Le territoire est porté dans le débat public depuis les années quatre vingt à l'aune de la mise en place des politiques de décentralisation. Cependant depuis les années quatre vingt dix, les mutations des politiques publiques ont fait émerger un territoire tantôt support, tantôt outil de rationalisation de l'action collective au niveau local. Le territoire est appréhendé comme une construction (Gosse et Sprimont, 2008) au titre de laquelle l'appel à des acteurs multiples aux légitimités variées voire potentiellement conflictuelles (Mendez et Mercier, 2006) constitue un défi pour l'action collective territorialisée. Ainsi, la prévalence d'une lecture actantielle du territoire donne lieu à une interpénétration des espaces d'action où s'entrecroisent des enjeux économiques (avec l'emploi comme objectif privilégié), politiques (distribution des pouvoirs au niveau de l'espace local) et organisationnels (recherche d'une coordination optimale).Il en résulte qu'une forme d'hybridation [Berthet et al, 2002] est érigée comme modèle dans la conduite de l'action collective territorialisée en conviant à une action conjuguée les acteurs privés et publics avec la gouvernance comme méthode de conduite et de gestion des ressources territorialisées. La recherche d'un territoire " efficace " par le recours aux outils de gestion remet à jour la question territoriale dans un contexte de complexification de la démocratie et d'une visée performative de l'action publique. A ce titre, le projet de territoire constitue l'un des instruments emblématiques de la recherche de la mobilisation des acteurs territoriaux et de raffermissement démocratique dans une république désormais décentralisée. L'entreprise se trouve également au centre des parties prenantes conviées sur la scène territoriale.Cette imbrication posée entre la gestion et le politique, s'illustre par l'appel au management comme " allié naturel " pour mobiliser les nombreux acteurs convoqués. Il n'en demeure pas moins qu'une approche conceptuelle de la transposition au plan territorial du management, met en exergue des particularités, des points de tension. Ainsi, le management comme levier d'action collective territorialisée s'inscrit dans des registres paradoxaux qui contrarient la mise en compatibilité des espaces de la gestion et du politique.En nous appuyant sur l'exemple de la Guadeloupe, et recourant à la sociologie de la traduction, nous recherchons à montrer dans quelle mesure le projet peut être posé comme instrument de mobilisation et se déployer dans un cadre non hiérarchique.

The thesis recognises the countryside as a specific social, cultural and political construct rather than as ancillary to the city. It challenges current strategies of rural regeneration in China, which heavily rely on models of urbanisation, as well as the prevailing mentality that views the countryside as not just economically but also culturally and intellectually under-developed. The key research question is thus: what does being rural mean socio-spatially? Structured by three main studies of the rural-urban relationship, the cross-scalar framework and research by design, the thesis explores ‘rurality’ as a spatial question at the levels of territory, settlement and household. In the studies, the case study method, fieldwork and drawing play essential roles. Based on the understanding of rurality as an elastic form of association in both social and spatial terms and across scales, the thesis advocates a shift in design thinking for the rural and proposes the integration of planning, urban design and architecture, in order to create one synthetic design discipline capable of facilitating an alternative multi-scalar rural regeneration model. The aim of this discipline is to create opportunities of change in the recognised and established field of power and is in this sense political. Furthermore, the thesis calls for integrating the spatial, social and cultural history and the transformations of rural China into a larger economic and political debate in order to transcend the conceptual limitations of the current rural discourse and to rethink rural development as a socio-cultural process. Given that a self-organised support system underpinned by associational relationships in rural society embodies a rooted cultural unity in China, the thesis argues that rurality, or an elastic form of association, transcends the simple divide between urban and rural development by providing a distinct form of living arrangement and social organisation. In this sense, rurality is ultimately about how people organise themselves and associate with others.

More importantly, it addresses the advantages of relationship selling over numbers based selling.

Le tourisme à La Réunion est un secteur jugé prometteur pour le développement économique de l'île mais de nombreuses questions subsistent concernant la fréquentation et le devenir des espaces touristiques. Ce travail de recherche a ainsi mis la problématique spatiale, notamment au niveau des cirques, au cœur de l'analyse. Cilaos, Mafate et Salazie sont les cirques de La Réunion et constituent l'originalité et l'une des images les plus attractives de l'île. Ils sont aussi au centre des problématiques liées à la conciliation du développement économique et de la protection environnementale. Après avoir abordé la phase de touristification des cirques qui a structuré des espaces, aujourd'hui en « mal développement », l'étude se focalise sur les pratiques, les représentations et les acteurs touristiques qui démontrent que les cirques sont devenus en réalité, un seul territoire, transformation qui devait jouer un rôle moteur pour la destination Réunion. La thèse s'inscrit alors dans une démarche de prospective territoriale qui soulève les enjeux de la gouvernance, dans la mise en place d'un projet de territoire touristique durable<br>In Reunion Island, tourism is a promising area for its economic development. However, many questions still raising about the attendance and future of the tourist spaces. Cilaos, Mafate and Salazie are the cirques of the island and reflect the originality and promote an appealing image of Reunion Island. Conciliation proceedings between economic development and environmental protection are at the heart of the reflexion. Having dealt with the touristification stage of the cirques which structured the spaces and needed to be developed, the study is focusing upon the touristic practices, its representations and its tourism stakeholders. Actually, as the cirques became one territory, they should have played a key role for Reunion Island destination. In regard to territorial prospective, the research reveals the governance issues and challenges according the implementation of a sustainable tourism project

La multiplication des inondations dans le bassin-versant français de la Meuse, territoire d'étude de cette thèse, interpelle les acteurs des territoires, dans leur capacité à mieux les anticiper, à mieux s'y préparer et à mieux les prévenir. Dans cette perspective, cette thèse pose la question des modalités d’une réduction des répercussions du risque inondation grâce à une approche fondée sur trois directions d’action : l’information, la prise de conscience et l’éducation. Elle analyse les conditions de la diffusion optimisée d’une culture du risque auprès des associations, élus, experts, entreprises, mais aussi citoyens, concernés au premier chef, tant par la prévention de risques qui les touchent directement, que par l’aménagement de leur territoire. L’objectif de cette recherche est de définir la culture du risque et d’examiner comment son développement permet de réduire la vulnérabilité des territoires et des populations au risque inondation. A la lumière du diagnostic établi, une nouvelle configuration des politiques territoriales peut être envisagée, s’appuyant sur un projet urbain dynamique et évolutif, articulé autour des vulnérabilités territoriales, et élaboré en concertation avec une société proactive face au risque inondation ; une réponse adaptative qui entend accroître la résilience des territoires aux inondations, en répondant aux impératifs d'un développement raisonné<br>The increasing number of floods in the catchment basin of the French Meuse, the area studied in this thesis, questions the territories’ stakeholders in their abilities to anticipate, prepare for and prevent those floods. With this in mind, this thesis highlights methods for reducing the impact of flood risks via a three directional approach: information, awareness and education. It analyses how to optimize the spread of a risk culture among water management organisations, elected representative, experts and companies, but also among citizens. They are primarily concerned both by the prevention of risks which directly affect them and by urban planning. This research’s objective is to define this risk culture and to study how its development reduces the vulnerability of territories and populations to flood risks. In the light of the diagnosis made, a new configuration of territorial policies can be considered. It would rely on a dynamic and evolving urban project, which would be based on territorial vulnerabilities and work in tandem with a society proactive in dealing with flood risks. This would mean an adaptive response intended to increase territorial resilience to flooding and responding to the priorities identified by a reasoned development

Cette recherche est basée sur l’idée que le tourisme stimule l’essor économique d’une région en créant de la valeur ajoutée, améliorant ainsi le niveau de vie de ses habitants (Bensahel, Donsimoni, 1999: 27). Son but est de démontrer que le tourisme peut être un moteur de développement pour la région étudiée. Notre hypothèse principale est que dans une région riche en ressources exploitables touristiquement mais dont le niveau de développement est faible (PIB en dessous de la moyenne européenne) la multiplication des projets touristiques de mise en valeur des ressources permettrait de stimuler et de soutenir le développement de la région tout en respectant les principes du développement durable. La thèse est divisée en deux parties. La première est conceptuelle et méthodologique et se focalise sur l’aménagement basé sur le projet territorial de développement touristique. La deuxième partie est consacrée aux étapes principales d’un projet territorial de développement touristique : diagnostic territorial et propositions de développement futur. Pour le diagnostic territorial nous avons conçu un outil permettant de calculer la valeur touristique totale des divisions territoriales et d’analyser les données collectées concernant les pratiques touristiques déjà en œuvre dans la région. Cet outil nous a permis d’identifier 4 systèmes touristiques localisés qui peuvent être considérés comme modèle d’organisation de la région des Souscarpates situées entre les Vallées de l’Olt et du Motru<br>The current research is based on the assumption that tourism stimulates the economic growth of an area through creating the added value, thus, enhancing the standard of living in the area in question (Bensahel, Donsimoni, 1999: 27). We aim to demonstrate that in the targeted area tourism can (re)produce development. Noticing the weak development (DGP below the European average) in a region rich in resources that may be exploited through tourism, we think that the multiplication of such projects may boost and support the development of the region, in compliance with the principles of sustainability. The thesis is divided in two main parts. The former, conceptual and methodological in nature, focuses on territorial planning, based on the territorial project for tourism development. The latter is concerned with the main stages of a territorial project for tourism development : territorial diagnosis and future development proposal. In the case of territorial diagnosis, we designed a tool to calculate the total touristic value of the territorial divisions in question and to collect data using a survey of tourism practices in the area. The findings allowed us to identify 4 local tourism systems that we suggest as touristic organisation types in the Sub-Carpathians, situated between the Olt Valley and the Motru Valley

Cette thèse explore les dynamiques entre l'urbain et le rural à travers le prisme de la géographie sociale. Elle met l'accent sur les représentations spatiales des acteurs dans le cadre de projets de territoires. Une analyse historique comparée des relations ville-campagne en France et en Argentine identifie trois étapes historiques communes : l'installation, l'accélération et les conséquences de la modernisation et du développement territorial, en se concentrant sur les petites et moyennes villes ainsi que sur les espaces ruraux. La diversité de cadres conceptuels permettant d'étudier les relations urbain-rural sont examinés, pour adopter finalement une approche territoriale. Les méthodologies de la chorématique et de la prospective territoriale sont utilisées pour identifier les représentations spatiales des acteurs locaux, dans des dispositifs de recherche-action conduits en France et en Argentine. Deux terrains de thèse, l'Ecopôle et Tandil, sont analysés en détail, mettant en lumière les tensions entre modèles de production et de consommation, ainsi que les initiatives institutionnelles et les stratégies de gestion territoriale innovantes. La thèse prend du recul pour examiner les résultats empiriques, la méthodologie utilisée et l'expérience de recherche dans les contextes nationaux respectifs, proposant des perspectives pour approfondir l'approche comparative. En conclusion, l'intégration urbain-rural est confirmée comme une approche pertinente pour envisager l'avenir des territoires, avec une co-élaboration d'une vision partagée avec les acteurs locaux pour coordonner l'action locale et imaginer un avenir interconnecté des territoires<br>This thesis explores the dynamics between urban and rural areas through the prism of social geography. It focuses on the spatial representations of stakeholders as part of territorial projects. A comparative historical analysis of urban-rural relations in France and Argentine identifies three common historical periods: the establishment, acceleration and consequences of modernisation and territorial development, focusing on small and medium-sized towns as well as rural areas. The diversity of conceptual frameworks for studying urban-rural relations is examined, ultimately adopting a territorial approach. The methodologies of chorematics and territorial prospective are used to identify the spatial representations of local actors, in action-research settings conducted in France and Argentine. Two thesis fields, the Ecopôle and Tandil, are analysed in detail, highlighting the tensions between production and consumption models, as well as institutional initiatives and innovative territorial management strategies. The thesis takes a step back to examine the empirical results, the methodology used and the research experience in the respective national contexts, proposing perspectives for deepening the comparative approach. In conclusion, urban-rural integration has been confirmed as a relevant approach for considering the future of territories, with the co-development of a shared vision with local stakeholders to coordinate local action and imagine an interconnected future for territories

Depuis 70 ans, les outils de planification des zones dédiées aux activités productives (Zones industrielles, Zones d'activités économiques, etc.) ont produit des espaces déconnectés des spécificités physiques et sociales du territoire, et ont participé à réduire le sol à un support de production soumis en premier lieu à des logiques de marché. Aujourd'hui, nous constatons l'inadéquation de ces outils avec leur objectif : le développement du territoire. L'ambition de la thèse est de réfléchir à une démarche alternative qui permet d'envisager des outils de planification capables d'instaurer une relation de maintien et de valorisation des ressources territoriales. Face à un aménagement des activités productives inadéquat au développement durable du territoire, la thèse propose de retracer une généalogie de la démarche « territorialiste » qui vise à établir une relation synergique entre la production et les ressources territoriales. Une démarche « Eutopique » de retour au territoire qui, en prenant en compte le lien indissociable entre défis sociaux et environnementaux, permet d'un côté de rétablir une relation aux ressources naturelles et d'en respecter les cycles et les rythmes écologiques, et de l'autre d'identifier des éléments de réponse à la crise sociale. Suite à une introduction critique du rapport que les activités productives établissent avec le territoire, le raisonnement se développe en quatre parties : Les trois premières parties suivent une approche généalogique et montrent comment les concepts de cette démarche ont évolué et se sont transformées en s'adaptant à différents contextes, et répondant à la question de pourquoi et comment ces transferts théoriques ont vu le jour. Enfin, dans la quatrième partie de la thèse est retracée l'influence et le développement original que cette démarche trouve aujourd'hui en France : l'objectif de cette dernière partie est celui d'ouvrir sur des stratégies pour envisager un système productif capable de développer le territoire dans le temps long<br>For 70 years, planning tools for sites dedicated to productive activities (industrial estates, business parks, etc.) have produced zones that are disconnected from the specific physical and social characteristics of the area and have contributed to reducing the land to a mere production medium subject primarily to market logic. Today, one can see that these tools are no longer in line with their goal: the development of the territory. This thesis aims to consider an alternative approach, one that would enable us to envision planning tools capable of establishing a relationship that maintains and enhances territorial resources.Faced with the inadequacy of the planning of productive activities for a sustainable development of the territory, the thesis proposes to trace the genealogy of the 'territorialist' strategy that aims to establish a synergistic relationship between production and territorial resources. The hypothesis is that, by taking into account the inseparable link between social and environmental challenges, this 'Eutopic' approach of a return to the territory allows, on the one hand, to establish once again a relationship with natural resources and respect their ecological cycles and rhythms, and, on the other, to identify paths to respond to the social crisis.Following a critical introduction on the relationship that productive activities establish with the territory, the reasoning develops in four parts: The first three parts follow a genealogical approach and show how the concepts of this approach have evolved and been transformed by adapting to different contexts, and answer the question of how and why these theoretical transfers came about. Finally, the fourth part of the thesis traces the influence and original development of this approach in France today, looking forward: the aim of this last part is to open up strategies for envisioning a productive system capable of developing the territory in the long run

The German Coast Project explores the early nineteenth century history of the Louisiana’s German Coast, spanning its formative years, the 1811 Slave Revolt, and the aftermath of the revolt, through the perspective of the Andry family. The website is powered through Omeka software, which creates a historical exhibition of compiled research. In addition, ArcGIS contributed to the website’s construction, as it allowed for the inclusion of interactive programs and maps within the website. Designed for high school students and genealogists, The German Coast Project creates new scholarship pertaining to the German Coast and the 1811 Slave Revolt, through the often-overlooked perspective of the Andry family. The primary theme of the project is to portray how Manuel Andry and his family were able to prosper financially after the 1811 Slave Revolt, even though they suffered a heavy emotional loss.

La présente thèse propose de réfléchir au « statut territorial » des espaces de la production pétrolière en Afrique centrale. Et ce en explorant d’abord – derrière les évidences d’un « enclavement » ordinairement admis de ces espaces (mais sans que celui-ci soit véritablement réfléchi) – leurs modes de production architecturaux : à la fois ceux des « enclaves pétrolières » en tant que telles, que l’on proposera de théoriser en tant qu’« îles artificielles » en les réfléchissant au vaste miroir des constructions techniques humaines, et ceux des systèmes spatiaux qui les portent : architectures internationales dont les « enclaves » apparaissent comme autant de clés de voûte – signalant alors cette croissante tension qu’aiguise le monde contemporain entre le développement d’interdépendances et de compénétrations territoriales de plus en plus vitales, et la persistance et la continuation – également fondamentale – du découpage de la scène internationale en unités territoriales souveraines. L’exploitation pétrolière – paradoxe dont on traquera la vérité – apparaissant autant comme un puissant facteur de construction de frontières internationales (dont on exposera quelques dynamiques en cours dans le golfe de Guinée) et comme une activité induisant et produisant différentes formes de découplages entre territoires étatiques et souverainetés, auxquelles l’exploitation et les investissements qui la sous-tendent supportent mal d’être assujettis. Ainsi explorerons-nous, au travers de l’étude des relations contractuelles nouées entre industriels et souverains, ainsi qu’au travers des techniques de financement telles que mobilisées dans le projet Tchad-Cameroun, comment l’exploitation pétrolière, parce qu’elle réclame une conséquente immunité à l’égard des risques qui pèsent sur elle (et au premier rang desquels figure le risque souverain), tend à produire des modes d’enclavement des territoires de l’exploitation. Car c’est ce que tend à démontrer cette thèse : que ces enclaves sont bel et bien des territoires, lesquels réclament toutefois d’être conceptualisés de façon à pouvoir concilier leurs dimensions « extraterritoriales » et leur toujours nécessaire ancrage dans la souveraineté territoriale étatique<br>This thesis aims to conceptualize the oil production areas’ territorial status in central Africa. It first proposes to explore – behind the false evidence of an “enclave status” which is commonly accepted without being theorized – their architectural patterns: both those of the “oil enclaves” as such – which will be conceptualized as “artificial islands” by mirroring them with the vast domain of human technical constructions –, and those of the international spatial systems without which they could not exist – oil production spaces appearing as keystones of such systems. They thus highlight one of the contemporary world’s greatest tensions, which stand between the increasingly vital nature of international interdependences and territorial permeations, and the persistence and continuation – as well fundamental – of the territorial and sovereign partition of our world. Oil production – and we will inquire about the truth that hides such a paradox – concurrently appearing as a powerful factor in building international borders (which we will be discuss some current dynamics in the gulf of Guinea) and as creating various ways of unbundling territories and sovereignties, given that nor the activity nor its financial investors easily bear being at sovereign powers’ mercy. We will thus explore – through the contractual relations that intimately tie oil companies and sovereign powers, and through financing techniques such as those Exxon called up in the Chad-Cameroon project – how oil production – because it requires being consequently immunized against political and sovereigns' risks – tends to create various ways of territorial enclaving. And here is what this thesis seeks to demonstrate: that oil enclaves are territories – territories which claim to be conceptualized so as to reconcile their “extraterritorial” extent and their still crucial implant in the sovereign territory

Cette thèse vise à comprendre et à apporter des solutions à la problématique de la baisse du nombre de praticiens ruraux qui touche les vétérinaires en France depuis une trentaine d'années. La population des étudiants vétérinaires est au centre de cette recherche afin d’analyser ce qui les conduit ou non à choisir la pratique rurale. En dépassant les critères socio-démographiques (féminisation, origine urbaine…), le travail se focalise sur les représentations sociales que les étudiants construisent de leur métier et de son environnement spatial tout au long du cursus de formation vétérinaire. Pour cela, l’approche méthodologique utilise des évocations hiérarchisées (n=116), une enquête à grande échelle (n=1508), et une méthodologie originale : des entretiens avec cartes mentales (n=72). Les résultats montrent que les étudiants font évoluer leurs représentations tout au long du parcours mais que de nombreux biais existent. Ceux-ci proviennent en partie du cursus d'enseignement. Ces biais génèrent alors des freins à l'installation en milieu rural qu'il faut surmonter. La seconde partie de la thèse traite donc de la construction et du test d’un dispositif pédagogique sur un échantillon d’étudiants (n=24) dans le cursus vétérinaire, le « jeu de territoire ». Celui-ci permet aux étudiants de mieux appréhender la diversité de la vie de vétérinaire en milieu rural et offre alors une première clé actionnable pour favoriser l’installation en pratique rurale. L’ensemble des résultats produits montrent ainsi que le cursus doit être mobilisé comme une transition, notamment psychosociale, vers le monde professionnel, permettant l’acquisition de nouveaux savoirs en lien avec le territoire d’activité, et dépassant le cadre académique traditionnel<br>This thesis aims to understand and provide solutions to the problem of the declining number of rural practitioners that has been affecting veterinarians in France for thirty years. The population of veterinary students is the focus of this research to analyze what led them or not to choose rural practice. To overcome socio-demographic criteria (feminization, urban origin ...), this work focuses on social representations that students build about their future work and its space environment during the curriculum. In this way, a methodological triangulation uses hierarchical evocations (n = 116), a large-scale survey (n = 1508), and an original methodology: interviews with mental maps (n = 72). The results show that students’ representations evolve throughout the course but many biases exist. These come in part from the teaching curriculum. These biases generate barriers to rural facility which may be overcome. The second part of the thesis therefore deals with the construction and the test of a pedagogical tool on a sample of students (n = 24) in the veterinary curriculum, the "territory game". It allows students to better understand the diversity of veterinary rural life and then offers a first operable key to encourage the installation in rural practice. All of these results show that the curriculum must be mobilized as a psychosocial transition, towards the professional world and must allow the acquisition of new knowledge related to the activity territories, beyond the traditional academic setting

Com a presente dissertação pretendemos caracterizar os possíveis contornos de uma parceria entre as escolas e outras instituições do concelho de Moura, de forma a melhorar a colaboração e com isso a maximização dos recursos materiais e humanos existentes no território. Com fundamento nos contributos de diversos autores relevantes no campo de conhecimento em análise e nas diferentes orientações legais, procuramos atingir os seguintes objetivos: a) identificar as instituições existentes; b) caracterizar as instituições; c) identificar domínios onde possam ser promovidas parcerias e d) identificar os recursos existentes na comunidade educativa de Moura. De forma a encontrar resposta às questões da investigação, (relacionadas com a promoção de parcerias locais, com base na partilha de recursos), optamos por uma metodologia mista, qualitativa/quantitativa, por se considerar mais apropriada ao objeto do estudo. Os dados foram recolhidos por meio de questionários aplicados a uma amostra do universo de instituições do Concelho de Moura. A análise originou um quadro de categorias, subcategorias e indicadores com os quais criamos uma base de dados. Após ter sido efetuada a investigação e a cartografia institucional do Concelho de Moura, chegámos aos seguintes resultados: a) foram identificadas áreas prioritárias para a promoção de parcerias; b) identificaram-se recursos plausíveis de serem utilizados em termos de parcerias. Apesar das suas limitações, este estudo poderá contribuir para: a) identificar áreas comuns de formação entre instituições da comunidade; b) facilitar a adaptação do currículo nacional à realidade envolvendo diversos parceiros; c) alertar para uma efetiva necessidade de articulação entre as instituições. /ABSTRACT - With this dissertation we intend to characterize the possible layouts of a partnership between the schools and other institutions of the Moura County as to improve the collaboration and thus maximize the material and human resources existing in the territory. Based on the contributions of several significant authors in the field of the knowledge in analysis and in the different legal diplomas, we aim to: a) identify the existing institutions; b) characterize those institutions; c) identify the areas where partnerships can be promoted and d) identify the existing resources in the school community of Moura. In order to find an answer to the questions of investigation, (connected to the promotion of local partnerships, based on the sharing of resources), we choose a mixed methodology, qualitative/quantitative, because we find it more appropriate to the matter in study. The data was gathered by the use of questionnaires applied to a sample of the universe of institutions of the Moura County. The analysis gave origin to a board of categories, and indicators with which we created a database. After the investigation and the institutional cartography of the Moura County, we came to the following results: a) priority areas for the promotion of partnerships were identified; b) resources that can be used in partnerships were identified. Despite its limitations, this study is able to contribute to: a) the identification of common training areas between institutions of the community; b) facilitate the adaptation of the national curriculum to the reality involving different partners; c9 to alert to a true need of articulation between the institutions.

ACT Year 9 Exhibitions Program aligns curriculum, pedagogy and assessment
in the design and implementation of rich learning tasks, which are focussed on transdisciplinary,
problem-based, community-centred issues. It provides an authentic
assessment model through a panel assessment process of demonstrated student
achievement.
This case study research examines the uptake of an Exhibitions approach in three
ACT high schools. It discovers, through their own telling, what inspires commitment
by participants to the program and the ways that they measure success. The study
draws on a rich data set of narrative inquiry and semi-structured interviews with
teachers and students from the case study schools.
Analysis of the 'lived experiences' of the participants indicates that how individuals
profit by the program is determined by five critical factors which are realized
differently for them. Further, for the Year 9 Student Exhibitions Program to succeed
in meeting its goals of providing for teacher renewal and improved student learning
outcomes, and of promoting high school reform, certain conditions must prevail.
These conditions converge around the support afforded teachers to build their
capacity for curriculum and pedagogical change, and the opportunities for
engagement and agency of both teachers and students in the design of the
Exhibition task and its implementation.
This study investigates the realities of implementing change in schools and its
findings augment what theorists would predict for school change. It indicates that the
extent to which Exhibitions can drive a wedge into the 'business-as-usual' approach
of the ACT's more traditional high schools, and provide an alternative view of what it
means to educate for the 21st century, depends ultimately upon the human and
structural conditions created in the school, and the authenticity of the approach to
uptake. This study contains important recommendations for government and
education systems alike as they pursue school change.

Essa desigualdade se materializa através das estratégias técnicas de políticas públicas ineficientes para o secular problema do planejamento urbano no Rio de Janeiro. Considerando-se a habitação uma necessidade humana que influencia e é influenciada por dimensões materiais e simbólicas do espaço, a dissertação realiza uma análise multidimensional do problema habitacional da cidade carioca, observando-o sob os seus aspectos políticos, econômicos e culturais, que foram definidos por processos de formação de uma paisagem urbana de desigualdades, particularmente a partir da década de 1960 e frente à habitação de interesse social. Nesse contexto, o conjunto Nova Sepetiba é estudado como uma materialização dos processos desiguais que marcam o Rio de Janeiro e também como possibilidade para ações governamentais que possibilitem caminhos mais sustentáveis no setor da habitação social na cidade. Assim sendo, o conjunto habitacional em foco se torna o objeto concreto de uma análise geográfica, que deveria ser um instrumento fundamental para a implementação de políticas habitacionais mais consonantes com os ideais de desenvolvimento socioespacial afinados com a construção de uma sociedade mais autônoma.<br>The challenges and the contradictions suffered by the habitation subject in the territory of the Rio de Janeiro city defined an extremely inequality landscape regarding architectural and urbanistic characteristics. The main reason of this inequality is the inefficiency of the government ´s strategies to solve an urban planning problem that started decades ago. Having in mind that habitation is a human necessity that influences and is influenced by material and symbolical dimensions of the space, this research makes a multidimensional analysis about the city´s habitation problems, observing it in the political, economic and cultural aspects, that were defined by the formation process of an inequality urban landscape, particularly in the social habitation area since the 60´s. In this context, the Nova Sepetiba housing project has been studied as a materialization of these processes that scar the above mentioned city and also as a possibility for governmental actions that provides more sustainable paths in the social habitation area. As we have seen, the housing project in analysis becomes the concrete object of a geographic analysis, which must be a fundamental tool for the implementation of a more consistent habitation politic related to the ideas of social-spatial development, that should be in sync with the construction of an autonomous society.

Cette thèse questionne le développement des centres commerciaux en France. Pour cela, elle analyse l’activité des professionnels dédiés à leur élaboration : les promoteurs d’immobilier commercial. Appréhendés au prisme des projets, les centres commerciaux apparaissent comme des constructions à la fois immobilières, économiques et politiques. Ce sont des biens immobiliers qui prennent la forme de « places de marché ». A ce titre, ils doivent attirer les protagonistes du commerce de détail (commerçants, consommateurs). Mais ils doivent aussi « se faire une place » dans les territoires. Là, les promoteurs sont confrontés aux élus locaux. Le développement des centres commerciaux s’inscrit dès lors dans une tension entre trois modes de définition des projets. Il revient aux promoteurs de les articuler au sein des systèmes d’acteurs qui entourent chaque réalisation. We propose a sociology of market work of retail property developers. As marketplaces creators they have to involve retailers and consumers in their projects. They also have to organize a place for the market inside the cities. Thus, they confront local representatives. As a result these marketplaces creators have to deal with property, retailing and political issues. A tension between three kinds of projects definition emerges. Property developers' activity follows several steps which comprised attempts to articulate this tension. Based on interviews, analyses of four projects (Bercy Village, Le Millénaire, Odysseum, Ecoparc) and a statistical study of the shopping malls profiles in the Île-De-France region, we show that property developers recently follow the vision of local representatives involved in the urban development since the 1990's

Elaboré sous l'angle de la sociologie urbaine, le modèle d'analyse repose sur trois grands processus interactifs. Un processus de cadrage dont le référentiel donne la mesure en termes de socle de représentations partagées. Un processus d'organisation complexe de ressources et d'hommes dont il faut coordonner et réguler les actions et les interventions au sein de dispositifs techniques , réglementaires et organisationnels spécifiques.Un processus de traduction spatiale, matérielle et formelle visant à la réalisation concrète sur des territoires privilégiés d'opérations, combinant sur la base des intentions initiales et dans le cadre d'un espace d'activités spécifique, autant d'objectifs économiques, sociaux, politiques et symboliques. The analysis model is developed from the point of view of the urban sociology and is based on three important intercative processes. A strategic framing process whose reference system gives the standart in terms of a base of shared representations. A complicated organizational process (networking), involving ressources and persons whose actions and interventions need to be coordonated and controlled within a specifical technical, legal and organisatinal system (urban contracting owner). A process, of a precise, material and spatial translation aiming the concrete realization, on privileged territories of operations which on the basis of the initial intentions and within the framework of a space of specific activities, combine economic, political and symbolic objectives. The concept of urban project is the expression of the chaining of these three processes. Starting from a jointly defined issue on the scale of the city of agglomeration, it generates during a given time period a collective activity, mobilizes and recruits in each stage of all levels of responsabilities a plurality of actors around a serie of urban and architectural operations. Depuis le XVIIe siècle, les initiatives communautaires déploient leur quête utopique d’un monde meilleur, intégrant dans ce projet une dimension écologique et éducative fondamentale. Une historiographie croisée utopie-écologie permet de retracer une continuité de ces préoccupations, dans les communautés des années 1960-1970 comme dans les écovillages d’aujourd’hui, dont un échantillon de huit terrains, situés aux États-Unis et en Europe. Cette approche montre que certaines initiatives communautaires s'appuient sur l’architecture, médium d'expression de leur projet socio-spatial. Sur l’ensemble de la période étudiée (1965-2015), cette dynamique permet de les qualifier de laboratoires d’architectures écotopiques. Les communautés et écovillages peuvent-ils — même à leur très petite échelle décentrée et rurale — contribuer à définir des modèles de société permettant de mieux « habiter la Terre » ? La recherche propose d’explorer cette problématique à travers deux hypothèses. D’une part, les productions architecturales des communautés et des écovillages relèveraient d’une préhension de l’espace combinant étroitement idéologie et territoire d’implantation, créant ainsi un courant alternatif, guidé par une volonté de construire de façon écologique. D’autre part, cet héritage architectural serait pris en tension entre rupture et tradition, et s’incarnerait dans des réalisations hybrides. Le concept de laboratoire d’architecture est avancé à la fois comme une grille de lecture théorique capable d’unifier ces expériences hétérogènes, et comme un dispositif méthodologique à même d’activer le potentiel d’une utopie réalisable, vers sa réalisation effective et perfectible<br>Since the seventeenth century, communitarian initiatives have been deploying their utopian quest for a better world, integrating a fundamental ecological and educational dimension into this project. A cross-historiography of utopia and ecology allows us to trace a continuity of these concerns, in the communities of the 1960s and 1970s as well as in today's ecovillages, including a sample of eight sites in the United States and Europe. This approach shows that some communitarian initiatives rely on architecture as the medium for expressing their socio-spatial project. Over the entire period studied (1965-2015), this dynamic enables them to be described as laboratories of ecotopic architecture. Could communities and ecovillages — even on their very small, decentralized and rural scale — contribute to defining models of society that allow for a better « living the Earth »? The research proposes to explore this issue through two hypotheses. On the one hand, the architectural productions of communities and ecovillages would be based on a spatial approach that closely combines ideology and territory, creating an alternative trend, guided by a desire to build in an ecological way. On the other hand, this architectural heritage would be caught in a tension between rupture and tradition, and would be embodied in hybrid achievements. The concept of laboratory of architecture is put forward both as a theoretical reading-grid unifying these heterogeneous experiences, and as a methodological device activating the potential of a realizable utopia, towards its effective and perfectible realization

Encore méconnu il y a une trentaine d’années, le transport de marchandises en ville connaît aujourd’hui un essor scientifique incontestable, sous la tutelle d’instances nationales et internationales. Le sujet émerge aujourd’hui comme un enjeu d’autant plus fort que les modes de consommation et de gestion logistique restructurent les flux de biens et impactent la durabilité des villes. Pour autant, il semblerait que l’aménageur peine à se saisir à l’échelle locale de cette nouvelle thématique. Elément essentiel au fonctionnement du système urbain, le transport de marchandises reste ainsi un élément généralement ignoré par les décideurs publics, s’il n’est pas vécu comme une manifestation néfaste de l’activité urbaine.Dans cette thèse nous examinons, à l’échelle des collectivités territoriales l’intégration d’une thématique encore considérée comme faiblement structurante pour l’aménageur public. Si le transport de marchandises en ville a nécessité au début des années 1990 une conceptualisation différente du transport de fret interurbain, ce sujet exige également une adaptation spécifique aux enjeux que se pose l’aménageur. En ce sens nous, discutons les bases conceptuelles permettant de passer d’une approche technique et statistique du transport à la mobilité urbaine des marchandises pour englober les dynamiques du système urbain des « marchandises ». A travers neuf agglomérations françaises, nous confrontons les dispositifs stratégiques d’aménagement aux spécificités de la mobilité urbaine des marchandises et les conflits et incohérences qui en découlent. Nous développons par la suite le cas lyonnais pour illustrer les dynamiques et interactions territoriales complexes qui sous-tendent la mobilité urbaine des marchandises et l’évolution ainsi que les limites de la prise en compte de cette thématique. Enfin, pour discuter les effets de ces modes d’(in)action sur l’environnement urbain nous détaillons le processus d’intégration opérationnelle de la mobilité des marchandises dans deux opérations d’aménagement emblématiques de la ville de Lyon, le projet Lyon-Confluence et la rue Garibaldi.Malgré l’existence d’outils de mesure et d’action, nous montrons que la mobilité urbaine des marchandises est une thématique encore illégitime, en conflit avec le processus d’aménagement classique. Dans ce contexte les techniciens spécialistes du sujet se retrouvent marginalisés du processus d’aménagement mais servent toutefois d’alibi technique et politique pour afficher les capacités de réflexions de la collectivité sur une thématique complexe<br>Still widely unexplored thirty years ago, urban freight transport is now undergoing an indisputable scientific development under the tutelage of national and international institutions. This subject now emerges as a substantial issue since consumers’ behaviours and supply chain management evolutions strongly impact cities’ sustainability. However, it seems that urban planners hardly take this new topic into account on a local level. Although it is an essential function of the urban system, freight transport remains widely unregarded by public decision makers, when it is not considered as a negative consequence of urban activity.This thesis focuses on the integration of a subject envisioned as poorly structuring for urban planners, studied here at the local authorities’ level. In the 1990s the necessity emerged for urban freight transport to be conceptualised in a way that differed from interurban freight transport. We now also consider that this subject needs to be specifically adapted to suit urban planners’ issues and we discuss the conceptual bases necessary to shift from a technical and statistical approach of transport to a view of urban freight mobility encompassing the dynamics of the “urban freight” system. Relying on the examples of nine French conurbations, we then confront urban planning policies to the specificities of urban freight mobility and describe the resulting conflicts and inconsistencies. We then develop the case of Lyons to illustrate the complex territorial dynamics and interactions underlying urban freight mobility and provide an analysis of how the actors’ awareness of this topic has evolved and to what extent it can be raised. Finally, in order to study the effects the (in)actions of city planners on urban environment we detail the process of integration of freight mobility through two urban development operations in Lyons, the “Lyon Confluence” project and the Garibaldi street project.Despite the existence of measuring and action tools, we show that urban freight mobility is still an illegitimate subject, at odds with mainstream urban planning. In this context, freight specialists in local authorities are largely kept away from the planning process, but are exposed and used as an alibi to demonstrate the capacity of public authorities to work on a complex subject

A l'heure d'une société marquée par les technologies de l'information, les territoires locaux sont soumis à des formes de développement de plus en plus dictées et encadrées par le haut, basées sur les paradigmes de l'économie mondialisée et du développement durable. La question est alors de savoir comment ces territoires peuvent promouvoir un développement endogène qui fasse sens pour les acteurs locaux. Pour ce faire, nous inscrivons notre recherche dans les sciences de l'information et de la communication en mobilisant le concept d'intelligence territoriale. Nous apportons notre contribution à cette approche en approfondissant le rôle que peut jouer la dimension géographique dans les dispositifs socio-techniques d'information et de communication (Distic) à l'échelon des territoires intercommunaux. Nous adoptons pour cela une posture de recherche-intervention qui alterne des réflexions théoriques avec des observations et interventions empiriques sur une étude de cas, celle du territoire de Thau. Les représentations spatiales, comme produits médiatiques constitutifs des Distic, offrent une diversité de propriétés sémiotiques et de fonctionnalités que nous mettons en évidence. Nous utilisons aussi le métamodèle de Schwarz à un niveau macro pour rendre compte de la complexification et de l'autonomisation progressive du territoire de Thau sur les vingt dernières années.

An architectural territory is an area of human settlement that exhibits consistent architectural conditions or elements. In this thesis, three primary aspects of territory are considered: massing patterns, circulation networks, and typological structure.
Many European architects work to extend, delimit, and join territories through their architectural interventions. In this way buildings function both as objects in themselves and as linking or delimiting parts in an urban whole.
This thesis presents an American's understanding of a typically European approach, gained during a year of study at the Accademia di architettura in Mendrisio, Switzerland. Combining observations of Accademia pedagogy with the presentation of two projects undertaken there, it offers a definition of territory and two territorial discourses. In the first project, located in Padua, the intent is to strengthen the definition of two adjacent territories by means of an interstitial housing and office complex. In the second the territory of a service island at the edge of Venice becomes the primary influence for the form of a rock venue and contemporary cultural center.
The social and political territories in a city, powerful forces for architecture, are also discussed in the context of Padua. An aging and shrinking population may not need or want a building typology that interests elite political and economic actors.<br>Master of Architecture

Cette thèse est consacrée à l'étude du projet de création d’un Etat palestinien. Elle pose la question de la possibilité de la naissance d’un tel Etat, conformément aux critères juridiques et politiques de l'Etat. Analysées les causes de l’échec des tentatives précédentes. Nous avons constaté que depuis la défaite des armées arabes en 1967, et à ce jour, la direction palestinienne n’avait pas une stratégie claire, aggravé par les divisions internes, ainsi que par la volonté manifeste de l'occupant israélien de rendre plus difficile une telle création.Notre recherche vise à montrer que si l'Etat palestinien peut être créé en droit, sa viabilité reste subordonnée à la bonne volonté d'Israël, quand bien même il bénéficierait de soutiens diplomatiques sincères de l’ensemble des acteurs internationaux. Ainsi, les Palestiniens se voient proposer, après les accords d'Oslo, plus qu'une autonomie et moins qu'un Etat,(Etat client), car dépourvu de toute forme de souveraineté. La « communauté internationale » n'a manifestement pas fait assez de pressions pour contraindre Israël à geler la colonisation, et ce malgré ses promesses de créer un Etat palestinien viable et indépendant, selon les présidents américains successifs.Ce travail aboutit à la conclusion que le projet d'un Etat palestinien est devenu un projet irréaliste dans le contexte politico-juridique actuel<br>This study investigates the proposal to establish a Palestinian State in accord with international policy and law. The research also looks into the reasons for the failure to establish such a state following the defeat of Arab armies in 1967 until the present time. These reasons can be summarized in the lack of clear strategic policy for the Palestinian leadership, the internal division of the Palestinian political institutions, and the Israeli practices and measures against Palestinians and the Palestinian leadership on both international and national levels to stop the establishment of this state.This study attempts to show that in the absence of true international support for a Palestinian State, the existence and vitality of such a state would depend on Israel's good intentions. However, the prospects to establish this state seem unattainable as a result of Israel's refusal to abide by international law and in the absence and inability of the international community including the consecutive American Presidents to exert pressure on Israel to even freeze settlement. Following Oslo Agreement, Palestinians found themselves in a situation to establish an entity that is more than autonomous self-rule but still less than a fully-fledged state. The study concludes that the possibility to create a Palestinian State has become unrealistic in current political and legal contexts

Le projet urbain apparaissant comme l’outil incontournable de la ville contemporaine, cette réflexion pose l’hypothèse selon laquelle la cohérence du projet urbain global réside dans l’articulation des projets relatifs aux différentes échelles constitutives du territoire. Un des objectifs de la recherche est de mesurer l’impact de notre contexte contemporain d'incertitude sur la planification à travers la notion de projet urbain et les modes d’élaboration de projets. La réflexion s’intéresse donc aux outils émergents et à développer qui facilitent l’articulation des échelles et phases de projets, articulation identifiée comme élément indispensable de la cohérence du projet urbain. Cette articulation est identifiée comme cruciale pour atteindre une certaine cohérence urbaine car elle révèle les interactions des interventions opérationnelles les unes sur les autres, et permet d’évaluer leur degré de cohérence avec la planification globale. Cette question revêt un caractère particulier à Saint-Etienne car le territoire cumule les projets relevant d’acteurs multiples. Les Parcs naturels régionaux ont cinquante ans. Leurs missions sont de protéger et mettre en valeur des territoires habités à dominante rurale présentant un intérêt particulier pour la qualité de leurs patrimoines naturels et culturels. Pour cela, ils conjuguent un projet qui rassemble habitants et leurs représentants, un périmètre spatial politico-administratif en continuelle ré-interrogation formalisé par un contrat non prescriptif – une charte –, et un programme d’actions évaluables dans une durée déterminée. La culture y est posée comme moteur du projet de territoire. En croisant les sciences de l’espace, issues de la géographie béhavioriste et du socio-cognitivisme, les sciences humaines – l’ethnologie, la sociologie, la philosophie et l’histoire – et les sciences économiques et du politique, la recherche interroge si leurs interventions culturelles ont participé à la production du(des) territoire(s), soit en apportant une contribution soit en s’imposant comme une condition. Pour se faire, elle décline la notion de « l’agir territorial » (FAVORY, 2003) où cultures et territorialité sont analysées comme des construits socio-politiques. Les actions patrimoniales et leur adhésion au référentiel du développement durable ont transformé les Parcs de gestionnaire en « assembliers » et substitué à la seule médiation patrimoniale et culturelle, une médiation territoriale. Pour cela, sont apparus de nouveaux passeurs : les artistes. Les Parcs ont alors jeté les bases d’une « coproduction culturelle de l’action socio-territoriale ». Cette « transactionnalité » (GIDDENS, 1987) a généré des inters – inter collectivité, inter sectorialité, inter culturalité – « dans » et « entre » les collectivités, « dans » et « entre » les personnes privées et publiques. Ils sont un préalable à une fabrication de « communs culturels territoriaux » qui empruntent leur formule économique à celle qui régit le développement local. Ils fournissent un principe unificateur qui dissout les tensions originelles entre culture(s) et nature suivant le même phénomène que celui de la « créolisation » (GLISSANT, 2001), c’est-à-dire en débouchant non sur un mélange uniformisant ou conflictuel mais sur des recompositions respectives de leurs postures culturelles, susceptibles de réviser leurs systèmes de références et d’agir en communs. Leur résilience se cache dans leur existant, selon le principe pragmatique de « rétro innovation » (MAGNAGHI, 2003). Le résultat de la recherche nous amène alors à émettre une modélisation nommée « l’agir culturel territorial en communs » et à définir une (ad)équation, combinant développement territorial, « communs » et droits culturels<br>Regional Nature Parks have turned fifty. Their missions are to protect and enhance inhabited areas with a predominantly rural character and which are of particular interest for the quality of their natural and cultural heritage. In order to do this, they combine a project that brings together inhabitants and their representatives, a political-administrative spatial perimeter that is constantly being re-interrogated and formalized by a non-prescriptive contract - a charter -, and a programme of actions that can be evaluated within a fixed period of time. Culture is set as the driving force of the territorial project. By combining space sciences (derived from behavioral geography and socio-cognitivism), social sciences (ethnology, sociology, philosophy and history) and economic and political sciences, the research questions whether their cultural interventions have contributed to the production of territory/ies, either by making a contribution or by imposing themselves as a condition. In order to do so, it applies the notion of "territorial action" (FAVORY, 2003) where cultures and territoriality are analyzed as socio-political constructs. Heritage actions and their adherence to the sustainable development reference system have transformed parks from managers to "assemblers" and have replaced the sole heritage and cultural mediation, with territorial mediation. To do this, new facilitators have appeared: artists. Parks then laid the foundations for a "cultural co-production of socio-territorial action". This "transactionality" (GIDDENS, 1987) generated "inters" - inter-community, inter-sector, inter-culture - "in" and "between" communities, "in" and "between" private and public persons. They are a prerequisite for the creation of "territorial cultural commons" that borrow their economic formula from that which governs local development. They provide a unifying principle that dissolves the original tensions between culture(s) and nature, following the same phenomenon as that of "creolization" (GLISSANT, 2001), i.e. by leading not to a unifying or conflictual mixture but to respective recompositions of their cultural postures, likely to revise their systems of reference and act as commons. Their resilience is hidden in their existing, according to the pragmatic principle of "retro innovation" (MAGNAGHI, 2003). Este estudo propõe uma leitura sobre a poética arquitetônica nas obras de Luis Barragán, Alvaro Siza e Tadao Ando, a partir do elo que estabelecem no binômio construção-natureza.Tomando de suas produções projetos emblemáticos dessa relação, encontramos \"lugares arquitetônicos puros\" (HUET, 1979) que restituem o caráter ontológico da disciplina ao evocarem, nessa fronteira última da arquitetura, questões primordiais da existência humana. No diálogo que propõem entre localidade e síntese moderna, essas \"construções do lugar\" nos revelam, mais do que posturas críticas, inquietudes - ou obsessões - de seus criadores, as quais se concretizam na experiência fenomenológica das obras, por meio da \"desmaterialização\" da própria arquitetura.Barragán, em Los Clubes (1964-1968) - Cuadra San Cristóbal e a Fuente de los Amantes -, impõe agudos contrastes à paisagem para então dissolvê-los, numa \"realidade fantástica\" que consuma a improvável comunhão entre fé católica e desejo erótico; na Piscina de Leça da Palmeira Siza narra o retorno do Homem à Natureza, num \"discurso da técnica\" que desfaz, no caminho entre a cidade e a praia, o muro de concreto em areia e pedra; no Templo da Água, Tadao Ando estabelece um percurso do profano ao sagrado - da razão ocidental à espiritualidade oriental -, pela transmutação simbólica da forma geométrica, regida por vazios radicalmente disponíveis (Ma).Cada capítulo circunscreve individualmente um arquiteto e sua obra por meio de três aproximações sequenciais: inicia com as impressões da visita à obra; passa a pela genealogia da imaginação e formação da linguagem; e fecha o ciclo retornando ao projeto, analisado a partir dos desenhos e dos dados coletados ao longo da pesquisa. Pretendemos, assim, criar uma ponte entre o desígnio projetivo e a expressão obra, para identificar, nesse trajeto, os recursos poético-arquitetônicos utilizados. Na conclusão, são gerados cruzamentos horizontais entre as diferentes manifestações desses recursos nas obras - percurso, muro, água, luz etc. - como tentativa de contribuir para o léxico poético da disciplina.<br>This study proposes a reading of architectural poetics on the works of Luis Barragán, Alvaro Siza and Tadao Ando, departing from the link that each of them establish on the binomal construction-nature. Considering among their productions the emblematic projects of such a relationship, we can find pure architectonic places (HUET, 1979) that restore the ontological character of the discipline, evoking, through this last frontier of architecture, universal issues of the human existence. In the dialogue they propose between place and modern synthesis, those \"site constructions\" thus reveal rather than critic positions, but basic and primordial disquietudes - or obsessions - from their creators. Those disquietudes become concrete in the phenomenological experience of the place, in the very same \"dematerialization\" of architecture.Barragán, in Los Clubes (1964-1968) - Cuadra San Cristóbal and Fuente de los Amantes -, imposes sharp contrasts to the landscape to then dissolve them in a \"fantastic reality\" that consummates the unlikely match between catholic faith and erotic desire; in Leça da Palmeira Swimming Pool, Siza tells, by a \"technical speech\", the return of Man towards Nature, in a liturgic procedure that undoes, between the city and the beach, the concrete wall into sand and stone; on the Water Temple, Tadao Ando establishes a path from the profane towards the sacred - from the occidental reasoning to the oriental spirituality -, through the symbolic transmutation of the form along radically available spaces (Ma). Each chapter individually circumscribes one architect and his work through three sequential proxies: it begins with the impressions obtained in site visits; then goes through a genealogy of the imagination and the formation of the language; and closes the circle returning to the project, aproached through the drawings and data collected during the research. The goal then, is to create a bridge between the project intentions and the expression of the work, to identify, along this path, the poetic architectural resources that were used. In the conclusion, horizontal crossings are created between different expressions of those resources on the constructions - pathway, wall, water, light etc. - as a way to try to contribute to the poetic lexicon of the discipline.

La thèse s’interroge sur les raisons et la mise en œuvre des stratégies d’aménagement transfrontalier des espaces frontaliers de la Grande Région. Attert (Belgique) et Beckerich (Luxembourg), le Pays de Montmédy (France) et la Gaume (Belgique) ainsi que la Réserve de Biosphère Transfrontalière des Vosges du Nord-Pfälzerwald servent d’exemple à notre questionnement. Relevant de trois cadres de vie et appartenant à trois enveloppes territoriales différentes, ces territoires exemplaires en matière de coopération nous montrent que ces stratégies naissent en premier lieu de l’existence de liens de proximité dont nous proposons un classement par ordre d’importance. L’exemple de développement du voisin, le rôle des politiques, etc. sont également d’autres facteurs de rapprochement.À partir de nos enquêtes, nous avons pu dresser une typologie des phases de construction d’un projet de territoire transfrontalier : ambitionner la construction d’un territoire transfrontalier ; proposer un aménagement partagé et enfin constituer une structure juridique afin de mieux agir sur l’aménagement local. Dans les étapes énoncées, Interreg sert de support. Pour parvenir à un résultat, les territoires associent à leurs actions leurs documents (nationaux) d’aménagement local qui permettent ainsi de former une ramification locale des actions transfrontalières engagées, de part et d’autre de la frontière. Le tourisme, l’énergie ou le développement durable sont les axes de rapprochement utilisés par nos cas d’étude.Si la frontière est présentée ici comme un objet centripète, elle est également centrifuge dans le sens où le rapprochement est limité par différents facteurs, plus particulièrement par les dissemblances juridiques et territoriales<br>This doctoral thesis aims at questioning the reasons and implementations of cross-border development strategies in the border sectors of the “Grande Région”. Locations like Attert (Belgium), Beckerich (Luxembourg), the Pays de Montmédy, and La Gaume (Belgium) as well as the trans-boundary Palatinate Forest-North Vosges Biosphere Reserve (France and Germany) have been used as examples to guide our reflection. Falling within different lifestyles, traditions and territorial administrations, those territories which are exemplary in terms of cooperation, show us that these strategies come into existence thanks to close local relationships and bounds for which we suggest a classification by rank of importance. The example of your neighbour’s development, the action of the politicians are also bridging factors.The result of our inquiries has enabled us to establish the typology of the different phases in the elaboration of a cross-border territorial project : to ambition the construction of a cross-border territory; to imagine and submit a project of common development and finally to build up a legal administrative structure with a view to a better action on the local development. In the different steps mentioned afore, EU INTERREG programmes have been used as support.In order to reach a result, the territories associate their national documents of local development to their action which enables them to create a local ramification of the programmes that are implemented. Tourism, energy or sustainable development are the rapprochement axes that we have studied. If in our research the border is introduced as a centripetal object, it is also centrifugal in the way that this rapprochement is limited by a series of different factors, more particularly the legal and territorial dissimilarities

Introduction and aims: In recent years, public access defibrillation programs have exponentially increased the availability of automatic external defibrillators in public spaces but there are no data on their performance in our setting. We conducted a descriptive analysis of the performance of automatic external defibrillators since the launch of a public defibrillation program in our region.
Methods: A prospective analysis was conducted of electrocardiographic tracings and the performance of automatic external defibrillators in a public defibrillation program from June 2011 to June 2018 in the province of Girona, Spain.
Results: There were 479 automatic external defibrillators activations. Full information was available on 405 activations, of which 77.4% corresponded to mobile devices. Asystole was the most prevalent rhythm (38%), while ventricular fibrillation accounted for 24%. The specificity of the device in identifying a shockable rhythm was 99.5%, but there were 22 false negatives (sensitivity 81.3%). There were 97 shockable rhythms, where 90 (92%) were treated successfully and a spontaneous circulation recovery rate of 45.3% (44 cases). There were no accidents related to the use of the device.
Conclusions: Asystole was the most prevalent rhythm. The automatic defibrillators analyzed showed excellent safety, efficacy and specificity, with moderate sensitivity<br>Introducció i objectius: La desfibril·lació pública ha potenciat la difusió i l’ús dels desfibril·ladors automàtics però no es disposa de dades actualitzades dels ritmes cardíacs subjacents ni de l'ús i funcionament dels dispositius al nostre medi. Hem realitzat una anàlisi descriptiva dels ritmes trobats a les aturades cardiorrespiratòries i de l'ús i funcionament dels desfibril·ladors automàtics després del desplegament d’un programa de desfibril·lació pública. Mètodes: Anàlisi prospectiva del funcionament dels desfibril·ladors i dels traçats electrocardiogràfics registrats en el marc del programa Girona Territori Cardioprotegit, entre juny de 2011 i desembre de 2018. Resultats: De 479 activacions, es varen considerar analitzables 405 casos, dels quals 360 (77,4%) procedien d’un dispositiu mòbil. L’asistòlia va ser el ritme cardíac més prevalent (38%) seguit de la fibril·lació ventricular (28%). L’especificitat global dels algoritmes dels desfibril·ladors va ser del 99,5% (1 fals positiu) amb una sensibilitat del 81,3% (22 falsos negatius). Dels 97 casos que l’aparell va considerar desfibril·lables, el dispositiu va interrompre l’arrítmia en 90 (92%) i 44 (45,3%) varen recuperar la circulació espontània. Es varen realitzar maniobres de RCP en el 76% de les aturades però només un 35% varen complir criteris de qualitat. No es va identificar cap accident relacionat amb l’ús del dispositiu. Conclusions: L’asistòlia va ser el ritme més prevalent. Els desfibril·ladors automàtics analitzats varen presentar una excel·lent especificitat, eficàcia i seguretat amb una moderada sensibilitat

Ces processus de préservation/transformation conduisent l'interstructuration des pôles éducatifs désignés. L'interstructuration des pôles organise les modalités de la construction de la forme éducative partagée autour d'un projet commun : le projet éducatif local<br>In this present research work, the local educational project ("PEL" standing for Projet éducatif local) is proposed as an intersecting area between the project related to the education system and the project related to the territorial system. The PEL is the implementation and locally, the visible emergence of the policy aiming at the development of local education (DEL standing for Developpement éduactif local). The pEL is defined as a dynamically evolvong space, which, in all aspects related to their organisation, their relationship, operationnal mode and objective preserves and/or transforms the two main education axis : on one hand, the legitimate and formal organisation of the education nationale (national education service), and on the other hand, the less formal and more evolving territorial organisations. Thses processes of preservation/transformation lead to the "inter-structuration" of these organisations understood as interactive structural changes due to the PEL. Les marges apparaissent comme une notion répandue des disciplines de l’espace. Polysémique et maintes fois conceptualisée, utilisée autant pour caractériser un site géographique, un milieu, que pour des territoires oubliés, à l’écart de l’intérêt d’investigation des professionnels et des politiques. Elles sont néanmoins habitées et ce sont ces conditions qui nous intéressent en tant qu’architecte. Notre travail part d’une intuition formulée il y a plus de dix années au sein du territoire uruguayen, et particulièrement dans sa capitale, Montevideo, où certaines populations se sont installées au sein d’établissements qualifiés d’informels dans les sites de marges de cours d’eau et des côtes. Si les travaux portant sur la marginalité sociale et urbaine abondent, rares sont ceux qui traitent des interrelations entre les dimensions spatio-temporelles, géographiques et climatiques des marges. Or, ces dernières interrogent de manière privilégiée l’architecte, le projet et ses outils. Dans un contexte d’incertitudes, où les effets du changement climatique augmentent les fragilités et les inégalités socio-spatiales, la thèse entend éclairer ce que peuvent signifier les marges comme territoires physiques, porteurs de fragilités et d’ingéniosités, apportant des connaissances nouvelles pour l’architecture et le projet. L’habitat informel marginalisé questionne la capacité de l’architecte à saisir les processus de matérialisation de conditions variables. Caractérisé par des dimensions changeantes et évolutives, l’habitat associerait les conditions physiques, environnementales et climatiques des sites dans lesquelles il se situe. Notre problématique vise à comprendre en quoi et comment les marges, en tant que sites de transformation des qualités de l’habiter, permettraient de (re)penser pleinement le processus de conception et de fabrication pour des situations concernées par les incertitudes.En ce sens, notre travail décortique la façon dont les marges passent de sites aux qualités physiques et environnementales, marqués par des aléas et de multiples changements, à des situations où se matérialisent la fragilité sociale et spatiale de l’habitat et des habitants. Les marges révèlent la nécessité de croisement de connaissances et de méthodes dans lesquels les outils de représentation sont en acte et conduisent à révéler la complexité des processus de fabrication des marges par un important travail dessiné, cartographié et schématisé. Une telle approche permet de révéler et de comprendre le rôle des processus et des évolutions de l’habitat, in situ, pour continuer à vivre au sein de sites où les aléas climatiques sont permanents. En associant les différentes qualités de l’habiter, il devient possible d’avoir une connaissance et une compréhension approfondie de la complexité et des spécificités de ces territoires. Le dessin et le redessin permettent de fabriquer des outils de projet ayant capacité à proposer des hypothèses de transformation, mais également à être mobilisés pour penser et agir ailleurs. Nous testerons cette possibilité au sein d’un site en France, à Marseille, qui aura un statut d’expérimentation des outils fabriqués. In fine, les marges comme territoires d’exploration du projet suscitent l’élaboration de champs communs capables de jouer des rôles différenciés face aux défis du changement climatique, et avec plus d’acuité pour les modes d’habiter les plus fragiles.La thèse s’organise en trois parties. La première propose de regarder les marges à travers les connaissances théoriques et historiques, mais aussi méthodologiques, qu’elles peuvent procurer pour l’architecture. Dans une deuxième partie, nous lirons les dimensions temporelles et spatiales de leur processus de matérialisation. Et dans une dernière partie, la thèse propose d’explorer le renouvellement d’outils de projet à partir des marges et des incertitudes<br>Margins appear to be a widespread notion in spatial disciplines. Polysemic and conceptualized many times, used as much to characterize a geographical site, an environment, as for forgotten territories, far from the investigative interest of professionals and politicians. They are nevertheless inhabited, and it is these conditions that interest us as architects. Our work starts from an intuition formulated more than ten years ago within the Uruguayan territory, and particularly in its capital, Montevideo, where certain populations have settled in establishments described as informal in the sites of river margins and coasts. While there are many works on social and urban marginality, few deal with the interrelations between the spatio-temporal, geographical and climatic dimensions of margins. However, the latter question in a privileged way the architect, the project and its tools. In a context of uncertainty, where the effects of climate change are increasing fragility and socio-spatial inequalities, the thesis intends to shed light on what the margins can mean as physical territories, bearers of fragility and ingenuity, providing new knowledge for architecture and design. Marginalized informal housing questions the architect’s ability to grasp the process of materializing new conditions. Characterized by changing and evolving dimensions, the habitat is said to combine the physical, environmental and climatic conditions of the sites in which it is located. Our problem aims to understand how and in what way margins, as sites of transformation of the qualities of living, would allow to fully (re)think the design and manufacturing process for situations concerned by uncertainties.In this sense, our work examines the way in which the margins move from sites with physical and environmental qualities, marked by hazards and multiple successive changes, to situations where the social and spatial fragility of the habitat and its inhabitants are materialized. Margins reveal the need to cross knowledge and methods in which the tools of representation are in action and lead to revealing the complexity of the processes of making margins through significant drawn, mapped and schematized work. This approach reveals and helps us understand the role of processes and changes in the habitat, in situ, in order to continue to live in sites where climatic hazards are permanent. By combining the different qualities of inhabitation, it becomes possible to gain in-depth knowledge and understanding of the complexity and specific features of these areas. Drawing and re-drawing make it possible to create project tools that can be used to propose hypotheses for transformation, and also to think and act elsewhere. We will be testing this possibility at a site in Marseille, France, which has a status of an experiment in the possibilities of the tools we have produced. Ultimately, margins as territories of exploration for the project will give rise to the development of common fields capable of playing differentiated roles in the face of the challenges of climate change, and with greater acuity for the most fragile ways of living.The thesis is organized in three parts. The first looks at the margins in terms of the theoretical, historical and methodological knowledge they can provide for architecture. In the second part, we will read at the temporal and spatial dimensions of their process of materialization. And in the final part, the thesis proposes to explore the renewal of project tools based on margins and uncertainties

Le projet de territoire est devenu l’un des outils privilégiés pour une action publique territoriale concertée, sur une scène publique territoriale beaucoup moins hiérarchique et plus fragmentée que par le passé. Mais bien que présenté comme un outil permettant la coordination, sinon la coopération, le projet de territoire ne s’affranchit pas des hiérarchies entre les acteurs et des relations de pouvoir. Comprendre l’engagement ou non des acteurs dans ces projets nécessite alors d’identifier et d’analyser les déterminants de l’action et le contexte dans lequel elle se déroule. Partant d’une étude de cas, l’ « économie turquoise » (projet porté par le Conseil départemental des Côtes-d’Armor), ce travail de thèse s’intéresse ainsi aux processus d’engagement et de désengagement des acteurs dans l’élaboration et la mise en œuvre de ces projets. Afin de tenter de saisir ces processus dans leur globalité (et non dans leur exhaustivité), sont mobilisées des approches issues de cadres théoriques différents permettant d’articuler l’analyse des trajectoires individuelles à celles des collectifs dans lesquels elles s’exercent. Grâce au bénéfice d’une convention CIFRE, le choix d’une approche ethnographique du terrain a été adopté. Elle s’appuie sur une triangulation basée sur la réalisation d'entretiens semi-directifs, d’une analyse documentaire et d’une observation (parfois participante) de la démarche en construction. Ce travail démontre, tout d’abord, que le projet est loin de former un tout isolé, clairement identifiable, s’inscrivant dans une temporalité bien délimitée. De plus, grâce à la mobilisation privilégiée de la théorie de l’acteur-réseau, de la théorie des liens faibles et des économies de la grandeur, cette recherche analyse minutieusement le processus d’élaboration et de mise en œuvre de l’« économie turquoise », tout en révélant les modalités d’interactions entre les acteurs concernés et la construction des compromis. Les résultats exposent également comment le projet se trouve pris en tension entre une visée instrumentale et une volonté de co-construction. L’analyse montre ainsi que de l’enrôlement ne découle pas de facto une forme d’implication dans l’action. Elle explique, de plus, comment le territoire se constitue en tant qu’actant non-humain des projets de territoire influençant ainsi l’engagement des acteurs dans ces projets. Enfin, à partir des relations entre les différentes entités du réseau, ce travail identifie comment les acteurs, par leurs appartenances multiples, peuvent se constituer en tant que vecteurs de liens privilégiés pour élargir le réseau ou, au contraire, en tant qu’écrans. Enfin, une analyse réflexive et épistémologique, restituant le contexte d’implication et de collecte des données, apporte des éléments de réflexion sur la construction d’un parcours de jeune chercheur<br>Regional development projects are frequently supported through collaborative action, and take place in an environment that is less hierarchical and more fragmented than the past. Although presented as a focus for coordination, and/or cooperation, the regional development project does not eliminate hierarchies between stakeholders and the associated power relationships. Understanding the engagement, or not, of the stakeholders in these projects makes it necessary to identify and to analyze the determining factors for the action and the context in which it takes place. Starting out from a case study, the “turquoise economy” (a project supported by the French department of Côtes-d’Armor), the work within this thesis focuses on the process of engagement and/or disengagement of the stakeholders in the development and the implementation of regional projects. In order to explore this process holistically, approaches emerging from different theoretical frameworks have been utilised to analyse the contrasting ways in which stakeholders engage or not in collective action. Thanks to a “CIFRE agreement”, the choice of an ethnographical research was able to be followed. A triangulation method was adopted; semi-structured interviews, analyzing documentation, observing the development of the project and at times taking part in it. First of all, this work demonstrates that the case study project is far from forming an isolated whole, clearly identifiable, set in a well bounded temporality. Furthermore, thanks to the chosen use of the actor-network theory, the Strength of weak ties theory and the economies of worth theory, this research analyzes thoroughly the process of developing and implementing the case study project, whilst also revealing the modalities of interactions between the stakeholders and the compromises they make. The results also set out the reasons why there is tension in the case study project because it is caught between a desire to achieve a pre-defined objective and a wish to demonstrate co-construction. The analysis shows that the enrolment of stakeholders does not infer de facto their involvement in the action. Furthermore, the analysis demonstrates that stakeholders have different perceptions of the project, not necessarily coterminous, that influenced their engagement in the project. Finally, by analyzing the relationships that exist between the various stakeholders on the project and their relationships beyond the project, this work identifies how the stakeholders, with their different affiliations can become influential in the widening of the network or, on the contrary, act as opaque screens. The work concludes with a reflexive and epistemological analysis based on the researcher’s experiences of being involved in the project and the process of data collection. Recommendations are provided on how a young researcher might overcome some of the challenges faced in undertaking a project of this nature

Notre posture critique nous permet d'enquêter la notion de durabilité d'un point de vue qui est profondément lié à la réflexion et la praxis du projet de territoire ; nous nous sommes donc centrés sur les cultures disciplinaires, en nous penchant en particulier sur les acteurs de la conception. La question de la consistance et de l'utilité de la notion de figure nous a permis d'effectuer une mise en perspective des questions actuelles, notamment par rapport au débat italien sur les outils critiques du projet. La recherche que nous avons mené semble nous indiquer que la question de la « métropole durable » est en train de modifier les équilibres et le sens des différentes figures à l'oeuvre dans le territoire de Strasbourg, dans ses représentations aussi bien que dans les récits des acteurs<br>This dissertation aims at exploring on the diffusion of sustainability in France and its role in urban and large-scale design. To this aim, the arising of sustainable urban development is regarded as a set of problems, rather than a set of solutions. Our critical position allows us to challenge the notion of sustainability from a viewpoint that is profoundly linked to reflection and practice of the large-scale project; we therefore have focused on disciplinary cultures, particularly those concerning design and planning stakeholders. The notion of figure, the issue of its consistency and relevance has allowed us to put into perspective contemporary topics, especially referring to the Italian debate on tools of design thinking. Concerning the Strasbourg case-study, our research suggests that the “sustainable metropolis” is changing meanings and relationships between different figures operating in its territory and its representations, as well as its narratives<br>Questa tesi vuole, in prima istanza, raccontare la diffusione della sostenibilità in Francia, dal punto di vista della sua “declinazione urbana”, e indagare il suo ruolo all'interno del progetto urbanistico e territoriale. Viene quindi presentata l'emergenza dello sviluppo sostenibile, non tanto come una soluzione, quanto come una problematica: vengono messe in luce le sue contraddizioni, le questioni che esso pone, le tensioni tra i suoi elementi costitutivi. La scelta di una postura critica permette di indagare la nozione di sostenibilità da un punto di vista profondamente legato alla riflessione e alla pratica del progetto di territorio; ci siamo quindi concentrati sulle culture disciplinari, in particolare sugli attori del progetto. La questione della consistenza e dell'utilità della nozione di figura ha costituito per noi il mezzo per riallacciarci al dibattito italiano sugli strumenti critici del progetto, interrogandone la pertinenza in una prospettiva contemporanea. А также приводятся инвестиционные расчеты по строительству детского сада, которые наглядно демонстрируют возможность улучшения ситуации с обеспечением населения социальными объектами в условиях дефицита бюджета за счет механизмов государственно-частного партнерства.<br>The master's thesis consists of an introduction, three chapters, conclusion, list of references and applications. The paper reviews the existing methods for assessing the sustainable development of the territory, types of indicators and scientific and methodological approaches to their development, as well as classification of material and intangible resources, analysis of the impact of material resources on the development of human capital and analysis of the level of use of organizational resources of the Sverdlovsk region. In addition, recommendations were prepared on the formation of a methodology for assessing the level of use of material and intangible resources for the development of the territory of the Sverdlovsk region. Also, investment calculations for the construction of a kindergarten are presented, which clearly demonstrate the possibility of improving the situation with providing the population with social facilities in the context of a budget deficit through public-private partnership mechanisms.

Face à une crise de la planification avérée depuis plusieurs décennies, l'aménagement peine à renouveler ses méthodes et outils, ainsi qu'à relever le défi de l'action dans un monde incertain. Toutefois, impulsés par des formes de gouvernance inédites, des objets territoriaux non identifiés apparaissent, théâtres de modalités d'action et de territorialités qui échappent au cadre de la planification et à l'institutionnalisation. Le Pôle d'Orly, projet interdépartemental, en est un exemple. C'est en le suivant au quotidien pendant quatre ans, au Conseil général de l'Essonne, que cette thèse s'est construite autour de l'idée que l'improvisation peut éclairer la nature de l'action et du territoire en jeu et permettre de comprendre leur pertinence et leur efficacité propres. En élargissant l'enquête à l'ensemble des projets d'aménagement du CG, une trajectoire commune est apparue, dessinant les contours d'un modèle d'action improvisée. Ambiguïté, équivoque, indétermination et éphémère en sont des propriétés centrales. Caractérisée par une intentionnalité et une créativité partagées qui ne distinguent plus entre composition et exécution, l'improvisation s'appuie sur la construction du sens et des finalités dans le cours de l'action et rétrospectivement, issue de l'interaction entre leader et partenaires, joue avec un horizon d'attente et multiplie les effets latéraux. L'analyse des compétences déployées par les chefs de projet a par ailleurs permis d'identifier les bases d'une discipline de l'action improvisée. Celle-ci porte l'attention sur des qualités et des valeurs associées à l'écoute, la prévoyance, la confiance, l'engagement, dans une logique de don et de croyance, au cœur des échanges avec les partenaires et de l'engagement réciproque au service du projet.

La pluriactivité professionnelle se développe dans les sociétés occidentales, après un siècle de marginalisation. Or accompagner la pluriactivité est problématique du fait de la sectorialisation des dispositifs de soutien à la création d'activité et du modèle de travail véhiculé par cette pratique. Dans les territoires ruraux liés structurellement à la pluriactivité, le dispositif d'accompagnement, interface entre le territoire et les pratiques des acteurs, reflète les tensions et les ambiguïtés des politiques publiques. Le territoire, lieu intégrateur des acteurs et des espaces décisionnels, laisse de côté des acteurs situés aux marges des modèles reconnus et promus par les politiques de développement territorial. Mieux comprendre la teneur d'un projet pluriactif et ses conditions de mise en œuvre permet d'adapter le dispositif d'accompagnement. C'est par une expérimentation de formation/accompagnement menée dans le Haut-Languedoc en 2008 que le projet pluriactif et son accompagnement seront observés. Quatorze porteurs de projet ont été réunis pendant neuf mois autour d'un groupe de chercheurs et d'accompagnateurs, fédérés par la démarche d'accompagnement co-construite tout au long du processus. Tous les projets présentés posaient des questions de fond à l'accompagnement, par leur précarité constitutive ou leur inadaptation au modèle classique de l'entreprise. L'expérimentation montre que le cadre souple et ouvert de l'accompagnement a permis le déroulement du processus de la création d'activité, en intégrant les incertitudes liées à la précarité initiale et les dimensions non économiques du projet. La pluriactivité interroge fortement le modèle de travail et ses valeurs. L'expérimentation montre aussi que ces projets sont en décalage avec la vision de l'activité économique du territoire portée par les institutions, et que mettre en place les espaces de reconnaissance de la pluriactivité s'avère difficile. Accompagner la pluriactivité demande plus qu'une adaptation instrumentale des dispositifs : il s'agit d'un projet politique, qui implique de repenser avant tout la place des acteurs et de laisser émerger les potentialités d'innovation contenues dans des pratiques de travail singulières.

La thèse poursuit comme objectif d’explorer la liaison entre le projet de paysage, conçu comme une intention de transformation soit matérielle soit immatérielle du territoire, en relation à la pratique photographique. Il s’agit d’une enquête interdisciplinaire qui essaie de comprendre les interactions possibles entre les deux matières, évitant une soumission de l’une à l’autre. Se matérialise un champ de recherche sur la culture du projet, orienté à déterminer les possibilités d’utilisation de la photographie comme contribution aux pratiques de conception de l’espace. L’étude problématique pose les questions suivantes: La photographie en tant que représentation et interprétation critique, joue-t-elle un rôle dans le processus matériel et immatériel de transformation du territoire? Quel est l’impact/l’influence sur la pensée projective d’une pratique de fragmentation sélective du paysage? Un mécanisme de re-production du réel, tel que la photographie, peut-il proposer une manière tangible de concevoir l’espace?Pour répondre à cette problématique la recherche développe une démarche méthodologique qui souhaite combiner un double niveau d’étude. D’un côté le parcours de connaissance générale, interrogeant le statut de la photographie en relation au paysage, au-delà d’une simple catégorisation d’un genre photographique. De l’autre côté une pratique expérimentale de l’action photographique dans le cadre d’une transformation de la côte du Sulcis Iglesiente, en Sardaigne: une tentative de représentation critique du territoire. La reconstruction d’une image du territoire passe par une prise de conscience et une mise en perspective de son évolution. L'intérêt général est de pouvoir construire la notion de « vision paysagère » comme action de voir spécifique, évitant la formation des stéréotypes ; une pratique capable de proposer un regard interprétative sur le paysage à travers le filtre de l’appareil photographique<br>The thesis aims at exploring the relationship between the landscape project, conceived as a discipline able to transform the material and immaterial territory, and the photographic practice . It is an interdisciplinary research that attempts to understand the possible interactions between the two branches of knowledge, avoiding the submission of one over the other. It is so conceived a field of research on the design culture oriented to determine the potential use of photography as a contribution to the conception of space. The study highlights some key issues: Can the photography, as representation and critical interpretation, perform a role in the process of transformation of the material and immaterial territory? What is the influence of a practice of selective fragmentation of the landscape on the design thinking? May a mechanism of reproduction of the reality propose a concrete way of conceiving the space?In order to answer these questions the research developed a methodology oriented to the combination of two levels of study. On the one hand the creation of a broad knowledge which examines the status of the photography in relation to the landscape, going beyond the simple categorization of a photographic genre. This diploma thesis deals with the design of an end dwelling house with a café in Žatec (district of Louny). It is a partly basement, detached object on a slightly sloping terrain. The apartment building has one underground floor and three above-ground floors. It consists of six housing units of varying size and layout. On the ground floor there is a cafeteria, while on the second and third floor there are always 3 flats. The end house has an atypical ground plan and is roofed with honeycomb roof. The project is processed using the ArchiCAD computer program.

Elle met en lumière les évolutions dans les modes de pensée et les notions structurantes du champ depuis sa définition dans les années 1970 et propose une remise en question des fondements du projet urbain, tels qu’ils ont été formulés en France depuis les années1980. L’idée d’une nouvelle approche projectuelle, celle du projet métropolitain, est enquêtée, d’une part, à travers une relecture critique des positionnements théoriques véhiculés en France (depuis la décennie 1980), et d’autre part, à travers un regard critique prospectif, au prisme de trois outils conceptuels et opératoires : récit, scénario, figure. Leur exploration fait apparaître le propre d’une culture narrative-descriptive où nouvelles postures intellectuelles, démarches réflexives et représentations mentales contribuent à développer les nouveaux sens du projet métropolitain, entre continuités et ruptures avec l’héritage du projet urbain<br>This thesis questions new developments within the field of urban Architecture in France and, specifically, possibilities for the renewal of the discipline’s project approaches and theories, taken in the context of increased awareness towards the multiple challenges presented by the contemporary European city. It thus highlights fundamental changes in conceptual frameworks (ways of thinking and structuring notions) since Urban Architecture’s first definition in France in the 1970s, and critically analyses the “projet urbain” approaches, as developed in the French context since the1980s. The idea of the “metropolitan project” as a renewed urban planning and design approach is thus investigated both from a retrospective and a prospective critical view point : on one side, by reviewing the “projet urbain”’s theories and methods; on the other, by exploring three conceptual and operating design tools – narrative, figure and scenario. Within this emerging narrative-descriptive design culture, renewed intellectual stances, reflexive processes and mental representations help develop new meanings of the “metropolitan project”, marking both continuities and points of departure with respect to the legacy of the “projet urbain”

Partant de la sociologie d'innovation, des organisations et d'attentes et en se basant sur une démarche empirique d'enquête (plus de 30 entretiens conduits durant 2010-2013 en France), la première partie de cette thèse traite de la variété des acteurs de l'électromobilité et de l'abondance combinatoire des possibilités relationnelles. Elle procède à une analyse historique, théorique et systémique, afin de recenser et établir une typologie des acteurs potentiellement concernés par son développement, d'évaluer leur position stratégique et leur inclinaison envers l'électromobilité, leurs intérêts et facteurs de résistance potentiels. Enfin, le croisement du caractère offensif ou défensif de la stratégie propre à chaque acteur avec le degré variable de maturation de celle-ci a permis de préciser les ressorts de l'adhésion au système d'électromobilité et les conditions d'évolution de celui-ci. La thèse met un accent particulier sur la nécessité de maîtriser la zone d'incertitude la plus majeure du système qui est la recharge. Les ambiguïtés et les difficultés d'installation d'équipements de recharge révèlent une certaine réticence de la société. Combler les lacunes, surtout celles particulières à la recharge privée, mérite une attention collective des constructeurs, opérateurs immobiliers et fournisseurs d'équipements de recharge, ainsi qu'une concentration particulière des efforts publics et ce, à tous les niveaux réglementaire, financier et surtout organisationnel. Cela devrait permettre de raccourcir le décalage qui se manifeste aujourd'hui entre la mise sur le marché des véhicules et la disponibilité des infrastructures de recharge, qui pénalise le démarrage du système en constituant un grand blocage psychologique pour ses usagers potentiels. Dans un deuxième temps, est explorée l'électromobilité dans un cadre systémique éclaircissant les relations d'interdépendance entre mobilité et territoire. En effet, chaque territoire définit son système de mobilité en fonction de ses caractéristiques intrinsèques telles que sa géographie, sa composition démographique et socioéconomique et les autorités territoriales jouent un rôle crucial dans sa mise en œuvre et assurent son bon fonctionnement. Ainsi dans le cadre d'une étude de cas, le diagnostic socio-économique du territoire de Paris-Saclay, suivi par l'analyse de son système de mobilité, permettent de dégager l'avenir possible du territoire en matière de transport, au vu de la dynamique générale créée par le projet de Grand Paris Express. Une fois que l'image future du système de mobilité du territoire est dessinée, la place de l'électromobilité dans ce futur système et le degré de réceptivité du territoire de Paris-Saclay est discutée. L'évaluation du potentiel d'équipement en VE en tant que voiture particulière montre que le territoire de Paris-Saclay constitue un terrain favorable : de par l'adaptation du VE à leur comportement d'auto mobilité et par l'accès à la recharge, 37% des ménages motorisés du territoire sont susceptibles de s'équiper d'un VE (contre 20,5% en IDF). Enfin, la France est le pays où toutes les conditions d'émergence de l'électromobilité se réunissent. Son électricité issue du nucléaire permet d'espérer un bilan carbone très promoteur pour le VE. Les deux constructeurs historiques du pays sont parmi les premiers de l'industrie d'automobile à proposer les modèles électriques de la nouvelle génération. Le déploiement massif des infrastructures de recharge divise. L'éventail des suites à donner est large, allant de l'abandon total de l'électromobilité par peur qu'elle devienne un gouffre financier jusqu'au renforcement des mesures de soutien dans l'espérance de favoriser la dynamique créée. Parmi les options, on soutient une politique de territorialisation du déploiement de l'électromobilité à définir sur la base d'une connaissance approfondie du territoire et de son système de mobilité<br>Over the past few years, socioeconomic and political developments, environmental and energy concerns, and ongoing technological progress nourish the prospect of substituting conventional gasoline cars with upcoming electric alternatives. A real success of the electric vehicle (EV) has become increasingly conceivable but is still subject to a certain number of conditions. Electromobility differs from the currently prevailing form of automobility mainly due to a larger range of the involved stakeholders, and a stronger dependence on the territory where the system is to evolve. These differences motivate the present doctoral research studying the emergence of electromobility in France from two major points of view: the stakeholders' organization and the territory's adaptation. Adopting a historical and empirical approach, the first part of this thesis discusses the results of over 30 interviews conducted with representatives of potential electromobility stakeholders that are likely to have a major influence on the developing electromobility system in France. It deals with the large variety of potential actors and their possible relationships by following a systematic and sociological approach. The applied methodology allows to detail and characterize the actors and to evaluate their likely strategies as well as their inclinations towards electromobility conveyed by various motives of interests and factors of resistance. Analyzing the probable forms of interdependence between the actors in the electromobility system also helps to highlight the lack of some essential links in the current system of actors. The second part of this thesis explores electromobility in a systematic framework in order to shed light on the interdependence between mobility and its territory. Indeed, each territory is endowed with a transportation system of its own on the basis of its diverse intrinsic characteristics. Local authorities have a crucial role to play in the process of deploying the system and of facilitating its functioning. This part of research therefore examines the potential for electromobility development at the local level: the semi-urbanized area of Paris-Saclay located within the Greater Paris area about 20 km southwest from its center serves as study area. The local transportation system's configuration and its dynamics including all relevant projects that will partially or integrally influence the area are discussed. The prospective analysis takes into account a wide range of considerations and potential determinants so as to render the assessment as realistic as possible. The study's findings shed light on the initial phase of the electromobility system's emergence while highlighting the flaws and complexities that hinder its future development. By these means, this research provides decision aid for policymakers and others stakeholders that are potentially involved in the electromobility system's deployment in France

Les défis liés à la sécurisation des ressources secondaires représentent une difficulté majeure pour la viabilité économique et la faisabilité opérationnelle des modèles économiques circulaires, compte tenu de leurs caractéristiques spécifiques telles que la variabilité de qualité et de quantité, ainsi que la dispersion locale des gisements détenus par différents acteurs. Cette thèse s’interroge sur l’organisation territoriale des acteurs pour faire face à ce problème empirique de sécurisation des ressources secondaires, très peu étudié.Pour répondre à cette question, notre recherche menée se concentre sur le cas de la méthanisation territoriale. Ce cas a été choisi en raison de son intégration des principes de l’économie circulaire, de la concurrence et des complexités réglementaires entourant l’utilisation des ressources biologiques, ainsi que des processus multi-acteurs socialement complexes impliqués dans la mise en œuvre de ce type de projet. La méthodologie est compréhensive s’appuyant sur 70 entretiens semi directifs, de l’observation complétée par d’autres données secondaires. Nous avons opté pour une investigation longitudinale du développement de quatre projets de méthanisation territoriale. L’analyse de ces projets repose sur un cadre analytique que nous avons développé, basé sur trois perspectives analytiques la gouvernance, le territoire et l’émergence de marché. Ces perspectives permettent de mieux comprendre les dynamiques en jeu dans la mise en œuvre d’initiatives d’économie circulaire.L’analyse des quatre projets sous ces trois angles met en avant plusieurs résultats. Premièrement, nous identifions un processus en trois phases pour sécuriser les ressources secondaires, mettant en évidence les approches stratégiques adoptées par les parties prenantes pour assurer la viabilité des projets de méthanisation. Deuxièmement, nous abordons les défis de la sécurisation des ressources sur des marchés émergents, où les parties prenantes développent des outils et des modalités d’échange pour définir les prix des ressources et sécuriser les approvisionnements. Troisièmement, nous soulignons l’importance des proximité territoriales dans les projets circulaires locaux, en discutant du rôle dynamique des acteurs publics en tant que facilitateurs. Enfin, nous analysons les structures de gouvernance au sein des projets de méthanisation, allant des modèles centrés sur l’entreprise aux approches collaboratives impliquant les fournisseurs de ressources.Cette thèse contribue principalement à la littérature sur l’économie circulaire en apportant une vision stratégique du processus de sécurisation des ressources secondaires dans les projets circulaires. La thèse a aussi des implications managériales en offrant un aperçu des dispositifs de gouvernance, des dynamiques territoriales et des arrangements de marché qui sous-tendent la réussite des initiatives d’économie circulaire<br>The challenges associated with securing secondary resources present a significant obstacle to the economic viability and operational feasibility of circular economy models, given their specific characteristics such as variability in quality and quantity, as well as the local dispersion of deposits held by different actors. This thesis explores the territorial organization of actors to address this empirical issue of securing secondary resources, which has been very little studied. To address this question, the research focuses on the case of territorial anaerobic digestion (AD). This case was chosen due to its integration of circular economy principles, the competition and regulatory complexities surrounding the use of biological resources, and the socially complex, multi-actor processes involved in implementing such projects. The methodology is comprehensive, relying on 70 semi-structured interviews, observation complemented by other secondary data. We opted for a longitudinal investigation into the development of four territorial AD projects. The analysis of these projects is based on an analytical framework we developed, grounded in three perspectives: governance, territory, and market emergence. These perspectives allow a better understanding of the dynamics involved in implementing circular economy initiatives. Analysis of the four case studies from these three perspectives highlights several findings. First, we identify a three-phase process for securing secondary resources, emphasizing the strategic approaches adopted by stakeholders to ensure the viability of AD projects. Second, we address the challenges of securing resources in emerging markets, where stakeholders develop tools and exchange modalities to define resource prices and secure supplies. Third, we highlight the importance of territorial proximities in local circular projects, discussing the dynamic role of public actors as facilitators. Finally, we analyze governance structures within AD projects, ranging from firm-centric models to collaborative approaches involving resource suppliers.This thesis mainly contributes to the literature on the circular economy by providing a strategic vision of the process of securing secondary resources in circular projects. The thesis also has managerial implications by offering insights into the governance mechanisms, territorial dynamics, and market arrangements that underpin successful circular economy initiatives

En Afrique, la décentralisation s'effectue dans des contextes variables selon les pays: la nécessité de réformer l'Etat suite à une crise, la volonté d'instaurer une démocratie locale pour compenser le pouvoir central voire dictatorial, parfois même l'incapacité de l'Etat à fournir les services socioéconomiques de base comme la santé, l'éducation, l'eau potable etc.En Afrique de l'Ouest, la décentralisation s’est souvent accompagnée d’un redécoupage des territoires dans les années 1990. La plupart des pays d’Afrique de l'Ouest ont créé trois niveaux de collectivités territoriales: la Région, le Département (Cercle au Mali) et la Commune. Ceci entraîne un besoin de gestion et d’aménagement du territoire à plusieurs échelles (état des lieux, suivi de l’emprise spatiale de l’aménagement, assainissement, gestion des ressources naturelles, développement économique rural, santé, éducation, hydraulique, gestion des risques etc.). Dans le cadre d’un besoin d’informations croissant, les partenaires au développement reconnaissent l’utilité du Système d'Information Géographique (SIG), comme outil d'aide à la décision. La création de différents ministères en lien avec l’information géographique au Mali, nécessite la mise en commun de compétences s’articulant autour de la géomatique. En effet, si chaque Institution et ministère sectoriel dispose de données thématiques propres, leur valorisation se heurte à une forte dispersion et disparité des données géographiques et cartographiques.Comment mutualiser un même système géospatial et territorial entre une mairie, une collectivité territoriale, une ONG, l’Etat ainsi que d’autres partenaires travaillant sur une même emprise territoriale ? Quelle stratégie d’information territoriale pour un pays comme le Mali ?L’objectif de ce travail de thèse est de mettre en place, selon les concepts, méthodes, et technologies de la géographie actuelle et de la statistique, un outil d’aide à la décision dans un contexte de mutualisation et de décentralisation, conçu pour faire franchir un pas décisif au bénéfice de l'aménagement territorial local, par une mise en cohérence et une mise à disposition des données géolocalisées nécessaires à une politique efficace d'aménagement du territoire. Cette perspective à caractère stratégique implique de remonter jusqu'aux aspects de la répartition des pouvoirs, les rapports entre les logiciels libres et payants, l’information participative (aspects sociétal, social, contexte ethnique...) et le développement de l’information géographique au Mali. Most West African countries have created three levels of local authorities: the Region, the Department (Cercle in Mali) and the Commune. This leads to a need for territory management and planning on several scales (inventory, monitoring of the environmental impact of development, sanitation, natural resource management, rural economic development, health, education, hydraulics and risk management). In the context of a growing need for information, development partners recognize the usefulness of the Geographic Information System (GIS) as a tool for decision making. The creation of different ministries in connection with geographic information in Mali requires pooling of skills centered on geomatics. Indeed, while each Institution and sectoral ministry has its own thematic data, their valuation is hampered by a high dispersion and disparity of geographical and cartographic data.How to share a common geospatial and territorial system across a town hall, a local authority, an NGO, the Government as well as other partners working on the same territorial? What territorial information strategy for a country like Mali?The aim of this thesis is to create, according to the concepts, methods, and technologies of current geography and statistics, a tool to support decision making in a context of overlapping responsibilities/actions and decentralization, designed to take a decisive step forward for the benefit of local territorial planning, by making coherent and available the geolocalized data necessary for an effective spatial planning policy. This strategic perspective implies going back to the distribution of powers, the ratio between free and paid software, participative information (societal, social, ethnic aspects, etc.) and the development of geographical information in Mali.An information strategy is in fact an essential prerequisite for any planning and development strategy. Tese de Mestrado em Arquitectura<br>A presente dissertação procura registar uma reflexão de apoio teórico acerca do lugar de intervenção, a Quinta dos Alfinetes, de modo a fundamentar uma proposta de Projecto alternativa à de Oscar Niemeyer para a sede da Fundação Luso-Brasileira neste lugar. A reflexão inicia-se com uma aproximação ao conceito de lugar e da importância deste, numa perspectiva pública para a conservação da memória colectiva. De seguida, discorreremos acerca do problema da acção de reabilitação dos lugares na actualidade, focando: o perigo de fundamentações não adequadas, a dualidade entre cultura local e cultura universal, a imprescindibilidade de um processo de leitura, a questão da cópia de estilos antigos e os problemas que surgem durante a intervenção propriamente dita e que devem merecer a atenção do arquitecto. Posto isto, será abordado o tema da quinta de recreio num enquadramento histórico e enumeração dos seus principais elementos programáticos, em especial os arranjos exteriores, programa que mais caracterizava a quinta de recreio. Num segundo capítulo estuda-se a Quinta dos Alfinetes propriamente dita e, aqui, aproximamo-nos da área de intervenção, recuando no tempo tanto quanto possível, na tentativa de lhe entender a original relação com o território, da casa com a propriedade e sua configuração geométrica. De seguida faremos, um reconhecimento das actuais condições em que se encontra o recinto da Quinta dos Alfinetes, uma apreciação crítica à proposta de Oscar Niemeyer e enumeraremos os recursos compositivos fundamentais à nossa proposta de projecto. Por fim estabeleceremos as características fundamentais da Quinta dos Alfinetes que pretendemos manter e explicitaremos, de que forma os recursos compositivos anteriormente enumerados, se aplicam á proposta por nós apresentada.<br>The present thesis has the purpose of exhibiting a theoretical support reflection on the intervention spot, the Quinta dos Alfinetes, in order to validate an alternative proposal to the one by Oscar Niemyer for the Fundação Luso-Brasileira (Portuguese-Brasilian Foundation)’s facilities, on the same spot. This reflection starts with an approach to the concept of place and its importance, as seen from a public perspective on the conservation of the collective memory. We shall thereafter reason out the issue of current spot rehabilitation, focusing on: hazardous inadequate grounds, duality between local and universal culture, an indispensable reading process, the issue of old style building reproduction, as well as the during-intervention occurring problems, which are to be seen to by the architect. This said, the recreation farm subject will be approached within a historical perspective and its main programmatic elements will be enumerated, special attention being given to outer settings, the programme which used to characterise the recreation farm best. This chapter is an introduction to the following one, about the Quinta dos Alfinetes itself and at that point we address ourselves to the intervention area by receding in time as far back as possible, attempting to understand Quinta dos Alfinetes’ original relationship with the territory, and the one between the house itself and its premises, as well as the geometric configuration of the house. Eventually, we will acknowledge the present condition of the Quinta dos Alfinetes enclosure, also explaining the relationship between the Quinta and the Portuguese-Brazilian Foundation. We will also draw a critical appreciation of Oscar Niemyer’s proposal. The fundamental composition resources in our proposal for the Quinta dos Alfinetes spot will as well be enumerated.

En Italie, les chercheurs de l’école territorialiste proposent une approche de projet territorial susceptible de renouveler les savoir-faire de l’urbanisme paysager face aux nouveaux défis posés dans le contexte français.
