Abstract:
Background:Objectives:The aim of this study was to estimate the annual direct cost of biologics in rheumatoid arthritis and to evaluate the impact of social factors on biological use and costs. Methods:Patients in the Moroccan register of biologicals (RBSMR) with available 1-year data were included. Variables related to socio-economic status, disease and biological were collected. Direct costs included prices of biologics, costs of infusions, and subcutaneous injections. Biological use and costs were compared based on social factors. Results:Our study included 197 patients (female sex of 86.8%, mean age of 52.3 ± 11 years). Patients were on one of the following therapies: Rituximab (n=132), Tocilizumab (n=37) or TNF-blockers (n=28). 44.2% of included patients have the RAMED medical assistance (health insurance scheme for the economically underprivileged). Illiteracy was noted in 45.7% of cases. Median one-year direct costs per patient were €1,665 [€1,472 - €9,879].There was no statistically significant difference in costs between men and women (p>0.05), between illiterate and literate (p>0.05). There was a statistically significant difference in costs between patients with the RAMED medical assistance scheme and other health insurances (p<0.01).Conclusion:This study showed that Moroccan RA patients had equal access to biologics regardless of their gender or level of education. Indeed, the insurance system influence the costs of biologics. Accessibility of those expensive treatments in a developing country seems be explained by efforts of the Moroccan ministry of health who has allocated a substantial budget for biologic DMARDs for patients with RAMED in the tertiary structures in our country.Disclosure of Interests:None declared

Abstract:
The article is devoted to the study of the main purpose and features of increasing the students’ educational motivation atthe tertiary educational institution (TEI) in times of urgent need for a total overhaul of the educational paradigm and principles of teaching not only at higher educational establishment but also in the Ukrainian education system as a whole. During the investigation the methods of interdisciplinary approach, system analysis, social-cultural method, social-activity and concrete-historical approach have been applied. An important practical conclusion from the results obtained lies in the fact that the effectiveness of the educational process largely depends on the strategies of educational behavior, used by students. Accordingly, educators (and parents) should not only deliver educational material, but also teach students more effective ways and techniques for capturing it. For instance, the educator may recommend students to make a plan (or scheme) of the material studied or lend assistance to students in developing an individual plan for its mastering. Knowledge about the formation peculiarities of educational motivation at the tertiary educational institutions and personality’s value systems in the process of its professionalization can be used in the educational process to optimize the educational activities of students and improve training of specialists. The obtained results make it possible to clarify the subjective criteria for the effectiveness of students’ learning. Knowledge about the content of the value system of the modern student’s personality and its manifestation in the motivation of educational activity is of practical importance both in terms of self-knowledge and human development, and in terms of organizing professional university and postgraduate training. In the course of investigationit was possible to clarify and specify the theoretical ideas about motivation as a structural-level education, torepresentideas about the values that reflect the attitude to activity as a tool of meeting individual development needs, and their impact on the motivation of educational activities. The motives’ conceptof personal educational activity and values of students at tertiary educational institutions as psychological parameters of professional activity, requiring correlation with life objectives, have been highlighted.

Abstract:
The Unified Student Financial Assistance System for Tertiary Education or UniFAST is the government agency in charge of implementing the Universal Access to Quality Tertiratry Education Act (RA 10931). The UniFAST was created in 2015 by virtue of RA 10687 as a system to unify existing government student financial assistance programs for Tertiary Education in the Philippines. It will ensure that deserving Filipinos are given equitable access to educational opportunities. One of these, the Tertiary Education Subsidy or TES. Subsidy as a form of financial assistance plays an important role to augment financial incapacities of students enrolled in Higher Education Institutions or HEIs (Avery, 2014). Through RA 10931 which was passed into law on August 3, 2017, the citizens were allowed full access to quality education by providing adequate funding and increasing participation rate in the tertiary education. This further gives chances to the poor but deserving students to reach their goals and finish a degree. The Implementing Rules and regulations (IRR) of this law recognizes the complementary roles of public and private Higher Educations Institutions and Technical-Vocational Institutions in the tertiary education system, and the invaluable contribution of private tertiary institutions to the education system. As been embedded in our Philippine Constitution, the quality education is an inalienable right of all Filipinos and it is the policy of the State to protect and promote the rights of students to quality education at all levels. Abstract:
Higher education remains unattainable for many people seeking asylum in Australia, where temporary visa status renders individuals ineligible for a range of government services including assistance with financing tertiary study. Many universities have responded by offering scholarships and other essential supports; however, our research indi- cates the challenges associated with studying while living on a temporary visa can affect the success of educational assistance. Here we highlight the importance of scholarships and other supports for facilitating access to tertiary study, particularly given the continuation of restrictive government policies, and identify the need for people seeking asylum to inform institutional and community responses.

Abstract:
Agricultural research at tertiary institutions is subjected to quite a few practical problems. The most important of these are time, assistance and money. Due to the relatively high lecture load of agricultural teaching staff, it is impossible for them to do any significant research without suitable assistance. The provision in this regard is however totally inadequate at the moment. Several problems arise around funding. The most important are that it is inadequate, that there is no continuity and that poor provision is being made for the creation and maintenance of a research infrastructure. Further problems highlighted are the limited availability of funds for so called “free” research and that several problems exist around all the existing financing agents.

AbstractDesigned as a “supplementary” tuition scheme, the Indigenous Tutorial Assistance Scheme (hereafter referred to as ITAS) is a strategic initiative of the National Indigenous Education Policy (DEET, 1989). This paper seeks to contribute to the literature of the analysis of the quality and efficacy of ITAS. Currently, the delivery of ITAS to Indigenous students requires enormous administration and commitment by the staff of Indigenous education support centres. In exploring the essential but problematic provision of ITAS to Indigenous university students, this paper provides insights into significant aspects of our program that move beyond assumptions of student deficit, by researching the quality of teaching and learning through ITAS, analysing administrative workload, and sharing innovations to our program as a result of participatory research with important ITAS stakeholders.

Abstract:
Digital literacy has become increasingly significant in tertiary environments, as institutions move towards preparing students for 21st century workplaces and careers that emphasise digital literacy. As such, Academic Language and Learning (ALL) practitioners within these institutions are under pressure to possess familiarity and skills in the digital education space. Despite this need, there is a shortage of evidence that identifies the competencies or gaps in the current knowledge that ALL advisors have in Australian tertiary institutions; there is also a lack of awareness about how to address the gaps in knowledge for technology-enhanced learning and academic support. In light of this lacuna, in late 2018, the Association for Academic Learning and Language (AALL), the professional body for Academic Language and Learning practitioners, established a working group to investigate the knowledge and gaps in digital literacy in the ALL profession. The authors of this paper are all members of this working group and aim to explore the state of digital learning in their field. The long-term aim of the working party is to develop research-led resources and strategies to assist in the professionalisation and upskilling of ALL staff in technology-enhanced academic language development and support. This paper reports on the preliminary findings of a mixed-method participatory action research study of ALL practitioners’ preferences, competencies and confidence in the digital learning space. It is hoped that this study will provide members within the AALL professional body, as well as tertiary educators generally, with strategies required to identify, develop and maintain effective digital literacies across the higher education sector.

Abstract:
The new Labour led government implemented a zero-fee tertiary policy as part of its first 100-day plan to improve tertiary level participation in New Zealand and to reduce financial barriers. With the first cohort of eligible students enrolling in 2018, the benefits and limitations of this scheme have yet to be determined. This paper discusses the key details and the underpinning rationale of the zero-fee initiative and considers the possible impacts on participation rates, including participation for groups such as those from low socio-economic backgrounds and Māori/Pasifika students. It is argued that the fees-free policy has the potential to enhance tertiary education participation in New Zealand. Yet, as a standalone policy it will not address all the existing barriers, especially for students from lower socio-economic backgrounds. Finally, key areas for further research are proposed to address gaps in the existing knowledge base and to indicate early trends between the new policy and changes in tertiary level participation.

Abstract:
Inequality in inhabitants is one of the negative impacts of uneven development that causes poverty. In 2007, the Indonesian government has been striving to accelerate poverty reduction through the Family Hope Program (PKH) with the Conditional Direct Cash Assistance (BLTB) scheme, known internationally as the Cash Conditional Transfer (CCT). All this time, various studies have assessed that the program has succeeded in encouraging the participation of beneficiary families in achieving welfare in Indonesia. However the facts showed that there is an poverty increase in the city of Mataram after earthquake, even though the family hope program runs normally. Therefore, this research was conducted to see the strength of the social assistance influence on one indicator of welfare, education participation after the earthquake. The survey method was used to obtain information on the distribution of 122 KPM PKH respondents in Bertais village, where the location was severely affected. The results showed that the significance of the influence on cash assistance on the level of education participation was 0.775 or 77.5%. Meanwhile, the significance effect of assistance services on the level of education participation was 0.687 or 68.7%. There is a positive influence on the variable of social assistance (dependent) on educational participation and childcare (independent). Thus it can be concluded that the earthquake did not disturb the PKH cycle so much that it did not become one of the factors causing the increase in poverty in the City of Mataram.

Abstract:
This article reports on a novel higher-education course format exploiting choreographed peer reviews and self-corrections using an online learning platform. The novel course format aims to reduce teachers' workload as it was motivated by the necessity to run examinations for all courses during all terms, even though almost all courses can only be offered every second term. As a consequence, and because of a very high students-to-teacher ratio, many students have to prepare for examinations without sufficient assistance. This article describes the novel course format and reports on its evaluation in a case study. The evaluation indicates that most students benefit from the novel course format but that it is less efficient than traditional formats based on a higher teachers' involvement. The major weakness of the novel format is the insufficient participation of some students to their peer-reviewing. The article suggests and discusses possible measures to address that weakness. This article extends previous work by the same authors by providing an extended evaluation of the students' attitudes towards the course format, their behavior on the platform and their peer reviews. The course format and the learning platform are described in greater detail and the integration into related work has been expanded.

This study was conducted to investigate the quality and nature of the students' interactions during asynchronous online problem solving in two sections of College Algebra taught by the author. In a shared-work section, students worked independently for an initial phase and had access to classmates' work during a follow-up phase. Students in the other section worked on the same assignments in designated small groups. The student work was used to develop a general coding scheme for asynchronous interaction and a refined coding scheme to determine whether a student used classmates' work, the level of individual contribution, and the relative correctness of the solutions. In both sections, the students tended to work independently, using classmates' work to compare answers or get assistance, but the small-groups section displayed a higher level of participation and interaction, including traditional forms of interaction such as asking questions and responding to group members.

They worked individually in an e-learning environment with the assistance of “Blues Activities” text and supporting audio material. A remote facilitator was available via e-mail to provide advice, support, and encouragement during and after each of the learning sessions. Video observation techniques were employed, and a coding scheme emerged via a qualitative analysis procedure. A time analysis of the video data based on the emergent coding scheme revealed the percentages of time participants spent in five distinct learning activities, which were interpreted as instruction, copying, practicing, playing, and evaluating. The findings of the current study provide an insight into the learning strategies adopted by these 3 participants in this particular learning situation and provide empirical support for theories of learning to play by ear proposed in prior research reviewed in this article.

Abstract:
One hundred and five general medical practitioners (GPs) from the Gold Coast and northern New South Wales participated in a survey of their knowledge of, and attitudes towards, counsellors. Data indicated that GPs considered counsellors to be relevant mental health professionals to whom the great majority would refer patients. They also indicated that they would seek personal assistance from counsellors should the need arise, and would pay reasonable fees for such assistance. Counsellors were judged by GPs to be the preferred mental health professional (ahead of psychiatrists, psychologists and social workers) for nine out of 20 client presenting problems. However, these positive findings were balanced by a need stated by the GPs for counsellors to be tertiary trained and registered, with the most significant drawback of counselling being the lack of such training and expertise. Implications arise from these data for the formalisation of registration processes for counsellors.

Student evaluation of teaching (SET) has been around Universities in the Western and Eastern Hemispheres for a few decades now. SET is making in-roads into the Nigerian tertiary education sector. In this project, I identify two arguments (or assumptions) behind the opposition to the institution of SET in Nigeria. I demonstrate that these arguments/assumptions are incorrect and their worries not enough to scrap the programme. I also show that opposition to SET has been witnessed elsewhere before SET gained acceptance.

Abstract:
The NSTP-CWTS is an effective/good educational innovation in the tertiary education in the Philippines under the Republic Act No. 9163 known as the Act of Establishing the National Service Training Program (NSTP) for Tertiary Level Students. The study explored the HEIs’ contextualized practice on NSTP-CWTS course regarding the syllabi, community activities, and evaluation scheme. It utilized a mixed design of quantitative (survey) and qualitative (appreciative inquiry) methods. Twenty-two selected HEIs in Central Luzon represented by 22 faculty and 643 students were involved as the respondents. Using Stake’s Responsive Model of evaluation, the triangulated data from survey questionnaire, interview, and focus group discussion revealed that the HEI respondents demonstrate great extent of contextualized CWTS practice under the CHED standards. Likewise, the quantitative and qualitative results indicate the unified practice on the functionality of syllabi, methodology, nature of community activities, and learning assessment criteria. The community activities were comprised largely of ecological-environmental initiatives like tree planting, lecture on climate change, proper solid waste management, and calamity-disaster preparedness. This paper proposed an indigenous framework “Kalingang Tugon sa Kapwa at Kalikasan” or “KaTUKK” for integration in the community service education of the HEIs in the Philippines and neighboring ASEAN countries.

Abstract:
With the continuous satisfaction of material life, teenagers’ physical health has been generally improved, and all aspects of competition have posed a challenge to teenagers’ mental health. Therefore, both at the family level and at the school level, teenagers’ mental health education has been paid more and more attention. The school cooperative education model came into being, which has had an important impact on the mental health education of teenagers. Family education is the first level of education for teenagers. Parents’ role model, family education concept, and education model all play a key role in the development of children’s mental health. Based on this, this paper will focus on optimizing the home-school cooperation strategy, further clarify the main responsibilities of the school, teachers, and parents in the home-school cooperation education in the strategy, establish and improve the home-school cooperation mechanism based on this, and focus on the cultivation of parents’ mental health education and teachers’ mental health guidance professional skills in this process. Based on the current situation of network home-school mental health coordination and mental health education, this study takes teenagers as the research object, aiming at the common psychological problems in learning, social adaptation, and interpersonal communication, and tries to study the problems of promoting teenagers’ mental health from the perspective of integrity and development. The developed home-school collaboration method is to verify that the network home-school collaboration method is more effective than the traditional home-school collaboration method in promoting the mental health development of primary school students, so as to provide a reference for the theory and practice of home-school collaboration under the network environment to carry out mental health education. According to the corresponding network information intelligent algorithm, this paper constantly adjusts the coordination strategy between family and school and guides teenagers to internalize the corresponding excellent behaviour into their own habits. In the experimental part, the psychological assistance treatment scheme proposed in this paper is verified and analysed. The experimental results show that the psychological assistance treatment program for adolescents proposed in this paper has obvious effects. School education has a special mental health counseling center and special psychological teachers, which can carry out mental health education more scientifically. The unity and cooperation between family education and school education can combine the educational power of parents and schools to fully develop the mental health of teenagers.

Abstract:
Abstract Objectives Tertiary education students have been found to experience a higher prevalence of food insecurity than the general population. This systematic review aims to examine the existing evidence on the association between food insecurity and dietary outcomes among higher education students. Methods Nine electronic databases and gray literature were searched. Studies that reported dietary outcomes (e.g., nutritional intake and meal patterns) in students of differing food security status in tertiary education settings in any country were included. All primary study designs were eligible for inclusion, except for qualitative studies. Two reviewers completed the title/abstract and full-text screening, data extraction, and quality assessment independently. Results A total of 14 studies were included in the final qualitative synthesis of this review. The prevalence of food insecurity among higher education students ranged from 21% to 82% across the included studies from the United States, Canada, Australia and Greece. Lower intakes of healthy foods (e.g., fruits, vegetables, and whole grains) and higher intakes of unhealthy foods (e.g., fast foods, added sugars, and sugar-sweetened beverages) were observed in food-insecure students. Some students also consumed less breakfast and evening meal than food-secure students but the evidence was limited. The overall diet quality was not consistently measured in students with different food security status by using validated dietary assessment tools. Conclusions Poorer dietary outcomes were found in higher education students with food insecurity compared with food-secure students. More policy interventions, effective nutrition education, and food assistance programs should be provided by tertiary education institutions and governments to target the nutritional needs of food-insecure students. Funding Sources This review received no specific funding.

Abstract:
The attitudes toward people with epilepsy are influenced by the degree of knowledge of the condition. Teachers usually do not receive any formal instruction on epilepsy during their training. This study was done to access three hundred teachers' knowledge and attitudes toward epilepsy by answering a questionnaire in order to quantify their knowledge, attitude and practice toward epilepsy. Almost all the teachers had heard about epilepsy yet could not demonstrate discrimination among the students. Some teachers still thought that epilepsy was contagious. A few others either objected to having epileptic children in their classes or did not think that an epileptic child could achieve higher studies. The knowledge about the clinical characteristics and initial procedures to attend a person during a seizure was unsatisfactory. We conclude that schools should offer some kind of knowledge or assistance in health services and physicians must ensure that these teachers have sufficient knowledge of epilepsy. Also general public education campaigns should be encouraged in this field.

Abstract:
Conditional Cash Transfer (CCT) programs disburse cash grants to targeted recipient families under requirements for education and maternal health. These programs have been widely adopted with international donor assistance since the 1990s. Most CCT research examines program effectiveness at the demand level-the cash provision and compliance outcomes. This paper considers the respective supply-side question of health and education budgeting in Brazil and the Philippines during the relevant period of CCT implementation. The data provide that whereas Brazil has improved such access to services to complement its CCT programs, the Philippines has underinvested in supply-side provision. Brazil thus exhibits an integrated conceptualization of social protection for development. The Philippines exhibits a patchwork scheme for short term goals.

Abstract:
The students of generation Z are more independent, technology savvy and socially connected. Even though technology has shrunk the universe and all knowledge resources seem to be just a click away, inculcating moral values, providing continuous technical guidance and psycho-social assistance for a holistic development cannot be provided by mere technological tools and the virtual world wide web. Teaching is a noble profession with no materialistic benefit and is service oriented. The teacher not only strives to create an atmosphere conducive to learning as an instructor, but also imparts the necessary skills needed for lifelong learning while playing multifaceted roles such as mentor, facilitator, motivator, guide and advisor. Mentors with technical expertise and social experience are required to steer the students in the right direction at the right time. This case study apprehends the outcome of a sequential mentoring process that is being practiced in our institution. It has greatly influenced the personal and professional development of the engineering students right from their first academic year. The end-to-end process of mentoring which encompasses an extensive induction programme, cultivation of healthy relationships through various mentoring models, sustenance of the mentor-mentee relationship, and closing the loop by facilitating the graduates contribute mentorship back to their alma mater is elucidated in this work. This structured mentoring strategy helps the students tap their latent potential and attain the personal and professional outcomes. The study highlights the importance of ‘knowing the mentee’ through a personality assessment test without judging them and thereby helping them achieve their short-term goals and long-term aspirations. This structured mentoring strategy enhanced the students’ performance in academics, active participation in co-curricular activities, both inside and outside the institution and also shaped them into a holistic individual. Such impacts were observed by collecting the student participation data and a feedback survey. Keywords—Mentoring; teacher-student relationship; induction; cultivation; redefinition.

Abstract:
AbstractUsing official statistics and a pooled dataset of longitudinal surveys, the aim of this article is to examine the impact of the Individual Visit Scheme (IVS) on political trust in Hong Kong. Our multilevel analysis found that the gradual inflow of IVS visitors (mostly overnight visitors) increased political trust in the first few years, but that this trust rapidly diminished in later years, especially after the introduction of the one-year multiple-entry IVS endorsement (which attracted mostly same-day visitors). The main reason for the reduction in the positive impact of the IVS scheme is that the growth in the number of same-day visitors has contributed less to Hong Kong's economy than has the increase in the number of overnight visitors, and has exacerbated several social problems. The impact of mainland visitors has varied across groups with different levels of education. The political trust of people with a senior secondary education has been enhanced more by the increase in overnight visitors and reduced less by the increase in same-day visitors than that of people with a tertiary level of education or a junior secondary education or below.

Abstract:
There is a need for the communities to develop their health financing system, most especially those that were not covered by the National Health Insurance Scheme (NHIS). This will give the people an opportunity to finance their medical care which in turn would alleviate financial burden at the point of treatment. Therefore, this study is aimed to determine the level of awareness for Community Based Health Insurance Scheme (CBHIS) among communities and to measure the degree of willingness to pay for the scheme in Katsina, North-Western Nigeria. Semi structured interviewer-assisted questionnaires were used to collect information from the respondents. Statistical analyses were performed using SPSS version 20.0. The results indicates that majority of the respondents attained tertiary level of education (68.3%) and 81.1% were employed. About 74.2% were earning more than the Nigerian minimum wage N18, 000 (≈$59). About 52.2% of the respondents were aware of the CBHIS. And 81% were willing to pay for premium while 62.2% will pay between N 1, 000 – 5, 000 (≈$3.3- $16.4). There was strong significant relationship between monthly income and knowledge of CBHIS (p = < 0.0001). However, gender and educational level were not significantly associated with the knowledge of CBHIS. Awareness about CBHIS was not sufficiently adequate but a significant number of the respondents were willing to pay for CBHIS after learning about the scheme. Factors such as level of education and income levels were found to have positive effect on willingness to pay.Bangladesh Journal of Medical Education Vol.9(2) 2018: 19-23

Results indicate that students primarily required support with course enrolments because of the new environment they were studying in, not being accustomed to existing processes and a lack of confidence. In addition, along with the existing service model, the integration of enrolment support into the student support service model had a positive impact on the student experience and engagement. The implications of these findings for the tertiary education sector are considered in light of the increasing focus on student engagement and success.
