Abstract:
My purpose is to provide an update on recent Texas regulatory and statutory changes adopted , since the passage in Texas of the Intractable Pain Treatment Act in 1989 (Pain Act) (see Table l). First, I describe the rules adopted by the Texas State Board of Medical Examiners (TSBME) that authorize physicians to prescribe opioids for the treatment of pain (Pain Rules) (see Table 2). Second, I detail recent statutory changes that pertain to education of physicians and medical students about pain treatment. All of these changes attempt to create a better legal environment for the treatment of chronic pain in Texas.Before describing the Pain Rules adopted in Texas, the question Why adopt rules, rather than simply ask TSBME to issue a policy statement? must be answered. Many states, most notably California, have issued policy statements that clarify for physicians the parameters within which they may treat pain? Policy statements, unlike administrative regulations, do not have the force of law.

ABSTRACT # 2017-408 The Texas General Land Office (TGLO) has developed an innovative and cost effective approach to dispose of abandoned vessels along the Texas coast. For years, unscrupulous vessel owners have removed serial numbers and registration information from primarily fiberglass boats and cast them adrift in remote or isolated areas along the Texas coast. Weather incidents have also contributed to hundreds of abandoned vessels in or near Texas waters. These vessels, which often still have fuel and lubricants on board, present a threat to the environment, navigation and public safety. Unfortunately, budget constraints, jurisdictional boundaries, and regulations prevent the local, state and federal agencies that have an interest in removing these vessels from taking action. The TGLO strategy is designed to help rid coastal areas of abandoned vessels before they enter coastal water. The Vessel Turn-In Program, known as VTIP, promotes partnerships by pooling the unique funding, capital and human resources of government entities and stakeholders to form a cost effective approach to eliminating abandoned vessels and the pollution they create.

Abstract. Climate change and human actives are recognized as a topical issue that change long-term water budget, flow-frequency, and storage-frequency characteristics of different river systems. Texas is characterized by extreme hydrologic variability both spatially and temporally. Meanwhile, population and economic growth and accompanying water resources development projects have greatly impacted river flows throughout Texas. The relative effects of climate change, water resources development, water use, and other factors on long-term changes in river flow, reservoir storage, evaporation, water use, and other components of the water budgets of different river basins of Texas have been simulated in this research using the monthly version of the Water Rights Analysis Package (WRAP) modelling system with input databases sets from the Texas Commission on Environmental Quality (TCEQ) and Texas Water Development Board (TWDB). The results show that long-term changes are minimal from analysis monthly precipitation depths. Evaporation rates vary greatly seasonally and for much of the state appear to have a gradually upward trend. River/reservoir system water budgets and river flow characteristics have changed significantly during the past 75 years in response to water resources development and use.

Abstract:
In order to improve the performance of Central Java Parliament, social media has been used as a tool that is easy, inexpensive, and could reach all segments throughout the region of Central Java. This study aimed to evaluate the use of social media in the implementation of the functions of legislators to communicate with the public. This research is a qualitative research with case study method. Capturing data through in-depth interviews to Central Java Parliament members who are active in social media and the public in their networks. The results of the study consisted of three things. First, social media is used by members of the Central Java Parliament for three reasons: (1) communicate the functions of the parliament (legislative, control, and budget); (2) communicate with the public in order to listen public needs and get feedback; (3) a means of self entertainment by using social media as a tool to express their selves and share personal information. Second, related to the function of the parliament which has been communicated through social media, the control function is the most frequent performed. While the legislative function performed moderately, and the budget function as the most rarely communicated. Third, public informants in social media networks of Central Java parliament members perceives the them as representatives of the people who actually work for the people. Keywords: social media, members of the board, the function of parliamen.

Abstract:
This chapter explains how legislative power was weakened after the courts agreed with Attorney General Bill Allain that it was unconstitutional for legislators to serve on executive boards and commissions. This chapter discusses the most important separation of powers case in the state’s history, Alexander v. State of Mississippi by and Through Allain (1983). The court decision in the Alexander case resulted in the passage of the Mississippi Administrative Reorganization Act of 1984, which created a new budget making process. The reorganization act created the Joint Legislative Budget Committee (JLBC) and the Fiscal Management Board (FMB).
