Abstract:
This study aimed at elaborating and identifying the law and the virtues of funeral prayer, the definition of absentee funeral prayer, the propositions of the inquiry of absentee funeral prayer, scholars’ opinions on the law of absentee funeral prayer, the ruling of absentee funeral prayer, time and distance limit in absentee funeral prayer, and the law of absentee funeral prayer on the victims of natural disasters. This study employed qualitative-descriptive method with normative approach techniques and library research. The result of the study shows that: (1) The law of absentee funeral prayer is permissible on the corpse that is not yet prayed on; (2) The ruling of absentee funeral prayer is the same as the ruling of funeral prayer; (3) There is no time limit for performing absentee funeral prayer on condition that the person dies at the time person who wants to perform prayer has been able to perform prayer; (4) The distance limit of absentee funeral prayer is the distance in which it is difficult to be visited by people who want to perform prayer; (5) The natural disaster victim, if his or her body is not found and is not yet prayed on, then he/she can be prayed on in absentia.

Untuk menjadikan masyarakat tani yang adil dan makmur maka pemerintah melalui program landreform yang meliputi perombakan mengenai kepemilikan dan penguasaan tanah serta hubungan-hubungan hukum yang bersangkutan dengan penguasaan tanah. Sesuai dengan Pasal 10 ayat (1) Undang-Undang Pokok Agraria telah mengamanahkan terkait larangan kepemilikan atas tanah pertanian secara absentee. Dengan adanya ketentuan tersebut diharapkan para pemegang hak atas tanah pertanian dapat mengusahakan atau mengerjakan sendiri tanah yang dimilikinya sehingga tanah-tanah pertanian memang menjadi produktif dan tidak terdapat tanah pertanian yang di biarkan atau absentee. Tujuan larangan absentee agar hasil yang diperoleh dari pengusahaan tanah sebagian besar dapat dinikmati oleh masyarakat desa tempat letak tanah. Fenomena larangan tanah absentee/guntai secara nyata terjadi, tetapi tidak dilakukan sanksi yang tegas.Kata kunci: absentee, kepemilikan hak atas tanah, pertanian, sanksi. To make a fair and prosperous farming community, the government through a Land Reform program which includes a reshuffle of land ownership and control as well as legal relations concerned with land tenure. In accordance with Article 10 paragraph (1) the Basic Agrarian Law mandates Absentee prohibitions on ownership of agricultural land. With the existence of these provisions it is expected that holders of agricultural land can cultivate or work on their own land so that agricultural lands are indeed productive and there is no agricultural land that is left or Absentee. The purpose of the Absentee ban is that the results obtained from the cultivation of land can be enjoyed mostly by rural communities where the land is located. The phenomenon of the prohibition of Absentee / guntai land actually occurred, but no strict sanctions were made.Keywords: absentee,ownership of rights to land, agriculture, sanctions.

Selain hal tersebut kepemilikan lahan pertanian yang terjadi di Kecamatan Mauk kebanyakan dimiliki oleh orang yang berada di luar kecamatan Mauk itu sendiri. Penelitian ini penulis lakukan karena ingin mengetahui bagaimana pelaksannaan pelarangan tanah absentee/guntai di Kecamatan Mauk Kabupaten Tangerang dan juga penegakan hukum terhadap tanah absentee/guntai berdasarkan UndangUndang Pokok Agraria.Metode yang digunakan dalam penelitian ini adalah penelitian yuridis normatif empiris, maksud dari penelitian ini adalah mengkaji peraturan perundang-undangan dengan keadaan yang terjadi di masyarakat yang kemudian dianalisa dengan cara deskriptif kualitatif yang menggambarkan secara keseluruhan isi dan kualitas data tersebut.Hasil dari penelitian ini menjelaskan bahwa praktek pemilikan tanah absente di kecamatan mauk masih terjadi sampai saat ini dikarenakan pasal 7, 10 dan pasal 17 Undang-Undang Pokok Agraria tidak berjalan sebagaimana mestinya dan masih banyakanya faktor-faktor yang mempengaruhi dalam hal kepemilikan tanah secara absente di Kecamatan Mauk seperti faktor masyarakat, budaya, hukum, sarana prasarana, dan ekonomi. Penegakan hukum terhadap larangan pemilikan tanah absente sebagaimana yang tercantum dalam pasal Pasal 3 ayat 5 PP No. 224/1961 jo PP No 41 /l964 dengan cara retribusi tanah kepada rakyat yang membutuhkan seperti petani penggarap atau buruh tani tetap yang berkewarganegaraan Indonesia, bertempat tinggal di kecamatan tempat letak tanah yang bersangkutan dan kuat bekerja dalam pertanian. Kata Kunci: Larangan Pemilikan, Tanah Pertanian, Absentee.ABSTRACT Absentee ownership of agricultural land, is expressly prohibited by the Basic Agrarian Law, this prohibition relates to the main provisions of Land Reform which are regulated in Articles 7, 10 and Article 17 of the LoGA. Mauk Subdistrict, which has a land area of 18,644 ha, is decreasing in size every year due to the transition of agricultural land into settlements. In addition to this, agricultural land ownership in Mauk District is mostly owned by people outside the Mauk district itself. This research was conducted by the author because he wanted to find out how to ban absentee / guntai land in Mauk District, Tangerang Regency and also law enforcement on absentee / guntai land based on the Basic Agrarian Law. The method used in this study is empirical normative juridical research, the purpose of this research this is reviewing the laws and regulations with the conditions that occur in the community which are then analyzed in a qualitative descriptive way that illustrates the overall content and quality of the data. 7, 10 and article 17 of the Basic Agrarian Law are not functioning properly and there are still many factors that affect absent land ownership in Mauk District such as community, cultural, legal, infrastructure, and economic factors. Law enforcement against the prohibition of ownership of absentee land as stated in Article 3 paragraph 5 PP No. 224/1961 jo PP No. 41 / l964 by way of land levies to people in need such as sharecroppers or permanent farm workers who are Indonesian citizens, residing in the sub-district where the land is concerned and strong in working in agriculture. This article is devoted to the consideration of features, as well as highlighting the importance, essence and shortcomings of the institution of correspondence litigation in civil proceedings of Ukraine. The normative-legal regulation of this institute is given. The historical sources of this institute are given, the direction of this institute in the modern civil procedural legislation of Ukraine is specified. The peculiarities, as well as the specifics of the content and procedure for making a decision in absentia are indicated. Isolation and comparison of absentee and ordinary court decisions are made. The importance of absentee trial in civil proceedings is considered, based on the current legislation of Ukraine. The direction of this institute is determined, it is noted that its existence is aimed at expanding the principles of dispositiveness of the civil process. Various aspects of understanding absentee proceedings in the legal literature are considered, the conditions for conducting absentee proceedings, which are provided by the civil procedural legislation, are given. The purpose of introduction of correspondence consideration of case among the international legal acts is allocated and own understanding of such purpose is allocated. A study was conducted, the results of which clarified the importance of decisions in absentia and the problems that can be distinguished from such results. The shortcomings of law enforcement and the work of the judicial system are identified based on the above statistics. It is determined that the functioning of the institute of correspondence proceedings in civil proceedings is not without its shortcomings, and therefore this institute needs to be improved, concretized, and also requires bringing the norms to the current state in connection with the transformation of social relations. The opinions of scientists on the shortcomings of the application of the institute of correspondence proceedings are analyzed and given, their own attitude is given. The problematic aspects of reviewing decisions in absentia that may be considered illegal are identified. The notion of absentee proceedings and absentee decision is analyzed, the difference between them is determined, based on the definition of such notions in the civil procedural legislation, the shortcomings of such consolidation of notions by the legislator are noted.

This study describes the effectiveness of an adapted behavioral education program for students defined as “chronic absentee.” The intervention focused on building positive student–adult relationships through data monitoring, daily check-ins, and group reinforcements. Although it resulted in a 0.43% ( p = .635) decrease in average daily attendance, a promising result was participants’ decrease in absences during the intervention. The intervention also may be preventative for absentee students. The paper explores implications for practice and research.

Agricultural land that is owned by a cord (Absentee) is legally prohibited. Because the ownership of the Absentee-owned Agricultural Land distances the ideals and spirit of land reform as the basic rule of every National Agrarian law. Absentee land tenure is prohibited because it can restore a very detrimental Landlord system especially to local farmers residing in Absentee land. True agricultural land should be utilized and done in an effort to meet the productivity that will raise the economy nationally. However, Government Regulation No. 4 of 1977 concerning Agricultural Land Ownership by Clothes (Absentee) for Retired Civil Servants states that "a Servant within 2 (two) years preceding retirement allowed to buy agricultural land in guntai (absentee) covering an area of up to 2/5 of a part the maximum limit of land tenure for the relevant Level II Regions. ". Is the ban on the ownership of farmland in a strand (Absentee) applies to all the people of Indonesia ?. The prohibition of land ownership does not apply to Civil Servants State From the provisions of the law above can be concluded that Civil Servants (PNS) can have Absentee land because it is considered Civil Servants have been credited as a driver of the state system. However, with the conditions set forth in the legislation. Civil Servants or Retired Civil Servants who have farmland by hand (Absentee) can make a profit-sharing system as an effort to manage the absentee land to be more productive again by sticking to the prevailing laws and regulations.

A school was a place to get knowledge. A student absentee is a major concern for lecturers at institutions of teacher education learning. Absences create a dead, tiresome, unpleasant classroom environment that makes students who come to class uncomfortable and the lecturer irritable. The objective of the study was to study the causes of student teacher absentees in teacher education institution. The investigator selected the sample through random sampling, 994 student teachers were selected from teacher education institution from Allahabad. To collect the data researcher has used Absenteeism Inventory constructed by researcher. The salient finding of the study was the Male student teachers are more absent in their Teacher education Institution than Female student teachers and student teachers in Private Teacher education Institution are more absent in their Teacher education Institution than student teachers in Government Teacher education Institution.

Pasal 3 ayat (1) Peraturan Pemerintah Nomor 224 tahun 1961 jo. Peraturan Pemerintah Nomor 41 tahun 1964 menyatakan adanya larangan kepemilikan tanah pertanian secara absentee. Dalam prakteknya, kepemilikan tanah pertanian yang dimiliki oleh penduduk asli wilayah tempat tanah pertanian tersebut sudah berpindah ke pihak lain, diluar dari tempat kedudukan tanah tersebut. Hal ini dapat terjadi karena adanya kekosongan norma dalam pasal tersebut sehingga terjadi banyak pelanggaran dan penyelundupan hukum karena digunakannya surat keterangan domisili dan Kartu Tanda Penduduk palsu untuk memalsukan domisili orang yang akan membeli tanah pertanian. Adapun rumusan masalah yang akan dibahas dalam tesis ini adalah 1). bagaimana keberadaan KTP-el terhadap larangan kepemilikan tanah secara absentee? 2). bagaimana keberadaan larangan kepemilikan tanah secara absentee dengan adanya KTP-el dikaitkan dengan program pengampunan pajak? Jenis penelitian ini ialah penelitian hukum normatif karena beranjak dari kekosongan norma terkait dengan larangan kepemilikan tanah pertanian secara absentee yaitu pada Pasal 3 PP Nomor 224 tahun 1961. Pendekatan yang digunakan ialah pendekatan perundang-undangan, pendekatan konsep dan pendekatan historis yang berkaitan dengan tesis ini. Sumber bahan hukum pada tesis ini berupa sumber bahan hukum primer dan sekunder yang berkaitan dengan tesis ini. Teknik pengumpulan bahan hukum dilakukan dengan cara membaca dan mencatat liteatur-literatur yang berkaitan dengan permasalahan dan kemudian akan disajikan dengan deskripif analitis. Hasil Penelitian terhadap permasalahan yang dikaji adalah Berlakunya KTP-el mencegah adanya kepemilikan tanah pertanian secara Absentee. Setiap penduduk hanya bisa memiliki 1 NIK. KTP-el juga dapat menanggulangi adanya kepemilikan tanah pertanian secara absentee. Terbitnya KTP-el memberikan kejelasan mengenai domisili seseorang, sehingga panitia yang bertugas untuk mengawasi program landreform khususnya mengenai program absentee akan mudah untuk mendata tanah-tanah pertanian yang dimiliki secara absentee. Setelah data-data tersebut diperoleh, maka tanah-tanah pertanian yang dimiliki secara absentee dapat didistribusikan kepada petani dalam rangka landreform. Program pengampunan pajak akan membantu mendata adanya kepemilikan tanah pertanian secara absentee. Setelah data-data mengenai kepemilikan tanah pertanian secara absentee sudah didapat, tanah-tanah pertanian tersebut dapat dikontribusikan sesuai dengan aturan yang berlaku. Dengan adanya Program pengampunan pajak dapat menertibkan kepemilikan tanah pertanian secara absentee. Kata kunci : Kepemilikan, tanah pertanian, pengampunan pajak, kartu tanda penduduk.

Abstract:
Introduction: Voters facing illness or disability are disproportionately under-represented in terms of voter turnout. Earlier research has indicated that enfranchisement of these populations may reinforce the implementation of policies improving health outcomes and equity. Due to the confluence of the coronavirus 2019 (COVID-19) pandemic and the 2020 election, we aimed to assess emergency absentee voting processes, which allow voters hospitalized after regular absentee deadlines to still obtain an absentee ballot, and election changes due to COVID-19 in all 50 states. Methods: We performed a cross-sectional study collecting 34 variables pertaining to emergency voting processes and COVID-19-related election changes, including deadlines, methods of submission for applications and ballots, and specialized services for patients. Data were obtained from, in order of priority, state boards of elections websites, poll worker manuals, application forms, and state legislation. We verified all data through direct correspondence with state boards of elections. Results: Emergency absentee voting processes are in place in 39 states, with the remaining states having universal vote-by-mail (n = 5) or extended regular absentee voting deadlines (n = 6). The emergency absentee period most commonly began within 24 hours following the normal absentee application deadline, which was often seven days before an election (n = 11). Unique aspects of emergency voting processes included patients designating an “authorized agent” to deliver their applications and ballots (n = 38), electronic ballot delivery (n = 5), and in-person teams that deliver ballots directly to patients (n = 18). Documented barriers in these processes nationwide include unavailable online information (n = 11), restrictions mandating agents to be family members (n = 7), physician affidavits or signatures (n = 9), and notary or witness signature requirements (n = 15). For the November 2020 presidential election, 12 states expanded absentee eligibility to allow COVID-19 as a reason to request an absentee ballot, and 18 states mailed absentee ballot applications or absentee ballots to all registered voters. Conclusion: While 39 states operate emergency absentee voting processes for hospitalized voters, there are considerable areas for improvement and heterogeneity in guidelines for these protocols. On September 25, 2018, American University Library held its inaugural Absentee Ballot Day, helping 1,005 students request absentee ballots. The library partnered with student government, the alumni association, and the League of Women Voters of the District of Columbia to empower our students in exercising their fundamental right and responsibility as citizens in a democracy. This article describes the reasoning behind this initiative, the planning process, and the event itself. The hope is that many academic libraries will join in this effort for the 2020 general election. Resources for institutions wishing to hold their own Absentee Ballot Day are included.

AbstractThe COVID-19 pandemic has fundamentally changed all aspects of American life, including, for many, how we vote. We explore the question of who supports unrestricted absentee ballots during a pandemic. We argue that women are more likely to support absentee ballots because they allow for greater flexibility and minimize the potential for exposure. We test this theory using the National Panel Study of COVID-19 (n = 1,892), which asked respondents about their preferences for absentee ballots, their worry about the coronavirus, and their household composition. Using multinomial logistic regressions, we find that women are more likely to support allowing absentee ballots compared with more restrictive voting options and are more likely to say they support absentee ballots for all if they know someone who has contracted COVID-19. The policy implications for these findings are discussed along with other sociodemographic indicators in our analysis.

In the last few years policy innovators have implemented a variety of new voting reforms aimed at increasing the ways voters can cast their ballot and with it voter turnout. While these efforts have largely suggested that the net effect of these reforms has been minimal, scholars have not analyzed the effectiveness of the use of these methods by partisan campaigns to increase targeted turnout or to change the methods voters use to cast their ballot. In collaboration with a state party organization, I examine the effect of a partisan get-out-the-vote effort using an absentee vote-by-mail push. I find that these get-out-the-vote efforts to target voters using absentee ballot request forms are effective at shifting more voters to vote absentee. However, while pushing absentee vote-by-mail balloting may bank votes for a campaign before Election Day, the overall effect of partisan campaigns’ use of absentee ballot efforts to increase turnout appears limited.

Since the 2000 election, researchers have taken an interest in the role of voter confidence and its importance as an assessment of public trust in electoral outcomes. Many factors may influence voter confidence including the way in which a voter casts their ballot. Previous research has found that absentee voters consistently report the lowest levels of confidence that their votes were counted correctly. This study uses an experiment to examine how voting method impacts voter confidence. Voters were randomly assigned to either an in-person or absentee voting condition. Participants assigned to the absentee condition expressed lower levels of confidence that their votes would be counted correctly than those assigned to the in-person voting condition. Voters who had to ask for assistance during the experiment also reported lower levels of confidence. This could have implications for voter confidence levels nationally as vote-by-mail continues to grow in popularity.

One important aspect of the law with the enactment of the UUPA is a program of Landreform in Indonesia . Landreform became one of the alternatives for agrarian justice to resolve agrarian disputes and conflicts . one of the land reform program is the prohibition of absentee ownership of agricultural land. The problem that then occurs is the existence of exceptions in absentee land ownership . The problems regarding the permissibility of absentee ownership of agricultural land by the Servants . The exception contained in Article 3 Paragraph (4) of Government Regulation No. 224 of 1961 on the implementation of Land Distribution and Provision of Compensation. Ownership and control of agricultural soils in absentee in Article 10 Paragraph (1) UUPA is basically prohibited, but in Article 3 Paragraph (4) PP No. 224 years 1961, the government granted an exemption absentee ownership of agricultural land to some legal subjects of the Servant , retired civil servants , widows and widows of civil servants retired civil servants.

The students all shared dreams for the future; 50% involved further education, and 50% involved job training. A support group intervention was offered to the 17 students during spring term. Only three students were able to participate in a weekly group meeting for 5 weeks. Two of the three students were depressed and referred to their health care providers for evaluation. The topics presented to the group included being sick and options available, setting weekly attendance goals, identifying depressive symptoms and what they mean, and likes and dislikes about school. The support group occurred late in the school year, so its effect on attendance was not determined.

It is expected that the owners of agricultural land will work on their own land so that productivity will be maximized, the community will be taught to work and be productive regularly and routinely. But in reality in the field in Jabalsari village Sumbergempol subdistrict Tulungagung regency there are still many people who control agricultural land absentee and interpreted the rules of ownership of agricultural land absentee not yet effective, so this research aims to find out the causes of absentee ownership of agricultural land and how a large role Tulungagung Regency National Land Agency in terms of absentee ownership of agricultural land. This research is carried out using the Empirical Juridical method namely how the law is implemented in social life. The results of research conducted in Jabalsari village Sumbergempol Sub-district Tulungagung District showed that absentee land ownership in Tulungagung District occurred due to many factors namely: community awareness factors, cultural factors, legal factors, law enforcement factors in the area, facility and infrastructure factors as well as quite a lot It was found that economic factors, and the responsibility of the National Land Agency of Tulungagung Regency still reached the supervision of certified land and improved administration of agricultural land data, this was done so that in the future it would run and orderly administration of the problem of absentee ownership of agricultural land.

Secondary data were obtained from available data from other sources such as documents related to the discussion, literature, and documentation that were in accordance with the research objectives. The samples in this study were chosen deliberately. The sample of this research includes 2 kinds of samples, namely, the key sample and the main sample. This study used a qualitative data analysis method. The results showed that the determinant factors causing absentee land ownership are: knowledge factors, awareness factors, cultural factors, law enforcement factors, and economic value factors. The nature of Joseph Conrad's critique of imperialism, given his novels' pervasive racism, persists as a source of debate. his essay argues that three of his imperial novels, Lord Jim, Nostromo, and Victory, take aim at an emerging system of imperialism organized around the modern, investorowned corporation. his system, referred to here as “absentee capitalism,” was replacing the nineteenthcentury British system of relatively small, familybased irms. he novels idealize the familyowned irm as having a presence of material value, meaning, and afect that contrasts with the wasted value let in the wake of absentee capitalism's invisible and everchanging network of social relations. According to this interpretation, Victory, which has been marginalized in Conrad studies, takes on renewed import for its insight into the relation among imperialism, romance, and modernism in Conrad's oeuvre.
