Abstract:
The Master's thesis is focused on organization of customs procedures at Siemens, s.r.o. The goal is to design efficient organization of in-house customs declaration, to suggest variants of implementation of customs software SIECUS while taking into consideration also possibility of SIECUS implementation in other Siemens companies in Czech Republic and to compare consequences of these variants with the current state. The first part of this thesis describes customs regulations and focuses on electronic customs clearance and simplifications that can be granted by customs authorities. The second part compares internal and external organization of customs clearance which forms a basis for recommendations for Siemens management. Possibility of using in- house customs declaration by other Siemens companies in Czech Republic is also reflected and its consequences are described in this thesis.

Magistro baigiamajame darbe nagrinėjama muitinės informacinės sistemos transformavimo bei pritaikymo veikti e-muitinės sąlygomis problema. Išsikeltas tikslas yra sąlygojamas prieštaravimo tarp galiojančio muitinės veiklos teisinio reglamentavimo ir sparčiai besikeičiančių globalaus verslo sąlygų. Būtinybė visus prekybos veiksmus atlikti elektroninėje terpėje reikalauja papildyti muitinės informacinę sistemą trūkstamais elementais bei keisti muitinės informacinės sistemos funkcionavimo teisinę aplinką. Norint suformuluoti šios problemos sprendimo siūlymus išnagrinėta mokslinėje literatūroje aptinkama e-muitinės elementų (elektroninių duomenų mainų, e-eksporto bei kt.) taikymo praktika įvairiose šalyse. Naudojant duomenų analizės metodą atlikta muitinės informacinės sistemos funkcionavimo analizė, parengta statistinių duomenų analizė lyginant gautus duomenis su kitomis ES šalimis. Išanalizavus teorinius bei praktinius muitinės informacinės sistemos funkcionavimo e-muitinės kontekste aspektus baigiamojoje dalyje atlikta galiojančių ES, Lietuvos, bei Muitinės departamento norminių teisės aktų analizė ir nustatytos teisinės reglamentavimo spragos trukdančios e-muitinės efektyviam veikimui bei plėtojimui. Apibendrinus iš kiekvienos dalies gautus rezultatu pateikiamos išvados bei problemos sprendimo siūlymai.
The problem of the Customs Information System transformation and its adaptation to operate under the conditions of e-customs is being analyzed in the master‘s final work. The aim of this work is defined by contradiction between the applicable legal regulations for the activities of the Customs and rapidly changing conditions of global business. The necessity to perform all trade actions in the electronic medium requires to supplement the Customs Information System with the missing elements and to change the legal environment for the operation of the Customs Information System. In order to provide offers for the solution of this problem, practice of application of e-customs elements (electronic data exchange, e-export, etc) in different countries has been analyzed in the scientific literature. Using a method of data analysis, Customs Information System analysis has been made, and analysis of the statistical data has been established by comparing the received results with the other EU countries. After the analysis of the theoretical and practical aspects of the operation of the Customs Information System in the context of e-customs had been made, the final part of the work has been dedicated to the analysis of the applicable regulatory legislative acts of the EU, Lithuania and the Customs Department; and legal gaps of the regulations which impede efficient operation and development of e-customs has been defined. Users of air transport, particularly those companies that are part of the PIM (Industrial Pole of Manaus) have gone through a customs clearance process in their imported goods not very optimized when they are packed in containers and wooden supports. The import customs clearance is to examine the transparency of the data declared by the importer in relation to imported goods, thus completing customs clearance. Thus, for the goods to be shipped and delivered to your legal representative, it is necessary that the Brazilian Airport Infrastructure Company (Infraero) perform a filter of imported goods which are packaged in packaging and timber supports and make the separation of the same in an area called ARM 5F (Warehouse for convicted wood), for the Ministry of Agriculture, Livestock and Supply (MAPA) start their supervision, using this two forms filled out manually on site by fiscal MAPA, which are the form XIX (Application for Inspection of Packaging wood brackets) and Form XII (Occurrence Term). In this scenario, the use of modern technology such as mobile applications (APP) arise as a way to provide the user, convenience, mobility and functionality during the inspection process. This paper proposed the development of an APP entitled Libera already that could be used to replace the two main forms cited. The APP development phase and layout was made with the participation of a tax MAPA, and from these definitions, the features of APP were built to take on the screens all participating items in the forms. The product built in this work differs from commercial products, because it took into account the activity end of the MAP, the inspection of goods, in this case, it is only, those packed in containers and wooden supports. The approach described in this paper aims to offer the MAP a more flexible and automated surveillance operation, using the APP Libera Already, bringing the process speed in analysis and release of goods.
Usuários do transporte aéreo, particularmente as empresas que fazem parte do PIM (Pólo Industrial de Manaus), têm passado por um processo de despacho aduaneiro em suas mercadorias importadas não muito otimizado, quando estas estão acondicionadas em embalagens e suportes de madeira. O despacho aduaneiro de importação consiste em examinar a transparência dos dados declarados pelo importador em relação à mercadoria importada, para assim concluir seu desembaraço aduaneiro. Dessa forma, para que a mercadoria seja despachada e entregue ao seu representante legal, é necessário que a Empresa Brasileira de Infraestrutura Aeroportuária (INFRAERO) realize um filtro das mercadorias importadas que estão acondicionadas em embalagens e suportes de madeira, e faça a separação das mesmas, em uma área chamada ARM 5F (Armazém para madeira condenada), para que o Ministério da Agricultura, Pecuária e Abastecimento (MAPA) inicie sua fiscalização, utilizando para isto, dois formulários preenchidos manualmente in loco pelo fiscal do MAPA, que são o Formulário XIX (Requerimento para Fiscalização de Embalagens e Suportes de Madeira) e o Formulário XII (Termo de Ocorrência). Diante desse cenário, o uso de tecnologias modernas como os aplicativos mobile (APP) surgem como uma forma de proporcionar ao usuário, praticidade, mobilidade e funcionalidade durante o processo de fiscalização. Este trabalho propôs o desenvolvimento de um APP intitulado Libera Já, que pudesse ser utilizado para substituir os dois principais formulários citados. A fase de desenvolvimento do APP e layout foi realizada com a participação de um fiscal do MAPA, e, a partir dessas definições, as funcionalidades do APP foram construídas de modo a ter nas telas todos os itens participantes dos formulários. O produto construído neste trabalho se diferencia de produtos comerciais, pois levou-se em consideração a atividade fim do MAPA, a fiscalização de mercadorias, que neste caso, trata-se somente, daquelas acondicionadas em embalagens e suportes de madeira. A abordagem descrita neste trabalho, visa oferecer ao MAPA uma operação de fiscalização mais flexível e automatizada, com o uso do APP Libera Já, trazendo ao processo agilidade na análise e liberação das mercadorias.

The Master's Thesis puts customs transit within a broader context of international trade and customs procedures, states relevant legislation, underlines risks related to their formulation and proposes solutions. The practical application is written from the point of view of Siemens, for which compliance with rules and regulations is essential and therefore is a good example to illustrate how to resolve the inconsistency of legislation with the business practice.

The airport infrastructure and services of customs clearance of imported cargo can be considered a competitive advantage of companies in the Industrial Pole of Manaus (PIM). Reducing the time of cargo clearance would be just one advantage. The study aims to propose a management model agile and flexible in receiving air cargo imported inputs so that it satisfactorily meets the agile supply chain, which has the ability to respond to change, diversity, the unpredictable demands of customers, and which reduces the risk of pipeline breaks for companies in the PIM. This work, which culminates with a case study not only addresses the manufacturers of high-tech and innovative products that are of high value added, but all the actors (INFRAERO, RFB, ANVISA, MAP, broker, importing companies) involved import cargo, since his arrival in TECA to the delivery of cargo to the importer. The research call attention to the importance of infrastructure and services in the fast release of imported cargo through a management model able to include in the PIM requirements of external competitiveness of supply chains, using appropriate strategies such as model uncertainty supply chain (MICS). As a result, obtained presents an alternative model identified as the Special Customs Regime of Industrial Warehouse on Computerized Control (Ricof), considered an instrument of attraction and facilitator of global business development of products considered as part of the chain of uncertainty, so that gain is observed not only the logistical and tax, knowing that in Brazil there are no special schemes and atypical, as the companies of the Industrial Pole of Manaus (PIM).
A infraestrutura aeroportuária e os serviços de desembaraço aduaneiro de cargas importadas podem ser considerados uma vantagem competitiva das empresas no Pólo Industrial de Manaus (PIM). A redução do tempo de liberação de cargas seria apenas uma das vantagens. O estudo tem como objetivo propor um modelo de gerenciamento ágil e flexível na recepção de cargas aéreas de insumos importados de modo que este atenda satisfatoriamente a Cadeia de Suprimentos Ágil, que tem a capacidade de responder as mudanças, diversidades, demandas imprevisíveis dos clientes, e que reduz os riscos de interrupções dos fornecimentos para as empresas do PIM. Este trabalho, que culmina com um estudo de caso, não somente aborda os fabricantes de produtos high-tech e inovadores, que são de alto valor agregado, mas todos os atores (INFRAERO, RFB, ANVISA, MAPA, DESPACHANTE, Empresas Importadoras) envolvidos na importação da carga, desde sua chegada no TECA até a entrega da carga para o importador. A pesquisa dá visibilidade à importância da infraestrutura e rapidez nos serviços de liberação de cargas importadas, através de um modelo de gerenciamento capaz de incluir o PIM nas exigências da competitividade externa entre as cadeias de suprimento, fazendo uso de estratégias adequadas como o modelo de incerteza da cadeia de suprimentos (MICS). Como resultado obtido é apresentado um modelo identificado como alternativa ao Regime Aduaneiro Especial de Entreposto Industrial sobre Controle Informatizado (RICOF), considerado instrumento de atração e facilitador de desenvolvimento das empresas globais de produtos considerados como integrantes da cadeia de incerteza, de modo que seja observado o ganho logístico e não apenas o tributário, sabendo que no Brasil não se inclui os regimes especiais e atípicos, como as empresas do Pólo Industrial de Manaus (PIM).

The central aim of this work is to present the influence of economic theories in the decision of wholesale firms in to outsource customs clearance in Sao Paulo. For this, the history of outsourcing is displayed briefly, next the surveys and studies on outsourcing and justifications theories that show possible influences on firms decision to outsource customs clearance, such as: Transaction Cost Theory, Agency Theory, Resource-Based View Theory and Core Competence Theory. Addition to contextualize Brazilian foreign trade, considering its history and economic representativeness, will be presented the activities related to customs clearance, which can influence companies to outsource this service in the city of Sao Paulo. After the explanation on the subject, through empirical research making use of questionnaire with closed questions applied to a non-probabilistic sample, it was found a relationship between the theories mentioned above and how they influence the process of companies importing and exporting wholesale to outsource customs clearance. We used the ANOVA test and possible additions to the Dunnett T3 test and Tukey test and it was found that there are difference in responses between respondents who outsource fully, partially or not outsource this activity besides the difference between these levels of outsourcing it was found that all economic theories presented in this work have some influence on outsourcing of customs clearance
O objetivo central deste trabalho é verificar a influência das teorias econômicas na decisão das empresas de comércio atacadista em terceirizar o despacho aduaneiro na cidade de São Paulo. Para isso, a história da terceirização é apresentada brevemente, seguida do levantamento e estudos sobre terceirização e fundamentação das teorias econômicas que mostram possíveis influências na decisão das empresas em terceirizar o despacho aduaneiro: a Teoria do Custo das Transações, a Teoria da Agência, a Teoria do Resource-Based View (RBV) e a Teoria das Competências Essenciais. Além de contextualizar o comércio exterior brasileiro, levando em conta sua história e representatividade econômica, foram apresentadas as atividades ligadas ao despacho aduaneiro, que podem levar as empresas a terceirizar este serviço na cidade de São Paulo. Após a explanação sobre o tema, por meio de pesquisa empírica valendo-se de questionário de perguntas fechadas, aplicado a uma amostra não probabilística por conveniência, verificou-se a relação existente entre as teorias mencionadas acima e o quanto elas influenciam o processo das empresas importadoras e exportadoras do comércio atacadista para terceirizarem o despacho aduaneiro, foi usado o teste ANOVA e possíveis complementações como o do Teste de Dunnett T3 e do Teste de Tukey que constataram a diferença de respostas entre os respondentes que terceirizam totalmente, parcialmente ou não terceirizam esta atividade, além da diferença entre estes níveis de terceirização verificou-se que todas as teorias econômicas apresentadas neste trabalho possuem alguma influência sobre a terceirização do despacho aduaneiro.

Abstract:
La transformación digital en el ámbito aduanero ha modernizado los procesos en el comercio internacional. En el Perú, la modernización en la aduana inició hace veinte años. Sin embargo, su evolución no ha sido suficiente para alcanzar la competitividad frente a otros mercados. Al primer trimestre del 2020, los procedimientos aduaneros consistían en la presentación física de documentos que ocasionaba pérdidas de tiempo y sobrecostos en los usuarios. Sin embargo, en la etapa de la pandemia Covid-19 se habilitaron algunas plataformas virtuales de manera acelerada para evitar el contacto físico de personas y dar continuidad a las operaciones de comercio exterior. Pese a que han agilizado algunas implementaciones digitales, el Perú aún tiene una brecha digital con respecto a otros países. En ese contexto, el objetivo de esta investigación es comprender los resultados de la transformación digital de la aduana peruana en el proceso de despacho aduanero de importación de las agencias de aduanas de Lima y Callao durante el periodo julio 2018 a julio 2020. La metodología aplicada para el presente estudio es una investigación cualitativa, de teoría fundamentada de corte transversal y alcance exploratorio, la técnica aplicada fue la de recolección de datos con entrevistas semi estructuradas a los diferentes actores involucrados en el comercio exterior peruano. Como resultado, la transformación digital de la aduana ha tenido un impacto positivo en materia de simplificación, agilización, reducción de uso de papel, ahorro de tiempo y costo.
Digital transformation in the customs field has modernized processes in international trade. In Peru, modernization in customs began twenty years ago. However, its evolution has not been sufficient to achieve competitiveness compared to other markets. In the first quarter of 2020, customs procedures consisted of the physical presentation of documents, which caused time losses and cost overruns for users. However, in the stage of the Covid-19 pandemic, some virtual platforms were enabled in an accelerated manner, to avoid physical contact of people and give continuity to foreign trade operations. Although they have sped up some digital implementations, Peru still has a digital divide with respect to other countries. In this context, the objective of this research is to understand the results of the digital transformation of Peruvian customs in the import customs clearance process of the Lima and Callao customs agencies during the period July 2018 to July 2020. The applied methodology for the present study, it is a qualitative investigation, with a grounded theory of cross-section and exploratory scope, the applied technique was that of data collection with semi-structured interviews with the different actors involved in Peruvian foreign trade. As a result, the digital transformation of customs has had a positive impact in terms of simplification, streamlining, reduction of paper use, saving time and cost.

Abstract:
La thèse entreprise a pour objectif d’essayer de définir un statut juridique de la procédure de dédouanement des envois postaux. La nature juridique des envois postaux justifie un traitement douanier autonome et distinct des formalités douanières applicables aux marchandises des échanges commerciaux internationaux. Les travaux réalisés devraient tout d’abord aider à répondre aux problématiques liées aux difficultés juridiques de la définition de cette procédure de dédouanement spécifique et leurs conséquences. L’étude portera particulièrement sur le règlement des différends entre les autorités douanières et les importateurs ou exportateurs d’envois postaux internationaux en cas de litige lié au dédouanement. Au préalable, il faut donc relever et clarifier les règles juridiques qui sont déjà applicables au dédouanement des envois postaux, tant au niveau national et européen, qu'au niveau international en ce domaine. Cependant, cela se révèle difficile, et il faut rester opiniâtre devant l'extrême diversité des sources et des textes, parsemés dans de nombreuses branches du droit. Il faut ensuite nécessairement tenter de redéfinir, clairement et simplement, la notion d’envoi postal et la notion de service postal universel justifiant l'application d'une procédure spécifique de dédouanement des envois postaux. La notion de service postal universel implique un dédouanement rapide des envois postaux. Les administrations douanières ont, elles, l’obligation d’assurer le contrôle de toutes les marchandises importées ou exportées de leurs territoires nationales. La mission principale des autorités douanières est de protéger l’attractivité économique des Etats. Les agents douaniers doivent, d’une part, prélever les droits de douane et taxes à l’importation, d’autre part, lutter contre les trafics illicites de marchandises prohibées ou soumises à restriction. La délicate combinaison de l’universalisme du service postal et des obligations douanières doit permettre la reconnaissance et l’établissement d’une procédure de dédouanement spécifique aux envois postaux impliquant une nouvelle détermination des envois relevant du service postal universel et la mise en place de règles de dédouanement obligatoires et communes à l’ensemble des services postaux internationaux. La mise en œuvre d’une coopération internationale renforcée entre les services postaux et les autorités douanières est, en ce sens, préalablement indispensable. L’étude doit permettre de rendre compréhensible, pour les entreprises et les particuliers nationaux et européens, le droit positif douanier applicable au dédouanement postal. On analysera notamment les infractions et les règles douanières sanctionnant les diverses fraudes que l’on retrouve le plus fréquemment en pratique. L’essai sur la définition d'un statut juridique de la procédure de dédouanement des envois postaux démontrera qu’il est impératif de renforcer les pouvoirs et les moyens de contrôle et de sanctions des autorités douanières pour ce type singulier de dédouanement. Les voies de recours non-contentieuses et contentieuses qui sont ouvertes aux redevables et requérants feront également l’objet d’un traitement particulier. Les droits des redevables ou requérants sont notamment garantis par le principe de contrôle de la légalité des décisions de l’Administration des douanes et de ses agents par le juge judiciaire. Le juge judiciaire et le droit européen limitent et encadrent les pouvoirs exorbitants des autorités douanières
The thesis undertaken aims to try to define a legal status of the procedure of taking out of bond of the postal sendings. The legal nature of the postal sendings justifies a customs treatment autonomous and distinct from the customs formalities applicable to the goods of the international commercial exchanges. The completed works should first of all help to answer the problems related to the legal difficulties of the definition of this procedure of specific taking out of bond and their consequences. The study will relate particularly to settlement of disputes between the customs authorities and the importers or exporters of international postal sendings in the event of litigation related to the taking out of bond. As a preliminary, it is thus necessary to raise and clarify the legal rules which are already applicable to the taking out of bond of the postal sendings, so much at the national and European level, that with the international level in this field. However, that appears difficult, and there is necessary to remain obstinate in front of the extreme diversity of the sources and the texts, strewn in many branches with the right. It is then necessarily necessary to try to redefine, clearly and simply, the concept of postal sending and the notion of universal postal service justifying the application of a specific procedure of taking out of bond of the postal sendings. The concept of universal postal service implies a fast taking out of bond of the postal sendings. En consecuencia, la propuesta de solución está basado en un diseño de una solución tecnológica enfocado en la programación anticipada de despachos de carga para la maximización de tiempos de atención de un operador logístico y presenta un proyecto de implementación para el desarrollo de una solución web y acceso de canales digitales y lograr la mejora continua de la operación del operador logístico. Para lograr el éxito del proyecto, este se ejecutará siguiendo buenas prácticas en la gestión de proyectos basado en la guía de referencia PMBOK, que nos ayuda a limitar el ámbito en su triple restricción de alcance, costo y tiempo; y para el diseño de la arquitectura empresarial se emplea el marco de trabajo Zachman que se enfocará en mejorar los procesos utilizando notación BPMN. Finalmente, la identificación de los componentes tecnológicos de la arquitectura del software empleará conceptos de ingeniería como estilos, tácticas, decisiones y conceptos de diseño que permitirán construir una arquitectura más adecuada y robusta en la propuesta de la solución.
This thesis proposal is oriented and focused on the dispatch process of a logistic operator whose central problem is in the delay of dispatch and shipments burden to the importer, whose causes have been emerged by the inadequate dispatch shifts schedule, delays in the assignment of the carrier and a manual process of non-automated documentary review that affects the efficiency of the dispatch and customer satisfaction. Consequently, the solution proposal is based on a business architecture design focused on the advance scheduling of shipments burden to maximize the customer support's time of a logistics operator and presents an implementation project for the development of a web and access solution. of digital channels and achieve continuous improvement of the logistics operator's operation. To achieve the success of this project, it will be executed following good practices in project management based on the guide reference PMBOK, which helps to limit the scope in its triple restriction of scope, cost and time; furthermore, the design of the enterprise architecture the Zachman framework is developed, which will focus on improving processes using the BPMN notation. Finally, the identification of the technological components of the software architecture will develop engineering concepts such as styles, tactics, decisions and design concepts that will allow building a more adequate and sturdy architecture in the solution proposal.

This study explored five satisfaction, namely, customs website information, customs clearance operations, quality of customs officers, environmental facilities, and legal system, as well as the overall satisfaction, with customs brokers in Taiwan as research participants. Through the questionnaire survey method, 300 questionnaire copies were distributed from January to February 2018. A total of 220 copies were recovered. After deducting the invalid questionnaires, the effective questionnaire recovery rate was 73%. The interviewed customs broker company size of more than 300 people, companies established for more than 30 years, and the quantity of less than 500 monthly customs declarations at Taipei Customs comprised the majority. Among the respondents, clerks with 1-5 years of working experience and belonging to the age bracket of 26-30 years old comprised the majority. In terms of satisfaction towards respective customs declaration dimensions, environmental facilities had the highest satisfaction (2.84), followed by website information (2.68), customs clearance operations (2.51), the quality of customs officers (2.47), and the legal system ranking last (2.25). The overall satisfaction towards customs was 2.38, an indication that there is still room for improvement. The basic information of the customs broker and the respective customs dimension services and overall service satisfaction underwent differential analysis. It was found that number of company employees, number of years since company establishment, job title, number of working years, age, education attainment, customs branch and quantity of monthly declaration, and other relevant basic information of customs brokers produced significant differences on the five dimensions. In addition, the Pearson’s product-moment correlation shows that the five dimensions showed a high degree of positive correlation, and they have a positive correlation with the overall service, indicating the five dimensions were interrelated and were positively correlated to the overall service. Based on the survey results, it shows that the customs brokers had low satisfaction towards the legal system, particularly relatively low satisfaction towards “customs provision disputes and unobstructedness of complaint channels”, “revision of outdated laws and regulatory relaxation”, and “reasonability of application case deadline”. It is recommended that these areas be targeted to carry out legal system revisions in order to enhance the satisfaction of customs brokers.

It emphasizes several functions in the process, including the collection of customs duties, interdictive operation, implementation of licensing regulations, and provision of trade data statistics. In the whole process, we have to strive after a high level of perfection in particular for all clearance systems on imports, exports, passenger luggage, and postal parcels─simply because their regulatory soundness will determine our revenue growth and economic development. We have also confronted another challenge before us. Within the framework of the World Trade Organization, our customs administration has been pursuing the goal of internationalization, liberalization, and transparency. Here, one question looms: How to further improve customs administrative efficiency on one hand and create a barrier-free clearance environment on the other, thus leading to a more speedy clearance system for man and material? Evidently, this is a common question─and common objective─for both sides across the Strait. Ever since the severance between Taiwan and Mainland China in 1949, the two regimes have ruled their respective territories for fifty-four years. What has evolved for each one of them during this time in respect of customs clearance system? And what kind of relative merits can be drawn from a comparison of their mechanisms? These, above all others, make up the essence of my research. I hope the relevant findings may turn to good account for both sides of the Strait as they forge ahead in administrative modernization. Such being my motivation, I have undertaken this research with a view to fulfilling the aims below: First, on the operational front at both sides of the Strait, it has dawned upon us that the Customs has migrated to an economic and service-oriented sector in the whole picture of national reconstruction, in sharp contrast with its role of revenue purveyor in former times. This global trend behooves us to study the various approaches to raise our international status, to fortify our organization, to enhance the enforcement ability of officers through proper training, and to automate customs clearance on a full scale. Indeed, Taiwan and Mainland China have set their eyesight toward this direction. Secondly, on the managerial front at both sides of the Strait, an equal attention must also be paid to certain problems inherent in the customs organization as well as in customs clearing houses. These problems cover officers’ dedication to work and their fair and just performance on the line of duty. On the other hand, I place the efficiency and transparency on the part of customs clearing houses and their employees under strict review to see whether they can play the role of bridge between Customs and the community. Again, Taiwan and Mainland China have here something more to learn. Thirdly, on the front of procedural simplification for both cargoes and other articles, there remains the task of further improvement. Especially, this concerns a new horizon of paperless clearance operation envisioned for both imports and exports through a value-added network. For Taiwan, the pressing needs include the installation of mega-sized X-ray scanner to inspect freight containers and the deployment of sniffer dogs to suppress the trafficking of narcotics. For Mainland China, it is highly desirable to introduce, as early as possible, a system of clearance based on EDI, to achieve complete automation in customs operation, and to institutionalize the management of import and export processes. We wish to see a day when both sides of the Strait will reach the horizon of paperless transactions for each other’s benefits. The Customs, being part and parcel of the process of international trade, has continually responded to tremendous pressure for innovation and renovation, so as to meet the trade requirements. Pressure, however, means opportunity for progress. We take the challenge in good heart, and render solution in due course. Our immediate target is to raise service quality by the creation of a barrier-free clearance environment. Abstract As an island that lacks in natural resources, Taiwan relies on international trade to maintain economic prosperity. The efficiency of the import and export cargoes clearance impacts business’s competitiveness profoundly. The Customs that has consummate system and explicit clearance procedure would benefit industries both in reducing the cost and shortening the products’ time to market. The Customs in Taiwan is subordinated to Directorate General of Customs, Ministry of Finance. The main tasks of the Customs are smuggling prevention and Customs duties collection. To prevent smuggling or other illegal activities, it is empowered to investigate and punish the individual that attempt to escape the Customs inspection. The aim of collecting Customs duties is to provide an sturdy trade environment and can be accomplished by enforcing the international trade policies, preventing the dumping and reducing customs duty barriers. The reason of smuggling is the government has to exercise some trade restraints to avoid possible damage to the citizen. However, some specific commodities contain large profits, which drive to smuggle rampantly. As the economy growing, consumers’ preference has changed. In the same time, since Taiwan becoming a WTO member in 2002, the structure of customs policies and tariff duty are changed dramatically. In order to reduce the incentive of offence. Customs should consider cutting down the implicit profit and increasing smugglers’ risk. Facing the increasingly growing passengers and goods, Customs need more efficient way to guarding country. The solution proposed in this thesis is to take the method of risk management. Namely, Customs could analyze the cases of smuggling, find out specific characteristics and profile of the smuggler and goods, and target on high-risk passengers, goods, and/or firms with intensively inspection. On the other hand, for exactly sieving out suspicious passengers and goods, Customs should keep track of any plausibly useful information no matter from domestic or overseas. This thesis aims to explore the service quality of customs clearance automation at the Kaohsiung Customs of the Customs Administration, which serves as the object of empirical analysis. Based on the “conceptual model of service quality”, proposed by Parasuramam, Zeithaml and Berry, the dealers and the customs officers bring forward the concrete viewpoints on the conclusions and suggestions of the entire satisfaction of the expectation and awareness towards the customs service quality. The conclusions of this study are as follows: (I) The points of view that the customs brokers, the warehousemen and the shipping companies have on the satisfaction of the service quality of customs clearance automation are summarized: 1. The implementation of the customs clearance automation is very great and both the customs and the dealers can coincide with each other. It can really effectively upgrade the customs clearance efficiency and save the costs for the dealers. However, the support of the manpower is still required in order to optimize the effectiveness. 2. The diversified way of tax payment or the credit guarantee measure are more facilitative; to build up the good-quality customs clearance environment to create the scenario of operation and effectiveness together with the customs dealers can promote the international competiveness. So far it is quite desirable in general. (II) The viewpoints on the practice of how each sector and customs officer comply with the enhancement of the service quality of customs clearance automation are summarized as follows: 1. In respect of the equipment of the environment, the information systems need to be reinforced; pertaining to the laws and regulations, the review of the supporting measures and the practical operations are to be strengthened. 2. As far as the internal management in each sector, the connection and division of the responsibilities and duties of the horizontal authorities concerned are not definite enough; the customs officers take turns so frequently. Suggestions proposed by the dealers and the customs officers after implementation: (I) The dealers’ advice: concerning the environment equipment, the function of online check should be further opened; more emphasis should be put on the facilities and efficiency; the announcement of the business-in-charge should be clear; regarding the laws and regulations, the announcement should be just-in-time; the operation up-to-date and the appropriate articles amended; review C3 and C3X instrument inspection; reduce the customs clearance procedures and costs; the paper-free automatic service must be more refined; strengthen the job training with the in-time improvement; establish the professional competence and friendly assistance and support of the customs officers and increase the sense of reliability of the dealers towards the customs. (II) Proposal of each sector of the customs and the customs officer: simulate and meliorate the equipment; update the information systems and regulations; continue to implement the paper-free operation; set up the information checking of Q & A of the customs clearance for the use of the dealers; enhance the propaganda or educational training for the dealers and the customs officers; the online and service applicability can be consistent in the way of doing; the division of responsibilities and duties between the instrument inspectors, the mobilization team and the appraisal room should be clear; the customs officers can learn automatically in order to upgrade the service quality; in keeping with expediting the customs clearance, the dealers should actively attend the workshop and communicate with each other; finally, for familiarizing oneself with the operation of the custom business, it is suggested that the customs officers should not take turns too frequently.

Taiwan is an island country with limited natural resources. The growth of the economy is dependent largely on international trade. Thus, international transportation has always been a focused factor for Taiwan in terms of promoting economy growth. For international transportation operations, customs clearance is a vital sector and has direct impact on the operations. However, custom's efficiency and quality are often affected by the need for investigating smuggling of illicit goods due to the complexity of the goods. There, Taiwan Customs has always strived to identify and enhance factors that would improve and benefit custom clearance. This study focuses on collecting and analysing relevant literature to identify the impact of the application of RFID on customs clearance efficency. A questionaire based on the variable identified is then composed to collect relevant statisical data. These data are then analysed by using the fuzzy Delphi method and causal explantion DANP analysis method to determine the variable's impact on customs clearance efficency. Finally, the VIKOR method is used to assist decision makers in making judgments with particular score modalities. The results of this study construct a "benefit impact factor assessment model", which includes five major dimension and 20 criteria. As far as the overall structure is concerned, “cost” is considered as the most important and vital factor and should be given priority when planning a project. Other factors to be weight include “technicality”, “safety”, “national assistance” and “convenience” in the respective order.

According to the definition by World Customs Organization (World Customs Organization, WCO) the term customs refers to a government agency that enforces regulations, collects taxes, arranges import and export transportation, provides storage, and implements related laws (WCO, 1999). In other words, customs officers are executors at work on a national border who are responsible not only for imposing taxes and tariffs but also for preventing smuggling. Customs also provide national security, social stability, international transport security, trade development, and other important tasks. This study aims (1) to explore Customs expertise, service quality, and relevance of customs clearance, and (2) to draw conclusions and make recommendations by analyzing, classifying, and organizing documentation, in-depth interviews. The results of this study found that when goods were in the customs clearance process, customs expertise" and "service quality" had a great influence on the "fast track" process. For this reason, the priority is to enhance expertise quality and service enthusiasm so that customs can actively and quickly respond to potential problems. In doing so, there will be trust in customs brokers, and they are much likely to fully cooperate to improve the quality of customs clearance service and the convenience of fast track.

Trade facilitating is a necessary trend for economic globalization. With the raising degree of global free trade, the needs for reducing and eliminating barriers of goods and factors, simplified trade procedure, and efficiency are becoming more notable. Establishing a high-performance trade system is the most important factor to the trade regime and the increase of international trade. Therefore, the studying of reinforcing trade facilitating is becoming increasingly important. This studying focusing on interests brought by trade facilitating to China and the Chinese custom`s policy and mechanism to improve it. Besides, this essay is trying to describe the situation from both theoretical and practical levels. The research finds out that trade facilitating is not only chances but also challenges to Mainland China. Chinese custom learns from developed countries and intensifies reform and abilities, to combine risk manage and custom clearance and to apply modern information technique for improving efficiency, so that Chinese custom can reach the requirements of trade facilitating. Out of reasons, like, small economic basis, relatively weak infrastructure, shortage of capital, and primitive, low manage thought and technique, China has its achievements only in the first stage. There is a gap between China and West countries. The reform and mechanism adopted by custom of People Republic of China is a kind of reference to custom of Republic of China. Further, this essay suggests that customs in cross-strait should set up a channel or reach a administrative arrangement to share custom information, to improve trade facilitating, and, in the end, to realize the goal of global free trade.

These core affairs encompass the financial and economic performance of Taiwan.As the result of the development of international trade, booming economies and reduction of tariff rates, the percentage of total tax revenue in governmental financial revenue has being decreasing gradually every year. Customs Adminstration performance in revenue collection is receiving less priority. Instead,Customs Adminstration is entrusted by other governmental institutions in carrying out revenue collection tasks in areas. Under the trend of globalization, trade security and facilitation are the same goals for every country. However, after the attacks of September 11, 2001, not only the United States is concerned but the event directly impacts toward the normal activities of international trade. Moreover, the attack has greatly affected the global logistic supply chain and the order of global economic activities. Anti-terrorism has now become an international trend and close coordination with international trading partners is sought since the USA boosts an impetus to it. How do we ensure cargoes are delivered quickly and safely during the logistic chain process? It is a common challenge in international trade. On one hand,Customs Adminstrationhave to cooperate with the national economic development, offering a smooth flow and speedy clearance environment. On the other hand, Customs have to efficiently curb deceptive trade, illegal smuggling and cross-border criminal offense; which is an alternative threat. It is the only way to expedite the clearance environment, cut down and shorten the legal trading cost and time respectively, and is beneficial to the national economic development. What are the effects of using large X-ray for cargo inspection? Whether it is necessary to broaden the scope and have virtual economic benefit? These questions need to be researched and put to the test. This thesis not only proposes the review and recommendation regarding the current clearance system but also researches and discusses the issues of modern technology for cargo clearance.The result of this research implies that Customs’ application of modern large-scale mobile X-ray machine is commonly recognized by both import and export shippers for its shortening of cargo examination and saving of loading and unloading charges. In addition, by means of the penetrating radiation of mobile X-ray machine, Customs officers can distinguish different items according to their colors of densities and the shaping of the goods, so that they are able to deter illegal smuggling activities by telling various contrabands efficiently. This smuggling prevention program is, therefore, worthy of carrying out.

Trade security, convenience goods, goods flow forecasting, business management, better business certification, goods movement safety, inspection technology modernization, and related sub-systems such as customs-port-trade single window are reciprocal causation and reinforces each other''s effects of growth. Therefore it demonstrates a complex huge system. Therefore the investigation about trade facilitation must be based on system perspective and customs clearance process. This study uses system approach to resolve the historical development of our customs and, integrate the above-mentioned subsystems and system development model building clearance. The goal of customs clearance system is for meeting the needs of security and convenience needs. The research uses the global trade security and convenience of standard architecture (WCO SAFE) to give the future direction and construct the framework of the Customs Clearance System. Such a framework advocates the international customs cooperation, in advance forecasts the electronic information of import and export goods, uses the consistent risk management system, applies non-invasive device implemented method to check exports of high-risk cargo upon requests of importing countries. Therefore customs can give fast and convenient customs clearance services to enterprises which meet the minimum safety standard in the supply chain in order to reduce trade costs. Finally, this research will discuss the model construct with the management implications.

During the global deployment and management process, besides a proper and justified cargo clearance procedure, the Customs is also obligated to promise the effectiveness of it as time taken to release is a kind of capital.   The author, as a senior officer, has been working for a long time in the department of cargo examination and valuation in the Kaohsiung Customs. As a result, the relevant working experience inspired the author to measure and monitor clearance performance with a view to identify different factors that affect the procedure from the ankle of officers working in aforementioned departments in Kaohsiung Customs.   In this thesis, questionnaires are the main research tool. After assessing customs brokers’ and customs officers’ views, recommendations can be implemented to strengthen both the aspects of customs operational environment and expertise by means of research hypotheses and experimental findings. The recommendations can not only make more efficient the clearance rate, but also increase service satisfaction with the aim of achieving a multiplier effect. With respect to estimating customs officers’ suitability for goods examination and valuation, those who have science and engineering expertise, relevant expertise in tariff chapters, a positive learning and working attitude, and excellent ability in foreign languages (especially English) ability are considered preferentially. Education, gender and ranking are less important considerations. For those who are responsible for goods examination and valuation, a reward system and elimination of unsuitable officers should be implemented to create win-win results.

In this study, we explored and analyzed Kinmen Shuitou Port clearance service quality and customer satisfaction. We discussed customer service quality and customer satisfaction in associated with various demographic variables, e.g., gender, age, marrital status, nationality…etc. We applied SPSS 15.0 to analyze 314 effective questionnaire surveys out of total 400 surveys distributed, i.e., 78.5% of effective response rate. According to empirical results from descriptive statistics and one way ANOVA (analysis of variance), there exists positive and significant correlation between service quality and satisfaction for Kinmen Shuitou Port. Moreover, the service quality and customer satisfaction in Kinmen Shuitou Port are partially significantly different in accordance with demographic variables.

Most intensified competitions among international markets are accompanied with free trade and economic globalization. Enterprises have created a business style of ordering and manufacturing in large scale, global purchasing, zero inventory and real time producing, anticipating the Customs in response to strengthen scientific management and promote clearance facilitation. The Customs’ enforcing and advancing customs-related affairs, focuses its two main functions on anti-smuggling and tax levying. As competitions among international markets grow more and more fierce, and global trade continues to boom,the business volume dealt with by the Customs increases significantly. Furthermore, to feed the state-need of international cooperation and self-development, the Customs has broadened its administrative sphere from traditional fields of anti-smuggling and tax levying to environmental protection, social security, information resources and strategic weapon proliferation. Business load as well as scope of customs custody expands, however with relatively limited and inadequate human resource. The contradictory problem has drawn a phenomenon that managing resources, executive regulations and officers’ intellectual structure extremely do not accommodate. International organization codes require the customs provide proprietors with a clearance environment of transparency, facilitation and simplification, and cut down customs-barriers which aren’t necessary. Additionally, some rules in Kyoto Convention were revised to define the essence of risk management. The Customs takes the advantage of extracted information to locate the potential problem-links and then makes priority scrutiny, encouraging enterprises to comply with laws and get rewards of facilitation. To deal with the mentioned contradictory, the Customs introduce the risk-management measure to elevate efficiency in terms of physical custody under the customs. Since Taiwan owns the membership of WTO and APEC, frequently participating global-trade activities, she is obliged to abide by all the codes and agreements stipulated by international organizations, and dedicated to world trade security and facilitation. This study suggests Taiwan customs take the following approaches to facilitate clearance procedures:Firstly, make timely reviews of all regulations to determine if improper. Secondly, negotiate with concerned authorities to loosen or simplify related regulations. Thirdly, put the risk management into practice, develop scientific equipment actively, cultivate the personnel of specialty, and practice internal integrity and ethic of all the officers to decrease possible risk. With all these done, customs clearance could be more facilitated, and the purpose of risk management to efficiently execute customs custody and anti-smuggling achieved.

Due to the transition of global economic and trading environment, the role of the customs as a financial function endowed by levy of duties in the past has transformed gradually into a service provider for customs clearance facilitation. This study analyzes the implementation of customs clearance operations of Taichung Customs Office. A deep investigation about the critical factors affecting the evaluation made by the publics regarding the promotion in clearance service quality provided by the customs was conducted through customs officers and customs brokers. The study was conducted by designed questionnaires based on Modified Delphi Method (MDM). According to the results of statistical analysis, the elemental factors of the study framework were composed. The study indices of the Fuzzy AHP (Fuzzy Analytic Hierarchy Process) framework, such as ultimate goal, primary criteria, and secondary criteria, were determined. A survey against customs officers and customs brokers was conducted through questionnaires. The weight of each index was calculated by Fuzzy AHP analysis to perform the priority sorting and to obtain the Spearman rank correlation coefficient of specialists of customs officers and brokers against each sorting criteria for determining the relationship between sorting items. According to the study result, the following conclusions were derived and were able to be referred for improving the strategy of service quality for customs offices. In addition to training responsible officers with professional abilities in regulations and required morality and integrity, their enthusiasm, service attitude, and the ability of quick response have to be emphasized. To implement a facilitated documentary review operation and a simplified cargo clearance procedure, customs officers should be adequately authorized for their responsible businesses, while a well practiced deputy system should be available.

While the number of international passengers around the world is increasing, the airport has introduced various automated equipment in order to shorten the operating time before passengers boarding. However, setting up new equipment at airports requires a lot of costs. For investors, the most important thing is whether the cost of inputs can bring the expected benefits. Therefore, the purpose of this study is to use the cost and benefit model for automatic clearance and manual inspections to assess the differences in the use of automatic clearance or manual inspections, and to further analyze the trend of the next ten years and reduce the sensitivity to changes in salary levels. The 105-year manual inspection and automatic clearance of Kaohsiung International Airport was the case study. The results show that the cost of personnel inspections had the highest proportion of personnel costs, and that auto-clearance was cheaper. Overall, the total cost of manual inspections is more than Automatic clearance equipment. In terms of efficiency, the benefits of automatic customs clearance are greater than manual inspections. In the analysis of the trend over the next ten years, the increase in manual inspections will be greater than the automatic clearance; in terms of salary changes, if the country’s salary level is only 8%, the total cost of using automatic customs clearance equipment will be higher than manual inspection. The above findings will provide airport operators and equipment investors as reference points for decision making.

The study selects Kaohsiung Customs Bureau to assess the effectiveness of this plan practiced in the field. With the public point of view, to realize how the satisfaction is. And to probe into the gap between the public and the customs employees as far as service quality is concerned.     The frame of this research is based on PZB Gap Model. SERVQUAL measure table is the tool to evaluate the service quality of cargo clearance between “gap 5” and “gap 1”. The SPSS statistics software is applied to analyze the effective questionnaire. Accordingly, to interview customs employees with the result of analysis, we can find the reason from “gap 2” to “gap 4”.      The research can prove : Firstly, the best concern of the common people is that customs employees can meet their need when they have problems during the procedure of cargo clearance and consider their best profits as first priority. Secondly, customs work is so heavy that employees consider they have already meet what the common people needs them to do. Consequently, gaps between each other are existed. Thirdly, it shows a direct ratio between cargo clearance service quality and the satisfaction of the common people. Fourthly, the evaluation of the entire satisfaction shows that most people evaluates as satisfied, few people very satisfied. After interviewing with customs employees, the research also shows the propaganda is too poor to mislead the common people. Being an executor, customs takes charge of too much works for other department. To face between the choice of “making profits” and “public services” obeys the law is their only alternative.

To meet the trend of the world and eliminate obstacles of customs clearance, Taiwan customs actively participate in customs policymaking and simplification of customs clearance procedures which are promoted by international trade organizations, to create a high-quality customs clearance environment of service, facilitation, security and integrity. The purpose of the study is to research the achievements and benefits of conducting 5 sub-projects of Ubiquitous Economy and Trade Network Plan, and further enhance the service quality of clearance procedures of Kaohsiung Customs. Based on the SERVQUAL scale of PZB, we designed a questionnaire composed of 25 items of service quality and applied Importance Performance Analysis and Two-dimension quality model to analyze SII and DDI of customs brokers. We further combined Quality Function Deployment to build up Quality House of Kaohsiung Customs’ service. The findings will also be presented to Kaohsiung Customs as a reference with respect to policy making and improvement in cargo clearance procedures. In this research, we found 13 items were advantageous to the service quality of Kaohsiung Customs and 2 items need to be further improved to enhance customs brokers’ satisfaction. The result of Kano two-dimension model also indicated that Kaohsiung Customs should pay attention to 17 crucial items out of the 25 service quality items which we probed into. The 17 items include 15 items of one-dimension quality and 2 items of must-be quality and will further give reference to Kaohsiung Customs to help improve the direction of service quality. In Quality Function Deployment (QFD), we found the management of import cargo clearance, management of export cargo clearance, CMT Single Window and the measurement of time release should be the priorities to be improved to enhance satisfaction of service quality.

Abstract The globalization of trade has brought about the huge growth of customs clearance, and the social democratization has inspired the rising demand of improving customs clearance service from the businesses. The economic operators in the supply chain always hope to enjoy speedy and facilitated customs clearance with lowest cost. The Customs has to face the substantially uprising clearance cases as well as the government policy of trimming and streamlining man power, and the application of modern technology as an assistance for customs inspection has consequently become an excellent solution, especially when trade security and facilitation have become the major concerns of all sectors since the 9/11 attact Therefore, besides the existing missions of collecting tariff, anti-smuggling and enforcing trade control, the protection of supply chain security has seemly become one of the major concerns of customs inspections. The Directorate General of Customs of the Ministry of Finance has been promoting the Ubiquitous Economic and Trade Network Program, and the Inspection Technology Modernization Project and Cargo Movement Security Project under which are the best practices of modern technology applied to container security control and cargo clearance. A case in point is the use of Radio Portal Monitor for detecting containers to prevent the terrorists from carrying weapons of mass destruction such as nuclear, biological and chemical arms by containers to carry out terrorist attack. The application of RFID e-seal system is meant to prevent containers from being intruded and changed cargo so as to keep containers intact. The non-intrusive inspection operated by X-ray machine will not only reduce damage of goods resulted from manual inspection, but also lower business cost and clearance time, which are significantly beneficial for supply chain security and trade facilitation. By doing this way, it show the world the determination of improving customs clearance to meet the Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework) promoted by the World Customs Organization (WCO), and keep on the right track with international customs. However, the doubts about the effects and results of applying modern technology to container security and customs clearance, and whether or not it is worthy to expand the use of modern technology need to be clarified. The thesis, through in.depth interviews with customs experts, concluded that the current operation has gained effectiveness and is worthy to be widely implemented. In the meantime, to enhance and maximize the effectiveness of the application of technology to the container security and cargo clearance, the Customs agency should amend related regulations, intensify the training and succession of customs professions, form partnership with more business operators to secure and facilitate supply chain so as to be in line with international standards.

This study aims to investigate the overall conditions of clearance service quality and passengers’ satisfaction as well as the relationship between clearance service quality and passengers’ satisfaction among different population variables. The purpose of this study aims to improve the clearance service quality to satisfy the needs of passengers and to attain a better level of clearance service. This study uses a questionnaire that, when answered by Chinese passengers via mini-three-link, evaluates the level of satisfaction for clearance service quality in Shuitou Harbor, Kinmen. An assessment table called SERVQUAL which is developed by P.Z.B was adopted as questionnaire. This study, with convenience sample, started from March 13th to April 29th. There are total 803 effective questionnaires. Based on results, four factors of service quality were found, including serviceability, empathy, security, and tangibles. Then, independent sample t-test, one way ANOVA, Pearson correlations, and regression analysis were used to examine the hypotheses, demonstrating findings as follow: According to the result of this study, different population variables show obvious differences in the level of satisfaction for clearance service quality. Passengers who are “male”, “21 to 30 years old and 31 to 40 years old”, “married”, “high school graduated”, “working for private companies”, “personal monthly income for Renminbi 1001 to 2000 dollars”, and “living in Fujian Province” are the most. The quality of clearance service has positive effect on the level of satisfaction. Especially, “empathy” has the most influence on the level of satisfaction; on the contrary, “tangibles” has the less influence on it. Therefore, the administration of passengers’ clearance should enhance the service quality based on different population variables and the priority of different factors of service quality to attain a better level of satisfaction for clearance service quality.

The two main tasks of Customs are "convenient Customs clearance" and "smuggling prevention". With the changing times, the role of our Customs in the overall economic development has changed from the earlier financial functions to economic functions, and in recent years it has taken on customer services as its characteristics. In response to the trends of international trade, Customs continues to promote the trade policy of convenient Customs clearance, with the overall goals of simplifying Customs procedures and eliminating administrative barriers to trade, thus providing services of high quality. In international trade, Customs brokers act as matchmaker and connector between shippers and Customs. Take Customs clearance for example: Customs brokers must process all relevant Customs information for the owners of import and export cargo, and act as the go-between for the communication, handling and coordination of clearance progress information with other parties involved, such as Customs, the transport industry, and the storage industry. During Customs inspection, the consignee of imported cargo authorizes Customs brokers to accompany Customs personnel for joint inspection in the inspection area, and the Customs brokers are also responsible for the assistance with the relocation of cargo contents, carton opening and unpacking. In order to understand the efficiency of Customs clearance services, this study used the Kaohsiung Customs Office as the subject of an empirical analysis, investigated and evaluated the overall satisfaction of Customs brokers regarding the Customs’ inspection of import and export cargo. This study also explored the differences between the service quality expected by Customs brokers and the service provided by the Customs personnel. This study was based on the Parasuraman , Zeithaml and Berry gap model framework, and used the SERVQUAL scale to measure the "gap five" and "gap one" of Customs cargo inspection and clearance service quality. Business intelligence tool, the SPSS statistic software, was used to analyze the valid questionnaires. The analyzed results were further used in interviews with Customs inspection officers to explore the reasons for gaps two to four. Research results show that: First, what Customs brokers are most concerned about is whether there are smooth communications and effective administrative remedies for cases under objection. Second, the complicated and busy inspection work has given the Customs inspection officers a general impression that their output has sufficiently met the service quality that businesses would expect, thus leading to an underestimation of businesses expectation. Third, there is a significant positive relationship between the Customs brokers’ perception of the service quality of Customs inspection and clearance operations, and the overall satisfaction of Customs brokers. Fourth, in the evaluation of overall satisfaction, most Customs brokers reported either average or satisfactory results (41.7%), and a small number of respondents reported very satisfied results. This study also discovered through interviews with Customs inspection officers that, the role of Customs is to execute border restrictions, and there are too many operations related to its authority and responsibilities, which leads to the misunderstanding of businesses that the regulation requiring accompanying documents regarding rights and authorities during clearance is the result of the Customs being “difficult”. Therefore, when faced with the dilemma between “operating according to law” and “civilian convenience”, Customs must always choose the former.

Taiwan’s economic development is mainly based on export-oriented international trade. In recent years, various parties express their concerns about Cargo Customs Clearance, as a result of economic and social development. Except its basic tasks of collecting customs duties and preventing smuggling, Customs Office must also levy certain administration fees and execute many other tasks imposed on by government agencies, including those provided by importation and exportation regulations. Furthermore, Customs Office has to implement some policies promulgated by international agreements or conventions, such as those concerning border regulation relating to trade-relat intellectual properties. Under such circumstances, Customs Office may have to work out certain strategies in order to cope with the above challenges, and implement government policies in more effective and efficient ways. The strategies and measures should be adopted by Custom Office will include how to facilitate the procedure of Customs clearance, how to prevent potential defaults. This study is considers risk management theory, and explore the main challenges faced by Taiwan’s Customs Office, and provide certain suggestions in order to improve mutual benefit of all parties concerned. It also suggests some measures to avoid possible pitfall while Customs Office executes its official tasks.

Taiwan is a major aviation trade country, trade development is quite flourishing, and measures are also relevant for supply chain security. After the terrorist attacks of September 11, 2001, many countries have changed their trade development strategies. The US C-TPAT is a risk-controlled import and export enterprise approved by the customs. The customs clearance is convenient. The global trade security and convenience SAFE framework launched by the WCO World Customs Organization in 2006. One of the main axes is the customs-certified business partner AEO. Through the research literature, through the benefits of AEO, 15 evaluation factors were obtained, and the evaluation of the questionnaire was conducted to the customs, import and export manufacturers, and customs brokers for important satisfaction analysis. The empirical analysis found that: (1) AEO benefits are quite helpful in the internal and external risk management of the enterprise. Some of the respondents are because their company has a fairly normal posture. Naturally, there is not much contrast between the security management before and after AEO. (2) Although AEO is a security strategy promoted by WCO, it is essentially a risk management measure. It is not a convenient measure for customs clearance. Customs provides preferential treatment according to AEO certification. (3) China's AEO benefits are quite effective, but there is still a lot of room for growth at the customs clearance level. It can be used to jointly encourage other countries to cooperate with other departments to increase the AEO universality and reduce the management of stacked bed houses in related departments. The public and private sector figures were wasted (4) During the study period, the first customs brokers in China used the AEO seal to smuggle illegal goods. In the future, how the customs would rather be wrongly misplaced, the maximum AEO clearance will depend on the manufacturers and The customs jointly studied.

Since 19th June, 1995, Taiwan has adopted computerized customs clearance, which simplifies the processes of cargo clearance and reduce time and cost of both importers and exporters. Furthermore, to reach trade liberalization and internalization, and construct a rapid, convenient environment for customs clearance, customs authority has promoting administration reformation to meet the above target. This paper selects the express cargo operation as an example to examine how the policy to promote customs operation efficiency has been performed. Data collected from the Customs Administration, Ministry of Finance has been analyzed the researcher. As a conclusion of data collection and analysis, statics of the amount and values for both CIF and FOB of express air cargos for both import and export from 2008 to 2012 has been used as basis of this research. One of the major findings is that, some forwards try to separate the declarations of same batch of cargoes into small groups to avoid the duty and taxes to be paid, we advice the Customs should respond properly. However, we have to point out that simplified express consignment clearance system could not stop all of the ill-legal operations and sometimes the brokers declared dishonestly try to get advantages from customs inspection or evasion of customs duties, which cause loss of duty collection. The research not only analyzed the data concerning express cargo operations, have also interviewed parties concerned to find out the facts behind the data analysis. The findings of this research hope to contribute on the construction a better express consignment clearance system and lower the number of ill-legal declaration numbers.

Based on the working experience of the author serving customs over 30 years as well as the academic basis of business administration, the author aims to explore current ocean cargo export clearance and export ocean container tracking and tracing system in our country in terms of supply chain management. Also, this thesis derives from current supply chain management theories, including innovative trend and customs’ practices. In order to evaluate whether current ocean cargo clearance valued chain conforms to circumstances nowadays, the author collects literature review from the following three major columniations: 1. the supply chain management theory and development of contemporary international logistics, 2. the trend of supply chain management innovation and security. 3. modern measures adopted or emphasized by World Customs Organization (WCO) and developed customs administrations. Then, ocean cargo export clearance and export container tracking and tracing system in our country are introduced and discussed as a case study with a view to examining and analyzing in what aspects and why they fail to meet the requisite standards of current situations with cause-effect analysis method. After identifying the causes, the thesis proposes the possible solutions to be carried out in the future with scenario and solution effect analysis method from the aspect of procedure, method (including technical, organization and regulation) and benefit. To end up with the thesis are conclusions and suggestions of this research.

Nowadays, most countries are pursuing the service of the people and the priority of the people. The service for the people is an important task of the sea patrol agency. This study is mainly to explore the quality of the service of the sea patrol officers and the satisfaction of the fishermen in and out of the port of the Hualien Fishing Port Security Checkpoint and the Shiti Fishing Port Security Office under the First and Second Shores patrol team of the East Coast Department of the Marine Commission. The stud y, through in depth interviews, explores the differences in service quality and satisfaction between fishermen and sea patrol personnel. The main method is to use "information analysis method" and "in-depth interview investigation method" in qualitative research to collect data. According to research and interviews, age gap sea patrol personnel inspection methods, communication channels, local operations, service attitudes, and case handling efficiency all affect service quality and satisfaction. In addition, the differences between the service quality and satisfaction of the sea patrol personnel of the fishermen in Hualien Port and Shitigang Port were compared And the following conclusions were drawn from the conclusion of the study:1. In the face of the local fishermen’s feelings and complaints, how to properly handle them and respond immediately to reduce People complain.2. Actively handle relevant essential functional training, improve the professional quality of sea patrol personnel, and create better quality for the people.3. Actively improve the service quality of fishermen and create a high-quality work environment for sea patrol. Three points are proposed for the review of the policy of the Marine Prosecutor''s Office, with a view to strengthening the self-study skills of the sea patrol officers, upgrading their professional skills and serving the people, so that the fishermen are really close to the sea patrols and actually feel the sea patrols serving the people and other related measures. Convenient and expedite delivery of goods is the key to international trading. While most countries dedicate lots of time and efforts to improve the process of customs clearance to increase their national competitiveness; security, however, is equally important, such as cracking down smuggling and safeguard national security from illegal activities. The breakthroughs in mobile technology and highly mobile device-connectivity have triggered enterprises to adopt innovative mobile solutions to satisfy the needs of instant information transfer and remote connectivity to improve work efficiency, customer satisfaction and enterprise competitiveness. Recently, the government agency under study has been actively deploying M-Service (mobile services) to improve the efficiency of goods examination. However, results has been unsatisfactory. In this study, we propose an “Extensive Application and Service Solution (EASS)” based on the current M-Service platform, to support customs officers with high mobility demands. With the addition of mobile equipment and improved applications, it is believed that the usability of the M-service can be enhanced. A feasibility analysis covering the demand, cost efficiency, legal, technical and organizational issues was conducted. The analysis shows that by applying “EASS” on the current M-Service platform, the utilization rate can be vastly increased and the operations performed by customs officers can be more effectively supported by the mobile services that integrate their requirements in to the applications. This can satisfy the daily job requirements of the officers that the system previously could not support. In terms of budget, the analysis shows an amazing result in cost saving by applying “EASS”. This is achieved by adopting a common standard operation procedure, integrated platform, more sophisticated and mature technology coupled with inherent incentives and managerial actions to reduce organization resistance. If successfully implemented, the proposed “EASS” may become a reference site for the Taiwanese government in promoting mobile services. It may also facilitate paperless transition, increase the efficiency of goods examination, and reduce the custom processing time. Finally, the proposed “EASS” helps to achieve the goal of “convenient and yet secure” custom clearance and helps to improve Taiwan’s competitiveness in international trade.

The processing of cargos in air terminals is usually operated by many operators such as airlines, forwarders, custom, security related agencies, etc. The custom clearance process of import cargos in air terminals is very complicated and time consuming. Once there occur any incidents or additional requirements on any of custom clearance procedures frequently incur delay and delay propagation on interrelated process in the terminals. The security check due to 911 events and quarantine measures due to bird flu epidemic are the recent examples. The study first develops a network representation on import cargo and information flows processed in all procedures of the air terminal. Then the study explores the causes and characteristics of delays on cargo processing and develops the delay propagation model using analytical methods. The study explores the delay caused by processing order and contingencies, and evaluates the influence on cargo processing to develop the delay model. The study further analyzes characteristics of delays on cargo processing in the network including all import procedures and develops an algorithm using corrected labeling method find the leant time path. Combining delay propagation model and the algorithm, the study further explores the factors of delay propagation and consequently illuminates the characteristics of varied cargo processing procedures. Based on above analyses, the study further proposes some strategies that aim at improving cargo terminal processing and enhance the efficiency of the procedure thereby reducing the inventory cost of shippers. Finally, Taiwan Air Cargo Terminal (TACT) at the CKS airport terminal is used as an example to demonstrate the application and feasibility of the developed models. Results of this study reveal that tariffing procedure is the most time-consuming task among all tasks of import cargo processing. In addition, in rush hours the later the cargos of a flight arrives the longer it takes to undergo cargo processing due to delay caused by earlier flight cargos. Moreover, the closer the cargo processed in a task to airside, the more obvious the knock-on delay will be, due to the previous flight. Especially for the case due to late arrival of flight, by changing the sequence of cargo processing for different types of cargos in a flight according to their inventory cost, inventory cost can be efficiently reduced. In peak hours, if the capacity of any task is increased, the waiting time of the task can be reduced, which unavoidably prolongs the waiting time of the next task. The waiting time is approximately equal to that saved time. Furthermore, if the capacities of every task are expanded simultaneously, the smaller the original capacity of a task, the longer waiting time of the task will reduce. The results of this study can serve as references for cargo terminal operators in improving cargo processing.

One of air cargo transport advantages is fast delivery which can shorten delivery time. However, air cargo carriers usually charge shippers higher transportation cost than other modes. The custom clearance processes for cargos in air terminals involve not only complicated operations, but also many departments/units. Therefore, delays incurred in the custom clearance process may result in both longer operational duration and possible delay propagation to other cargos in the terminals. Note that air cargos possess the characteristics of higher value and higher sensitivity to their processing durations than others. Delay may significantly trim down air cargos’ advantages, reduce their surplus value, or increases their operational costs. By first developing the flowcharts for the custom clearance processes, this study investigates the sources of delays and formulates a delay propagation model using analytical methods. By analyzing the characteristics of delays, we employ Radio Frequency Identification (RFID) technology, Line-balance analysis, and Business Process Reengineering for improving the efficiency of the customs clearance processes. Then, this study conducts further analysis on the operators’ behavioral responses to the newly-introduced RFID technology to increase the smoothness of cargo process/operation and the reliability of the processing time control. Following our analysis, we propose new operations processes using RFID technology to the customs clearance processes in air cargo terminal. We also carefully evaluate the benefits and the direct and indirect impact of RFID technology on the customs clearance process and the operation times. By taking Taiwan Air Cargo Terminal (TACT) as our case study, this study applies the proposed processes and introduced technologies to the customs clearance processes in the air cargo terminal at the CKS International Airport. We verify the feasibility and evaluate the efficiency of the proposed operations processes using the real-world data. We conclude that the proposed processes and introduced technologies may significantly improve the efficiency, shorten the processing time and reduce the operational costs. Therefore, this study may serve as an effective reference model for improving the customs clearance processes in air cargo terminal.
