Abstract:
The article is devoted to the Cyprus issue in the context of the European integration processes from the Republic’s independence till the accession of Cyprus to the European Union in 2004. Forms and stages of Cyprus` integration policy were revealed in the article. The European integration was the main idea of the Cyprus history in the late 20th century and at the early 21th century. Therefore, the mentioned aspect became the subject of this research. Two lead strategies of the Cyprus policy towards European Communities were identified. The first one was the association within the framework of the customs union as a lead Cyprus policy in 1970-1980th. The second strategy was based on the principles of full membership in the European Union. The latter was occurring in the post Cold war era and had been succeeded in 2004. The home and foreign problems, formed so called Cyprus question, were characterized in the paper. Ethnic conflict’s consequences, artificial territorial division, unfinished peacekeeping operation were obstructing the European goal of the Cyprus Republic. European Commission considered Cyprus to be adjusted to the European high standards. Due to Greek Cypriot’s hard work for the juridical implementations and social and economic adaptations Cyprus was accepted to the EU. In the 1990s the European Union proposed its own way to maintain the Cyprus problem by proceeding intercommunion negotiations and UN Resolutions. This EU`s activity was failed in many points that was reflected in the paper. The British, Greek and Turkish opinion about the Cyprus integration was analyzed. The politic reaction of Greece and Turkey was also in the focus of view. An attention was paid to the Turkish community of Cyprus as a separated problem. The change of Turks Cypriots` status during integration policy of Cyprus was a prominent feature in attempting to solve Cyprus dispute. The Cyprus question is affecting the Turkish European policy badly. Therefore, this problem remains actual for the European history.

Abstract:
In February 2014, Nikos Anastasiades, the President of the Republic of Cyprus and Dervis Eroglu, the Turkish-Cypriot leader, signed a Joint Declaration that established certain “ground-rules” upon which the then stalled peace talks -aiming at the island’s reunification- could be revived. The main stimulant prompting this evolution was the discovery of new energy sources in the Eastern Mediterranean, and especially offshore the RoC. In October 2014, Turkish navigational warning notified mariners that Turkey would soon perform its seismic surveys in sea areas that encroach on Cyprus’s EEZ, raising concerns on the escalation of the intractable and protracted Cyprus conflict. Aim of this research project is to provide readers with an insight on how the flow between energy and power politics is played out in the Eastern Mediterranean. Suggesting that the existing tensions extend beyond the struggle over the existing material energy assets in the seabed of the Levant Basin, the project casts light upon the notion of energy security by setting forth the indicators it is composed of. While scrutinizing the statements of the leaders on these events and seeking to highlight the security discourses they are coming up with, the project resorts to discourse analysis.

Abstract:
The article is devoted to the policy of the 39th President of the USА from the Democratic Party, Jimmy Carter, regarding the Cyprus problem. The foreign policy aspects of the Cyprus issue, such as negotiations with Greece, Turkey, Cyprus leaders, the development of peacekeeping projects and diplomatic maneuvers of US officials, are considered. Attention is also paid to less obvious details of the politics of the Democratic Party. The role of the Cyprus issue in the pre-election campaign of 1976 is analyzed, since the Cyprus problem remained unsolved as a result of the activities of the Republican Party. This argument was successfully used in election criticism of the opponents. An important aspect of the activities of the democratic party was the search for support from the ethnic communities of the United States, among which the American Greeks represented one of the most influential lobby. In connection with this, the connection of J. Carter with the American Greeks in the context of his policyaimed at resolving the Cyprus problem is traced. A gradual loss of popularity of the American president is shown, as one of the consequences of the unresolved Cyprus issue.

Abstract:
Most assessments of power-sharing institutions focus on their functionality, that is, on their prospects for delivering peace, stability, and prosperity. This article focuses instead on the prior question of “adoptability,” that is, on whether particular power-sharing institutions can be accepted (agreed to) in the first place. While the adoptability question is scarcely touched on in the academic literature, it is just as important as the functionality question, as it hardly matters whether an institution is functional if it is not adoptable. The article examines the adoptability question through a close-up look at the negotiations in Cyprus. The evidence from there suggests that consociational power sharing is more likely to be adoptable than centripetal power sharing in contexts where agreement is needed.

Abstract:
This study has three main objectives. First, it provides a theoretical framework that challenges the mainstream approaches to allow for a new reading of the Cyprus Question. Second, it identifies continuities, transformations and tendencies within different historical periods by analyzing the positions of the various actors and the international conjecture in order to offer a correct reading of all previous settlement proposals and indicate the basis on which perceptions and policies were constructed and why the latter failed repeatedly to resolve the Cyprus issue. Continuities are those factors that created the continuum of the crisis and were concretely reflected in the successive failures of different peace talks, plans and initiatives
examining these means analyzing the hegemonic projects of the various actors involved. Examining transformations means looking specifically at how and why these hegemonic projects changed. Examining tendencies means pointing out the latest developments such as accumulated sovereignty, shared sovereignty as protectorate, Taiwan Model, return to 1960, integration through class strategy and independent TRNC and exploring the logical consequences of developments. Third, this study focuses on the European Union&rsquo
s hegemonic projects related to Cyprus &ndash
how they emerged, the relationship between these projects and the domestic and international political conjectures, their aspects of continuity and reasons for transformation and their successes and failures. This thesis argues that all the previous plans and initiatives by international and local actors, latest being the EU-initiated Annan Plan, led not only to failure, but transformed the Cyprus Question from one paradigm to another.

Abstract:
This study is an inquiry into the questions concerning the origin and causes of the Cyprus problem and is an attempt to provide an analytical solution for the problem. Since the 1950s, there have been attempts at establishing a partnership government between the Turkish and Greek Cypriots. A partnership Republic, between the two communities in the island, was realised in 1960. However, this partnership lasted only three years and then was followed by the division of the island between the Turkish and Greek Cypriots in 1974. After the division of the island, efforts at establishing a federation in the island have been continuing. It is suggested here that the best possible political association, for the Greek and Turkish Cypriots to live under, is a confederal solution. This idea is based on the fact that in Cyprus there is no Cypriot nation but strong Greek and Turkish nationalities. This fact makes a political association such as federation much more difficult to achieve. A confederal solution will offer time and experience to the Greek and Turkish Cypriots before moving into a federal union. In addition, the confederal solution will offer prospects for both communities in the island to develop closer economic, political and cultural relations.

It focuses on the domestic factors of inter-communal fighting by analyzing the gradual evolution of Greek and Turkish Cypriot stances. The thesis argues that the inter-communal fighting of Cyprus is rooted in the historical and domestic factors. This thesis analyzes the continuities and changes in Cyprus politics. This work accordingly will examine the articulation of various political and social factors in Cyprus. Contrary to the prevailing dominant perspective, this thesis mentions that the inter-communal fighting was not the product of only external forces but their articulation with domestic factors as they evolved historically. Abstract:
Though only a small island, Cyprus experiences particularly high rates of mixed marriages, and has one of the highest per capita ratios of immigrants in Europe. Consequently, there are a growing number of bilingual and bicultural children now entering the state elementary school system. The aim of this study is to examine the school experiences, language and identity of a select group of Greek English speaking children who have one Cypriot and one non-Cypriot parent. The sub-questions of the study focus on how the children manage languages at school, their perceptions of their peers and teachers and their opinions about the responsiveness of the school and teachers to their bilingualism. Additionally, while recognizing the fluidity and multiplicity of identity, questions about the expressions of the children’s dual national identities within school are considered. Finally, concerns over integration at school are also explored. The study claims social justice for this group, and develops a qualitative case study to engage with the manner in which the children employ their Greek and English language abilities at school, accompanied by their perceptions of the representations of their dual national identities. Multiple, individual, in-depth interviews were conducted with eight children, aged ten to twelve. Interviews with parents were also conducted as a means of strengthening the depth of the data. Additional artifacts such as language use charts, sentence completion exercises and brochures were also collected and analyzed. Using a thematic approach data was examined with the aim of understanding how the children experience their bilingualism and biculturalism within the school. The study constitutes the first of its kind in the Cypriot context and its findings are valuable for researchers, practitioners and policy makers alike. The results suggest that languages are ‘kept separate’ at school, there is a lack of recognition of this group’s bilingualism and there are possible issues of some children’s Cognitive-Academic Language proficiency (Cummins, 1979). Additionally, teachers and schools presented as ill prepared and nonresponsive to the linguistic needs of this group of children. Further findings indicate that the children experience incidents of teasing and exclusion influenced by the highly hellenocentric ethos of Cypriot schools. The study concludes that the limited definition of a bilingual student used by the Ministry of Education and Culture in Cyprus, combined with an ineffectual multiculturalism, result in this group being overlooked. The thesis suggests a broadening of the current definition of a bilingual student and a further exploration of children’s linguistic profiles. The study concludes that the children’s school experience is characterized by difference blindness to their dual cultural backgrounds and linguistic blindness to their bilingualism, broken only by regulated incidents of performance. Importantly the study also reveals that though impacted by a weak policy and difference blindness, these children engage in active agency in constructing social roles and understandings of language and identity at school. They demonstrate resilience and flexibility and are aware of the nuances of the school, the global value of their bilingualism, the access and opportunities provided by their knowledge of English and the prospects and experiences available to them through their dual cultural identities.

This study claims that there has been realized an obvious transformation in the way in which the Cyprus question is perceived and handled in Turkey, both in official state policy and popular opinion, during 2000s. It is aimed in this study to depict this transformation with its different dimensions and analyze this transformation with a historical perspective in terms of the actors and dynamics involved. The social and political dynamics which brought about such a transformation are investigated and the positions and attitudes of certain social actors, with special reference to big capital and its representative TÜ
SiAD, are disclosed within the scope of this study. It is maintained in this study that in order to understand and analyze the transformation in the Cyprus policy of Turkey and the public opinion, it is necessary to relate this process with general political atmosphere of the country as well as the hegemonic visions/projects/opinions of the period. In this case, it is actually impossible to understand and analyze the transformation of the official policy and public opinion on Cyprus separate from the EU membership project specifically in 2000s. This study analyzes this transformation as a dimension of a general process that is the construction of EU membership objective as a hegemonic project. Antonio Gramsci&rsquo

This thesis presents a critical analysis of the property rights in terms of Article 1 of Protocol No. 1 (P1-1) of the European Convention on Human Rights (ECHR) to the property conflict in Cyprus. The theme that runs through the paper is whether property disputes in Cyprus have had an impact on the established case law of the European Court of Human Rights (ECtHR). Also addressed is the extent to which Cypriot property claims caused the Court to depart from its traditional approach concerning property rights under the ECHR and whether these cases before the Court have introduced a new aspect to the understanding and interpretation of the protection of property rights in the Convention system, specifically the application of the P1-1 to the Convention. The Court's approach, in its various precedents, in examining property rights within the remit of P1-1 will be compared with the property claims from Cyprus in order to determine the unique and significant character of the Cypriot property cases and to analyse their relationship with the right to property under P1-1 to the ECHR.

L’entrée de la Turquie dans l’OTAN en 1952 a influencé les relations turco-américaines de façon plus importante que tout autre événement. Pendant la période entre 1950 et 1960 considérée comme la période de « lune de miel » dans l’histoire des relations turco-américaines des derniers cinquante ans, la Turquie est devenue un acteur clé des stratégies de défense de l’OTAN et ainsi des Etats-Unis. Dans la décennie 1960, les deux pays traversèrent une période de turbulence marquée par deux crises. Le retrait du sol turc des missiles Jupiter en 1963 sans consultation préalable du gouvernement fut un tournant important dans l’histoire des relations turco-américaines La deuxième crise éclata dans les relations entre Ankara et Washington lors des premiers affrontements inter-communautaires à Chypre, avec la fameuse lettre de Johnson de juin 1964. En 1973, Washington protesta vigoureusement contre l'autorisation, accordée par le gouvernement d'Ankara, de cultiver le pavot à des fins médicales. La crise chypriote de 1974 avait une nature différente de celle des crises précédentes car son impact sur les relations entre les deux pays ont été finalement de plus longue durée et aussi plus profonds. Dans la décennie 1980 Ankara apparut donc aux yeux des Américains comme un partenaire qui cherchait toujours un équilibre dans ses relations avec ces derniers. Durant la décennie 1990 les relations turco-américaines connurent une transition majeure d’une coopération stratégique étroite établie de longue durée dans la période de la Guerre froide à un nouveau type de relation basée sur le rôle important de la Turquie dans les affaires régionales. A la différence de la crise chypriote de 1974 que nous considérons aussi comme une grande rupture, la crise de la guerre d’Irak de 2003 a laissé les traces les plus marquantes sur les relations bilatérales et a causé des frictions très importantes entre les militaires de haut rang des deux pays et par conséquent, la méfiance s’installa rapidement dans les relations militaires entre les deux pays
Turkey’s entry to NATO in 1952 influenced the Turkish-American relations in a way more important than any other event. During the period between 1950 and 1960 considered as “honeymoon period” in the history of the Turkish-American relations of the last fifty years, Turkey became a key actor of NATO’s defense strategies and thus of the United States. In 1960’s, two countries crossed a turbulent era marked by two crises. The withdrawal of the Jupiter missiles in 1963 from Turkish ground without preliminary consultation of the government was revolving important in the history of the Turkish-American relations. The second crisis in the relations between Ankara and Washington burst during the first intercommunity confrontations in Cyprus, with the famous letter of Johnson of June 1964. In 1973, Washington protested vigorously against authorization, granted by the Ankara Government, to cultivate the poppy for medical purposes. The Cypriot crisis of 1974 had a nature different from that of the preceding crises because its impact on the relations between the two countries was also deeper. During the eighties Ankara appeared in the eyes of the Americans as a partner who always sought a balance in his relationships to the latter. During following decade which testified to the disintegration of the Soviet Union and thus of the end of the Cold war Turkish-American relations entered a major transition from an established close strategic co-operation long life during the time of the Cold war to a new type of relation based on the big role of Turkey in the regional affairs. With the difference of the Cypriot crisis of 1974 that we also regard as a great rupture, the crisis of the war of Iraq of 2003 left the most outstanding traces on the bilateral relations and because of the very significant frictions between the high ranking soldiers of the two countries a mistrust settled quickly in the military relations between the two countries

This thesis studies the bicommunal reconciliation movements in Cyprus born in the civil society since 1974, the associations concerned, their members, theirs actions, their success or difficulties in front of vigorous nationalisms in an island tightly halved in two until 2003. Of course these movements cannot be separated from their context, the unsuccessful negotiations under the aegis of the United Nations, the development of nationalisms, the heavy influence of the Mother Countries. We must also take into account the passage of time, the young adults of 2015 have lived neither the 1964 bicommunal clashes nor the 1974 Turk invasion

AbstractThe aim of the article (The empirical material leading to the present chapter results from the research effort “MigRom—The Immigration of Romanian Roma to Western Europe: Causes, effects, and future engagement strategies”, a project funded by the European Union’s Seventh Framework Programme under the call “Dealing with diversity and cohesion: the case of the Roma in the European Union” (GA319901). I also used the results and experiences of earlier fieldworks starting with 2000 in Bighal (the name of the localities were changed in order to respect the identities of the people) that were financed through Open Society Institute, Visegrad Funds, CERGE-EI through GDN and WIIW, respectively Inclusion 2007 through PHARE 2004. Earlier version of the article was presented at the GLS Conference in Nicosia (Cyprus) in 2017. The article was finalized in the framework of a visiting research programme at TARKI-POLC receiving funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No. 730998, “InGRID-2—Integrating Research Infrastructure for European expertise on Inclusive Growth from data to policy”.) is to inquire into the interconnectedness of large number of factors that carry the opportunity and possibility of improving school participation of Roma children in Romania.I argue that the inherent deficiencies of the educational system, starting with the structural constraints and ending with the psycho-social context in which Roma (or minoritized, marginalized, vulnerable) children learn, can be and are challenged by initiatives, strategies or processes that fall out of the immediate range of the strict framework of the educational system. Bourdieu used the Maxwell’s demon as a metaphor to illustrate the reproduction of socio-economic inequalities in the framework of school system. But this ‘demon’ might be challenged with more or less success if we step out and look for possible ‘tools’ to counteract this demon. Two such cases are presented in this chapter. One is a project implemented with and by the local Roma community using external financing and the other one is the participation of the members of the communities in international migration and use of remittances. I will emphasize that independently of the type and amount of the mobilized resources the individuals and/or communities are able to create and proactively make good use of path-departing opportunities through mechanisms of redefining and changing contextual constraints thus improvements can be observed in the school participation of the Roma children (PS. PS. The article was written before the COVID-19 pandemic hit the world. Its effects seems to neutralize the positive impact of the above mentioned processes: the slow steps taken in improving the socio-economic situation of the Roma seems to be stopped; prejudices and ethnic hatred seems to be stronger; access to services for Roma communities get more difficult, including to education: in this context, a further research question is how on-line schooling changed or will change the participation of Roma children?).

Abstract:
Intervention for children with Developmental Language Disorder appears to be beneficial and contributes to sustainable linguistic gains. This paper reports on a pilot intervention study carried out in Cyprus that examined the efficacy of language treatment targeting complex syntactic structures. Language skills of a nine-year old girl with DLD are described at two time points, before and after intervention. The child received therapy sessions based on MetaTaal therapy, and relative clauses were the targeted syntactic structures. Post-intervention measurements showed marginal improvement in relative clauses production and comprehension. Improvements observed in Complex Sentence Repetition Task and this might imply that the grammatical structures have emerged.
