Abstract:
The article analyses the institution of the Senate as one of the chambers of the Parliament of the Czech Republic. The asymmetrical bicameralism conception adopted in 1992 refers to the solution of the Constitution of 1920. The internal organisation and the manner of work as well as the parliamentary mandate are typical for a democratic state. The basic function of the Senate is legislation, but the final decisions belong to the Chamber of Deputies. The equalisation of the position of both chambers is an exception. The second chamber does not have a control function, and the creative function is symbolic. The Senate has become established in the system of state organs.

Abstract:
However obsolete it may appear in the environment of the post-1989 Czech Republic, dissident activity has left its imprint on Czech society and politics. In Czech foreign policy, there is something like a dissident tradition, which dissidents themselves seem to uphold. In the Czech foreign policy process, there exists an explicit mechanism that has incorporated the dissident tradition, which, in quite a few cases, has affected policy outcomes. The introduction of the dissident tradition into Czech foreign policy was facilitated by the dissidents’ great concern for foreign policy and for human rights issues, and, in particular, for human rights issues outside the Czech Republic. We present evidence that dissidents have been concerned with foreign policy and with human rights issues by analyzing the membership of parliamentary committees of both chambers of the Parliament as well as the dissidents’ activities in the Senate and the Chamber of Deputies. Significantly, when activities tied to the dissident tradition emerge in the Parliament, the initiators of such activities are always (although not exclusively) dissidents; the opponents, always nondissidents.

Abstract:
The article examines the development of the political process in the Czech Republic following the results of the last regular elections to the Chamber of Deputies of the Parliament, which took place on October 21-22, 2017 under the proportional electoral system. The results of the elections revealed a number of new trends in the development of the parties and the party system of the Czech Republic, which at the same time have many similarities with the ideas of populists and Euro skeptics spread in the CEE region. The analysis of the specific “differentiated electoral barrier” and the Czech electoral legislation is made. The path to victory in the elections of the ANO and the ODS parties, the new in the Czech politics third party-winner – the Pirate party, members of which advocated the maximum protection of individual freedoms and the uncontrolled Internet. It is noted that the traditional and leading parties of the Czech Republic – KDU-CSL, TOP 9, KSCM, CSSD did not achieve the expected success in the Parliament elections. The regularities that emerged during the elections to the Chamber of Deputies were revealed: a steady demand of voters for new leaders, new political forces, the weakening of the positions and authority of political parties that have occupied leading positions for a long period, the change in the current political agenda. Confirmed pan-European trends: the growth of populist sentiment and a significant increase in skepticism towards the leaders of the European Union, which are manifested in many CEE countries.

Do different types of preferential-list PR systems create different incentives for how Members of Parliament vote? To examine this, we compare the quasi-list system of Poland, where only preference votes determine which candidates win seats, to the flexible-list system in the Czech Republic, where the 5 percent preference vote threshold required to override the party ranking of candidates gives the party greater power in influencing which candidates become MPs. We analyze roll call votes in the 2007–2011 Sejm and the 2010–2013 Czech Chamber of Deputies and, after controlling for party and MP characteristics, we find that in both countries, MPs with lower preference vote shares are more likely to vote along with their party. But, when we compare the strength of this relationship, we observe substantial differences. The magnitude of this relationship in the Czech Republic is ten times stronger than in Poland, which can be attributed to the more prominent role Czech electoral rules give to the party.

Abstract:
This paper explores the possibility of introducing a majority electoral system for the Chamber of Deputies in the Czech Republic, and discusses the virtues and drawbacks of such a system. It recalculates the electoral results from two previous elections using majority electoral systems (first-past-the-post and two round majority system) to examine how such a change could influence the formation of governmental majorities in the chamber and what the possible consequences for the quality of democracy in the Czech Republic could be. The results show that majority system would likely radically simplify the formation of governments with clear majorities, and hinder emerging populist parties as well as weaken the communist party. On the other hand, the adoption of a majority system would substantially lower barriers to enter the chamber, which could lead to the disintegration of the party system and its increased fragmentation. Combined with the common practice of Czech politicians to hold various mandates at different levels of the political system at the same time, this could be a significant risk factor.

AbstractThe paper explores the legislative unity of government and opposition blocs in the Czech Chamber of Deputies over a period of 20 years. As voting unity is usually rather low in the Czech Republic, temporarily high concentrations of votes by these blocs are linked to higher rates of conflict between the government and opposition. I use the Rice and UNITY indices to compare average unity scores of individual cabinets and also explorative time series of unity vectors in order to analyse bloc concentration, success rate, and increased conflict. The outcomes are relevant both as comprising a case study and methodological observations: (1) Broad differences in the logic of interaction are confirmed (e.g. caretaker cabinets show less conflict than standard cabinets). Although no universal trend (e.g. no transition from consensual to conflictual practice) is found, the Czech opposition became more concentrated and resorted to serial blocking tactics in the second decade; thus, a major change of behavior occurred after all. (2) The Rice and UNITY indices correlate considerably; UNITY’s discrimination capacity is not distorted significantly despite the nature of equilibria in the Chamber. Moreover; the UNITY index is able to easily distinguish contested votes not detectable by the Rice index alone.

Abstract:
This article explains the basis for electoral support for political parties in the Czech and Slovak Republics in the post-1993 period. The database consists of results from Parliamentary elections (in the Czech context, elections to the Chamber of Deputies) and of data obtained from censuses carried out by statistical agencies. The theory of conflict lines developed by Stein Rokkan and Seymour M. Lipset was chosen as the theoretical basis. The key analytical tool employed is linear regression. The explanation provided evaluates the dependence of political party electoral support (as defined by seats won in elections) upon socioeconomic variables contained in the theory. Analysis of the results shows that the support parties receive in elections depends significantly upon social characteristics. An especially clear explanation is generated for the support given to Christian and ethnic parties. For protest parties, the impact of the constituent social and economic structure is only marginal.

Abstract:
This Diploma Thesis deals with obstructions within the legislative process of the Parliament of the Czech Republic, more precisely in hearings at the Lower House. The aim of the thesis is to describe the phenomenon of obstructions and their importance in the legislative process. In the beginning, the author establishes three basic research questions, which he then tries to answer through quantitative methods. Firstly, the author answers the question whether either site of the ideological spectrum tends to use the tactic of obstruction more often. Secondly, he inquires whether there are any differences between the obstructions of a right-wing or a left-wing party. Finally, the author aims to clarify if the long-established parties in the Chamber of Deputies have an advantage in the practice of obstructions and thus are more successful in it than new parties are. The text is divided into three separate chapters with a logical structure starting from theoretical themes and continuing with an empirical analysis. The first part, which is purely theoretical, is followed by a chapter dealing with the legislative process which can be considered as a transition between the theoretical and empirical parts. The following chapter is based on empiricism and analyses stenographic records and interviews with the representatives of political parties. The carried out analyses suggest that it is impossible to state clearly which site of the ideological spectrum tends to use the tactic of obstruction more often, as in the majority of cases parties using this tactic find themselves in the opposition. However, while obstructing, both left-wing and right-wing parties use almost identical tools. Ultimately, it can be stated that parties represented in the House of Deputies for a long period are not more successful in practicing obstructions than other parties, even though they use strategies that are more sophisticated.

The thesis deals with the personal stability of the Czech Parliament in the period after 1993 when the Czech Republic was founded. The author assumes a better orientation in both organizational and procedural issues of reelected representatives. The aim of this thesis is to explore what factors have influenced the rate of reelection of MPs and Senators and how these are subsequently reflected in the personal structure of both Chambers. Using a quantitative analysis, the author tests the hypothesis that the rate of reelection will be higher in the Senate due to the majority voting system which is more personalized than the proportional one used in the Chamber of Deputies. The hypothesis was tested in the Committees analogically. Furthermore, the author tests if the current level of voter turnout influences the final election results and the rate of reelection, respectively. The text is divided into three chapters. The thesis is composed of a common structure heading from a theoretical background towards empirical analysis.

Parliamentary system of government demands parliamentary competent parties. Dissension within parties can block the entire political system; the government cannot rely on its majority and fails in processing its proposals on the agenda of the parliament. From the analytical perspective, inquiry in dissension in the parliamentary majority is one of basic questions. The thesis deals with dissension at the theoretical level. Using the Czech Chamber of Deputies as an example, the thesis conceptualizes forms of dissension (a disapproval of a governmental proposal at the first reading as the absolute dissent). The thesis conducts voting unity tests of Czech political parties that forge government. According to the empirical inquiry, the dissension that leads to the disapproval of governmental proposals stems from the dissent within the political parties, not from the dissent among parties.

Scrutiny of legislative behaviour of members of parliament (MPs) has a long tradition in Western Europe. Nonetheless, there has been a research gap in the Czech Republic. Thus, the dissertation thesis identifies the most burning and exciting questions and delivers the answers as a collection of to some extent separated but still interconnected studies. To be more specific, I employ quantitative methods of analysis. I deal with the data on all the members of the Chamber of Deputies of the Parliament of the Czech Republic who held the mandate between 1993 and 2017. Overall, the original and unique dataset consists of 1,518 legislators and their comprehensive parliamentary activity. The results suggest that two main conflicts drive parliamentary politics - the institutional division between ruling parties and opposition, and the ideological left-right socio-economic dimension. Besides this, the thesis shows that both the age and tenure of the MPs noticeably affect their parliamentary activity. While older and more experienced MPs propose more bills, address more speeches and obtain more intra- parliamentary posts than young novices, the latter group focuses on the work outside of the parliament. The diploma thesis focuses on the examination of political elites with the field of focus being the members of the government of the Czech Republic, the leadership of the Chamber of Deputies of the Parliament of the Czech Republic. And selected political groups with selected members. The people in question are the chairman of the political groups. The oldest and youngest men and the oldest and youngest women. This is applied to three selected periods, which are being the years of 1995, 2005 and 2015. First of all, every period will be examined separately, then the periods will be compared. The comparisons will be as follows: 1995-2005, 2005-2015 and 1995-2015. The diploma thesis is divided into five chapters. The first chapter focuses on the theory of elites, where are described chosen theories. Diploma thesis deals with the approval process of participation of the Armed Forces of the Czech Republic in foreign operations. The aim of this thesis is to find political elite's dominant motivation which leads to the decision take part in foreign military operations. Hypothesis assumes that according to the material capabilities and power ambitions of the Czech Republic there is only one dominant motivation which can be described as commitments to the membership in UN, NATO or EU. To fulfil this aim we used a content analysis of relevant discussions realized in the Chamber of Deputies of the Parliament of the Czech Republic since 1993 until present. Identified arguments are assign with one of the five relevant categories (policy related to the commitments to the membership, security and political interests, historical symbolism, potential of profit in the future and influence of the domestic political situation). Analysis also considers the revelation of official statements of the political party and speeches of its members in the Chamber of Deputies.

Abstract:
In order to fill a gap in the literature and illustrate what a public debate on religion might look like in a country as unchurched as the Czech Republic, this thesis conducted thematic content analysis on two parliamentary debates related to church property restitution. Transcripts of the debates in The Chamber of Deputies of the Parliament of the Czech Republic on the 2012 Church Property Restitution Bill and the 2017-2019 Proposal to Tax Church Property Restitutions were used to answer theoretically and empirically informed questions pertaining to secularisation. The finding was that it was not religion necessarily, but rather matters of finances, legality, and procedure that figured quite prominently in the debate. Despite this, closer analysis revealed some relevant reflection on religion, most notable on in what sort of relation should churches and religious communities be with the state. The main takeaway from the research is that Members of Parliament acknowledged low individual level religiosity and did not promote something resembling the concept of vicarious religion. There speeches were on the whole interpreted to be more in line with advocating secularisation, rather than desecularisation.

The main goal of this thesis is to describe the use of obstruction mechanisms in the Czech legislative system, where in the Chamber of Deputies of the Parliament of the Czech Republic, as key legislative institutions of the parliamentary system, has been making massive damages in the form of blocking the negotiation of draft laws for many years. The reasons that led to the Rules of Procedure of the Chamber of Deputies permitting the existence of this phenomenon are not quite obvious, but they are an integral part of the parliamentary culture of our country, which existence is mainly used by the legislative minority. Even though the Rules of Procedure have a clear wording, which allow the existence of obstructions, their use is often considered as unconstitutional, as their use often exceeds the affordable limit. The main objective of this theses is to introduce to the reader all the instruments that help to obstructions and subsequently to show their use in practice during the meetings of the Chamber of Deputies within the last three parliamentary term, including the period in progress.

The presented thesis mainly focuses on an analysis of twenty years of the politics of electoral reform in Czechoslovakia (1990-1992), on the federal level (the Federal Assembly), and the national level (the Czech National Council), respectively, and later on the politics of electoral reform in the Czech Republic, on the national level (the Chamber of Deputies of the Parliament of the Czech Republic). First, the thesis discusses how and why electoral systems are chosen and changed. Recent analysis of the politics of electoral reform has yielded two main theoretical perspectives regarding the reforms of recent decades. The first one, the power-maximizing perspective, assumes that politicians control the choice of the electoral system and that they are motivated to maximize their power. The other perspective allows for a wider range of actors - in particular, including ordinary citizens as well as politicians - and sees electoral reform as the product of a mix of inherent and contingent factors. Reform can, under this approach, occur in response to specific instances of systemic failure. This thesis is dealing with the problematic position of the upper house of the czech Parliament. In this thesis author is operating as with primary literature (i.e. laws and historic constitutional documents) in analysis historical moments of the czech parliamentarism, so with direct observation of the members of the Senate (in 11th term). Author was focusing himself on direct observations of the senate committees and plenary session of the Senate. This chapter discusses executionary rituals. The executionary ceremony retained its general formal structure, although several elements were forbidden over time. As a result, the actors responsible for managing executions also became ad hoc guardians, working to prevent photographs from being taken or holding executions at night so that the spectacle would quite literally become invisible. The ritual that was specific to the Third Republic entered crisis mode. It was discussed by parliament, which sought to come up with a new publicity regime that would be capable of incorporating the emerging channels of information. The chapter dicsusses neutralizing of the publicity principle due to the public barely being able to tolerate the spectacle by the Third Republic, and the mechanization of representation thanks to journalists and photography. Moving the ritual into the night was able to ocucur thanks to the development of public lighting. Hostile political representations of publicity were thwarted in the Chamber of Deputies, with failed legislative attempts to eliminate publicity.

Abstract:
The presented paper deals with the regionalization of the electoral support of the Czech Pirate Party (Pirates) in regional elections using methods and techniques of spatial data analysis. The aim is to answer the question whether the territorial distribution of Pirate electoral support allows this party to participate in governance at the regional level and thus influence the form of regional policy in individual regions. The results of the analysis show that the spatial distribution of Pirates’ electoral support in regional elections differed quite significantly not only from the pattern found in the elections to the Chamber of Deputies of the Czech Parliament and elections to the European Parliament, but also between individual regional elections. This suggests the current lack of anchorage of Pirates’ electoral support in regional politics, but at the same time, it may have its origins in the second-order character of regional elections and the candidacy of many local and regional entities in regional elections. On the other hand, the results of the regional elections in 2020 meant that the Pirates received seats in all regional councils, but especially in nine of the thirteen regions they joined the regional government (similarly to two years earlier when they joined government of capital city of Prague), gaining the opportunity to influence, with regard to its priorities, the form of regional governance in most Czech regions.
