Abstract:
The aim of the study. This article aims to advance the development of the normative dimension of securitization as strategic crisis communication theory. Securitization is a powerful persuasive tool because it builds an argument that an existential threat is looming and extraordinary measures should be employed to counter it (Buzan et al., 1998; Vultee in Balzacq, 2010; Watson, 2012). Research methods and techniques. The theorization in this article is based on an analysis exploring a set of cases of Slovakia’s counter-pandemic measures during the first two years of the COVID-19 outbreak in the country. Results and discussion. The case study of Slovakiais informative because the instances there reflect a broader array of problems that are experienced across various global societies; for example, a failure to introduce measures that are inclusive of the marginalized people in terms of ethno-racial discrimination or digital disparities. The analysis helps to extract a set of practical recommendations that aim to craft ethically-sound securitized discourses for persuasive purposes during crises. The framework proposed by Floyd (2011; 2019) is used as the main scaffold for normative securitization and is further enhanced by the relevant ethics standards of the strategic communication field, leading to the introduced lineup of recommendations. Conclusions. The author provides recommendations for the use of securitization methods: 1) establishing the causes of securitization (determining the cause of the threat to a particular type of security; establishing a clear and transparent set of guidelines to consistently determine which frame is reasonably superior to another frame (s)); 2) taking into account the reference object of securitization (inclusion of all victims and groups; establishing a clear and transparent set of guidelines for determining the consequences of non-human entities and concepts from a regulatory point of view). Keywords:securitization, strategic crisis communication theory, normative communication theory, COVID-19 communication, pandemic communication, Slovakia

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:
En segundo lugar, se evalúa la relación entre Dasein, cíborg y animal, a partir de las lecturas heideggerianas de Hubert Dreyfus (What Computers Can’t Do) y Steven Crowell (We Have Never Been Animals).
Much of the contemporary thought about ecology begins with the questioning of the human exceptionality. By means of this, anthropocentrism is rejected and replaced by a ―post-humanist‖ framework. In this context, Martin Heidegger‘s oeuvre is credited for its search of alternatives to humanism, particularly because of its rejection of Sartre‘s ―anthropocentrism‖. However, while post- humanisms tend to behold the role of technology positively, Heidegger‘s critiques to the technique as a consequence of the same metaphysical and anthropocentric movement are widely known. Instead of considering the common Heideggerian texts about technique, in this paper I explore the relationship between Heidegger and contemporary post-humanisms from the perspective of his existential analytic. In the first place, I will briefly describe the contemporary techno-scientific context, following the insights of Wiener, Haraway and Latour. In the second place, I will consider the relationship between Dasein, cyborgs and animals, discussing the Heideggerian interpretations of Hubert Dreyfus (What Computers Can’t Do) and Steven Crowell (We Have Never Been Animals).

Abstract:
É possível inferir que o emprego de conceitos fisiognomônicos compõe o que alguns teóricos chamam consciência fisiognomônica, existente já na poesia de Homero.<br>The present thesis has basically two main objectives: to translate a physiognomical treatise, named De Physiognomonia Liber, by an unknown writer, probably from the 4th century; and also to study physiognomy, comparing concepts from different manuals. There is very little information about physiognomy in ancient texts. Nevertheless, physiognomical analysis was used in classical poetry and prose as a mechanism to represent pathos or ethos. Usually considered as techne, its status has been questioned because physiognomy was also a method of divination. Many theoreticians, including Plato and Aristotle, discuss several aspects which concern physiognomical theory, such as the influence of humours on a person\'s character, as well as the analogies between humans and animals. Physiognomy is related to medicine if we consider the theory of the humours, and also one of the physiognomical methods, the ethnological, which attributes specific features to ethos according to the influence of the environment where one lives, this is a statement already present in Hippocratic corpus. Besides, we try to observe the presence of physiognomical elements in both rhetorical actio and classical literature. Thus, the employment of physiognomical concepts is what some researchers call \"physiognomical consciousness\", which exists since Homer.

Abstract:
Chapter 11 by Elena Giusti is concerned with the Phoenicians. From their representation as skilled craftsmen up to their virtual identification with ships, Phoenicians have been defined by techne since their very first appearance in the corpus of Western literature. But their simultaneous inhabiting of a perceived ethnical alterity in relation to the Greek body also meant that wonder for their technological development would easily turn into suspicion in Greek texts, already transforming the ‘Daedalian Sidonians’ of the Iliad (Il. 23.743) into the Odyssey’s ‘devious Phoenicians’ (Od. 15.419). As this chapter aims to showcase, a reading of Phoenicians and Carthaginians as technosômata is inextricable from their role as subalterns in Greek and especially Latin texts, to the point that techne contributes significantly to the attribution of race to their bodies.

Analyzing flatness as an affective mode of techno-oriental racialization, Chapter 5 turns to two experimental works of literature: Tao Lin’s semiautobiographical novel Taipei (2013) and Tan Lin’s fictional memoir Insomnia and the Aunt (2011), texts that conceptualize Asianness itself as affective flatness accessible through technological mediation. In the ostensibly postracial Taipei, Tan Lin produces an aesthetic of flatness to demonstrate the Asian male protagonist’s interface with high technology and new media, although close examination of the text reveals that the means of accessing Asianness is precisely through becoming-machine. Meanwhile, Tan Lin’s Insomnia situates its narrator reflecting on his childhood with his Chinese aunt, with whom he watches television late into the night, portraying a complex relationship between affective flatness, becoming- machine, and Asian American subjectification. Together, these texts express a racial phenomenology inherited by the techno-orientalization elaborated in Chapters 1 and 2, suggesting that Asian American masculinity retains masochistic attachment to machineness.

In the 1990’s set of field surveys took place in the mountains of NW Portugal, leading to the discovery of the archaeological site named ‘Rock Shelter 1 of Cerdeira Valley’, situated in Cabreira Mountain (NW Portugal, max. alt. 1,262 m). The evidences recovered from the archaeological excavations established the shelter occupation between the end of the VI / beginning of the 5th millennium BC. Since 2017, within the context of an ongoing Phd project, the stone tool assemblage of the shelter is being analysed, in a double perspective. The first one relates to the complete techno-typological, identifying the objectives of the stone tool production and the second concerns with the classification and characterisation of different raw-materials exploited by the prehistoric communities.

Abstract:
Texts in virtual social networks differ cardinally from those of reviewed and edited publications, as being in fact the materials of non-moderated chat dialog having all the syntactic features, and in many cases, they are hypertexts with, as analysis subjects, quite relative boundaries. Instead of texts the virtual discourse, an object of new type is analyzed. In these conditions, the linguistic analysis is transformed into preliminary linguistic processing the texts and analysis of texts into the analysis of networks participants' interactions. Weak sides of linguistic processing both primary and pervasive are shown concerning the texts in social networks. Many problems appear when analyzing the texts as non-structured big data. A changing of used linguistic tools is linked with the reorientation onto new research customers: companies seeing the business interest in that, state structures, and even onto criminal structures using result of analysis for composing the texts aimed for manipulation of the consciousness.

Abstract:
Inspired by Mary Shelley's Frankenstein, cybergothic texts from the late 20th and early 21st century have explored fears of posthuman becomings. While monstrous machineries and techno-hybridizations are, of course, central tropes of the Science Fiction genre, it is within a framework of Gothic textuality that these fears can be explored in a more self-conscious and theoretical manner. This chapter presents a reading of James Tiptree's 'The Girl Who Was Plugged In' (1974) in light of one of the most central questions of cyber-theory - that of control. Harking back to Frankenstein's struggle over narrative, scientific, gendered and otherwise embodied aspects of control, Tiptree's seminal novella proves to be an exemplary text within an emerging self- and theory-conscious, cybergothic mode, addressing questions of genre, gender, techno-embodiment, narrative construction, and the need for (cybernetic) control over our technological monsters in a manner that connects the Gothic with a number of cyber-theoretical concerns.

To understand how preeminent scholars and creative practitioners approach the topic of technology today, Nicholas Baer and Annie van den Oever invited them to reflect on a series of questions: What drew them to technology as a matter of inquiry, and how have developments of the past decade extended, shifted, or even challenged their thinking? What is a recent media-technological development that bears on their work, and how does the contemporary mediascape realign the relations between techne, technique, and technology? Which theoretical, historiographical, and methodological approaches are especially generative, and which texts warrant further attention? Finally, how does their work think through (geo)political issues such as power, access, and accountability; participation, engagement, and activism; and racial, social, and environmental justice?

Abstract:
Abstract This work analyzes the techno-economic factors associated with the production of blue H2, and hydrates-based capturing of CO2 produced by sorption-enhanced steam methane reforming (SESMR) of methane from landfill gas (LFG) across various counties in Texas. The SESMR system is coupled with a hydrates-based carbon capture system, and the energy and cost of setting up and running such a hydrates-centered capture facility have been estimated. In doing so, the amount of water and energy required to compress and refrigerate the gas down to hydrate-forming conditions and the capital and operating costs involved in setting up and running such a facility are evaluated in detail. The cost of producing hydrogen (without the carbon capture system) from this analysis is estimated at $0.5/kg of H2. The total cost (CAPEX+OPEX) for capturing one metric ton of CO2 ranges from $96 (Harris County) to $145 (Brazoria County). Notably, adding a thermodynamic promoter such as Tetrabutylammonium bromide (TBAB) to the hydrate precursor mixture to achieve favorable thermodynamic formation conditions increases the overall cost ($107–$137/metric ton of CO2 captured). This can be attributed to the increased water requirement necessitating a higher number of reactors, higher refrigeration capacity, and labor costs. The minimum hydrogen cost required for a positive combined net present value (NPV) for a coupled SESMR + hydrate-based carbon capture system for a 30-year project duration is estimated at $0.9/kg and $2.4/kg of H2 for Harris and Brazoria counties, respectively. Furthermore, a 5-year payback period would require a minimum cost corresponding to $1.35/kg (Harris) and $4.95/kg (Brazoria) of H2, demonstrating that the coupled system would be economical only for counties that have a significant hydrogen production potential.

Abstract:
Abstract As the energy sector transitions to lower carbon emission solutions, there is a need to better understand the limitations and impacts of increased renewable energy generation sources on the grid. This study investigates the potential for energy storage technology across Texas using historical data of renewable energy sources. The Texas electric grid currently relies mostly on wind and natural gas to meet its load, with both seasonal and daily variations due to the availability of renewables. The Texas electric grid data for 2022, published by ERCOT, showed a yearly consumption of over 428,000 GWh, out of which 36% is covered with natural gas, 25% with wind, 6% with solar, 17% with coal, and the rest using other electric sources. This study focuses on a techno-economic evaluation of behind-the-meter commercial microgrids to evaluate the impacts of energy cost and renewable penetration on the Texas energy landscape by increasing the levels of solar photovoltaic and wind generation along with energy storage and decreasing the state’s reliability on fossil fuels (coal and gas). The results are assessed from the perspective of a large commercial user with a dedicated behind-the-meter microgrid used to minimize or replace purchased grid power across eight different regions. To complete the analysis, an in-house tool will be used to assess the techno-economics for different levels of renewable energy generation and decarbonized generation with various energy storage sizes with a specific energy cost and load in the distinct load zones across the Texas grid. Conclusions are drawn for optimal renewable penetration at this scale with the addition of the proper amount of storage.

Abstract:

Abstract:
This report is the second volume in a continuing project designed to explore and articulate the groundwater laws and regulations of all fifty U.S. states. This particular report presents surveys for sixteen states throughout the country. The first volume featured thirteen state surveys and can be found at: http://www.law.tamu.edu/usgroundwaterlaws. The purpose of the project is to compile and present the groundwater laws and regulations of every state in the United States that could then be used in a series of comparisons of groundwater governance principles, strategies, issues, and challenges. Professor Gabriel Eckstein at Texas A&amp;M University School of Law and Professor Amy Hardberger at Texas Tech University School of Law developed a matrix to ascertain chief components and characteristics of the groundwater legal regime of each state. Student researchers then used the matrix to respond to a standardized set of questions about the groundwater laws and regulations of a selection of states. In the near future, additional volumes with surveys of the remaining twenty-one U.S. states will be issued.

Abstract:
As part of ARL’s Research Library Impact Framework initiative, a research team from the Texas Tech University (TTU) Libraries explored methods for assessing collections related to the study and research of diversity, equity, and inclusion (DEI) topics and their discoverability by users. DEI studies have increased in prominence on academic campuses along with calls to question privilege and power structures, making DEI collections assessment critical. The TTU Libraries undertook a two-part project that surveyed user needs, collections usage, cataloging and discoverability, and user behavior in searching for and evaluating DEI resources. While the researchers were not able to identify an effective method for assessing DEI in large-scale collections, key findings indicate the potential for partnering with women’s and gender studies and Mexican American and Latino/a studies and the need for increased attention on cataloging and metadata, particularly table of contents and abstract/summary fields. The research team identified that many users expressed uncertainty in searching and evaluating DEI resources and expressed interest in search enhancements for better filtering and more prominent website presence for DEI research help.
