Shekhovtsov, Anton. "Russia and the European Far Right." Thesis, University College London (University of London), 2018. http://discovery.ucl.ac.uk/10047343/.

Full text
Abstract:
This thesis explores contemporary relations between various Russian actors and European far right ideologues, movements, organisations and parties. The thesis demonstrates that each side of this relationship is driven by evolving and, at times, circumstantial political and pragmatic considerations that involve, on the one hand, the need to attain or restore declining or deficient domestic or international legitimacy and, on the other hand, the ambition to reshape the apparently hostile domestic or international environments in accordance with one’s own interests. Introduction discusses the research background of the thesis, and outlines its conceptual framework, methodology and structure. Chapter 1 discusses pro-Russian elements of the European far right milieu before the Second World War. Chapter 2 looks at the active cooperation between Russian and Western far right politicians after the fall of the Soviet Union. Chapter 3 examines the right-wing authoritarian evolution of Vladimir Putin’s regime – an evolution that facilitated the deepening of the relations between Russian pro-Kremlin actors and the European far right. Chapters 4 and 5 consider two areas of dynamic cooperation between various Russian actors and European far right politicians and organisations aimed at supporting and consolidating alternative institutions that aim at challenging and undermining liberaldemocratic practices and traditions: electoral monitoring and the media. Chapter 6 looks at openly pro-Russian activities that Austrian, French and Italian far right parties have carried out in their national contexts, and identifies several types of operators who furthered cooperation between them and Russian actors. Chapter 7 explores the performance of European far right politicians on high-profile discussion platforms in Moscow and at sessions of the European Parliament in Strasbourg and Brussels, and analyses the narratives that they promote within these settings. Conclusion presents main findings of this research.

Thesis, Malmö universitet, Malmö högskola, Institutionen för globala politiska studier (GPS), 2021. http://urn.kb.se/resolve?urn=urn:nbn:se:mau:diva-42933.

Abstract:
There is a puzzling occurrence in Western Europe: Some far-right populist parties, traditionally seen as antithetical to liberalism, are appropriating liberal rights for their own illiberal ends. On the premise that the parties instrumentalise liberal elements to achieve more legitimacy in a climate of tolerance and respect for human rights in Western Europe, this thesis examines how far-right populist parties use human rights for mobilising purposes. Using Clifford Bob’s four conceptual elements of mobilising human rights rhetoric, in a qualitative content analysis the language of three Western European far-right populist parties is analysed. It is argued that, by drawing from a liberalism of fear, far-right populists frame human rights as a Western achievement, under threat by immigration from Islamic countries and the “corrupt elite” that allows for immigration to continue. By doing so, populists manage to incorporate human rights rhetoric in their mobilisation efforts, without challenging human rights per se.

Abstract:
This bachelor’s thesis aspires to contribute to the field of research concerning women and far-right extremism. Scholars have during recent years called attention to the surge of far-right extremism and female participation in jihadi terrorism. However, when these fields of research meet, various knowledge gaps are distinguishable. The explicit research gap that this thesis aims to fill concerns a lack of comparative research on how men and women in the extreme-right perceive women. To fill this gap, this thesis aspires to describe how women are perceived, on a sex-disaggregated basis, in the far-right extremist movement by answering the research question: How do the female far-right extremists in Proud Girls and the male far-right extremists in Proud Boys' perception of women differ? Using the gender-separated US extreme-right group Proud Boys/Proud Girls as a typical case, the study performs an ideology analysis to distinguish how the groups perceive women. Thus, this study contributes to the field by presenting a comparative analysis of how extreme right perceives women. The results of the study suggest a difference in how Proud Boys and Proud Girls perceive women as the former conveys a more misogynist perception whereas the latter adheres to a more empowering view of women.

Abstract:
Acts of lone extremism are on the rise, yet little is known about who commits these acts. Research in this area has failed to delineate by extremist subtype. This has led to the misconception these acts and actors present with such variance psychosocially that they cannot be predicted. The purpose of this research was to assess whether statistically significant relationships exist between lone extremist subtypes on the psychosocial variables of mental illness, substance use, and having radicalized friends or family members. The conceptual framework for this study was De La Corte's psychosocial principles of terrorism, which addressed the social and political influences of terrorism with the complex psychosocial constructs that may exist. The Profiles of Individual Radicalization in the United States was chosen as the dataset and includes de-identified individual-level information on 1,865 extremists. The research questions that guided this study sought to determine if significant differences exist between 4 lone extremist subtypes across 4 psychosocial variables. Crosstabulation analysis and multiple chi-square tests for independence were used to test the relationship between categorical variables. Statistically significant relationships were found among each lone extremist subtype and having radicalized family members and friends (p=.00). In terms of mental illness, far left extremists were the only extremist subtype that yielded a significant relationship (p=.00). Also, a significant relationship was found between substance use and far right (p=.00), far left (p=.01), and single issue (p=.04) extremists. In terms of social change, this research presented support for studying lone extremism by subtype and also provided a foundation towards constructing a predictive model.

Abstract:
The 2016 election cycle has shown a dramatic radicalization of the right, featuring elements such as out-group demonization, law and order rhetoric, and populist strategies that have not been so prevalent in the US since the rise of Nixon’s Silent Majority in the 1970s. The UK has experienced a similar ideological shift, though its emergence has perhaps not been so notoriously outspoken. All the same, the fervent anti-statist and anti-elitist narrative employed by the Leave Campaign is starkly similar to language historically associated with the populist rhetoric of the Far Right. Drawing on analyses of economic, socio-cultural, and geopolitical trends that have changed the status quo of each of these countries in the post-crisis era, I attempt to elucidate potential factors that have made Far Right narratives of fear, paranoia, and insecurity particularly salient.

Abstract:
Most of the world’s population lives in urban areas (54%). Near 42% of the global urban population live in cities with more than 1 million inhabitants, where problems associated with urban sprawl such as informal settlement, social-economic changes, environmental degradation and deficient high-capacity transport (HCT) systems are common. Meanwhile, urbanization and its associated transportation infrastructure define the relationship between city and countryside, between the city’s inner core and the periphery, between the citizen and his right to move. This article discusses and presents an overview about the relationship between the planning and extension of HCT systems and urban planning, (in the figure of the floor-area ratio - FAR- prescribed in regulations). The methodological approach consists of drawing a conceptual framework and studying 33 different cities of metropolitan areas on five continents. It’s noticed that areas in cities with a high construction potential but with an insufficient HCT negatively influence in urban mobility and hence the right to the city. We consider right to the city the various social and fundamental rights that, among others, includes the right to public transportation. Therefore there’s a real need of an integrated approach of community participation, FAR distribution, urban planning and transportation planning and so that urbanization, inevitable these days, takes place in a fair and harmonious way.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3762

Abstract:
On 11 March 2020 the World Health Organization announced the Covid-19 (coronavirus) to be a pandemic. To combat the pandemic, many countries had to adopt emergency measures and some of these measures have affected the judicial system, especially the functioning of courts. The pandemic has been characterised as far as the judiciary is concerned by complete or partial closure of court buildings for the parties and for the public. It is clear that the functioning of national judicial systems has been severely disrupted. This limited functioning of courts impacted the individuals’ right to a fair trial guaranteed, in particular, under Article 6 of the European Convention on Human Rights. The aim of this article is to examine the manner of the administration of justice during the Covid pandemic and its impact on the due process guarantees. Focus is put on the extent to which different Covid measures, in particular remote access to justice and online hearings have impacted the guarantees of the right to a fair trial and the due process guarantees in general, notably in detention cases. In this connection, the article provides a comparative overview of the functioning of the European legal systems during the pandemic. It also looks into the way in which the two European courts – the European Court of Human Rights and the Court of Justice of the European Union functioned, as well as the way in which the Croatian courts, including the Constitutional Court, organised their work during the pandemic. The article then provides an insight into the issue of online/remote hearings in the case-law of the European Court of Human Rights and in the Croatian Constitutional Court’s case-law. On the basis of this assessment, the article identifies the differences in the use of remote/online hearings between and within jurisdictions. In conclusion, the article points to some critical considerations that should be taken into account when devising the manner in which any Covid pandemic experience with the administration of justice (notably with regard to remote/online hearings) can be taken forward.

Abstract:
In the past few years, DNV has been involved in a variety of projects related to marine energy converters. All projects have been characterised for the handling of technical uncertainties due to the application of new technology or proven technology in different area of application. A systematic approach based on the DNV RP-A203 Qualification of New Technology [1] was applied combined with the Guidelines for Design and Operation of Wave Energy Converters [2] to steer the third party activity, but, more importantly, to allow developers to systematically identify and deal with the risks in a rational manner with traceability of decisions throughout the development of the energy converter. From the very start of our engagement, it was clear that the handling of technical uncertainties was affected, not only by the technical barriers, but also by financial and time constraints. The establishment of the safety and functional targets to be achieved by the energy converter are to be based, not only on the safety and asset integrity aspects, but also on the financial / business model. The experience of using the Qualification process and the Guidelines on these projects, achieving the right balance between the constraints, handling of uncertainties, financial targets and safety and functional requirements, are briefly described in this paper as well as the future steps to be taken to improve the process and consolidate the experience so far. In this paper, it is also addressed the use of the DNV OSS-312 [3] on the certification process of marine energy converters.

In ASME 2012 Noise Control and Acoustics Division Conference at InterNoise 2012. American Society of Mechanical Engineers, 2012. http://dx.doi.org/10.1115/ncad2012-0517.

Full text
Abstract:
The goal of this work is to propose a new strategy for the attenuation of the traffic noise, which constitutes one of the main sources of acoustic pollution in urban and suburban areas. This strategy is based on the measurement of the noise radiated by each individual vehicle using an electro-acoustic system, composed of two microphones for the acquisition of the engine and of the rolling noise. These microphones have been situated inside the engine hood and close to the right back tire respectively. The signals have been recorded for diesel and petrol engines and through typical urban and suburban courses with different persons. Using this procedure, we aim to characterise the drivers responsible of the highest noise levels producing maximum annoyance. The near-field measurements have been then extrapolated to far field positions using an analytical filter that takes into account absorbing properties of the propagation floor. For the internal signal it has been necessary to characterise the acoustic properties of the engine hood experimentally using an array of microphones surrounding the vehicle. The propagated noise is calculated considering the absorption due to the geometrical divergence, the absorption by the air, and the effect of the propagating surface. The signals extrapolated to the receiver position could be compared with the current normative to propose recommendations concerning noise control actions.

Full text
Abstract:
Abstract The study provides an accurate measurement of the longitudinal and lateral traction under precisely controlled angles of attack conditions, using the Virginia Tech-Federal Railroad Administration roller rig (“VT-FRA roller rig”). The tests are performed under field-simulated conditions that allow wheel wear and accumulation of worn material at the running surfaces, with angles of attack (AOA) that represent both left- and right-hand curves. Because the roller rig allows testing under extreme conditions, AOAs as large as two degrees (0.035 radian) are evaluated for a scaled wheel with a nominal AAR-1B profile. It is observed that the longitudinal and lateral traction coefficients increase with increasing time, for all AOAs, but far more significantly for large AOA. The effect is nonlinear, meaning that for shallower (lower-degree) curves the friction effect is far less than for steeper (higher-degree) curves. It is further observed that the influence is asymmetric for right- and left-hand curves. The wheel taper introduces a lateral force that adds or subtracts (depending on the orientation of the curve) from lateral curving forces. The curving forces resulting from a positive AOA (corresponding to a left-hand curve) are less than those for negative AOAs, mainly due to the force offset due to the wheel taper.

de Leede, Seran. Tackling Women’s Support of Far-Right Extremism: Experiences from Germany. RESOLVE Network, February 2021. http://dx.doi.org/10.37805/pn2021.13.remve.

Abstract:
Persistent gendered assumptions about women and violence predominately depict women as non-violent and peaceful. Due to this gender blindness and simplistic frames used to understand the attraction of women toward far-right extremist groups, women tend to get overlooked as active participants, and their roles ignored or downplayed. This not only hinders the overall understanding of far-right extremist groups but also impedes the development of effective counterprograms that specifically address the experiences and paths of these women. Drawing from the experiences and insights of German initiatives and from additional literature on the topic, this policy note explores the wide-ranging motivations of women joining far-right extremist groups and the different roles they can play in them. By including wider research to why women leave far-right extremist groups, the policy note offers lessons learned and recommendations that may be helpful in optimizing prevention and exit programs aimed at women in far-right extremist groups beyond the German context.

Abstract:
Each year, our country’s most selective four-year institutions invest significant resources to recruit talented high school students from across the country. Before the COVID-19 pandemic, admissions representatives traveled far and wide to convince these prospective students that the academic rigor, amenities, and opportunities at their institution are unparalleled. These students, mostly affluent and white, contemplate admission offers and consider moves to new locales to pursue their postsecondary plans. Yet, many of these selective institutions are overlooking a talented and diverse pool of students in their own backyard: transfer students from local community colleges.

Idris, Iffat. LGBT Rights and Inclusion in Small Island Developing States (SIDS). Institute of Development Studies (IDS), February 2021. http://dx.doi.org/10.19088/k4d.2021.067.

Full text
Abstract:
This review looks at the extent to which LGBT rights are provided for under law in a range of Small Island Developing States (SIDS), and the record on implementation/enforcement, as well as approaches to promote LGBT rights and inclusion. SIDS covered are those in the Caribbean, Pacific, and Atlantic-Indian Ocean-South China Sea (AIS) regions. The review draws on a mixture of grey literature (largely from international development agencies/NGOs), academic literature, and media reports. While the information on the legal situation of LGBT people in SIDS was readily available, there was far less evidence on approaches/programmes to promote LGBT rights/inclusion in these countries. However, the review did find a number of reports with recommendations for international development cooperation generally on LGBT issues. Denial of LGBT rights and discrimination against LGBT people is found to varying extents in all parts of the world. It is important that LGBT people have protection in law, in particular the right to have same-sex sexual relations; protection from discrimination on the grounds of sexual orientation; and the right to gender identity/expression. Such rights are also provided for under international human rights conventions such as the Universal Declaration of Human Rights, while the Sustainable Development Goals are based on the principle of ‘leave no one behind'.

Harris, Jody, Sarah Gibbons, O’Brien Kaaba, Tabitha Hrynick, and Ruth Stirton. A ‘Right to Nutrition’ in Zambia: Linking Rhetoric, Law and Practice. Institute of Development Studies (IDS), August 2021. http://dx.doi.org/10.19088/ids.2021.051.

Full text
Abstract:
Zambians in all walks of life are affected by malnutrition, and working through human rights is one key way to address this injustice. Based on research aiming to understand how a ‘right to nutrition’ is perceived by different actors globally and in Zambia, this brief presents a clear framework for a rights-based approach to nutrition in Zambia. This framework identifies rhetorical, legal and practical functions of human rights, and offers a way to think through clearly how different actors might work on the different aspects of rights. Addressing these three aspects of a right to nutrition all together – instead of by very separate constituencies as happens now – is fundamental to a coherent rights-based approach to nutrition. This brief outlines which actors need to come together – from law and policy, activism and communities, across global, national and local levels – and suggests how to start. It lays out the Zambian policy, legal and practical environment as it stands, and suggests actions to move forward in each of these areas in ways that are consistent with the different aspects of rights. Through these steps, Zambia can become known as a hub of action on a right to nutrition, to join with others in using human rights to address the injustice of malnutrition.
