Abstract:
Organized drug trafficking and transnationally networked terrorism are transnational threats in Latin America. Security experts see the first as the paramount problem, but regard the second as a mere potential security risk. Latin America’s specific conditions allow limited options for containing non-military threats. Should actors and instruments for containing crime and terrorism be organized on a subregional level, in the Latin American or in the Inter-American context? The author documents promising subregional approaches, especially in the extended Mercosur.

In order to analyze the potential of a relationship between terrorist groups and state violence, this paper analyzes two case studies from Latin America - that of Sendero Luminoso, in Peru, and the Fuerzas Armadas Revolucionarias de Colombia (the FARC), in Colombia – and two cases from the Middle East and North Africa – that of al-Jama’a al-Islamiyya in Egypt and Muqtada al-Sadr’s Mehdi Army in Iraq. After a review of the cases and general literature on regime violence and terrorism around the world, this paper proposes a likely correlation between an increase in state violence and an escalati

When President Sebastián Piñera entered office in 2010 the Mapuche indigenous people were receiving two contrasting messages from the Chilean State. On the one hand, the government ratified ILO Convention 169, pledging to protect the indigenous right to prior consultation in programs that affect their communities. On the other hand, the government was involved in the oppression of Mapuche communities in the region of the Araucanía through militarisation and the application of the Anti-Terrorist Law to punish radical Mapuche activists that protest corporate encroachment on their land. There is little solid research that explores counterinsurgency practices against the Revolutionary Armed Forces of Colombia (FARC), not only from the standpoint of what is being done, but, rather, what should be done based on past COIN successes. Abstract:
This thesis makes two arguments. First, that the analytical lens of terrorism is useful to understanding the modern state because it pits the state against its antithesis. Additionally, the discursive contest between the state and terrorists is best understood within a gendered framework. Second, the Sandinista Revolution did not revolutionize the discourse the Nicaraguan state used to legitimate itself, thus limiting the movement’s revolutionary nature.
