Abstract:
Abstract The paper analyzes crisis situations solved by The Fire Rescue Service of the South Moravian Region (FRS) in the city of Brno during 24 weeks between 7th April 2013 and 20th September 2013. The article deals briefly with all FRS actions and then focuses on fires. The open-access database of FRS is used for analysis. It is accessed from a database of the innovative web application StreetAlert, which allows users to learn about current fire brigade actions in the specified distance from the mobile phone. The data are processed in PostgreSQL and then spatial analysis is performed using the most detailed administrative division of the city – basic settlement units. As this division of urban space is used also in the most recent Czech census (2011), it is possible to use sociodemographic statistical data for comparison. The article identifies spatial regularities in the distribution of fires, describes the structure of the fires in terms of the type of event (fires of waste, fires of grass and forest, fires of buildings), discovers their possible dependence on the specific characteristics of urban space, finds potentially dangerous places (kernel density analysis), draws valid conclusions applicable to similar settlements, and shows the possible use of the data for local government. The main benefit of the research lies in revealing the spatial distribution of the examined phenomena.

The Czech Armed Forces' soldiers of all specializations and mainly the chemical corps'specialist are prepared for task fulfillment in military and non-military operations within those a real threat of weapons of mass destruction employment and, occasionally, the real danger of toxic industrial materials leakage is present. They can solve problems caused by acids leakage in contaminated areas mainly during task fulfillment in non-military operations on the Czech Republic territory in cooperation with Fire Rescue Brigades' chemical specialists. Individual protective equipment which is established in the Czech Armed Forces were neither design for this purpose and, moreover, nor tested and thus there is no real data concerning their chemical resistivity. In recent time, some methods have been introduced into the Czech Armed Forces environment. They are useful for determination of chemical resistivity of barrier materials against toxic compounds detectable with acid-basic (colorimetric) methods and conductometric ones. The paper deals with the possibility of using the presented methods and compares the suitability of their application in relation to the protective garments designated for the Czech Armed Forces members' body surface.

Systematic spatial risk analysis plays a crucial role in preventing emergencies.In the Czech Republic, risk mapping is currently based on the risk accumulationprinciple, area vulnerability, and preparedness levels of Integrated Rescue Systemcomponents. Expert estimates are used to determine risk levels for individualhazard types, while statistical modelling based on data from actual incidents andtheir possible causes is not used. Our model study, conducted in cooperation withthe Fire Rescue Service of the Czech Republic as a model within the Liberec andHradec Králové regions, presents an analytical procedure leading to the creation ofbuilding fire probability maps based on recent incidents in the studied areas andon building parameters. In order to estimate the probability of building fires, aprediction model based on logistic regression was used. Probability of fire calculatedby means of model parameters and attributes of specific buildings can subsequentlybe visualized in probability maps.

Abstract:
Rescue and firefighting service is an important and essential part at the Václav Havel Airport Prague and it has to follow the requirements stated in Commission regulations (EU), regulations and laws of Czech Republic. Construction of parallel runway 06R/24L influences runway and taxiway system significantly. Consequences of these construction changes are changes of access routes and new places of potential interventions originates. Safety risks of inaccessible areas at the airport and inability to follow response time come with operations of the new runway. These risks are assessed and mitigated if necessary.

<p><strong>Abstract.</strong> The main aim of the article is to show the usage of spatial data for support of aerial firefighting of forest fires. First, the support of strategic level decision is shown, and after that, the support of the tactical and operational level is demonstrated.</p> <p>The strategic level decisions are supported with various cartographical outputs showing the distribution and trends of the forest fires in the area of the Czech Republic. These maps are based on the data concerning the emergencies collected on the operational centers of the Fire and Rescue Service of the Czech Republic. The created maps serve as a support for the decisions concerning the strengthening of the assets for aerial firefighting of the forest fires. In this way, the spatial data concerning the emergencies, are used to support the strategic decisions. The outcome of these decisions is the public procurement focused on the selection of the aircraft of the private owners, which will bolster the current state assets for wildfires suppression.</p> <p>The operational and tactical level of aerial firefighting of forest fires is supported with the published layer, which contains the selected places for water supply to the aircraft during the forest fire suppression operation. The places were selected on the regional offices of Fire and Rescue Service of the Czech Republic. The data was sent in the form of Office Open XML Workbook (xlsx) (Microsoft Excel table) to the General Directorate. There the data was collected and processed by the Java program into the form of ArcGIS Server feature layer. This process makes the data available through the whole Fire and Rescue Service of the Czech Republic in a standardized manner.</p>

AbstractIn the Czech Republic and Slovakia, the term “hollow tree fire“ was first used in a publication in 1956 without being well defined and was then uncritically used in other publications. The term refers to fires occurring in the rotted, inner trunks of trees. The main aim of the current study was to determine whether the term should be considered a useful category for the statistical analysis of forest fires. The nature and causes of fires from 2006–2015 were assessed by performing a detailed analysis of the Fire Rescue Service of the Czech Republic (FRS CR) database. The database included a total of 7,256 fires in the natural environment, but only 18 of these were hollow tree fires. Most hollow tree fires were initiated by human carelessness, and only three were initiated by lightning. Based on our critical consideration of fire attributes, hollow tree fires should not be considered a category of forest fire. The presence of rotten trees is, however, a serious problem because such trees represent long-lasting sources of fire in forest stands and because they complicate firefighting. The numbers of rotten trees in forests is increasing, and firefighters should be made aware of the complications of extinguishing fires involving rotten trees in forests.

Accidents and emergencies resulting from the combustion of plastic materials frequently occur in industrial production and technological processes. The authors illustrate this fact using the most recent example - the fire in the manufacturing and logistics premises in Chropyně, the Czech Republic, with an intervention of professional, as well as volunteer firefighters and specialized fire and rescue units.

The diploma thesis is focused on a detection and a laboratory control of hazardous substances’ leak into the environment. These hazardous substances are classified. Further, it aims to chemical laboratories of the fire-brigade of the Czech Republic, as well as which place they hold in the fire-brigade system, and it indicates their main duties. This diploma thesis contains a review of some essential types of devices and mediums, which are in terms of the fire-brigade of the Czech Republic usable to practice the detection, determination and assessment of the hazardous substances in various figures of the environment in terrain, i.e. filling of duties of the chemical survey. The output of this diploma thesis is simulation of leaks of the toluene diisocyanate using ALOHA software, TerEx software and Rozex Alarm software. Further on, the proposal of another methodical sheet focused on leak actions of the concrete hazardous industrial substance – toluene diisocyanate. This methodical sheet could therefore broaden pro tempore elaborated sheets for chlorine and ammonia.

The diploma thesis focuses on the risks associated with the use of gas detectors in the intervention of fire brigade units, specifically in the case of an event associated with a carbon monoxide leak. The diploma thesis briefly explains the procedure of the units of the Fire and Rescue Service of the Czech Republic in terms of gas detection, specifically carbon monoxide. The work focuses on the Fire and Rescue Service of the South Moravian Region and analyzes the current equipment of fire stations with detection means. The output of the diploma thesis is to design a suitable optimization of the unit and measurement, including financial evaluation in various types of emergencies, in which units of the fire brigade may encounter a leak of carbon monoxide. Furthermore, a draft Methodological Sheet is prepared - Interventions with carbon monoxide leakage provide information on carbon monoxide and procedures for activities related to gas leakage.

The diploma thesis deals with insurance fraud and issues which comes with it. The thesis is divided into several units. The first part is dedicated to insurance fraud in general, the insurance industry in the past and in the present and legislation in the past and in the present in the area of today´s Czech Republic. The thesis continue with analyzing of fraudulent behavior according to perpetrator and type of insurance. The next is statistical evaluation. In the part “Detection of insurance fraud” are summarized current methods of detection of the insurance frauds used by insurance companies in our market. There were also analyzed insurance frauds according to perpetrator, economic sector and insurance company. In the end is presented the case study of purpose action, suggestions suitable for the fight with insurance fraud and there is also offered as another technical possibility of help not only in the fight with insurance fraud - mathematical modeling of fires.

There is a constant development and continuous progress in the wireless technology field as it is in the all fields of information and communication technologies. One of the latest trends is the wireless mesh network. This type of network brings new features into the wireless field such as multihop, self-configuration, self-organization and self-healing. This enables the usage of wireless networks in new fields and industries or the upgrade of current implementations to meet new market demands. This thesis summarizes theoretical findings from this field from the users' point of view and functionality dimension. This is followed by a summary of possible applications, available technologies and known standards. The second half of the thesis consists of a requirement analysis of a chosen user group (the Fire Rescue Service of the Czech Republic) focusing on application of wireless mesh network for rescue operations. The analysis also includes test criteria and principles for test procedures for this application.

Population Protection againts Impacts from Major Chemical Accident in recent years is an important area to address. This thesis focuses on the current situation and preventive security measures in protecting the population against the effects of serious chemical accidents. Specifically, it focuses on the Czech Republic and toxic industrial chemicals, explosive and flammable. A detailed analysis of the current situation in the Czech Republic with risk areas relating to chemical industry and hazardous chemicals was worked out. An analysis of the current status of population protection from the effects of serious chemical accidents is prepared. On the basis of the analysis measures are suggested to improve the current situation in accordance with legislation. The work was carried out research on their own knowledge of the population in this in pre-selected location.

Abstract:
The flood in August 2002, by which the territory of the South Bohemian Region was struck, initiated the engagement of the components of the Integrated Rescue System having participated in the rescue and liquidation work caused by the flood. Due to the scope of the flood, the operability of the change and supplementation of the flood measures prepared in the emergency plans showed itself as necessary. The struck places called for the immediate deployment of forces and means the goal of which is preventing and removing the consequences caused by flood. This brings other problems connected with the organization and logistic assurance which means loading of the usual run of the company. The target of this thesis was to analyze the police activity during the flood in 2002, to recommend the improvement and unification of the activity within CR police as basic components of Integrated Rescue System on the territory of South Bohemian Region. The following hypothesis was determined within the thesis: The flood, emergency and crisis plans of municipalities and regions elaborated on a good quality level help in the activity of Czech Republic Police within the Integrated Rescue System during the flood on the territory of South Bohemian Region. In the thesis I tried partially to cover the course of floods in 2002 on the territory of the South Bohemian Region and the associated Activity of Czech Republic Police as one of the basic elements of the integrated rescue system. This field should be devoted much more attention, especially in relation to the materially technical equipment, item of financial and food supplies assurance and legislation. The treated topic may be utilized in the scope of activity of Czech Republic Police, Firemen Rescue Service, ZZS, Regional Authorities, Municipal Authorities and further subjects dealing with the crisis management, during the training of own employees, and elaborating of emergency plans and type activities.

To deal with and prepare for extraordinary events, the Czech Republic has the Integrated Rescue System, which is not an individual organization as such, but rather a system of co-ordinated activities of basic bodies, namely the Fire-Brigade of the Czech Republic and fire prevention units included in the area coverage, the Police of the Czech Republic and the Medical Rescue Service of the Czech Republic. It is the coordination of the Integrated Rescue System{\crq}s basic bodies what is absolutely essential for the effectiveness of the intervention in the place of an extraordinary event. To make the process of rescue and liquidation work really effective, type activities for the basic bodies during a collective intervention have been put together for selected extraordinary events. These activities focus mainly on the co-ordination of the bodies in the place of the extraordinary event as well as the co-ordination of the related bodies by their operations centres. This thesis aimed to analyze the work of the Czech Police as a body of the Integrated Rescue System in the area of extraordinary events as well as to point out possible insufficiencies and propose some ways of improvement. The findings gained can be used in the professional training of individuals, particularly from the ranks of the Czech Police, which handle the question of dealing with extraordinary events. The thesis includes a list of these type activities approved by the Integrated Rescue System{\crq}s bodies with reference to the effective legal documents and the analysis of responsibilities performed by the Police of the Czech Republic within the individual type activities. The conclusion indicates disparities between the theory and the practice, which arose during the elaboration of the thesis, particularly insufficient knowledge of the type activities on behalf of the policemen and deficient material facilities of the Czech Police as an Integrated Rescue System{\crq}s body, mainly protective aids for performing tasks related to potential contamination of the policemen by various chemical, biological and radioactive substances etc.
