Abstract:
There is always a safety concern when there is release of liquified natural gas or gas from an LNG facility. There are certain parameters of an LNG leak which require the incident to be reported to the U.S. Department of Transportation (DOT)/Office of Pipeline Safety (OPS). The objective of this study was to analyze the reportable incident data on gas transmission and gathering lines onshore and offshore to:(1) assess the safety record of the gas-transmission industry and (2) identify areas where corrective actions are appropriate. The particular focus was on areas or items that continue to ca

The HIV/AIDS epidemic has meant that an increasing number of chronically ill people need ongoing assistance with care and support. Programs providing home-based care (HBC) services are a key component of the response to HIV/AIDS. However, few programs are using operations research, including cost studies, to decide what services to provide and how to structure their services. In 2004, the Horizons Program undertook a study of six HBC programs from different South African provinces to provide key information to NGOs, government ministries, donors, and the programs themselves to inform decisions

The 1943 art exhibition at the Mountain View Officers’ Club (MVOC), Fort Huachuca, Arizona should be considered one of the most significant events in the intersection of American art, military history, and segregation. Organizers of the event, entitled Exhibition of the Work of 37 Negro Artists, anticipated it would boost soldiers’ morale because Fort Huachuca was a predominately Black duty station during WWII. This report provides a brief history of Black art in the early 20th century, biographies of the artists showcased, and provides information (where known) about repositories that have or

Low trust in state actors constrains state capacity, hindering growth and development. This paper studies how state actors can build public trust by improving the quality of their interactions with citizens. We first propose a mechanism linking improved interactions to public trust, defined as the belief that the state actor implements welfare-enhancing policies. Improved interactions lower the expected burden of engaging with the state actor, promoting compliance. This motivates citizens to believe compliance is worthwhile, increasing trust in the state actor. We then empirically assess the r

This dataset includes the demographics, education, perceptions, and assessment of de-escalation skills of law enforcement officers, and other professionals, which were collected as a part of in-person de-escalation training. Many of these trainings were funded as a part of the Office of Community-Oriented Policing Services (U.S. Department of Justice). All of the data is anonymous, and can be linked based on the trainee generated identification number. This data was collected across three separate activities. The first was a pre-training survey that included questions about the trainees' demog
