Abstract:
Background: Leading Change is one of five Executive Core Qualifications (ECQs) used in developing leaders in the federal government. Leadership development programs that incorporate multirater feedback and executive coaching are valuable in developing competencies to lead change. Methods: We examined the extent by which coaching influenced Leading Change competencies and identified effective tools and resources used to enhance the leadership capacity of first- and midlevel leaders at Centers for Disease Control and Prevention’s National Center for HIV/AIDS, Viral Hepatitis, Sexually Transmitted Diseases, and Tuberculosis Prevention. Data included qualitative data collected via semi-structured interviews that focused on leadership changes made by leaders in the Coaching and Leadership Initiative (CaLI), a leadership development program for Team Leads and Branch Chiefs. Findings: Ninety-six participants completed leadership coaching; 94 (98%) of whom completed one or more interviews. Of those 94 respondents, 74 (79%) reported improvements in their ability to lead change in 3 of 4 leading change competencies: creativity and innovation, flexibility, and resilience. All respondents indicated tools and resources that were effective in leading change: 49 (52%) participated in instructor-led activities during their CaLI experience; 33 (35%) experiential activities; 94 (100%) developmental relationships, assessment, and feedback; and 25 (27%) self-development. Conclusions/Application to Practice: First- and midlevel leaders in a public health agency benefitted from using leadership coaching in developing competencies to lead organizational change. Leadership development programs might benefit from examining Leading Change competencies and including instructor-led and experiential activities as an additional component of a comprehensive leadership development program.

Abstract:
The problems presented in the text refer to the education of convicts in Poland. It has been based on current Polish legal regulations, statistical data and specialist literature. The problems which refer to the education of convicts in Poland are regulated by the Act of 6th June 1997, the Executive Penal Code, the Act on the Education System and executive acts to the above-mentioned regulations. The current situation in the labour market requires people to acquire education and to improve their qualifications. People without education, who are excluded from the access to professional development and in-service training, find themselves in an extremely difficult situation. The lack of qualification and vocational skills usually leads to exclusion from the labour market. People who serve their sentences in prisons find themselves in a particularly difficult situation, because their lack of education may push them back into crime. A very positive tendency that may be observed in Poland is a growing demand for prison education. Convicts may acquire knowledge and raise their qualifications at various levels and in various fields. They may follow the curricula at the level of a primary or secondary school; they may pass their Matura certificate and, after the consent of relevant authorities, they can continue their education at the university level. Convicts may also learn a new profession, change their professional qualifications or acquire new additional skills during specialist courses. The qualifications acquired in this way shall meet current demand in the labour market, and convicts may find employment after they leave prisons. Education allows them to improve their self-esteem and self-reliance, to catch up with any deficiencies and to work on their self-discipline. At the same time, education offers opportunities to expand knowledge, to return to the society and to the labour market. It is important for convicts to obtain opportunities for education, since such a chance comes as a significant factor of their social re-adaptation. Considering social values, it is important to foster the pursuit for education among convicts. A lot of prisoners still do not want to learn, and this fact may result from their previous school failures, the sense of embarrassment caused by their knowledge deficiencies, the lack of interest and faith in their own potential. The material for the text has been collected on the basis of the method of theoretical analysis, and it includes available statistical data, legal regulations and literature which refers to the discussed problems. The article aims at the presentation of prison education, how it is organised in Poland and what advantages it presents for both: convicts and the society. The text also presents programmes of prison education which are implemented by correctional staff in prisons. Anecdotal evidence suggests that sexual harassment may cause women to doubt their abilities, attributing their success to their professor's or supervisor's attraction to them rather than to their qualifications. Two experiments assessed whether a decrease in confidence could result from something as seemingly harmless as flirting. In Experiment 1, a male confederate posing as an advertising executive asked 56 female students to draw an advertisement, which he then praised. He behaved either flirtatiously or neutrally. In Experiment 2, female and male students interacted with a flirtatious or neutral advertisement executive of the other gender. In both experiments, women's self-creativity ratings decreased significantly more from pre-to posttest in the flirtatious condition than in the control condition. Men were affected less than women by the ad executive's flirtatiousness. The results suggest that flirtatiousness by an authority figure may have negative consequences for women's self-confidence.

By analyzing data from the Schools and Staffing Survey, the authors empirically test four of the core assumptions embedded in current arguments for expanding alternative teacher certification (AC): AC attracts experienced candidates from fields outside of education; AC attracts top-quality, well-trained teachers; AC disproportionately trains teachers to teach in hard-to-staff schools; and AC alleviates out-of-field teaching. Although there are some differences in the backgrounds of alternatively and traditionally certified teachers, the findings suggest that AC programs have not substantially changed the pool from which new teachers are drawn. Findings further indicate that AC programs do not attract a disproportionate number of candidates to teach in difficult-to-staff schools, nor are they effective means for solving the problem of out-of-field teaching.

Prisoners posing a serious social threat or a serious risk to the safety of penitentiary institutions are a special group of people criminally isolated. They are aggressive and deeply demoralized prisoners, the most dangerous perpetrators of crime and the persons directly involved, and often holding managerial positions, within the framework of organized crime. Prison crime is an integral part of crime in the country. Crimes committed in correctional institutions pose a serious problem, because they undermine the penitentiary system authority, impede the punishment goal achievement, destabilize the situation in prisons, and have a negative impact on the convicts’ behavior. Currently, 58 % of convicts in prisons have been tried repeatedly; 47% are serving sentences for committing grave and especially grave crimes. Numerous groups of negative-minded convicts in penal colonies adhere to the traditions of the criminal environment with its “criminal ideology”. The two forms of criminal activity – organized and conventional – have merged: organized and conventional. The “criminal ideology” in prisons bring about the “seizure of power”, when correctional colonies and their contingent begin to serve sentences according to “criminal notions” in accordance with the “criminal subculture”, not according to the norms of executive legislation. The present day shows the confrontation between “us” and “them”. The correctional colonies with “criminal subcultures” are called “black”, while those where the norms of executive legislation and the Internal Regulations prevail are called “red”.

AbstractThe landmark Humanitarian Response Review, commissioned by the United Nations Emergency Relief Coordinator in 2005, has catalyzed recent reforms in disaster response through the Inter-Agency Standing Committee. These reforms include a “cluster lead” approach to sectoral responsibilities and the strengthening of humanitarian coordination. Clinical medicine, public health, and disaster incident management are core disciplines underlying expertise in disaster medicine. Technical lead agencies increasingly provide pre-deployment training for selected health personnel. Moreover, technical innovations in disaster health sciences increasingly are disseminated to the disaster field through multi-agency initiatives, such as the Standardized Monitoring and Assessment of Relief and Transitions (SMART) initiative.The hallmark qualification of competency to render an informed opinion in the health specialties remains specialty board certification in North American healthcare traditions, or specialty society fellowship in British and Australasian healthcare traditions. However, disaster incident management training lacks international consensus on hallmark qualifications for competency. Disaster experience is best characterized in terms of months of fulltime, hands-on field service. Future practitioners in disaster medicine will see intensified efforts to define competency benchmarks across underlying core disciplines as well as key field performance indicators.Quantitative decisionsupport tools are emerging to assist disaster planners and medical coordinators in their personnel selection.

Paper brings the main results of levelling the Senior Officer Course to the European Core Curriculum for Military Officers (MILOF-CORE). It was found out that 18 out of 35 learning outcomes of the Senior Officer Course were found to considerable degree relevant to the MILOF-CORE, the rest contain a various degree of national specifics. Due to the small field of view and low image quality requirement, general collimator objective lens is difficult to achieve the requirement of testing an aerial camera s performance. So designing a large field of view, apochromatic collimator objective lens has an important practical significance. In this paper, the major qualifications were first proposed to design the collimator objective lens,according to which the initial configuration was confirmed. Then we used the ZEMAX optical design software to optimize the initial structure and normalized the optimized structural parameters. Finally the image quality of collimator objective lens was evaluated to make it achieve the requirement of qualifications.

Introduction. The article offers an insight into an epistemological perspective of establishing the national qualifications system in Russia that is critical for creating a “market of qualifications in the country that would be adequate to the current context.The aim of the research was to examine the context and factors underpinning the formation and evolution of the structure of knowledge relating to the national qualification system in Russia.Methodology and research methods. The methods applied comprise a mixed-method approach that included: review and analysis of official documents, semi-structured background and individual interviews with key stakeholders (line ministries, experts from industry and qualifications awarding bodies etc.) and desk research.Results and scientific novelty. The performed analysis of documents and of research data has revealed that the process of generating and enhancing knowledge about the national qualifications system semantically and methodologically is in broad terms contingent on the needs and objectives of social and economic development, and in narrower terms – on the development of occupational standards that underpin the standards of vocational and higher education, as well as on the enhanced institutionalisation of employers’ involvement in the training of personnel and in the search of effective mechanisms and instruments of independent assessment of qualifications.It also offers an insight into current key paradigmatic gaps in the NQF-related epistemology in Russia that account for the specificity of the observed state of play and for the key conceptual epistemological contradiction that has been identified by the authors as the opposition of and conflict between occupational and education qualifications. The authors propose ways out of the situation based on international practices in this area starting from aligning the terminology and conceptual approaches with international ones. The performed epistemological research and the conclusions made by the authors contribute to the national qualifications system discourse. It is stressed that core principles underpinning the development of the national qualifications system should be adapted to the social and economic and local factors.Practical significance. The material of the article can be used by policy-makers dealing with the NQS development and implementation of the NQS.

Change from a focus on acute care to a modelof wellness through redevelopment as a Multi Purpose Service is providing staff with a unique opportunity forcontinuing professional development, particularly in regard to aged care standards, their core business.Use of flexible delivery and self-directed learning has transformed this facility from ignorance about the value ofundertaking vocational education and training (VET) to 80% enrolment in certificate and diploma qualifications,over a six month period from January 2001. Some twenty-five facilities comprise the New England Area HealthService, of which Boggabri is but one. The learning innovation demonstrated at Boggabri is being duplicated acrossother facilities. Abstract:
The issue of standards of legal activity is relevant for Russia, however, there is no general understanding of what should be standardized and how. In this case, the central element of the condition for admission to legal activities (as a general rule) is the presence of a vocational (legal) education. The authors in the system vein consider the issues of conjugation (correlation) of educational standards and professional standards in jurisprudence as components of the national system for the development of professional qualifications in Russia. The article presents the arguments in favor of the non-direct (non-linear) nature of the relationship between professional and educational standards for: the purpose of their creation; characteristic of constituent elements; the obligation of their implementation by the participants of public relations; time gap in assessing the structure and qualification indicators of graduates and employees. It is concluded that, in fact, the conjugation of standards is not a determining mechanism for managing the development of qualifications, but only an integral part of a wider mechanism — the inclusion of employers (other customers for the training of professional personnel) in the process of implementation by educational organizations of basic educational programs. In this regard, in relation to the field of jurisprudence is proposed a foresight sphere of employment. Outcome of foresight (through the common efforts of the professional community of lawyers and experts in the field of higher professional education) should be the construction of a common “professional core of legal qualifications” or “core of the legal profession”. Thus, it will be possible, firstly, to identify the core of competencies as the basis of the profession called “lawyer”, secondly, to identify the species differences that may provoke the professional community to design relevant professional standards, professional practices framework, quality standards of individual types legal services. Since there can be no linear transition of qualifying requirements and ways to identify them between educational and professional standards, then a different concept and logic of standardization of education is needed. The authors of the article propose legal and social mechanisms for constructing such a concept.

This study investigates the perceptions of firm executives with respect to the extent of the influence of corporate governance (CG) practices on the non-financial performance (NFP) of medium-sized firms in Nigeria. The theoretical support for the research is from the stakeholder and agency theories. The cross-sectional survey and the cluster and stratified probability proportionate sampling methods are adopted, while the data collection is through a structured questionnaire that covers four CG indicators of board size, director’s qualification, ownership structure and board audit committee. The co-variance-based structural equation modelling (CB-SEM) technique ensures the analysis of the data collected. The result indicates that CG has significant positive effect on firms’ NFP. This outcome supports the urgent need for the development and execution of CG code of ethics for the non-listed firms alongside a regulatory agency for ensuring monitoring and compliance. The drawbacks are inclusive of the measure of variables on linear relationship basis and non-adoption of the longitudinal approach for the study. Future studies need to look at the usage of the intervening variables which, can further aid in evaluating the relationships of the research variables and their indirect and total effects.

This study aims to produce teaching materials in the form of CORE-based modules on geometry transformation materials and to determine the responses of students, educators to the modules developed and to determine the effectiveness of CORE-based modules on geometry transformation material. This research method is Research and Development (R&D) using the ADDIE model which consists of the stages Analysis, Design, Development, Implementation, Evaluation. Based on the result of the validation of the material expert and the module media are stated with the “proper” criteria. Student responses on a small scale and large scale (field), as well as educator responses to modules with criteria of attractiviness aspects “very interesting”. While the responses of educators to the modules developed obtained an average score of 4,42 with the criteria of attractiveness aspects “very interesting”. The results of the assessment of the effectiveness test obtained an N-Gain score of 0,694 with “moderate” qualifications. So teaching material in the form of CORE-based mathematics learning modules (Connecting, Organizing, Reflecting, Extending) on geometry transformation material is declared feasible, interesting, and effective to be used as teaching material in the learning process.

Like its English counterpart and many other progressive constructions in the world's languages, theam-progressive is shown to convey not only a variety of aspecto-temporal meanings, but also a range of (inter)subjective qualifications, such as intensification, irritation, and evasiveness. This article considers the economic case for UK membership of EMU. Traditional optimum currency area (OCA) analysis provides only a weak case for membership: the UK is located among the periphery and not in the core. Considerations of the possible costs of isolation (the risks of trade discrimination and the dangers of a volatile currency) together with some pertinent qualifications of OCA analysis (the possible endogeneity of the OCA criteria) serve to strengthen the case for joining. Whilst it is not overwhelming, the final verdict is positive.

Recruitments of IT project managers are costly and time-consuming, which makes it important to handle them effectively. IT project managers' key function in IT projects conveys that the prerequisites in such job ads become extensive and hard to satisfy because of overloaded descriptions. The organization's core competence (henceforth CC) requirements need to be decisive and explicitly expressed. Hence, each recruitment process should involve the defining of what the CC qualifications are. Advertisements were collected (2010-2013) and a CC lens was tested for assessment of CC criteria in order to get an indication of its value. The study's practical implication is an added understanding of the importance to discern what core competence/-s a specific project requires and furthermore to match those with the job requirements during the recruitment process. The implication for research is an inspiration for further development of methods for determining core competence criteria for recruiting IT-project managers.

Informal learning is still a core part of lifelong learning provision in higher education (HE). However, the focus is now moving to accredited courses that aim to provide progression pathways towards HE-level qualifications. This study surveyed community learners at local education venues in the South Wales Valleys and surrounding areas. A questionnaire was used to gather information on learners' educational profiles and future progression aims. There were 153 respondents, with 70 taking accredited courses and 83 taking non-accredited courses. Key findings showed that women and older people (60+ years) in the sample take more accredited than non-accredited courses, and 61 per cent of learners with no previous educational qualifications intended to progress on to accredited courses. Of the non-accredited learners, 27 per cent hoped to progress onto accredited courses, and only 8 per cent of accredited learners intended to go back to non-accredited courses. Learners' future progression aims suggest that non-accredited learners aim to further develop existing skills or move towards accredited courses. Accredited learners, however, show a less clear pattern of future progression aims. Possible barriers in the transition from level 0 credit-bearing modules to FE/HE study are discussed, and a progression pathway project is proposed that will provide clear pathway maps for all community learners.

Abstract Objective Growth in big data and its potential impact on the healthcare industry have driven the need for more data scientists. In health care, big data can be used to improve care quality, increase efficiency, lower costs, and drive innovation. Given the importance of data scientists to U.S. healthcare organizations, I examine the qualifications and skills these organizations require for data scientist positions and the specific focus of their work. Materials and Methods A content analysis of U.S. healthcare data scientist job postings was conducted using an inductive approach to capture and categorize core information about each posting and a deductive approach to evaluate skills required. Profiles were generated for 4 job focus areas. Results There is a spectrum of healthcare data scientist positions that varies based on hiring organization type, job level, and job focus area. The focus of these positions ranged from performance improvement to innovation and product development with some positions more broadly defined to address organizational-specific needs. Based on the job posting sample, the primary skills these organizations required were statistics, R, machine learning, storytelling, and Python. Conclusions These results may be useful to organizations as they deepen our understanding of the qualifications and skills required for data scientist positions and may aid organizations in identifying skills and knowledge areas that have been overlooked in position postings.

The curriculum has a role as an instrument to conserve the culture of a nation. Without a good curriculum, the culture of a nation can be extinct right away because there are no preservation efforts. Based on the description above, this research is considered important to be carried out being an addition for existing policymakers in order to organize higher education. Practice-oriented results of an interdisciplinary scientific study were obtained in the Laboratory of professional Education of the Institute of Educational Development Strategy of the Russian Academy of Education under the state task “Scientific and methodological foundations for creating an industry strategy for the development of education (secondary vocational education) and mechanisms for its implementation”, project no. 073-00086-1901 for the planned period 2020–2021. Introduction. Statement of the problem. In line with the methodology of the international scientific school of academicians of RAO S. Ya. Batyshev – A. M. Novikov, the theoretical foundations of the formation of network professional education/training/upbringing were developed, which is provided by the pragmatism of network connections and relations. To determine the current conceptual framework, to gain new knowledge about the specifics of network program modules and mechanisms of formation of network partnerships of SPE graduates. Methodology and methods of research. The network approach, as a regulator of the interface of virtual and physical realities in human life, allows us to design different formats of network partnerships, united by solving the problems of building professional qualifications for each student. Such partnerships become the core of the “competence network”, because qualifications have long been formed and evaluated not in colleges, but in network professional communities. The research methods are theoretical (development and critical analysis of schemes of poly-subject network partnership, clarification of the conceptual apparatus, formalization of classification features in the design of partnerships); empirical (observations and critical analysis of the pilot practice of network partnership of regional colleges). The results of the study, discussion. The article presents an interdisciplinary understanding of the phenomenon of polysubject network partnership of large regional colleges of vocational education and training subjects. The current conceptual framework based on the network approach is defined. A basic scheme of network partnership has been developed. The article presents the specifics of the modules of network educational programs for increasing professional qualifications of students of vocational schools (including citizens with disabilities), on the basis of which network professional communities are formed. Conclusion. Conclusions. Based on the purpose of the study, a large regional college –educational complex should be considered as the core of polysubject network partnerships, which are focused on building professional qualifications for different age groups of students and their implementation in the structure of a multi-layered Russian economy. This article sets out to study the profile of Swiss administrative elites at federal level by showing how their profile has evolved in the light of what has come to be known as the wave of New Public Management (NPM), which has benefited from a very fertile ground in Switzerland. These elites correspond to a specific institutional order, in relation to specific organizational structures and workings, and have specific characteristics in terms of career paths and academic background. However, the administrative reforms that have been rolled out since the 1980s have transformed the institutional order within which executives of the federal administration evolve. This article analyses the extent to which these transformations have had an impact on the characteristics of these elites, through indicators such as academic capital, social capital, and career path within and outside the administration. The results show a slow but significant transformation in the profiles of these elites towards an increasing managerialization, reflecting that of the context in which they evolve. Points for practitioners The relationship between politics and the administration is naturally shaped by individuals but is closely dependent on the profiles of the players. They are currently undergoing a transformation in the wake of administrative reforms, and also of the changing profiles of both the political and administrative players. Gaining an insight into the slow transformation of the profiles of administrative elites therefore sheds light on the political-administrative nexus. The gradual managerialization of the administrative elite highlighted in this article also allows for a better understanding of which professional experiences, qualifications and skills are valued today within the senior civil service in Switzerland.

Findings – The main novel findings for the study is that, the characteristics of accountant from the Islamic view should contains personal, ethical, religion and professional qualifications which indicates the holistic approach for Islamic sharia related to Islamic accountants. There is a role for accountant towards investor’s thorough good disclosure in the annual reports and guaranty the compliance of IFI’s working with sharia. These characteristics and roles support the significance of Islamic accountant’s position in the IFI. Originality/value – The paper develops the existing research that linking the Islamic banking with Islamic accountants. The subject of this paper is vocational education in vocational high schools in Poland and its aim is to argue that presently vocational high schools fail at providing their students with qualifications necessary to work in their profession of choice. The problem is important as the unemployment rate among young people is high while the employers claim there is a deficit of qualified workforce on the labour market. The paper presents the results of a survey carried out among vocational high school students which showed that 95 % of students believe that 4 weeks of apprenticeships is insufficient. Given the opinions of the employers and the results of the survey among the vocational high school students, it seems surprising that the changes made to the vocational core curriculum were not more substantial.

For example, in Ireland there was an ambitious reform of the post-primary mathematics curricula in 2010 with further changes proposed in 2018. In light of these changes and concerns regarding ineffective teaching and a lack of continuous professional development, the National Council for Curriculum and Assessment (NCCA) has recommended that structures be put in place to facilitate practicing mathematics teachers to achieve postgraduate qualifications, ideally at Masters Level. To facilitate this recommendation, a new Mathematics Education strand of the Master in Education programme in Trinity College Dublin has been developed. This paper outlines the rationale for the new strand, as well as detailing its structure and content.

Given that many consumers do not understand any licensed physician can perform cosmetic surgery, cosmetic procedure advertising regulation is lacking and differs by state; and consumers often search for providers online and rely on the site’s information. Cosmetic surgery websites have the potential to be a threat to consumers’ safety and health. This study asked what types of physician information do cosmetic surgery websites supply. A content analysis was conducted with 873 physicians’ information provided on cosmetic surgery websites in the top 10 cosmetic surgery cities, finding members of plastic surgery associations and core providers were more likely to list medical qualifications. All physicians were unlikely to list experience. Two-thirds stated their specific board certification, and 15% to 30% in each city failed to follow their state’s regulations for disclosing board certification. The study concludes by suggesting national ethical guidelines.

Although there has been considerable research into the design and operation of the highway system and the vehicles that use it, there has been relatively little concentrated research concerning the truck and bus driver – the human element responsible for moving the freight and passengers safely. The Federal Highway Administration's Office of Motor Carriers has developed a comprehensive multi-year plan to address the issues of driver proficiency, medical qualifications, and fitness for duty. The core of this plan will be a series of high-quality and scientifically sound research projects. The results of these projects will form the basis for regulatory changes that will be more technically defensible, better reflect the realities of the operating environments, and, to the extent possible, be based on performance standards.

AbstractWe describe digital technology utilization among knowledge producers who have experienced the alternative training structures. Using data from a face-to-face survey of Filipino scientists, we measure email utilization by scientists in terms of five aspects of access and use, and examine how they vary across place of graduate education. Our questions are: (1) How can we characterize peripheral scientists in terms of their contextual, personal, professional, and educational attributes? (2) How can we characterize their utilization of digital technology? (3) Are there indications that core-based graduate training translates into yet another significant dimension in digital inequality? Our finding suggests that the Philippine scientific system largely reflects the perspective of core-trained male scientists. Filipino scientists are able to utilize digital technology—personal computers, email, and the World Wide Web—but with important qualifications. While scientists at the core have the luxury of architectural, digital, and personal privacy in hardware-software-user interaction, such is not the case for Filipino scientists, who in general have to share digital resources in public spaces within formal organizations. Finally, place of graduation emerges as a new form shaping digital utilization and inequality. The diffusion of digital technology into peripheral scientific systems has been uneven along this newly emerging dimension. Digital inequality construed as simple hardware-software access and use is diminishing, but inequality at the level of advanced hardware-software interaction skills is fast emerging as a new dimension that encapsulates postcolonial relations in science.

Purpose Frontline service providers are a key touchpoint in a customer’s overall experience with a brand. Though they are recognized as important contributors to brand experiences, service providers have received relatively little attention in both experienced marketing and branding research. This paper aims to illuminate the importance of understanding factors that contribute to the role services providers play within the environmental context of the customer’s brand journey. Design/methodology/approach This study uses two experimental studies to show that greater customer happiness and customer loyalty could be achieved through collective brand personification whereby the frontline service provider’s identity and core values align with those of the brand persona and store environment. Findings Specifically, findings reveal that customer happiness increases because of feelings of belongingness and greater brand authenticity when the service provider aligns with the retailer’s brand persona and store environment. Research limitations/implications While this study gets us closer to understanding how managers can leverage human capital in the retail service environment, there are opportunities to further explore issues such as the impact of collective brand personification on the employee. Practical implications Given the strong desire companies have to bolster customer happiness to increase brand loyalty, the findings bolster the importance of understanding the influential factors associated with frontline service providers. Their role in creating optimal customer experiences should not be underestimated. Social implications As an important cautionary note, firms should take care when creating the appearance and personality-based occupational qualifications by considering social norms and the impact on societal well-being (e.g. self-consciousness and exclusion can lead to serious illnesses and including depression). Study shows that people have an inherent need to feel accepted and belong to social groups that help to construct and affirm their self-concept, and appreciate opportunities that empower them to seize control against exclusion. Therefore, appearance and personality-based occupational qualifications should be strategically aligned with the image and goals of the firm, and not subject to management bias from an unconscious reaction to an applicant’s physical and interpersonal presentation. Originality/value The present study builds on both customer experience and branding literature by examining the relationship between customer happiness and collective brand personification – where the frontline service provider’s identity and core values align with those of the brand. Two experiments test the hypotheses that customer happiness increases because of feelings of belongingness with the brand and the consumer’s perception of the brand’s authenticity when the customer service provider aligns with the brand’s identity and core values.

Scholars argue that to address the social, economic and political challenges facing South Africa since 1994, organisational managers/leaders should adopt a positive approach, based on sound organisational behaviour. This study administered the Psychological Capital Questionnaire (PCQ) to determine whether human resources practitioners (N=131) as custodians of change and positive behaviour in organisations in South Africa embrace core elements of Positive Organisational Behaviour (POB). Exploratory factor analysis resulted in a three-factor model for the PCQ, renamed the Potential South African PsyCap (PSA-PsyCap) instrument. All dimensions displayed acceptable reliabilities. Statistically significant differences exist in the POB of demographic groups, relating to age, marital status, home language, seniority and qualifications. This research reveals that South African HR practitioners and managers should fully embrace psychological capital to effectively create caring workplaces taking cognizance of the broader economic and social issues affecting employees and their performance.

Gender quotas traditionally focus on the underrepresentation of women. Conceiving of quotas in this way perpetuates the status of men as the norm and women as the “other.” Women are subject to heavy scrutiny of their qualifications and competence, whereas men's credentials go unchallenged. This article calls for a normative shift in the problem of overrepresentation, arguing that the quality of representation is negatively affected by having too large a group drawn from too narrow a talent pool. Curbing overrepresentation through ceiling quotas for men offers three core benefits. First, it promotes meritocracy by ensuring the proper scrutiny of politicians of both sexes. Second, it provides an impetus for improving the criteria used to select and evaluate politicians. Third, neutralizing the overly masculinized environment within parliaments might facilitate better substantive and symbolic representation of both men and women. All citizens would benefit from these measures to increase the quality of representation.

AbstractThe purpose of this paper is to: (a) offer rationale for the importance of an increasingly important organizational management topic – the wisdom of top managers – what we call executive wisdom; (b) develop a theoretical framework for the construct, including core components and outcomes, and (c) provide implications for practice. The research in several related literatures is reviewed and synthesized to provide the foundation for the development of this theoretical framework. Applying the extant literature on wisdom to the specific context of a top-level business manager, we argue that there are four foundational characteristics of executive wisdom: (1) Knowledge, developed by prior learning and experience, (2) moral maturity, (3) reflective strategic decision-making, and (4) ability to manage uncertainty. Executives possessing such characteristics are: (a) able to make enlightened strategic judgments that are (b) implemented as principled actions. The effectiveness of such implementation is contingent upon, among other moderators, the executive's leadership skills. We view each of the characteristics as necessary but not sufficient to possess and benefit from executive wisdom. The principled actions undertaken by those possessing executive wisdom will, when compared to other executives, have a greater likelihood of leading to valued outcomes indicative of organizational effectiveness, including enhanced stakeholder trust and loyalty, reputational capital, and stronger financial and social performance. We believe that the main arguments developed in this paper will help improve managers’ understanding of how to become a wise executive and to realize the benefits of doing so. From a theory perspective, this paper adds to the growing body of literature in a new and increasingly valued area of research.

However, the management of pedagogical collective development to become an active pedagogic group is not an easy task, requiring a lot of time and effort. Because some individuals in the pedagogical collectives are still not active, the internal conflicts continue to exist. The set of core values and values of the collective have not had a strong impact on the awareness and behaviors of all people.

The sociology of citizenship is concerned with the social and economic conditions of citizens of a national community. Drawing on T. H. Marshall’s contribution to the theory of social citizenship this article argues that some groups of migrants and ethnic minorities in Australia, particularly those from non-British and European Backgrounds, face a number of social and institutional barriers which prevent them from reaching their full potential as members of Australia’s multicultural community. Evidence from the Australian Bureau of Statistics Census data shows different socioeconomic outcomes for migrants from British and European backgrounds compared with migrants from Asian backgrounds, despite having similar educational qualifications and length of time living in Australia. As such, it is argued that achieving social membership and inclusion continues to be a struggle for particular groups of migrants. A deeper commitment to the core principles of citizenship that is beyond mere notions of formal equality is needed if Australia is to address this important social issue.

Professional development is a key process within the wider agenda of raising standards and increasing societal growth capacity by improving teaching policy and practice in education. The aim of the research was to explore the relations between teacher’s professionality and occupational qualifications. Forty teachers were asked to estimate their pedagogical, core and holistic representation competencies. The correlation analysis was applied to investigate the relations between the length of employment and the competencies. The results indicated positive but weak correlations that suggest the relationship between learning gains and development need as well as between assessment and targeted feedback. A negative but still weak correlation was found between the length of employment and ensuring physical, mental and emotional wellbeing. Future work will focus on elaborating the instrument used in this study as well as the experimental setup in order to gain further insights and reliable results. Our core argument is that the entrepreneurial school of thought in strategic management as conceptualized by Mintzberg and colleagues holds explanatory value for advancing knowledge about the behavior of public sector organizations, as it does for private firms, albeit with important qualifications when applied to public services: chiefly, the temporal limitation in post for the office-holder of a public organization. After describing our methods, we present qualitative data from a longitudinal case study of strategy making in an European Union (EU) agency, the European Aviation Safety Agency, which has become a key actor globally in civil aviation. Our interpretation of the case suggests the additional usefulness of the entrepreneurial school of strategy, suitably adapted for public agency settings, as an explanatory prism to enlarge the repertoire of conceptual tools for the study of public agencies. Our broader argument is that the field of strategic management may provide theoretical resources for the study of public agencies, provided its theoretical lenses are properly selected and adapted.

This article analyzes manufacturing dynamics along the periphery of the São Paulo-Brasília axis from a perspective that studies the extent to which technological intensity has been influenced by being distant from the core. The aim is to investigate geographical proximity as a limiting factor in the ongoing process of manufacturing deconcentration in Brazil. To measure this phenomenon, the São Paulo-Brasília axis was divided into three peripheral regions: nearby, middle and distant. Subsequently, data related to the industrial workforce, the level of average real salaries, and qualifications of the workforce were used to analyze each of the subdivisions during 2002, 2008, 2014. Results demonstrate that even within a context of investments in transport infrastructure and new possibilities created by advances in communication technologies, the heterogeneities of manufacturing became more intense. The regions geographically closer to the Metropolitan Region of São Paulo demonstrate a higher technological qualification of its industrial structure, while those furthest away are primarily composed of labor-intensive natural resource industries.

Invasive management of heart rhythm disorders by catheter ablation and device implantation has been established as the therapy of choice for most cardiac arrhythmias, and the number of patients and complex procedures has increased dramatically. However, these procedures have an associated risk of serious complications and require fluoroscopy, which entails additional risks for both the patient and the operating personnel. All of these considerations justify the implementation of actions to guarantee quality and the creation of qualifications for the practice of these techniques in the interest of obtaining the greatest efficacy with the minimum possible risk to the patient and operating personnel. Attempts at quality improvement of electrophysiology in Europe should utilise a systematic approach incorporating various actions, including setting standards via guidelines and consensus recommendations, establishing the basal situation using registries and surveys, introducing pathways for common education with core curriculum documents, fostering motivation by promoting research, recognising excellence through accreditation systems and raising public awareness and public resources using public foundations and patient associations.

As the number of countries joining the European Union (EU) has grown over recent decades, so also has the accompanying European legislation to encourage cross border mobility and recognition of professional qualifications. This has led to a need to be able to assess and compare professions and their education across the EU and beyond. Historically, in response to the challenge of addressing the needs of persons with difficulties with communication, the profession has developed differently across European countries influenced by linguistic, cultural and socio-political diversity and a range of approaches to medicine, health and education. The NetQues project was set up to establish agreements on areas of commonality in speech and language therapy (pathology) education across the EU and also to look at any differences. The article looks briefly at the history and diversity of the profession in Europe and describes how 65 partners from 31 countries across Europe recruited into a multilateral academic and professional network achieved the project's goal to delineate the agreed common core competences which are both essential and desirable for a newly qualified speech-language practitioner to work safely and effectively. Employing ethnographic and survey research following EU Tuning principles seeking points of reference, convergence and common understanding, core elements of coherent professional education “fit for purpose” across Europe are identified and agreed EU Benchmark statements of core competences required are documented. Notably while differences and diversity present challenges, all countries involved in the project aspire to develop competent and caring professionals, able to practice safely and effectively with relevant up-to-date knowledge and skills upon admission to a clearly identifiable unique profession.

Background:A key process in Cognitive Therapy (CT) is the development and sharing of a formulation. How clinicians develop formulations is under-researched, particularly in working with people with psychosis.Aims:This study investigated agreement between clinicians, when conceptualizing an individual's psychotic beliefs. It also explored whether agreement was dependent on qualifications and experience.Method:Eighty-two clinicians watched a video of an individual with delusional beliefs, and were asked to provide formulations using a CT template. These were compared with a “benchmark” formulation provided by three experts.Results:There was good agreement for overt behaviours, emotions, and some aspects of early experience. However, identification of theory driven components such as core beliefs or assumptions was poorer. Greater clinical experience improved the agreement with the benchmark formulation overall, and greater CT specific experience improved formulation of the theory driven items. The more experience a clinician had of working with people with psychosis the lower the rate of agreement with the expert formulation.Conclusions:Formulation of delusional beliefs from a cognitive perspective is dependant on overall experience in cognitive therapy and not knowledge of psychosis, which may hinder performance. The implications for training in CT and psycho-social interventions are considered.
