Abstract:
The Batwa – A Hundred Years of Transformation. Between Globalisation, State and Tourism The article is a deep refl ection on changes taking place in minority cultures, not only in contact with their larger neighbours, but also, and above all, under the infl uence of globalisation processes and the rapid development of tourism. The research is structured in order to present the Batwa people living in the African Great Lakes region from a broader time perspective. The juxtaposition of two research periods, one from the early 20th century (Jan Czekanowski) and the other from the 21st century (Lucjan Buchalik), made it possible to track the changes in the everyday life of this community. On the one hand, the Batwa are marginalised, and on the other hand, they are being absorbed by the surrounding, more dominant peoples. Studying the transformation process, one can notice that the Batwa accepted many changes resulting from their contacts with the outside world. It was the process of forcible displacement from their historical territories that threatened the existence of this community.

This article examines how Batwa—the Indigenous peoples of Southwestern Uganda—negotiate agency and cultural self-determination through touristic cultural performances held during the Batwa Trail, an Indigenous tourist attraction in Mgahinga Forest, Southwestern Uganda. I take a theoretical model that approaches Indigenous tourism and touristic cultural performances as a site of social interaction where identity and representation are negotiated. The touristic performances are crucial in articulating Batwa performance culture and as a forum where counter-narratives against the stereotypes and marginalities associated with Batwa culture are constructed. I argue that touristic performances are a strategic form of experiential and embodied practice through which Batwa identity is negotiated and expressed.

AbstractObjectiveClimate change is projected to increase the burden of food insecurity (FI) globally, particularly among populations that depend on subsistence agriculture. The impacts of climate change will have disproportionate effects on populations with higher existing vulnerability. Indigenous people consistently experience higher levels of FI than their non-Indigenous counterparts and are more likely to be dependent upon land-based resources. The present study aimed to understand the sensitivity of the food system of an Indigenous African population, the Batwa of Kanungu District, Uganda, to seasonal variation.DesignA concurrent, mixed methods (quantitative and qualitative) design was used. Six cross-sectional retrospective surveys, conducted between January 2013 and April 2014, provided quantitative data to examine the seasonal variation of self-reported household FI. This was complemented by qualitative data from focus group discussions and semi-structured interviews collected between June and August 2014.SettingTen rural Indigenous communities in Kanungu District, Uganda.SubjectsFI data were collected from 130 Indigenous Batwa Pygmy households. Qualitative methods involved Batwa community members, local key informants, health workers and governmental representatives.ResultsThe dry season was associated with increased FI among the Batwa in the quantitative surveys and in the qualitative interviews. During the dry season, the majority of Batwa households reported greater difficulty in acquiring sufficient quantities and quality of food. However, the qualitative data indicated that the effect of seasonal variation on FI was modified by employment, wealth and community location.ConclusionsThese findings highlight the role social factors play in mediating seasonal impacts on FI and support calls to treat climate associations with health outcomes as non-stationary and mediated by social sensitivity.

Abstract:
There is a remarkable discrepancy between the political representation of the Batwa ethnic minority group in Burundi compared to in Rwanda. Whereas Rwanda's focus on citizenship prevents the Batwa from claiming recognition as a politically salient societal segment, Burundi's governance model, characterized by ethnic, consociational power-sharing, guarantees the political representation of the Batwa in the legislative assemblies. The difference is mainly due to the various modalities of political transition that both countries have experienced. While in Rwanda, regime change came about through a military victory, Burundi's transition from conflict to peace involved a long and complex peace-negotiations process, with international mediators viewing the armed conflict and its resolution in explicitly ethnic terms. The Arusha Peace and Reconciliation Agreement was a foundational moment for the recognition of the political participation rights of the Batwa in Burundi, despite the fact that they were not actively involved in Burundi's armed conflict, or in the peace negotiations. The comparative analysis in this paper offers insights into the potential of peace processes with respect to improved minority-rights protection following violent conflict.

Abstract:
The intersection between protected areas, community rights, statutory legal frameworks and customary law and practice is complex. Several cases heard by members of the African judiciary over the last decade have dealt with this intersection and provided valuable guidance on forging solutions promoting the contemporary conservation discourse that recognises the role of local communities and indigenous peoples in the governance and management of protected and conserved areas. The recent claim brought by the Batwa people of Uganda to land and resources situated in three protected areas provided the judiciary with another opportunity to draw from and contribute to the emerging relevant jurisprudence. This contribution overviews this jurisprudence and its strong link to the contemporary conservation discourse, and critically reflects on the latest contribution to it. It ultimately concludes that while the Ugandan Constitutional Court in the Batwa case missed a clear opportunity to draw from and develop the existing relevant jurisprudence, it did add a new dimension to it in the form of forging solutions through affirmative action redress.

Abstract:
Improving breastfeeding and complementary feeding practices is needed to support good health, enhance child growth, and reduce child mortality. Limited evidence is available on child feeding among Indigenous communities and in the context of environmental changes. We investigate past and present breastfeeding and complementary feeding practices within Indigenous Batwa and neighbouring Bakiga populations in south-western Uganda. Specifically, we describe the demographic and socio-economic characteristics of breastfeeding mothers and their children, and individual experiences of breastfeeding and complementary feeding practices. We investigate the factors that have an impact on breastfeeding and complementary feeding at community and societal levels, and we analysed how environments, including weather variability, affect breastfeeding and complementary feeding practices. We applied a mixed-method design to the study, and we used a community-based research approach. We conducted 94 individual interviews (n = 47 Batwa mothers/caregivers & n = 47 Bakiga mothers/caregivers) and 12 focus group discussions (n = 6 among Batwa & n = 6 among Bakiga communities) from July to October 2019. Ninety-nine per cent of mothers reported that their youngest child was currently breastfed. All mothers noted that the child experienced at least one episode of illness that had an impact on breastfeeding. From the focus groups, we identified four key factors affecting breastfeeding and nutrition practices: marginalisation and poverty; environmental change; lack of information; and poor support. Our findings contribute to the field of global public health and nutrition among Indigenous communities, with a focus on women and children. We present recommendations to improve child feeding practices among the Batwa and Bakiga in south-western Uganda. Specifically, we highlight the need to engage with local and national authorities to improve breastfeeding and complementary feeding practices, and work on food security, distribution of lands, and the food environment. Also, we recommend addressing the drivers and consequences of alcoholism, and strengthening family planning programs.

<p>With an aim of examining consequences of eviction and restriction the Batwa’s access to Bwindi and Mgahinga protected areas, the paper reviews available literature on the Batwa indigenous people’s statuses, rights and socioeconomic livelihood especially following the 1991 Bwindi and Mgahinga eviction instrument. The review indicates that their eviction exemplified failure by the government to consult, compensate and involve the Batwa community as indigenous people before expropriation of their land. Secondly, the paramilitary nature of eviction disconnected them from their forest dweller lifestyle spontaneously without a clear resettlement plan or restitution agenda. The paper conclusively recommends for further research to evaluate the increasingly contentious competition between conservationism on one hand and upholding the appropriate property rights of indigenous people on the other.</p><p><strong>Published online</strong>: 11 December 2017</p>

Abstract:
This thesis examines the extent to which Uganda s domestic legal framework promotes the right to participation of the Batwa, which is one of the indigenous tribes in the country. This is against the background that of all Uganda s diverse ethnic groups, the Batwa has been the most historically disadvantaged in the country. The main argument in this thesis is that all groups of people, regardless of their origin and status have a right to participate in making decisions that affect them in all public forums. The Batwa s right to participation can be accommodated within the mainstream legal framework including the 1995 Constitution of Uganda. However, compared to other ethnic groups in the country, the Batwa have remained victims to various forms of discrimination. This discrimination is mainly evident in some of the policies, practices and programmes relating to rights such as self-determination and land rights. There is also lack of special protection measures and respect towards the Batwa s socio-economic rights like the right to health, housing and education. Although the Constitution of the Republic of Uganda 1995 recognizes the Batwa as one of the ethnic groups in the country, they are not recognized as an indigenous and minority group. The central thrust of the thesis is to generate debate on the enhancement of Batwa s participation and enjoyment of their civil, political, economic, social and cultural rights by laying emphasis on non-discrimination and equality in participation. The right to participation both in public and private life by the Batwa has been a subject of debate and discussion among several professionals working with indigenous groups in Africa. The Constitution of Uganda 1995 (as amended) and the Local Government Act (Cap. 243) 1997 (as amended) recognize the right to participation by all persons in the affairs of government. However, there has been a challenge of implementation of the laws and policies which promote fair participation of the indigenous people considering the low levels of awareness regarding the right to participate among the Batwa.

Situated in eastern algeria, batna is in a strategic position for travel. It's geographical situation in particular attracted the interest of france at the time of colonization. So batna was founded in 1844 by colonel buttafoco more for strategic aims than for its agricultural qualities. After independance the state of algeria gave it an important place in its socio-economic policy. It was chosen as one of the principal poles for development. This policy has caused the area around batna to be centred on batna, with this town functioning as an important centre for administrative, socioeconomic and political affairs and for services

The focus of the study is on the teachings of Bawa Muhaiyaddeen, the mystic saint whose tomb is in Coatesville, PA, which is the only Sufi shrine in North America. Much has been written on the community of Bawa’s followers whose main office is in the Bawa Muhaiyaddeen Fellowship in Philadelphia, PA, USA. However, as far as my research revealed, as to this date, no study has focused particularly on his teachings. The objective of this study is to initiate that. This study spotlighted on how this Sufi saint integrated the various religions in his teachings. His teachings are evidently premised on the Islamic concept of Tawhid. This aligns with the mystic perspective and thus is this study premised. Bawa’s vision is of a single truth emanating throughout creation through all space and time. This is a characteristic that mystics of all traditions appear to share. What makes Bawa unique among the known mystics is how he weaves in the various religions to convey his teachings. Thus, his teachings are a veritable pot pourri of ancient wisdom flowing from the Hindu Puranas to the Sufi teachings in Islam. In one way it can be viewed as a one-man inter-religious monologue. It is not so much the perennial message as looking at each tradition in a way that had eluded the believer before. Sufis of yore are known to use this method, but had remained within their own traditions. Bawa’s teachings are significant in his being a figure that is metaphorically described in a title of a Bawa Muhaiyaddeen Fellowship publication as the “Tree That Fell to the West”. Thus, spanning both the East and the West, his teachings became global in its reach and appears to be more relevant and accessible due to the nature of contemporary progression of our psyche. To situate Bawa the study has provided a very brief overview of the mystic perspective and a comparative sketch of mysticism in the West and Islam. Bawa being a Muslim mystic, a chapter on Islam and the Muslim world view and an insight into Sufism was deemed essential to comprehend the depth of Bawa’s teachings. It was also necessary to analyze the significance of the pioneering spirit of North America that is so consonant with the element of freedom that defines the mystic message that is essentially that of liberation. This is viewed as a vital component in the message of Bawa that served to capture the psyche of his followers. What is notable in Bawa’s teachings is how he integrates the popular ideas of different traditions to draw out a hidden significance that overturns the traditional way of how the listener had hitherto viewed them. He views the religions as sections, states, etc., that have to be experienced into the distillation of the truth in a manner of speaking. Each of these plays its part in the progression of every individual to the point of the ultimate realization to the Real. Bawa’s teaching methodology appears to be aligned to the tradition of the “holy men” who have come to light with the recent research of the past two decades. Bawa remains unique in his expansion, per se, in continuation of the model left as the legacy by those holy men that researcher Richard Eaton brought to our attention. An analysis of that legacy is provided as it will be conducive to understanding as to how the Sufi perspective centered on Tawhid brings in the terrain of multiple traditions. Bawa taught through discourses. Such teachings belong to the age old oral tradition. Thus, the teachings flow according to the teacher’s discernment of each individual’s needs in the audience. He would tell his followers that he provides the nourishment as per the need of each individual as he “sees” where each of his “children” are when they come to him. This translates into his perceptiveness of each person’s level of comprehension and his contouring his message to gear into that level for optimal learning. Bawa’s teachings can be described as a veritable ocean in its breadth and depth. The task was to attempt to draw manageable parameters for this research. As such, the usage of Hinduism is the sliver that has been chosen to analyze what and how Bawa conveyed his message. The focal point is that it is through the mystic perspective Bawa integrated diverse traditions to converge on the single point of the Islamic concept of Tawhid. What is shown here is that it is such a perspective that allowed Bawa to bring together the apparently diametrically opposite traditions of Hinduism and Islam through an interreligious journey that brings in a perspectival shift by expanding the psyche of the listener.

Hasil kajian awal yang telah dilakukan terhadap beberapa alternatif lokasi di wilayah kedaulatan Negara Kesatuan Republik Indonesia (NKRI) untuk pembangunan Bandar Antariksa, bahwa Kabupaten Biak Numfor dan Kabupaten Pulau Morotai merupakan wilayah yang paling baik untuk dijadikan suatu lokasi pembangunan Bandar Antariksa. Namun, kajian kelayakan politis terhadap kedua lokasi tersebut belum dilakukan. Makalah ini mengkaji dua alternatif lokasi pembangunan Bandar Antariksa tersebut ditinjau dari kelayakan politis. Tujuannya adalah memilih satu yang terbaik untuk dijadikan lokasi pembangunan Bandar Antariksa. Metoda yang digunakan adalah deskriptif kualitatif dan dianalisis dengan deskriptif komparasi terhadap kedua alternatif lokasi tersebut yang ditinjau dari kelayakan politis. Data yang digunakan dalam kajian adalah data skunder yang diperoleh melalui studi kepustakaan dengan menggunakan berbagai referensi, baik media cetak maupun elektronik. Hasil analisis menunjukkan, bahwa ditinjau dari kelayakan politis bahwa lokasi di wilayah Kabupaten Pulau Morotai Maluku Utara lebih layak dipilih dibandingkan dengan wilayah di Kabupaten Biak Numfor Papua untuk pembangunan Bandar Antariksa.

ADIZ merupakan zona bagi keperluan identifikasi dalam sistem pertahanan udara bagi suatu negara, dimana zona tersebut pada umumnya terbentang mulai dari wilayah teritorial negara yang bersangkutan hingga mencapai ruang udara di atas laut bebas yang berbatasan dengan negara tersebut. Penerapan ADIZ oleh suatu negara tidak dimaksudkan untuk memperluas kedaulatan negara pemilik ADIZ tersebut, namun lebih pada kepentingan pertahanan udara bagi negara pemiliknya, sehingga timbul pertanyaan atau masalah ketentuan hukum internasional apa yang digunakan oleh negara-negara dalam penerapan ADIZ. Makalah ini bertujuan mengkaji ketentuan hukum internasional yang dipergunakan oleh negara-negara sebagai landasan hukum dalam menerapkan ADIZ di wilayah ruang udaranya. Metode yang digunakan dalam kajian ini adalah metode penelitian norma hukum (yuridis normatif) yang berpikir secara deduktif. Dari kajian diperoleh hasil bahwa landasan-landasan penerapan ADIZ tidak ditemukan secara formal tersurat dalam hukum internasional. Beberapa Negara menetapkan penerapan ADIZ atas dasar ketentuan hukum kebiasaan internasional (customary international law) yaitu: 1) Asas bela diri (self defence) yang diakui dalam Pasal 51 Piagam PBB yang mengaskan bahwa hak negara untuk menggunakan senjata untuk mempertahankan diri (self defence) dari kekuatan luar (negara lain) didasarkan kepada hukum kebiasaan internasional. 2) Pasal 38 ayat (1) Statuta Mahkamah International yang menegaskan bahwa, hak untuk membela diri yang dimaksud dalam Pasal 51 Piagam PBB pada hakekatnya memang merupakan sesuatu hak yang melekat 3) chapter 3 Document 9426-AN/924 First Edition 1984 ICAO (International Civil Aviation Organization dan 4) Penerapan Control teori Cooper pada penetapan ADIZ negara. Negara-negara menerapkan juga landasan teori hukum yang memiliki kesamaan jiwa dan dasar ADIZ dalam dunia landasan teori, yaitu Teori Penguasaan Cooper (Cooper’s control theory), bahwa kedaulatan negara itu ditentukan oleh kemampuan negara-negara yang bersangkutan untuk menguasai ruang udara yang ada diatas wilayahnya.

Aneksasi Semenanjung Krimea oleh Rusia pada awal tahun 2014 telah menimbulkan konflik politik internasional dan menjalar kepada ranah kerja sama ISS, setelah Amerika Serikat (AS) menjatuhkan berbagai sanksi kepada Rusia. Kajian ini ditujukan untuk menganalisis dinamika kerja sama AS dan Rusia dalam stasiun antariksa internasional (ISS) terkait peristiwa aneksasi Crimea tahun 2014. Metoda deskriptif digunakan untuk menggambarkan peristiwa aneksasi Krimea oleh Rusia, dan dinamika kerja sama AS dan Rusia dalam ISS. Sedangkan analisis disajikan dengan menginterpretasikan fakta kerja sama ISS pasca aneksasi Krimea yang ditinjau dari aspek politik internasional, konsep kerja sama internasional dan kepentingan nasional. Analisis menyimpulkan bahwa faktor masih berlangsungnya kerja sama AS dan Rusia ialah (i) Secara politik sejak Perang Dingin kedua negara tersebut masih tetap mengejar kekuatan untuk saling mendominasi Kajian Kebijakan dan Informasi Kedirgantaraan dan mengontrol satu sama lain sebagaimana dinyatakan dalam kepentingan nasionalnya,(ii) Kerja sama ISS merupakan alat bagi kedua negara untuk mewujudkan kepentingan nasionalnya masing-masing, sekalipun terdapat konflik politik pada level pemerintah (aktor) akibat aneksasi Krimea, (iii) AS dan Rusia menyadari bahwa kemampuan baik teknis maupun sumber daya sangat diperlukan untuk tetap menjamin bahwa ISS akan terus beroperasi tidak hanya untuk kepentingan kedua negara tetapi negara lainnya yang terlibat dalam ISS, (iv) Apabila kerja sama ISS ini gagal, maka secara politik AS sebagai negara yang dominan dalam kerja sama ISS ini akan menurun kredibilitasnya dalam arena internasional.

Blas merupakan penyakit penting tanaman padi yang dapat menginfeksi bagian daun dan leher malai. Pengenalan penyebab penyakit penting dilakukan untuk menentukan pengendalian yang tepat. Penelitian ini akan mengidentifikasi penyebab penyakit blas padi pada kombinasi pola tanam SRI dan Jajar legowo. Penelitian dilaksanakan pada bulan Agustus sampai September 2020 di BBPOPT Jatisari, Karawang. Pengamatan lapang dilakukan pada pada 6 petak sawah dengan pola tanam berbeda, meliputi P1: SRI + jarwo 2:1, P2: SRI + jarwo 3:1, P3: SRI + jarwo 4:1, P4: SRI + jarwo 5:1, P5: SRI tanpa kombinasi jarwo, dan P6: Sistem tanam tegal (kontrol). Setiap petak kemudian dibagi menjadi 5 sub petak sebagai ulangan (1 titik di setiap sudut petak dan 1 titik di tengah-tengah petak). Setiap petakan kemudian diamati gejala, kejadian, dan keparahan penyakit. Padi yang menunjukkan gejala blas kemudian di bawa ke Laboratorium Fitopatologi BBPOPT untuk diidentifikasi secara morfologi. Hasil penelitian menunjukkan bahwa gejala blas padi yang ditemukan berupa bercak coklat belah ketupat dengan tepi runcing. Pada bagian tengah bercak berwarna abu-abu dan warna coklat dan sedikit orange di bagian tepi bercak. Adapun persentasi kejadian dan keparahan penyakit berturut-turut sebesar 43.33-46.50% dan 26-28% dengan kategori serangan sedang. Identifikasi secara morfologi menunjukkan bahwa penyebab penyakit blas padi pada kombinasi pola tanam SRI dan jajar legowo adalah Pyricularia grisea yang dicirikan dengan konidia berbentuk oval, agak runcing dibagian ujung, memiliki 2 sampai 3 sekat, dan ujung pangkal konidia tumpul.

Alih guna lahan dan perubahan iklim merupakan faktor-faktor yang dapat mempengaruhi kondisi hidrologi di suatu Daerah Aliran Sungai (DAS), dan yang dapat mempengaruhi efektifitas fungsi DASdalam mempertahankan keseimbangan neraca air di tingkat bentang alam. Oleh karena itu pengelolaan DAS yang didukung dengan perencanaan DAS terpadu yang juga mengatur peruntukan dan pemafaatan wilayah sangat diperlukan. Langkah awal dalam perencanaan DAS adalah dengan menilai kondisi fungsi hidrologi DAS tersebut dengat tujuan mengetahui apakah DAS mulai atau telah mengalami degradasi, atau sebaliknya mulai mengalami perbaikan fungsi DAS. Model simulasi seperti model Genriver dapat digunakan menilai kondisi saat ini serta memproyeksikan bagaimana dampak perubahan lahan dan iklim terhadap kondisi hidrologis DAS. Salah satu DAS penting di Jawa Barat adalah DAS Citarum Hulu sebagi bagian dari DAS Citarum yang telah ditetapkan sebagai salah satu DAS prioritas nasional. Kalibrasi model dan analisis sensitivitas menjadi bagian penting untuk mengetahui kelayakan suatu model hidrologi dalam mensimulasikan kondisi DAS, khususnya dalam mengestimasi neraca air di tingkat lansekap. Hasil kalibrasi model GenRiver dengan menggunakan data tahun 2012-2016 menunjukkan bahwa parameterisasi model telah berhasil dan model layak digunakan untuk analisa sensitivitas dan simulasi skenario. Hasil simulasi model, menunjukan bahwa secara rata-rata 37% curah hujan yang jatuh di DAS Citarum Hulu menjadi aliran permukaan (surface flow/run-off), 7% menjadi aliran bawah permukaan (sub-surface flow) dan 20% menjadi aliran dasar (baseflow). Analisa senssitivitas dilakukan dengan menyusun lima skenario tutupan lahan dan tiga skenario curah hujan yang dianggap mewakili berbagai kondisi yang mungkin termasuk kondisi ekstrim: yaitu keseluruhan lahan menjadi area terbuka (ekstrim negatif) dan seluruh lahan menjadi hutan (ekstrim positif). Hasil proyeksi simulasi ekstrim negatif menunjukan bahwa kondisi DAS Citarum Hulu yang terdegradasi dengan dominasi lahan terbuka berpotensi meningkatkan aliran permukaan hingga mencapai 70% dari curah hujan. Sedangkan perbaikan tutupan lahan DAS Citarum hulu dengan reforestasi (skenario ekstrim positif) mampu menurunkan aliran permukaan hingga mencapai 20% dari total curah hujan.
