Full textAs a modern organization, the military becomes aware of the need for transition and it often becomes an agent of change for society. In the context of national development the military represents a major institution in the country of Indonesia. Its enormous size has made it the most powerful and well-organized group within Indonesian society, imparting modern values to the still traditional milieu. Thus, the Indonesian Armed Forces have a double function of playing a central role of contributing to the nation's development, first, as a defense and security force and secondly, as a socio-political force. The Indonesian Armed Forces as a modern institution has significantly contributed to the development of the Republic of Indonesia. This thesis will contribute toward a better understanding of the role of the armed forces and their contribution to national development.

Full textThis thesis discusses communication systems currently in use by the Republic of China (R.O.C.) Armed Forces and explores ways that the R.O.C. may increase the capability of its national defense by improving current communication networks. Modern network communication and components techniques such as digital data transmission, network protocols, network topologies, switching technologies, and transmission media are discussed. The U.S. Defense Data Network (DDN) is used as a model for a successful military network. The DDN technology and Integrated Services Digital Network (ISDN) standards are combined with concepts from modern communication technologies to develop the conceptual framework for a proposed Integrated Defense Communication Network (IDCN) for the R.O.C. Armed Forces. This framework is intended for use by the R.O.C. Department of Defense in establishing a nation-wide communication system that will improve its administration management, logistic supply, intelligence collection, and auxiliary tactical communication capabilities.

The central highlands of Vietnam were of vital strategic importance during the Second Indochina War (1955-1975); the collapse of South Vietnamese forces in this region in March 1975 led to the fall of Saigon just one month later. Despite this area’s importance, most central highlands historiography addresses large military campaigns, such as the 1972 Nguyen Hue “Easter Offensive” and the 1975 Ho Chi Minh Offensive. Micro-histories are of great value in examining the implementation of national programs, yet all province case studies examine events in the more heavily populated and ethnically homogeneous Saigon and Mekong Delta regions of the Republic of Vietnam (RVN). This thesis examines Lam Dong province, at the southern end of the Vietnamese central highlands. Focusing on the territorial forces initiative and RVN policy toward ethnic minority Montagnards in the highlands—two vital yet under-studied topics in Vietnam War historiography—this study demonstrates the operational success of the former and the strategic failure of the latter. The thesis is organized chronologically and concentrates on the final six years of the war, when South Vietnamese officials were increasingly promulgating and executing policy. The first part of the study details background information and outlines the war through 1967, when the National Liberation Front (NLF) held the advantage. The middle section scrutinizes the late 1960s and early 1970s and describes the factors that led to increased province security. The final section analyzes the final two years of the war following the departure of U.S. troops. In this period, South Vietnamese forces held the advantage against a weakened NLF, yet ordinary citizens’ discontent reached a climax. In-depth study of both province- and national-level documents from this period demonstrates that local officials, both American and Vietnamese, often attempted to address challenges but were hindered by the centralized nature of the Saigon bureaucracy. The inability and unwillingness of the RVN to address adequately issues such as highlands refugee policy led to the gradual dissatisfaction of many Montagnards in the highlands. This study elucidates RVN initiatives such as the territorial force, Main Living Area, and Return to Village programs—seldom-mentioned yet key facets of the Saigon government’s attempt to mollify ethnic tensions and counter the threat posed by the NLF.

During the first decades of post-independence, a weakly structured state was established. At the time when the combined efforts of the donors were beginning to introduce a new dynamic of stability, the Séléka rebellion led by Michel Djotodia took power on March 24, 2013. Since then, the country has faced one of its major crisis, characterized by the intermittent violence, the plurality of actors and the complexity of the belligerent factors. The national defense forces of People’s Republic of China can be divided into three parts: People''s Liberation Army, People’s armed police of China, and Militia. In the connotation of the reserved armed forces of People’s Republic of China, despite of the reserve service and military training of students, the most important part is “militia”, of which process of existence and development is still regulated by the revolution in military affairs of the entire international environment and the military strategic targets, just like People''s Liberation Army. In addition, the trend of mobilization of reserved armed forces is also adjusting. Militia is based on the insistence that Communist Party of China controls the military forces politically, traditional thinking of people’s war, consistence in peaceful time and wartime, and the organic form of integration of labors and forces. Besides, it is regulated by the law that ”militia should combine with the reserved armed forces ”,especially changed by the military thinking and the plans of establishing arm force of the leaders of Communist Party of China. Its role is just followed by the 36th clause of “Military Service Law ” of Communist Party of China, which is “Militia is the People’s armed organization with production, and it is the assistant and reserved forces of People''s Liberation Army. ” After the reform and opening-up since 1978, China’s military actions followed whole economic situation. Facing the severe change and charge of politics, society and economy, Communist Party of China has to solve the tests of need after those change. Though China’s military actions should follow whole economic situation after the reform and opening-up, until today, the military armed forces of People’s Republic of China will face the charge of the third style of war and the pressure of time under the change of the revolution in military affairs by itself, and those above are severer than the issues of politics, society and economy. Militia is combined with people and armed forces, and it is expected to reply to related need and test. However, the difficulties are that militia will be affected by the charge and influence of the reform and opening-up in the system, such as the problems of organizations and affairs of management, quality and profession-oriented, funds and legal protection, and set-up of roles and training. Those are China will face when it looks forward the future and chooses the direction of development.

Faced with the ever-increasing threat from China, the Republic of China’s military has been preparing for training for many years. The most important part of war and military training is logistics. The personnel morale and morale of the army have affected the morale of the military. The existing Republic of China military has used the MRE for 20 years. No major improvement has been made, and the MRE eaten by soldiers all over the world have continued to improve. Therefore, the improvement of the MRE of the Republic of China Army is an important task in the current logistics operations.Quality Function Deployment (QFD) is an effective method for systematically analyzing the products based on customer's position and requirements, and transforming the analysis results into product R&D design and production technologies.This study uses the Republic of China Armed Forces MRE for example . Its research objectives include: "Understanding and sizing the history of MRE development in the Republic of China", "Obtaining opinions on the use of the current MRE by the search and reorganization force, providing improved focus and evidence," and "through quality performance." Expand (QFD) organize customer expectations factors and MRE functional elements, understand customer care expectations factors, and further switch to the design function level, providing designers with follow-up new MRE design methods.The study found that the first five demand items that showed the soldier's highest priority were the following five categories: "whole consumption", "selectable species", "meat flavor of dried meat", "number of dried meat" and "whole body weight"; The top five demand items that are most valued in product design are "Product Flavor," "Non-Food Change Meat," "Meat-Based Staple Food," "Meat-Dry Meat Supply," and "Snack-Made Chocolate-Based" 5 items. The above results can provide the focus and direction of future new MRE improvement.

Non-traditional security threats have been taken more seriously after the cold war because of the proliferation of globalization and the reduction of extensive military conflicts. Affected by that and other factors of the time, Armed Forces in many counties began to transform, the concept of Military Operations other than War therefore became more practical and acceptable. This research aims to discuss and understand the background and status of the Foreign Military Operations other than War from the Republic of China Armed Forces after the cold war, to achieve a better future guide. The fading of ideology after the cold war was one of the main reasons that makes our government conservative in implementing Foreign Military Operations other than War. However, we do have the capabilities to carry out most of those operations, which could not only response to the non-traditional security threats, but also to promote organization reformation and cultivate national soft power. Moreover, we could spill the experiences from those co-working operations to other diplomatic matters, which might help us to break through the diplomatic suppressions from China. After studying and comparing the key studies in the subject for both theoretically and implementing, we found out that for what we have done in Foreign Military Operations other than War is more about promoting national image but rarely about declaring national sovereignty, the structures of related laws and procedures are incomplete, and the self-narrowed policies and the outdated equipment also affect the results of operations. Therefore, we recommend the government to address more active and comprehensive policies, to improve laws and procedures, and to renew the equipment. Finally, we compared requirements for the operations of Foreign Military Operations other than War with the current status we held, and found out that except for the operations we have done before like helping to deliver emergency aids, allowed noncombatant evacuation operations and military exercises in the high sea, we should participate in protective humanitarian actions, performing bilateral or multilateral exercises associated with Military Operations other than War, ensuring freedom of navigation and overflight, mine clearance operations and counter-piracy operations.

Full textThe study aims to investigate criminal jurisdiction of the visiting SADC armed forces during peace time focusing only on the Republic of Botswana and the Republic of South Africa. Since the adoption of the Declaration and Treaty of SADC, the armed forces of both Botswana and South Africa at times find themselves on each other’s territory. Once in each other’s territory the question of criminal jurisdiction becomes imperative. The two countries seem not to agree on the content of status of force agreements while cooperating in terms of the SADC Treaty. The contentious point is that the death sentence is still a competent sentence for certain offences under certain circumstances in terms of Botswana laws, whereas in South Africa the death sentence was declared unconstitutional. In the absence of any agreement, South African armed forces may face a death sentence while in Botswana and Botswana authorities might not be able to carry out a death sentence over their members for offences committed while in South Africa. In trying to answer the question of criminal jurisdiction while on each other’s territory during peace time, a study of the evolution of jurisdiction is undertaken. The laws of both countries are considered, especially the application and protection afforded by their respective constitutions. The approach followed by the UN in sending a peace-keeping force to conflict areas is analysed. A micro-comparison of agreements concluded by selected countries, more especially the NATO agreement, is undertaken. Treaties as a source of international law are analysed to show that rights can be extended and be limited by agreement. The study concludes by recommending that concurrent criminal jurisdiction with certain qualification seems to be the accepted norm and compromise amongst the international community, and that the two countries may consider this approach as the basis for such agreement.

The thesis intends to study the training effect of military members in the Armed Forces of the Republic of China in education training on team establishment. The subjects are 106 military members of troops and schools in northern Taiwan. They are composed of 90 males and 16 females, average age 24, SD 1.29. This study adopts Independent samples t-test, One-way ANOVA with independent samples, Homogeneity test, Two-way ANOVA with independent samples, and Hierarchical Linear Regression for statistic. The results are: 1. The former control group varies in sex among the aspects of sex, age, and educational level. 2. Team concept does not vary among subjects of different self-efficacy. 3. There is difference among groups in the aspect of division of team work, cooperation, team communication, and team leadership. 4. (1) There is difference of satisfaction degree as a result of division of team work and cooperation. (2) There is difference of team concept as a result of team communication after experiential sport learning. (3)There is difference of team concept as a result of team leadership after experiential sport learning. The study enables us to apply the principle of experiential sport learning to human resource management in the Armed Forces of the Republic of China and the civil society. It helps us know how to establish executive strategies in an organization and also offers suggestions for further research.

Full textThe impressive economic development has led China to become the second largest economy in the world, although increasing their commodities consumption, mainly oil. In addition, the PRC currently has the second-largest military budget. Therefore, we witness an increase in its military capacity, which is following its economic development. Increased Chinese military capabilities have been the subject of interest and concern all over the world because of the relevance of the events which it is related to. The increasing capacity of the strategic missile forces, space capabilities, the first run of the first Chinese aircraft carrier and rumours about Chinese authorities building a second one, the escalation of tensions in the South and East China Sea are some of the events that have earned a great amount of attention by researchers and scholars. Tensions in the South and East China Sea generate distrust in the region and the US has reinforced its military presence in the Asia-Pacific waters. At the same time, the PRC becomes the permanent member of the UN Security Council to send more troops to UN peacekeeping operations. However, without knowing and realizing the PRC's foreign policy, we will be unable to understand the tasks of the Chinese military, whose development has been quite remarked. In this way, we will try to map these objectives, the foreign policy goals of the Central Kingdom, so we can establish connections between relevant military developments and foreign policy objectives that the Chinese authorities aim to achieve. Thereby we can understand how the Chinese military plan is contributing to the achievement of the external policy objectives in the PRC.
