Abstract:
Background:Objectives:The aim of this study was to estimate the annual direct cost of biologics in rheumatoid arthritis and to evaluate the impact of social factors on biological use and costs.Methods:Patients in the Moroccan register of biologicals (RBSMR) with available 1-year data were included. Variables related to socio-economic status, disease and biological were collected. Direct costs included prices of biologics, costs of infusions, and subcutaneous injections. Biological use and costs were compared based on social factors.Results:Our study included 197 patients (female sex of 86.8%, mean age of 52.3 ± 11 years). Patients were on one of the following therapies: Rituximab (n=132), Tocilizumab (n=37) or TNF-blockers (n=28). 44.2% of included patients have the RAMED medical assistance (health insurance scheme for the economically underprivileged). Illiteracy was noted in 45.7% of cases. Median one-year direct costs per patient were €1,665 [€1,472 - €9,879].There was no statistically significant difference in costs between men and women (p>0.05), between illiterate and literate (p>0.05). There was a statistically significant difference in costs between patients with the RAMED medical assistance scheme and other health insurances (p<0.01).Conclusion:This study showed that Moroccan RA patients had equal access to biologics regardless of their gender or level of education. Indeed, the insurance system influence the costs of biologics. Accessibility of those expensive treatments in a developing country seems be explained by efforts of the Moroccan ministry of health who has allocated a substantial budget for biologic DMARDs for patients with RAMED in the tertiary structures in our country.Disclosure of Interests:None declared

Abstract:
The article is devoted to the study of the main purpose and features of increasing the students’ educational motivation atthe tertiary educational institution (TEI) in times of urgent need for a total overhaul of the educational paradigm and principles of teaching not only at higher educational establishment but also in the Ukrainian education system as a whole. During the investigation the methods of interdisciplinary approach, system analysis, social-cultural method, social-activity and concrete-historical approach have been applied. An important practical conclusion from the results obtained lies in the fact that the effectiveness of the educational process largely depends on the strategies of educational behavior, used by students. Accordingly, educators (and parents) should not only deliver educational material, but also teach students more effective ways and techniques for capturing it. For instance, the educator may recommend students to make a plan (or scheme) of the material studied or lend assistance to students in developing an individual plan for its mastering. Knowledge about the formation peculiarities of educational motivation at the tertiary educational institutions and personality’s value systems in the process of its professionalization can be used in the educational process to optimize the educational activities of students and improve training of specialists. The obtained results make it possible to clarify the subjective criteria for the effectiveness of students’ learning. Knowledge about the content of the value system of the modern student’s personality and its manifestation in the motivation of educational activity is of practical importance both in terms of self-knowledge and human development, and in terms of organizing professional university and postgraduate training. In the course of investigationit was possible to clarify and specify the theoretical ideas about motivation as a structural-level education, torepresentideas about the values that reflect the attitude to activity as a tool of meeting individual development needs, and their impact on the motivation of educational activities. The motives’ conceptof personal educational activity and values of students at tertiary educational institutions as psychological parameters of professional activity, requiring correlation with life objectives, have been highlighted.

Abstract:
The Unified Student Financial Assistance System for Tertiary Education or UniFAST is the government agency in charge of implementing the Universal Access to Quality Tertiratry Education Act (RA 10931). The UniFAST was created in 2015 by virtue of RA 10687 as a system to unify existing government student financial assistance programs for Tertiary Education in the Philippines. It will ensure that deserving Filipinos are given equitable access to educational opportunities. One of these, the Tertiary Education Subsidy or TES. Subsidy as a form of financial assistance plays an important role to augment financial incapacities of students enrolled in Higher Education Institutions or HEIs (Avery, 2014). Through RA 10931 which was passed into law on August 3, 2017, the citizens were allowed full access to quality education by providing adequate funding and increasing participation rate in the tertiary education. This further gives chances to the poor but deserving students to reach their goals and finish a degree. The Implementing Rules and regulations (IRR) of this law recognizes the complementary roles of public and private Higher Educations Institutions and Technical-Vocational Institutions in the tertiary education system, and the invaluable contribution of private tertiary institutions to the education system. As been embedded in our Philippine Constitution, the quality education is an inalienable right of all Filipinos and it is the policy of the State to protect and promote the rights of students to quality education at all levels. <p><em>The decision to access tertiary education is influenced by individual characteristics, household characteristics, and regional factors. This study aimed to examine the determinant of individual decision to access tertiary education based on individual characteristics, household characteristics, and regional factors. The respondents of the study were 19 years old or above and already finished secondary education. This study used secondary data from data Indonesian Family Life Survey (IFLS) 5. Technique analysis used multinominal logit by samples that consist of 1.936 respondent. The result of this analysis showed that the individual characteristic that consist of UN score, Sex, and Occupational status while study has significant impact on the choice to access undergraduate study. Likewise, on the household characteristics that consist of educational assistance from non government, level of education of head of household, and the consumption per member of the family has significant impact to the choice to access diploma. In undergraduate education, only the UN score in individual characteristic that has significant impact. Higher education remains unattainable for many people seeking asylum in Australia, where temporary visa status renders individuals ineligible for a range of government services including assistance with financing tertiary study. Many universities have responded by offering scholarships and other essential supports; however, our research indi- cates the challenges associated with studying while living on a temporary visa can affect the success of educational assistance. Here we highlight the importance of scholarships and other supports for facilitating access to tertiary study, particularly given the continuation of restrictive government policies, and identify the need for people seeking asylum to inform institutional and community responses.

Agricultural research at tertiary institutions is subjected to quite a few practical problems. The most important of these are time, assistance and money. Due to the relatively high lecture load of agricultural teaching staff, it is impossible for them to do any significant research without suitable assistance. The provision in this regard is however totally inadequate at the moment. Several problems arise around funding. The most important are that it is inadequate, that there is no continuity and that poor provision is being made for the creation and maintenance of a research infrastructure. Further problems highlighted are the limited availability of funds for so called “free” research and that several problems exist around all the existing financing agents.

Bone Regency is an agricultural area that includes food crops, livestock, and fisheries. This area is a very large producer of livestock, so this study analyzed how the influence of tertiary institutions in their role in the form of community service in the form of assistance to groups of farmers in the area, especially in the village of Bune. In this study using the method used quantitatively to see the role of tertiary institutions, data were obtained through a questionnaire with a sample of 30 people and the statistical tools used were Path Analysis is to compare all the variables used so that there is a picture of the role of tertiary institutions in the development of farmers' businesses in the village of Bune. The results of the research show that with the assistance provided by tertiary institutions, it can improve the competence of cattle ranching, namely technically, entrepreneurial and managerial abilities, from these variables after being analyzed using statistics shows that technical competence, entrepreneurship, and managerial influence the increase in productivity, so that the cattle farming business managed by the community in Bune Village can be sustainable.

AbstractDesigned as a “supplementary” tuition scheme, the Indigenous Tutorial Assistance Scheme (hereafter referred to as ITAS) is a strategic initiative of the National Indigenous Education Policy (DEET, 1989). This paper seeks to contribute to the literature of the analysis of the quality and efficacy of ITAS. Currently, the delivery of ITAS to Indigenous students requires enormous administration and commitment by the staff of Indigenous education support centres. In exploring the essential but problematic provision of ITAS to Indigenous university students, this paper provides insights into significant aspects of our program that move beyond assumptions of student deficit, by researching the quality of teaching and learning through ITAS, analysing administrative workload, and sharing innovations to our program as a result of participatory research with important ITAS stakeholders.

Co-curricular activities in general are believed to be useful for students’ development, such as improvement in academic performance, higher retention rate, enhancement of social and competency skills, and assistance of youth development and employment. With the expansion of the education sector and the implementation of a new 3-3-4 education system in Hong Kong, the background and training of students is different from the past, so it is worthwhile investigating students’ interest, understanding and perceptions about co-curricular activities nowadays in an Asian context. Comparison between the perceptions of sub-degree and degree students is discussed. Similarities and differences are found in both groups of students. Based on the findings, suggestions are made to education institutions in planning their resources on co-curricular activities.

The Indigenous Tutorial Assistance Scheme – Tertiary Tuition [ITAS] has provided individual and small group supplementary course content tuition to Aboriginal and Torres Strait Islander university students since the 1990s. Although linked to increases in higher education participation for Aboriginal and Torres Strait Islander peoples and providing opportunities for Aboriginal and Torres Strait Islander academic sector employment, the Federal government announced cessation of ITAS as at the end of 2015. Support for Aboriginal and Torres Strait Islander participation in higher education will now come via the Indigenous Advancement Strategy [IAS]. Recognising the urgency of documenting valuable community knowledge before it was diminished, this qualitative case study drew on the theoretical literature surrounding Indigenous research, education and government policy and policy review. Purposefully sampling ITAS tutors from the University of Newcastle’s Wollotuka Institute, four experienced ITAS tutors were invited to participate in a yarning circle. Perspectives were captured regarding the quality of relationships that support Aboriginal and Torres Strait Islander participation in higher education. Situated within an Indigenous research paradigm, findings emerged from the student researcher’s reflexive Aboriginal lens and the iterative process of content analysis and qualitative data analysis activities. Analysis revealed that during times of policy and funding changeover, transparency and the provision of community space for open discussion should be made available to all stakeholders. It would appear that ethical and equitable frameworks of support would accommodate the diversity of Aboriginal and Torres Strait Islander students, particularly those at the polar ends of the academic continuum. The creation of a new socially just discourse would privilege Indigenous knowledges of how to navigate and succeed at the university cultural interface along with the relationships that support this goal.

AFRIKAANS : In hierdie studie is daar enersyds bepaal of daar spesifieke stressore aanwesig is wat tot werknemers van die betrokke tersiêre opleidingsinstelling se verhoogde stresvlakke en gepaardgaande siening van ‘n negatiewe gehalte van werklewe (GWL) bydra. Andersyds was die fokus op die effektiwiteit van die huidige Stresbeheerprogram (SBP), waar vasgestel is of deelname aan die spesifieke program tot 'n beter en meer positiewe ervaring in die werknemer se GWL bydra. Die studie het uitgebreide teoretiese perspektiewe op die gehalte van werk, stres, welstand en intervensies in die werkplek voorsien. Vanuit die literstuurstudie in gemelde hoofstukke 2, 3, 4 en 5 blyk dit duidelik dat verandering in die werksomgewing en die gevolglike stres wat dit meebring op die werknemer se belewenis van welstand en gehalte van werklewe impakteer, en dat die werknemer se reaksie op beide voorafgaande die deurslaggewende faktor in die bereiking van gesondheid en welstand is. Werkgewers het die verantwoordelikheid om ‘n gelukkige werkplek te vestig deur die benutting van intervensieprogramme ten einde werknemers in staat te stel om eienaarskap van hul lewens te aanvaar in die bereiking van optimale gesondheid en welstand. Die literatuurstudie is opgevolg deur ‘n empiriese ondersoek waartydens evaluatiewe navorsing benut is. Die kwantitatief-kwalitatiewe navorsingsbenaderings met fokus op Creswell se ‘dominant- less-dominant’ model is gebruik, waar die kwantitatiewe fases as oorheersende paradigma gebruik is. Die kwantitatiewe beskrywende opname-ontwerp se ewekansige kruisseksie-opname is benut om ondersoek in te stel na die aard, omvang en impak van stres op die GWL van werknemers aan die betrokke tersiêre opleidingsinstelling. Die aangepaste ‘ASSET’-posvraelys is aan respondente van die twee gekose fakulteite en respondente van die SBP voorsien. Die kwasieksperimentele navorsingsontwerp se een-groep voortoets-na-toets ontwerp en handafgelewerde vraelyste het gedien as tweede kwantitatiewe fase van die studie. Tydens fase drie, die kwalitatiewe fase, is die gevallestudie met fokus op kollektiewe gevallestudie as navorsingstrategie gevolg waartydens semi-gestruktureerde onderhoude met ‘n onderhoudskedule gebruik is om addisionele inligting te bekom. Die belewenisse en behoeftes van die respondente, wat die SBP opleiding voltooi het, is bepaal ten einde sodanige belewenisse en behoeftes tydens die aanpassings van die SBP in ag te neem. Die gestruktureerde vraelyste, sowel as die semigestruktureerde onderhoude is as voor- en na-toets gebruik om die effektiwiteit en die benuttingswaarde van die huidige SBP te bepaal. Die keuse van die onderskeie benaderings, strategie en ontwerpe, wat tydens die navorsingsproses gevolg is, was relevant en suksesvol ten einde die geformuleerde probleem aan te spreek, die navorsingsvrae sinvol te beantwoord, en die hipotese te bevestig. Die navorser kon dus daarin slaag om, deur gebruikmaking van metodologiese triangulasie, die kwantitatiefkwalitatiewe benaderings te kombineer waartydens meervoudige metodes aangewend is om alle moontlike aspekte van dieselfde fenomeen te beskou en te vergelyk, en sodoende die geldigheid daarvan te verifieer. Gebaseer op bevindinge, kan die gevolgtrekking gemaak word dat stressore wel by werknemers van die betrokke tersiêre opleidingsinstelling aanwesig is, dat stres ‘n wesenlike impak op die GWL van werknemers het, en dat die huidige Stresbeheerprogram wel ‘n verbetering in die GWL van werknemers teweeggebring het. ENGLISH : On the one hand this study determines whether there are specific stressors present, which lead to higher stress levels and contribute to the accompanying negative quality of worklife perspective of employees at the relevant tertiary institution (QWL). On the other hand the focus is on the effectiveness of the current Stress Management Programme (SMP), in order to determine whether participation in this specific programme contributes to a better and more positive experience of the employee's QWL. This study provides extensive theoretic perspectives on the quality of work, stress, wellbeing and interventions in the workplace. From the literature review in Chapters 2, 3, 4 and 5, it is clear that change in the work environment, and the subsequent stress it imposes, impacts on the employee's experience of quality of worklife and wellbeing and the employee's reaction to both these is the decisive factor in reaching health and wellbeing in the workplace. Employers have the responsibility to establish a healthy workplace by utilising intervention programmes in order to enable employees to accept ownership of their lives in reaching optimum health and wellbeing. The literature review is followed by an empirical investigation during which evaluative research was utilised. The quantitative-qualitative research approaches, with focus on Creswell's ‘dominant-less-dominant’ model was used where the quantitative phases were used as the dominant paradigm. The quantitative descriptive design's random cross section is utilized to investigate the nature, extent and impact of stress on the QWL of employees at the relevant tertiary education institution. The adapted ‘ASSET’ mailed questionnaire was provided to respondents from two chosen faculties and respondents who participated in the SMP. The quasiexperimental research design's one-group pre-test / post-test design and hand-delivered questionnaires served as the second quantitative phase of this study. During the qualitative third phase, the case study, with focus on a collective case study as research strategy, was followed during which semi-structured interviews with an interview schedule were used to obtain additional information. The experiences and needs of respondents, who completed the SMP training, were determined in order to take into account these experiences and needs when the SMP is adapted. The structured questionnaires, as well as the semi-structured interviews were used as pre-test and post-test to determine the effectiveness and the utilization value of the current SMP. The choice of the different approaches, strategy and design which were followed during the research process, were relevant and successful in order to address the formulated problem, to provide a sensible answer to the research question, and to confirm the hypothesis. The researcher could therefore succeed to, by using methodological triangulation, combine the quantitative-qualitative approaches, during which multiple methods were applied to explore and compare all possible aspects of the same phenomenon and to subsequently verify the validity thereof. Based on findings, the following conclusion can be made: firstly, there are stressors present at the relevant tertiary education institution; secondly, stress has a substantial impact on the QWL of employees; and the current Stress Management Programme contributes to an improved QWL of employees.

Higher education has a positive effect on students' and society's human and psychological capital. However, higher education funding is an issue for both students and Government. Qualitative study, using interviews, presents the views of 81 students at a technical vocational tertiary educational institution in Trinidad on the Government Assistance for Tertiary Education. Demographic information indicates that 47 students belonged to nuclear families, 62 students completed the Caribbean Secondary Schools Examination Council (CSEC), and 31 were first generation tertiary level students. Most participants indicated that their mothers were employed in the service industry and most participants indicated “none” for their fathers' occupations. Findings from the data, after coding, were: 1) improvement of human capital- relief from financial burdens, national service, continuation of GATE; 2) betterment of psychological capital- hope/self-improvement, career, and optimism. Recommendations made are for a more expansive study with students currently in the program as well as those who have benefitted from GATE.

Displacement increases the pressures on young children to work, possibly at the expense of their schooling, and also leads to under-nourishment and malnutrition, which has caused poor physical growth, inability to learn, and poor work performance. The “care and maintenance” assistance and aid received by displaced families was completely undependable, erratic, and inadequate, and given the opportunity, they would like to move out from the camp as quickly as possible. The displaced children have special vulnerabilities and require additional care and protection from disease, hunger, malnutrition, and abuse. There is urgent need to meet the physical needs of displaced families such as water, sanitation, healthcare, shelter, and psycho-social assistance. Education, including literacy training, primary, secondary, tertiary, vocational, life skills, informal, and other age-specific educational opportunities, is needed for young children.

Abstract:
The aim of this work is to help university applicants in their transition phase from high-school to tertiary education starting with their first life-long decision concerning their choice of the field of study. The construction of the decision support system has evolved into an ontology-based model. The model, as well as the decision making rules, have been formulated based on the research study of the cohort of 69000 students of the University of Alicante between 2010 and 2018. The educational and psychological processes have been studied in order to identify the pivot moments and the factors that may lead to an adequate decision making or to an objectively wrong decision which eventually ends up in a drop-out of studies. Analysing the existing methods of occupational and educational choice assistance, the method of John L. Holland on “A Psychological Classification of Occupations” has been selected as the most viable and convenient for this purpose. The Holland Codes have been adopted as a lingua franca of this ontology-based model. As a result, the ontology-based decision support system provides assistance in decision making using the Holland Code terminology and practically unlimited complexity of the object and data properties of and ontological presentation of knowledge.

Abstract:
End-User Computing (EUC) influences user productivity, information systems backlogs and user satisfaction. An exploratory study of 192 Midwest end-users was undertaken to investigate support services and end-user types superimposed on support sources. The results of this integrated review offer a richer understanding of end-user dynamics. Data collection occurred through a three-part questionnaire. End-user types were categorized using the Cotterman and Kumar (1989) classification scheme. Support categories were assessed using the Mirani and King (1994) instrument. The Govindarajulu and Reithel (1998) assessment instrument evaluated support services within information centers for local MIS staff and informal assistance. Results are presented from instrument validation procedures and descriptive data analysis that permit conclusions about EUC dynamics. Instrument validation was conducted using standard measures of internal consistency reliability and factor analysis, Cronbach’s alpha and a Principle Components Factor Analysis (PCFA), to facilitate factor loading. Descriptive data analysis employed conventional frequency distributions, scatterplots, descriptive data statistics, and other graphical data displays.

This session describes a program to build the capacity of Philippine colleges and universities in this important work. // The Sustainable Institution Building for Open Learning (SIBOL) initiative, as it is called, aims to provide participating higher education institutions with training and mentoring in planning, managing, and sustaining blended, online, and open learning (BOL) programs. Phase 1 of SIBOL consists of seven online training modules, delivered synchronously and asynchronously, on planning BOL programs; systems for BOL materials development, technology management, faculty development, and student support; quality assurance; and research and innovation for sustainability of BOL. Phase 2 is a mentoring program for participating institutions as they implement their BOL institutional strategy. This second phase also aims to strengthen institutional collaboration and networking towards building the open and distance learning ecosystem in the Philippines. // In this paper, early findings from the design, development, and pilot implementation of SIBOL are discussed. SIBOL was conceptualized as UPOU’s pilot project under the EU-funded Advancing Equity and Access to Higher Education through Open and Distance Learning (BUKA) project.

Thus institutions invest more on installation and maintenance of facilities like business enterprise to compete favorably with their counterparts in order to have good number of students and to improve institutional image and status (Gibbs, 2001). Despite institutions stringent requirements of students’ academic results from high school, parents are more concerned of institutional image; safety and campus security. This paper focused on institutional facilities as predictors of students’ choice of enrolment into tertiary institutions for further studies. The study population comprised of year two students in all fields of study from each level of tertiary institutions (college of education, polytechnic and university) in Lagos, Nigeria. It also examined the impact of available facilities ranging from library facilities and services, internet facilities, campus accommodation and proximity to the library and lecture rooms, lecturers experience and academic qualifications are inclusive facilities examined in this study. The study also mirror on the admission requirements of the various schools under study, the structural facilities need of all categories of students in the study; the place of the physically challenged students inclusive. The study adopted survey designed research with the aid of both self structured questionnaire, observation and interview as research instruments for clarification. The services of research assistance hinged on the distribution and collation of questionnaires for the study. Statistical Package for the Social Sciences (SPSS) software was used to analyse the data. The Covid-19 pandemic has caused major disruptions to Higher Education Systems worldwide and Mauritius, a small island state, had to ensure that its people continue learning to navigate through the new normal. The Higher Education Commission (HEC) in collaboration with the Ministry of Education, Tertiary Education, Science and Technology entered into an agreement with the Commonwealth of Learning (COL) to secure scholarships under the ‘COL_Skills for Work Scholarship’, over the next 3 years. This timely initiative aims to close the skills gap of in-demand and high-demand jobs. Data from the first cohort reveals more than 50 % of learners completed their courses. A survey is underway to gauge the benefits accrued through the scheme by 1500 learners in terms of unlocking their potential to face changes in their workplace, building employability skills and personal development as well as to investigate its impact on the livelihood of people in the island. The study will be used as a basis to create strategic directions towards lifelong learning in a small island state and will also give invaluable insights into how education can be tailored made to create a talent economy, assisting higher education institutions to reinvent their learnings to meet the new needs of the economy.

Encouraging technology-based entrepreneurship is central to the policy agendas of governmental and non-governmental economic development agencies in many industrialised and newly-industrialising countries. Entrepreneurs are central to venture creation and evidence indicates that, following secondary and, typically, tertiary education, most work for one or more employers prior to establishing a technology-based venture on their own or with others. As a result of this “entrepreneurial apprenticeship” many technology entrepreneurs establish businesses in their mid- to late thirties. Developing a thorough understanding of product/service markets and devising strategies to access, serve and support customers are major challenges for founders of technology-based businesses. Ventures established by individuals or groups with relevant commercial experience benefit from the knowhow and networks of their founders. This paper explores the role of university business plan competitions in stimulating entrepreneurial activity and technology transfer from two universities in Northern Ireland by focusing on entrants in the 2007 £25k Enterprise Award Scheme business planning competition. Such initiatives tend to attract students/recent graduates and members of university staff which raises the question as to how such teams develop commercially-robust ventures, given that, on the face of it, most have little or no commercial experience. Based upon analysis of the business plans of the top ten ventures from the 2007 competition this paper explores characteristics of the entrepreneurial teams, their choice of product/service offerings and aspects of the markets they target.
