A grande cidade é um fixo enorme, cruzado por fluxos enormes. O que acontece quando a ordem desses fixos e fluxos é subvertida? Qual a espacialidade de uma cidade cuja ocupação de seu território e circulação não sejam guiados e estabelecidos pela lógica da funcionalidade e pelos imperativos da circulação do valor? Em junho de 2013 cerca de 388 cidades brasileiras foram palco de manifestações populares cujo estopim foi o aumento da tarifa do transporte público. No entanto, a demanda extrapolava a reivindicação pela revogação do aumento. A demanda era também pelo direito à cidade, direito à livre circulação e acesso a tudo o que a cidade oferece. O Movimento Passe Livre, articulador dos protestos que ficaram conhecidos como Jornadas de Junho, coloca a questão urbana, da mobilidade e também da disputa do espaço nas cidades na pauta política do país. O movimento pensa na cidade, na sua ocupação e circulação. Uma circulação inclusiva, uma circulação que permite o desvendamento, o uso e a apropriação da cidade. Uma imaginação urbana que subverte sua lógica de ocupação espacial em um grau de utopia que não vem do urbanismo e da arquitetura. O objetivo geral desse estudo é contrapor diferentes ideias de cidade tendo como fim a definição da noção de cidade subjacente nas propostas do Movimento Passe Livre.<br>Fixed and flows. The big city is a huge fixed, crossed by huge flows. What happens when the order of these fixed and flows is subverted? What is the spatiality of a city in which the occupations of its territory, as well as its circulation, are not established by the logics of functionality and imperatives of movement of value? On June, 2013, around 388 Brazilian cities were the theater of riots in which the main focus were the public transportations tariff raise. However, the claims have overcome the revocation of such raises. The claims were also for rights to the city, free circulation and access to whatever the city may offer. Movimento Passe Livre – MPL, the main perpetrator of the riots, which were also called Jornadas de Junho puts the urban question of mobility and also the space competition at the Country s political agenda. MPL approaches the city, its occupation and circulation. An inclusive circulation, that allows the unveiling, usage and appropriation of the city. An urban idealized view, subverting the logics of occupation in such an utopia that does not belong to urbanism or architecture. The main objective of this work is to interpose different city concepts aiming to define the city envisaged by MPL.

Abstract:
The City of Stockholm’s energy and climate goals are analyzed and projected in several scenarios. Using the year 2015 as the baseline year, a database covering the energy performance and fuel use within the City is created. This starting point is used to project the performance of the City until the year 2050. The projection is made with the use of scenarios and the simulation software LEAP by formulating scenarios that combine ongoing, planned and conceivable measures. All these scenarios aim to the reduction of emissions with the long term aim to set the City of Stockholm a fossil fuel free city by 2050. Various paths can be followed towards that goal and these are analyzed and classified based on cost and applicability. According to the simulation of scenarios, the immediate action and the long-term planning are shown to play an essential role in achieving the City’s goals. In addition, the significance of policy, the behavioral aspect and the continuous gradual development are found to be three basic pillars towards the target that the City has set. Specifically, the City should focus on energy efficiency in both generation and utilization. Available technology can help to this direction at an affordable cost and with remarkable potential. However, in order to achieve the target of an entirely fossil fuel free city by the year 2050, the City of Stockholm needs to support a shift of transportation modes towards public transport. Currently, the transportation sector has a low share of clean fuels and is likely going to be the most challenging sector to affect. Among the challenges in the transportation sector comes the fact that there is always a given risk when trying to introduce a new dominant fuel, based on assumptions of future car fleets and volatility of markets. Biofuels may for instance lead to a shortage in the market with higher biofuel and food prices as a result while changing the entire vehicle fleet takes 20 years on average. The best possible scenario does demonstrate one possible path toward a fossil fuel free City of Stockholm 2050 by taking a number of aggressive actions. This does not account for possible new technologies nor changes in the economy at large.

As Global Warming becomes an increasing problem, many cities across the world are looking for ways to reduce their harmful emissions and become more sustainable. Some cities are trying to accomplish this by adding park space, constructing more energy-efficient buildings or using electricity to power public transportation. These changes, while facilitating a reduction in emissions, do not allow a city to become sustainable because they are on too small a scale, nor do they account for emissions caused by other aspects of a city. The existing theories on sustainability in cities are insufficient. They cover certain aspects of sustainability, but they do not address the entire city as a whole. They also fail to discuss the most important concept of sustainability, which is sustainable energy. Sustainable energy provides environmentally-friendly, inexpensive energy without the harmful side-effects or exorbitant costs associated with fossil-fuel plants. This paper attempts to prove that a city can only be completely sustainable if it is powered solely by sustainable energy sources. To prove this, a case study of Frederikshavn, Denmark will be provided. By 2015, Frederikshavn will be the first city in the world powered exclusively by sustainable energy. The civic authorities in Frederikshavn are following a top-down approach that ensures that the sustainable energy conversion proceeds successfully, while at the same time being beneficial to both business interests and the local population. If and when Frederikshavn is successful, the techniques used and the lessons learned will be transferable to other cities in the world. This will ensure cities become increasingly sustainable, and Global Warming will be addressed in an appropriate manner.

Abstract:
Built on a large corpus of archival sources, this study analyses free people of African descent in eighteenth century Panama City. Using micro-historical and prosopographical methodologies and being organised around a lengthy trade lawsuit between coloured and white pedlars and merchants (1711-1765), my investigation revolves around three main themes. First, I analyse the urban economy in relation to local legislation, wide trans-Atlantic trade dynamics and contraband. This allows me to demonstrate that eighteenth-century Panama City's trade legislation against coloured people, which was promoted by white pedlars and merchants, did not originate in race per se, but had its origins in economic competition and strict governmental regulation on trade. Second, I analyse free coloured people's individual and collective identity, focusing on techniques of upward socio-economic mobility, inter- racial relations and support networks. I argue that although socio-economic upward mobility was frequently an individual initiative, it also occasionally occurred as a collective initiative. Indeed, the legislation banning coloured people from the trade business favoured the appearance of a multi-craft guild based on race, status, identity and common objectives to legally fight for their rights to socio-economic improvement. Finally, I contribute to the current historiographical debate on whether Panama City was conceived and planned as an "elitist city" whose walled area was only inhabited by the white elite, excluding the rest of the population to the Arrabal. My research demonstrates that this thesis is not valid because colonial society was not strictly racial divisible as there were interracial socio-economic networks and inter-racial marriages, and the elite did not have an exclusive conception of Panama City. As a whole, my PhD thesis challenges the current strict hierarchical conception of Panama City's colonial society, and contributes to the understanding of free coloured people's individual and collective agency and identity during the colonial period.

Includes bibliographical references.<br>The inner city of Port Elizabeth has faced a series of problems since the 1960s. These include forced removals, relocation of critical functions and the implementation of obdurate infrastructure. One of the most destructive of these forces was the construction of the Settlers Way Freeway in 1963. This freeway cuts through the inner city and had many buildings and neighbourhoods demolished for it to be realised. Since then it has caused more harm than good by only serving a select few while degrading inner city public space for others. This project investigates the possibility of the demolition of the Settlers Way freeway as it is essential for the appropriate future growth of Port Elizabeth's City centre. This will also have a large positive impact on the metro area in terms of spatial and economic benefit. The city centre is centrally located in the region and has a major spatial advantage in terms of trade and commerce. This alone should be enough reason for concern when it comes to social and economic reasons. An argument is formulated for the removal of the Settlers Way freeway and suggests a viable and realistic alternative in its place. This is done through a lens of economic rejuvenation of the inner city by using the freeway removal as a catalytic device for future development by unlocking land that is currently underutilised. This initiative is now more urgent than ever as continued urban sprawl is occurring on the peripheries of the city in the form of shopping malls drawing much needed economic investment further away from the city centre.

Sociology<br>Ph.D.<br>This dissertation focuses on the relationship between sustainability and growth as it plays out through sustainable development projects in Philadelphia. Cities are interested in adopting policies and practices that will make them greener. In 2009, Philadelphia adopted its first sustainability plan, Greenworks, and throughout the past decade, many other cities have adopted similar plans. This has happened at the same time that cities have attempted to address their shrinking populations and coffers by aggressively pursuing pro-growth strategies. This dissertation explores the tension between growth and sustainability and, given this tension, how the process of sustainable development plays out in Philadelphia. This research focuses on green building and urban greening projects using a single-case embedded case study design. Projects of varying scales are examined - including large- and small-scale sustainable development projects. Data comes primarily from in-depth interviews, which were conducted over the course of one year with project managers, sustainability professionals, government bureaucrats, and community members, among others. The data from these interviews are supplemented with historical archival records, open government records, and other primary and secondary sources. This research highlights two tensions in the sustainable development process. First, the politics of development give rise to a tension between exchange value and use value. On one hand are powerful urban actors who believe that development of urban space should be value-free, or guided by the free market. On the other are community members who may value the space for another purpose. The second tension is between different approaches to resource use in urban development. Most measures of economic success are tied to growth, or the extent to which we collectively produce and consume goods. However, the production of goods is fueled by natural resources, which are dwindling. There is a tension between how pro-growth and pro-sustainability actors view resource use. This research contributes to the literature by examining the relationship between these tensions, or how the value-free politics of development are reconciled with the crisis of natural resource consumption. The results of this analysis show that sustainability initiatives are treated by powerful urban actors as means to a growth-oriented end, rather than as ends in themselves. This is true even when these actors frame their discussions of sustainability in ideological terms. They believe that sustainability is a worthy endeavor, insofar as it also coincides with a growth-oriented agenda. The production of green buildings and green open places supports green place making, which is an important component of commodifying - and growing - the green city. The tension between sustainability and growth, however, are a point of weakness where traditional growth-oriented politics of development may be challenged.<br>Temple University--Theses

Abstract:
The study was premised on the truism that men have historically served in higher echelons of organizational management structures and women are under-represented. The principal objective was to explore the constraints faced by women in accessing higher leadership and senior management positions in public, private and non-governmental organisations in Zimbabwe. This study adopted the triangulation method, that is, qualitative and quantitative approaches. These mixed research methods, were upgraded by the feminist research methodologies, thereby making a contribution in the field of research. The study found out that the constraints that mostly hinder women from accessing leadership and senior management positions in public, private and NGOs were cultural practices, which represent levels of power and control that in turn hinder reforms; and women's socialisation into feminised roles. The study also found out that in most organisations, most females work under male leadership, and this traditional organisational culture, needs to be deconstructed and reversed in order to achieve gender equality. The study recommended for a human centric and integrated organizational management strategy for public, private and NGOs in Zimbabwe. The adoption of a human centric and integrated management approach should aim at gender equity and reduce women's under-representation. A human centred organizational culture has to be practiced, that would create organisational ethos that guide organizational management. An integrated organizational management approach should integrate all systems and processes into one complete framework, enabling people to work as a single unit, unified by organizational goals, shared vision and common values. The system should depend on a balanced mix of the masculine and feminine attributes. The approach should put its weight towards adoption of measures to attract, advance and empower women so as to benefit from their qualifications, experience and talent in a highly competitive environment.

Como uma onda, as manifestações se espalharam e logo aconteciam em pequenas e grandes cidades, portando as mais diversas bandeiras. As Jornadas de Junho de 2013 configuraram-se como um movimento essencialmente urbano e, em meio a tudo o que elas trouxeram à tona, um aspecto e um movimento social presente na vida urbana se destacaram: a pauta da mobilidade e o Movimento Passe Livre (MPL). Além de ressaltar essas duas variáveis, esta dissertação situa o debate em meio à produção acadêmica que há tempos se dedica a estudar o urbano e suas problemáticas. Seguindo uma linha de pensamento que compreende a cidade como lugar de existência plena do homem urbano, a luta pelo direito à cidade aparece como conceito fundamental para a compreensão dos conflitos urbanos hoje.<br>In June 2013, young people from big cities of Brazil took to the streets to try to prevent the increase of public transport fare. They succeeded. Like a wave, the demonstrations spread and soon took place in lots of different towns and cities, carrying different flags. The Jornadas de Junho de 2013 were an essentially urban movement and, in the middle of everything that was brought to the streets, an aspect and a social movement present in urban life stood out: the agenda of the mobility and the Free Pass Movement. In addition to highlighting these two variables, this dissertation sets this agenda through the academic production that has long been dedicated to study the city and its problems. Following a thought line that understands the city as a place of full existence of urban men, the struggle for the right to the city appears as a key concept for understanding of urban conflicts today.

Magister Public Health - MPH<br>Many poor households in South Africa find themselves living in informal housing and only become proprietors of formal housing via the government subsidy scheme for core low-cost housing, thereby also realizing their constitutional right to housing. The subsidy is however limited and it largely determines materials, and construction methods used. Obtaining a formal low-cost dwelling means that basic services such as electricity, sanitation, water and waste collection, is available to the home owner. Formal low-cost housing settlements are commonly located in poor areas and recipients of the housing subsidy are commonly unemployed or have low-income jobs, and frequently originate from informal settlements where services, albeit limited and often communal, were provided at no cost. This study sought to assess the combined effect of relocating from an informal dwelling to a formal low-cost dwelling and receiving individual house-based basic services of electricity, water, sanitation and waste collection, on environmental- and household health. An ecological study design was used whereby data was collected at "baseline" while households were living in the informal settlement, and again at "2 years relocated" i.e. 2 years after moving in to the formal low-cost dwelling. The study population included all households residing in the Phumlani- and Pelican Park- Zeekoevlei Informal area in the year 2000, who were on the waiting list to receive low-cost core housing units in Phumlani Village and were due to be relocated there. Due to the rapid pace at which construction of new homes occurred not all households could be captured whilst living in the informal settlement, i.e. at "baseline". The actual sample subsequently consisted of 53 households at "baseline", and all, i.e. 124 households at "2 years relocated". Data was collected via a structured interview, whereby one respondent per household was interviewed by a trained fieldworker. Positive health improvements were reported by households in terms of personal and household health. Significant (p<0.05) positive improvements were found for households in formal lowcost housing at "2 years relocated" for exposures to: overcrowded living conditions (PR=1.159, 95%CI=1.153 – 3.328); indoor air pollution due to cooking and heating (PR=2.185, 95%CI=1.655 – 2.885); improper household waste management (PR=7.381, 95%CI=4.313 – 12.633 and inadequate sanitation (PR=0.365, 95%CI=0.255 – 0.523). The incidence of childhood diarrhoea episodes decreased significantly (PR=5.588, 95%CI=1.284 – 24.315) at "2 years relocated". Water access, availability and use also increased significantly (PR=0.212, 95%CI=0.125 – 0.358) 2 years after relocation. Factors that did not improve include levels of employment for which households were found to be worse off, with 16% of households having no person employed at "2 years relocated" as opposed to only 2% at ‘baseline”. Other factors remaining unchanged included incidences of respiratory, skin and eye infections amongst children ≤ 6 years old. Although exposure levels to indoor air pollution decreased for some households, this remained present for others as electricity in combination with bio-mass fuels are still being used for heating and cooking. Environmental health conditions for a variety of factors remained unchanged and there was a reversion back to living conditions and habits of the informal settlement. Littering, dumping of waste within the neighbourhood and a high pest presence, remained unchanged. Subsidised formal housing and associated basic services does have a positive impact on health. However, the amount of free basic services, specifically electricity, provided, in lieu of household energy requirements, does not satisfactorily cover all household needs. Factors such as unemployment and low-incomes hamper the household’s ability to maintain the electricity supply as is needed and for this reason alternatives to reliance on electricity should be included in the design and construction of the low-cost house. The manifestation of poor environmental health conditions indicates that provision of low-cost housing by itself is not sufficient to ensure good environmental health. Therefore hygiene promotion should be included as part of the total beneficiary package.

This study examines the impact of free time activities and companions on juvenile delinquency in the city of Riyadh, in the context of social change in Saudi society as a whole, as new forms of leisure and recreation seem to have arisen as a result of the process of urbanization taking place in the country.The field work was conducted in 1990-91 in the Social Observation Home in Riyadh. Social survey and case study methods were employed in the research.The findings of the study show that the major factors influencing juvenile delinquency in the city of Riyadh, fall into four groups concerning: the family, the school, the community and the society. As expected, the recent economic growth in Saudi Arabia has had a particular influence upon the situation of the youth in the society, in various social and cultural aspects, as a result of the cultural contact with foreigners in and outside the Kingdom and other factors.It is found that the peer-group has a strong influence on its members through many aspects of play, enjoyment, friendship and passing time which may, eventually, lead them to misbehaviour and delinquency. The impact of delinquent companions is visible from many indications: a) The majority of the sample had committed their offences in groups. b) A large number of them mentioned the desire to follow or please friends as the reason for committing the offence. c) Most importantly, about two thirds of the whole sample reported that they had friends with a previous history of delinquency.

Reconnaissant la domination des perspectives dites « néoclassiques » et « durables » sur le transport urbain, la thèse propose de remettre en cause cette domination en intégrant une dimension explicitement urbaine dans l'analyse des politiques des transports. To this end were used in newspapers and magazines of the time, as also were held interviews with fairground undertaking and residents of the city. The fairs are events that occur in the middle ages. In Brazil accompanied the colonization; and in Campo Grande the Feira Livre Central (Free Central Fair) was regulated in 1925. Whereas the city of Campo Grande was emancipated in 1899, the fair was present in the daily field campo-grandense very early. The Feira Central installed as source provider of the city, and subsequently suffered transformations that culminated in his changing location in 2004. Was standing as the city's heritage, and included in the touristic itineraries. Campo Grande, in turn, became the capital of the State of Mato Grosso do Sul, and wanted to "modernize", taking as a model São Paulo. Urban projects, sought to review and recover his past to formulate its history. Campo Grande, then, was to shows in Feira, and the Feira Livre Central was a thumbnail of the city, with relations and cultural data of the company in question. Considerando que a cidade de Campo Grande foi emancipada, em 1899, a Feira esteve presente, no cotidiano campo-grandense, desde muito cedo. O'Dwyer<br>Education researchers are frequently interested in examining the causal impact of academic services and interventions; however, it is often not feasible to randomly assign study elements to treatment conditions in the field of education (Adelson, 2013). When assignment to treatment conditions is non-random, the omission of any variables relevant to treatment selection creates a correlation between the treatment variable and the error in regression models. This is termed endogeneity (Ebbes, 2004). In the presence of endogeneity, treatment effect estimates from traditionally used regression approaches may be biased. The purpose of this study was to investigate the causal impact of an integrated student support model, namely City Connects, on student academic achievement. Given that students are not randomly assigned to the City Connects intervention, endogeneity bias may be present. To address this issue, two novel and underused statistical approaches were used with school admissions lottery data, namely Gaussian copula regression developed by Park and Gupta (2012), and Latent Instrumental Variable (LIV) regression developed by Peter Ebbes (2004). The use of real-world school admissions lottery data allowed the first-ever comparison of the two proposed methods with Instrumental Variable (IV) regression under a large-scale randomized control (RCT) trial. Additionally, the researcher used simulation data to investigate both the performance and boundaries of the two proposed methods compared with that of OLS and IV regression. Simulation study findings suggest that both Gaussian copula and LIV regression are useful approaches for addressing endogeneity bias across a range of research conditions. Furthermore, simulation findings suggest that the two proposed methods have important differences in their set of identifying assumptions, and that some assumptions are more crucial than others. Results from the application of the Gaussian copula and LIV regression in the City Connects school lottery admissions study demonstrated that receiving the City Connects model of integrated student support during elementary school has a positive impact on mathematics achievement. (Civil Engineering)) -- Central University of Technology, free State, 2013<br>According to the Road Traffic Management Corporation (RTMC) of South Africa, a large number of accidents involving motor vehicles occur annually on the arterial roads passing through the suburban residential areas of the cities of South Africa. This problem warrants planning and design interventions for the reduction of vehicular accidents and the consequent improvement of road safety on these city roads. Based on this premise, an investigation was conducted to explore the major causes of vehicular accidents, and to develop a set of urban planning and design guidelines to reduce vehicular accidents in suburban arterial roads of a city and to improve the road safety appreciably. The investigation was conducted by considering the suburban areas of Bloemfontein city of Free State, South Africa as the study area. A survey research methodology was followed for this purpose, and data was collected from both primary and secondary sources. Sample surveys were conducted in four different suburban areas of the city to collect primary data and to acquire firsthand information for understanding the scenario at grassroots level. The surveys included household surveys, in order to understand the demographic, socio-economic, and perceptual infrastructural conditions of the study area and their influence on vehicular accidents; road geometrical design parameter surveys; and traffic surveys to understand the road geometry and traffic-related scenarios in the city. In addition, structured statistical data was collected from secondary sources, such as published and unpublished literature and a range of other documents. The data collected was analysed statistically to find the major control parameters influencing vehicular accidents in the suburban arterial roads, and to establish relationships between vehicular accidents and the major control parameters. Based on the analyses, a theoretical linear multiple regression model establishing relationships between the vehicular accidents as the dependent variable and vehicular traffic-related variables (speed of vehicles and average daily traffic), road geometry design variables (road width and median width), and spatial variables (land use and land form in the form of the number of access points from residential areas to arterial routes), was developed to observe the number of accidents under varied simulated scenarios. The simulated model results were employed to develop various policy scenarios to reduce accidents and to improve road safety in the study area. The investigation revealed that, under the composite scenario of the reduction of number of accesses from residential areas to arterial roads, speed, and average daily traffic along with the increase of road width and median width, the occurrence of vehicular accidents in the arterial roads of suburban areas of the city would be reduced and road safety would be improved significantly. It was also observed that residential areas with limited vehicular access from residential areas to arterial roads would have fewer vehicular accidents than residential areas having unrestricted access. Consequently, the number of access points from residential areas to arterial roads in suburban areas of the city would need to be limited, depending on the functions and land use of the area, to improve road safety.

I started the project by doing a workshop with aclassmate using a derivative of the german officeBaupiloten’s methods. The goal of the workshop was toextract their actual needs and wishes.Traditionally when asking a client “What do you want?”,they’ll be constricted by their own reality and context.Taking children as an example they would ask for moreslides or a trampoline. By using an seemingly nonconnectedand abstract task the children can expresstheir actuals needs and wishes for their enviroment.We had a group of 8, 5 year old children that we showed 9pictures of natural phenomena while telling the childrenabout the pictures to spark their imagination. Afterwardwe asked each child to pick the pictures they liked. Withthem and other material we then instructed them to“construct worlds” inside A4-boxes. During the wholeprocess speaking to the children to extract their thoughtprocess as thoroughly as possible.On top of this the concept was based on the ongoingdebate regarding the lack of outdoor areas for childrenin Stockholm as well as the pedagogies of Reggio Emiliaand Montessori. From this I derived four key points.Exploration and independence, denuded architecture,free play outside and children’s inherent creativity.<br>Jag startade projektet genom att göra en workshop med en klasskamrat med hjälp av ett derivat från tyska arkitekturkontoret Baupilotens metoder. Målet med workshoppen var att extrahera deras faktiska behov och önskemål. Traditionellt när man frågar en klient "Vad vill du ha?", kommer de att vara begränsade av sin egen verklighet och kontext. Ta ett barn som exempel. De skulle be om mer rutschkanor eller en studsmatta. Genom att använda en till synes icke-kopplad och abstrakt uppgift barnen kan uttrycka deras faktiska behov och önskemål för deras omgivningar. Vi hade en grupp av åtta stycken, fem år gamla barn som vi visade nio bilder av naturfenomen samtidigt som vi berättade om bilderna för att tända barnens fantasi. Efteråt bad vi varje barn att välja bilderna som de tyckte mest om. Vi instruerade dem sedan till "Konstruera världar" i A4-lådor. Under hela processen talade vi med barnen för att extrahera deras tankeprocess så noggrant som möjligt. Utöver detta var konceptet baserat på den pågående debatten om bristen på utomhusområden för barn i Stockholm samt pedagogiken i Reggio Emilia och Montessori. Från detta härledde jag fyra huvudpunkter. Utforskning och självständighet, redovisande arkitektur, fri lek utomhus och barns inneboende kreativitet.

Co-operative culture, although emerged in Britain during early phases of the industrial revolution, has been adapted by other countries within socialist, social democratic and even communist systems. In the contemporary era, housing co-operatives are still in existence and contribute housing production all over the world in every economic and political system. Institutional development of housing co-operatives in Turkey can be regarded as a process of adapting a Western institution and it shows how contextual differences result in changes in terms of ideology and implementation. In this respect, the thesis aims to evaluate Turkish housing co-operatives by putting forward their contextual differences. Housing co-operatives are non-governmental organizations and produce considerable amount of housing in Turkey. The dissertation regards housing co-operatives as a kind of collective action and discusses underlying factors of success of them with respect to collective action theories. Free riding, group size, critical mass, heterogeneity, network density and selective incentives are the factors obtained from the Theory of Free Rider and the Theory of Critical Mass and discussed regarding the Turkish co-operative development case to be tested via &ldquo<br>The Housing Co-operatives Interview Survey&rdquo<br>in istanbul and Ankara. The thesis&rsquo<br>findings provide that despite there might be expected effects of factors on success of housing co-operatives, these factors might be different due to the fact that they depends on desires of the critical mass<br>whether to act in favor of collective or individual benefits.

The research is supported in the method of dialectical historical materialism that allowed analyzing the issue in the perspective that considers the relationship between thinking and acting, as a way of explaining reality. It starts from the assumption that the Free Fair in the capitalist mode of production was losing its status as a simple circulation of merchandise and was being entered in the total circuit of process of accumulation and reproduction of capital. Understanding the cycle of capital, how occurs the production, distribution, exchange (circulation) and consumption allowed reflect on the functionality of the Free Fair in the historical formations of the capitalist mode of production. Reflecting on the field-city relationship, allowed to identify the changes that were produced in space along the historical process, observing the forms, for whom and why is the appropriation of space and territory; where the city and field, although seemingly disparate spaces, is part of totality of the mediations production/labor/distribution/fair/exchange (circulation)/consumption of the capital circuit. By entering this dialectical logic concluded that the production of space in the city of Feira de Santana / BA had its growth in the space of exchange and consumption of subsistence merchandise, to the extent that it established new forms of restructuring in the capital accumulation the dialectical unity contradictory of the field and city was being placed on the new logic of expanded reproduction. The transformations show that the spaces have been produced to ensure the realization of the cycle of capital - and how it establishes the social and territorial division of labor is crucial to its production.<br>Esta dissertação tem como objetivo refletir sobre a mediação que a Feira Livre estabelece na divisão social e territorial do trabalho e na constituição da relação campo-cidade no município de Feira de Santana/BA. A pesquisa se sustenta no método do materialismo histórico-dialético, que permitiu analisar a temática na perspectiva que considera a relação entre o pensar e o agir como forma de explicar a realidade. Parte-se do pressuposto de que a Feira Livre, no modo de produção capitalista, foi perdendo a sua condição de circulação simples de mercadoria, e foi sendo inscrita no circuito total do processo de acumulação e reprodução do capital. Entender o ciclo do capital, como se processa a produção, distribuição, troca (distribuição) e consumo permitiu refletir sobre a funcionalidade das feiras livres nas formações históricas do modo de produção capitalista. Refletir sobre a relação campo-cidade possibilitou identificar as alterações que foram produzidas no espaço ao longo do processo histórico, observando as formas, para quem e por que ocorre a apropriação do espaço e do território. Apesar de campo e cidade serem espaços aparentemente distintos, fazem parte da totalidade das mediações produção/trabalho/distribuição/feira/troca(circulação)/consumo do circuito integrado do capital. Adentrar por esta lógica dialética permitiu concluir que a produção do espaço do município de Feira de Santana/BA teve seu crescimento marcado no espaço da troca e consumo de mercadorias de subsistência, na medida em que se estabeleceram novas reestruturações nas formas de acumulação do capital. Assim, a unidade dialética contraditória do campo e cidade foi sendo inscrita na nova lógica de reprodução ampliada. As transformações observadas evidenciam que os espaços são produzidos para garantir a efetivação do ciclo do capital, e a forma como se estabelece a divisão social e territorial do trabalho é o determinante para sua produção.

This study aims to identify and describe discourses about the city and how they appear from different stakeholder’s views regarding the transformation of Storgatan to a pedestrian street during the summer in Linköping city. This creates a deeper insight into how work towards sustainability become visible in the planning of the inner city. The study uses a discourse analysis of interviews and texts to study which identified discourses about the city become apparent. Conflicts that appear regarding the transformation of Storgatan is also analyzed. Results show that while different stakeholders follow similar discourses about the city regarding their ideal, they are also expressed in different ways and can relate to different meaning. The conclusion is that the different stakeholders largely agree that the implementation of a pedestrian street on Storgatan is something positive, and that a good foundation for an eventual future permanent implementation of the pedestrian street is shown.<br>Studien syftar till att identifiera och beskriva vilka diskurser om staden som blir framträdande hos olika aktörer i samband med Storgatans omvandling till sommargågata och därigenom få en fördjupad förståelse för hur arbetet mot hållbarhet tas i uttryck i innerstadsplaneringen. Det görs via en diskursanalys av intervjuer och texter, där tidigare identifierade diskurser om staden används. Samtidigt undersöks även vilka konflikter som finns kring Storgatans omvandling. Resultaten visar att de olika aktörerna har liknande diskurser kring deras vision av stadens utformning, dock tar de sig i uttryck på olika sätt. Konflikter och utmaningar som uppstår kopplat till detta gäller främst trafiken i området där den största utmaningen är kollektivtrafikens omflyttning. Slutsatsen är att de olika aktörerna som varit delaktiga i studien generellt sett ställer sig positiva till gågatans implementering och det också finns en god grund för en eventuell framtida permanent implementering av den.

Domestically, there are policies applicable to local residents solely, such as Dansui town of Taipei county and Kingman county; and those shuttles only for important activities, like flower-seeing bus, tomb-visiting bus, new year-shopping bus in Taipei city, but most of them belong to free commuting bus for serving voters of electoral district, which chiefly intends to gain the feeling of citizenry for government and promote the satisfactory degree of politics, such as some towns in Taipei county, Luchu Hsian in Taipei country, and Taoyuan city; however, such types of free bus are developed for other commercial benefits as those shuttles linked stations between high speed railway and regular railway, large department stores and MRT stations. In contrast, those free buses in some overseas nations are developed mainly for the purpose of decreasing traffic jam, energy consumption, and air pollution, and enhancing the prosperity in commercial zones. The policy of TAO-YUAN City Free Bus has been executed for up to 7 years, but relative researched on this policy has rarely been studied since the execution, this research will study and analyze this free bus policy maintained by the social welfare budget of Taoyuan city, by means of market investigation and random interview in vehicles, on the issues of safety, service level, route improvement, interior equipment, cost effectiveness; and proceed the statistics work on attention degree and satisfaction degree, also do the descriptive analysis of statistics on gender, age, occupation, riding purpose, riding frequency of passengers; besides, do the relative analysis on attention and satisfaction for each service categories, and use IPA (Importance-Performance Analysis) to sort all sub items of service, propose the strategies of key improvement and priority as the reference of civil servants for service quality improvement.

Though popular, this policy has not been extensively examined with respect to its performance. To evaluate the neccessity of its continual implementation in the following years, we chose 10 cities who provide free bus services for detailed study. This research consists of two major parts. The first part is to collect relevant evaluation indices and evaluate the importance of each index. 38 indicators are chosen from the literature and their importance are accordingly determined by a questionare survey against each local officer who is in charge of the work of free bus services. The second part is to perform statistical analysis based on the data collected from the questionare survey. 23 indices out of 38 were screened out and the remaining 15 indicators were grouped into 5 factors, namely, “acceptability”, “transferability”, “safety”, “reliability”, and “comfortability”, using the technique of Exploratory Factor Analysis (EFA). To determine the relative weight of each factor and each indicator in a hierarchical fashion and in the meantime take possible feedback and correlation relationship into account, Analysis Network Process (ANP) technique is employed in which expert survey was conducted. The results show that in urban areas to the “safety” of the most important, followed by “transferability”, etc., non-urban areas the most important thing is “safety”, followed by “acceptability”. However, no theoretical background has been proven to advocate this policy from the economic point of view. To explore the net benefit that might be brought up by this policy, Taoyuan city is chosen for case study. A binary Logit model is accommodated to imitate modal choice behavior of travelers. The perceived utility of travelers is constructed as a linear function of a set of explanatory variables. The associated parameters were calibrated with the TSP software package by the questionnaire data collected from either field survey or phone interview. The statistics show that the goodness of fit is fairly well for the model. The output of the model is then extensively analyzed to rationalize traveler’s behavior. The quantitative indices of equivalent variate and consumer’s surplus were also computed to measure the economic benefit accrued to the travelers and compared with the corresponding budget. Though cost effective is not justified at this preliminary study, more studies must be carried out before conclusive remarks can be drawn for free bus transportation service. In the end some suggestions for future research are given.

The program aims not only to reduce the traffic chaos and congestion, but also to enhance the willing of citizen and tourists to use the public transport system after the completion of the future MRT system. Based on the framework of sustainable development including environmental protection, social welfare and economic development, this study analyzed in depth interviews by nine city director level staff, scholars and experts to discuss on the effect and problems of free bus policy in Taichung city. According to the study, it found that the free bus didnt point out the evidence that could reduce the air pollution and even save the energy. Although citizen can decrease the traffic expenditure by free bus, but it violates the justice principle of ‘user pays’. Although the free bus can enhance the surroundings traffic benefits and make more revenue for bus carriers, but also exacerbate the Taichung City’s finance burden and reproduce the crowding-out effect of urban construction. The study suggests that the government should integrate the bus routes, encourage the ride sharing, raise more efficient transfer facility, set up the Apps and any other apt measures. Moreover, the bus carriers might train the employees professionally for the purpose of raising the satisfactions and loyalties of taking urban public transport, meanwhile, free bus policy could complete the stage task and exits.

How to create the interests among government, proprietor and civilians is the exploration of this study. The study of subject is to the participants (principal - Taoyuan City Hall, agent - Taoyuan Bus Company, Ltd.) and contract (the Taoyuan City Free Civilian Bus entrusted operation contract) for outsourcing management strategies, and make relevant policy recommendations. The results of this case there is no agency problem between the contracting parties. The Taoyuan City Free Civilian Bus outsourcing management policies and practices are indeed feasible. There are two parts are revealed in study:I, “the party role”, II, “contract fulfillment”. The contents also include the role of the contracting parties, contract research and outsourcing issues (agency problems) variance analysis. Policy recommendation just for Free Civilian Bus policy position and to the government agencies operating in the outsourcing process should pay attention to the conditions. After upgrading the Taoyuan County Government and Taoyuan Bus Company, Ltd. the recommendations must be noted.

Although Free Bus has brought convenience to people, in fact, the government has spent a lot of budget. If the amount of passenger isn’t enough, Free Bus is likely to be abolish. Therefore, it is essential to conduct performance evaluation on Free bus. This study focuses on the performance evaluation of Free Bus in New Taipei City. In accordance with literature review, there are five performance indicators, including safety indicator, comfort indicator, convenience indicator, reliability indicator, and demand indicator, which are used to evaluate the performance on Free Bus. This study applied two research methods. On the one hand, quantitative research method was used to facilitate the sampling of inhabitant in New Taipei City. The questionnaire was sending on the Internet. On the other hand, participant observation was used to observe the situation on the Free Bus. In order to analyze the descriptive statistics, t-test, one way ANOVA, and correlation analysis were performed on the collected sample data. According to the statistical analysis and observation recording, it revealed that “female” Free Bus user is more than male user. Besides, “more population” and “less income per month” would cause higher Free Bus demand. The performance indicator that the most people care is “demand indicator, and the second place is “safety indicator”. The findings above provides recommendations and references for public sector on relevant government agencies and similar future studies. The business covered inside the had included Waigaoqiao Bonded Logistics Zone, Waigaoqiao Free Trade Zone, Pudong Airport Comprehensive Bonded Zone and Yangshan bonded Port area which are in 4 distinctive customs supervision. The mainly open 6 items are: financial services, shipping services, commercial services, professional services, cultural services, social services, a total of 18 industries. Comparatively, Executive Yuan(行政院) had also announced the proposal of Free Economic Pilot Zones ( FEPZs) in March 2013. The programs had proposed six harbors: Keelung, Taipei, Taichung, Kaohsiung, Suao, Anping, and one airport city: Taoyuan Aerotropolis, plus a Pingtung Agricultural biotechnology Park, total are 6 ports, 1 airport city, and 1 agricultural biotechnology park. Simultaneously, there are 6 developing industries in Kaohsiung city had emerged raging from biotechnology and medical industry, maritime and yacht manufacturing industry, to exhibition holdings industry, cultural and creative industry, green industry, and metal related industry. This article tries to integrate the economic situation from the comparative view between Shanghai FTZ and Kaohsiung FEPZ, especially analyze the 6 item and 6 industries addressed by both pilot zones. And the conclusion has found that the relation of the two economic zones can form into a supplementary and cooperative relation, instead of competitive one. Finally the article also tries to make a further suggestion for three critical parties who will involved in the business between the two economic zones. 1. To the central government: reinforce the measures in the FEPZs, and tries to communicate more with the youth, streamline the regulation environment, in order to build a FDI friendly domestic that can prevent from the outflow of talents, technology, and capital. 2. To Kaohsiung city government: empower the professionals, positively assist corporations to transform efficiently; in cooperation with the central government, promote Kaohsiung city as a city harbor with efficient land exploitation and management, especially the land usage in Kaohsiung County. 3. To the private sectors in Kaohsiung city: make the most use of the resources and the advantages of the superior location between mainland China and Taiwan and based in Kaohsiung, in advance to the world.

The excessive use of private vehicles leads to many transportation issues such as air pollution and traffic congestion in Taiwan. Public transportation plays an important role in modern cities’ sustainable development. The government draws up lots of policies on public transportation in order to create a more sustainable and livable city. Free bus strategy is just one of the policies. Our study aims at quantifying the government cost and social benefits of the free bus policy in Taichung city. We apply the method of cost benefit analysis to obtain the resources put in by the government and the social benefits in order to examine the overall efficiency of the free bus policy. The social benefits include saving travel time, reducing vehicle operation cost and accident costs, and improving air pollution. Taking the values of IOT(institute of transportation) project that is “The Survey of Vehicle Operation Cost and Application for Economical Benefits Evaluation of Transportation Projects” as a parameter, we analysis the marginal cost and marginal benefit of the policy. The result of the benefit-cost ratio is more than one and the result of the net present value is more than zero, indicating that the free bus policy is worth investing. The implementation of the policy is expected to change a part of ridership habitual behavior. The results gave an overall review of the necessity of the policy. The free bus policy could increase the potential ridership of the MRT system in Taichung city, hinder the growth of using private motorized vehicles and provide a more livable life.

This phenomenon results from non-enforcement of governments and tolerance of residents. There is no soluton to occupied arcade for local government, therefore street always chaos and dirty, influencing the public usage and safety. In order to build a better environment for citizen, Tainan City Government implemented the project of arcade-improvement, giving the pass-by right of arcade back to pedestrians. Did Tainan City Government do well? How did this project work? What kind of factor effects the perfornmane? How to plan and implemente arcade-improvement for local governments? This study aims to analyze arcade-improvement project in Tainan, finding out the difficulty, using “the six variable model of policy implementation process” by Van Meter and Van Horn to analyze the policy work, evaluating the efficacy of this project. Based on date review and interview with local people, some conclusion are proposed about how “the six variable model of policy implementation process” effects policy performance: (1) The gradual and orderly approach became “one-road, two rules” , and the implementers were questioned for their fairness. The buttomline of gentle persuation was not clear and specific. The urban-rural difference were not considered in the process of policy implementation, hence the policy effect was not significant. (2) The police officers thought they were just administrative helpers and to protect the policy implementers’ safety only. The role displacement of law enforcement reduced the policy effect. (3) The district offices lacking the power to demolish illegal buildings and facing communication difficulties were unable to execute the policy effectively. (4) Using community resources and the support of community leaders were helpful to policy implementation. In the other hand, the manpower and budget shortage with non-functional incentive adversely affected the policy outcome. (5) Facing the multiple dimensions of social value and the pressure from the city council, the implementers’ attitude became “no bad guys here”, which reduced the willness to execute the policy. (6) The implementers went along with the policy, but not entirely. Because there were unspecific execution criteria, obstacles not removed, and the pressure of value conflict. The implementers finally became negative and indifferent to the policy goal.

The purpose of this thesis is to obtain the standard level of educational barrier-free environment of elementary school. Find out factual problem to improve old and new buildings in elementary campus. Furthermore, make the suggestion for the improvement of building code.  This study investigates the status of the educational barrier-free environment based on the accessibility in students with special needs of the elementary schools. According to the result of the investigation, Chung-Ming has the best standard level. Chang-An, Sheng-Li, Zhen-Hai, Ri-Xin and Wen-Yuan, the five schools have the better standard level for each. However, Hsieh-Chin, Long-Gang, Zhi-Kai, Da-Tong and Cheng-Kong, the five schools have the worse standard level for each. The administrative district to classify, East district has the best standard level. Besides, North district, Anping district and Annan district of expression are face to face to others: Middle West district, South district.    The improvement countermeasures: 1.The educational department should redact improvement conception. 2.The government should balance the development between the districts. 3.Achieve the building administration system and construction quality control.

European countries such as The United Kingdom and France have even introduced the concept of free admission to the public that could serve larger areas and bigger audiences. Although the concept of free admission is already introduced to Taiwan, most of time the policy is not promoted by the central government or the local governments. Instead, they leave that for each individual museum to decide. In 2008, the New Taipei City Government started to promote the free admission policy in municipal museums, including Tamsui Historical Museum, Gold Museum, Yingge Ceramics Museum, Shihsanhang Museum of Archaeology, The Lin Family Mansion and Garden, and Wulai Atayal Museum. These five museums and one garden are a larger scale case in Taiwan. This research has chosen four museums supervised by the Cultural Affairs Department of New Taipei City Government. They are similar in size and the amount of government subsidy, including Tamsui Historial Museum, Gold Museum, Yingge Ceramics Museum, and Shihsanhang Museum of Archaeology. Through document analysis, interviews, and questionnaires, this research attempts to study the current situation and impact of the free admission policy of the municipal museums of New Taipei City and the audience response to it. Based on these results, this research also proposes suggestions for the policymaking and further studies. The research shows that after the implementation of the free admission policy, the number of museum visitors has increased significantly. Most of the visitors are female, half of them are married, and ages are 18 to 34. They are either students or employees in the industry, commerce, and services organizations that have university education, with monthly salary below NT$ 30,000. They live mostly in New Taipei City and second mostly in Taipei City. Because of the free admission policy, the number of domestic group visitors and foreign visitors has greatly increased. Most visitors are infrequent visitors. Their motivations to visit museums is to accompany friends and family members and to enhance their knowledge. The majority of visitors do not shop in the museums; they usually make purchases in the streets outside of the museums. Regarding to the admission policy, most visitors support the free admission policy. The amount of price that they are willing to pay for the admission is less than NT$ 50. Each museum differs in how it operates and what type of visitors it attracts. The reasonable suggests that each museum should develop different marketing strategies based on the features of the museum and its visitors. They can design activities that best suit the visitors’ need, cooperate with transport companies and stores nearby to provide travel packages, and make good use of the volunteers to help the museum to operate effectively, so that the museum can provide the best service for the visitors and achieve a most cost-effective outcome.

The research results are described below. Firstly, in the overview of Taipei government implementing the 5-year-old Tuition Free Education Program, the principals of kindergarten and parents all understood the policy fully, and the purpose of the policy is fairly successful. However, the principal and parents think the government needs to strengthen advocacies of the subsidy amount, and they do not agree the policy could construct a good quality nursing environment. Moreover, from the significant differences of the subsidy amount in the preschools and kindergartens pre-integrated property and the public and private types, the study finds there is still a lack of understanding of the subsidy amount in the kindergartens and nurseries belonged to the social system and education system, even though they have been integrated for two years. Overall, the people with higher educated understood the policy more than the lower educated ones. There are significant differences on understanding the policy implemented result between parents and principals, and the level of understanding of principals is significantly higher than the parents. The difference extent of understand between parents and principals could lead to the communication problems in the implementing process, and increase the tensions between parents and principals. Secondly, in the view of the 5-year-old Tuition Free Education Program probably impacting the parents’ choice, the principal and parents do not think that kindergartens can apply for tuition assistance for parents of kindergarten selection factors, but rather the kindergarten teaching security services, the quality of personnel, regular children training, a good environmental and hardware is the important considerations to the parents. The senior principal of the kindergarten might be more emphasis on the regulation of fees, the quality of personnel and the design of curriculum. The reasons are different between common parents. The parents will choose the private kindergartens because these schools could adjust their school time to compare with parents. Some parents will choose the public schools, because they think the subsidy amount could reduce their family economic pressure. Therefore, the 5-year-old Tuition Free Education Program is more successful in the part of choosing the public kindergartens. Broadly speaking, the subsidies of the 5-year-old Tuition Free Education Program is an important issue for low-income earners in the choice of kindergarten, and also implies that this plan is more flexible for the higher income earners than the lower income earner. There is a significant different on the kindergarten choice of supporting different nursery time with the education. The higher educated significantly focus on this issue more than those with lower academic qualifications. Moreover, parents think kindergarten should pay more attention to routine life, but the principal is considered that parents seem to bear more responsibility of the children routine life. Thirdly, in the execution satisfaction part of implementing the 5-year-old Tuition Free Education Program, principals think that the Government grants and funding application processes need to be improved and decrease the appropriation time, and parents think that the government in policy advocacy and grants funded speed still needs to be improved. In the cognitive part of the subsidy, parents expect a more universal kindergarten suitable for equal opportunity in terms of education, and some of them expect the subsidy should be regulated to exclude the rich people from the social welfare perspective. Therefore, this policy should be more diverse and mix, and the government should set up a more comprehensive policy discussion. Those recommendations proposed in this study can be used as a reference by the educational administration. First of all, we use literature review to collect satisfaction of the free nourishment breakfast for public elementary school students in Taoyuan city. Next is to analyze its degree of satisfaction according to students’ different background variable and supply method. On the other hand, this study applies the questionnaire method to collect research data. The students of 14 public elementary schools in Taoyuan city take part in this activity as survey samples. 617 student’s surveys were conducted for a valid rate of 65.33%. D data analysis methods include: Descriptive statistic, reliability analysis, independent-sample T test, one-way ANOVA analysis (the difference achieves the remarkable standard, and makes comparison afterwards) ,and quantitative statistics. Finally, the study result obtains following conclusions: 1.The most scores of perceived product quality of elementary school students is quality of food. 2.The most scores of perceived service quality of elementary school students is education of breakfast . 3.The mean scores of perceived product quality were obviously different for elementary school students of different gender and grade. 4.The mean scores of perceived service quality were obviously different for elementary school students of different gender. 5.The mean scores of perceived product quality and perceived service quality were obviously different for different supply method.
