey, expert assessment, data capture and other methods of analysis and synthesis. The results of the survey: an analysis of the socio-economic situation of the rural territory was carried out on the example of the rural settlement of Zarechnoye in the Veliko-Ustyug district of the Vologda region, the main problems were identified: demographic and infrastructural, as well as a low level of productive potential. Based on the analysis, a conceptual approach to rural development was proposed through the development of tourism innovations. The conceptual goal is to increase the attractiveness and innovative development of the rural settlement of Zarechnoye based on its natural and cultural and historical potential. The projects proposed within the framework of the approach were aimed at improving and increasing the attractiveness of the territory for internal (local population) and external entities — investors, tourists, to promote the settlement in the external environment as a promising area for life and a favorable place for recreation. The target indicators for the development of rural settlement had been set: an annual increase in the number of residents registered on the territory of the settlement, and the formation of a stable inbound tourist flow. Scientific novelty: the originality of the author’s conceptual approach to the development of rural areas was determined by the possibility of their integrated development through the creation of a coastal tourist and recreational zone, which made it possible to fully realize the cultural, historical and natural potential of rural settlements. Practical significance: the main provisions and conclusions of the article can be used by regional and local authorities and management to develop programs and projects for the development of tourist activities in rural areas. Conclusion: The study suggests that the creation of tourist and recreational areas in rural areas, taking into account the cultural and natural heritage of settlements, will contrib¬ute to the effective realization of their tourism potential and can become an incentive for innovative development of rural areas in modern conditions.

The article is devoted to the problems of the current state and prospects for the development of rural areas of the Russian Federation. The issues of the integrated development of rural areas are currently acquiring special relevance. The main factors in the development of non-urban areas are associated with the political, economic and social development strategy of the country. Considering the dynamics of changes in the number of municipalities, we observe a decrease in the number of rural settlements. The main reasons of this situation are considered: a decrease in the rural population, a decrease in the number of births in the countryside, an annual decline in natural population growth, an increase in deaths in rural areas. The existence of many problems of life in villages and villages is confirmed by a sociological survey of rural residents. The existing system for managing the development of rural areas definitely has positive results, but mainly where production has been preserved and operates. Enterprises that perform production activities in the countryside are most often city-forming. They help the municipality to solve economic and social problems. These organizations participate in program projects for the development of the territory with their own share of co-financing. They are primarily interested in creating decent living conditions in the countryside, an influx of population into rural areas, an increase in the number of ablebodied people and jobs. We have identified the main contradictions that hinder the integrated development of non-urban areas, contribute to the outflow of rural residents and the extinction of villages. But it is the “Population” indicator that is one of the determining ones when calculating subsidies in the territory for equalizing the budget, for solving issues of local importance related to the construction and repair of schools, maintenance of roads, maintenance of housing and communal services, provision of drinking water, etc. The article identifies the main directions for the further development of rural areas in order to enhance the socio - economic situation in the countryside.

Class analysis per se seems to have fallen out of favour in rural studies. In this paper the way in which it might usefully be reinstated as a unitary perspective on rural change is examined. The middle class is used as a focal point for the analysis. First, a short review of recent developments in class analysis within sociology is presented, and it is argued that class should be considered as an outcome of the various processes of collective action contributing to class formation. Second, some recent examples of class analysis in rural studies in the United Kingdom are considered. It is argued that these have been insufficiently attentive to the ways in which the processes of class formation unfold in the rural arena and the constitutive role of rural space. Yet rural England provides a particularly fruitful context in which to study middle-class collective action, for collective action is increasingly dominated by this class. Other forms of action associated with other attributes, such as race, ethnicity, and gender, are only likely to be successfully asserted if they reinforce the general character of this class context. In conclusion, the argument is made for a symmetrical use of class analysis, one which is in a subtle and complex relationship both with empirical work and with other forms of interpretation and analysis. AbstractThe articulation between the national, regional and local levels is one of the main thrusts that decision-makers and stakeholders are increasingly involved in when designing and implementing development visions and strategies. Indeed, the descending approach gives way gradually to the ascending approach; the revision of legislation relating to the management of public affairs (municipal charter, law on the region...), the creation of a number of support institutions (development agencies) and the project of “advanced regionalization”, are aspects of these evolutions. On the other hand, if these efforts are aimed at reducing dysfunctions between regional and intra-regional areas, the reality is that the national territory still suffers from an imbalance between the favored and other disadvantaged regions. In addition, rural exodus and urban growth have profoundly modified territorial relations: social inequalities are widening and imbalances between the rural and the urban are increasing. The present communication seeks to raise some avenues that will ensure a good structuring of the territory of a fragile zone such as the province of Zagora. This is a case study of the role of the Emerging Rural Centers, as intermediate spaces, in the articulation, revitalization and territorial development of the Drâa Tafilalet region. In fact, this new less studied terminology has been the subject of a theoretical framing concerning its definition as well as an outline of criteria for the identification and ranking of the Emerging Rural Centers applicable to the other territories. In the territory of the Republic of Karelia now live three aboriginal people – karelians, russian, vepsians, who created unique and original culture. Residing of ethnic groups – territorially-localised historically developed on the basis of eco- nomic way of ethnos rural settlements that are characterized by domination of traditional forms of economic activities, use of handicraft crafts, cottage industry. Problems of the labour market and the youth’s position in it are especially acute in rural areas due to reforms and changes in the system of economic relations in the agrarian and forest sectors, and local administration. Difficulties of life in coun- tryside influence on the vital self-determination of youth, promoting strengthening of youth migration in the central part of Republic of Karelia and the Russian Federation. In this connection one of the actual questions is the perspectives of rural settlements development, labour potential of which is a basis of economic life, and self-development of territories. Tourism now appears as one of promising lines for regional development in the Republic of Karelia, which can mitigate social problems, and act as a factor for conservation and reproduction of the natural, historical and cultural potential of the territory. One of promising directions of rural tourism growth is development of the ethnographic tourism based on visiting ethnographic sites for the purpose of knowledge of traditional folklife culture: traditions, culture and a life of the people, the ethnos living on the certain territory. Full-fledged development of the tourism business is only possible if the youth are involved in this sphere of economic activity, recognize its importance, and perceive it as a resource for their life strategy. This work is devoted to the rural areas’ integrated development issues. The advantages of a systematic approach for the sustainable development paradigm main policies’ goals implementation and the possibility of using geoinformation technologies as a tool for multidimensional analysis of rural areas are considered. A two-stage methodology for monitoring the rural settlements development, which makes it possible to assess the territory at the federal and local levels by a set of indicators reflecting the main aspects of socio-economic processes, is proposed. Special attention is paid to assessing the quality of the environment by three groups of factors that take into account environmental comfort, movement comfort and other indicators characterizing the comfort of living from the point of view of the territorial residents’ individual needs.

China is endowed with rich rural hydropower. According to the latest National Rural Water Resources Survey, the technically feasible potential amounts to 128GW, mainly distributed in the central and west part of China as well as those ethic regions, which are less developed but more populated. With the support of the Chinese government’s policy of ‘Self Construction, Self Management and Self Utilization’, Small Hydropower development has been scaled up. Thanks to the Small Hydropower (SHP) development and the grid construction, nowadays about one half of the territory, one third of the counties and 300 million rural population in China have access to electricity. The practice of China to realize rural electrification through SHP has attracted the attention of the world community including the United Nations. In future, China will continue to enhance the rural hydropower development and the environmental protection under the framework of the Renewable Energy Master Plan. The purpose of this article is to investigate agricultural territories and their impact on agricultural cooperatives. In this case, the cooperative acts as a mechanism for rural development. The defining feature is that the mechanism of integrated development of rural territory to provide a comprehensive solution to the problems of the economy of the area and settlement, the formation and increase of investment attractiveness of the territory of the rural settlement and the creation of a “working” climate for private business are agricultural cooperatives. Analyzing the state of cooperation in the context of the European integration tendencies, which currently permeate the agrarian sector of the Ukrainian economy, studying the experience of cooperation among farmers of the European countries can be useful both from the point of view of its adaptation to domestic realities, and from the point of view of the most significant mistakes in development and miscalculations in rural areas. In addition, marketing studies have been conducted in rural areas of Ukraine, which have revealed the most significant areas of rural settlement development, including the creation and development of enterprises of meat, construction, tourism and recreational clusters and the development of joint ventures as growth points that activate the development of small and medium-sized businesses around them and the formation of interregional ties and rural cooperatives. Methods. Creating an agricultural consumer supply cooperative is the most effective mechanism for developing identified growth points and creating infrastructure to support them in rural Ukraine. The basis for the construction of an agricultural cooperative in rural areas is the formation of a model of maximum cost reduction for all members of the cooperative. Results. The further development and effective management of the cooperatives will contribute to solving socio-economic problems, improving the well-being of the peasants and, as a consequence, ensuring the integrated development of rural areas. Value/originality. Analyzing the activities of agricultural cooperatives operating in the world, we point out that research on the institutional foundations of the cooperative and its functioning as a mechanism of economic self-regulation give reason to claim that the cooperative does not have sufficient state support for its development. As a consequence, the number of cooperatives is steadily decreasing, we believe that the cooperative system of interaction of economic agents in the agricultural sector should include nationwide programmatic measures on institutional adaptation of cooperation as a mechanism of market self-regulation, a special form of integration, institutional mechanism for regulating entrepreneurship and the basis of cooperation, rules, traditions, organizations and institutions, the task of which is to determine the behavior of economic entities for the sake of satisfaction individual and social goals in the system of production and exchange of goods and services.

This article is intended to be an objective analysis of the impact that European funds have had on the development of the Romanian rural area regarding the allocation of these funds. <div>This article analyses the evolution of European rural regional economies and the Community’s public regional policies, with a view to drawing lessons for other areas of the world, especially Latin America. After presenting relative size data for the EU regions based on population, territory, employment and income, the article analyses the key economic and social trends in these areas, together with the underlying explanatory factors. The main conclusion is that the economic development of the rural regions of the EU is much more due to the overall national economic development issues, than to rural development policies. Therefore, the way to achieve rural development is by means of a good overall economic development policy, and national policies are more determining than EU-wide policies in the overall economic development of the EU member states. The article finishes with a summary of the lessons to be learnt from EU rural development policy, which suggest the need for radical policy change based on a reduction in the agricultural component coupled with an increase in the territorial and environmental components.</div>
