Pargac, Petr. "What issues does the Czech Republic face concerning offsets in the context of military purchases." Thesis, Monterey, California. Naval Postgraduate School, 2006. http://hdl.handle.net/10945/2611.

Full text
Abstract:
The word "offset" in the broad sense represents reciprocal trade advantages that result from economic agreements. However, as a result of increasing competition among suppliers due to the reduced global defense market, declining military budgets, and other aspects, buyers are able to influence the conditions under which major defense programs are obtained. Not only unions, defense industries, trade associations, and public, but also EU is involved. The Czech Republic as a member of these organizations has to follow their rules as well, and their views and policies regarding offsets might be different. The objective of this project is to examine what issues, if any, the Czech Republic faces concerning offsets implementation in international trade. This study will discuss briefly the history of the Czech Republic's participation in offsets, and its current policy, if any, towards using offset practices. The Czech Republic's goals in offset practices, and government support for them, would be another area of research. The Czech Republic is an EU member and therefore is obliged to follow policies implemented by these institutions. Whether there is any connection between the Czech government policy and EU policies will also be examined. Specifically, the project will focus on what should be done in future offsets implementation, and what to be aware of.

Abstract:
Building on in-depth study of specialist literature, the present diploma thesis seeks to define the Czech Armed Forces' education system and determine whether the system is motivating enough for the Czech Armed Forces service personnel. The practical goal was to identify opportunities to improve academic training of employees in military organisations, for which a questionnaire survey was used to establish opinions of Czech Armed Forces service personnel on the provision of their education and academic training, their attitude on the need to study foreign languages, usability of languages in their service assignments as well as ascertaining importance of education as a motivating factor for people to join the Czech Armed Forces. The following methods were used to achieve the objectives: induction and deduction, study and analysis of texts and documents, comparison, focus groups, participant observation and interviewing. The goal set for the thesis was achieved, as has been proven by the means of established hypothesises and their verification. The methods employed ascertained that the Czech Armed Forces has a well set system of service personnel training that facilitates an effective education system management.

As a modern organization, the military becomes aware of the need for transition and it often becomes an agent of change for society. In the context of national development the military represents a major institution in the country of Indonesia. Its enormous size has made it the most powerful and well-organized group within Indonesian society, imparting modern values to the still traditional milieu. Thus, the Indonesian Armed Forces have a double function of playing a central role of contributing to the nation's development, first, as a defense and security force and secondly, as a socio-political force. The Indonesian Armed Forces as a modern institution has significantly contributed to the development of the Republic of Indonesia. This thesis will contribute toward a better understanding of the role of the armed forces and their contribution to national development.

Abstract:

This thesis discusses communication systems currently in use by the Republic of China (R.O.C.) Armed Forces and explores ways that the R.O.C. may increase the capability of its national defense by improving current communication networks. Modern network communication and components techniques such as digital data transmission, network protocols, network topologies, switching technologies, and transmission media are discussed. The U.S. Defense Data Network (DDN) is used as a model for a successful military network. The DDN technology and Integrated Services Digital Network (ISDN) standards are combined with concepts from modern communication technologies to develop the conceptual framework for a proposed Integrated Defense Communication Network (IDCN) for the R.O.C. Armed Forces. This framework is intended for use by the R.O.C. Department of Defense in establishing a nation-wide communication system that will improve its administration management, logistic supply, intelligence collection, and auxiliary tactical communication capabilities.

Mangwanda, Lusegu Mylene. "A cry for justice : the lack of accountability for perpetrators of sexual violence against women in the Democratic Republic of Congo." Diss., University of Pretoria, 2017. http://hdl.handle.net/2263/64622.

Full text
Abstract:
The eastern part of the Democratic Republic of Congo (DRC) has been described as the ‘rape capital of the world’ due to the severity and brutality of sexual violence that Congolese women experience. Sexual violence as a weapon of war in conflict-torn areas takes the form of rape, sexual slavery and the insertion of objects into cavities (such as knives, rifle barrels, pieces of glass, sticks, wood, bottles and pestles coated in chili pepper). It predominantly targets girls as young as two years old and women as old as eighty years old. Perpetrators of such illegal and immoral acts of violence in eastern DRC (North Kivu and South Kivu provinces) include members of the national army, members of rebel groups and United Nations Peacekeeping personnel. Congolese women’s rights are constantly undermined and violated. This is despite the country’s legal obligations to protect Congolese women through its ratification of a number of international and regional conventions and treaties which promote the rights of women and prohibit sexual violence. The Congolese Constitution contains provisions aimed at promoting and protecting women’s rights, including the protection of women against sexual violence. Despite various pieces of legislation and calls by human rights activists to halt acts of sexual violence, Congolese women continue to face unwanted pregnancies, abortions, sexually transmitted diseases, HIV/AIDS, destroyed reproductive organs, injuries and even death. Sexual violence continues unabated in eastern DRC as a tactic used by various armed groups to terrorise and control the population living in conflict-torn eastern DRC. This mini-dissertation is a cry for justice in that it highlights sexual violence crimes and other human rights abuses faced by women in eastern DRC and calls for perpetrators to be held accountable.

The central highlands of Vietnam were of vital strategic importance during the Second Indochina War (1955-1975); the collapse of South Vietnamese forces in this region in March 1975 led to the fall of Saigon just one month later. Despite this area’s importance, most central highlands historiography addresses large military campaigns, such as the 1972 Nguyen Hue “Easter Offensive” and the 1975 Ho Chi Minh Offensive. Micro-histories are of great value in examining the implementation of national programs, yet all province case studies examine events in the more heavily populated and ethnically homogeneous Saigon and Mekong Delta regions of the Republic of Vietnam (RVN). This thesis examines Lam Dong province, at the southern end of the Vietnamese central highlands. Focusing on the territorial forces initiative and RVN policy toward ethnic minority Montagnards in the highlands—two vital yet under-studied topics in Vietnam War historiography—this study demonstrates the operational success of the former and the strategic failure of the latter. The thesis is organized chronologically and concentrates on the final six years of the war, when South Vietnamese officials were increasingly promulgating and executing policy. The first part of the study details background information and outlines the war through 1967, when the National Liberation Front (NLF) held the advantage. The middle section scrutinizes the late 1960s and early 1970s and describes the factors that led to increased province security. The final section analyzes the final two years of the war following the departure of U.S. troops. In this period, South Vietnamese forces held the advantage against a weakened NLF, yet ordinary citizens’ discontent reached a climax. In-depth study of both province- and national-level documents from this period demonstrates that local officials, both American and Vietnamese, often attempted to address challenges but were hindered by the centralized nature of the Saigon bureaucracy. The inability and unwillingness of the RVN to address adequately issues such as highlands refugee policy led to the gradual dissatisfaction of many Montagnards in the highlands. This study elucidates RVN initiatives such as the territorial force, Main Living Area, and Return to Village programs—seldom-mentioned yet key facets of the Saigon government’s attempt to mollify ethnic tensions and counter the threat posed by the NLF.

Abstract:
In 1955, barely ten years after the end of the most devastating war in Modern German history, a new German military was established in the Federal Republic, the Bundeswehr. In order properly fill the ranks of this new military the government, under the leadership of Konrad Adenauer, believed that it would have to draft men from the West German population into military service. For the government in Bonn conscription was a double-edged sword, it would not only ensure that the Bundeswehr would receive the required number of recruits but it was also believed that conscription would guarantee that the Bundeswehr would be more democratic and therefore in tune with the policies of the new West German state. What this study seeks to explore is what the West German population thought of conscription. It will investigate who was for or against the draft and seek to determine the various socioeconomic factors that contributed to these decisions. Furthermore this study will examine the effect that the public opinion had on federal policy.

Full text
Abstract:
This dissertation is a focused analysis of the origins, organization, training, politics, and combat capability of the Army of the Republic of Viet Nam (ARVN) from 1954 to 1963, the leading military instrument in the national counterinsurgency plan of the government of the Republic of Viet Nam (RVN). Other military and paramilitary forces that complemented the army in the ground war included the Viet Nam Marine Corps (VNMC), the Civil Guard (CG), the Self-Defense Corps (SDC) and the Civil Irregular Defense Groups (CIDG) which was composed mainly of the indigenous populations in the Central Highlands of South Vietnam. At sea and in the air, the Viet Nam Air Force (VNAF) and the Viet Nam Navy (VNN) provided additional layers of tactical, strategic and logistical support to the military and paramilitary forces. Together, these forces formed the Republic of Viet Nam Armed Forces (RVNAF) designed to counter the communist insurgency plaguing the RVN. This thesis argues the following. First, the origin of the ARVN was rooted in the French Indochina War (1946-1954). Second, the ARVN was an amalgamation of political and military forces born from a revolution that encompassed three overlapping wars: a war of independence between the Vietnamese and the French; a civil war between the Vietnamese of diverse social and political backgrounds; and a proxy war as global superpowers and regional powers backed their own Vietnamese allies who, in turn, exploited their foreign supporters for their own purposes. Lastly, the ARVN failed not because it was organized, equipped, and trained for conventional instead of counterinsurgency warfare. Rather, it failed to assess, adjust, and adapt its strategy and tactics quickly enough to meet the war’s changing circumstances. The ARVN’s slowness to react resulted from its own institutional weaknesses, military and political problems that were beyond its control, and the powerful and dangerous enemies it faced. The People’s Army of Viet Nam (PAVN) and the People’s Liberation Armed Forces (PLAF) were formidable adversaries. Not duplicated in any other post-colonial Third World country and led by an experienced and politically tested leadership, the Democratic Republic of Viet Nam (DRVN) and the National Front for the Liberation of Southern Viet Nam (NFLSVN) exploited RVN failures effectively. Hypothetically, there was no guarantee that had the US dispatched land forces into Cambodia and Laos or invaded North Vietnam that the DRVN and NFLSVN would have quit attacking the RVN. The French Far East Expeditionary Corps (FFEEC)’ occupation of the Red River Delta did not bring peace to Cochinchina, only a military stalemate between it and the Vietnamese Liberation Army (VLA). Worse yet, a US invasion potentially would have unnerved the People’s Republic of China (PRC) which might have sent the PLAF to fight the US in Vietnam as it had in Korea. Inevitably, such unilateral military action would certainly provoke fierce criticism and opposition amongst the American public at home and allies abroad. At best, the war’s expansion might have bought a little more time for the RVN but it could never guarantee South Vietnam’s survival. Ultimately, RVN’s seemingly endless political, military, and social problems had to be resolved by South Vietnam’s political leaders, military commanders, and people but only in the absence of constant PAVN and PLAF attempts to destroy whatever minimal progress RVN made politically, militarily, and socially. The RVN was plagued by many problems and the DRVN and NFLSVN, unquestionably, were amongst those problems.

Abstract:

Abstract:
The Czech Armed Forces (CAF) constitutes the most important element within defense system of Czech republic. Primary role of CAF is to defend country against foreign invasion to which purpose should its build-up and structure correspond. From the perspective of military theory defined by Carl von Clausewitz, there is pivotal component in case of composition of CAF which is porportion of individual arms and services. Proportion of military occupations matching these arms and services as well as combat and support parts of CAF is of primary concern in this work. This relationship is also compared with composition of United States Armed Forces due to fact that these are the most important and the most effective armed forces in the contemporary world. Based on this comparison, there can arise some of generally valid principles and procedures for developing the armed forces which can be also applied in case of CAF. Geopolitical position of Czech republic and its historical context is also taken into consideration in this work.

The work builds upon a theoretical frame of postmodern paradigm studying various trends that accompany a shift from modern to postmodern militaries. Part of the study is dedicated to acquiring empirical knowledge about the changes that deployment to Afghanistan has brought to Czech army. Later the theoretical predictions are confronted with the real development of Czech armed forces and it is argued that the impact deployment to Afghanistan had on Czech armed forces has brought the army closer to the concept of postmodern military.

Diploma thesis "Public presentation of the Armed Forces of the Czech Republic in selected Czech media" deals with public presentation of the Armed Forces of the Czech Republic (ACR) and Ministry of Defense (furthermore the department of defense). Nowadays, it is necessary to work with public and media presentation, and if it is possible, then cooperate with media which help to form the public opinion. One of the goals of our work was to determine whether the department of defense uses any communication manuals and procedures for their public communication, and by using qualitative analysis (interviews and own research of available materials) to explore what is its communication strategy and which tools are used for communication with the public and the media. The goal of quantitative content analysis was to determine how different is an interpretation of events associated with the department of defense in our chosen print media (MF DNES, Blesk) from interpretation of these events in departmental media (journal A report, websites www.army.cz). For this analysis we chose five events for which we sought content mentioning the ACR or the department of defense. The thesis deals with the influence of free time on life satisfaction of Military Police personnel. It depicts how much the free time means to military personnel and how they spend their free time. A theoretical part is focused on peculiarity of different social groups represented by The Armed Forces of the Czech Republic and the Military Police and it is also focused on acceptance requirements to the aforementioned organizations. In addition to that it describes different views on the free time, life satisfaction and quality of life. It evaluates certain survey outcomes aimed at spending the free time and the life satisfaction not only in the Czech Republic but also abroad. Positive effects of the free time against risk behavior are mentioned in the theoretical part of the thesis as well as ways of prevention against the negative impacts implemented by Ministry of Defense. A survey is the main part of the practical part. The survey is focused on ways of the free time spending, on its sufficiency or deficiency, and how the quantity of the free time influences the life satisfaction of the Military Police personnel. The survey shows connection between the free time and prevention against the risk behavior and influence of the free time on life satisfaction too.

The aim of this thesis is to find political elite's dominant motivation which leads to the decision take part in foreign military operations. Hypothesis assumes that according to the material capabilities and power ambitions of the Czech Republic there is only one dominant motivation which can be described as commitments to the membership in UN, NATO or EU. To fulfil this aim we used a content analysis of relevant discussions realized in the Chamber of Deputies of the Parliament of the Czech Republic since 1993 until present. Identified arguments are assign with one of the five relevant categories (policy related to the commitments to the membership, security and political interests, historical symbolism, potential of profit in the future and influence of the domestic political situation). Analysis also considers the revelation of official statements of the political party and speeches of its members in the Chamber of Deputies.

The topic of this diploma thesis is "Security capabilities optimalization of Czech armed forces". The original research aims to propose the strategic optimalization of the security capabilities of Czech armed forces. After the description of the evolution of the transformation of Czech armed forces from 1989 the thesis has offered an analysis of threats, risks and assets to Czech republic made on the basis of Czech strategic security documents. On this basis matrix of security risks has been created. Then preventive and liquidation measures that are necessary to adopt in case of emergency situations have been formulated. In the next section necessary security capabilities for realization of the measures have been suggested. Although the author examined all security capabilities necessary for elimination of security risks, major emphasis has been given to military capabilities. The actual military capabilities of Czech armed forces have also been described. The main aim of this thesis has been to define the strategic gap - the difference between desirable military capabalities and actual military capabilities - and to present strategic goals for approximately next twenty years.

Members in the service employment to the armed forces and the security corps are currently in the States of the European Union and NATO considered as the special separate category of the State administration staff. This is due to their mostly "negative'' specifics of the service for a democratic political system, it manifests in the areas of human rights and freedoms, political rights, social work and criminal justice. Therefore, the special rules of the social security system, which is also characterized by the ethical dimension, are related to these groups. Specifically, in the Czech Republic this is the attitude to the service in the former totalitarian regime. There is also monitored the merit of the systematized places in the service employment.

The national defense forces of People’s Republic of China can be divided into three parts: People''s Liberation Army, People’s armed police of China, and Militia. In the connotation of the reserved armed forces of People’s Republic of China, despite of the reserve service and military training of students, the most important part is “militia”, of which process of existence and development is still regulated by the revolution in military affairs of the entire international environment and the military strategic targets, just like People''s Liberation Army. In addition, the trend of mobilization of reserved armed forces is also adjusting. Militia is based on the insistence that Communist Party of China controls the military forces politically, traditional thinking of people’s war, consistence in peaceful time and wartime, and the organic form of integration of labors and forces. Besides, it is regulated by the law that ”militia should combine with the reserved armed forces ”,especially changed by the military thinking and the plans of establishing arm force of the leaders of Communist Party of China. Its role is just followed by the 36th clause of “Military Service Law ” of Communist Party of China, which is “Militia is the People’s armed organization with production, and it is the assistant and reserved forces of People''s Liberation Army. ” After the reform and opening-up since 1978, China’s military actions followed whole economic situation. Facing the severe change and charge of politics, society and economy, Communist Party of China has to solve the tests of need after those change. Though China’s military actions should follow whole economic situation after the reform and opening-up, until today, the military armed forces of People’s Republic of China will face the charge of the third style of war and the pressure of time under the change of the revolution in military affairs by itself, and those above are severer than the issues of politics, society and economy. Militia is combined with people and armed forces, and it is expected to reply to related need and test. However, the difficulties are that militia will be affected by the charge and influence of the reform and opening-up in the system, such as the problems of organizations and affairs of management, quality and profession-oriented, funds and legal protection, and set-up of roles and training. Those are China will face when it looks forward the future and chooses the direction of development.

Faced with the ever-increasing threat from China, the Republic of China’s military has been preparing for training for many years. The most important part of war and military training is logistics. The personnel morale and morale of the army have affected the morale of the military. The existing Republic of China military has used the MRE for 20 years. No major improvement has been made, and the MRE eaten by soldiers all over the world have continued to improve. Therefore, the improvement of the MRE of the Republic of China Army is an important task in the current logistics operations.Quality Function Deployment (QFD) is an effective method for systematically analyzing the products based on customer's position and requirements, and transforming the analysis results into product R&D design and production technologies. This study uses the Republic of China Armed Forces MRE for example . Its research objectives include: "Understanding and sizing the history of MRE development in the Republic of China", "Obtaining opinions on the use of the current MRE by the search and reorganization force, providing improved focus and evidence," and "through quality performance." Expand (QFD) organize customer expectations factors and MRE functional elements, understand customer care expectations factors, and further switch to the design function level, providing designers with follow-up new MRE design methods. The study found that the first five demand items that showed the soldier's highest priority were the following five categories: "whole consumption", "selectable species", "meat flavor of dried meat", "number of dried meat" and "whole body weight"; The top five demand items that are most valued in product design are "Product Flavor," "Non-Food Change Meat," "Meat-Based Staple Food," "Meat-Dry Meat Supply," and "Snack-Made Chocolate-Based" 5 items. The above results can provide the focus and direction of future new MRE improvement.

Non-traditional security threats have been taken more seriously after the cold war because of the proliferation of globalization and the reduction of extensive military conflicts. Affected by that and other factors of the time, Armed Forces in many counties began to transform, the concept of Military Operations other than War therefore became more practical and acceptable. This research aims to discuss and understand the background and status of the Foreign Military Operations other than War from the Republic of China Armed Forces after the cold war, to achieve a better future guide. The fading of ideology after the cold war was one of the main reasons that makes our government conservative in implementing Foreign Military Operations other than War. However, we do have the capabilities to carry out most of those operations, which could not only response to the non-traditional security threats, but also to promote organization reformation and cultivate national soft power. Moreover, we could spill the experiences from those co-working operations to other diplomatic matters, which might help us to break through the diplomatic suppressions from China. After studying and comparing the key studies in the subject for both theoretically and implementing, we found out that for what we have done in Foreign Military Operations other than War is more about promoting national image but rarely about declaring national sovereignty, the structures of related laws and procedures are incomplete, and the self-narrowed policies and the outdated equipment also affect the results of operations. Therefore, we recommend the government to address more active and comprehensive policies, to improve laws and procedures, and to renew the equipment. Finally, we compared requirements for the operations of Foreign Military Operations other than War with the current status we held, and found out that except for the operations we have done before like helping to deliver emergency aids, allowed noncombatant evacuation operations and military exercises in the high sea, we should participate in protective humanitarian actions, performing bilateral or multilateral exercises associated with Military Operations other than War, ensuring freedom of navigation and overflight, mine clearance operations and counter-piracy operations.

Abstract:

The study aims to investigate criminal jurisdiction of the visiting SADC armed forces during peace time focusing only on the Republic of Botswana and the Republic of South Africa. Since the adoption of the Declaration and Treaty of SADC, the armed forces of both Botswana and South Africa at times find themselves on each other’s territory. Once in each other’s territory the question of criminal jurisdiction becomes imperative. The two countries seem not to agree on the content of status of force agreements while cooperating in terms of the SADC Treaty. The contentious point is that the death sentence is still a competent sentence for certain offences under certain circumstances in terms of Botswana laws, whereas in South Africa the death sentence was declared unconstitutional. In the absence of any agreement, South African armed forces may face a death sentence while in Botswana and Botswana authorities might not be able to carry out a death sentence over their members for offences committed while in South Africa. In trying to answer the question of criminal jurisdiction while on each other’s territory during peace time, a study of the evolution of jurisdiction is undertaken. The laws of both countries are considered, especially the application and protection afforded by their respective constitutions. The approach followed by the UN in sending a peace-keeping force to conflict areas is analysed. A micro-comparison of agreements concluded by selected countries, more especially the NATO agreement, is undertaken. Treaties as a source of international law are analysed to show that rights can be extended and be limited by agreement. The study concludes by recommending that concurrent criminal jurisdiction with certain qualification seems to be the accepted norm and compromise amongst the international community, and that the two countries may consider this approach as the basis for such agreement.

Abstract:
Electronic Warfare has, in recent years, become a key field in modern armed forces. After wars in Afghanistan, Iraq, and experience from conflicts in Ukraine and Syria, Western armed forces turned their attention to the field of Electronic Warfare. The most powerful armed forces of the world are being modernized under the Network-Centric Warfare and Multi-Domain Operations concepts based on real-time data-sharing and communications in the Electromagnetic spectrum. This master thesis deals with Great Powers perspectives (the US, Russia, and Israel), lessons learned from the conflicts mentioned above in Ukraine and Syria, compares it with doctrinal documents of the Czech Armed Forces, and identifies lessons for Czech Armed Forces. The main goal of this thesis is to identify lessons learned for the Czech Armed Forces and key priorities in modernization for the Czech Armed forces to be prepared for future threats and battlefield. Based on the discussed approaches and conflicts, the author identifies the following implications. There is a need to update Czech doctrinal documents. Czech Armed Forces should not focus only on the modernization of special Electronic Warfare units but to introduce the field of Electronic Warfare across the Armed forces. Abstract:
The President of the Portuguese Republic’s relation with the Armed Forces in the current political system is not confined to the vast legislative and constitutional set. As Chief of State and Supreme Commander of the Armed Forces, the President holds different powers. We develop an approach through the main concepts and themes that regulate the Armed Forces and National Defense, focusing the relations that involve the President directly. The attribution by inherence of the Supreme Command of the Armed Forces to the Chief of State, imposes a peculiar relation with the remainder sovereign institutions. The need to analyze the intermediate services as far as military and defense issues are concerned becomes necessary, in particular the role of the Military Cabinet – as a structure of direct support – and the High Council of National Defense – as an advisory body.

Abstract Currently, the issue of a growing extremist right-wing orientation in professional soldiers serving in the Army of the Czech Republic has acquired top priority. This diploma work should present a targeted proposal of changes in psycho-social tests and the whole selection system of candidates applying for the army professional status. The objective of my diploma work is thus summarised in its very name ?A Proposal of Health and Psycho-Social Criteria for the Purposes of Hiring New Professional Soldiers?. The significance or danger of right-wing extremist opinions in professional soldiers serving in the Army of the Czech Republic cannot be seen in its current massive occurrence but in the trend of the growth of such negative phenomena. Based on the experimental section of my diploma work consisting in the collection and evaluation of opinions and standpoints of experienced staff members responsible for the selection of the Ministry of Defence personnel, two hypotheses were established. H1. Current psychosocial test do not comply with the hiring reguirements related to candidates for a professional army career. H2. Health checks as a component of the hiring procedure do not include the detection of external marks or signs which would indicate right-wing extremist views. The respondents who have taken part in my research have dealt with the issue in a most responsible and reliable way. The opinions of former professional soldiers who have been dismissed from the army due to their right-wing extremist opinions and acts have also been of great significance. The conclusions of my diploma work shall be submitted as a proposal for an improved hiring procedure, predominantly as far as psycho-social tests and health examinations are concerned, with the aim of detecting potential latent right-wing extremist inclinations.

Abstract:
The impressive economic development has led China to become the second largest economy in the world, although increasing their commodities consumption, mainly oil. In addition, the PRC currently has the second-largest military budget. Therefore, we witness an increase in its military capacity, which is following its economic development. Increased Chinese military capabilities have been the subject of interest and concern all over the world because of the relevance of the events which it is related to. The increasing capacity of the strategic missile forces, space capabilities, the first run of the first Chinese aircraft carrier and rumours about Chinese authorities building a second one, the escalation of tensions in the South and East China Sea are some of the events that have earned a great amount of attention by researchers and scholars. Tensions in the South and East China Sea generate distrust in the region and the US has reinforced its military presence in the Asia-Pacific waters. At the same time, the PRC becomes the permanent member of the UN Security Council to send more troops to UN peacekeeping operations. However, without knowing and realizing the PRC's foreign policy, we will be unable to understand the tasks of the Chinese military, whose development has been quite remarked. In this way, we will try to map these objectives, the foreign policy goals of the Central Kingdom, so we can establish connections between relevant military developments and foreign policy objectives that the Chinese authorities aim to achieve. Thereby we can understand how the Chinese military plan is contributing to the achievement of the external policy objectives in the PRC.

Abstract:
The diploma thesis practically and theoretically deals with the concept - privatization of security. The aim of the practical part is to compare the conception of private security companies in the Czech Republic and Slovakia. The comparison focuses on the factual data (number of PSC, employees, police forces, the amount of wages, the turnover), state regulation and mutual relation of public and private security providers. The findings of the practical part are applied to the theoretical concept of Rita Abrahamsen and Michael Williams - Theory of Security Assemblages. It is based on the claim that the privatization of security is part of a broader process of partial dismantling of the state and at the same time emerging "global assembly, which brings together national and global structures. The privatization of security is enshrined in both the social and the legal environment, and therefore the state itself can participate on its own dismantling by its acting. This is the case of the Czech Republic due to the absence of PSC's regulation, control mechanisms, minimum requirements for skilled employees PSC and the non-definition of the relationship between public and private security sector. It results in weakening the role of the Czech Republic as a guarantor of security. The aforementioned inaction...
