Abstract:
This thesis examines the extent to which Uganda s domestic legal framework promotes the right to participation of the Batwa, which is one of the indigenous tribes in the country. This is against the background that of all Uganda s diverse ethnic groups, the Batwa has been the most historically disadvantaged in the country. The main argument in this thesis is that all groups of people, regardless of their origin and status have a right to participate in making decisions that affect them in all public forums. The Batwa s right to participation can be accommodated within the mainstream legal framework including the 1995 Constitution of Uganda. However, compared to other ethnic groups in the country, the Batwa have remained victims to various forms of discrimination. This discrimination is mainly evident in some of the policies, practices and programmes relating to rights such as self-determination and land rights. There is also lack of special protection measures and respect towards the Batwa s socio-economic rights like the right to health, housing and education. Although the Constitution of the Republic of Uganda 1995 recognizes the Batwa as one of the ethnic groups in the country, they are not recognized as an indigenous and minority group. The central thrust of the thesis is to generate debate on the enhancement of Batwa s participation and enjoyment of their civil, political, economic, social and cultural rights by laying emphasis on non-discrimination and equality in participation. The right to participation both in public and private life by the Batwa has been a subject of debate and discussion among several professionals working with indigenous groups in Africa. The Constitution of Uganda 1995 (as amended) and the Local Government Act (Cap. 243) 1997 (as amended) recognize the right to participation by all persons in the affairs of government. However, there has been a challenge of implementation of the laws and policies which promote fair participation of the indigenous people considering the low levels of awareness regarding the right to participate among the Batwa.

The study seeks to achieve the following: (1) Highlight the perception of the Batwa on the right to education (2) Make a case for the importance of education in the interest of the Batwa (3) Make conclusions and recommendations that will enhance the right to education of the Batwa child. Conclusions and recommendations reached would not only assist Uganda in fashioning out a model that will not seek to treat education as a means to economic end but as an end in itself. In addition, an all-encompassing model of education that will encourage quality education and training of the indigenous child to erase any form of disadvantage or inferiority already experienced by the indigenous child is proposed. Thus, the benefit of this research is not just to the Batwa but also other indigenous peoples’ in the world generally and Africa in particular

Situated in eastern algeria, batna is in a strategic position for travel. It's geographical situation in particular attracted the interest of france at the time of colonization. So batna was founded in 1844 by colonel buttafoco more for strategic aims than for its agricultural qualities. After independance the state of algeria gave it an important place in its socio-economic policy. It was chosen as one of the principal poles for development. This policy has caused the area around batna to be centred on batna, with this town functioning as an important centre for administrative, socioeconomic and political affairs and for services

The focus of the study is on the teachings of Bawa Muhaiyaddeen, the mystic saint whose tomb is in Coatesville, PA, which is the only Sufi shrine in North America. Much has been written on the community of Bawa’s followers whose main office is in the Bawa Muhaiyaddeen Fellowship in Philadelphia, PA, USA. However, as far as my research revealed, as to this date, no study has focused particularly on his teachings. The objective of this study is to initiate that. This study spotlighted on how this Sufi saint integrated the various religions in his teachings. His teachings are evidently premised on the Islamic concept of Tawhid. This aligns with the mystic perspective and thus is this study premised. Bawa’s vision is of a single truth emanating throughout creation through all space and time. This is a characteristic that mystics of all traditions appear to share. What makes Bawa unique among the known mystics is how he weaves in the various religions to convey his teachings. Thus, his teachings are a veritable pot pourri of ancient wisdom flowing from the Hindu Puranas to the Sufi teachings in Islam. In one way it can be viewed as a one-man inter-religious monologue. It is not so much the perennial message as looking at each tradition in a way that had eluded the believer before. Sufis of yore are known to use this method, but had remained within their own traditions. Bawa’s teachings are significant in his being a figure that is metaphorically described in a title of a Bawa Muhaiyaddeen Fellowship publication as the “Tree That Fell to the West”. Thus, spanning both the East and the West, his teachings became global in its reach and appears to be more relevant and accessible due to the nature of contemporary progression of our psyche. To situate Bawa the study has provided a very brief overview of the mystic perspective and a comparative sketch of mysticism in the West and Islam. Bawa being a Muslim mystic, a chapter on Islam and the Muslim world view and an insight into Sufism was deemed essential to comprehend the depth of Bawa’s teachings. It was also necessary to analyze the significance of the pioneering spirit of North America that is so consonant with the element of freedom that defines the mystic message that is essentially that of liberation. This is viewed as a vital component in the message of Bawa that served to capture the psyche of his followers. What is notable in Bawa’s teachings is how he integrates the popular ideas of different traditions to draw out a hidden significance that overturns the traditional way of how the listener had hitherto viewed them. He views the religions as sections, states, etc., that have to be experienced into the distillation of the truth in a manner of speaking. Each of these plays its part in the progression of every individual to the point of the ultimate realization to the Real. Bawa’s teaching methodology appears to be aligned to the tradition of the “holy men” who have come to light with the recent research of the past two decades. Bawa remains unique in his expansion, per se, in continuation of the model left as the legacy by those holy men that researcher Richard Eaton brought to our attention. An analysis of that legacy is provided as it will be conducive to understanding as to how the Sufi perspective centered on Tawhid brings in the terrain of multiple traditions. Bawa taught through discourses. Such teachings belong to the age old oral tradition. Thus, the teachings flow according to the teacher’s discernment of each individual’s needs in the audience. He would tell his followers that he provides the nourishment as per the need of each individual as he “sees” where each of his “children” are when they come to him. This translates into his perceptiveness of each person’s level of comprehension and his contouring his message to gear into that level for optimal learning. Bawa’s teachings can be described as a veritable ocean in its breadth and depth. The task was to attempt to draw manageable parameters for this research. As such, the usage of Hinduism is the sliver that has been chosen to analyze what and how Bawa conveyed his message. The focal point is that it is through the mystic perspective Bawa integrated diverse traditions to converge on the single point of the Islamic concept of Tawhid. What is shown here is that it is such a perspective that allowed Bawa to bring together the apparently diametrically opposite traditions of Hinduism and Islam through an interreligious journey that brings in a perspectival shift by expanding the psyche of the listener.

In recognition of the importance of public participation as a basis for good governance and democracy, Mr Kofi Annan, Secretary General to the United Nations, has noted that: "Good governance demands the consent and participation of the governed and the full participation and lasting involvement of all citizens in the future of their nation. The will of the people must be the basis of governmental authority. That is the foundation of democracy. That is the foundation of good governance Good governance will give every citizen, young or old, man or woman, a real and lasting stake in the future of his or her society". The above quotation encapsulates the essence of what this thesis has set out to do; to examine the concept of public participation and its application in environmental governance within the context of the participation of indigenous peoples in the conservation and management of protected areas in Australia and Uganda. The concept of public participation is of such intrinsic importance that it has emerged as one of the fundamental principles underpinning environmental governance and therefore forms the basis for this study. -- Environmental governance, as a concept that captures the ideal of public participation, is basically about decisions and the manner in which they are made. It is about who has 'a seat at the table' during deliberations and how the interests of affected communities and ecosystems are represented. It is also about how decision makers are held responsible for the integrity of the process and for the results of their decisions. It relates to business people, property owners, farmers and consumers. Environmental governance is also about the management of actions relating to the environment and sustainable development. It includes individual choices and actions like participating in public hearings or joining local watchdog groups or, as consumers, choosing to purchase environmentally friendly products. -- The basic principles behind good governance and good environmental decision making have been accepted for more than a decade. The 178 nations that attended the Rio Summit in 1992 all endorsed these nvironmental governance principles when they signed the Rio Declaration on Environment and Development (Rio Declaration) - a charter of 27 principles meant to guide the world community towards sustainable development. The international community re-emphasised the importance of these principles at the World Summit on Sustainable Development in 2002. -- The right to public participation in nvironmental decision making and natural resources management is one of the 27 principles endorsed by the nations of the world and is embodied in the provisions of Principle 10 of the Rio Declaration.
Environmental decisions occur in many contexts. They range from personal choices like whether to walk or drive to work, how much firewood to burn, or whether to have another child. They encompass the business decisions that communities or corporations make about where to locate their facilities, how much to emphasise eco-friendly product design and how much land to preserve. They include national laws enacted to conserve the environment, to regulate pollution, manage public land or regulate trade. They take into account international commitments made to regulate trade in endangered species or limit acid rain or C02 emissions. -- Environmental decisions also involve a wide range of actors: individuals; local, state and national governments; community and tribal authorities such as indigenous peoples; civic organisations; interested groups; labour unions; national and transactional corporations; scientists; and international bodies such as the United Nations, the European Union, and the World Trade Organisation. -- Each of the actors have different interests, different levels of authority and different information, making their actions complex and frequently putting their decisions at odds with each other and with ecological processes that sustain the natural systems we depend on. -- Accordingly, this thesis aims to examine participation in environmental decision making in a way that demonstrates these complexities and interdependencies. It will explore the theoretical and conceptual basis for public participation and how it is incorporated into international and domestic environmental and natural resources law and policy. -- It will examine public participation in the context of the legal and policy framework for the conservation and management of protected areas and will use case studies involving the participation of indigeneous peoples in Australia and Uganda to provide the basis for a comparative analysis. -- The thesis will also faces on a comparative analysis of the effectiveness and meaningfulness of the process for public participation in environmental decision making in Australia and Uganda. There is extensive literature on the purposes to which participation may be put; the stages in the project cycle at which it should be employed; the level and power with regard to the decision making process which should be afforded to the participants; the methods which may be appropriate under the different circumstances, as well as detailed descriptions of methods; approaches and forms or typologies of public participation; and the benefits and problems of such participation.
However, there is not much significant literature that examines and analyses the meaningfulness and effectiveness of the contextual processes of such participation. This is despite the widespread belief in the importance and value of public participation, particularly by local and indigenous communities, even in the face of disillusionment caused by deceit, manipulation and tokenism. Accordingly, the thesis will use case studies to demonstrate the meaningfulness and effectiveness or otherwise of public participation in environmental decision making in protected area management. -- Increasingly, the terminology of sustainable development is more appropriate to describe contemporary policy objectives in this area, with an emphasis on promoting local livelihood and poverty alleviation within the constraints of ecosystem management. However, the domestic legal frameworks, and institutional development, in Australia and Uganda tend to reflect earlier concepts of environmental and natural resources management (referred to as environmental management in this thesis). There are some significant differences between a North (developed) nation and a South (developing) nation, in terms of the emphasis on economic objectives, political stability, resources and legal and administrative capacity. The thesis intends to explore these differences for the comparative analysis and to draw on them to highlight the complexities and interdependencies of public participation by indigenous peoples in environmental decision making, natural resources and protected area management.

La thèse traite de l‘histoire de Tomáš Baťa, cordonnier de Zlín qui, dans les années trente, a conquis le monde. La société Baťa a créé un système complet dans l‘activité entrepreneuriale, la production et les services au public, comparable par son action au système d‘Owen, de Fourier, de Godin. La société fournissait à ses employés travail, formation, éducation, logement dans des maisons modernes et diverses avancées sociales dans une nouvelle ville industrielle. La recherche s‘oriente sur l‘urbanisme de Zlín et des autres ville satellites Baťa fondées en Tchécoslovaquie, en Europe et en Afrique du Nord, dans l‘esprit de la conception des villes jardins de Howard, construites par la suite selon le modèle propre des villes industrielles. Les influences américaines venues de Nouvelle Angleterre (Boston, Lynn et Lowell), les nouvelles méthodes de travail de Ford et de Taylor, tout cela aida à préciser la vision de Baťa pour son entreprise de Zlín et à édifier un complexe unique. The thesis deals with the history of the entrepreneurship of Tomas Bata and above all of the urbanism of the town Zlin. The expansion of the Bata business in the thirties had far-reaching implications. He created a unique and compact system of entrepreneurial activity in production and public services that was comparable to those of Owen, Fourier and Godin. His firm provided his employees work, education and accommodation in modern houses and other social benefits in the developing industrial world. The research objectives within the thesis focused on the urbanism of the town Zlin and other satellite towns founded by Bata in the Czech Republic, other European countries and in Africa. These towns were, in the beginning, inspired by the concept of Howard’s garden cities but later were constructed according to his own model for a industrial town. Bata’s work acknowledges the American influences from New England (Boston, Lynn and Lowel) and new working methods used by Ford and Taylor; all this helped to finalize Bata’s vision of his enterprise and create the unique urbanistic complex in Zlin that is classified as a precious example of industrial architecture, a national cultural monument

Idealizado como uma \"cidade industrial ideal\", o antigo núcleo industrial de Batatuba, situado no município de Piracaia (SP, Brasil), é praticamente invisível na historiografia das realizações urbanísticas no Brasil, embora em seu projeto sobressaiam seu caráter social e sua filiação ao pensamento moderno. Batatuba integrara um programa internacional de cidades destinado a concretizar, arquitetônica e urbanisticamente, a expansão mundial da Companhia calçadista Bata, que se iniciara e florescera no entreguerras. Ainda que emissárias dos princípios da racionalidade e eficiência de Taylor e Ford, as ações dos dirigentes da Companhia - inicialmente as de seu fundador, Tomas Bata (1876-1932, chamado de Henry Ford da Europa Central) e depois as de Jan Antonin Bata (1898-1965) - contribuíram para inaugurar novas referências nos campos do planejamento urbano e territorial, da organização industrial e das relações de trabalho naquelas décadas. O núcleo industrial de Batatuba fora iniciado por Jan Antonin Bata por volta de 1940, sendo possível notar a permanência, tanto no desenho de sua planta urbana, quanto nos remanescentes atuais, do \"vocabulário\" urbanístico replicado nas \"cidades-em-série\" da Companhia. Assim, não seria gratuita a flagrante semelhança do plano de Batatuba com outros planos para uma cidade industrial ideal, como Batovany-Partizanske (atual Eslováquia). Durante a expansão internacional da empresa nos anos 1930 este vocabulário desenvolvera-se gradualmente em Zlín (atual República Tcheca), então a cidade-sede da Companhia Bata, e por meio de seu escritório de arquitetos, sendo a base desta linguagem a racionalidade no uso de materiais e técnicas construtivos e a padronização e reprodutibilidade. Esta orientação se expressou nos planos urbanos, onde os bairros residenciais revelavam a preferência pelo modelo da cidade-jardim e o lema de Tomas Bata \"Trabalhar coletivamente e viver individualmente\". Aspecto fundamental desta evolução foi a aproximação da empresa com os arquitetos dos CIAM (Congressos Internacionais de Arquitetura Moderna) e alguns de seus expoentes, como Le Corbusier, atraídos pelo ideário social, arquitetônico e urbanístico da Companhia e pelas possibilidades projetuais proporcionadas pelo porte global desta. Elemento de ruptura desta evolução, a Segunda Guerra Mundial representou uma inflexão no modus operandi da Companhia. Por volta de 1940, Jan Antonin Bata iniciou nova etapa nos negócios, adquirindo no Brasil, onde passou a residir definitivamente, as empresas Companhia de Viação São Paulo - Mato Grosso e Companhia Comercial Alto-Paraná. Nesta fase as ações de Jan Bata adquiriram nova tonalidade. Com suas empresas, participa do desbravamento do oeste paulista e do sul do então Mato Grosso, planejando e fundando cidades e núcleos de caráter agroindustrial: Vila CIMA (Companhia Industrial, Mercantil e Agrícola), Mariápolis, Bataguassu, Batayporã, Kennedyba - intentando, afinal, contribuir para incorporar os \"espaços vazios\" de Vargas à economia brasileira. No que se refere às realizações arquitetônicas e urbanísticas, a fase brasileira de Jan Bata, por sua quase total ausência na historiografia, ainda carece de melhor conhecimento e análise. Este trabalho pretende distinguir esta fase - situada entre os anos de 1940 e 1965 - e relacioná-la com as cidades da Companhia Bata criadas durante os anos do entreguerras (1918-1940). Busca analisar, preliminarmente e à luz do Movimento Moderno e das questões locais, em que medida aquela constância programática exercida pela Companhia, no planejamento da vida coletiva, do trabalho e da produção industrial, de expressão urbanística e de cunho econômico, foi seguida no ambiente brasileiro sendo preservada ou reinventada.
Idealized as an \"ideal industrial city\", the old industrial core of Batatuba, located in Piracaia (SP, Brazil) is virtually invisible in historiography of urban achievements in Brazil - although its project manifests a social character and an ascendancy of modernist thinking. Batatuba had integrated an international cities\' program aimed to materialize in architectonic and urban ways the global expansion of Bata footwears company, which began and flourished during the 1920-1930 decades. Although reiterating Taylor\'s and Ford\'s rationality and efficiency principles, the actions of Bata Company\'s directors (the first, Tomas Bata, 1876-1932, so-called \"Henry Ford of Central Europe\", and afterwards, Jan Antonin Bata, 1898-1965) added to inaugurate new references on urban and territorial planning, industrial organization and labor relations in those decades. The industrial core of Batatuba had been launched by Jan Antonin Bata by 1940, and its possible to notice the persistence of urban vocabulary replicated in the companys serial-cities, even in its urban plan and in its remaining buildings. In this sense, it wouldn\'t be a coincidence the clear similarity between Batatuba\'s plan and others Bata\'s \"ideal industrial city\", such as Batovant-Partizanske (Slovakia). During the company\'s international expansion during the 1930s that vocabulary had been gradually developed by Bata\'s architects in Zlín (Czech Republic nowadays, then the host city of the Company). Rationality in material\'s use and construction techniques, standardization and reproducibility turned into the basis of that language. Those orientations were expressed in urban plans, where residential neighborhoods revealed the preference for a garden-city model and for Tomas Batas motto: \"Working collectively and living individually.\" An important feature of that development was the company\'s approach to CIAM\'s (International Congresses of Modern Architecture) and some of its exponents - such as Le Corbusier, attracted by Bata\'s social, urban and architectonic ideas and by the possibilities offered by company\'s global extents. Second World War represented a collapse on that evolution and a shift in Bata\'s modus operandi. By 1940, Jan Antonin Bata started a new stage in his business, buying in Brazil - where he would live definitively the Road Company Sao Paulo-Mato Grosso and the Alto Paraná Commercial Company. At this stage, Bata\'s actions acquired new hues. With his companies, he participates in the profiteering of the West of São Paulo and Southern of the old Mato Grosso States, planning and founding cities and urban cores marked by an agro-industrial character: Vila CIMA (Industrial, Commercial and Agricultural Company Town), Mariápolis, Bataguassu, Batayporã, Kennedyba searching for, at least, contribute to incorporate the Brazilian empty spaces to national economy during Vargas years. In relation to urban and architectural achievements, the Brazilian phase of Jan Bata - by its almost complete absence in historiography - still needs better understanding and analysis. This paper aims to distinguish this stage - located between the years 1940 and 1965 - and relate it to Bata\'s cities created during the interwar years (1918-1940). Besides, this paper searches for analyze - preliminarily and under local issues and Modern Movements focus in which terms that programmatic constancy featured by Bata\'s (on planning collective life, work, industrial production in urban and economic ways) would been maintained or reinvented in Brazil.

Through understanding the importance of meat ; which here is not only economic and dietetic, but also social and ritual ; the investigations undertaken aim to show which economic policy, regarding the algerian experiment, allows the importance of meat to be given more value, and to reply to an increasing demand which never ends, despite breathtabinghy high prices (as is the case during the celebration'aid el kebir'). This the first part shows, through analysing the dynamics of the supply and the demand for meat, that the adjustment is essentially made through the prices. Therefore an important number of the population observes that it's pratical contribution is becoming less and less, despite state intervention. The second part explains, through studying the case at batna, the way the distribution and production systems function, and also explains their ability to meet the demand of the market. Finally, the analysis of the policy for the development of animal production approves of the current economic policy

Au Tchad, depuis l’époque précoloniale, la transhumance permet aux éleveurs d’exploiter les ressources pastorales dispersées et de tisser des liens avec les sédentaires. Dans les zones où l’eau et le pâturage sont disponibles en toute saison, l’accès aux ressources était régulé par un système traditionnel fondé sur le compromis et les alliances entre les communautés. Depuis les sécheresses successives des années 1970 et 1980, le tarissement rapide des ressources dans les zones pastorales du Nord oblige les éleveurs à descendre plus tôt que prévu dans les zones agricoles. Cette dérégulation du calendrier de la transhumance suscite des débats contradictoires entre les éleveurs et les agriculteurs, au sein de la classe politique, intellectuelle et dans les médias. De nos jours, il y a une tendance à la montée des conflits pour l’accès aux ressources et à la remise en cause des alliances qui constituent au-delà des problèmes, le socle sur lequel se fondent les relations entre les éleveurs et les agriculteurs. Dans les débats parfois houleux sur la question de la transhumance, certains affirment que la transhumance est un mode de vie archaïque qu’il faut dépasser, d’autres soutiennent qu’elle demeure le seul système adapté à la variabilité des ressources pastorales dans un Sahel incertain. À partir d’une étude historique et ethnographique auprès des Arabes du Batha, cette thèse est une contribution au débat sur la question de la transhumance au Tchad. Elle tente de répondre à la question principale : comment évoluent les rapports entre les transhumants et les agriculteurs dans un contexte sociopolitique et environnemental en pleine transformation ?
In Chad as in other Sahelian countries, transhumance enables pastoralists to exploit the fluctuating and scattered pastoral resources. For generations, pastoralists have established linkages among themselves and with sedentary farmers along transhumance routes. In areas where water and pasture are available in every season, access to resources was regulated by a traditional system based on arrangements and alliances between communities. Since the successive droughts of the 1970s and 1980s, the rapid depletion of resources in northern pastoral areas forces farmers to make their way earlier than expected into agricultural areas. This deregulation of transhumance patterns raises debates between pastoralists and farmers as well as in the political, intellectual and media spheres. There is nowadays a trend of rising conflicts over access to resources and the disruption of the alliances on which relationships between herders and farmers were based. In the sometimes deleterious discussions on the issue of transhumance, some argue that transhumance is an archaic way of life that must be changed, and others argue that it is the only system adapted to the variability of pastoral resources in the Sahel context. This thesis is a modest contribution to the exciting and passionate debate on transhumance in Chad. It attempts to answer the main question: how is the relationship between transhumant and farmers evolving in a changing environmental sociopolitical context?

Cette thèse porte sur le rôle de la communication publique et territoriale dans la valorisation du patrimoine algérien. Les objectifs sont multiples. Il s’agit tout d’abord de comprendre ce qu’est une valorisation patrimoniale en Algérie. Ensuite, de décrire les formes et intentions de communication qui l’accompagnent. À la suite, nous donnons la parole aux acteurs du territoire de la wilaya de Batna pour mettre au jour le processus de valorisation de leur patrimoine bâti. Cette thèse s’inscrit dans les travaux réalisés en sciences de l’information et de la communication à la suite de Jean Davallon et ceux du collectif Langages, Objets, Territoires et Hospitalités (LOTH) sur la valorisation et la préservation des patrimoines naturel, matériel et immatériel au Maghreb. L’approche méthodologique comprend trois étapes. La première consiste à une exploration des 19 sites classés de cette wilaya ; cela nous a permis d’évaluer son potentiel patrimonial et touristique pour, d’une part, sérier les sites patrimoniaux déjà intégrés dans un processus de patrimonialisation et, d’autre part, penser la mise en valeur communicationnelle de sites méconnus ou laissés à l’abandon. La deuxième étape comporte un recueil des données par entretiens auprès des acteurs locaux concernés de la wilaya de Batna, concernés directement ou indirectement, par les questions de valorisation du patrimoine. Il s’agissait aussi identifier et de catégoriser les parties prenantes en présence. Ceci a été complété par un recueil de données documentaires lié aux valorisations patrimoniales. La troisième étape est une enquête par questionnaires auprès de visiteurs des sites historiques de la wilaya de Batna. Cela nous a permis de construire notre problématique autour de trois éléments clés : le manque de culture patrimoniale de la population et l’absence de préoccupation pour sa valorisation en lien avec une possible « identité culturelle », et enfin, mesurer les besoins et demandes en termes de communication publique et territoriale. Plus globalement, les résultats montrent que la richesse patrimoniale de Batna est mal exploitée. Certains sites sont abandonnés et /ou peu sécurisés et ne participent que faiblement aux dynamiques locales, surtout touristiques. La communication locale autour de ce patrimoine reste, elle, encore très limitée en dépit de son importance comme de sa valeur et se heurte à des mécanismes bureaucratiques. En somme, c’est toujours une centralisation de la politique patrimoniale au niveau des ministères de tutelle et, avec elle, une priorisation des demandes sociales en matière de culture en une communication institutionnelle ou publicitaire. De fait, les pouvoirs publics sont davantage dans une optique de faire valoir une image publique valorisante que de créer des échanges avec les publics et la population. Au niveau des acteurs de la société civile, les résultats font état d’un manque de considération du travail associatif ainsi qu’une faible coordination et communication avec les instances officielles, ceci avec un manque de moyens et de financements. Pour la population, il y a une hiérarchisation des besoins. Les besoins sociétaux priment sur les loisirs et les sorties ou habitudes culturelles. Cette recherche montre que la valorisation des ressources patrimoniales de Batna pourra participer au développement territorial à long terme. Qu’elle nécessiterait une communication publique et territoriale adaptée à la réalité locale qui permette autant la participation des acteurs locaux de la société civile que celle de la population pour répondre aux défis spécifiques d’une valorisation patrimoniale de ce territoire
This thesis deals with the role of public and territorial communication in the promotion of the Algerian heritage. The objectives are multiple. It is first of all a question of understanding what a heritage valuation in Algeria is. Next, describe the forms and intentions of communication that accompany it. Afterwards, we give the floor to the actors of the territory of the province of Batna to update the process of valuing their built heritage. This thesis is part of the work carried out in information and communication sciences following Jean Davallon and that of the collective Languages, Objects, Territories and Hospitality (LOTH) on the enhancement and preservation of natural, material heritage and intangible in the Maghreb. The methodological approach comprises three stages. The first consists of an exploration of the 19 classified sites of this wilaya ; this allowed us to assess its heritage and tourism potential, on the one hand, to rank the heritage sites already integrated in a heritage process and, on the other hand, to think about the communicational enhancement of sites that are little known or left in the dark abandonment. The second stage involves collecting data through interviews with the local actors concerned in the province of Batna, directly or indirectly concerned with questions of heritage enhancement. It also involved identifying and categorizing the stakeholders involved. This was supplemented by a collection of documentary data linked to heritage valuations. The third step is a questionnaire survey of visitors to historic sites in the province of Batna. This allowed us to build our problem around three key elements : the lack of heritage culture of the population and the lack of concern for its promotion in connection with a possible " cultural identity ", and finally, measure the needs and demands in terms of public and territorial communication. More generally, the results show that Batna's rich heritage is badly exploited. Some sites are abandoned and / or insecure and participate only weakly in local dynamics, especially tourism. Local communication around this heritage remains very limited, despite its importance and value, and comes up against bureaucratic mechanisms. In short, it is always a centralization of heritage policy at the level of the line ministries and, with it, a prioritization of social demands in terms of culture in an institutional or advertising communication. In fact, the public authorities are more in the perspective of promoting a rewarding public image than creating exchanges with the public and the population. At the level of civil society actors, the results show a lack of consideration of community work as well as poor coordination and communication with official bodies, this with a lack of means and funding. For the population, there is a hierarchy of needs. Societal needs take precedence over leisure and cultural outings or habits. This research shows that the development of Batna's heritage resources will be able to participate in long-term territorial development. That it would require a public and territorial communication adapted to the local reality which allows as much the participation of the local actors of the civil society as that of the population to answer the specific challenges of a patrimonial valorization of this territory

This work presents a proposal of implementing an Ordering System based on the Bata Manufacturing Strategy (BMS). The aim is to verify the interference and effectiveness of this system on the activities of the Production Planning and Control of a thermoplastics process factory. Its theory s reference comes from the Bata Manufacturing Strategy (BMS), the Ordering Systems (OS) and the Performance Measurement Systems (PMS). The Action- Research method was used to verify the relation between the ideal model and the one obtained when put on a practical experience. Firstly, a model system is proposed on what this work was developed, its main features and details that connect the BSM, the OS and the PMS. Then, an application example of the system in a thermoplastics process factory is showed using the blow molding process of High Density Polyethylene and Polyvinyl Chloride bottles for cosmetics industries and drugstores. Furthermore, the main results obtained when implementing this system are also presented as well as an evaluation of the procedures created to control the material and human resources and how these controls influence the Production Planning and Control activities of this factory. Another important point of this work is also to present a new approach on how to implement the Bata Manufacturing Strategy
O presente trabalho apresenta uma proposta de implantação de um Sistema de Coordenação de Ordens (SCO) baseado na Estratégia Bata de Manufatura (EBM). O intuito deste trabalho é verificar a interferência e eficácia deste sistema nas atividades de PCP de uma fábrica de processamento de termoplásticos. O referencial teórico deste trabalho é fundamentado na EBM, nos SCO e nos Sistemas de Medição de Desempenho (SMD). Foi utilizado o método de pesquisa-ação como recurso para se determinar a relação entre o modelo idealizado e o verificado na prática no objeto de estudo analisado. Inicialmente é proposto um modelo de sistema sobre o qual foi realizado o estudo, suas principais características e detalhes que interligam a EBM, os SCO e os SMD. Em seguida, é apresentada a aplicação do sistema numa fábrica de processamento de termoplásticos, cujo processo é o de sopro de embalagens de PEAD (Polietileno de Alta Densidade) e PVC (Policloreto de Vinila) para indústrias de cosméticos e farmácias de manipulação. São apontados, portanto, os principais resultados obtidos com a implantação deste sistema no processo definido. São também avaliados neste estudo os procedimentos criados para controle de recursos materiais e humanos, bem como a influência que estes controles exercem sobre as atividades de PCP desta fábrica. Outro ponto chave deste estudo é apresentar uma nova abordagem de aplicação da Estratégia Bata de Manufatura

The aim of this study was to examine articles from four major Swedish tabloids Dagens Nyheter, Svenska Dagbladet, Expressen och Aftonbladet recarding two swedish politicals, Anna Kinberg Batra and Håkan Juholt. The purpose was to see if there were any occurring differences and notions about the portraying of these politicials based on gender. The analysis has been executed through a qualitative content analysis and framing theory,and gender theory. The essay's results show both similarities and differences. The essay's results also show that gender aspects can be a culmination of emerging differences.

Hur gestaltas en politisk skandal i nyhetsmedia? Anna Kinberg Batra och Håkan Juholt är två exempel på politiska ledare som tvingats lämna sina poster, bland annat efter hårt tryck från medierna. Efter Kinberg Batras avgång som partiledare för Moderaterna väcktes debatten om hennes könstillhörighet samt roll som kvinnlig ledare inom den politiska sfären. Juholts politiska skandal bemöttes även den hårt i media och utgjorde det mediedrev som slutligen skulle leda till hans avgång. Genom att jämföra den politiska skandalen som kretsade kring Kinberg Batra samt den som cirkulerade kring Juholt, ämnar studien att undersöka om det går att utläsa några betydande skillnader i nyhetsrapporteringen av de båda fallen. De frågeställningar som studien utgår från behandlar Svenska Dagbladets gestaltning av Kinberg Batra och Juholt, samt de eventuella skillnader som går att se mellan de två politiska skandalerna. Genom en konkretisering av van Dijks kritiska diskursanalys studerades åtta stycken nyhetsartiklar från Svenska Dagbladet. Artiklarna avser perioden för partiledarnas avgångar och analyseras utifrån teorier som representation, genus och framing. Utöver dessa teorier presenteras även tidigare forskning inom politisk kommunikation, mediedrev samt kvinnlig och manlig representation i media. Resultatet av undersökningen påvisar skillnader och likheter mellan de två fallen. Slutsatserna av resultatet kan därmed konstatera att de skillnader som är framstående i rapporteringen främst kan härledas till frågan om genus samt nyhetsmedias framställning av de båda fallen. De likheter som kan utläsas i rapporteringen av de två före detta partiledarna visar på att de båda mer eller mindre har beskrivits utifrån personliga attribut.

A batata-doce é um alimento popular em todo o país, é amplamente cultivada no Nordeste. A produção de farinha a partir de batata-doce aumenta a vida útil do produto. Porém, precisa-se estudar as condições de processo e armazenamento para reduzir a perda de nutrientes e contaminações fúngicas. O objetivo do trabalho foi avaliar os parâmeros microbiológicos e físico-químicos da farinha de batata-doce cultivar Beauregard durante a vida de prateleira deste produto armazenado em diferentes embalagens. Foram analisadas 4 amostras armazenadas em embalagens diferentes a cada 30 dias de armazenamento, durante o período de 6 meses. As análises microbiológicas realizadas foram de contagem de micro-organismos mesófilos, Salmonella sp., Coliformes termotolerantes, Bacillus cereus e presença de fungos aflatoxigênicos. Em relação às análises físico-químicas, foram realizadas proteína, lipídios, cinzas, umidade, atividade de água e carboidratos por diferença. A análise microbiológica mostrou que a contagem de mesófilos no produto embalado em polietileno de baixa densidade e alta densidade metalizada foram mais altas, chegando a incontáveis. Até 90 dias de armazenamento nenhuma amostra apresentou contaminação com bolores e leveduras ou fungos toxigênicos. Após 120 dias todas as amostras, independente de tipo de embalagem apresentaram contaminação, inclusive com fungo toxigênico do gênero Aspergillus. Em relação às características físico-químicas, deve-se destacar o aumento da umidade a partir de 90 dias nas duas embalagens de polietileno de baixa densidade (simples e à vácuo), excedendo os valores exigidos pela legislação. Em relação aos demais nutrientes, as perdas não foram significativas até 180 dias de armazenamento. Esses resultados sugerem que o tempo de vida útil da farinha de batata doce cultivar Beauregard não deve exceder os 90 dias para garantir um alimento com qualidade microbiológica, aflatoxicológica e físico-químicas desejáveis.
The sweet potato is a food throughout the country, is widely cultivated in the Northeast. The production of flour from sweet potatoes increases the life of the product. However, it need to study the process and storage conditions to reduce the loss of nutrients and fungal contamination. The objective of this work was to evaluate the microbiological and physico-chemical parameters of sweet potato flour cultivating Beauregard during the shelf life of this product stored in different packaging. Four samples were analyzed, stored in different packs every 30 days during the storage period of 6 months. The microbiological tests carried out were of mesophilic microorganisms count, Salmonella sp., thermotolerants coliform, Bacillus cereus and presence of aflatoxigenic fungi. In relation to physical-chemical analysis, protein, lipids, ash, humidity level, water activity and carbohydrates by difference. The microbiological analysis showed that the mesophilic counts in the product packed in polyethylene of low density and high density metallized were higher, reaching countless. Until 90 days no sample storage showed contamination with molds and yeasts or toxigenic fungi. After 120 days all samples, regardless of type of packaging showed contamination, including mycotoxigenic of the genus Aspergillus. In relation to the physico-chemical properties, the values found, performed within the standards of the legislation. These results suggest that the shelf life of sweet potato flour cultivating Beauregard should not exceed 90 days to ensure a quality food microbiological and physico-chemical aflatoxicologic desirable.

Abstract:
Cognitive Behavioural Therapy (CBT), a form of psychotherapy, is the most empirically supported treatment for anxiety, but new research into psychological treatments for anxiety is warranted because clinical improvement is not achieved by between 20% and 80% of the clinical population receiving CBT or other empirically supported psychological treatments. One recently developed approach is Behavioural Activation Therapy for Anxiety (BATA), first reported in 2009 by Turner and Leach who identified that Behavioural Activation (BA), though recognised as an effective treatment for depression, had rarely been applied to anxiety despite functional similarities. BATA has been written as a structured protocol, based on setting goals and scheduling activities, that brings clients into contact with naturally occurring sources of positive reinforcement for “clinically healthier”, socially-valid behaviours. This study included nine single case recipients of BATA ranging in age from 19 to 52 years old who met DSM-IV criteria for a non-trauma anxiety condition, assigned to one of three groups according to residence and type of delivery: Metropolitan In-Person, Metropolitan Videoconferencing, and Regional/Remote Videoconferencing. In each case, following a baseline period, BATA was applied in 12 weekly, 60-minute individual therapy sessions. Treatment outcomes were evaluated using A-B-C phase change analysis with repeated measures. Eight out of nine participants showed significant reduction in self-reported anxiety symptoms. A corresponding significant decrease in anxiety symptoms overall across all the participant groups was shown by an omnibus/global analysis, replicating the original Turner and Leach findings that featured an older group of participants. No differences were found between the Metropolitan and Regional/Remote groups or between the Metropolitan and Videoconferencing groups which provided evidence that BATA can be delivered as effectively by videoconferencing as when delivered face-to-face in-person.

Los proyectos mineros conocidos como Super Caves traen consigo nuevos desafíos en términos de control y gestión de la preparación minera. Estudiar los indicadores actuales resulta relevante para definir metodologías y finalmente los sistemas constructivos. A pesar de su importancia para las operaciones de caving, a la fecha aún no se conoce a cabalidad la variabilidad de los indicadores que influencian la constructibilidad en las variantes. El objetivo de esta tesis, es determinar una metodología que permita estimar el tiempo de construcción de una batea, tiempos de ciclo y actividades críticas. El estudio se realiza a partir de los resultados obtenidos en el periodo 2006 a 2012, mediante un back-análisis de indicadores en sectores que actualmente están en explotación, utilizando herramientas de planificación y de preparación de minas (software). La elección de la variante de explotación, su método y estrategia de socavación hacen diferencia sobre los tiempos requeridos para incorporar una batea a la producción. En la investigación desarrollada, el sector Diablo Regimiento con hundimiento avanzado presentó un tiempo de ciclo de incorporación de 4,1 meses promedio, distinto del sector Esmeralda Bloques 2 y 1 con hundimiento convencional, los cuales presentaron un tiempo de ciclo de incorporación de bateas de 5,2 a 5,7 meses promedio respectivamente. Lo anterior, demuestra diferencia significativa en las productividades de las actividades de preparación minera estudiadas que se puedan asociar a la elección de la variante de Hundimiento. Las armadas, la construcción de puntos de extracción, el armado de muros y la socavación, concentran el 64% del tiempo de ciclo total de incorporación de una batea a la producción. Finalmente la variante convencional presenta un mayor número de actividades en zona de transición respecto de la variante avanzada (perforación y tronadura), situación que aumenta la exposición al riesgo del personal que realiza labores en esta área.

Behavioural activation (BA) therapy (Lejuez, Hopko, & Hopko, 2001; Martell, Addis, & Jacobson, 2001) is based on operant behavioural principles and involves efforts to increase the amount of ‘meaningful’ activity in the client’s everyday life, so that he or she increases contact with positive reinforcement for clinically-healthy behaviours while also decreasing contact with negative reinforcement for ‘depressed’ or ‘anxious’ behaviours. BA is an effective treatment for depression, yet rarely has been applied to anxiety despite functional similarities including the habitual avoidance that is a feature of both disorders. In this study Behavioural Activation Treatment of Anxiety (BATA) was evaluated across a series of single-case replications involving seven adults, each of whom met criteria for clinical anxiety. In each case, following a baseline period, BATA was delivered in twelve weekly 60-minute individual sessions. The effects of the treatment were evaluated using an A-B-C phase change with repeated measurement design. Dependent variables were self-monitored daily anxiety and activity levels, self-reported anxiety, and the participants’ ratings of the ‘therapeutic relationship’ between themselves and the BATA therapist. A measure of treatment integrity was used. In six of the seven cases significant changes in daily activity levels and clinically significant decreases in anxiety were reported during the treatment phase. In five of those six cases, decreases in anxiety matched decreases in self-monitored daily anxiety. Reductions in anxiety were maintained up to a 3-month follow-up. Overall, participants rated the therapeutic relationship as just approaching ‘adequate’ and these ratings appeared not to be associated with the changes in anxiety and activity levels across the course of treatment. The treatment integrity data showed that the therapist’s behaviour followed the treatment protocol. Overall, the results of the study were promising and showed that BATA can provide effective treatment for chronic anxiety problems in adults.

Abstract Is there a special discourse surrounding female politicians in Sweden? And if so, what is the current climate for female political leaders? The purpose of this article is to examine the portrayal in the public media of Anna Kinberg Batra, Ebba Busch Thor and Annie Lööf. The common denominator is that they are all heads of a political party, Anna Kinberg Batra being the chairwoman of the Moderate Party, Ebba Busch Thor being the chairwoman of the Christian Democratic Party and Annie Lööf chairwoman of the Central Liberal Party. The article includes mainly printed news from the midst of 2014 to may 2015. The chosen and applied method for this article is a discourse analysis. The article portrays the fact that female political party leaders in Sweden face a different situation than their male counterparts. Media knowingly or unknowingly chooses to focus on many attributes regarding the female politicians that are not in any way relevant for their profession such as outfits, nails and daycare, to name a few. This article has resulted in the conclusion that inequalities regarding a fair portrayal in media between the two sexes, still persist and that women active in political societies still have different expectations to live up to than their male counterparts.

Controlled dispatch of selected staff to factories abroad in the years 1938--1941 played an important role in the history of Bata Shoe Company. Due to that fact the company man-aged to preserve civilian character of the production despite the on-going Second World War. The organizing of the whole process was not a simple task, it was necessary to harmonize actions of several organizational units. The selection of certain employees eligible for the transfers to foreign countries was conducted by sophisticated methodology, but still some of the top manager's decisions were quite controversial. First of all it involved the transfers of Jewish employees, because Chairman of the Board Jan Antonin Bata considered himself to be the rescuer of the Jews. Nevertheless top managers of the group were strictly pragmatic even in this matter and it is difficult to deduce that one of the objectives of the controlled staff transfers was the protection of this national minority. We can see the same rational approach to employees of the German origin. One of the unexplained questions is the Jan Antonin Bata's unclear relationship with Nazi leaders. I tried to deal with all of these questions in this thesis and I tried to contribute to the current debate about the Bata Group's activities during the Second World War.

Le lac Fitri est situé en plein centre du Tchad, dans un climat tropical semi-aride. Son bassin versant, vaste de 70 000 km², est situé entièrement en zone sahélienne et reçoit en moyenne 400 mm de pluies par an. Le Batha, alimente périodiquement le lac dont la superficie très variable (0 à 1300 km²), pendant seulement 2 ou 3 mois. Le lac et ses marges humides représentent une ressource vitale pour les populations vivant autour. Cette situation pose le problème du bilan d'eau du lac, de sa mise en place et de son évolution. La présente recherche, basée sur l'analyse des données hydrologiques, l'examen des profils et faciès sédimentaires et la télédétection , a contribué à mieux connaître ce géosystème. A la différence du lac Tchad, le Fitri est un plan d'eau très récent, constitué après 2415+-45 B. P. Sa pérennité dépend fortement de l'intensité des averses. La dynamique hydrologique remarquable, impose un suivi hydrologique régulier pour mieux gérer ce géosystème.

The aim of this thesis is to achieve a deeper understanding of how media portrays politicians and examine whether media is gender-biased. This is done by carrying out a case study within the Swedish context, which compares print media’s portrayal of the Moderate party’s former leader Anna Kinberg Batra with their current leader Ulf Kristersson. A quantitative content analysis is applied on 330 articles from four Swedish newspapers. By examining previous literature, a theoretical framework is constructed using theories on framing, the gender system as well as media’s treatment of female and male politicians which is later operationalized. In brief, the results of the study show there are differences in certain parts of media’s portrayal of Kinberg Batra and Kristersson, however they were not always as substantial and obvious as previous literature had indicated.

Evalues a une vingtaine de milliers de personnes, les oualad rachid froment un canton de djedaa, au tchad. En fait, il s'agit d'une tribu agro-pastorale sahelienne qui s'est constituee autour de bedouins. Detaches des vagues d'immigrants arabes, ayant accompagne l'expandion islamique en nubie, ces nomades ont atteint le bassin tchadien des le 14e siecle. Plus tard, aux patrilignages dominants, se sont agreges des clans autochtones. Ce fut le cas des artisans bacara qui detenaient le pouvoir avant l'arrivee des arabes dans la region. Ainsi, au debut du 17e siecle, une veritable entite socio-politique a vu le jour. Regroupes en fractions, tous ses membres ont fini par s'identifier dans leur discours a l'ancetre eponyme, rachid, auquel chaque individu se rattache par sa genealogie. Face aux evenements qui ponstuent la vie d'un homme tels la naissance, le mariage ou la mort, ils ont adopte des attitudes communes, se referant aux coutumes leguees par les ancetres. Cependant pour survivre dans le contexte d'insecurite qui a precede l'emergence de l'etat moderne, le groupe a du faire face a des agressions etrangeres. Il a egalement defendu son espace vital, une sorte de territoire tribal, autrement dit un pays, rendant possible la pratique de l'elevage et de l'agriculture. Ce concept s'applique surtout aux terrains de culture, notion, par ailleurs, tres fortement ancree chez les autres ethnies du centre tchadien, formant les noyaux sedentaires entre les mailles desquels se deplacent les pasteurs oualad rachid. Ainsi, l'aire de mobilite pastorale de la chefferie couvre une region de plus de 180. 000km2, allant du 11e au 16e paralleles. Mais les contours de cet espace fluctuent d'une annee a l'autre. La secheresse qui a commence en 1968 a eu des effets negatifs sur les ressources hydrauliques et fourrageres, obligeant les troupeaux a aller de plus en plus au sud
The oualad rachid who number about twenty thousand people form a canton of djedaa, in chad. In fact, it is a sahelian agro-pastoral tribe which is constituted around bedwins. Separated from waves of arab immigrants who had accompanied the islam expansion in nubia, these nomads arrived in chad basin in the fourteenth century. Later. Autochtonal clans were aggregated with the ruling lineages. This was the case for bacara artisans who retained the power in this region before the arab's arrival. Consequently, at the beginning of the seventeenth century a true socio-political entity was born. Grouped in fractions, all its members finished by indentifying themselves, in their speech, with the eponyme ancestor rachid to whom each individual is linked by his genealogy. Faced with events which punctuate a man's life like, birth, marriage and death, they have taken up common attitudes, refering to the habits bequeathed by the ancestors. However, to survive in the context of insecurity which preceded the modern state's emergence, the group affronted foreing aggressions. It defended also its vital space, a sort of tribal territory or a country where rearing and agriculture became possible. This concept applies especially to the fields of cultivation. By another way, this notion is hardly deep-rooted in the ethnic groups of the chad centre which form sedentary stones between wich the oualad rachid pastoral people move. So, the pastoral mobility area of the chiefdom covers a region of more than 180,000 square kilometers from the 11th to the 16th parallels. But the borders of this space change from one year to another. The drought whitch began in 1968 has negative effects on the hydraulic and fodder resources, forcing the herds to move further and further south

La hipotermia y la presencia de escalofríos durante el periodo postoperatorio repercuten en la recuperación posquirúrgica de los pacientes retardando su recuperación y disminuyendo el grado de confort durante este período. La presente revisión crítica tuvo como objetivo demostrar la eficacia en la utilización de la bata térmica en el alivio de la hipotermia postoperatoria. Formulándose la pregunta clínica: ¿La utilización de la bata térmica en el paciente quirúrgico es eficaz para evitar la hipotermia postoperatoria ? La investigación se realizó a través de la metodología EBE, después de formulada la pregunta, se realizó la búsqueda de información en las bases de datos: PUBMED, COCHRANE, Science direct y Evidentia, 10 artículos, los cuales fueron filtrados por la guía de validez y utilidad aparente de Gálvez Toro, siendo seleccionado 1 artículo, un ensayo clínico aleatorizado, empleándose la lista de CASPE para la lectura crítica. Obteniendo como respuesta que la utilización de la bata térmica a 40 ° C 30 min antes y a lo largo de 60 min de la cirugía, es un método de calentamiento activo efectivo, por lo que su uso es eficaz para la prevención y manejo de la hipotermia posoperatoria, frente al uso de métodos tradicionales como mantas calentadas, asimismo disminuye la incidencia de temblores, pero no influye en la comodidad térmica del paciente.

Im Folgenden mögen eher Fragen gestellt und Probleme aufgeworfen als Antworten gegeben werden. Es mag angedeutet werden, wie komplex und kompliziert und vielschichtig zugleich sich nationale Fragestellungen Anfang des 20. Jahrhunderts in der Musikkultur Böhmens äußern.
