Abstract:
Abstract The paper deals with the interpretation of public opinion polls in the Czech Republic related to security, defence and armed forces. In recent years, we can observe concern about the security situation development in the relatively close vicinity of the Czech Republic. In particular, information regarding the activities of the so-called Islamic State, the conflict in Ukraine and media presentation of recent terrorist attacks, as well as the dominant securitization of migration, have a major impact on the public opinion and the level of support for specific steps of the government in the field of security and defence policy. In the surveys, we can trace not only the growing public concern, but also the increasing support for higher defence spending and possible reintroduction of some form of compulsory military service. Special attention is paid to the public perception of the armed forces and the interpretation of the latest public opinion polls at the turn of 2016/2017. The growing support for the military and the increasing willingness of the public to engage in the Active Reserve System are positive factors that can be used to meet the recruiting goals of the Czech Armed Forces.

Abstract:
Abstract After several years of discussion and decision-making approaches Army of the Czech Republic to implement the purchase of multipurpose helicopters to replace the previously used, morally and physically obsolete attack helicopters Mi-24 / 34. The process of acquisition consists of many stages; it is not a simple matter and has its pitfalls. It is also a big, expensive and long-term acquisition in which the poor implementation can cause problems that are likely to affect the Army of the Czech Republic and its Air Force for many years. One of the decision-making process inputs is an estimate of Life Cycle Cost (LCC). For the estimation, many methods can be used. The paper deals with application of system dynamics to LCC estimation process. Partial models of utilization and support Life Cycle phases are presented, which can be further developed according to consecutive data availability. An influence of different helicopter operating modes on a Life Cycle Cost is demonstrated by means of simulation in Vensim application. The models, after verification and validation, can be used to support the acquisition process.

The Czech Armed Forces' soldiers of all specializations and mainly the chemical corps'specialist are prepared for task fulfillment in military and non-military operations within those a real threat of weapons of mass destruction employment and, occasionally, the real danger of toxic industrial materials leakage is present. They can solve problems caused by acids leakage in contaminated areas mainly during task fulfillment in non-military operations on the Czech Republic territory in cooperation with Fire Rescue Brigades' chemical specialists. Individual protective equipment which is established in the Czech Armed Forces were neither design for this purpose and, moreover, nor tested and thus there is no real data concerning their chemical resistivity. In recent time, some methods have been introduced into the Czech Armed Forces environment. They are useful for determination of chemical resistivity of barrier materials against toxic compounds detectable with acid-basic (colorimetric) methods and conductometric ones. The paper deals with the possibility of using the presented methods and compares the suitability of their application in relation to the protective garments designated for the Czech Armed Forces members' body surface.

Abstract:
The evaluation of employees is currently one of the fundamental managerial tasks of each employer. The assessment of employees is used for documentation and recapitulation of the employee’s job performance, which is associated with particular tasks. This can be a very important tool for the management of an organisation and the method of evaluation of the performance of its own employees. The Czech Republic is facing some difficulties when recruiting policemen and policewomen. This is mainly due to the lengthy process of recruitment and examination, which takes place before the actual hiring. In addition, the candidates must pass tests in the field of mental endurance, physical fitness etc. There is a similar situation to be observed at the Ministry of Defence of the Czech Republic, where they want to recruit 8,000 personnel but do not have enough potential candidates. This will become a serious issue for the personnel department of the Czech Ministry of Defence, especially if President Donald Trump decides to reduce the number of US troops. The innovative element of this scientific article is that the whole issue is brought together with the various laws and regulations of the Civil Code of the Czech Republic, which is compared with the Labour Code and also applied to members of the armed security forces. The object of this article is to highlight the need and importance of effective evaluationof candidates in connection with various methods of employee evaluation in the context of the Czech Civil Code and Labour Code. The article describes the fundamentals of the evaluation process.

Abstract:
<p>The technical diagnostics of 125 mm tank cannon 2A46 smooth barrel and ramming devices are discussed respectively. Focuses on barrel diagnostics and suggests new procedures based on reconstructed BG20 Gun Barrel Bore Gauge System, measuring internal diameter of the barrel bore. The new system measures throughout the whole barrel bore the inner diameter not only at the beginning of barrel bore as it was usually measured before. Different nature of barrel wear was revealed between barrels firing sub-calibre and high explosive projectiles. A method for ramming device diagnostics is presented. An accurate method was proposed, determining projectile extraction force from barrel, as one of the main ramming device parameters for weapons that are used in all areas of armed forces. Results are based on experimental methods assessing the extraction forces from barrel after projectile loading. These tests were performed as a series of tests with consequent technical diagnostics according to the new Czech Defence Standards (derived from NATO standards). The results are presented as the new methodologies for diagnostics of 125 mm barrel 2A46 and ramming devices of tank T-72 for use by technical logistic units in the Czech Republic Armed Forces.</p>

Abstract:
Experience gained from NATO operations shows that the basis for an effective solution to a crisis is a combination of a comprehensive political, civilian and military approach. The cooperation of all stakeholders is thus a basic prerequisite for the effective resolution of crisis situations. These aspects and stakeholders include emergency management. This paper deals with civil-military cooperation in times of emergency caused by the COVID-19 pandemic in the Czech Republic. It qualitatively evaluates the findings resulting from the questionnaire survey focused on the state of crisis preparedness of the Army of the Czech Republic and the functionality of emergency management in cooperation with rescue work with other teams of the rescue system. The questionnaire was carried out at military units in all regions of the Czech Republic; organizational units of the Ministry of Defence with nationwide competence, which were directly involved in securing measures related to the declaration of a state of emergency due to the COVID-19 pandemic in March—May, 2020; Operations Command, which currently manages operations in the Czech Republic designed to manage the consequences of a pandemic; and members of the Ministry of Defence participating in the activities of the Strategic Command and Control Group. A total of 21 stakeholders took part. The experience in managing the consequences of the COVID-19 pandemic have shown that armed forces around the world have an irreplaceable position in dealing with nonmilitary crises. The conclusions and recommendations obtained from the research survey are the content of this paper.

Abstract:
The problem of the reuse of abandoned military sites has arisen in post-communist countries in central and eastern Europe since 1989. It brought about a sudden process of demilitarisation and a consequent loss of the original functions. The size of the armed forces has gradually been shrunk and their configuration changed, causing numerous areas and properties to be abandoned. The paper discusses the cases of two towns, Hodonín and Uherské Hradiste located in the south east of the Czech Republic, where the progressive reduction of the military presence has caused numerous barracks to be abandoned. Both towns are district capitals and have a population of over 25,000 inhabitants. Although the ways used to revitalise the towns were partly different, the restoration and renovation of the areas helped to generate development opportunities for both of them.

Abstract:
Abstract Smart defence in NATO may in its very nature represent not only automated remote solutions for battle activities, but harmonized and efficient system of geospatial support of deployed units as well. The objective of this study is to uncover the essence of allied geospatial support mechanism, determine critical spots and propose appropriate system enhancements. Wealth of experience of members of the Armed forces of the Czech Republic was utilized to summarize the state of geospatial support in NATO. It is preferentially experience from foreign operations ISAF and KFOR, cooperation with NATO Headquarters SHAPE and from participation in Multinational Geospatial Support Group. Presented proposals for improvements of geospatial support might have significant impact on intelligence service and military units themselves. Highlights for public administration, management and planning: • Multinational Geospatial Support Group will become a single complex executive component of NATO geospatial support for foreign operations. • Financial and capacity means for geospatial support must be centralized directly within NATO structure to reach maximum efficiency. • Production of standardized-only scale set maps covering territory of NATO and areas of interest is to be obligatorily for all member nations. • Access to the web service CoreGIS should be granted for all NATO nations at a national level.

Abstract:
The paper presents comparative research on the representation of subjects within the study programs of three higher military educational institutions (Military Academy, University of Defense in Belgrade, University of Defense in Brno, Czech Republic, Royal Military School in Belgium), in order to strengthen their leadership competencies. The conducted comparative research was intended to contribute to predicting the future development of education of professional members of the armed forces, as part of the defense system in the field of leadership, especially because the comparison includes educational systems of countries with different social, economic, historical and social milieu. The aim of the paper in a broader sense was to try and decipher the dimensions of leadership of professional members of the defense system; in a narrower sense the aim was to determine the possibilities of developing leadership competencies through the system of military education provided through the study programs of the Military Universities in Serbia, Belgium and the Czech Republic. The main subject of this research is the leadership competencies of professional military personnel. We have defined the concept of leadership as one of the functions of management, which primarily refers to the influence of leaders on other employees, in order to achieve organizational and group goals. The notion of the necessary leadership competencies is defined as a function of knowledge, skills and attitudes necessary to perform complex functions and roles of officers, which can be classified as systemic and interpersonal competencies. The problem of leadership in the defense system is complex due to the very nature and characteristics of the system itself. Precisely because of the significance of the topic, as well as the fact that this issue remains current and new, it is scientifically and professionally justified to dedicate attention to researching the problem of developing leadership competencies in the military educational system. Furthermore, given the fact that change has become a way of life inherent to every modern organization, the military ones included, new leadership competencies, necessary to perform complex functions and roles of defense system officers are required of the employees and therefore it is necessary to implement the concept of lifelong, permanent and continued education in order to meet the demands of the job set before professional military personnel.

Abstract:
Background/Aim. Obesity is currently considered to be the most frequent metabolic disease worldwide, not only in developed but also in developing countries. The aim of this work was to describe the development of health status in soldiers of the Armed Forces of the Czech Republic (ACR) and to emphasize the markers of non-communicable diseases. Our study describes the anthropometric and biochemical parameters of a large group of Czech Army professional soldiers. Data were obtained over a period of 11 years. Methods. During the monitored period, from 1999 to 2009, military physicians carried out on the average 6,360 examinations on professional soldiers per year and monitored their health and nutritional status with the aim of preventing the risk factors of non-communicable diseases. These examinations are compulsory for all professional soldiers at the age of 25, 30, 33, and 36 years. From the age of 39, these examinations are carried out every year till the end of their career. Besides taking personal histories and carrying out standard physical examinations, blood was taken for biochemical examination. The following anthropometric parameters were monitored: body constitution using body mass index (BMI) and waist circumference. Our study describes only part of the data concerning anthropometric and biochemical parameters of professional soldiers which were obtained over a period of 11 years. Results. Average BMI values in men were in the overweight range (26.5-27 kg/m2). Average values of waist circumference, however, ranged from 91.9 cm to 93.4 cm. Between the first and the last year of monitoring a statistically significant decrease in these values ranging from 93.4 ? 9.8 cm to 92.7 ? 9.5 cm (p < 0.001) was observed. All monitored anthropometric parameters in female professional soldiers were within normal limits. During the monitored period the proportion of overweight men gradually increased from 52% to 57.1% (p < 0.001). There were no statistically significant changes in the prevalence of obesity in men (12-15%). Average glycaemia levels were within normal range in both men and women. A statistically significant decrease in these levels, however, was observed in men (from 5.1 ? 0.9 mmol/L to 4.8 ? 0.7 mmol/L (p < 0.001) and in women (from 4.9 ? 0.6 mmol/L to 4.6 ? 0.6 mmol/L (p < 0.001). Concerning the lipid profile in men, a significant decrease in average values of total cholesterol, triglycerides and LDL cholesterol was observed; from 5.5 ? 1.1 mmol/L to 5.1 ? 1.0 mmol/L (p < 0.001), from 2.0 ? 1.6 mmol/L to 1.6 ? 1.2 mmol/L (p < 0.001) and from 3.4 ? 1.1 mmol/L to 3.2 ? 0.9 mmol/L (p < 0.001), respectively. Conclusion. During the monitored period only one-third of military professionals had normal body weight. More favorable situation was in female professional soldiers, two-thirds of them had normal body weight during the monitored period. Additionally, the increase in the number of individuals with BMI values in the overweight range was observed. Although the number of overweight soldiers was overestimated as a result of the inclusion of individuals with increased body weight due to well-developed musculature, the number of overweight and obese soldiers is still high.

Abstract:
The article introduces the publication of the recently declassified archival documents of the Russian State Archive of Contemporary History (RGANI) and the Archive of Foreign Policy of the Russian Federation concerning the stay of a delegation of Soviet military leaders in the Czechoslovak Socialist Republic on May 8-14, 1968, led by Marshal of the Soviet Union I.S. Konev. In August 2018, at the initiative of the Prague 6 City Council, metal “information plates” were installed on the pedestal of the monument to Marshal Konev, where among other things it was stated that “In 1968, he personally backed the intelligence surveillance preceding the invasion of the armed forces of the Warsaw Pact into Czechoslovakia". This action was part of measures to prepare public opinion for the removal of the monument. The documents being published show there is not the slightest reason to consider the soviet delegation headed by Marshal Konev as intelligence surveillance operation to prepare for an invasion. The internal political crisis in Czechoslovakia in early May had not yet reached its peak (the famous manifesto "Two Thousand Words" will be published only on June 27). The Soviet leadership, headed by L. Brezhnev hoped that the "Czechoslovak comrades" would be able to cope with the situation, "would rebuff the anti-socialist forces." The delegation of the Soviet military leaders had a symbolic, cultural significance and was intended to revive the memory of the events of 1945, of the victims of the Red Army and the brotherhood in arms of Soviet and Czechoslovak soldiers. In the extremely unstable and confused atmosphere of the “Prague Spring”, the members of the delegation sought to clarify the true state of affairs and public sentiments in the country. As Marshals Konev and Moskalenko admitted themselves, they “had no opportunity to fully understand all the processes”. The so-called "intelligence surveillance", which is mentioned in the Czech press, was carried out by them in a completely open way of meeting and exchanging views with colleagues, speaking at rallies, and communicating with workers. Moscow preferred to act at the time by political methods, gradually shifting to military pressure (the “Shumava” military exercises). The time for tough demands came later (negotiations in Čierna nad Tisou, July 29 – August 1, and in Bratislava on August 3, 1968). The final decision on the intervention was made by the Soviet political leadership after numerous consultations with partners in the socialist camp, largely under the influence of the tough position of the first secretary of the PUWP Central Committee W. Gomulka and the first secretary of the SED Central Committee V. Ulbricht.

Abstract:
The paper analyses key movement forces in the dairy industry in the Czech Republic and evaluates their importance in the industry and their influence on the following development of the dairy industry in the Czech Republic. The current most important key movement forces in the dairy industry in the Czech Republic are identified: changes in the long-term industry growth rate and marketing innovations. There is space for growth of the industry – the average consumption of the milk products in the Czech Republic per inhabitant 225,1 kg in 2002 is almost by 17% lower than in 1989 (269 kg per inhabitant) and also by 10% lower than the current average consumption in the EU countries (250 kg per inhabitant). There is also space for increase exports from the Czech Republic into the EU countries. The liberalization of the foreign trade with cheeses and curds – “double-zero variation” was positive for the Czech Republic in the first year after the introduction. The share of the import of cheeses and curds on the total export from the EU decreased from 24.6% to 15.5%, and the share of the export of cheeses and curds on the total export from the CR into the EU increased from 10.1% to 19.7%.The key movement forces in the dairy industry in the Czech Republic also are changes in the cost effectiveness; the foreign capital; and key forces resulting from the factors in the macro-environment – the integration of the Czech Republic into the European Union, the government interventions and changes in the government policy.

Abstract:
Analysis of the foreign experience of the organisation and reformation of the armed forces in other countries, with the respective systems of military education being an integral part, reveals the specific national aspect of such activities in each country. In the meantime, there are some general methodological approaches used in military pedagogic practice across different countries of the world to be practicably considered and applied. The article examines the experience of officers’ training for the armed forces of the Republic of Hungary. The article provides information on the existing network of military educational institutions for the officer training of tactical, operational and strategic level of military command. Requirements for admission to military educational institutions for the officer training of different levels of training has been given. The terms of military specialists’ training on tactical, operational and strategic level have been defined. The analysis of the content of officer training for different armed services of the armed forces and different levels of military administration has been conducted. We used the system of the general scientific methods of theoretical and empirical research, in particular, the theoretical-methodological analysis of the problem and the relevant scholarly resources, systematization and generalization of the scientific information pertaining to the essence and content of the set objectives, monitoring of the existing system of military specialists training in the Armed Forces of the republic of Hungary, scientific generalisation, the general scientific methods of logical and comparative analysis, systems approach, peer review, analysis and interpretation of the obtained theoretical and empirical data. The general structure of the National University of Public Administration, the Faculty of Military Sciences and the training of officers is shown, as well as the main tasks that are solved by the institutes and training centers that are part of it are identified. An analysis of the concept, structure, goals, content and technologies of officers’ training in the armed forces of the Republic of Hungary shows that the military education system reflects the current stage of development of the armed forces, as well as the national cultural specificity of the country. Education and training of officers is carried out on the basis of national cultural and military tradition. The main direction of officers’ training is their fundamental military and professional training in both the military and civilian fields. The content of the officers’ training is based on two military education levels. Each level of military education ends with a certain level of qualification. It is possible to distinguish the general tendencies of development of the higher Hungarian military school: improvement of the quality of applicants’ selection, individualization of training of cadets and trainees, stabilization of their number at the present level; further informatization of the educational process, introduction of multimedia learning tools. Certainly, the positive elements of the experience of the Hungarian army can be used in the training of officers in the Ukrainian Armed Forces under the conditions of gradual transition to the recruitment on a contract basis.

Abstract:
Relevance of the topic is determined by the present situation of the Republic of Kazakhstan in the system of complicated international relations, challenges and threats to its security. For modern Kazakhstan is of particular importance to define and develop an effective military doctrine corresponding to modern geopolitical realities. To do this, it is necessary to determine the fundamental concepts of military organizational development, military strategy and art, to determine the primary priorities of military organizational development and the main vectors of promising directions for the development of the Armed Forces of Kazakhstan. The geopolitical position of the Republic of Kazakhstan obliges to have well-trained, mobile, highly technically equipped Armed Forces capable of responding in a timely manner to any challenges and threats. Kazakhstan has chosen the path of creating a professional Army. The basis of the procedure for passing military service was the career growth scheme of military personnel, fixed periods of stay in a certain position and in a certain place, as well as a planned rotation of staff and military posts. Each officer should be well aware of the prospect of his military service.

Abstract:
The paper presents a novel method to prioritize capabilities of Polish Armed Forces, used in one of the most important stages of planning process i.e. “Required Capabilities Assessment and Prioritization”. The current approach to planning and programming of the capabilities development of the Armed Forces of the Republic of Poland is executed on the basis of the so-called operational capabilities. The operational capability is defined as “potential competence, feature of an entity resulting from its characteristics, allowing to undertake actions aimed at producing the desired effects”. The elements of functional operational capabilities are as follows: doctrines, organization, training, military equipment, human resources, leadership, infrastructure and interoperability. The capabilities of the Armed Forces of the Republic of Poland de facto determine executability of the military tasks. In the paper capability dependency graph model was presented and centrality measures were described in details, which are the basis for prioritization method. To manage the capabilities of the Armed Forces of the Republic of Poland, the software for prioritizing capabilities consisting of the Editor of the Capabilities Directory and Prioritization of Capabilities component, was developed and described in the paper.
